Notice to Persons Entitled
to Vote.
Section 43 (1).
Southern Electoral District.
All persons qualified as voters for
the election of a member of the
Legislative Council of Montserrat
residing in the Southern electoral
district of Montserrat who desire to
have their names inserted in the list
of voters for the said electoral district
are hereby required to deliver, or
cause to be delivered, their claims in
writing for that purpose on or before
the 21st day of October, 1954 to the
registering officer of the said electoral
district at Plymouth.
Every claimant to be registered as
a voter shall, if he is able so to do,
with his own hand subscribe his
name and the date of snch subscrip-
tion to the notice of his claim to be
registered as a voter.
If any such claimant is unable by
reason of illiteracy, blindness or any
other physical cause to perform the

Whereas Her Majesty, in pursuance of the Regency Acts, 1987
to 1953, was pleased, by Letters Patent dated the twentieth day of
November, 1953, to delegate to Her Majesty Queen Elizabeth The
Queen Mother, Her Royal tiighness The Princess Margaret, His
Roval Highness The Duke of Gloucester, Her Royal Highness The
Princess Royal and the Earl of Harewood, or any two or more of
them, as Counsellors of State, full power and authority during the
period of Her Majesty’s absence from the United Kingdom to sum-
mon and hold on Her Majesty’s behalf Her Privy Council and to
signify thereat Her Majesty’s approval of anything for which Her
Majesty's approval in Council is required:
And Whereas by the Wireless Pelegraphy Act 1949 (a), it is
among other things provided that Her Majesty may by Order in
Council direet that any reference in section 6 of the said Act to any
British ship or aireraft registered in the United Ningdoin shall be
construed as including a reference to any british ship or aireraft
registered in certain other places:
Now, therefore, Her Majesty Queen Mlizabeth The Queen Mother
aud Her Royal Highness The Princess Margaret, bein. euthorised
thereto by the said Letters Patent, and in pursuance of tie powers by
the sald Actin Hier Majesty vested do hereby, by and with the advice
of Her Majesty’s Privy Council, on Her Majesty’s behall order, and it

1. Any reference in section 6 of the said Act to British ships and
aircraft registered in the United Kingdom shall be construed as. in-
cluding a reference to British ships and aircraft registered in any
colony, British protectorate or British protected state, or registered
under the law of any other country or territory outside the United
Kingdom which is for the time being administered by Her Majesty’s
Government in the United Kingdom.
2. The Wireless Telegraphy Act, 1949 (Ilong Kong Applica-
tion) Order in Council, 1951(b), is hereby revoked.
3. The Interpretation Act 1889(c), shall apply to the interpres
tation of this Order as it applies to the interpretation of an Act of
Parliament.
4. This Order may he cited as the Wireless Telegraphy (Colonial
Ships and Aircraft) Order, 1954, and shall come into operation on
the 21st day of April, 1954,

EXPLANATORY NOTE
(This Note is not part of the Order, but is intended to indicate
its general purport.)
Section 6 of the Wireless Telegraphy Act, 1949, makes provision
for the territorial extent of sections 1 to 5 of that Act, and this Order
widens the territorial extent of the said sections by including in any
references in section 6 to any British ship or aircraft registered in the
United Kingdom, a reference to any British ship or aircraft regis-
tered in certain other places (Article 1).
The Wireless Telegraphy Act 1949 (Hong Kong Application)
Order in Council, 1951, is revoked.
The application of sections 1 to 5 of the Act to stations and
apparatus for wireless telegraphy on board any such ship or aircraft
which is not for the time being in or over the United Kingdom will
be subject to any limitations which the Post-master General may
determine by regulations made under the said section 6.

