TRAINING OF NURSES IN THE
UNITED KINGDOM
ALL students seeking admission for
training as Nurses in Hospitals in the
United Kingdom should submit their ap-
plications through the Government of
Dominica.
This refers to all classes of students, in-
cluding private students who are paying
their own way, as the majority of Hospitals
suitable for the training of Colonial Stu-
dents decline to consider any application
which is not recommended by the local
selection committee or the Director of
Medical Services as the case may be.
It is advised that in order to avoia delay
and disappointment applicants should not
write direct to the Hospitals before their
applications have passed through the ap-
propriate local channels.

Monday the 3rd July in the British Guiana
Airways Grumman Goose.
After discussions with His Excellency
the Governor the party left for Ports-
mouth where they inspected the alighting
area in Prince Rupert's iPay, and also
went to Melville Hall to see the site of the
airstrip that was originally planned there.
Fortunately the sea was quite calm and
Mr. PENE who is a very experienced pilo-
was able to land in Roseau. The difficult-
ty of running a regular service from the
Roseau;area is that!a swell makes landings
and; ake-offs hazardous in;.a Grumman
Goose. .

As a result of changes in Import Licens-
ing regulations, which took effect from the
2nd May, 1950, the following commodities
if they are consigned from, and have their
origin in, the Colonies, may now be
imported into the United Kingdom by
private traders on Open General Licence:-
(a) Nuts, edible, shelled or not, exclud-
ing peanuts
(b) All natural essential oils
(c) All floral concretes and absolutes
(d) Butter beans, canary seed, flower
seeds, millet seed including millet
sprays, and desiccated or flaked
coconut.

Council resolved itself into Committee to continue considera-
tion of the Draft Estimates for 1948.
Head XI. Labour Department.
Under this Head, the post,of Messenger, G.S.O. Class IY, was
upgraded to that of a G.S.O. Class III.
(At the request of the President,. the Labour Officer joined the
meeting.)
At the request of Members, the Labour Officer outlined the
many duties of his department, which necessitated the appoint-
ment of a Third Class Clerk.
Mr.. Aird stated that he understood.that the Second Class
Clerk of that Department complained that there was insufficient
work for him to perform.
The Labour Officer expressed surprise at this statement and
stated that the matter would be referred to the Administrator.
He assured Members that the duties of that Clerk would be in-
creased to an even greater extent in the very near future
The Member for Roseau requested that the law relating to
minimum wages of mercantile clerks be put into force.
The President replied that the matter was on the Agenda for
a meeting of the Executive' Council.
The Member for Roseau complained that shops at Portsmouth
were kept open: on Christmas Day. He requested that recent
legislation in regard to the closing of shops on Bank Holidays be
enforced.

