British Caribbean Customs Union
Commission
'HE final meeting of the'British"Carib-
bean Customs Union Commission was held
in Barbados from the 9th to the 19th of
January, 1950. In addition to Mr. J.
McLagan, the Chairman, and Mr. J. Gal-
lagher, Second Commissioner, the follow-
ing representatives attended:-

2. The Commission was appointed in
1948 by the Secretary of State for the
Colonies-follo ing a recommendation by
the Conference on Closer Association of
the British West Indian Colonies held at
Montego Bay, Jamaica, in september 1947.
its terms of reference were to examine
in consultation' with the Governments of
the territories in the British Carib-
bean area the question of the establishment
of a customs union and to make recom-

mendations with special regard to-
a) ensuring uniformity in adminis-
tration and customs practice;
(b) the selection and training of the
necessary staff (including the
staff for an adequate statistical
service);
(c) the preparation of a suitable tariff
having regard to the fiscal pro-
blems of the Goveriments whose
revenue would be affected by the
introduction of a customs union;
and
(d) the special needs of the British
Virgih Islands."
3. The Commission which was compos-
ed of technical officers reached complete
agreement, and recommendations have
been made to the Secretary of State for
the Colonies which it is hoped will be ac-
ceptable to the various legislatures con-
cerned and lead to the early establishment
of customs union.
4. Customs union implies that all the
members should have substantially the
same import tariff and that there should
be as large a measure as possible of
free trade within the union area Such
an integration of the fiscal requirements
of all the Colonies cannot be other than
beneficial. Freer commercial exchange
between them will foster a more varied
economy which in turn will inevitably
tend towards creating conditions inviting
closer political unity.
5. Allied to any scheme for closer fiscal
association there is the question of the
desirability of having common customs
laws. common customs practice and docu-
mentation, common tariff structure and
nomenclature and common classification
for statistical purposes. Each of these
requirements has received the careful

attention of the Commission and although
the ct~mission is optimistic enough to
believe that its report will be acceptable
as a whole it feels that acceptance merely
of these common features would more
than justify its labours and bring to the
West Indies a much needed measure of
reform.
6. Customs union is a complicated and
highly technical subject and to reconcile
the varying fiscal need of all the consti-
tuent territories demands a high degree
of understanding and compromise. Un-
less there is give and take a union is im-
possible. It was in auch a spirit of co-op-
eration that the Commission faced its
difficult task and it is hoped that a like
spirit will prevail in the minds of those
who are required to sit in judgement on
their labours.

POST OF SECRETARY TO CENTRAL
HOUSING AUTHORITY.
APPLICATIONS are invited for the post
of Secretary to the Central Housing
Authority.
The salary of the post is in the scale
1,248x$96-$1,723, plus a cost of living
allowance at the rate of 10% of salary.
The commencing salary may be anything
up to $1,440, depending on the applicant's
qualifications and experience.
The applicant must possess a knowledge
of building construction.
Applications should be addressed to the

THE Installation of H. R, H. Princess
Alice of Athlone as Chancellor of the Uni-
versity College of the West Indies will
take place at 4. 30 p.m at the University
College buildings in Jamaica on thursday,
Feb 16th. It is expected that at this
ceremony all the Caribbean Colonies will
be represented. IH. E. The Governor
of the Windward Islands will be present
and Dominica will be represented by the
Hon. Arthur Pemberton. Mr. B.H. Easter
C. VI.G., C 1.E. will also attend the function
as Resident Tutor for Extra-Mural Stud.

the University Council are giving a dinner.

Solemn High Mass at the Holy Trinity
Cathedral, Kingston and at 4.00 p.m. a
service at the Anglican Cathedral at Span-
ish Town.
On Tuesday Feb. 21st. the Department
of the Extra-Mural Studies is holding a
Reception, which will include a lecture by
Professor LILLIAN PENSONPh D. Vice-
Chancellor of the University of London,
at which the Chairman will be Sir James
Irvine., K.13.E. F.R.S., Vice-Chancellor of
the University of St. Andrews. There is
to be a dance and a Film Show the same
evening.
On the same day the first Conference of
the staff of the Extra-Mural Department
will begin 'Ihis is planned to last until
March 3rd The Installation ceremony
will be broadcast from Jamaica so that
residents in a!l the territories will have
an opportunity of listening-in to this
historic event in'the history of the West
Indies.

