VISIT OF H.M.S. "SPARROW"
H. M. S. 'Sparrow" (Captain S. J. S.
Boord, R. N.) is to visit Dominica from
3.00 p m. on Friday the 22nd September
until the morning of the 26th September,
1950.
H. M. S. "Sparrow" is one of the Black
Swan class of frigates built for convoy
protection. She is of approximately 1,450
tons displacement and carries six 4 inch
guns in addition to a number of smaller
weapons. Her complement is 11 officers,
30 Chief and Petty Officers and 130 junior
ratings.
H. M.S. "Sparrow" was built on the
river Clyde in Scotland and launched early
in 1946. She was commissioned for service
in the Royal Navy in December, 1946,
joining the America and West Indies Sta-
tion two months later. She is the eighth
ship of the Royal Navy to bear the name
Sparrow". The first Sparrow" was
captured from the Dutch in 1653 and the
second spent part of, the Napoleonic Wars
on the West Indies Station.

MEDICAL DEPARTMENT,

APPLICATIONS are invited for three
posts as larval survey boys with the Public
Health Engineering Staff, Dominica.
2. The posts are temporary and carry a
salary of $300 per annum. The successful
applicants must be in possession of a bicy-
cle for which an allowance of $1.50 is pay"
able. No cost of living or subsistence
allowances are payable.
3. Applicants should preferably be be-
tween the ages of 18 and 25 and have some
knowledge of field sketching,mosquito and
larval identification and a good secondary
education.
4. The successful applicants would be
required to serve on mosquito investiga"
tions in any part of the island and prefer-
ence would be given to applicants residing
in areas where the malarial incidence is
high.
5. Applications with two testimonials
should be submitted to the Senior Medical
Officer not later than 15th October 1950.

ARRANGEMENTS FOR SENDING COLONIAL
STUDENTS FOR HIGHER EDUCATION TO
UNITED KINGDOM FOR THE 1951-52
SESSION.
The pressure upon Universities and
Colleges in the United Kingdom has been
as great as ever during the past year and
the position is not expected to become
easier in the immediate future. There is
therefore no likelihood of an increase in
the number of Colonial Students whom
the University authorities will be willing
to admit in 1951-52. In certain Faculties
e.g. Medicine and Science, the difficulty
of obtaining places for all suitable candi-
dates is becoming even more acute
2. Both Government Scholars and pri-
vate students are required to show that
they have attempted to take advantage of
such local University facilities for higher
education as now exist, before submitting
applications for admission to the Universi-
ties in the United Kingdom.
3. Students proceeding to Universities
particularly Oxford and Cambrige are
reminded that they have to incur certain
initial expenses, e.g. on the purchase of
books and household equipment for their
rooms, and are advised to provide them-
selves with a small sum of money to cover
contingencies which they may otherwise
have difficulty in meeting out of the initial
instalment of their allowance.
4. It is undesirable that would-be candi-
dates for admission should go to the Unit-
ed Kingdom unannounced and unsponsored
in the hope of obtaining admission to
Universities, and Colleges. Tutorial Col-
leges, Polytechnics, as well as Universities,
are overburdened with long waiting lists
of non-priority candidates and it is almost
impossible to gain admission to such insti.

form. Students are therefore strongly
dissuaded from going to the United
Kingdom for higher education until they
are assured that a place has been made
available for them.
5. However every effort will be made
to secure as many vacancies as possible
for well-qualified and properly sponsored
Colonial students and it will probably be
possible to place a few, provided that
there is no insistence upon a particular
University.
6. Students are advised against going
to the United Kingdom for pre-matricu-
lation studies which could be followed
locally.
7. Prospective candidates are asked to
submit their applications for admission,
to the Education Office as early as possible
and not later than the 16th of October,
giving the following particulars:

(2) Date of Birth (with documentary
evidence)
(3) Nationality (4) Religion

(6) Full detailsof previous educational

degrees, obtained and public examinations
taken and passed with names of subjects
and credits, etc obtained in each subject.
(7) Full details of proposed course of
study, including qualifications desired and
subjects to be taken.
(8) The place of education where ad-
mission is desired should NOT appear on
the application form. Candidates will
apply for Form B on which this will
appear.
(9) At least two testimonials as to
character (one being from the candidate's
headmaster or headmistress).
(10) Two photographs
(11.) Cerificate of medic'il fitness.
8. It will not be possible to recommend
students for whom adequate financial pro-
vision is not assured.

PRESS ANNOUNCEMENT
REGULATIONS FOR BRITISH COUN-
CIL SCHOLARSHIPS.
1. The Council offers scholarships to
overseas students, tenable at UniveisitieS
and other educational institutions in the
United Kingdim.
2. The awards are mainly for men and
women who have already succesfuily com-
pleted university degree courses or who
have equivalent professional qualifications.
Preference is given to candidates between
25 and 35 year. of age.
3. The scholarships are normally for
one academic year of 10 months or for
two academic years, according to the
duration of the approved course of study.
4. A full scholarship is intended to
cover all expenses of maintenance and
study, and includes fares, fees, personal
maintenance, a grant for books and appar-
atus of 10 per annum and approved
travelling expenses in the United King.
dom. The maintenance allowance varies
between 25 and 35 monthly, according
to the seniority of the scholar and the
place in which he is studying. Where
scholars are in a position to do so, they
are expected to contribute to the cost.
5. Scholarships are awarded only on
the recommendation of the Council Repre-
sentatives overseas.
6. Conditions of tenure.
(a) A scholar must spend the whole
of his scholarship period in. the
United Kingdom and must under-
take to return to his own country
at the end of this time.
(b) A scholar may not take paid em-
ployment without the consent of
the Council, which will be granted
only in exceptional cases.
(c) A scholar must follow the course
of study approved hy the Council
anc abide by the rules of the Uni-
versity or other institution in which
he is placed
(d) Scholars may not bring their
wives or families with them to the
United Kingdom.
7. Method of Application.

tion Officer.
These application forms must be com-
pleted and returned with supportingdocu-
ments before 6th October, 1950.
Candidates recommended by local
selection committee will be required to
supply five (5) sets of all documents ane
may also be required to submit a medical
certificate of fitness.
A candidate who has previously applied
for a scholarship must make his second
application in full.
8. Method of Selection.
A local selection committee will consider
applications from residents in Dominica.
The recommendations of this committee
will be further considered, together with
others from Barbados, the Leeward and
the Windward Islands by an area selec-
tion committee under the chairmanship of
the British Council Representative.
The final selection will be made by
the British Council in London from
among those on the short list recommended
by the Area Selection Commuittee.