Head XII. On a suggestion of the Member for Roseau, the
post of Messenger, District "E", G.S.O. Class IV, was upgraded
to that of a G.S.O. Class III.
The Member for Roseau called attention to the grave dissatis-
faction existing in the Northern District, owing to the long delay
in the serving of Writs, etc., many of which had been outstanding
for months. He was of the opinion that, if the Bailiff was unable
to perform his duties satisfactorily, he should be relieved of them,
and a suitable officer appointed in his place.
The President undertook to go into this matter.
On a suggestion of the Member for Roseau, the post of Mes-
senger, G.S.O. Class IV, Crown Law Office, was upgraded to that
of a G.S.O. Class III.
Head XII, as amended, was read and agreed to.
Head XIII was read and agreed to.
With the President's permission, the Senior Medical Officer,
joined the meeting.)
Head XIV. On a suggestion of the Member for the Western
District, Item 1 (p) under subhead (1) was increased from $5,861
to $6,375 to enable provision to be made for 27 Nurse-Midwives
only-14 G.S.O.'s Class II (i.e. those Nurse-Midwives who held
both the General Nursing and Midwifery Certificates), and 1l
G.S.O.'s Class III (i.e. those who held the Midwifery Certificate
only).
On the suggestion of the Member for Roseau,. the post of
Caretaker-Messenger, Laboratory Office (G.S.O. Class IV), was
upgraded to that of a G.S.O. Class III.
Under Item 10 of subhead (1), the Member for the Northern
District criticised the slow measures which were being taken in
connection with anti-malarial work. He felt that, whilst awaiting
the visit of the Director of the Public Health Engineering Unit,
more drastic steps should be taken by the Medical Department for
the control of the disease at St. Joseph and Portsmouth.
The Senior Medical Officer explained that the Medical Depart-
ment was doing all in its power to combat Malaria, and mentioned
the effective results which had been obtained from the use of
D.D.T. The major technical problems, however, such-as the drain-
ing of swamps, would have to await the visit and report of the
Director of the Public Health Engineering Unit, in order to ensure
that proper and efficient measures were taken.
The Senior Medical Officer pointed out that provision for in-
creased salaries to whole-time qualified and unqualified Sanitary
Inspectors, would ensure employment of the best type of person.
He further stated that when the qualified Sanitary Inspector
reached the maximum of his salary, the most promising applicant
should be sent abroad for training with the object of attaining
the Royal Sanitary Institute Certificate. If successful:in the exa-
mination, he would be placed on a salary scale of $360 x $24 to $480.
Agreed to.
Replying to a question asked by the Member -for Roseau, the
Senior Medical Officer stated that post-mortems would be held in
future sat the Roseau Hospital, as the building formerly used for
that purpose had been taken over for use by the Grammar School.
On a suggestion of the Member for Roseau, ;thepost of Care-
taker-Messenger, Quarantine Station, was upgraded to that of a
G.S.O. Class III.

At the request of the Members for Roseiau aid the-Western
District, respectively, the Senior'Medical Officer explained that
the Colonial Development and Welfare A nti-Yaws Seheme' had
reached the stage where the local N1edical, Officers were able to
deal with it. Approval was therefore being sought for funds to
be available under the Scheme until the end of- August,11948, from
which date all trained personnel would, be absorbed into the, Medi-
cal Department. He also assured the Members that technicians
would be placed in suitable districts such-as the Windwaid' Coast.
Head XIV, as amended, was read and agreed to

Head XVI. The Senior Medical Officer, at the request ofthe
Member for Roseau, explained that the people of Portsmouth -had
-decided that, owing to the advantages-of the existence of sulphur
springs, it would be better to erect medicinal spas instead of the
proposed bath houses. The grant for these bath houses had,
therefore, according to the procedure, been cancelled by the Comp-
troller, and funds for the new scheme were being provided for in
the Sketch Plans.
The Senior Medical Officer went on to explain that the grant
for the erection of fish and meat sheds ,at Pointe Michel and St.
Joseph had also been cancelled on account of the long dlay caused
by the reluctance of the persons concerned to sell the proposed
sites at a reasonable price.
Head XVI was read and agreed to.

Head XVII. The Member for the Eastern District stated that
the method of paying Caribs who were employed ag road drivers
was unsatisfactory, and suggested that they be paid at the rate
of two dollars per month.
The President undertook to go into the matter.
In reply to a question from the Member for the Eastern Dis-
trict, the President stated that a loan of over $240.00 might be
.given to an ex-soldier under Item 31, on the condition that security
could be obtained.
The Member for the Northern District mentioned the case of
.an ex-soldier, who -wished to pursue a course of training as a
Medical Dispenser, which had been discontinued when -he joined
.the Army. The Member wished to know whether assistance could
be given therefore, and to what extent.
The President stated that an application should be submitted
-for consideration to the Committee, which had- bee set up fr that
purpose, which would, in turn, forward recommendations tq the
Administrator.
Head XVII was read and agreed to.
-Head XVIII. The Member for the Western District request-
,ed that the Treasurer should supply, him.at the la-tter's,eoiYtenience,
with a statement of-the Revenue and Expend:ture in regard to the
.Goodwill and Melville Hall Estates.
Agreed to.
The Member for the Northern Diatrict referred to the Heads
,of Revenue and pointed-out that, fraQmhis knowledge, the estimat-
ed receipts from the Portsmouth Town Board had been under
calculated by approximately 100.:' H I.reaeastvsed thoa Treasurer to
verify the figure gi V&nih-the draft Estimates.
The Treasurer replied that he was unable to do so at, the
.moment, but promised to obtain the relevant figures.
At thia stage, .the Member for the Western District criticised
,at length, and expressed strong objection to. thd-mariner'in'which
-Heads of Departments, Who had been present at meetings, replied

