Salary and other conditions of service
of Civil Servants in the Windward
Islands
The following announcement is publish.
ed for general information: -
In the Governor's address to the Grenada
Legislative Council on December 14th,
1950, it was announced that an organisa-
tion and Methods Survey of Government
Departments was about to be undertaken
by an efficiency expert from His Majesty's
Treasury, and that a revision of salaries
of Civil Servants would follow.
The Organisation and Methods Survey
began in St. Vincent early this year. On
the advice of the efficiency expert and
with the approval of the Secretary of
State for the Colonies, His Excellency has
now arranged for an enquiry to be made
into salary and other conditions of service
of Civil Servants in the four Colonies of the
Windward Islands. This enquiry will
proceed concurrently with the Organisa-
tion and Methods Survey.
A further announcement will be made
with respect to the appointment of a
Commissioner to undertake the enquiry.

SCHOOLS, GRENADA
Applications are invited for the post of
Inspector of Schools. Grenada.
The duties of the post are the following:-
(a) To ensure that law relating to edu-
cation as laid down in the Code of
Regulations is observed;
(b) To perform administrative duties
of a routine nature and such other
duties as may be required by the
Head of the Education Department;
(c) To be responsible for inspection and
examinations arranged by the De-
partment;
(d) To give guidance as directed by the
Head of the Department to subor-
dinate officers engaged in educa.

The salary of the post is in the scale
$2,160 -$96-$2,640 per annum with a
Cost of Living Allowance at approved
rates. Travelling allowance is paid at a
flat rate of $46 per month on the under-
standing that the officer maintains a motor
car in the performance of his duties.
Applications, which must state ape,
qualifications and experience should be
supported by references and should reach
the Administrator, St. George's Grenada,
by 15th July, 1951.

HIs Excellency the Governor has been
pleased to appoint Mr. G. E LUCK, B. A,
B. Sc. Econ. (Hons.) LL B. (Hons.), with
effect from 1st February, 1951, to the
newly created post of Assistant Secretary
(Finance and Economics) of the Windward
Islands under Colonial Development and
Welfare Scheme D. 1100.
The Assistant Secretary will be a mem-
ber of the Governor's Headquarters Staff
and will work under the direction of the
Financial and Economic Adviser
Mr. LUCK is 29 years old and was edu-
cated at the Central High School and
Queen's College, British Guiana, and at
London University. He obtained his
Bachelor of Arts degree in Mathematics.
History and Latin in 1941, B. Sc. Econom-
ics (2nd Class Honours) in 1945, and the
LL.B. (2nd Class Honours) in 1949.
Mr, LUCK attended the Colonial Service
Summer School, Brasenose College,
Oxford, 1947, and the Second Devonshire
Course in Colonial Administration 1947/48
at the London School of Economics,
obtaining the Cambridge University
Teachers' Certificate nl Education. He
has also passed the final examination for
call to the English Bar. He was appoint-
ed an Assistant Master of the Grenada
Boys' Secondary School and part-time
lecturer in Mathematics to the Public
Health Engineering Unit of the Windwdrd
and Leeward Islands in 1944.
Mr, LUCK has been acting as Assistant
Chief Secretary of the Windward Islands
since November, 1949.

Applications are invited for the post of
Ambulance Driver, Roseau Hospital.
2. Applicants must possess a valid cur-
rent driving licence and will also be re-
quired to take a special driving test in
ambulance driving. Applicants possess-
ing a good technical knowledge of the
care and upkeep of motor vehicles will
be given preference.
3. Applicants must be physically fit
and of good moral character.
4. The post is that of a G S.O. Class
III with an initial salary of $264 rising by
increments of $14.40 to $307 20 with the
usual cost of living allowance. Quarters
are not provided.
5. While the main duties.of the post
will be to drive and care for the ambu-
lance, the successful candidate may be
required to perform any other duties
approved by H;s tonour the Administra,
tor and may be required to take a course
of first-aid training after appointment.

writing to the Senior Medical Officer and
reach him not later than 14th July. 1951.

Committee.
AT a meeting of the Finance Committee held at 10.45 a.m. on
Wednesday, 19th July, 1950, in the Administrator's Office.

