DATED THE 7TH DAY OF FEBRUARY, 1951, MADE
UNDER SECTION 2 OF THE TOWN AND COUNTRY
PLANNING ORDINANCE, 1946 (No, 4 OF 1946) AND
THE SLUM CLEARANCE AND HOUSING ORDINANCE,
1946, (No. 5 OF 1946).

WHEREAS under the provisions of section 2 of the Or d. Nos.
Town and Country Planning Ordinance, 1946 and the 4 of 1946
Slum Clearance and Housing Ordinance, 1946 it is 5of 1946
enacted respectively that Local Authority means
any Authority which the Governor in Council shall by
Order published in the Gazette, declare to be a Local
Authority for the purposes of this Ordinance and within
the area and to the extent specified in such Order,
Now THEREFORE, the Governor by and with the
advice of the Executive Council of Dominica doth order
and it is hereby ordered as follows :-
1. This Order may be cited as the
LOCAL AUTHORITY (DECLARATION) Short titie,
ORDER 1951.
2. The following bodies are hereby declared to be Declaration
of Local

ST. JOSEPH VILLAGE BOARD
BY-LAW No. 1 of 1950.
A BY-LAW made by the St. Joseph Village Board
to provide for rates on buildings.
[Gazetted 26th February, 1951.]
1. Short Title. This By-Law may be cited as the Building
Rate By-Law 1950.
2. Rates on Buildings. (a) A rate of twelve cents per
room per annum shall be paid by the owner of every building used
for the purposes of residence.
(b) A rate of twenty-four cents per room per annum shall be
paid by the owner of every building used for the purpose of carry-
ing on trade.
(c) The rates on buildings mentioned in this section shall be
paid between:the 15th day of January and the 15th day of March
of each year.
3. Alteration of Rfate. The rates fixed in section 2 shall
be the rates for the year 1951 and shall remain the annual rate
until altered by Resolution of the Board and approved by the
Governor in Council.
4. Recovery of Rate. The amount of the rates may be
recovered as a simple contract debt.
5. Commencement. This By-Law shall come into opera-
tion on the 1st day of January, 1951.

Committee.
AT a meeting of the Finance Committee held at 10.45 a.m. on
Wednesday, 30th November, 1949, in the Administrator's Office.

Confirmation of Minutes.
The Minutes of the meeting held on 16th November, 1949, were
read, and confirmed.
Agricultural Training Centre.
The estimate for establishing an Agricultural Training Cen-
tre which had been previously circulated to members was dis-
cussed.
His Excellency mentioned that Nicholls was extremely hope-
ful that the Imperial College of Tropical Agriculture would be
running a farm school for that purpose and felt that a central in-
stitution would offer better facilities for training. He advised
against making any draft plaw's for a local school.
The Committee pointed out the shortage of trained Overseers
and Managers in the Colony and the need for improving the Agri-
cultural knowledge of the peasant's sons. They were of the
opinion that even if the Trinidad Farm could absorb our large re-
quirements, the Colony would not be able to afford the cost.
His Excellency remarked that the man trained at the Farm
School would be able on his return to interpret his knowledge to
the local people.
Mr. Shillingford did not disagree but felt that something must
be done locally to improve the standard of the peasantry.
Mrs. Napier said that the Colony needed something more
simple.and possibly our good boys at the school would qualify for
Trinidad.
Members were agreeable that there was room for both schools.
(The Agricultural Superintendent was called to the meeting.)
He explained various points which arose in considering the
scheme.
Mr. Winston took strong objections to the scheme being run
as a commercial enterprise, He said that the scheme was unsatis-
factory and advised against it.
It was decided that a committee be appointed to go into the
question of financing the school.
A Committee was appointed as follows ;-

