A PROCLAMATION.
K. W. BLACKBURNE,
Governor.
TI, considering that it is desirable
that Monday the 3rd day of May,
1954, should be observed as a Bank
Holiday in the Presidency of Antigua
in the Colony of the Leeward Islands,
and in pursuance of the provisions of
the Bank Holidays Act (Cap. 114) do
hereby, by and with the advice of the
Executive Council of the said Colony,
and in exercise of the powers con-
ferred by the Act aforesaid, appoint
Monday the 3rd day of May, 1954 as
a special day to be reserved as a Bank
Holiday in the said Presidency, under
and in accordance with the said Act,
and I do by this my Proclamation
command thatthe said day to be so
reserved and kept, and all Her
Majesty’s loving subjects in the said
‘Presidency to order themselves
accordingly.
GIVEN under my hand at the
Government House, Antigua,
this 3rd day of March, 1954,
and in the Third year of Her
Majesty’s reign.

Vacancy for an Art Master at
the Queen’s College for Boys,
British Guiana.
Applications are invited from
suitably qualitied candidates for
appointment to a post of Art Master,
Queen’s College, which will shortly
become vacant.
2. The salary of the post is in the
scale $3,000 x $120—$3,600/x $144—
$4,320/x $240--$4,800 per annum and
a temporary cost-of-living allowance
of $240 per annum is also payable.
3. Candidates should possess at
least the Art Teachers Diploma
(England) or its equivalent, awarded
after a course of 4—5 years at a
recognised Art School in the British
Commonwealth. Candidates must
have had several years teaching
experience in a Secondary School.
4. The person selected must be
prepared to take an active interest in
the school games—crick+t, football,
hockey—and in some of the other
extra mural activities. e.g., dramatic
and debating societies, science club,
Cadet Corps, Scouts.
5. The appointment will be pen-
sionable, subject to satisfactory service
during a probationary period of two
years, and the person selected will be
subject to the Colonial Regulations
and to local General Orders and
instructions in force for the time being
in so far ag they are applicable. He
will also be eligible for vacation leave
at the rate of-five days for each
completed month of resident service
up toa maximum of six months,
subject to the completion of a mini-
mum tour of service of two years.
The officer will be eligible for assisted
passages for himself (and, if he is
married, for his wife also) when
granted leave of absence, subject to
the provision of funds annually by
the Legislative Council and to the
requirements of the Public Officers
Leave (Passages) Regulations, 1952.

post of Colonial Postmaster, Grenada.
2. The salary of the post is in the
seale $2,880 x $120—$3,720. There
is a recommendation for an increase
to the scale $3,120 x 120—$3,840,
but the question is not yet settled.

3. Section 6 of the Py: Office
~Ordinance sets out the duties of the
Postmaster as follows:—
(i) to attend at the General Post
Office for such daily and other-
wise as the regulations may
direct, and also at such times
as may be. necessary for the
receipt and delivery of letters
from and to Mail Packets and
of all other letters;
(ii) to receive, arrange and deliver
all letters posted at or coming
through the General Post
Office;
<(iii) to sell postage stamps and to
receive all moneys payable for
stamp or for the postage of
letters in lieu or in the absence
of stamps, or otherwise pay-
able tu him;
(iv) to render monthly accounts and
vouchers of all transactions,
receipts and payments done,
received or paid by him, or
oftener if and when required
by the Governor, to the
Auditor of Public Accounts,
and to pay to the Treasurer as
the Governor may direct all
moneys so received;
(v) to superintend the working and
Management of the Inland
Post;
(vi) to make up and deliver to and
also to receive from the Mail
Agents of any Foreign Govern-
ment mail bags containing
letters, in such manner as the
regulations may prescribe;
(vii) to perform all other duties that
may be from time to time
fixed by the Governor or by
Her Majesty’s Postmaster-
General.
4. The person selected will be
subject to Colonial Regulations and
local orders in force from time to
time.
5. Applications must be in the
applicants’ own handwriting and they
will be required to give the following
information :—
(i) Age;
(ii) School or schools or University
at which educated and Certifi-
cate or Certificates or Diplomas
obtained;

(iii) Nature of present and
employment with dates;
past
(iv) Amount of monthly salary or
wages earned in the post in
which applicant was last em-
ployed;
(v) past experience in work of the
same ora similar kind to that
required in the post advertised;

returned to the applicant)
certified as true copies by a
Justice of the Peace or a
Minister of Religion or Head
of a Department;
(vii) Applications which do not
contain the required informa-
tion will not be considered.

Tenders are invited for the supply of 13,000 half bags of 100 lb. each “EK†grade flour from
Local Commission Agents of Canadian Flour Mills. Quotations should be C.I.F. Montreal, Halifax or
St. John and should include agents commission.
2. The “E†grade flour must be milled solely from Canadian’ Hard Spring Wheat not lower~
in grade than No. 3 northern and must be of the following minimum standard:—

Minimum protein 12.00%

The name of the miller, analysis of the flour, the enrichment standard and brand name should.
be stated in the tender. Chemist’s certificate showing analysis of the flour, enrichment standard and
duly notarized must accompany documents. The (Supply Officer) however, exercises the right to
arrange for samples to be drawn and analysed on his behalf.
Shipping documents must include date of shipment of all flour and must indicate that it is
enriched and “ Vitamin Enriched Flour†must be stencilled on each bag.
8. Flour to be loaded at Montreal, Halifax or St. John and shipped at rate of 5,000 half
bags of 100 lb. each month commencing early May 1954 and ending in July 1954.
4. Tenders should be in sealed envelopes marked “‘fenders for flour†and should be

