A PROCLAMATION.

WHEREAS it is provided by sec-
tion 12 of the Leeward Islands Acts,
1871 to 1950, as amended, that the
General Legislative Council of the
Leeward Islands may from time to
time be convoked by Proclamation:

AND WHEREAS by section 14 of
the said Act it is further provided
that the place of meeting of the said
Council shall from time to time be
fixed by proclamation:

AND WHEREAS
that the said Council
convoked,

NOW. THEREFORE, I do by this
my Proclamation summon the said
General Legislative Council to meet
at the Court House in the City of
Saint John in the Presidency of
Antigua on Monday the 20th day of
June, 1955, at nine thirty o’clock in
the forenoon, for the despatch of
public business.

AND the members of the said
Council and all other Her Majesty’s
Officers and loving subjects in the
Colony of the Leeward Islands and
all others whom it may concern are
hereby required to take due notice
hereof and to give their ready obedi-
ence accordingly.

GIVEN under my hand at the
Government House, Antigua,
this 26th day of May, 1955,
and in the fourth year of Her

Notice Concerning the Valida-
tion of internally issued Secu-
rities in Austria.

For the purpose of restoring an
orderly state of affairs with regard
to the internal securities issued in
Austria the Ministry of Finance has
been empowered, in terms of the
Austrian Securities Validation Law,
Federal Gazette No. 188/54, to call
up by announcement in the official
‘notice column of the Wiener Zeitung
those Austrian Schillings and Reichs-

mark securities, issued in Austria,
for which a validation proc-dure is
deemed necessary.

Securities, deemed to be subject to
this validation procedure, require to
be registered with one of the follow-
ing registration offices:—

Creditanstalt —Bankverein,
Schottengasse, 6, Vienna I.

Osterreichische Landerbank G. Am Hof 2, Vienna I.

Osterreichische Credit-Institut
A. G. Herrengasse 2, Vienna I.

within six months of the date of the
notice of their call up in the Wiener
Zcitung.

Securities, subject to validation
procedure, which are not submitted
in accordance with the detailed
provisions of the law to one of the
above-named registration offices,
within the stipulated time limit,
become invalid on the expiration of
the time limit.

Persons, who have not ‘already
deposited their internal Austrian Se-
curities, either directly or indirectly,
with an Austrian Bank, are recom-
mended, in their own interest, to
contact immediately, either their
own bank or one of the the three
Austrian banks mentioned above, for
the purpose of registering the securi-
ties, or a claim to such securities, in
the prescribed manner within the
time limits imposed, and for infor-
mation as to whether a security issue
has been already officially called up
for validation, and, if so, the date
of the expiration of the stipulated
time limit, and also as to whether,
as a result of an official pronounce-
ment, a security issue has been
declared exempt from the validation
procedure.

Subject to compliance with foreign
exchange regulations the securities
may also be forwarded directly for
registration to one of the three
Austrian banks named above. How-
ever, in this case the respective
Austrian bank requires to be specifi-
cally empowered to carry through in
the name of, and for the account of,
the owner of the security, all the
necessary meusures required by the
validation procedure.

Ninth Oils & Fats Conference.

The ninth British Caribbean Oils
and Fats Conference ended its session
at Hastings House on May 14th.
Recommendations to participating
Governments were decided upon for
continuance of the agreement for
> years beyond its expiry on August
31st 1955 with modification for deal-
ing with an existing area surplus.
The principal modification which it
is recommend: d should take early
effect will be the appointment of a
copra clearing officer in connection
with which assistance and co-opera-
tion of the RECWI will be sought.

2. Was recommended that the
existing area export price of £70. 10s.
per ton should be continued not only
till Angust 3lst but also for 1 year
thereafter.

3. Proposals for eighth Conference
in July last year for establishment of
free trade in copra and coconut
products between participating terri-
tories were re-examined and referred
back to Governments with some
amendments and with recommenda-
tions for implementation as goon ag
the necessary Legislative and Tariff
action can be arranged.

Applications are invited for the
post of Agricultural Assistant Grade
II in the Department of Agriculture
of the Presidency of St. Kitts Nevis
and Anguilla.

The appointment will be for a
period of three years in the first
instance with a salary scale of $2640-
120-3000. The actual point cf entry
in the scale will be determined in the
light of experience and qualifications
of the candidate. Applicants should
hold the diploma of the Imperial
College of Tropical Agriculture and
should have had some experience of
field work in a department of agri-
enlture.

A transport allowance is payable at
the rate at present ruling in the
Presidency.

Quarters are not provided.

The officer will be engaged mainly
on pasture improvement and devel-
opment.

ENACTED by the Legislature of the Leeward
Islands.

1. This Act may be cited as the Currency Short title.
(Amendment) Act, 1955, and shall be read as one 4/1950.

after called the Principal Act.

2. Section 2 of the Principal Act is hereby Amendment

4. Subsection (1) of section 6 of the Princi-
pal Act is hereby amended by the substitution of
a colon for the full-stop appearing at the end
thereof and by the insertion immediately thereafter
of the following proviso:—

“Provided that for the purposes of this
Act the value of Jamaica notes shall be
calculated at the rate of four dollars and
eighty cents for one pound.”

5. This Act shall come into operation ona
day to be appointed by the Governor by proclama-*
tion published in the Gazetie.

OBJECTS AND REASONS.



The object of this Bill is to make Jamaica
notes legal tender in the Colony.

