Acquisition Act, 1944 (No. 1] of
1944) the Governor in Conneil has
appointed Mr. H: J. MLWIN, Assistant
Administrative Secretary, Antigua, as
“ authorized officer” for the purposes
of that Act.

The appointment of Mr. T. E. A.
PERKINS as authorized officer for the
purposes of the said Act, appearing
in the Leeward Islands Gazette of
the 13th and 20th December, 1981, is

acquisition of certain land in
the Island of Antigua requir-
ed for public purpose.

IT IS HEREBY DECLARED that
the Governor in Council with the
approval of the Legislative Council
of the Presidency of Antigua consi-
ders that the land described in the
Schedule hereto being the property
of RAYMOND EBENEZER JARVIS ce-
ceased but subject to a life interest in
favour of JOYCE FREDERICA JARVIS,
should be acquired for public pur-
poses, namely, for the erection of a
Market Shed and Abattoir in the
Town of Parham in the Island of
Antigua.





Schedule.

All that piece or pareel of land
situate in the Town of Parham in the
Island of Antigua containing 6,043
square feet and bounded as follows,
that is to say on the North and West
by the Public Road, on the Kast by
a wall and lands of GORDON and
RICHARDS on the South by a wall

Declaration dated October 26,
1954, made under Ssction 8
of the Land Acquisition Act,
1944, (No. 11/1944) for the
acquisition of certain land in
the Presidency of Antigua
required for Public purposes.

It is Hereby Declared that the
Governor in Council with the ap-
proval of the Legislative Council of
the Presidency of Antigua considers
that the lands forming part of Five
Islands Estate situate in the Parish of
Saint John in the Island of Antigua
and more particularly described in the
Schedule hereto, should be acquired
for public purposes, nainely:—

(1) to obtain a site for the erection
of a school and provision of play-
ground;

(2) to obtain an area for exten-
sion of the existing village of Five
Islands:

(3) to provide agricultural plots
for the villagers of Five Islands;
and,

(4) to provide a grazing area for
the stock of the said villagers.

Schedule.

All that portion of land forming
part of the Five Islands Estate and
consisting of two parcels of land
containing in the whole 125 acres or
thereabouts situated on the Five Is-
lands peninsula in the Parish of St.
John in the Presidency of Antigua
being:—-

(1) an area lying north of the
Vive Islands road and west of the
village of Hive Islands, and

(2) an area lying south of the
Five Islands road and west of the
said village.

The Regional Economic Committee
invites application from suitably
qualified persons for the vacant post
of Administrative Assistant at an
annual salary in the scale of $3,360-
240-§3,840 per annum. Passages on
assumption and termination of ap-
pointment for the Administrative
Assistant and family up to five in all
from and to the place of engagement
will be paid by the Cominittee. The
post does not at present carry pension
or superannuation rights,

2. ‘The appointment will be for a
period up to the 31st December, 1955
in the first instance.

3. Candidates should possess ad-
ministrative experience in relation te
trade and commercial matters and
preference will be given to candi-
dates holding special qualifications in
those fields. Candidates should be
proficient in the assembly and pre-
sentation of statistical material, pub-
licity material, ete. The person
selected will be required, tnter alia,
to assist in regional surveys and the
collation of material for publications
and Information Bulletins of the
Secretariat.

4. ‘The Committee reserves the
right to fill the post by invitation if
no suitable application is received,

Post of Assistant Superinten-
dent of Public Works,

Applications are invited for the
post of Assistant Superintendent of
Public Works, Grenada.

2, The post, which is pensionable,
carries a salary scale of $2,880-120-
$4,080 per annum. The actual point
of entry in the scale will be deter-
mined in the light of experience and
individual qualifications.

3. The appointment, subject toa
medical certificate of fitness which is
required to he furnished beforehand,
will be for a probationary period of
one year in the first instance, and
may be terminated during that period
by either party by one month’s notice
in writing.

4. A transpert allowance is pay-
able at the current rate of $732 per
annum and the officer will be requir-
ed to keep a car for the performance
of his duties. Government will be
prepared to grant an interest free
loan to the officer for the purchase of
a car.

5. Quarters are not provided.

6. Free passage to Grenada for
the successful candidate, his wife and
a maximum of 2 children will be
provided.

7. Applicants should state—

or a Minister of Religion or Head of
a Government Department.