‘Ll. Citation. These Regulations may be cited as the -
Efficiency Decoration and [ifficiency Medal (Amendment)
Regulations, 1954, and shall be read as one with the Leeward
Islands Efficiency Decoration and Efficiency Medal Regulations,
1937, as amended, hereinafter referred to as the Principal
Regulations.
2 Revocation. Paragraph G of regulation 16 of
the Principal Regulations is hereby revoked.
ISSUED by the Governor, with the approval of
Her Masesty signified through the Right
Honourable Ortver Lyrrertox, one of Her

Vacancy for an Art Master at
the Queen’s College for Boys,
British Guiana.
Applications are invited from
suitably qualitied candidates for
appointment to a post of Art Master,
Queen’s College, which will shortly
become vacant.
2. The salary of the post is in the
scale $3,000 x $120—$3,600/x $144—
$4,320/x $240--$4,800 per annum and
a temporary cost-of-living allowance
of $240 per annum is also payable.
3. Candidates should possess at
least the Art Teachers Diploma
(England) or its equivalent, awarded
after a course of 4—5 years at a
recognised Art School in the British
Commonwealth. Candidates must
have had several years teaching
experience in a Secondary School.
4. The person selected must be
prepared to take an active interest in
the school games—crick+t, football,
hockey—and in some of the other
extra mural activities. e.g., dramatic
and debating societies, science club,
Cadet Corps, Scouts.
5. The appointment will be pen-
sionable, subject to satisfactory service
during a probationary period of two
years, and the person selected will be
subject to the Colonial Regulations
and to local General Orders and
instructions in force for the time being
in so far ag they are applicable. He
will also be eligible for vacation leave
at the rate of-five days for each
completed month of resident service
up toa maximum of six months,
subject to the completion of a mini-
mum tour of service of two years.
The officer will be eligible for assisted
passages for himself (and, if he is
married, for his wife also) when
granted leave of absence, subject to
the provision of funds annually by
the Legislative Council and to the
requirements of the Public Officers
Leave (Passages) Regulations, 1952.

Grenada.
Applications are invited for the
post of Colonial Postmaster, Grenada.
2. The salary of the post is in the
seale $2,880 x $120—$3,720. There
is a recommendation for an increase
to the scale $3,120 x 120—$3,840,
but the question is not yet settled.

3. Section 6 of the Py: Office
~Ordinance sets out the duties of the
Postmaster as follows:—
(i) to attend at the General Post
Office for such daily and other-
wise as the regulations may
direct, and also at such times
as may be. necessary for the
receipt and delivery of letters
from and to Mail Packets and
of all other letters;
(ii) to receive, arrange and deliver
all letters posted at or coming
through the General Post
Office;
<(iii) to sell postage stamps and to
receive all moneys payable for
stamp or for the postage of
letters in lieu or in the absence
of stamps, or otherwise pay-
able tu him;
(iv) to render monthly accounts and
vouchers of all transactions,
receipts and payments done,
received or paid by him, or
oftener if and when required
by the Governor, to the
Auditor of Public Accounts,
and to pay to the Treasurer as
the Governor may direct all
moneys so received;
(v) to superintend the working and
Management of the Inland
Post;
(vi) to make up and deliver to and
also to receive from the Mail
Agents of any Foreign Govern-
ment mail bags containing
letters, in such manner as the
regulations may prescribe;
(vii) to perform all other duties that
may be from time to time
fixed by the Governor or by
Her Majesty’s Postmaster-
General.
4. The person selected will be
subject to Colonial Regulations and
local orders in force from time to
time.
5. Applications must be in the
applicants’ own handwriting and they
will be required to give the following
information :—
(i) Age;
(ii) School or schools or University
at which educated and Certifi-
cate or Certificates or Diplomas
obtained;

employment with dates;

(iv) Amount of monthly salary or
wages earned in the post in
which applicant was last em-
ployed;

certified as true copies by a
Justice of the Peace or a
Minister of Religion or Head
of a Department;
(vii) Applications which do not
contain the required informa-
tion will not be considered.

Tenders are invited for the supply of 13,000 half bags of 100 lb. each “EK†grade flour from
Local Commission Agents of Canadian Flour Mills. Quotations should be C.I.F. Montreal, Halifax or
St. John and should include agents commission.
2. The “E†grade flour must be milled solely from Canadian’ Hard Spring Wheat not lower~
in grade than No. 3 northern and must be of the following minimum standard:—
Maximum moisture 14.00%
Maximum ash 52%
Minimum protein 12.00%
All flour to be enriched in accordance with the following:-—

The name of the miller, analysis of the flour, the enrichment standard and brand name should.
be stated in the tender. Chemist’s certificate showing analysis of the flour, enrichment standard and
duly notarized must accompany documents. The (Supply Officer) however, exercises the right to
arrange for samples to be drawn and analysed on his behalf.
Shipping documents must include date of shipment of all flour and must indicate that it is
enriched and “ Vitamin Enriched Flour†must be stencilled on each bag.
8. Flour to be loaded at Montreal, Halifax or St. John and shipped at rate of 5,000 half
bags of 100 lb. each month commencing early May 1954 and ending in July 1954.
4. Tenders should be in sealed envelopes marked “‘fenders for flour†and should be
addressed to His Honour the Administrator and should reach the Administrator’s Office not later than:

‘Ll. Citation. These Regulations may be cited as the -
Efficiency Decoration and [ifficiency Medal (Amendment)
Regulations, 1954, and shall be read as one with the Leeward
Islands Efficiency Decoration and Efficiency Medal Regulations,
1937, as amended, hereinafter referred to as the Principal
Regulations.
2 Revocation. Paragraph G of regulation 16 of
the Principal Regulations is hereby revoked.
ISSUED by the Governor, with the approval of
Her Masesty signified through the Right
Honourable Ortver Lyrrertox, one of Her
Majesty’s Principal Secretaries of State, the 25th