I, The Right Honourable Herbrand Edward Dundonald Brassey
Earl De La Warr, Her Majesty’s Poxtimaster-General, by virtue of the
power vested in me by subsection (1) of section 6 of the Wireless
Telegraphy Act 1949 (a) as extended by the Wireless Telegraphy
(Colonial Ships and Aircraft) Order 1954 (bd), by the said subsection as
extended to the Channel Islands by the Wireless Telegraphy (Channel
Islands) Order 1952 (c), and by the said sbsection as extended to the
Isle of Man by the Wireless Telegraphy (Isle of Man) Order 1952 (d),
and of every other power enabling me in this behalf, do hereby make. the
following Regulations:
1.—(1) In these regulations the expression “the Act†means the
Wireless Telegraphy Act 1949, the expression “the British Islandsâ€
means the United Kingdom, the Channel Islands, and the Isle of Man,
and other expressions have the same meaning as they have in the Act.
(2) The Interpretation Act 1889 (@) shall apply to the interpreta-
tion of these regulations as it applies to the interpretation of an Act of
Parliament.
2. The application of sections one, two, three, four and five of the
Act to stations and apparatus for wireless telegraphy on board any
British seagoing ship or British aircraft which is registered in any
colony, British protectorate or British protected state, or registered under.
the law of any other country or territory outside the British Islands
which is for the time being administered by Her Majesty’s Government
in the United Kingdom, but which is not for the time being in or over
the British Islands or the territorial waters adjacent thereto, shall be
subject to the limitations contained in these Regulations.

8. The said sections shall not apply to any station or apparatus
sfor wireless telegraphy or board any such ship or sircraft which is for
the time being Im or over the colony, protectorate, state, country or
territory in which or under the law of which it is registered, or the
territorial waters adjacent thereto.
4. No person who uses any station or apparatus for wireless
telegraphy ov board any such ship or aireraft while it is outside the
limits of the British Islands, such colony, protectorate, state, country or
territory as aforesaid, and the territorial waters respectively adjacent
thereto, shall be deemed thereby to commit ati offence under section one
or section three of the Actif such use is in accordance with the provisions
of a valid licence for the use of the station or apparatus on board the
ship or aireraft, granted by the proper authority in the colony,
protectorate, state, country or territory in which or under the law of
which the ship or aircraft is registered.
5. These regulations shall come into operation on the first day of
June, 1954, and may be cited as © The Wireless Telegraphy (Colonial
Ships and Aircraft) Regulations 1954â€.

(This Note is not part of the Regulations bul is intended to indicate
their general purport.)
Sections 1 to 5 of the Wireless Telegraphy Act, 1949, apply to stations and
apparatus for wireless tclegraphy in or over the United Kingdom or its territorial
waters, and algo (by section 6 (1) (4) of that Act, as extended by the Orders in
Couneil referred to in these regulations), subjeet to any limitations determined
by the Postmaster-Ge neral by regulations, to stations and apparatus on board any
British seagoing ship or British aireralt-—
(i) which is registered in the United Kingdom, the Channel Islands, or the
Isle of Man, or
(ii) which is registered in any colony, British protectorate or British
protected slate, or rogistere'| under the law of any other country or
tervitory outside the UWhited Kingdom, the Channel Islands and tke
Isle of Man which is for the time being administered by the Government
in the United Kingdom,
while the ship or airevait is not iu or over the United Kingdom, the Channel
Islands, the Isle of Man or the territorial waters adjacent thereto,

The regulations impose certain limitations on the application of sections
1 to 5 of the Act to stations and apparatus for wireless telegraphy on ships and ,
aircraft in category (ii) above only.
While the ship or aircraft iy in or over the place of registration or its
territorial waters, those sections will not apply to such stations and apparatus
on board (Regulation 3). While the ship or aircraft is elsewhere outside
the United Kingdom, the Channel Islands, the Isle of Man, or their territorial
waters, the use of the stations or apparatus will not be an offence under
sections 1 or 3 of the Act if it is in accordance with a valid licence granted
in the place of registration of the ship or aircraft.

1. Citation. This Order may be cited as the Virgin
Islands Ixeeutive Council (Cessation) Order, 1954.
2, Date of Cessation of Existence of Execu-
tive Council. From the 14th day of October, 1954 the
[ixeeutive Council in the Presidency of the Virgin Islands
established under the Mixisting Letters Patent, that is to say:—
Letters Patent passed under the Great Seal of the
Realm constituting the Office of Governor and Commander
in Chief of the Leeward Islands and dated the seventeenth
day of November, 1936.

A PROCLAMATION.

