APPOINTMENT OF HARBOUR MASTER
Applications are invited for the
post of Harbour Master. The scale
attached to the post is $2880 per
annum rising by annual increments
of $120 to $3840 per annum. The
officer appointed will receive such
salary within the approved scale as
his experience and qualifications
justify. He will be appointed either
on contract or probation, the decision
dapending on his age and qualifica-
tions. An officer appointed on pro-
bation will be required to serve a
probationary period of two years
before he can be considered for per-
manent and pensionable status. A
contract of employment will be fora
period of three years. In either case
the officer selected will be subject to
the Colonial Regulations ard General
Orders in force\ from time to time.
A medical certificate of fitness will
be required. Government does not
provide free quarters but quarters
may be provided, if available, at a
rental of 5% of their capital value or
10% of the officer’s total emoluments,
whichever is the less. The appoint-
ment does not carry a motor transport
allowance. A commuted overtime
fee at the rate of $240 per annum is
puyable. *
2. The Harbour Master will be in
contro] of all shipping operations in
St. George’s harbour, and will direct
the manner and times of berthing
and departure of vessels and the
allocation of berths. He will be

responsible for the orderly stowage,
safe custody and removal of cargo on
and from the wharves; for the exercise
of discipline over all Government
officers, including Customs officers,
while they are employed on the
wharves in St. George’s harbour; for
the inspection and surveying of all
intercolonial vessels and = coastwise
traders. He will be the senior mem-
ber of the Board of Examiners for
the issue of certificates of competency
to masters and mates under the ship-
ping Ordinance: a Surveyor under the
Merchant Shipping Act, 1894; and the
Shipping Master and Registrar of
Shipping. He will ensure the proper
care and maintenance of all harbour
buoys, marks, beacons, liyhthouses,
peirs, jetties, wharves, launches,
boats, ete., in Grenada and Carriacou.
Applications from candidates witha
knowledge of Customs methods and
procedure will be given special con-
sideration.
3. Applications must be in the
applicants own hand writing and
they will be required to give the
following information :—
1. Age.
2. School or University at which
educated and Certificates or
Diplomas obtained.
3. Nature of present an past
employment with dates.
4. Amonnt of monthly salary or
wages earned in the post in
which applicant was last em-
ployed.
D. Past experience in work of the
same or similar kind to that
required in the post advertised.
6. Copies of testimonials (which
will not be returned to the
applicant) certified as true
copies by a Justice of the
Peace, or a Minister of Religion
or Head of a Department.
Applications which do not contain
the required information will not be
considered.
4. Applications, accompanied by
two references, must reach the Secre-
tary, Public Service Commission,
Government Office, by the 30th Nov-
ember, 1954. .

An Ordinance to regulate the export of clean lint
cotton from the Presidency.
ENACTED by the Legislature of Antigua as
follows:—
1. This Ordinance may be cited as the Cotton
Export Ordinance, 1954.

Short title.
2. In this Ordinance— Interpretation.
“the Association†means the Antigua Cotton
Growers Association incorporated under
the Cotton Growers Association Ordi-
nance, 1986; 16/1936.
“clean lint cotton’? means unstained cotton
from which the seeds have been extracted
by ginning.
3. (1) It shall not be lawful for any person
to export clean lint cotton for sale from the
Presidency without first obtaining the consent of
Cotton not to
be exported
without the
consent ot the
Governor in
the (rovernor in Council as provided in subsection
Council,
(2) of this section.
(2) The consent of the Governor in Council .
shall be conveyed by means of a licence in the
Form in the Schedule hereto issued by an officer
appointed for this purpose by the Governor.

4. Before a licence is issued for the export
of clean lint cotton from the Presidency, the
Governor in Council shall in consultation with the
Association certify his approval of the purchaser
of the suid cotton and the price at which it is to be ~
sold.
5. Any person who acts in contravention of
section 3 of this Ordinance shall be guilty of an
offence and shall be liable on summary conviction
to a fine not exceeding one thousand dollars or to
imprisonment with or withoat hard labour for a
term not exceeding six mouths or to both sueh
fine and imprisonment.
6. The Cotton Export Ordinance, 1934
hereby repealed.
7. This Ordinance shall come into operation
on a date to be appointed by the Governor by
proclamation published in the Gacette.

1. Citation. This Order may be cited as the Stamps (Saint
Christopher Nevis and Anguilla) (No. 2) Order, 1954.
2. Definition. In this Order the term “stamps†means
adhesive stamps for postage and revenue.
3. Saint Christopher Nevis and Anguilla Stamps.
There shall be used in the Presidency of Saint Christopher Nevis and
Anguilla, concurrently with the uniform stamps for use throughout
tlie Colony, special stamps of the values specified in the First
Schedule to this Order and of the designs specified in the Second
Schedule to this Order.
4. Dies. (1) The several dies and other implements required
to give effect to this Order shall be provided.
(2) The several dies and other implements hitherto provided in
respect of special stamps heretofore authorised for use in the
Presidency of Saint Christopher Nevis and Anguilla shall be
destroyed.
5. Rescission. The Stamps (Saint Christopher Nevis and
Anguilla) Order, 19°2 (8S. R. & O. 1952, No. 12) and the Stamps
(Saint Christopher, Nevis and Anguilla) Order, 1954 (S. R. & O.
1954, No 5) are hereby rescinded:
Provided that all stamps authorised for use in the Presidency of
Saint Christopher Nevis and Anguilla by virtue of the Stamps (Saint
Christopher Nevis and Anguilla) Order, 1952 and the Stamps (Saint
Christopher, Nevis and Anguilla) Order, 1954, may continue to be
used unless or until otherwise ordered.
6. Commencement. This Order shall come into operation
on the Ist day of December, 1954.

