A PROCLAMATION.

Governor.

WHEREAS by section 27 of the
Predial Larceny (Prevention) Act,
1954 (No. 6/1954), it is provided that
the said Act shall come into operation
on a date to be appointed by the
Governor by proclamation in the
Gazelte.

NOW, THEREFORE, I, KENNETH
WILLIAM BLACKBURNE, a Knight
Commander of the Most Distinguish-
ed Order of Saint Michael and Saint
George, an Officer of the Most Excel-
lent Order of the British Empire,
Governor and Commander in Chief
in and over the Colony of the Lee-
ward Islands and Vice Admiral of
the same, do by this my proclamation
declare that the said Act shall come
into operation on the 22nd day of
July, 1954.

AND all Her Majesty’s loving sub-
jects in the said Colony and all others
whom it may concern are hereby
required to take due notice hereof
and to give their ready obedience
accordingly.

GIVEN at the Government House,
Antigua, this 12th day of July,
1954, and in the third year of
Her Majesty’s reign.

SCHOLARSHIPS

It is hereby notified for general
information that an examination for a,
number of Government Scholarships

.to the Antigua Grammar School and

the Antigua Girls’ High School will
be held at the St. John’s Boys’ School-
room on Wednesday, lst September,
1954.

Qualification of Candidates

2. Candidates shall be qualified to
take the examination who:

(a) will be over 9 but less than
13 years of age on 31st December,
1954;

(6) have attended a school in the
Colony for a period of three years
‘immediately preceeding the 31st
‘December, 1954 the last twelve
months being at a school in
Antigua;

[15 July, 1954.

(c) are in need of financial agsist-

ance to enter upon and complete a

Secondary School course;
(d) are British subjects. ae

3. Applications must be made to

the Inspector of Schoolg not later than
Saturday, 14th August, 1954.

: Applications must be accompan-
ied by a birth or baptismal certificate,
a medical certificate of good health,
certificate from Head Teachers of
Schools certifying regular attendance
for three previous years and good
behaviour of the candidate, and evi-
dence of the need for
assistance to parents or guardians to
pay for Secondary education.

REPORT of the Director of Audit of Trinidad and Tobago on the Accounts of the Board of
Commisssioners of Currency British Caribbean Territories (Eastern Group) for the
Year ended 81st December, 19538.



Currency Funp Income Account.

The income for the year exceeded the operating expenditure by $1,292,777.81. Of this
excess the sum of $518,293.86 being 1% of the value of the Currency Fund at the end of the year, was
transferred to the credit of the Currency Fund Account, and the remainder amounting to $774,483.95
was transferred to the Currency Surplus Account in accordance with Articles 4 (2) (c) and 4 (3) of the
First Schedule to the Currency Ordinance Chapter 35 No. 2 (Trinidad and Tobago).

Currency Funp.

2. The value of the Currency Fund after the transfer mentioned in paragraph 1 amounted
to $52,347,679.84. This amount exceeded the total liability for the notes in circulation, viz:
$51,137,092.00 by $1,210,587.84. No liability attached to the participating Governments under
Article 6 (2) of the terms of the agreement at the end of 1953.

8. With reference to paragraph 5 of the 1952 report, the accounts for the year 1953 have
again been presented on a cash basis, as was done for the previous accounting periods.

4. Expenditure to an extent of $21,645.94 over the approved estimate was incurred in
respect of Item 10—Other Charges—Supplies of Notes, without the prior approval of the Board,
contrary to Regulation 23 (2) of the Currency (Notes) Regulations, 1951. Approval for this excess
was obtained during April 1954.

ASSETS AND LIABILITIES.

5. Statements have been received from the Crown Agents showing the Securities and Cash
on Deposit which they held on behalf of the Currency Fund. The Certificate of the Controller and
Auditor General has, however, not yet been submitted for audit. ‘The amount held on deposit with the
Accountant General, Trinidad and ‘Tobago, has been verified with his records.

Boarps oF SURVEY—REGULATION 20.

6. The following departures from the requirements of Regulation No. 20 have been

noted: —

Trinidad and Tobago— 4, surveys held for the year of which 2 were held in the third quarter and
none in the second.

St. Kitts— 5 surveys held for the year but 2 were held in the third quarter and none
in the second. No survey was reported as “ surprise”.

Dominica— 5 surveys held for the year but none reported as “ surprise”.

St. Lucia— 4 surveys held but none in the first quarter. Two were held in the second
quarter.

Grenada— 2 surveys were held. None in first or second quarters. The last quarter's

survey was intended asa surprise but the Principal Auditor reported that
it was ineffective as such because one of the keyholders had been notified
in advance.

AUDITED STATEMENTS FROM PaRTICIPATING COLONIES,

. Audited statements of currency transactions during 1953 have not been received from
Barbados and British Guiana. Verification has been effected with the copies of the Duplicate Vault
Registers received from these territories by the Executive Commissioner of the Board at Port-of-Spain.

Comments on the Report of the Director of Audit, Trinidad and Tobago, on the accounts of ~
the Board of Commissioners of Currency, British Caribbean Territories, (Eastern Group) for the year
ended 81st December, 1953.