Confirmation of Minutes.
The minutes of the meeting held on Wednesday, 21st June,
1950, were read and confirmed.
Colihaut Clinic.
Mr. Shillingford said that he had made enquiries about the
last attendance at the Colihaut clinic and had found that Dr.
Robinson was correct. It was true, however, to apply the term
suggestion falsi to Dr. Robinson's explanation because he had not
turned up on the usual day set for the Clinic, but the following
day. As a result, the people had no notice and could not turn out.
Packing Shed.
Mr. Shillingford remarked that the position with regard to
the Packing Shed was not satisfactory.
His Honour assured members that parts had been ordered for
the Government Packing Plant and stated that he would behaving
an interview with the Managing Director and Mr. Roddam on the
matter.
Goodwill Boiler.
The delay in erecting the Goodwill boiler was discussed.
Mr. Dupigny said that he was not aware that the Committee
had agreed that the growing of all canes on the Goodwill Estate
should be stopped. He had understood that a portion would be
left planted in canes.
Mr. Shillingford suggested that it should be determined what
acreage would be kept in canes and whether the crop from such
acreage would justify the erection of a boiler.
His Honour promised to go into the matter.
Roseau Jetty.
His Honour told members that he had spoken to Mr. Harrison
about the width of the Jetty and he was satisfied that if the Ex-
port Jetty was rebuilt as a passenger jetty, the construction of the
jetty 36 feet wide and 160 feet long would be ample to handle car-
goes for many years to come. Discussion ensued.
It was agreed that the design of the jetty should be a plain
block.
His Honour promised to obtain plans and details of construc-
tion for the Export Jetty, and of the cost of various widths for the
main jetty.
Educational Dist-ict Officers.
The Committee agreed to the scale of pay of Educational Dis-
trict Officers being increased to $1,680 x $96 to $1,920.
Education Officer.
Mr. Dupigny asked what the position was with regard to the
Education Officer. He had read in the Trinidad papers that Mr.
Jordan had been appointed as Education Officer of Dominica.
His Honour explained the position.
Upkeep of Supreme Court Library.
The Committee approved of the sum of $96.00 of the provision
under Head E. 11 of the 1950 Estimates being utilised for payment
of clerical work prior to binding.
Mr. C.A.H. Dupigny deplored the condition of certain records
at the Registrar's Office and asked that something be done about
them as early as possible.
His Honour promised to go into the matter.
Water Supply for Villages.
The priority to be given to villages for a water supply was
discussed. It was agreed that the cost would have to be taken in-
to consideration in deciding priority.
His Honour promised to obtain estimates for a piped water
service to Grandfond, La Plaine, Delices, and a direct line for
Coulibistrie.
Water Supply-St. Joseph.
Mr Bertrand asked what the hold up was with regard to the
St. Joseph Water Supply.
His Honour promised to make enquiries.
Supplementary Votes.
The Committee approved of Supplementary Votes to meet ex-
penditure under the following heads:-

Curing of Lepers in British Guiana.
Mr. H.D. Shilingford asked whether His Honour could con-
firm that British Guiana had been successful in curing lepers.
His Honour promised to make the necessary enquiries.
Overtime to country Postmen.
The consideration of this item was deferred so that His Hon-
our could obtain further information on the schedule.
Post Office Irregualarities.
Mr. Shillingford stated that he understood that there had been
further losses of registered mail at the Roseau Post Office.
His Honour confirmed Mr. Shillingford's statement and ex-
plained the position. His Honour informed members that he had
taken immediate action and submitted proposals for remedying the
situation.
Salary Scale of Assistant Auditor.
His Honour read saving telegram No. 224 of the 13th May,
1950, from the Secretary of State which stated that he was consi-
dering the selection of an officer to fill the post of Assistant Audi-
tor, Windward Islands, but was doubtful that the salary of the
post would attract expatriate officers. He suggested that the
salary scale be increased.
The Committee.was not prepared to approve an increase and
considered that an officer to fill this post should be selected from
the Windward Islands.
District Postmasters.
The Committee approved of the payment of a Cost of living
Allowance to District Postmasters from the 1st January, 1950.
The Committee asked for a general revision of the salaries of
District Postmasters in the 1951 Estimates.
Construction of New Colonial Office.
His Honour read Circular Despatch of the 2nd June, 1950,
from the Secretary of State which expressed the earnest wish that
the new Colonial Office should be visibly associated with all those
territories which come within the sphere of responsibility of the
Secretary of State for the Colonies. He hoped that it would be
possible to use at least one of the products of each territory in the
furniture and equipment of the building.
The Committee suggested chairs made from a local wood as
appropriate from this Colony.
His Honour promised to inform the Secretary of State accord-
ingly and added that he would ask that the choice of wood be left
to the Architect who could inspect samples of Dominica wood in
England.
Adjournment.
The Committee adjourned to 2.30 p.m.