APPOINTMENT OF HARBOUR MASTER
Applications are invited for the
post of Harbour Master. The scale
attached to the post is $2880 per
annum rising by annual increments
of $120 to $3840 per annum. The
officer appointed will receive such
salary within the approved scale as
his experience and qualifications
justify. He will be appointed either
on contract or probation, the decision
dapending on his age and qualifica-
tions. An officer appointed on pro-
bation will be required to serve a
probationary period of two years
before he can be considered for per-
manent and pensionable status. A
contract of employment will be fora
period of three years. In either case
the officer selected will be subject to
the Colonial Regulations ard General
Orders in force\ from time to time.
A medical certificate of fitness will
be required. Government does not
provide free quarters but quarters
may be provided, if available, at a
rental of 5% of their capital value or
10% of the officer’s total emoluments,
whichever is the less. The appoint-
ment does not carry a motor transport
allowance. A commuted overtime
fee at the rate of $240 per annum is
puyable. *
2. The Harbour Master will be in
contro] of all shipping operations in
St. George’s harbour, and will direct
the manner and times of berthing
and departure of vessels and the
allocation of berths. He will be

responsible for the orderly stowage,
safe custody and removal of cargo on
and from the wharves; for the exercise
of discipline over all Government
officers, including Customs officers,
while they are employed on the
wharves in St. George’s harbour; for
the inspection and surveying of all
intercolonial vessels and = coastwise
traders. He will be the senior mem-
ber of the Board of Examiners for
the issue of certificates of competency
to masters and mates under the ship-
ping Ordinance: a Surveyor under the
Merchant Shipping Act, 1894; and the
Shipping Master and Registrar of
Shipping. He will ensure the proper
care and maintenance of all harbour
buoys, marks, beacons, liyhthouses,
peirs, jetties, wharves, launches,
boats, ete., in Grenada and Carriacou.
Applications from candidates witha
knowledge of Customs methods and
procedure will be given special con-
sideration.
3. Applications must be in the
applicants own hand writing and
they will be required to give the
following information :—
1. Age.
2. School or University at which
educated and Certificates or
Diplomas obtained.
3. Nature of present an past
employment with dates.
4. Amonnt of monthly salary or
wages earned in the post in
which applicant was last em-
ployed.
D. Past experience in work of the
same or similar kind to that
required in the post advertised.
6. Copies of testimonials (which
will not be returned to the
applicant) certified as true
copies by a Justice of the
Peace, or a Minister of Religion
or Head of a Department.
Applications which do not contain
the required information will not be
considered.
4. Applications, accompanied by
two references, must reach the Secre-
tary, Public Service Commission,

An Ordinance to regulate the export of clean lint
cotton from the Presidency.
ENACTED by the Legislature of Antigua as
follows:—
1. This Ordinance may be cited as the Cotton
Export Ordinance, 1954.

Short title.
2. In this Ordinance— Interpretation.
“the Association†means the Antigua Cotton
Growers Association incorporated under
the Cotton Growers Association Ordi-
nance, 1986; 16/1936.
“clean lint cotton’? means unstained cotton
from which the seeds have been extracted
by ginning.
3. (1) It shall not be lawful for any person
to export clean lint cotton for sale from the
Presidency without first obtaining the consent of
Cotton not to
be exported
without the
consent ot the
Governor in
the (rovernor in Council as provided in subsection
Council,
(2) of this section.
(2) The consent of the Governor in Council .
shall be conveyed by means of a licence in the
Form in the Schedule hereto issued by an officer
appointed for this purpose by the Governor.

4. Before a licence is issued for the export
of clean lint cotton from the Presidency, the
Governor in Council shall in consultation with the
Association certify his approval of the purchaser
of the suid cotton and the price at which it is to be ~
sold.
5. Any person who acts in contravention of
section 3 of this Ordinance shall be guilty of an
offence and shall be liable on summary conviction
to a fine not exceeding one thousand dollars or to
imprisonment with or withoat hard labour for a
term not exceeding six mouths or to both sueh
fine and imprisonment.
6. The Cotton Export Ordinance, 1934
hereby repealed.
7. This Ordinance shall come into operation
on a date to be appointed by the Governor by
proclamation published in the Gacette.

1. Citation. This Order may be cited as the Stamps (Saint
Christopher Nevis and Anguilla) (No. 2) Order, 1954.
2. Definition. In this Order the term “stamps†means
adhesive stamps for postage and revenue.
3. Saint Christopher Nevis and Anguilla Stamps.
There shall be used in the Presidency of Saint Christopher Nevis and
Anguilla, concurrently with the uniform stamps for use throughout
tlie Colony, special stamps of the values specified in the First
Schedule to this Order and of the designs specified in the Second
Schedule to this Order.
4. Dies. (1) The several dies and other implements required
to give effect to this Order shall be provided.
(2) The several dies and other implements hitherto provided in
respect of special stamps heretofore authorised for use in the
Presidency of Saint Christopher Nevis and Anguilla shall be
destroyed.
5. Rescission. The Stamps (Saint Christopher Nevis and
Anguilla) Order, 19°2 (8S. R. & O. 1952, No. 12) and the Stamps
(Saint Christopher, Nevis and Anguilla) Order, 1954 (S. R. & O.
1954, No 5) are hereby rescinded:
Provided that all stamps authorised for use in the Presidency of
Saint Christopher Nevis and Anguilla by virtue of the Stamps (Saint
Christopher Nevis and Anguilla) Order, 1952 and the Stamps (Saint
Christopher, Nevis and Anguilla) Order, 1954, may continue to be
used unless or until otherwise ordered.
6. Commencement. This Order shall come into operation
on the Ist day of December, 1954.
