INTERNATIONAL LABOUR
CONFERENCE
The Secretary of State for the Colonies
with the agreement of His Excellency the
Governor of Trinidad and Tobago, has
been pleased to appoint Mr. SOLOMON
HOGHOY. Commissioner of Labour, to be
an Adviser to the United Kingdan Govern-
ment Delegation at the 34th Session of
the International Labour Conference
which will be held at Geneva, from 6th to
30th June, 1951.
Mr. Hoehoy wil be the sole Colonial
representative on the United Kingdom
Government Delegation. He will be leaving
Trinidad on Sunday, 27th May, by air for
London where he will spend a few days
at the Colonial Office before proceeding
to Geneva.
All travelling and other expenses incurr-
ed by Mr. Hochoy on his visit to the United
Kingdom and Geneva will be met from
funds of His Majesty's Government.
Mr. Hoehoy who is 46, was education i n
Trinidad and joined the Service in that
Colony 20 years ago. In 1939 he waq
attached to the newly formed Labour
Department where he rose successively to
be, Labour Officer in 1944, Deputy Com-
missioner in 1946 and he was appointed
Labour Commissioner in 1949.
During that time Mr. Hochoy took
specialised training in Canada and the
United Kingdom and also attended variouss
conferences. In 1943 he spent six months
at Montreal studying Labour Administra.

the United Kingdom he spent 14 weeks on
a refresher course studying Wages and
Factory Inspection, Indistrial Relations,

Committee.
AT a meeting of the Finance Committee held at 10.45 a.m. on
Wednesday, 21st June, 1950, in the Administrator's Office.

Confirmation of Minutes.
The minutes of the meeting held on Wednesday, 7th June,
1950, were read and confirmed.
Salisbury Scheme.
Mr. C.A.H. Dupigny expressed the fear that the implement-
ing of the Salisbury Scheme for the young boys would take some
time and asked that the sum of 200 be voted in the meanwhile
to enable young children to be placed in homes by the Social Wel-
fare Department.
His Excellency said that Mr. Dupigny's suggestion had been
tried out most successfully in Grenada and promised to obtain
figures and literature for members.
The Committee agreed to the expenditure of 100 for that
purpose during the next half year.
Pointe Michel Village Board.
Mr. Winston asked whether funds lodged by the Board had
been released for effecting repairs to the village road.
His Honour replied that the Public Works Department were
doing repairs to the Pointe Michel road but the question of the re-
lease of funds lodged by the Board was under consideration.
Jetty.
Mr. Winston asked whether the order for the crane had been
sent off.
His Honour informed members that the indent was being pre-
pared.
Mr. C.A.H. Dupigny said that he understood that the jetty
was entirely too narrow. It was felt that the width should be
that of both jetties. He had spoken to Mr. W. F. Harrison who
was also of that opinion.
His Honour told members that he had spoken to Mr. W. F.
Harrison and the Marine Superintendent of Messrs. Harrisons,
and thought they had been satisfied with the width, but he would
speak again to Mr. Harrison on the matter.
Opening of New House of Commons.
His Excellency informed members of the opening on Thurs-
day, October 26th, of the New House of Commons and an invita-
tion from the Speaker for one elected member from one of the
Legislative Councils to represent the Windward Islands at the
Ceremony.
His Excellency felt that elected members should choose their
representative and asked each member to select two names in or.
der of preference, one of which should be from one of the other
Windward Islands. The result, His Excellenmy said, should pro.
duce the name of a representative who would be acceptable to all
four Colonies.
Slips of paper which were passed to the elected members were
collected when completed and handed to His Excellency.
Parliamentary Association-New Zealand
His Excellency mentioned that the Parliamentary Association
of New Zealand had invited a representative from the Windward
Islands to attend the Commonwealth Parliamentary Conference
in New Zealand and it had been suggested that a member from
the St. Vincent Legislature, the second oldest constitution in the
Windwards, should be sent as the Windward Islands representa-
tive.
Election -- 1951.
His Honour informed members of the details and estimated
cost of the Election.
Members approved of the expenditure.
The question of the Literacy Test was discussed. Members
agreed to the removal of the Literacy Test.
Trade Commissioner Service and Regional
Economic Committee.
The question of representation on the Regional Economic
Committee was discussed.
His Excellency explained that the success of the Committee
would depend on a fairly large measure of official representation
and suggested that the principle be accepted, that in addition to
any unofficial advisers that may be required to attend any particu-
lar meeting, at least one official from each Colony should attend
each meeting in an advisory capacity.
The Committee agreed that it was necessary for an official to
attend.
The Committee were also in agreement with His Excellency's
suggestion that his Financial and Economic Adviser should be
appointed to the Committee either as a permanent member, or as
Adviser to the Windward delegations.
Fire Service.
His Honour informed members of the present position with
regard to the Fire Service. He said that the immediate things to
be done were the passing of the Loan Ordinance, the acquiring of
the site, and the ordering of the main equipment and appliances.
The Committee agreed that His Honour should go ahead with
the ordering of the main appliance.
His Honour mentioned that it would be necessary to employ
a man from Trinidad for two years to take charge.
Boiler at Goodwill.
Mr. Winston asked why the biler which had been received
for Goodwill had not been installed.
His Honour undertook to go into the matter.
Veterina-y Surgeon.
His Honour introduced Mr. H.V. Morris, the Veterinary Sur-
geon of the Windward Islands, who was called to the meeting.
Mr Morris said that he had toured a part of the island and
the general impression he had formed was that it was not suitable
for extensive stock-raising. The quality of the animals was
pretty poor. He felt, however, that the quality could be consi-
derably improved by upgrading of the present stock.
Mr. Morris said that he would like to see more Jerseys intro-
duced.
He was of the opinion that the number of cattle in the island
could be increased. He said there was scope for running cattle
under coconut plantations and estimated that the island could
maintain roughly 8 to 10,000 head of cattle.
He advocated planting more fodder grasses.
Mr. Morris told members that the pigs he had seen were do-
ing very well and seemed to be quite healthy. He recommended
planting of elephant grass as fodder for pigs.
Mr. Winston enquired abouc the Dairy Service.
Mr. Morris said that a few Dairy Establishments could be tried
and recommended the Jersey, Guernsey, or Holstein for that pur-
pose.
Mr. Dupigny said that he had heard sufficient theory and had
hoped that Mr. Morris would stay for some time in the island and
pat up a practical plan. He wanted to know the areas that could
raise cattle and whether there was sufficient pasturage. Mr.
Dupigny stated that the island could not remain any longer with-
out meat and a stage had been reached when Government must
take a hand in the matter.
His Excellency told members that Mr. Morris would return
as soon as the Livestock Officer was appointed and the two would
work out a Livestock Policy for the island.
Planting of Canes at Goodwill.
Members agreed that the planting of canes at Goodwill should
be curtailed and vegetables grown instead, in view of the food
situation.
His Honour thought that the Goodwill Management Committee
should go into the matter.

