PROCLAMATION DATED Marcu 5, 1954, DECLARING
TULED THE APPROPRIATION (1954) ORDINANCE,
EFFECT.

A PROCLAMATION.

WHEREAS by section 113 (2) (a) of the Leeward Islands Act,
1871 it is provided, inter alia, that if the Governor shall consider that
it is expedient in the interests of public order, public faith or of good
government that any Bill introduced in the Island Council of any
Presidency should have effect, and that if such Island Council shall fail
to pass such Bill within such time and in such form as the Governor
may think reasonable and expedient, the Governor, at any time in his
discretion, may, notwithstanding any provisions of the said Act or of
any other law in force in such Presidency or of any Standing Orders of
such Island Council, declare that such Bill shall have effect as if it had
been passed by such Island Council with such amendments as the
Governor shall think fit which have been moved or proposed in such
Island Council or any Committee thereof; and that thereupon the said
Bill shall have effect as if it has been passed by such Island Council:

AND WHEREAS a draft Bill intituled the Appropriation (1954)
Ordinance, 1953 (hereinafter referred to as “ the said Bill”) was intro-
duced in the Legislative Council of Saint Christopher Nevis and
Anguilla at a meeting thereof held on the 23rd day of December, 1953,
read a third time and passed the said Council with the following
amendments, that is to say—

(a) In clause 1, between the word “ Appropriation *
word “ Ordinance ” the following was inserted—

« (1954) ”.

(6) In the fourth line of clause 2, the words “twenty-eight ”
were substituted for the words “thirty six” and the word “nine”
was substituted for the word “one”. In the fifth line of the said
clause, the word “twenty ” was substituted for the word “thirty”.

(c) In the second line of clause 8, the words “ twenty-eight ”
were substituted for “thirty-six”, the word “nine” was substi-
tuted for the word “‘one”’ and the word “twenty ” was substituted
for the word ‘thirty ”.

(d) In the schedule, the amount opposite to the Head “I”
and Service “Charges on Account of Public Debt” was changed
from “10446” to “3726”: the amount opposite to the Head “TX”
and Service ‘ Legal” was changed from “32177” to “31937”
and the amount opposite to the Head “ X” and Service “ Police ”
was changed from “33026 ” to ‘32776 ”—accordingly, the total of
the Schedule was change from “ $4486130 ” to “ $4428920”,

AND WHEREAS on the said Bill as so amended being presented
to the Governor for assent on behalf of Her Majesty, the Governor,
pursuant to rule 59 of the Standing Rules and Orders of the said
Legislative Council by Message dated the 8th day of January, 1954,
recommitted the said Bill as so amended to the Council, requiring —



(1) that the words ‘‘four million four hundred and
twenty-nine thousand one hundred and sixty dollars” be
substituted for the words “four million four hundred and
twenty-eight thousand nine hundred and twenty dollars”
appearing in clauses 2 and 3 of the said Bill; and

(ii) that the figure ‘32177 ” be substituted for the figure
‘* 31937” appearing in the third column of the Schedule
opposite to the Head “IX” and Service “ Legal”; and that
the figure ‘$4429160” be substituted for the figure
“ $44.28920 opposite to the word “Total” at the end of
the said Schedule.

AND WHEREAS at a meeting of the said Legislative Council
held on the 24th day of February, 1954, upon a motion being made to
move the Council into Committee for the purpose of considering the
amendments set out in the aforesaid Message of the Governor the said

motion was defeated:

AND WHEREAS I consider that it is expedient in the interests
of public faith and of good government that the said Bill with the
incorporation therein of the following amendments that is to say—

(a) the amendments to clause 1 and the amendments to the
the figures “ 10446 ” and “33026” appearing in the third column
of the Schedule opposite to the Head “I” and Service “ Charges
on Account of Public Debt” and the Head “X” and Service
‘““ Police” respectively which said amendments were made in
Committee of the said Legislative Council on the 23rd day of
December, 1953; and

(6) the amendments to clauses 2 and 8 and the Schedule as
required in my Message as aforesaid,

should have effect.

NOW, THEREFORE, I Keynetn Witrtam Buacksurne,
Knight Commander of the Most Distinguished Order of Saint Michael
and Saint George, an Officer of the Most Excellent Order of the British
Empire, Governor and Commander in Chief in and over the Colony of
the Leeward Islands and Vice Admiral of the same, do hereby declare
by this my Proclamation that the Bill intituled the Appropriation (1954).
Ordinance, 1953, introduced in the Legislative Council of Saint Christo-
hper, Nevis and Anguilla on the 23rd day of December, 1958, but with
the incorporation therein of the following amendments, that is to say—

(a) the amendment to clause 1 and the amendments to the
figures “10446” and “33026” appearing in the third column of
the Schedule opposite to the Head “I” and Service “Charges on
Account of Public Debt”’ and the Head “ X” and ~ervice “ Police”
respectively which said amendments were made in Committee of the
said Legislative Council on the 23rd day of December, 1953; and

(6) the amendments to clauses 2 and 8 and the Schedule as
required in my Message as aforesaid, shall have effect as if the said
Bul had been passed with all the aforesaid amendinents by the
Legislative Council of Saint Christopher, Nevis and Anguilla.