WHEREAS by subsection (3) of section 7 of the Lee-
ward Islands Acts, 1871 to 1950, as amended, it is provided
that whenever there is oceasion for the election of a representa-
tive member to the General Legislative Council from among
the members of an Island Council the Governor shall by Proc-
lamation require the clected and nominated members of the
said [sland Council within such time as may be specified by
such Proclamation to elect such member within the time so
specified:
AND WHEREAS by the said subsection it is provided
that the elected and nominated members of the said Island
Council shall, in such manner xs may be provided by the Stand-
ing Rules and Orders of such Council, but subject to the pro-
visions of the said Act, elect such member within the time so
specified:
AND WHEREAS there is now oceasion for the election
of a representative member from among the members of the
Island Council of the Virgin Islands for the composition of the
General Legislative Council,
NOW, THEREFORE, £ do by this my Proclamation
require the ‘Siew ed and nominated members of the Island Coun-
cil of the Virgin Islands, op or before the 14th day of October

1954, to elect, from amone the elected members of the said
Council, in such manner as may be previded by the Standing
Rules and Orders thereof but subject to the provisions of the
gaid Leeward Islands Acts, a representative member of the said
General Legislative Council.
AND the elected and nominated members of the Legisla-
tive Council of the Presidency of the Virgin Islands and all
others whom it may concern are hereby required to take due
notice hereof and to govern themselves accordingly.
GIVEN under my hand at the Government fouse, Antigua,

1. Citation. This By-Law may be cited as the Saint
John’s City Building (Amendment) By-Law, 1954 and shall
be read and construed as one with the Saint John’s City
Building By-Law, 1950 (S. R. & O. 1950, No. 22), hereinafter
called the Principal By-Law.
2. Substitution of section 9 of Principal By-
Law. The following section is hereby substituted for section
9 of the Principal By-Law:—
“9 > Area or Burtpine Lors. (1) Building plots
shall be of an area to accord with the requirements laid
down in any Statutory Scheme adopted under the Town
and Country Planning Ordinance, 1948, as amended, or
the Slum Clearance and Housing Ordinance, 1948, as
amended.
(2) Where these do not apply, then no plot shall be
less than—
(a) two thousand square feet in area within
the limits of the City;
(6) three thousand square feet in area within
an area of one mile beyond the limits of the
City;
with a frontage in either case of not less than forty feet:

Provided that the City Commissioners may, if they
consider fit in any particular case involving re-erection of
a building onan existing plot, or the re-siting of buildings
in an existing built-up area, approve of a plot | ele’ of a
smaller area than as hereinbefore provided, and a corres-
ponding diminution of frontage.â€

residing in the Southern electoral
district of Montserrat who desire to

cause to be delivered, their claims in
writing for that purpose on or before

Whereas Her Majesty, in pursuance of the Regency Acts, 1987
to 1953, was pleased, by Letters Patent dated the twentieth day of
November, 1953, to delegate to Her Majesty Queen Elizabeth The
Queen Mother, Her Royal tiighness The Princess Margaret, His
Roval Highness The Duke of Gloucester, Her Royal Highness The
Princess Royal and the Earl of Harewood, or any two or more of

1. Any reference in section 6 of the said Act to British ships and
aircraft registered in the United Kingdom shall be construed as. in-
cluding a reference to British ships and aircraft registered in any
colony, British protectorate or British protected state, or registered
under the law of any other country or territory outside the United
Kingdom which is for the time being administered by Her Majesty’s
Government in the United Kingdom.
2. The Wireless Telegraphy Act, 1949 (Ilong Kong Applica-
tion) Order in Council, 1951(b), is hereby revoked.
3. The Interpretation Act 1889(c), shall apply to the interpres
tation of this Order as it applies to the interpretation of an Act of
Parliament.
4. This Order may he cited as the Wireless Telegraphy (Colonial
Ships and Aircraft) Order, 1954, and shall come into operation on
the 21st day of April, 1954,

EXPLANATORY NOTE
(This Note is not part of the Order, but is intended to indicate
its general purport.)
Section 6 of the Wireless Telegraphy Act, 1949, makes provision
for the territorial extent of sections 1 to 5 of that Act, and this Order
widens the territorial extent of the said sections by including in any
references in section 6 to any British ship or aircraft registered in the
United Kingdom, a reference to any British ship or aircraft regis-
tered in certain other places (Article 1).
The Wireless Telegraphy Act 1949 (Hong Kong Application)
Order in Council, 1951, is revoked.
The application of sections 1 to 5 of the Act to stations and
apparatus for wireless telegraphy on board any such ship or aircraft
which is not for the time being in or over the United Kingdom will
be subject to any limitations which the Post-master General may
determine by regulations made under the said section 6.

