required for Public purposes.
It is Hereby Declared that the
Governor in Council with the ap-
proval of the Legislative Council of
the Presidency of Antigua considers
that the lands forming part of Five
Islands Estate situate in the Parish of
Saint John in the Island of Antigua
and more particularly described in the
Schedule hereto, should be acquired
for public purposes, nainely:—
(1) to obtain a site for the erection
of a school and provision of play-
ground;
(2) to obtain an area for exten-
sion of the existing village of Five
Islands:
(3) to provide agricultural plots
for the villagers of Five Islands;
and,
(4) to provide a grazing area for
the stock of the said villagers.

All that portion of land forming
part of the Five Islands Estate and
consisting of two parcels of land
containing in the whole 125 acres or
thereabouts situated on the Five Is-
lands peninsula in the Parish of St.

required to assist the Superintendent

deputise for him when required to
do so.

ENACTED by the Legislature of Antigua us
follows:—
1. This Ordinance may be cited as the
Acquisition of Antigua Sy ndicate Estates Tenantry
Areas Loan (Amendment) Ordinance, 1954, and
shall be reid as one with the Antigua Syndicate
Estates Tenaotry Areas Loan Ordinance, 19538,
hereinafter called the Principal Ordinance.
2. The following section is hereby. substitn-
ted for section 5 of the Principal Ordinance:—
“5, (1) Any sum raised to defray the
expenses of issue shall be applied only to that
purpose.
(2) Save as aforesaid, the money to be
borrowed under the authority of this Ordinance
shall be appropriated and applied to the pur:
pose specified in the Schedule hereto.â€
8. Subsection (2) of section 6 of the Princi-
pal Ordinance is hereby amended by the substitu

1951.
ENACTED by the Legislature of Antigua as
follows :—
1. This Ordinance may be cited as the Short title.
Development (Cotton Ginnery and [Electricity )
Loan (Amendment) Ordinance, 1954, and shall be
read as one with the Development (Cotton Ginnery
and Electricity) Loan Ordinance, 1951, hereinafter 8/1951.
called the Principal Ordinance.

Governor, with the previous sanction of the
Secretary of State, to direct that any sums
which may not be required for a purpose
specified in the Schedule hereto may be
appropriated and applied to any other purpose
specified therein.â€
5. Subsection (2) of section 6 of the Princi-
pal Ordinance shall have eftect as if for the word
‘invest’ appearing in the first and eighth lines
thereof there were substituted the words “ place at
interest or Invest â€â€™.
6. The Schedule to the Principal Ordinance
shall have effect as if for the figures ‘265,000 â€
and ‘550,000 †there were substituted respectively

An Ordinance to extend the duration of the present
Legislative Council.
WHEREAS by subsection (2) of section 25
of the Antigua Constitution and Elections Ordi-
nance, 1951, it is provided that the Governor shall
ecole e the Couueil at the expiration of three years
from the date of the return of the first writ at the
last preceding general election, if it shall not have
been sooner dissolved ;
AND WHEREAS it is deemed expedient. to
extend the duration of the Council to the 18th day
of December, 1956:
ENACTED by the Legislature of Antigua as
follows:— -
1. This Ordinance may be cited as the
Legislative Council i stetcion of Duration) Ordi-
nance, 1954, and shall be read and construed ts
one with the Antigua Constitution and Elections
Ordinance, 1951, as amended.
2. Notwithstanding the provisions of sub-
section (2%) of section 25 “of the Antigua Constitu-
tion and Elections Ordinance, 1951, “the duration
of the Council last appointed aud elected before the
date of the coming into foree of this Ordinance
shall be and is her eby extended until the 18th day

An Ordinance to amend further.the Antigua
Constitution and Elections Ordinance, 1951.
ENACTED by the Legislature of Antigua as
follows:—
1. This Ordinance may be cited as the
Antigua Constitution and Elections (Amendment)
Ordinance, 1954 «nd shall be read as one with the
Antigua Constitution and Elections Ordinance,
1951, as amended, hereinafter called the Principal
Ordinance.
2. ‘The following subsection is hereby sub-
stituted for subsection (4) of section 12 of the
Principal Ordinance:—
“(4) A nominated member may by
writing under his hand addressed to the
Governor, and an elected member may by
writing under his hand addressed to the
Administrator, resign his seat on the Council.
The seat of any such nominated member shall
become vacant upon the acceptance of his
resignation by the Governor, and the seat
of an elected member shall become vacant
upon the receipt of his resignation by the
Administrator. â€

(2) Subject to the provisions of any

or other member presiding shall not have
an original vote on any question, but shall
have a casting vote if the votes shall be
equally divided.’
4. Section £0 of the Principal Ordinance

Principal Ordinance is hereby amended by the
deletion of the word “and†appearing in paragraph

8. Subsection (2) of section 62 of the
Principal Ordinance is hereby amended a the
Insertion maimediately after the word “ paper’
appearing in the second line thereof of the
folluwing—

9. Subsection (1) of section 69 of the
Principal Ordinanee is hereby amended by the
substitution for the words “his assistants†of the

Principal Ordinance is hereby amended by the
insertion, between the comma and the word “theâ€

(c) by the insertion of the following
subsection immediately after subsection (2
thereof as subsection (8):—
(3) The Supervisor of elections
shall, on receiving the return of any
member elected to serve in the Council,
transmit the writ with the return endorsed
thereon to the Administrator within the
time specified in such writ. The Admin-
istrator shall within seven days of the
receipt of the said writ return the same
to the Supervisor of Elections for safe
custody in accordance with the provisious
of section 80 of this Ordinance.â€â€™.
18. The following paragraphs are herely
substituted for paragraphs (6) and (¢) of section
90 of the Principal Ordinance:—
(6) permits any person whom he knows
or has reasonable cause to believe not to be
a blind person, an illiterate person or an
incapacitated person to vote in the manner
provided for blind persons, illiterate persons
or incapacitated persons, as the caxe may be; or
(c) refuses to permit any person whom
he knows or has reasonable cause to helieve
to be a blind person, an illiterate person or
an incapacitated person to vote in the manner
provided for blind persons, illiterate persons
or incapacitated persons, as the case may be; orâ€.
14. The Second Schedule to the Principal
Ordinance is hereby amended as follows:—
(a) by the substitution of the words
“polling stations†and “Polling Stations â€
for the words “ polling divisions†and ‘ Poll-
ing Divisions†appearing in Torm No, 11
thereof;
(6) by the insertion between the words
‘‘registering officer of ? and the words “ the
electoral district†appearing in Form No, 12
thereof of the following—