One member of the Goodwill Management Committee.
Plant Distribution.
The Agricultural Superintendent said that he had considered
carefully the request from Honourable Members for an increase in
plant production and advised an increase to 45,000 citrus budded
plants.
The Committee agreed to increasing the plant distribution
vote to $20.000 in order to effect the increase.
The Committee agreed to the increase in price of budded
citrus plants to 10 cents to large plantation proprietors.
Mr. C. A. H. Dupigny asked His Excellency to recommend
strongly the increased amount in the Estimates for Plant Distri-
bution.
His Excellency advised His Honour to mention the matter in
his dispatch when forwarding the Estimates.
The Agricultural Superintendent retired from the meeting.
Public Works Extraordinary.
The Public Works Extraordinary 1950 Estimates were consi-
dered.
The Director of Works was called to the meeting.
He explained the reasons for the amount placed against
Storm damage and various other points which arose.
Certain deletions were made as follows:-

Mr. Winston asked when the new jetty was going to be built
and spoke of the delapidated condition of the present one. He
asked for repairs so as to allow the people facilities to land their
cargoes.
Mr. Shillingford felt that some temporary arrangements for
repairs should be made.
(Mr. J. 0 Aird, with His Excellency's permission, retired
from the meeting.)
His Excellency said that the scheme for.the building of the
New Jetty for Roseau had been approved and that the work could
be proceeded with.
The Acting Treasurer replied that he was under the impres-
sion that the floating of the loan had to be awaited and welcomed
His Excellency's statement. He suggested that the Director of
Works make estimates for repairs and the Council would provide
the money in the 1950 Estimates.
His Excellency promised to go into the question with the
Acting Treasurer.
Rosean Sea Wall.
Mr. C. A. H. Dupigny drew attention to a huge hole in the
wall opposite Mr. W. F. Harrison's office and pointed out the
urgency of the matter.
The Director of Works promised to investigate and prepare
an estimate.
St. Joseph Water Supply.
Mr. Winston brought to His Excelleny's notice the St. Joseph
Water Supply which had been promised for years and had yet to
materialise.
His Excellency promised to go into the matter with the
Director of Works.
Mr. Winston thanked His Excellency for affording members
the opportunity of discussing the Public Works Extraordinary.
Adjournment.
The Committee adjourned until 2.30 p.m.

On resuming all present except Honourable J. 0. Aird.
Fire Service.
Mr. Dupigny took up the question of the Fire Brigade and re-
ferred to Mavrogordato's report. He suggested that the Roseau
Town Council hand over the Fire Brigade to Government.
His Excellency promised to look into the matter.
Interchange of Doctors.
His Honour read circular Despatch of the 8th October, 1949,
from the Secretary of State on the above subject.
It was decided that the despatch should be circulated to mem.
bers for their perusal prior to discussion.
Supplementary Votes.
The Committee approved of Supplementary Votes to meet
expenditure under the following Heads:-

for $1445.20 to meet relief payments made from British Official
funds to Miss Brunette Tavernier, a native of Dominica, who had
been in distressed circumstances in France from 1941. The ori-
ginal Special Warrant had lapsed.
V. D. Scheme.
His Honour explained the position.
Mr. Bully was called to the meeting. He explained that the
Health Centre Scheme had been modified to cover the position to
1953.
The Committee agreed to the forwarding of an application for
the training of two Dispensers in V.D. work.
His Excellency's view was that the scheme should be got
along with as it was most urgent.
University College.
The question of an award of an exhibition to the University
College for the year 1950 was discussed.
The Committee decided that provision should be placed in the
1950 estimates for one exhibition.
Scholarship for Girls.
Mr. C. A. H. Dupigny suggested that the Colony should pro-
vide a scholarship for girls.
His Excellency advised putting up one.
Irregularities at Post Office.
Mrs. Napier brought to His Excellency's notice the plight of
the people of Marigot and other places who had no other means
of sending their money to Roseau but through the post. She
quoted the case of Brin William, a baker, who had been forward-
ing money to Mr. Nassief for flour. Her money had disappeared
and she could now obtain io flour.
The matter was discussed.
The Committee then adjourned, sine die.
