His Excellency the Governor of the Wind-
ward Islands in the St. Lucia Legislative
Council on Monday July 24th is published
for general information :
"Today I am authorised by the Secretary
of State to announce certain changes
which it is intended to introduce into the
Constitution pf the 4 Colonies of the
Windward Islands Group.

Secretary of State in April of last year but
it was then intended that the right to vote

should be subject to a literacy test the
publication of the report of the Standing
Closer Association Committee has led to a
review of this matter, for in paragraph 50
the Committee recommended unequivocal-
ly that elections for tie proposed federall
Legislature should b'. by Universal Ad nlt
Suffrage. The Councils of the Windward
Islands in committee have since agreed to
recommend that our elections should be
on the same basis and that in future there
should be no literacy test. This recom-
mendation has been accepted by the Secre-
tary of State. The residential qualification
cf the elector will remain as Is the usual
practice 12 months.
Property and income qualificatibnsof a
candidate for election to Council are to be
removed but a deposit of $120 will be
required.
THE LEGISLATIVE COUNkCIL. The
Administrator and not the Governor will
be the President of Legislative (Council
which will consist of 14 members..(includ-
ing the President) -3 ex officio members,
3 nominated members and 8 elected nem-
bers This composition gives effect to a
unanimous desire for a cler elected
majority. The power to define electoral
districts will rest with the Governor in
Executive Council.
It is proposed to make provision for
election from within the Councils of a
Deputy President of Legislative Council
and the Presiding Officer whether the
Administrator or the Deputy President
will have a casting vote only.
Ex officio members will regain their
right to vote. Uutil such time as a min.
i3terial system can be introduced ex officio
members must necessarily play an import-
ant part in Council and it wofld be
invidious and a source of weakness rather

voting rights.
The Standing Advisory Committees
which we hope to try as an experiment
whilst not in themselves the beginning of
a ministerial system can do much to create
conditions which are necessarily antece-
dent to establishing such a system.
The Goveenor will retain the right to
address the Councils at any time and no
change is proposed in his reserved powers.
As regards the selection of nominated
members the Gevernor will endeavour to
select persons best fitted to serve broadly
the best interests of the Colony as a
whole. In making his selection the Gov-
erner will remain free to consult local
representative bodies or not at his discre _
tion, but final selection of an individiatf
will always rest with him.
The life of the Council will continue tf
be 8 years.
THE EXECUTIVE COUNCIL. Here
again it is proposed to introduce.an im-
portant change. Each Legislative Coun.
cil will be empowered to.elect 3 elected
members to serve on the Executive Coun-
cil All members of Legislative Council
and not only elected members, would have
a vote in the selection of their representa-
tives. This, will in effe.'t introduce into
Executive Council a, measure of. responsi-
bility to,Legislative Council which would
further ,ramoye an elected member from
Executive Council by atwo-thirds majority
Svote. In addition the Governor would be
eripowered to nominate to Executive
Council one 9f the nominated members of
the Legislative Council. Official members
of Executive Council would consist of fhe
Administrator, Attorney General or Crown
Attorney, Financial Secretary or Treasurer
and one other official member.
The. Governor will continue to preside
ever Executive Council when present in
the Colony and the constitutional status of
Executive Council as advisory to the Gov-
ernor will remain unchanged.
The opportunity will be taken to make
a number of minor amendments to consti-
tutional documents and to clarify the
relationship between the Governor and
his Administrators.

ROSEAU TOWN COUNCIL
RESOLUTION
Whereas under Section 89 of the Roseau
Town Ordinance 1937 (No. 23 of 1937)
it is ordained that the Roseau Town Coun-
cil shall twice in each year not later than
the 31st day of January and the 31st day
of July, by Resolution, declare that a rate
not exceeding one and one quarter per
cent on the values (as assessed under the
said ordinance) of all house and lots of land
in the Town of Roseau shall be leviable as
Land and House rate for the current year
Be It Resolved by the Roseau Town
Council this 19th day of July, 1950, that a
rate of i % shall he levied on the values
(as assessed under the said ordinance) of
all houses and lots of land in the Town of

ORGANISATION AND PROCEDURE FO(
REPORTING ON DISTRESS AND
ORGANiSING RELIEF IN THE
EVcNT OF A HURRICANE.
HURRICANE DISTRICTS.
1. For the purpose of hurricane
report and relief, the Colony shall
be divided into the following four
Hurricane Districts :--
(a) THE ROSEAU DISTRICT, as
bounded by the jurisdiction of
the Roseau Town Council.
(b) THE WESTERN DISTRICT, being
Magisterial District "E" ex-
cluding Roseau.
(c) THE SOUTH EASTERN DISTRICT,
being Magisterial District "F".
(d) THE NORTHERN DISTRICT, be-
ing Magisterial District "G.".
DISTRICT HURRICANE
AUTHORITIES.
2. There shall be a.District Hurri-
cane Authority for each District as
follows: -
(a) For THE ROSEAU DISTRICT, the
Roseau Town Council.
(b) For THE WESTERN DISTRICT,
the Magistrate, District "E."
(c) For THE EASTERN DISTRICT,
the Magistrate, District "F".
(d) For THE NORTHERN DISTRICT,
the District Officer.
HURRICANE REPORTS.
3. Each District Hurricane Authori-
ty will submit urgently to the Adminis-
trator his first rough Report as soon
as possible after the disaster. The
Report should give such information
as may be considered fairly accurate
and also an opinion as to the extent
of the disaster in those parts of the
district from which there are only
rumours, with an estimate of the pos-