to-eertain questions put forward to them by Members of Council.
He. felt.that-tJhe Treasurer's "'I-don't know'" and the Agricultural
Superintendent's 'I could have doubled that amount" were replies
.which, the Member considered., revealed a lack. of courtesy and
respect which should. be rightly paid to the representatives of the
people.; The Member stated that he himself could not be accused
of being out of-order at any time, or of asking irrelevant questions.
-He was of the opinion that the remark made by the. Agricultural
Superintendent should he taken to mean 'I cap do what I like".
The Member for the. Western District went on to state that the
matter was a very serious one; he himself wodild no longer~ tolerate
such mockery, and, he expressed the wish that his views be placed
on record.
The President stated that he felt that He-ds of Departments
were endeavouring to give all the assistance possible throughout
the proceedings. He regretted the incident in regard to the re-
mark made by the Agricultural Superintendept, and, though, not
in a position to interpret what was at the back of the latter's.mind
when the remark in question was made, he felt that the.Superin-
tendent merely wished to convey that he would have liked twice
the amount of funds provided in the draft Estimates under certain
items of expenditure in connection with Agricultural proposals.,
The Member for the Northern District requested that, in view
of the estimated increased revenue based on: Portsmouth Town
Board receipts, the vote for. clearing.and, draining the town in
question be increased by at least $240, as he was strongly of the
opinion that the amount, which had not been increased over a
number of years, and which, he considered, was totally inadequate,
should be used as a further step.towards the control of malaria,
the incidence of which, he strongly emphasised, impeded develop-
ment in the Northern District.
The President replied that an additional amount had already
been provided uriderHead XIV for aiti-malarial measures. Major
problems would, however, have to await the recommendations of
.the Director of .Public healthh Services, when provision would be
made under Heads "Public Works Extraordinary".
Head XVII; was read and agreed to.
Head XIX. .After an explanation by the Superintendent re-
garding the proposed increase in the Police Establishment to en-
sure more adequate.protection in Roseau-.and the out-districts, the
Member for Roseau wished to know where the new Constables
would be housed,.
*The Superintendent of Police stated that new barracks would
have to be erected.
The Member for the Western District felt that. Police foals
should be sent to the Goodwill Estate.. He was doubtful, however,
as to whether they would be properly-cared for on the Estate.
Head XIX'was read and agreed to...

Police left the meeting.)
Council resumed, and the President reported that some pro-
gress had been made in regard to the Bill.
ADJOURNMENT.
On the motion of the Acting Crown Attorney, seconded by
the Treasurer, the Council adjourned at 1 p.m. till 2 p.m'the same

On resumption at 2 p.m. all Members were again present,

The President replied that- equipment, which was on 6rder,
had not yet arrived.
The ,Members for Roseau and the Southern District respective-
ly brought un the question of postal facilities at Gra;dfa.' and
Delices. The Member for Roseau felt that the establishment of a
Sub-Treasury and Post Office at Grandbay should be considered in,
conjunction with the filling of the post of District Officer and
Magistrate, District "F", which was soon ts become vacant due
to the retirement of the present iiicu rnil.ent.
The President undertook to discuss this matter in Executive
Council.
The Member for the Southern Dis'trict'wished to ,know the
position regarding the establishment of a Sub-Post Office at Petite
gsavanne.

jlication -for the post of Postmistress in the district, had been re-
ceived.
The Member for the Southern Distridt undertook to make fur-
ther enquiries into the matter.
Head XX was read and agreed to.