Earl De La Warr, Her Majesty’s Poxtimaster-General, by virtue of the
power vested in me by subsection (1) of section 6 of the Wireless
Telegraphy Act 1949 (a) as extended by the Wireless Telegraphy
(Colonial Ships and Aircraft) Order 1954 (bd), by the said subsection as
extended to the Channel Islands by the Wireless Telegraphy (Channel
Islands) Order 1952 (c), and by the said sbsection as extended to the
Isle of Man by the Wireless Telegraphy (Isle of Man) Order 1952 (d),
and of every other power enabling me in this behalf, do hereby make. the
following Regulations:
1.—(1) In these regulations the expression “the Act†means the
Wireless Telegraphy Act 1949, the expression “the British Islandsâ€
means the United Kingdom, the Channel Islands, and the Isle of Man,
and other expressions have the same meaning as they have in the Act.
(2) The Interpretation Act 1889 (@) shall apply to the interpreta-
tion of these regulations as it applies to the interpretation of an Act of
Parliament.
2. The application of sections one, two, three, four and five of the
Act to stations and apparatus for wireless telegraphy on board any
British seagoing ship or British aircraft which is registered in any
colony, British protectorate or British protected state, or registered under.
the law of any other country or territory outside the British Islands
which is for the time being administered by Her Majesty’s Government
in the United Kingdom, but which is not for the time being in or over
the British Islands or the territorial waters adjacent thereto, shall be
subject to the limitations contained in these Regulations.

8. The said sections shall not apply to any station or apparatus
sfor wireless telegraphy or board any such ship or sircraft which is for
the time being Im or over the colony, protectorate, state, country or
territory in which or under the law of which it is registered, or the
territorial waters adjacent thereto.
4. No person who uses any station or apparatus for wireless
telegraphy ov board any such ship or aireraft while it is outside the
limits of the British Islands, such colony, protectorate, state, country or
territory as aforesaid, and the territorial waters respectively adjacent
thereto, shall be deemed thereby to commit ati offence under section one
or section three of the Actif such use is in accordance with the provisions
of a valid licence for the use of the station or apparatus on board the
ship or aireraft, granted by the proper authority in the colony,
protectorate, state, country or territory in which or under the law of
which the ship or aircraft is registered.
5. These regulations shall come into operation on the first day of
June, 1954, and may be cited as © The Wireless Telegraphy (Colonial
Ships and Aircraft) Regulations 1954â€.

EXPLANATORY NOTE
(This Note is not part of the Regulations bul is intended to indicate
their general purport.)
Sections 1 to 5 of the Wireless Telegraphy Act, 1949, apply to stations and
apparatus for wireless tclegraphy in or over the United Kingdom or its territorial
waters, and algo (by section 6 (1) (4) of that Act, as extended by the Orders in
Couneil referred to in these regulations), subjeet to any limitations determined
by the Postmaster-Ge neral by regulations, to stations and apparatus on board any
British seagoing ship or British aireralt-—
(i) which is registered in the United Kingdom, the Channel Islands, or the
Isle of Man, or
(ii) which is registered in any colony, British protectorate or British
protected slate, or rogistere'| under the law of any other country or
tervitory outside the UWhited Kingdom, the Channel Islands and tke
Isle of Man which is for the time being administered by the Government
in the United Kingdom,
while the ship or airevait is not iu or over the United Kingdom, the Channel
Islands, the Isle of Man or the territorial waters adjacent thereto,

The regulations impose certain limitations on the application of sections
1 to 5 of the Act to stations and apparatus for wireless telegraphy on ships and ,
aircraft in category (ii) above only.
While the ship or aircraft iy in or over the place of registration or its
territorial waters, those sections will not apply to such stations and apparatus
on board (Regulation 3). While the ship or aircraft is elsewhere outside
the United Kingdom, the Channel Islands, the Isle of Man, or their territorial
waters, the use of the stations or apparatus will not be an offence under
sections 1 or 3 of the Act if it is in accordance with a valid licence granted
in the place of registration of the ship or aircraft.

