APPLICATIONS are invittd for the Wind-
ward Islands Free Tuition Scholarship,
Imperial College of Tropical Agriculture,
Trinidad, which is tenable for three years
subject to a satisfactory progress report.
This scholarship does not provide for
maintenance and other allowances and
applicants should give evidence of being
in a financial position to meet these de-
mands. Particulars of academic attain-
ments should also be stated.
All applications should be submitted to
the Government Secretary on or before
30th April 1950.

IN UNITED KINGDOM.
Joint responsibilities of Colonial
Office'and British Council.

ponsibility of the Colonial Office, Welfare
Department, although the British Council
has taken over certain fields where ex-
tended welfare facilities are necessary.
The Colonial Office wishes to make this
clear in order to correct any impression
that the Welfare Department is surrend-
ering all its responsibilities in this sphere
to the British Council
During the past two years, the work of
the Welfare Deparrment, has considerably
increased, and the total number of stu-
dents under the care of the Director of
Colonial Scholars (who is head. of the
Welfare Department) has now risen to
over 4,000. The Secretary of State con.
sidered that there w as a clear need for an
extension of welfare work among Colonial
Students. Ihis new work could not be
undertaken by the Colonial Office without
increasing its staff and duplicating func-
tions of the British Council, which, had
already built up an effective students'
welfare organisation in the United King-
dom, and had gained much experience
from its work among Commonwealth and
foreign students.
The Secretary of State was also anxious
to reorganise the hostels run for Colonial
Students so as to discourage as far as pos-
sible the segregation of Colonial students
in special residences and make it possible
for them to mix with students from Bri-
tain and other countries.
He therefore asked the British Council
to take over arrangements for the accom-
modation of Colonial students and the
management of Colonial Students hostels
from the beginning of 1950. and to deal
with other aspects of the students welfare.
The Council will provide officers and
social rooms and other amenities at impor-
tant centres of education, including Ox-

repeating the assurances which Mr.
Creech Jones stated clearly at Montego
Bay that His Majesty's Government in
the United Kingdom do not look upon
federation in the British West Indies as a
means of avoiding its responsibilities or as
in any way asking for development of self.
government in individual territories. I
realise that consideration of the Commit-
tee's proposals is not a matter which can
be hurried. Nevertheless I hope Legisla-
tures will give their attention to this mat-
ter with all reasonable despatch. Mean.
while the Report of the Commission on
Unification of Public Services and the
Report of the Customs Union Commission
which will shortly be available will provide
the opportunity for studying other means
whereby the territories can associate them-
selves in common action for heir mutual
benefit His Majesty's Government have
not wished to prejudge or influence the
decisions in these various matters which
must now be taken by representatives of
the West Indian People. But they will at
all times be ready to help in any steps
which may after examination appear
feasible in the furtherance of the aims
which were accepted at Montego Bay
Conference in 1917."

guineas as examination fees
The local fee. payable on the first day

APPLICATIONs are invited for the post of
Agricultural Assistant (Agricultural Edu-
cation) in the Department of Agriculture,
Dominica, Windward Islands. Applicsnts
should hold a degree or diploma, and have
some experience in teaching agriculture
and related sciences.
Salary scale $1,6%0 x $93 $2,40) per
annum. If a car is required to be kept,
allowances in accordance with local regu-
lations will be paid. Subsistence allow-
ance will be paid at the rate of $3.60 per
day when away from Headquarters.
The Officer will be responsible for the
training of agricultural pupils in accord-
ance with an approved course of studies.
He may also be called upon to organise
refresher courses for the Junior Staff of
the Agricultural Department.

Roseau, Dominica, enclosing details of