8. Qualifications.—The officer
is expected to possess the standard
qualification of a Civil Engineer, or
its equivalent, and have at least three
years working experience on such
Public Works. A working know-
ledge of Land and Engineering
surveys is essential He will be
required to assist the Superintendent
of Public Works generally and to
deputise for him when required to
do so.

carry out all types of Public Works

An Ordinance toamend the Acquisition of Antigua
Syndicate Estates Tenantry Areas Loan Ordi-
nance, 1953.

ENACTED by the Legislature of Antigua us
follows:—

1. This Ordinance may be cited as the
Acquisition of Antigua Sy ndicate Estates Tenantry
Areas Loan (Amendment) Ordinance, 1954, and
shall be reid as one with the Antigua Syndicate
Estates Tenaotry Areas Loan Ordinance, 19538,
hereinafter called the Principal Ordinance.

2. The following section is hereby. substitn-
ted for section 5 of the Principal Ordinance:—

“5, (1) Any sum raised to defray the
expenses of issue shall be applied only to that
purpose.

(2) Save as aforesaid, the money to be
borrowed under the authority of this Ordinance
shall be appropriated and applied to the pur:
pose specified in the Schedule hereto.”

8. Subsection (2) of section 6 of the Princi-
pal Ordinance is hereby amended by the substitu
tion of the words “place at interest or invest ” for

An Ordinance to nmend the Development (Cotton
Ginnery and Electricity) Loan Ordinance,
1951.

ENACTED by the Legislature of Antigua as
follows :—

1. This Ordinance may be cited as the Short title.
Development (Cotton Ginnery and [Electricity )

Loan (Amendment) Ordinance, 1954, and shall be
read as one with the Development (Cotton Ginnery
and Electricity) Loan Ordinance, 1951, hereinafter 8/1951.
called the Principal Ordinance.

2. The Long Tithe of the Principal Ordi- Amendment
nance shall have effect as if for the words “five ° toa

(2) Save us aforesaid, the money to be
borrowed under the authority of this Ordi-
nance shall be appropriated and applied to the
purposes specified in the Schedule hereto:

Provided that it shall be lawful for the
Governor, with the previous sanction of the
Secretary of State, to direct that any sums
which may not be required for a purpose
specified in the Schedule hereto may be
appropriated and applied to any other purpose
specified therein.”

5. Subsection (2) of section 6 of the Princi-
pal Ordinance shall have eftect as if for the word
‘invest’ appearing in the first and eighth lines
thereof there were substituted the words “ place at
interest or Invest ”’.

6. The Schedule to the Principal Ordinance
shall have effect as if for the figures ‘265,000 ”
and ‘550,000 ” there were substituted respectively
the hgures “ 441,348 ” and “ 726,348 ”.

An Ordinance to extend the duration of the present
Legislative Council.

WHEREAS by subsection (2) of section 25
of the Antigua Constitution and Elections Ordi-
nance, 1951, it is provided that the Governor shall
ecole e the Couueil at the expiration of three years
from the date of the return of the first writ at the
last preceding general election, if it shall not have
been sooner dissolved ;

AND WHEREAS it is deemed expedient. to
extend the duration of the Council to the 18th day
of December, 1956:

ENACTED by the Legislature of Antigua as
follows:— -

1. This Ordinance may be cited as the
Legislative Council i stetcion of Duration) Ordi-
nance, 1954, and shall be read and construed ts
one with the Antigua Constitution and Elections
Ordinance, 1951, as amended.

2. Notwithstanding the provisions of sub-
section (2%) of section 25 “of the Antigua Constitu-
tion and Elections Ordinance, 1951, “the duration
of the Council last appointed aud elected before the
date of the coming into foree of this Ordinance
shall be and is her eby extended until the 18th day

1. This Ordinance may be cited as the

2. ‘The following subsection is hereby sub-
stituted for subsection (4) of section 12 of the
Principal Ordinance:—

“(4) A nominated member may by
writing under his hand addressed to the
Governor, and an elected member may by
writing under his hand addressed to the
Administrator, resign his seat on the Council.
The seat of any such nominated member shall
become vacant upon the acceptance of his
resignation by the Governor, and the seat
of an elected member shall become vacant
upon the receipt of his resignation by the
Administrator. ”

