Imperial College of Tropical Agriculture,
Trinidad, which is tenable for three years
subject to a satisfactory progress report.
This scholarship does not provide for
maintenance and other allowances and
applicants should give evidence of being
in a financial position to meet these de-
mands. Particulars of academic attain-
ments should also be stated.
All applications should be submitted to
the Government Secretary on or before

The Secretary of State for the Colon-
"ies has appointed Mr. P. Hewitt
Myring to the post of Public Rela-
tions Adviser to the Development and
"Welfare Organisation. Mr. Hewitt
Myring will take up this post towards
"the end of February. The functions
of the Public Relations Adviser will
"be to advise on public relations and
information services within the (arib-
bean area. In addition he will give
"assistance to the British co-Chairman
"of the Caribbean Commission in con-
section with Press and publicity work.
"It will be recalled that Mr. Hewitt
Myring was formerly Public Relations
"Adviser to the British co-Chairman
but his functions at that time were
limited to business connected with the
Caribbean Commission. In view of the
need for the development and
"strengthening of information work
within the Caribbean, it has been de-
"cided to appoint Mr Hewitt Myring
to the Development and Welfare Or-
"ganisation where his functions will
be the same as those performed by
other Advisors of the Organisation.
Mr. Hewitt Myring was born in
"Paris in 1900, was educated at Eton
and served as a Second Lieutenant in
the Grenadier Guards 1919-;920. He
began his newspaper career in 1920 on
the staff of the Daily News (now News
Chronicle) and remained on that paper
in various posts until 1929 In 1927,
'' he was chnoen by a committee of news-
'paper proprietors as the outstand"
"ing English newspaper man under 30
"years of age" to travel for a year in
'the United States under the fellow-
ship granted by the English-'peaking
Union. During that period he work -
ed on 16 different newspapers in all
parts of the country From 1929-19;:2

Press of America He left daily news.
paper work in 1932 but continued as a
contributor to The Times, the Sptcti-

January, 1942 he became head of the
Press section of British Information

mainder of the war, Mr. Hewitt
Myring first saw the West Indies
"when he attended the first session of
the West Indian Conference in 1944 a-
"an observer for British Information
Services. He was present at every
meeting of the Caribbean Commission
between 1945 and the Spring of 1948,
as well as at the Montego Bay Con.
ference in 1947."

Colonial Scholarship
Scheme
APPLICATIONS are invited for the award
of Colonial Scholarships, in respect of the
Academic year 195/(51 approved under
the Colonial Development and Welfare
Act 1915. to be granted to men and
women domiciled and permanently resident
in the Colony either within the subordi-
nate grades of the Public Service or not
yet appointed to the Service, which will
render them eligible for appointment, or
promotion to the higher grades of the
Service.
Scholarships will be awarded within the
financial limits of the scheme and subject
to availability of accommodation at Uni-
versities or other Institutions to persons
selected from candidates recommended by
Colonial Governments. Scholarships will
he tenable at local Universities or other
Institutions, or where these are not-avail-
able or are not so equipped as to enable
candidates to reach the requisite qualifica-
tions, at Institutions in the United King-
dom or elsewhere.
The training which the scheme is inten '-
ed to provide is pre-selection training -
that is to say, it would aim at giving.a
candidate the professiona or academic
qualificatii ns necessary to enable him to be
considered for admission to or promotion
within a particular branch of the .'ervice.
The scheme is distinct from the provision
of special training after sel action .
Candidates should hold a recognized Ma-
triculation Cer ificate or a; School Ceritti-
cate with a minimum of five credits ex.
