21. At the date of this report, audit
was informed by the Secretary. that 13 of
the 24 Branches formed had been disband-
ed.
While this is in accordance with Rule
14 (b), it will be observed that under Rule
14 (k). all money, books and other property
of any Branch, which shall secede or be
disbanded shall be at once sent to Head
Office by the Officers of such Branch,
together with a detailed statement of
receipts'and expenditure.
22. Inventories of such property of the
Union have not been seen, and the detail-
ed statements of receipts and expenditure
are required fo, examination in audit.
2:. Massacre B'avch. The record of
the Massacre Branch which had not been
examined, were destroyed by fire on 11th
June, 1949.
SUMMARY AND RECOMMENDATIONS
24. The audit of these accounts must
be considered as incomplete, in view of
the few. records received for examination.
Accounting arrangements at the Regis-
tered Office were not entirely satisfactory,
and those of the Branches were not in
form for audit.
A serious view must be taken of the
failure of the Union to produce the
records of 12 Branches for audit.
It is understood that a proper system of
accounting has been introduced since
January, 1919.
Audit of the accounts to 31st December,
1949, will, he undertaken and reported
upon as soon as possible.

The above is a revision of the Valuation List in respect of certain houses anl lots of land in the Town of Portsmouth pre-
pared by the Valuers appointed unde- the Portsmouth Lind and House Rate Ordinance. 1940.
Any person who may feel aggrieved by any valuation on the ground of unfairness or incorrectness in the valuation of any
premises included therein or of the inclusion therein or omission therefrom of any premises, may, within fourteen days after
the publication thereof, give to the valuers at the Sub-Treasury a notice in writing of his objection specifying the grounds
thereof, and where the ground of any premises in respect of which any person other than the person objecting is liable to be
valued, or the inclusion or omission of such premises, shall also give notice in writing of such objection and of the ground
thereof to such other person

BE IT ENACTED by the Governor with the
advise and consent of the Legislative Council of Dom-
inica as follows :-
1. This Ordinance may be cited as the Customs Short Title.
Import and Export Tariff (Amendment) Ordinance, Ord. 11/ 930
1950 and shall be read as one with the Customs Import

BE IT ENACTED by the Governor with the advice
and consent of the Legislative Council of Dominica as
follows:-

4. Section twenty-three of the principal Ordinance Amendment

ensure efficient purchase of bananas and trans-
port of same to the receiving depot or depots of
Association and the Board shall fix the minimum
price to be paid at each buying station :
Provided that nothing in this section shall
prevent any member or non member from deliver-










ing bananas to the receiving depot or depots of the
Association :
Provided further that the Board shall not
be held responsible for any act or acts whatso-
ever committed by any such purchaser prior to,
and until such time as the purchase anddelivery
of bananas shall have been made and completed
at the receiving depot or depots of the Association.

failure to provide funds or of insufficient funds to
meet any just debts or expenditure incurred by
or on behalf of the Association or any member
thereof duly authorised by or on behalf of the
Association, or for any pecuniary losses arising
from the working Association, or for any default
or and suit for or against any person or persons.

1287/49 OBJECTS AND REASONS.
The objects of this Bill aie to amend the principal Ordi-
nance
(a) to provide authority for tne imposition of a cess on
banana as
(b) to create a reserve fund out of the surplus revenues
of the Association;
(c) to make provision for the appointment of a Treasurer
to be in charge of the funds of the Association;
(d) to empower the Association to issue licences to per-
sons exporting bananas from the Colony as the As-
sociation no longer exports; and
(e) to remove the liability of individual members of the
Association.