On the resumption all present with the exception of Honour-
able J. 0. Aird.
Geneva Estate.
His Honour informed members that efforts to settle the con-
troversy between the tenants of the Geneva Estate and the owner
had been unsuccessful and it had been decided after discussion
with His Excellency the Governor during his visit here, that the
only solution in the circumstances was to acquire a portion of the
Estate in which those tenants whom Mr. Nassief would not have
on his Estate might be settled.
Mr. Shillingford asked whether Government had any guaran-
tee that the tenants would be willing to buy up the portion of the
estate purchased.
His Honour informed members that it was not proposed to sell
the land outright but to lease to the tenants. He mentioned that
Mr. Hanschell who was experienced in such matters would be in-
vited to draw up a scheme for the disposal of the land.
The Committee agreed to Government acquiring a portion of
the Geneva Estate but were of the opinion that Mr. Nassief's
price per acre was exorbitant.
Mr. Dupigny abstained from voting.
His Honour promised to write to Mr. Nassief asking him to
fix the minimum price which he might accept.
Roseau Jetty.
Mr. Winston referred to a letter which he had written to His
His Honour about the facilities for landing passengers and cargo
during the construction of the jetty, and asked for it to be record-
ed that he was opposed to the continuation of the wooden jetty
which he said was not necessary for the construction of the new
jetty, and a waste of public money.
He was also thoroughly in agreement with Mr. C.:A.H.Dupigny
that a jetty 48 feet wide was necessary.
Mr, Shillingford observed that if the plans were to be con-
tinually revised, the building of the jetty would be held up inde-
finitely.?
(Mr. C.J.L. Dupigny, with His Honour's permission, retired
from the meeting.)
Compensation for damages by balls from
Dominica Grammar School yard.
The Committee approved of the payment of $2.64 and $7.20 to
Miss Lucita Deserve and Mr. R.S. Merrill respectively, as compen-
sation for damages suffered when cricket balls from the yard of
the Grammar School entered their homes.
(Mr. A. Pemberton, with His Honour's permission, retired
from the meeting.)
Renewal of Mr. Winski's contract.
The Committee approved of the renewal of Mr. Winski's con_
tract at the revised salary rate of 750 a year flat.
Mr. Winston complained of the frequent requests from Mr.
Winski for the revision of his salary and asked that it be made
clear to Mr. Winski that the question of his salary should not be
brought up again.
School Building.
Mr. Shillingford informed His Honour that he had received a
letter from the Education Officer asking for a portion of land at
Colihaut for the construction of a school building but regretted that
he was unable to part with that portion of land which was under
cultivation. He pointed out that Government owned land on the
other side of the river which was suitable, and better placed, for
the children would not have to cross the river to go to school.
Goodwill Estate.
Mr. Winston asked whether there was any truth in the rumour
about town that Goodwill Estate was to be sold to the Colonial De-
velopment Corporation.
His Honour replied that there was none.
Assistance to Church Authorities for
building schools,
The Committee approved of the submission of applications for
a grant of $20,645 from Colonial Development and Welfare funds
for the purpose of assisting the Church Authorities in rebuilding
the Wesley High School for girls and the addition of an Annex to
the Convent Primary school.
The Committee deferred consideration of the application for
assistance in respect of the Scotts Head School and asked His
Honour to obtain further details about the leasing arrangements
Livestock Officer.
His Honour read a telegram from the Secretary of State ex-
pressing his agreement that the post of Livestock Officer was
desirable and stating that he considered it suitable for a Colonial
Development and Welfare grant.
His Honour informed members that an application for the
grant had been forwarded.
Batalie Jetty,
His Honour informed members that the missing planks on the
Batalie Jetty had been replaced.
Mr. Shillingford drew His Honour's attention to the rotted
condition of the stringers of that jetty and said that it would soon
go to pieces with the first heavy sea, unless repairs were done im-
mediately.
His Honour promised to look into the matter.
Layou Carholm Road.
Mr. Bertrand enquired about the repairs to the Layou Carholm
Road.
His Honour replied that as far as he knew, repairs had already
started.
Adjournment.
The Committee then adjourned, sine die.

THE CROWN LANDS (AMENDMENT) REGULA-
TIONS, 1951,
MADE BY THE GOVERNOR IN COUNCIL UNDER SECTION
5(1) of the CROWN LANDS ORDINANCE 1915 (DOM-
INICA ORD. No. 1 OF 1915).

1. These Regulations may be cited as the
CROWN LANDS (AMENDMENT) REGULATIONS,
1951. Short title.
and shall be read as one with the Crown Lands Regula-
tions, 1933, (S. R. 0. 1933, No. 6) hereinafter referred
to as the Principal Regulations.
2. The following proviso shall be inserted after Insertion of
regulation 4(1) of the Principal Regulations proviso.
Provided that the Governor may permit the
payment by instalments of the survey and all
other fees.
Made by the Governor in Council this 14th day of
June, 1951.