8. Subsection (2) of section 62 of the
Principal Ordinance is hereby amended a the

appearing in the second line thereof of the
folluwing—

9. Subsection (1) of section 69 of the
Principal Ordinanee is hereby amended by the
substitution for the words “his assistants” of the
following:-—

10. Subsection (1) of section 74 of the
Principal Ordinance is hereby amended by the
insertion, between the comma and the word “the”
appearing in the second line thereof, of the

Principal Ordinance is hereby amended by the

thereof as subsection (8):—

(3) The Supervisor of elections
shall, on receiving the return of any
member elected to serve in the Council,
transmit the writ with the return endorsed
thereon to the Administrator within the
time specified in such writ. The Admin-
istrator shall within seven days of the
receipt of the said writ return the same
to the Supervisor of Elections for safe
custody in accordance with the provisious
of section 80 of this Ordinance.”’.

18. The following paragraphs are herely

substituted for paragraphs (6) and (¢) of section
90 of the Principal Ordinance:—

(6) permits any person whom he knows
or has reasonable cause to believe not to be
a blind person, an illiterate person or an
incapacitated person to vote in the manner
provided for blind persons, illiterate persons
or incapacitated persons, as the caxe may be; or

(c) refuses to permit any person whom
he knows or has reasonable cause to helieve
to be a blind person, an illiterate person or
an incapacitated person to vote in the manner
provided for blind persons, illiterate persons
or incapacitated persons, as the case may be; or”.

14. The Second Schedule to the Principal

Ordinance is hereby amended as follows:—

(a) by the substitution of the words
“polling stations” and “Polling Stations ”
for the words “ polling divisions” and ‘ Poll-
ing Divisions” appearing in Torm No, 11
thereof;

(6) by the insertion between the words
‘‘registering officer of ? and the words “ the
electoral district” appearing in Form No, 12
thereof of the following—

It is Hereby Declared that the
Governor in Council with the ap-
proval of the Legislative Council of
the Presidency of Antigua considers
that the lands forming part of Five
Islands Estate situate in the Parish of
Saint John in the Island of Antigua
and more particularly described in the
Schedule hereto, should be acquired
for public purposes, nainely:—

(1) to obtain a site for the erection
of a school and provision of play-
ground;

(2) to obtain an area for exten-
sion of the existing village of Five
Islands:

(3) to provide agricultural plots
for the villagers of Five Islands;
and,

(4) to provide a grazing area for
the stock of the said villagers.

The Regional Economic Committee
invites application from suitably
qualified persons for the vacant post
of Administrative Assistant at an
annual salary in the scale of $3,360-
240-§3,840 per annum. Passages on
assumption and termination of ap-
pointment for the Administrative
Assistant and family up to five in all
from and to the place of engagement

Public Works, Grenada.

2, The post, which is pensionable,
carries a salary scale of $2,880-120-
$4,080 per annum. The actual point
of entry in the scale will be deter-
mined in the light of experience and
individual qualifications.

3. The appointment, subject toa
medical certificate of fitness which is
required to he furnished beforehand,
will be for a probationary period of
one year in the first instance, and
may be terminated during that period
by either party by one month’s notice
in writing.

4. A transpert allowance is pay-
able at the current rate of $732 per
annum and the officer will be requir-
ed to keep a car for the performance
of his duties. Government will be
prepared to grant an interest free
loan to the officer for the purchase of
a car.

5. Quarters are not provided.

6. Free passage to Grenada for
the successful candidate, his wife and
a maximum of 2 children will be
provided.

8. Qualifications.—The officer
is expected to possess the standard
qualification of a Civil Engineer, or
its equivalent, and have at least three
years working experience on such
Public Works. A working know-
ledge of Land and Engineering
surveys is essential He will be
required to assist the Superintendent
of Public Works generally and to
deputise for him when required to
do so.

nance, 1953.

ENACTED by the Legislature of Antigua us
follows:—

1. This Ordinance may be cited as the
Acquisition of Antigua Sy ndicate Estates Tenantry
Areas Loan (Amendment) Ordinance, 1954, and
shall be reid as one with the Antigua Syndicate
Estates Tenaotry Areas Loan Ordinance, 19538,
hereinafter called the Principal Ordinance.

2. The following section is hereby. substitn-
ted for section 5 of the Principal Ordinance:—

“5, (1) Any sum raised to defray the
expenses of issue shall be applied only to that
purpose.

(2) Save as aforesaid, the money to be
borrowed under the authority of this Ordinance
shall be appropriated and applied to the pur:
pose specified in the Schedule hereto.”