- 2. On the coming into operation of the
Currency Coinage and Legal Tender (Amendment)
Law, 1954 (No. 51—1954) of Jamaica legal tender
status in Jamaica will be conferred on currency
notes issued hy the Board of Commissioners of
Currency, British Caribbean Territories (Eastern —
Group).

3. Itis sought to repeal the existing sub-
section (2) of section 4 of the Currency: Act as the
currency notes issued by the Government of

Trinidad and Tobago under the provisions of the
Government Currency Notes Ordinance which
were made legal tender in this Colony have been
demonetized and no such notes cun be issued.

4. A provision bringing the Act into force
on proclamation is included since the intention is
that Bills having similar effect to this should be
introduced into the Legislatures of all the British
Caribbean Colonies (Eastern Group) and that when
enacted the legislation in the Eastern Group of
Colonies should be brought into operation on the
same date as the Jamaica law above mentioned.

An Act to amend further the Post Office Act.
ENACTED by the Legislature of the

Leeward Islands.

1. This Act may be cited as the Post Office
(Amendment) Act, 1955, and shall be read as one
with the Post Office Act, as amended, hereinafter
called the Principal Act.

2. Subsection (1) of section 16 of the Prin-
cipal Act is hereby amended by the deletion of all
the words appearing after the colon in the ninth
line and the substitution therefor of the following :—--

* Provided that—

(a) no compensation shall, in any case,
be given where the loss or damage
arises from causes beyond control;
and

(b) no compensation for loss or damage
to any such parcel shall be made
unless it is authorised. by such rules
so made as aforesaid.”

rities in Austria.

For the purpose of restoring an
orderly state of affairs with regard
to the internal securities issued in
Austria the Ministry of Finance has
been empowered, in terms of the
Austrian Securities Validation Law,
Federal Gazette No. 188/54, to call
up by announcement in the official
‘notice column of the Wiener Zeitung
those Austrian Schillings and Reichs-

mark securities, issued in Austria,
for which a validation proc-dure is
deemed necessary.

Securities, deemed to be subject to
this validation procedure, require to
be registered with one of the follow-
ing registration offices:—

within six months of the date of the
notice of their call up in the Wiener
Zcitung.

Securities, subject to validation
procedure, which are not submitted
in accordance with the detailed
provisions of the law to one of the
above-named registration offices,
within the stipulated time limit,
become invalid on the expiration of
the time limit.

Persons, who have not ‘already
deposited their internal Austrian Se-
curities, either directly or indirectly,
with an Austrian Bank, are recom-
mended, in their own interest, to
contact immediately, either their
own bank or one of the the three
Austrian banks mentioned above, for
the purpose of registering the securi-
ties, or a claim to such securities, in
the prescribed manner within the
time limits imposed, and for infor-
mation as to whether a security issue
has been already officially called up
for validation, and, if so, the date
of the expiration of the stipulated
time limit, and also as to whether,
as a result of an official pronounce-
ment, a security issue has been
declared exempt from the validation
procedure.

Subject to compliance with foreign
exchange regulations the securities
may also be forwarded directly for
registration to one of the three
Austrian banks named above. How-
ever, in this case the respective
Austrian bank requires to be specifi-
cally empowered to carry through in
the name of, and for the account of,
the owner of the security, all the
necessary meusures required by the
validation procedure.

Ninth Oils & Fats Conference.

The ninth British Caribbean Oils
and Fats Conference ended its session
at Hastings House on May 14th.
Recommendations to participating
Governments were decided upon for
continuance of the agreement for
> years beyond its expiry on August
31st 1955 with modification for deal-
ing with an existing area surplus.
The principal modification which it
is recommend: d should take early
effect will be the appointment of a
copra clearing officer in connection
with which assistance and co-opera-
tion of the RECWI will be sought.

calculated at the rate of four dollars and
eighty cents for one pound.”

5. This Act shall come into operation ona
day to be appointed by the Governor by proclama-*
tion published in the Gazetie.

OBJECTS AND REASONS.



The object of this Bill is to make Jamaica
notes legal tender in the Colony.

- 2. On the coming into operation of the
Currency Coinage and Legal Tender (Amendment)
Law, 1954 (No. 51—1954) of Jamaica legal tender
status in Jamaica will be conferred on currency
notes issued hy the Board of Commissioners of
Currency, British Caribbean Territories (Eastern —
Group).

3. Itis sought to repeal the existing sub-
section (2) of section 4 of the Currency: Act as the
currency notes issued by the Government of

Trinidad and Tobago under the provisions of the
Government Currency Notes Ordinance which
were made legal tender in this Colony have been
demonetized and no such notes cun be issued.

4. A provision bringing the Act into force
on proclamation is included since the intention is
that Bills having similar effect to this should be
introduced into the Legislatures of all the British
Caribbean Colonies (Eastern Group) and that when
enacted the legislation in the Eastern Group of
Colonies should be brought into operation on the
same date as the Jamaica law above mentioned.

1. This Act may be cited as the Post Office
(Amendment) Act, 1955, and shall be read as one
with the Post Office Act, as amended, hereinafter

2. Subsection (1) of section 16 of the Prin-
cipal Act is hereby amended by the deletion of all
the words appearing after the colon in the ninth
line and the substitution therefor of the following :—--

* Provided that—

(a) no compensation shall, in any case,
be given where the loss or damage
arises from causes beyond control;
and

(b) no compensation for loss or damage
to any such parcel shall be made
unless it is authorised. by such rules
so made as aforesaid.”