AND the Members of the said Council and all other Her Majesty’s
“Officers. Ministers and loving subjects in the said Presidency and all
those whom it may concern are hereby required to take due notice hereof
and to give their ready obedience accordingly.

GIVEN under my hand at the Government House in the City of
Saint John in the Island of Antigen in the Colony of the
Leeward Islands this Sth day of March, 1954, and in the third
year of Her Majesty’s reign.

Shell Refining and Marketing Com-

3. Section 6 of the Post Office
Ordinance sets out the duties of the
Postmaster as follows:—

(i) to attend at the General Post
Office for such daily and other-
wise as the regulations may
direct, and also at such times
as may be necessary for the
receipt and delivery of letters
from and to Mail Packets and
of all other letters;

(ii) to receive, arrange and deliver
all letters posted at or coming
through the General Post
Office;

(iii) to sell postage stamps and to
receive all moneys payable for
stamp or for the postage of
letters in lieu or in the absence
of stamps, or otherwise pay-
able to him;

(iv) to render monthly accounts and
vouchers of all transactions,
receipts and payments done,
received or paid by him, or
oftener if and when required
by the Governor, to the
Auditor of Public Accounts,
and to pay to the Treasurer as
the Governor may direct all
moneys so received;

(v) to superintend the working and
management of the Inland
Post;

(vi) to make up and deliver to and
also to receive from the Mail
Agents of any Foreign Govern-
ment mail bags containing
letters, in such manner as the
regulations may prescribe;

(vii) to perform all other duties that
may be from time to time
fixed by the Governor or by
Her Majesty’s Postmaster-
General.

4. The person selected will be
subject to Colonial Regulations and
local orders in force from time to
time.

5. Applications must be in the
applicants’ own handwriting and they
will be required to give the following
information :—

(i) Age;

(ii) School or schools or University
at which educated and Certifi-
cate or Certificates or Diplomas
obtained;

(iii) Nature of present and past
employment with dates;

(iv) Amount of monthly salary or
wages earned in the post in
which applicant was last em-
ployed;

(v) past experience in work of the
same ora similar kind to that
required in the post advertised ;

An Ordinance to provide for the services of the.

Presidency of the Virgin Islands for the year
ending on the thirty-first day of December,
_ 1954.

VIRGIN

BE IT ORDAINED by the Governor and —

Legislative Council of the Virgin Islunds as
follows:—

1. This Ordinance may be cited as the
Appropriation Ordinance, 1954.

2. There shall be and there is hereby granted
to Her Majesty the Queen, for the services of the
Presidency of the Virgin Islands for the year
ending on the thirty-first day of December, 1954,
the sum of five hundred and forty: five thousand,
six hundred and fifty-three dollars, to be applied
and expended in the manner and for the services
set forth in the Schedule hereto.

8. Such part of the said sum of five
hundred and forty-five thousand, six hundred
and fifty-three dollars as is payable by the said
Presidency shall be and the same is hereby declared
to be charged upon and made payable from and out
of the General Revenue and other funds of the
said Presidency.

4. The Treasurer of the said Presidency is
- hereby authorised and required from time to time
upon the order or warrant of the Governor to pay
the several sums appropriated by and in the said
Schedule to the several services therein mentioned,
as the said order or warrant shall direct, out of the
General Revenue of the said Presidency without
further order or formality.

pursuant to rule 59 of the Standing Rules and Orders of the said
Legislative Council by Message dated the 8th day of January, 1954,
recommitted the said Bill as so amended to the Council, requiring —



(1) that the words ‘‘four million four hundred and
twenty-nine thousand one hundred and sixty dollars” be
substituted for the words “four million four hundred and
twenty-eight thousand nine hundred and twenty dollars”
appearing in clauses 2 and 3 of the said Bill; and

(ii) that the figure ‘32177 ” be substituted for the figure
‘* 31937” appearing in the third column of the Schedule
opposite to the Head “IX” and Service “ Legal”; and that
the figure ‘$4429160” be substituted for the figure
“ $44.28920 opposite to the word “Total” at the end of
the said Schedule.