8. Subsection (2) of section 6 of the Princi-
pal Ordinance is hereby amended by the substitu
tion of the words “place at interest or invest ” for

Ginnery and Electricity) Loan Ordinance,
1951.

ENACTED by the Legislature of Antigua as
follows :—

1. This Ordinance may be cited as the Short title.
Development (Cotton Ginnery and [Electricity )

Loan (Amendment) Ordinance, 1954, and shall be
read as one with the Development (Cotton Ginnery
and Electricity) Loan Ordinance, 1951, hereinafter 8/1951.
called the Principal Ordinance.

Governor, with the previous sanction of the
Secretary of State, to direct that any sums
which may not be required for a purpose
specified in the Schedule hereto may be
appropriated and applied to any other purpose
specified therein.”

5. Subsection (2) of section 6 of the Princi-
pal Ordinance shall have eftect as if for the word
‘invest’ appearing in the first and eighth lines
thereof there were substituted the words “ place at
interest or Invest ”’.

6. The Schedule to the Principal Ordinance
shall have effect as if for the figures ‘265,000 ”
and ‘550,000 ” there were substituted respectively
the hgures “ 441,348 ” and “ 726,348 ”.

An Ordinance to extend the duration of the present
Legislative Council.

WHEREAS by subsection (2) of section 25
of the Antigua Constitution and Elections Ordi-
nance, 1951, it is provided that the Governor shall
ecole e the Couueil at the expiration of three years
from the date of the return of the first writ at the
last preceding general election, if it shall not have
been sooner dissolved ;

AND WHEREAS it is deemed expedient. to
extend the duration of the Council to the 18th day
of December, 1956:

ENACTED by the Legislature of Antigua as
follows:— -

1. This Ordinance may be cited as the
Legislative Council i stetcion of Duration) Ordi-
nance, 1954, and shall be read and construed ts
one with the Antigua Constitution and Elections
Ordinance, 1951, as amended.

2. Notwithstanding the provisions of sub-
section (2%) of section 25 “of the Antigua Constitu-
tion and Elections Ordinance, 1951, “the duration
of the Council last appointed aud elected before the

ENACTED by the Legislature of Antigua as
follows:—

1. This Ordinance may be cited as the
Antigua Constitution and Elections (Amendment)
Ordinance, 1954 «nd shall be read as one with the
Antigua Constitution and Elections Ordinance,
1951, as amended, hereinafter called the Principal
Ordinance.

2. ‘The following subsection is hereby sub-
stituted for subsection (4) of section 12 of the
Principal Ordinance:—

“(4) A nominated member may by
writing under his hand addressed to the
Governor, and an elected member may by
writing under his hand addressed to the
Administrator, resign his seat on the Council.
The seat of any such nominated member shall
become vacant upon the acceptance of his
resignation by the Governor, and the seat
of an elected member shall become vacant
upon the receipt of his resignation by the
Administrator. ”

thereof as subsection (8):—

(3) The Supervisor of elections
shall, on receiving the return of any
member elected to serve in the Council,
transmit the writ with the return endorsed
thereon to the Administrator within the
time specified in such writ. The Admin-
istrator shall within seven days of the
receipt of the said writ return the same
to the Supervisor of Elections for safe
custody in accordance with the provisious
of section 80 of this Ordinance.”’.

18. The following paragraphs are herely

substituted for paragraphs (6) and (¢) of section
90 of the Principal Ordinance:—

(6) permits any person whom he knows
or has reasonable cause to believe not to be
a blind person, an illiterate person or an
incapacitated person to vote in the manner
provided for blind persons, illiterate persons
or incapacitated persons, as the caxe may be; or

(c) refuses to permit any person whom
he knows or has reasonable cause to helieve
to be a blind person, an illiterate person or
an incapacitated person to vote in the manner
provided for blind persons, illiterate persons
or incapacitated persons, as the case may be; or”.

14. The Second Schedule to the Principal

Ordinance is hereby amended as follows:—

(a) by the substitution of the words
“polling stations” and “Polling Stations ”
for the words “ polling divisions” and ‘ Poll-
ing Divisions” appearing in Torm No, 11
thereof;

(6) by the insertion between the words
‘‘registering officer of ? and the words “ the
electoral district” appearing in Form No, 12
thereof of the following—