H(ad XXI. The Officar-in-Ciarge, Prisonr Discipline,, at the
request of the President, joined the meeting, and explained, at
length, the necessity for the various increases, especially under
,'Personal Emoluments" under this Head.
It was agreed that such increases in emoluments were neces-
,sary, if the right type of person, especially the Tradesman type of
Warder, was to be obtained.
The Member for the Western District 'eiquestfi an explana-
'tion regarding the use of the cart purchased under Iten "Special"
during 1947.
The Officer-in-Charge stated that it was used for conveying
items purchased at the shops, or delivered from the Customs De-
partment, for carrying messages between the Prison and Police
Departments, and other such routine jobs.
Head XXI was read and agreed to.

Head XXH I. The Member for the We.i tei n District stated
that certain remarks-had been 'made' by him' on 'the assumption
that the Treasurer was responsible for the preparation ef thhe draft
Estimates. This assumptionr did'not appearto be entirely correct,
.and he apologized for any 're markl nmi adi'eb)y him i which might have
been based thereonm.
The Mnember for the Western 'Dit'ic t ie.ffrel, to'a Special
Warrant, which had been brought t before Finance Commn!itee over
two years ago, for the 'write-off o:f a large amont of'ti mber,
to the value af several hundred pounds. He ivealled. that the Com-
mittee had,.ot approved of this- Warrant, but liad e.iquesi'd o be
furnished, with Public Works. Department pny- heet-, in order that

certain particulars could be verified. No further steps appeared
to have been taken in the matter, and he therefore requested an
explanation in connection therewith.
The President stated that the question of the issue of the
Special Warrant was still in abeyance, pending the report of a
Board of Survey on Public Works Department stores, for which
more adequate accommodation was extremely necessary.
The Member for the Western District was strongly of the
opinion that the Public Works Department was very much over-
staffed.
The Director of Works, with the permission of the President,
explained the necessity for more and better control and supervi-
sion.
On a suggestion of the Member for the Western District, the
following additions were made to Item 1--Personal-Emoluments
-of Subhead (1):-
(q) 3 Road overseers at $480 each (previously
paid under Head XXIV) .. .. $1,440
(r) 3 Timekeepers-1 @ $650, 1 @ $450
and 1 @ $433 (previously paid un-
der Head XXIV) .. .. $1,533
On a suggestion of the Member for the Western District, Item
2 of this subhead was increased to $3,840, to provide for travelling
allowance to the Forman of Works at 64 cents per diem, and to the
3 Overseers at $240 per annum each.
Mr. Aird stated that the system of accounting with regard to
the telephone service was unsatisfactory, as there was no way of
ascertaining whether this Government undertaking was being run
on a profitable basis or not.
The President undertook to go into the matter.
Under subhead (3)-Development and Welfare Scheme D.702
(Public Works Staff)-the Member for the Western District point-
ed out the unsatisfactory manner in which Development& Welfare
Schemes were set out in the draft Estimates i.e. the absence of
figures indicating the actual grant made, and expenditure to date,
etc. He felt that it was impossible, in the circlimstances, for any
Member to understand or appreciate the position regarding such
Schemes.
The President stated that the matter was being investigated.
Head XXIII, as amended, was read and agreed to,
Head XXIV. On a suggestion of the Member for the Western
District, Item 2-Road Maintenance-was reduced by $3,693, this
amount having already been included under Head XXIII (1) to
provide for the salaries, etc. of Road Overseers, Timekeepers and
Foreman of Works.
The Member for the Northern District complained of the
dilapidated condition of the Portsmouth Jetty, which he considered
should be re-built.
The President explained that this matter had been investigate.
ed, and that only certain necessary repairs would be undertaken
for the present.
The Member for Roseau wished to know the position regard-
ing the Salisbury, Pointe Round, and Colihaut jetties.
The Director of Works explained that repairs would be effect-
ed to the first two jetties mentioned, as soon as the 1948 Estimates
had been approved by the Secretary of State. It was considered,
however, that a new jetty should be erected at Colihaut.
Head XXIV, as amended, was read and agreed to.
Head XXV. The Member for the Western District urged that
a general reduction be made under this Head, and items reduced