Paragraph 4, The excess of expenditure under Item 10—Other Charges—Supplies of notes,
resulted from shipment of notes in i953 which it was anticipated would not be supplied before 1954.
The charges which caused the excess were made in the account of the Crown Agents for the Colonies
for the month of December, 1953. This account was received in January 1954 and the authority for
the excess was obtained as soon thereafter as possible.

Boarps or Survey. ‘These Boards are appointed by the Governor of each Colony under
Regulation 20 (1) of the Currency (Notes) Regulations, 1950 and the Commissioners exercise ‘no
control over their functions. he attention of the Governors of various Colonies was drawn to similar
departures from the requirements of Regulation No. 20 in the year 1952 and attention will be drawn to
the irregularities which occured in 1953 when forwarding the Report of the Director of Audit.

Sr. Kirrs. The Administrator of this Colony advised me in his letter No. 24/00002 dated
24th December, 1953, that the survey in the fourth quarter was a surprise survey. rt

Dominica. The Administrator of that Colony advised me in his letter No. 407/52-88 dated
October, 1958 that the survey held in the fourth quarter was a surprise survey.

REPORT of the Director of Audit of Trinidad and Tobago on the Accounts of the Board of
Commisssioners of Currency British Caribbean Territories (Eastern Group) for the
Year ended 81st December, 19538.



Currency Funp Income Account.

The income for the year exceeded the operating expenditure by $1,292,777.81. Of this
excess the sum of $518,293.86 being 1% of the value of the Currency Fund at the end of the year, was
transferred to the credit of the Currency Fund Account, and the remainder amounting to $774,483.95
was transferred to the Currency Surplus Account in accordance with Articles 4 (2) (c) and 4 (3) of the
First Schedule to the Currency Ordinance Chapter 35 No. 2 (Trinidad and Tobago).

Currency Funp.

2. The value of the Currency Fund after the transfer mentioned in paragraph 1 amounted
to $52,347,679.84. This amount exceeded the total liability for the notes in circulation, viz:
$51,137,092.00 by $1,210,587.84. No liability attached to the participating Governments under
Article 6 (2) of the terms of the agreement at the end of 1953.

8. With reference to paragraph 5 of the 1952 report, the accounts for the year 1953 have
again been presented on a cash basis, as was done for the previous accounting periods.

4. Expenditure to an extent of $21,645.94 over the approved estimate was incurred in
respect of Item 10—Other Charges—Supplies of Notes, without the prior approval of the Board,
contrary to Regulation 23 (2) of the Currency (Notes) Regulations, 1951. Approval for this excess
was obtained during April 1954.

ASSETS AND LIABILITIES.

5. Statements have been received from the Crown Agents showing the Securities and Cash
on Deposit which they held on behalf of the Currency Fund. The Certificate of the Controller and
Auditor General has, however, not yet been submitted for audit. ‘The amount held on deposit with the
Accountant General, Trinidad and ‘Tobago, has been verified with his records.

Boarps oF SURVEY—REGULATION 20.

6. The following departures from the requirements of Regulation No. 20 have been

noted: —

Trinidad and Tobago— 4, surveys held for the year of which 2 were held in the third quarter and
none in the second.

St. Kitts— 5 surveys held for the year but 2 were held in the third quarter and none
in the second. No survey was reported as “ surprise”.

Dominica— 5 surveys held for the year but none reported as “ surprise”.

St. Lucia— 4 surveys held but none in the first quarter. Two were held in the second
quarter.

Grenada— 2 surveys were held. None in first or second quarters. The last quarter's

survey was intended asa surprise but the Principal Auditor reported that
it was ineffective as such because one of the keyholders had been notified
in advance.

AUDITED STATEMENTS FROM PaRTICIPATING COLONIES,

. Audited statements of currency transactions during 1953 have not been received from
Barbados and British Guiana. Verification has been effected with the copies of the Duplicate Vault
Registers received from these territories by the Executive Commissioner of the Board at Port-of-Spain.

Comments on the Report of the Director of Audit, Trinidad and Tobago, on the accounts of ~
the Board of Commissioners of Currency, British Caribbean Territories, (Eastern Group) for the year
ended 81st December, 1953.

Paragraph 4, The excess of expenditure under Item 10—Other Charges—Supplies of notes,
resulted from shipment of notes in i953 which it was anticipated would not be supplied before 1954.
The charges which caused the excess were made in the account of the Crown Agents for the Colonies
for the month of December, 1953. This account was received in January 1954 and the authority for
the excess was obtained as soon thereafter as possible.

Boarps or Survey. ‘These Boards are appointed by the Governor of each Colony under
Regulation 20 (1) of the Currency (Notes) Regulations, 1950 and the Commissioners exercise ‘no
control over their functions. he attention of the Governors of various Colonies was drawn to similar
departures from the requirements of Regulation No. 20 in the year 1952 and attention will be drawn to
the irregularities which occured in 1953 when forwarding the Report of the Director of Audit.

Sr. Kirrs. The Administrator of this Colony advised me in his letter No. 24/00002 dated
24th December, 1953, that the survey in the fourth quarter was a surprise survey. rt

Dominica. The Administrator of that Colony advised me in his letter No. 407/52-88 dated
October, 1958 that the survey held in the fourth quarter was a surprise survey.