AN ORDINANCE further to amend the Police
Ordinance, 1940.

BE IT ENACTED by the Governor with the advice
and consent of the Legislative Council of Dominica as
follows :-
1. This Ordinance may be cited as the Police Short title
(Amendment) Ordinance, 1950, and shall be read as one
with the Police Ordinance, 1940 (hereinafter referred to No. 25 of 1940.

His Honour read a letter from Mr. C. A. BELLOT asking for
compensation for the losses suffered in taking over the Agency in
Barbados, which was discussed.

meeting).
The Committee decided that Mr. BELLOT should be invited to
meet the Finance Committee to discuss the matter in full.

The Committee approved of a supplementary vote of $470.00

ORDER-IN-COUNCIL DATED THE 25TH DAY OF JANUARY, 1950,
UNDER.THE PEACE PRESEAVATION ACT, 1895, (DOMINICA No.
1 OF 1895, AS AMENDED FROM TIME TO TIME.

WAEREAS it is desirable to make provision in accordance
with the terms of the Peace Preservation Act, 1895 (No. l of 1895)
as amended from time to time for the temporary suspension dur-
ing the period of Carnival in the year 1950 of certain prohibitions
contained in the said Act:-
NOW, THEREFORE, the Governor in Council in the exercise
of the powers vested in him in the above recited Act and by and
with the advice of the Executive Council of Dominica doth hereby
Order as follows ;-
1. Short Title. This Order may be cited for all purposes
as the Carnival Order in Council, 1950.
2. Masking in a Public Place. That on Monday, the
20th day of February and Tuesday, the 2ist day of February,
1950, persons decently clothed and conducting themselves in an
orderly manner may be permitted to wear masks between the
hours of 8 a.m. and 6 p.m., subject to the strict obedience of
the following PROVISO:-
PROVIDED that if any Officer or Non-Commissioned Officer
of His Majesty's Forces or of the Dominica Police Force shall con-
sider any person so masked to be behaving in a suspicious, dis-
orderly or improper manner he may call upon such masked person
to remove his mask and such masked person shall forthwith re-
move his mask accordingly and shall also furnish his name and ad-
dress if called upon to do so.
3. Carrying Weapons Prohibited. During the afore-
said permitted hours of the said days, herein described as the
CARNIVAL, NO PERSON SHALL CARRY ANY LIGHTED
TORCH OR BE ARMED WITH ANY WEAPON OF ANY DES-
CRIPTION. The term Weapon" in this Order means any arti-
cle or thing suitable of being used for offensive purposes, and
besides firearms and other weapons ordinarily regarded as lethal
or dangerous shall include such things as clubs, stones and bottles.
4. Smearing the body. No person shall smear himself
with any paint or colouring matter whatsoever.
5. Noisy Instruments. No-person shall make use of any
noisy instruments, such as a drum or-horn before 8 a.m. or after
6 p.mw' on the said Carnival days.
6 Fireworks. No person shall discharge, let off, or assist
in the discharging of, or letting off of, any fireworks (which ex-
pression shall include fireworks locally known as "Bombs") or
anything of a like kind or nature.
7. Time Limit to be observed. The wearing of masks
shall not be resumed after 6 p.m. on Tuesday, the 21st day of
February, 1950. The Carnival of 1950 shall then be deemed to be
over and thereafter all acts, matters and things which the Govern-

8. Extent of Order. This Order extends to the whole of
the Colony.

I, considering that it is desirable that Monday, the 20th day
of February, and Tuesday, the 21st day of February, 1950, should
be observed as Bank Holidays in the Colony of Dominica and in
pursuance of the provisions of the Bank Holidays Act (Cap. 114)
do hereby, by and with the advice of the Executive Council of the
said Colony, and in exercise of the powers conferred by the Act
aforesaid, appoint Monday, the 20th day of February, 1950 and
Tuesday, the 21st day of February, 1950, as special days to be re-
served as Bank Holidays in the said Colony, under and in accord-
ance with the said Act, and I do by this my Proclamation command
the said days to be so reserved and kept, and all His Majesty's
loving subjects in the said Colony to orderthemselves accordingly.
GIVEN at the Government House, Dominica, this 1st day of
February, 1950, and in the fourteenth year of His Majesty's Reign.
