Any person who may feel aggrieved by any valuation on the groun, o' unfairness or incorrectness in the valuation of any
premises included therein or of the inclusion therein or omission therefrom of any premises, may, within fourteen days after
the publication thereof, give to the valuers at the Sub-Teasury a notice in writing of his objection specifying the grounds
thereof, and where the ground of any premises in respect of which any person other than the person objecting is liable to be

Committee.
AT a meeting of the Finance Committee held at 10.45 a.m. on
Wednesday, 17th May, 1950, in the Administrator's Office.

Confirmation of Minutes.
The minutes of the meeting held on Wednesday, 3rd May,
1950, were read and confirmed.
Air Service.
His Honour informed members that an experimental plane
service was to be tried out for 9 weeks, The first flight was from
Portsmouth to Barbados on the 23rd May. His Honour said that
he was going to Portsmouth with the Director of Works to meet
the Pilot and he would discuss with him the possibility of landing
at Roseau,
His Honour mentioned that the experiment was being financed
out of the Central Allocation and expressed the hope that the ser-
vice would continue over the next 9 weeks.
Codfish.
Mr. Bertrand asked that the extra $7.00 which had been
added to the price of a cask of Codfish since the Supply Office had
passed on the distribution to certain merchants, be removed.
(Honourable C.A.H. Dupigny came in and took his seat).
His Honour read a minute from the Supply Office giving the
amount of Codfish received in the last shipment and how it was
disposed of.
Mr. C. A. H. Dupigny said that Government was creating a
monopoly or semi-monopoly for certain merchants and felt that
now the war was over for so long, there should be no reason for
anyone to hold a monopoly on certain goods just because they hap-
pened to be in business before the war. He said as far as Gov-
ernment was concerned it was an awful procedure.
His Honour reminded Mr. Dupigny that Government bulk-
ordered only 3 items which certainly could not prevent any enter-
prising young man from starting business.
Mr. Shillingford said that the position was regrettable. Gov-
ernment ran the risks and placed the Distributor in a better
position.
His Honour promised to go into the matter of the retail price
as it appeared to him that the Control Price before must have been
too high.
Layou Valley Road.
Mr. Bertrand enquired about the Layou Valley Road and
asked His Honour to endeavour to start repairs before the rainy
season set in.
His Honour informed Mr. Bertrand that he was awaiting the
estimates momentarily.
Visit of H.R H. Princess Alice
The Committee agreed to the issue of a supplementary vote to
meet the expenses of the Garden Party given by His Excellency
on the occasion of the Royal Visit.
Price of Tobacco.
His Honour read a letter from Messrs. Jas. Garraway & Co.
stating that the poor tobacco crops for 1948 and 1949 caused the
cast per lb. to be twice that of previous crops. It was hoped
that by October 1950 the Company would be able to sell their
tobacco cheaper than at present but not at the 1947 price.
Youth training Centre Trinidad.
The Committee considered a note prepared by Miss Dora Ib.
person, C.B.E. on the possibility of sending young offenders to the
Youth Training Centre, Trinidad.
The Committee was of the opinion that the cost was moderate
and agreed that the scheme was worth trying.
Salisbury Scheme.
His Honour informed members that he was expecting esti-
mates for the setting up of a home for younger boys at Salisbury.
Regional Economic Committee.
His Honour read a telegram from the Administrator of St.
Kitts asking for the name of this Colony's representative to the
Regional Economic Committee.
The Committee selected Mr. Shillingford as this Colony's re-
presentative.
Advisory Committees of the Legislative Counci;.
Suggestions by His Excellency the Governor for setting up
Advisory Committees were considered.
The Acting Financial Secretary suggested that a start might
be made with the Agricultural and Public Works Departments.
His Honour suggested that the anofficials get together before
the next meeting for selecting their members and Chairman.
He promised to get out a specimen Agenda of the type of problems
that would come before them.
Standing Closer Association Conference.
His Honour read a letter from His Excellency the Governor
stating that before the Standing Closer Association Conference
Report came up for debate in the Legislature, Members should
have some real understanding of the details of the Report and of
the implications of its recommendations, and suggested that an in-
formal meeting or meetings should be held at which the Colony's
representative on the Standing Closer Association Conference
could explain the report and answer questions from his fellow
members.
The Committee agreed that His Excellency's suggestion would
be very helpful.
Sanita-y Department, Dominica.
Mr. Walker's recommendations for reorganisation of the
Sanitary Department of Dominica which had been previously cir-
culated to members were discussed.
His Honour suggested that there be fewer districts and bet-
ter trained men. He promised to inform members of the results
of an examination of the present personnel which was being con-
ducted by the Education Officer with a view to ascertaining their
suitability for further training. His Honour also promised to ob-
tain more details of what a rural Sanitary Inspector would be re-
quired to do.
Public Health Engineering Work.
His Honour read a minute from the Senior Medical Officer
submitting plans for immediate projects to be undertaken by the
Public Health Engineering Unit as follows: -