AND WHEREAS at a meeting of the said Legislative Council
held on the 24th day of February, 1954, upon a motion being made to
move the Council into Committee for the purpose of considering the
amendments set out in the aforesaid Message of the Governor the said

motion was defeated:

AND WHEREAS I consider that it is expedient in the interests
of public faith and of good government that the said Bill with the
incorporation therein of the following amendments that is to say—

(a) the amendments to clause 1 and the amendments to the
the figures “ 10446 ” and “33026” appearing in the third column
of the Schedule opposite to the Head “I” and Service “ Charges
on Account of Public Debt” and the Head “X” and Service
‘““ Police” respectively which said amendments were made in
Committee of the said Legislative Council on the 23rd day of
December, 1953; and

(6) the amendments to clauses 2 and 8 and the Schedule as
required in my Message as aforesaid,

should have effect.

NOW, THEREFORE, I Keynetn Witrtam Buacksurne,
Knight Commander of the Most Distinguished Order of Saint Michael
and Saint George, an Officer of the Most Excellent Order of the British
Empire, Governor and Commander in Chief in and over the Colony of
the Leeward Islands and Vice Admiral of the same, do hereby declare
by this my Proclamation that the Bill intituled the Appropriation (1954).
Ordinance, 1953, introduced in the Legislative Council of Saint Christo-
hper, Nevis and Anguilla on the 23rd day of December, 1958, but with
the incorporation therein of the following amendments, that is to say—

(a) the amendment to clause 1 and the amendments to the
figures “10446” and “33026” appearing in the third column of
the Schedule opposite to the Head “I” and Service “Charges on
Account of Public Debt”’ and the Head “ X” and ~ervice “ Police”
respectively which said amendments were made in Committee of the
said Legislative Council on the 23rd day of December, 1953; and

(6) the amendments to clauses 2 and 8 and the Schedule as
required in my Message as aforesaid, shall have effect as if the said
Bul had been passed with all the aforesaid amendinents by the
Legislative Council of Saint Christopher, Nevis and Anguilla.

AND the Members of the said Council and all other Her Majesty’s
“Officers. Ministers and loving subjects in the said Presidency and all
those whom it may concern are hereby required to take due notice hereof
and to give their ready obedience accordingly.

GIVEN under my hand at the Government House in the City of
Saint John in the Island of Antigen in the Colony of the
Leeward Islands this Sth day of March, 1954, and in the third
year of Her Majesty’s reign.

3. Section 6 of the Post Office
Ordinance sets out the duties of the
Postmaster as follows:—

(i) to attend at the General Post
Office for such daily and other-
wise as the regulations may
direct, and also at such times
as may be necessary for the
receipt and delivery of letters
from and to Mail Packets and
of all other letters;

(ii) to receive, arrange and deliver
all letters posted at or coming
through the General Post
Office;

(iii) to sell postage stamps and to
receive all moneys payable for
stamp or for the postage of
letters in lieu or in the absence
of stamps, or otherwise pay-
able to him;

(iv) to render monthly accounts and
vouchers of all transactions,
receipts and payments done,
received or paid by him, or
oftener if and when required
by the Governor, to the
Auditor of Public Accounts,
and to pay to the Treasurer as
the Governor may direct all
moneys so received;

(v) to superintend the working and
management of the Inland
Post;

(vi) to make up and deliver to and
also to receive from the Mail
Agents of any Foreign Govern-
ment mail bags containing
letters, in such manner as the
regulations may prescribe;

(vii) to perform all other duties that
may be from time to time
fixed by the Governor or by
Her Majesty’s Postmaster-
General.

4. The person selected will be
subject to Colonial Regulations and
local orders in force from time to
time.

5. Applications must be in the
applicants’ own handwriting and they
will be required to give the following

at which educated and Certifi-

BE IT ORDAINED by the Governor and —

Legislative Council of the Virgin Islunds as
follows:—

1. This Ordinance may be cited as the
Appropriation Ordinance, 1954.

2. There shall be and there is hereby granted
to Her Majesty the Queen, for the services of the
Presidency of the Virgin Islands for the year
ending on the thirty-first day of December, 1954,
the sum of five hundred and forty: five thousand,
six hundred and fifty-three dollars, to be applied
and expended in the manner and for the services
set forth in the Schedule hereto.

8. Such part of the said sum of five
hundred and forty-five thousand, six hundred
and fifty-three dollars as is payable by the said
Presidency shall be and the same is hereby declared
to be charged upon and made payable from and out
of the General Revenue and other funds of the
said Presidency.

4. The Treasurer of the said Presidency is
- hereby authorised and required from time to time
upon the order or warrant of the Governor to pay
the several sums appropriated by and in the said
Schedule to the several services therein mentioned,
as the said order or warrant shall direct, out of the
General Revenue of the said Presidency without
further order or formality.
