'THE Governments of the above-named
Colonies have recently established a Re-
gional Economic Committee with head
quarters in the office of the Comptroller
for Development and Welfare in the
West Indies.
The primary functions of the Committee
are to act as an advisory and Consultative
body to the participating governments in
economic matters and to assume executive
and financial control of a British Caribbean
Trade Commissioner Service in the United
Kingdom and Canada.
The Committee now invites applications

The main burden of the-.day-to-day
work of the London office will fall
on this officer. Candidates should
therefore possess a sound know-
ledge of office organisation and
administrative experience in dealing
with matters of trade and commerce

The Committee reserves the right to fill
any post by invitation if no suitable, appli-
cations are received Salaries of the post
will be in the region of the figures stated
but other terms of service (e g. leave
passages and pension entitlement) have
yet to be determined. The Committee
would be prepared to give special consid-
eration in these matters to appointees
with exceptional qualifications
The Committee proposes to make these
appointments in November, 1951, and
applications, containing full details of
candidates' education, qualifications and
experience, together with supporting
documents and names of two referees

As Madam CYWIAK is a Consul-General
de carri6re, steps are being taken, in
accordance with the usual practice, for
the immediate issue to her of the King's
Exequatur to enable her to act in her con-

GOVERNOR'S MESSAGE TO ELECTORS

THE following is the text of a message
to electors from His Excellency the Gov-
ernor of the Windward Islands which was
broadcast on the Grenada Amateur System
on Sunday, 30th September, 1951, at 4 15
p.m.
"In the coming Election of Members to
the new Legislative Council every adult
man and woman will have the free right


to vote for the representative of his or
her choice This right is a duty that must
be honestly discharged by each one of you
if you have your country's interests at
heart.
Do not be led away like sheep by wild
claims that may prove empty, or extrava-
gant promises that cannot he fulfilled.
Do not allow yourselves to be bullied: no
one will know which way you cast your
votes.
Keep your feet on the ground and make
up your own minds fearlessly and con-
scientiously to vote for the candidate who,
you believe, will do most to guide your
country forward to greater happiness and
prosperity."

ORDINANCE NO. 17 OF 1951

AN ORDINANCE TO CONTROL THE PREPARATION
FOR EXPORT OF CITRUS FRUIT AND OTHER
FRUIT.
(On Proclamation).
Be it enacted by the Governor, with the advice and
consent of the Legislative Council of Dominica as
follows :-
1. This Ordinance may be cited as the
CITRUS FRUIT AND OTHER FRUIT ShortTitle.
ORDINANCE, 1951
2. In this Ordinance unless the context otherwise
requires Interpretation.

(a) "Citrus Fruit" means sweet oranges and
grapefruit grown in Dominica.
(b) Other Fruit" means limes, lemons, man-
goes, avocado pears and other fruit
crops grown in Dominica.
(c) "Packing Shed means any grading and
packing shed appointed by the Gov-
ernor under section 6 of this Ordinance.
3. This Ordinance shall apply to-

(a) all citrus Fruit, and
(b) all other fruit grown in Dominica,
but shall not apply to citrus fruit and other fruit ex-
ported to the Windward Islands, Leeward Islands,
Barbados, Trinidad, British Guiana, French West
Indies, Netherlands West Indies, and the Virgin
Islands of the United States of America.

make recommendations to the Governor on any matter
connected with export and marketing of citrus fruit and
other fruit.
Packing Sheds. 6. The Governor may from time to time appoint any
place as a Packing Shed for the purposes of this Ordi-
nance by publishing notice thereof in the Gazette.
Sanction 7. No citrus fruit or other fruit shall be removed or
required for
removal or exported from the packing shed without the sanction of
export. the Manager thereof or his duly authorised repre-
sentative.
Rules and 8. The Governor in Council may from time to time

exceeding six months, .

WHEREAS by subsection 2 of section four of
Ordinance No. 14 of 1951, entitled an Ordinance to pro-
vide for the Registration of Persons entitled to vote at
Elections of Members of the Legislative Council and to
regulate the procedure at such Elections and for other
purposes connected therewith, it is enacted that a l:st
of electors shall be compiled for each polling division
comprised within an electoral district and shall come
into force on such date as the Administrator may by
proclamation appoint.
I DO, THEREFORE, proclaim and notify that the
said lists of electors shall come into force on the 3rd
day of October, one thousand nine hundred and fifty-one

WHEREAS by Ordinance No. 17 of 1951, entitled an
Ordinance to control the preparation for export of Citrus
Fruit and other Fruit, it is enacted that the said
Ordinance, in so far as it relates to Citrus Fruit, shall
come into operation on such date as the Governor shall,
by Proclamation, published in the Gazerte, appoint and
in so far as it relates to other fruit shall, come into
operation on such date as the Governor shall, by Procla-
mation, published in the Gazette, appoint.
I DO, THEREFORE, proclaim and notify that the
said O:dinance, in so far as it relates to Citrus Fruit
and in so far as it relates to other Fruit, shall commence
and come into operation on the 1st October, one thou-
sand nine hundred and fifty-one.
GIVEN under my hand and the Public Seal of the
Colony of Dominica, at Government House, in
the said Colony this 1st day of October, 1951,
in the fifteenth year of the Reign of His
Majesty King George the Sixth.