The Committee discussed the several plans and agreed that
an application should be submitted for the necessary grants.
Scroll for Cenotaph in honour of those who
fell in World War II.
The Committee agreed that provision should be made in the
1951 Estimates for the purchase of a Scroll of Honour for the
Cenotaph in honour of those who fell in World War II.
Mr. C. A. H. Dupigny asked that action be taken to ensure
that all names were included.
University College of the 'West Indies.
His Honour informed members of a letter from the Principal
of the University College on the financial position of the College
and asking for advances on the 1950/51 contributions.
The Committee agreed to accede to the request of the Princi-
pal.
Furniture for Treasury Department.
The Committee approved of a supplementary vote of $5C0.00
to meet the cost of certain urgently needed articles of furniture
for the Treasury, Customs, Sub-Treasury and Income Tax Offices.
H.B.T. Knight.
The Committee approved of the issue of a supplementary vote
of $60.00 to meet the cost of articles lost by Mr. Knight when the
Government launch in which he was travelling on duty blew up.
Adjournment.
The Committee then adjourned, sine die.

AN ORDINANCE TO MAKE PROVISION FOR THE
SECURITY UF THE COLONY IN AN EMERGENCY
(Gazetted 7th May, 1951,)
Be it enacted by the Governor with the advice and
consent of the Legislative Council of Dominica as
follows :--
1. This Ordinance may be cited as the
EMERGENCY POWERS ORDINANCE, 1951.

2. (1) If at any time it appears to the Governor D
Declaration
that any action has been taken or is immediately of "state of
threatened by any person or body of persons of such a emer-
nature and on so extensive a scale as to be likely to en- agency "
danger the public safety or to deprive the community or
any substantial portion thereof, of any of the essentials
of life, the Governor may, by Proclamation in the
Official Gazette declare that a state of emergency exists
in the Colony or any portion thereof, whereupon the
provisions contained in this Ordinance shall immediately
come into force.
(2) When it appears to the Governor that a
state of emergency no longer exists, the Governor may
by Proclamation in the Official Gazette declare that
such state of emergency is at an end, and from the pub-
lication of such Proclamation the provisions of this
Ordinance and all regulations made thereunder shall
cease to apply in the whole Colony or in such portion
thereof as may be specified in the Proclamation.

Emergency 3. It shall be lawful for the Governor or any person

Governor (1) To assume control and regulate -
(a) all means of communication and trans-
port, all fuel, buildings, plant and mate-
rials necessary to the working of the
same ;
(b) all food and liquor supplies, and all
necessaries ;
(c) all electric, water and other power
stations;
(d) all arms, ammunition and explosives.
(2) (a) To prohibit or restrict the possession
or use by any person or body of persons
of any specified articles ;
(b) to impose on any person any restric-
tions in respect of his employment or
business, in respect of his place of
residence, and in respect of his asso-
ciation or communication with other
persons ;
(c) to prohibit any person from being out
of doors between such hours as may be
specified, except under the authority
of a written permit granted by such
authority or person as may be specified;
(d) to require any person to notify his
movements in such manner, at such
times, and to such authority or person
as may be specified ;
(e) to prohibit any person from travelling
except in accordance with permission
given to him by such authority or per-
son as may be specified ;
(f) to require any person to quit any place
or area or not to visit any place or
area.
(3) To take any other measures which he deems

essential to the public safety and the life of the com-
munity.
4. The Governor is hereby empowered to make Publication
and publish regulations and to issue orders and instruc- of Regula-

any Proclamation, Notice, Regulation or Order in pur-

5. No person shall be liable to any suit or action in Indemnity

pensation shall be paid out of the public funds of the
Colony to any person upon being satisfied that such
person has suffered loss or damage by reason of the
exercise of any powers conferred by section three
hereof.
6. Any person who contravenes or fails to comply Penalties,
with any regulation, order or instruction issued under
the powers of this Ordinance and any person who
obstructs or attempts to obstruct any person duly autho-
rised to carry out the provisions of this Ordinance in the
performance of any duties thereunder shall be guilty of
an offence and shall be liable on summary conviction to
a fine not exceeding five hundred dollars or to imprison-
ment with or without hard labour for a period not
exceeding six months or to both such fine and imprison-
ment.