Transfer of Electric Oil Plant to Portsmouth.
Mr. C.A.H. Dupigny said that he understood the Colonial De-
velopment Corporation would not require the present Electric
Plant and asked that negotiations be started immediately with
them for the transfer of the Plant to Portsmouth for the lighting
of that town.
Packing Shed.
Mr. Shillingford remarked that it was impossible for the Co-
lonial Development Corporation to put up the Packing Shed by
September and asked what the position was.
His Honour informed members that the Colonial Development
Corporation had agreed to repair the present plant so that there
would be no hiatus in working between our plant and the setting
up of the Colonial Development Corporation's plant.
Portsmouth Jetty.
Mr. Bertrand said that he understood that the Estimates had
been approved and asked when work was to be started on the
Portsmouth Jetty.
His Honour promised to go into the matter.
Indian River Bridge.
His Honour informed Mr. Bertrand, in connection with his en-
quiry at the last meeting, that the Director of Works was of the
opinion that the Indian River Bridge could stand the increased
loads provided the trucks went over slowly.
Members suggested that a dip in the road at the approaches
to the bridge should have the desired effect.
Roads.
Mr. Winston asked that the width of all new roads to be con-
structed should be made 12 feet wherever possible and in places
where it was not, clearings sufficiently wide to allow two vehicles
to pass should be made at suitable intervals.
Infirmary.
Mr. C.A.H. Dupigny asked what the position was with regard
to extensions at the Infirmary,
His Honour informed members that an application had gone
off to the Secretary of State and he expected a reply at any
moment.

Colihaut Clinics.
His Honour read a letter from Dr. Robinson stating that he
had found the attendance so poor and the complaints so trivial at
Colihaut that he had decided a fortnightly visit was not necessary.
He said that the last clinic consisted of five children asking for
worm medicines.
Members were not satisfied with the explanation.
Mr. Shillingford asked for a comparison of attendances at the
Colihaut Clinic during the period that Doctors Steiger and Armour
were stationed at Portsmouth.
25th Anniversary Elected Representation
in Dominica.
His Honour informed members that the 7th of July would be
the 25th Anniversary of Elected Representation on the Dominica
Legislature.
Members agreed that a representative from each of the other
Colonies of the Windward Islands should be invited to attend a
commemorative meeting on that date.

Transport Allowance to Government Officers.
Mr. Shillingford asked what the position was with regard to
transport and subsistence allowance to Government Officers.
His Excellency told members that the Principal Auditor and
himself were trying to revise the transport and subsistence allow-
ances to Government Officers in the Windwards.
Police Motor Cycle for I ortsmouth.
Mr. Bertrand informed His Honour that the motor cycle for
the Police at Portsmouth was still in Roseau and asked His Hon-
our to go into the matter.
His Honour promised to do so.