according to priority. He reiterated what he had already stated
at the previous meeting regarding the increased taxatiori which
would obviously be imposed, if such an anticipated large deficit
were submitted to the Seeretary of State -He suggested that, in
order to reduce expenditure, some jobs should be done partly dur-
ing 1948 ard partly during the next two or three years -
The' President stated that the matter had already been discuss-
ed with the Dit ector of Works, and that many desirable mworks'had
been subsequently omitted. The items now included .were most
essential, and could normally be expected to be cQmp]eted within
the current year. .
The Member for the Northern District suggested that an
annual amount be included in the Estimates, to enable twoor three
miles of the Portsmruth-Roseau road to be completed every year.
He stressed the social, economicaland agricultural benefits which
would result therefrom.
The President explained, that, as Members were aware, the
road system-in Dominica was of tremendous importance, and that
.special provision was being made in the Ten-Year Development
'Sketch Plan. The Portsmouth-Roseau road was, of course, one of
the many important roads for which it was .hoped special assistance
from Development and Welfare funds would be forthcoming.
Mr. Clement Dupigny, Nominated Member, suggested that an
amount be inserted to provide for- work .to be carried out on the
Egglestoh Road, .,. :. ,
The President stated that, for reasons of economy, it was im-
possible to ma'k any such provision during 1948.
The Member for the Southern District pointed out that the
mileage of the Tete-Morne road, as shown in the Estimates, was
-obviously wrong.
The Director of Works promised to go into the' matter.

tion regarding the provision of $3,840 under Item 38 for a baild.

of the opinion that a similar amount could more profitably be ex-
pended in cleaning and draining the.town of Portsmouth,a malaria-
infested district.
The Senior Medical. Officer, ex-plained to Members, in detail,
the congestion and consequent confusion which..existed at the
moment at the Portsmouth Hospital. Complaints had been made,
and he was strongly of the opinion that, unless the.measures pro-
posed were allowed to be put through, there would eventually be
very serious consequences

At the request'of the. Member for .the Western District, the
Director of Works explained, at length, the necessity for adequate
storage space for stores for the Public Works Department, -provi-
sion for which had been made under that Head.
The Member for the Western Distribt mentioned the danger-
:-ous and. dilapidated, condition of the Roseau 'Jetty.
The Director bf Works stated that repairs were being effected.
The Member-for the Eastern District pointed out that the
Rosalie bridge, which was at the moment in a most dangerous con-
!dition, had been condemned eleven years ago.

