To all persons claiming to be entitled to the personal property of the estate
of the above named deceased.
TAKE NOIICE that proceedings have been commenced in the Dominica Circuit
of the Supreme Court of the Windward Islands and Leeward Islands by Writ of that
Court issued and dated the 14th day of October. 1950 whereby it being made to
appear to the said Court that EUGENE LEONARD SANDERSON, late of the
Parish of St. David in the Colony of Dominica, died on the 13th day of July, 1948.
possessing one chattel house at Petite Soufriere, in the Parish of St. David afore-
said and certain moneys on deposit at the Royal Bank of Canada in the Colony of
Dominica, intestate and without heirs inheritable to him, it is claimed that the said
personal property should be escheated to the Crown.
All persons claiming title to or in any of the property sought to be escheated
are hereby required within three months after the return of the said Writ of
Summons to appear to the said Writ and contest the right of the Crewn to escheat
such property, and in default of so doing the Crown Attorney of Dominica may
apply to the Court to set the said cause down for hearing ex parte and decision
given accordingly.

BE IT ENACTED by the Governor with the advice
and consent of the Legislative Council of Dominica as
follows :-
1. This Ordinance may be cited as the Appropria- Short Title
tion (Amendment) Ordinance, 1950, and shall be read
as one with the Appropriation (1950) Ordinance, 1949,
(hereinafter referred to as the principal Ordinance).
2. For sections 2 and 3 of the principal Ordinance Repeal and

Visit of Director General of Colonial Audit.
His Honour the Acting Administrator introduced Mr. J. L.
WORLLEDGE, Director General of Colonial Audit, who was paying
a short visit to the Colony.
Mr. WORLLEDGE expressed his pleasure in being able to visit
Dominica and continued to outline the purpose of his visit.
He said that his Department was divided into 41 sections
spread over the British Colonial Empire. He was a strong be-
liver in Departmental Supervision and the gaining of first hand
knowledge. For that reason it was his practice to spend nine
months of the year at Head Office and the other three months
visiting Audit Departments in the various Colonies.
He mentioned that he had served for four years in Jamaica,
four years in British Guiana and a considerable time in East Africa,
so that he had gained quite a lot of experience of Colonial condi-
tions.
Mr. WORLLEDGE said that the Audit Department was part of
the Administration and of great help to Government.
He commended the efforts of Mr. TOWERS and thought that
the course which he had recently conducted in Grenada for Audit
office, s would be very beneficial.
Mr. C. A. H. DUPIGNY said it was not easy to speak about or
criticise the Audit Department as you just did not know what they
did. He felt, however, that the Colony was comparatively free of
real abuses and the only question which the Committee could deal
with was that of Staffing.
Mr. WORLLEDGE was of the opinion that clerks in the Audit
Department should specialize after they passed the Junior Grade
and advised against the shifting of Clerks from Department to
Department, which he felt led to learning everything and eventual-
ly knowing nothing about everything.
He said that an efficient Audit Clerk knew the work of the
Tariff Clerk, Accountant and Cashier and alsj knew the laws of
the Colony.
His Honour pointed out that promotion was the great difficulty.
Mr. WORLLEDGE advocated long grades with efficiency bars
to offset that
The Acting Treasurer felt that until Unification came about
the difficulty would exist in the smaller places.
Mr. C. A. H. DUPIGNY asked Mr. WORLLEDGE whether he was
satisfied with the reports of this Colony.
Mr. WORLLEDGE in his reply spoke of the arrears of work for
which it was said the War was responsible but mentioned that
things were definitely on the upgrade now and he estimated that
within 18 months accounts should be up to date.
The Acting Treasurer spoke of the voluntary overtime work
put in by members of his staff in an effort to bring the work up to
date and he hoped by June next to achieve that. He mentioned
that it was his intention to speak to Mr. TOWERS relative to dor-
mant work.
Mr. WORLLEDGE informed members that he would be lectur.

Confirmation of Minutes.
The Minutes of the Meeting held on the 5th October, 1949,
were read, amended and confirmed.
Sale of Melville Hall.
His Honour informed members that the Colonial Development
Corporation would prefer to buy the whole Estate with a stipula-
tion put in for repurchase of the Airfield site and explained the
Colonial Development Corporation's reasons.
Mr. C. A. H.'DUPIGNY feared that once the Airfield site was
planted there would be the greatest difficulty in getting an expert
to say the site was suitable and we could as well forget about
an Ai field. He also pointed out that the Seaplane was not con-
sidered as satisfactory as the Aeroplane and although we would
be getting a Seaplane Service, the need for an airfield would soon
arise.
The Committee approved of the sale of the entire Estate on
condition that should Government require at any time the Ai field
site for the construction of an Airfield, the Corporation would re-
sell for 1,000 without further compensation for crops planted
thereon. Further, on condition that no permanent crops are
planted on the airfield site such as Cocoa, coconuts and Citrus.
Road Maintenance.
His Honour read a minute from the Director of Works inform-
ing him of the state of the Road Maintenance Vote and stating the
possibility of having to obtain a Special Warrant should anything
unusual occur before the end of the year.
The Acting Treasurer explained why the vote was so low and
suggested that His Honour send a reminder to the Secretary of
State for the 5,000 which was under consideration as the first
instalment for the road programme.
Head XVII Miscellaneous.
The Committee approved of a Supplementary vote of 150
under Head XVII, Sub-head 4. Stationery to meet excesses under
this vote due to increased cost of goods and charges on Indents
outstanding from 1948.
Purchase of Lighting Set for Portsmouth Hospital.
His Honour read a minute from the Director of Works stating
that a Lighting Set for Portsmouth had been on order for quite
some time, and is expected to arrive soon.
Tracks and By-Ways Committee.
Mr. BERTRAND asked that the findings and recommendations
of the Peasants' Tracks and Bye-ways Committee should be placed
before Finance Committee.
His Honour promised to go into the matter.
Installation of Princess Alice, Countess of Athlone
as Chancellor of the University College of the West
Indies.
His Honour read a letter dated the 19th September from Mr.
T. W. J. TAYLOR, Principal of the University College of the West
Indies inviting a representative of the Legislature of Dominica to
be present at the installation of Her Royal Highness, The Princess
Alice, G.B.E., V.A., as Chancellor of the University College on
the 16th February, 1950.
On the suggestion of Mr. C. A, H. DUPIGNY, Mr. ARTHUR
PEMBERTON was chosen to represent the Colony, subject to the
condition of the finances of the Colony.
The Committee then adjourned sine die.