sible requirements in the way of relief.
This report should also give a rough
estimate of loss of life, serious per-
sonal injury, damage to houses and
destruction of food crops and food sup-
plies, and number of individuals ren-
dered destitute.
4. Each District Hurricane Authori-
ty will send in further reports correct-
ing and amplifying the first report and
giving such details as are possible, as
soon as receipt of information justifies
his doing so; and he will continue to
send in daily or periodical reports, as
may be necessary, acting on his own
discretion.
5. The Officials of each District will
afford the District Hurricane Authority
all the information in their power,
with the least possible delay, in order
that the report may be full and com-
plete.
RELIEF.
6. In addition to the District Hur-
ricane Authorities, Local Hurricane
Authorities have been appointed as
follows :-
WESTERN DISTRICT.

7. These Local Hurricane Authori-
ties will take emergency measures for
affording relief and will report as soon
as possible to the District Hurricane
Authority.
8. In the event of communication
with the District Hurricane Authority
being difficult or impracticable, the
Local Hurricane Authority will report
direct to the Administrator.
9. Each District Authority will en-
deavour to keep in close touch with
the Local Hurricane Authorit:es in
the various areas in his District and,
in spite of there being no such vote,
will be justified in expending the
money urgently needed, whether for
special messenger or for food, without
awaiting the Administrator's authori-
ty, up to a limit of 5 for each Dis-
trict. Just as the Administrator will
authorise urgent expenditure in anti-
cipation of being able to justify it to
the Council and Secretary of State, so
the District Authorities may rely on
the refund of the sums they expend
without authority, provided that they
can show that the expenditure was
reasonable and the need for it urgent.
10. The Public who have suffered
loss or damage should apply to the
Local Hurricane Authorities in each
area and not come or send to the
Officials at Roseau.
11. For the further and better or-
ganizing of these measures the fol-
lowing CENTRAL HURRICANE RELIEF

NOTICE.
HURRICANE WARNING.
1. At the beginning of the hurricane
season and generally in the month of
July, all shutters and fastenings should
be thoroughly overhauled and renewed
where necessary. In the case of de-
tached shutters identification marks
should be clearly painted on each, cor-
responding with the number and loca-
tion of each window.

2. When barring up a house on
indications of bad weather or the ap-
proach of a hurricane-begin with the
side facing the direction of the pre-
vailing wind, which varies as a rule
from the North-West to North-East.
Should the centre happen to pass over
the island during the period of calm
the north side should be opened up
and the southern or westerly sides
closed. Very often, however, the
hurricane shifts directly from North-
East to South East with little or no
interval of relative calm, and under
such circumstances it is wise to have
every window securely fastened.
3. For the information of the public
generally it may be stated that a
special hurricane code is in use and
on the indication of a falling barometer
and prevailing hurricane symptoms,
mutual telegrams are interchanged:
this is supplemented by a voluntary
service by the Cable and Wireless
(West Indies Limited) who have kindly
undertaken to publish daily barome-
tric and other weather observations
from the observations from the neigh-
bouring islands.
DOMINICA. The following signal,
will be made from Fort Young, Roseau.

proach of a hurricane or severe gales
CAUTIONARY SIGNAL.

DANGER SIGNAL.
Two guns or rockets will be fired in
succession, and two red flags with
black centres will be hoisted by day
and two red lanterns by night.
When the signal is given, steps
should at once be taken to secure pre-
mises on shore and vessels in port
against impending danger.
CANCELLING SIGNAL.
On improvement of weather condi-
tions after either the Cautionary or
Danger Signals have been made, and
i is considered that the hurricane has
passed Dominica, a blue flag will be
hoisted.
With regard to Portsmouth, the
same signals will apply, the necessary
flags and red lanterns being hoisted
at the Police Station, Portsmouth.

ica Circuit of the Supreme Court of the Windward Islands and Leeward
Islands by Writ of that Court issued and dated the 13th day of July, 1950
whereby it being made to appear to the said Court that GEORGE ANDREW
FOYE, late of the town of Roseau, in the Colony of Dominica, died on the
20th day of September 1940, seized in his demesne as of fee of all that piece
or parcel of land situate in Kings' Lane in ihe town of:Hoseau in the Colony
of Dominica containing 560 square feet being 28 feet in l-ngth along Kings'
Lane and 20 feet in depth, intestate and without heirs inheritable to him,

is claimed that the said real and personal property should be escheated to
the Crown.
All persons claiming title to or in any of the property sought to be es-
cheated are hereby required within three months after the return of the
said Writ of Summons to appear to the said Writ and contest the right of
the Crown to escheat such property, and in default of so doing the Crown
Attorney of Dominica may apply to the Court to set the said cause down
for hearing ex parne and decision given accordingly.

NOTICE is hereby given that a new Automatic Beacon Light has now been in-
stalled on the key known as Anguiilita situated at the West End of Anguilla, and
will commence operating as from 12th June. 1950.

at night.