(At the request of the President, the Agricultural Superin-
tendent, joined the meeting).
The Agricultural Superintendent explained the reasons for the
erection of a storage shed for the Fruit Marketing Depot.
The Members for Roseau and the Western District stated that
this matter should be referred to the Roseau Town Council, as
certain streets would have to be closed to the public.
Agreed to,
A sum of $3,000 was inserted for the erection of this shed, and
the President undertook to obtain priority approval, by telegram,
in respect of this item.
The Member for the Northern District raised the question of
the possibilities of the establishment of an airfield in Dominica.
He himself was in favour of a seaplane service, should there be
any difficulty in getting airplanes to land in Dominica.
The Member for Roseau criticised the opinions expressed by
Mr. Crawley and the Director of Civil Aviation in regard to the
site for the airfield in Dominica, inasmuch as these opinions had
clashed with expert opinion previously given, notably that given
by Mr. Cross. He felt strongly that the question of an air service
for Dominica was being entirely ignored and that Dominica was
being treated with contempt for even, the Governor himself had
apparently forgotten his ridiculous promise of a helicopter service.
The Member went on to state that the Director of Civil Aviation
should be requested to pay a visit to Grenada, in order to convince
himself that Dominica could boast of as good a site for an airbase.
The Member for the Eastern District agreed that Dominica's
plans for an.air service were being entirely ignored,
The President stated that the Director of Civil Aviation had
asked to be furnished.with a contour survey map of Dominica be-
fore coming to a final decision regarding the airfield site. This
would be forwarded to him at the soonest possible opportunity.
Head XXV, as amended, was read and agreed to.
Head XXVI was read and agreed to.
Head XXVII. On the motion of the Member for Roseau, pro-
vision was made under that Head for the post of Messenger,
G.S.O. Class IV, to be upgraded to that of a G.S.O. Class III.
Head XXVII was read and agreed to.
Head XX VIII. The Member for Roseau requested: that the
necessary Order should be made to enable Treasury boatmen to
draw overtime fees, inasmuch as their working hours were abnor-
mally long, and other officers in the Department were in receipt
of such fees.
The President undertook to take the necessary action.
On the motion of the Member for Roseau, the post of Messen-
ger, G.S.O. Class IV, was upgraded to that of a G.S.O. Class III,
and the necessary provision made therefore.
Head XXVIII, as amended,: was read and agreed to.
(Council then adjourned, in Committee, from 6 to 6.25 p.m.)
Council resumed, in Committee, at 6.25 p.m.
On the motion of the Treasurer, the Committee rose, and the
Council resumed, and the President reported that the Bill had
passed through Committee with certain amendments.
The report was confirmed.
The President undertook to inform Members of any changes
in the anticipated Revenue for 1948.
On the motion of the Treasurer, seconded by the Acting Crown
Attorney, the Bill was read a third time and passed.

On the motion of the Acting Crown Attorney, seconded by the
Treasurer, the Council resolved itself into Committee to consider
the Bill for an Ordinance to amend further the Sale of Produce
Ordinance, 1941, which had been left in the Committee stage at
the meeting of Council held on the 30th of December,.1947.
The Bill passed through the Committee stage with various
amendments, and the Council resumed.
On the motion of the Acting Crown Attorney, seconded by the
Treasurer, the Bill was read a third time and passed

Roseau Water Supply.
The Member for Roseau begged leave to withdraw a Resolu-
tion regarding a scheme for the Roseau water supply to be prepare.

Slaughter of Female. Animals.
The Member for Roseau moved the'adoption by the Council of
the following Resolution, notice of which had been given at a
meeting.of the Council held on.the 29th- December, 1947 : -
"BE IT RESOLVED that legislation be introduced
forbidding the slaughter of all cows, heifers, ewe sheep.
ewe goats or sows in-the;island except on a permit to be
"granted by an Agricultural.Officer ora District A.;-ri:util-
"tural Instructor;
"AND BE IT FURTHER RESOLVED that all
female animals-described above brought to the Reseaa
"Slaughter House for slaughter be purchased by the
"Government and sent to Goodwill Estate for a period of
at least si-x months;
"AND:BE IT FURTHER RESOLVED that all Agri-
"cultural Officers and District Agricultural Officers be
"instructed that no permit to slaughter should be given
when there is a possibility that the animal for which the
"permit is sought may breed;
"AND BE IT FURTHER RESOLVED-that the Po-
"lice be specially asked- to co-operate and-give all possible
assistance.i"
The Member for Roseau addressed the Council.
The Member for the Western District seconded the Resolution.
The Resolution was unanimously carried.
REPLY TO PRESIDENT'S ADDRESS.
The Member for Roseau, with the permission of the President,
read a reply from the Unofficial Members, to the Address delivered
by the President at the meeting held on the 29th December, 1947.
Your Hononr,
We thank you for the interesting address which you have de-
livered to us.
We realize the difficulties and anxious times through which
the Empire is passing, and though the privations and loss of re-
venue brought about by the Import restrictions shall be severe yet
we shall bear them cheerfully knowing full well that unless we
make up our minds to bear the burden now the load will become
unbearable in tne future.