1. Citation. This Order may be cited as the Virgin
Islands Ixeeutive Council (Cessation) Order, 1954.
2, Date of Cessation of Existence of Execu-
tive Council. From the 14th day of October, 1954 the
[ixeeutive Council in the Presidency of the Virgin Islands
established under the Mixisting Letters Patent, that is to say:—
Letters Patent passed under the Great Seal of the
Realm constituting the Office of Governor and Commander
in Chief of the Leeward Islands and dated the seventeenth
day of November, 1936.
Letters Patent passed under the Great Seal of the
Realm dated the twenty-cighth day of December, 1939,
amending the aforesaid Letters Patent of the seventeenth
day of November, 1936,
Letters Patent passed under the Great Seal of the
Realm dated the twelfth day of July, 1948, amend-
ing the aforesaid Letters Patent of the seventeenth day of
November, 1936.
Letters Patent passed under the Great Seal of the
Realm dated the fifteenth day of January, 1951, amending
the aforesaid Letters Patent of the seveneenth day of
November, 1936,
shall cease to be the Executive Council of the said Presidency.

A PROCLAMATION.

WHEREAS by subsection (3) of section 7 of the Lee-
ward Islands Acts, 1871 to 1950, as amended, it is provided
that whenever there is oceasion for the election of a representa-
tive member to the General Legislative Council from among
the members of an Island Council the Governor shall by Proc-
lamation require the clected and nominated members of the
said [sland Council within such time as may be specified by
such Proclamation to elect such member within the time so
specified:
AND WHEREAS by the said subsection it is provided
that the elected and nominated members of the said Island
Council shall, in such manner xs may be provided by the Stand-
ing Rules and Orders of such Council, but subject to the pro-
visions of the said Act, elect such member within the time so
specified:
AND WHEREAS there is now oceasion for the election
of a representative member from among the members of the
Island Council of the Virgin Islands for the composition of the
General Legislative Council,
NOW, THEREFORE, £ do by this my Proclamation
require the ‘Siew ed and nominated members of the Island Coun-
cil of the Virgin Islands, op or before the 14th day of October

1954, to elect, from amone the elected members of the said
Council, in such manner as may be previded by the Standing
Rules and Orders thereof but subject to the provisions of the
gaid Leeward Islands Acts, a representative member of the said
General Legislative Council.
AND the elected and nominated members of the Legisla-
tive Council of the Presidency of the Virgin Islands and all
others whom it may concern are hereby required to take due
notice hereof and to govern themselves accordingly.
GIVEN under my hand at the Government fouse, Antigua,
this 14th day of October 1954, and in the third year of
Her Majesty's reign.

1. Citation. This By-Law may be cited as the Saint
John’s City Building (Amendment) By-Law, 1954 and shall
be read and construed as one with the Saint John’s City
Building By-Law, 1950 (S. R. & O. 1950, No. 22), hereinafter
called the Principal By-Law.
2. Substitution of section 9 of Principal By-
Law. The following section is hereby substituted for section
9 of the Principal By-Law:—
“9 > Area or Burtpine Lors. (1) Building plots
shall be of an area to accord with the requirements laid
down in any Statutory Scheme adopted under the Town
and Country Planning Ordinance, 1948, as amended, or
the Slum Clearance and Housing Ordinance, 1948, as
amended.
(2) Where these do not apply, then no plot shall be
less than—
(a) two thousand square feet in area within
the limits of the City;
(6) three thousand square feet in area within
an area of one mile beyond the limits of the
City;
with a frontage in either case of not less than forty feet:

Provided that the City Commissioners may, if they
consider fit in any particular case involving re-erection of
a building onan existing plot, or the re-siting of buildings
in an existing built-up area, approve of a plot | ele’ of a
smaller area than as hereinbefore provided, and a corres-
ponding diminution of frontage.â€