We are particularly alarmed at the present state of the Vanilla
Industry and hope that Your Honour will do all in your power to
bring an end to this deadlock which now exists in the Industry.
Any measures taken by Your Honour in this direction will receive

of Mr. P. I. Boyd, a former Member of this Council, and those of
us who were Members of the former Council join in welcoming the

ORDER-IN-COUNCIL MADE -UNDER SECTION 12 OF "THE CONTA-
GIOUS DISEASES (CATTLE) ACT, 1877, No. 14 OF 1877, (DOMI-
NICA) THIS 3RD DAY OF JUNE, 1950, PROHIBITING THE IM-

At a meeting of the Executive Council of Dominica, held at
the Administrator's Office on Saturday, the 3rd day of June, 1950.

ORDER-IN-COUNCIL.
WHEREAS by Section 12-of the Act passed by the Legisla.
tive Assembly of Dominica entitled "An Act for preventing the
introduction or spreading of contagious or infectious diseases
among Cattle in this Island," the Governor may from time to time
by Order-in Council, in relation to foreign animals or any specified
kind of foreign animals, or to foreign animals or any specified kind
thereof brought from any specified country or place, prohibit the
landing thereof in this Island either generally or elsewhere than
in a specified part or parts thereof.
AND WHEREAS a disease has appeared among swine in the
Islands of Trinidad, St. Vincent and Bequia in consequence of
which it is desirable with a view to preventing the introduction or
spreading of such disease in these Islands to prohibit absolutely
the importation of swine from the Islands of Trinidad, St. Vincent
.and Bequia.
NOW, THEREFORE, with the advice of the Executive Coun-
,cil and in exercise of the powers vested in me by the above re-
cited section of the aforesaid Act, I do hereby declare that the
.importation of swine into Dominica from the Islands of Trinidad,
St.Vincent and Bequia is prohibited absolutely until further orders.
Made by the Governor-in-Council this 3rd day of June, 1950.

Administrator.
WHEREAS by an Ordinance of the Legislature of Dominica No. S
of 1948 intituled an Ordinance to incorporate the Reformed Methodist
Church it is enacted that it shall be lawful for the Clergy and -Laity of
the Reformed Methodist Church in Dominica in. Assemblies or Councils,
to elect a Church Council for the Purpose of framing Constitutions and
Regulations for general management, discipline and good government
of the said Church, for administering the property and affairs of the
Reformed Methodist Church in Dominica, and for the future representa-
tion of the members of the said Church in Council; and that if it shall
appear to the Governor that the Church Council so elected as aforesaid
represents the Clergy and the Laity of the Reformed Methodist
Church resident in this Colony the Governor shall by Proclamation pub-
lished in the Gazette declare such body to be a Corporation under the
style and title of The Reformed Methodist Church Council and such
Corporation shall have full power on behalf of the Reformed Methodist
Churchto receive, hold, manage, mortgage, sell or otherwise dispose by
all lawful ways and means all kinds of Property real and personal, and
make rules for the change, succession and removal of the Members
thereof and generally for administering the property, and regulating
the affairs of the Reformed Methodist Church in this Colony.
And whereas in accordance with the provisions of the hereinbefore
recited Ordinance the Clergy and Laity of the said Reformed Methodist
in Dominica have elected Rev William B. Surbrook, Rev. Mary Edwards,
Rev. Samnel E. James, Harry Lewis and Joseph 'aul to be members of
the said Church Council and the Governor has approved of such election.
Now Therefore, in pursuance and by virtue of the power and autho-
rity given to me by the said recited Ordinance I do hereby declare that
the said Rev. William B. Surbrook. Rev. Mary Edwards, Rev. Samuel E.
James, Harry Lewis and Joseph Paul have become a Corporation under
the style and title of The Reformed Methodist Church Council sub-
ject to the conditions arnd provisions of the said Ordinance.
GIVEN at the Govenment House, Dominica, this 15th day of June 1950,
and in the fourteenth year of His Majesty's Reign.
