APPLICATIONS are invited for a post of
Conservation Oflicer in the Department of
Agriculture, Dominica. It is desirable
that applicants should hold a degree or
diploma--but experience in soil conserva-
tion woik will be the deciding factor.
The appointment is non-pensionable
(save in the case of a seconded office ) for
a period of five yenrs Selary will be
within the Scale SL.G80 x 96 -- $2,400 per
annum. In addi in a subsistence allow-
ance at a rate of $: 60 per day will lie
paid when away from Headquarters. If
a car is required to be kept, allowances
in accordance with local regulations will
be paid. A House is not provided
Duties will consist of supervision of in-
structors engaged in laying out Cons-rva-
tion Works. reconnaissance of Crown
Lands for suitable land for settlement.
'The post requires an active responsible
person capable of working on his own,
who must be prepared to spend the major
portion of his time in the field.

PRESS RELEASE.
INSTALLATION OF H.R.H. PRINCESS
ALICE, COUNTESS OF ATHLONE G.C.V.O..
G.B.E., V.A. AS CHANCELLOR OF THE
UNIVERSITY COLLEGE OF THE
WESI INDIES.
ARRANGEMENTS are now being com-
pleted for the installation of Princess
ALICE as Chancellor of the University Col-
lege of the West Indies. The ceremony
will take place on February 16th, 1950, on
the University College site and will follow
the normal procedure for such academic
ceremonies in British Universities. The
essentiall part of it is the public recital of
the oath of office by the Chancellor-desig-
nate. who is immediately afterwards robed
in the rojes of her office and installed in
the Chanceilor's seat. It is expected that
the majority of the Governors of the
Caribbean Colonies will be present, toget-
her with representatives of the Legisla-
tures of these Colonies. Invitations, have
been sent asking for universities in the
United Kingdom, the British Dominion:.
the United States and the independent
Caribbean countries to be represented and
sm ot these will send messages of good-
will which will be presented to the Chan-
cellor during the ceremonY. 'Ihe Earl of
Athlone, K.G. Chancellor of the University
of London, and Professor Lilian Penson,
Vice-Chancellor of London, are expected
to be present and the former has been
asked to address the assembly. An an-
nouneement will be made later about the
attendance of the general public at tl is
ceremony.
Arrangements are also being made for
foundation stones of certain of the Uni-
versity College and Hospital buildings to
be laid on February 18th by Princess Alice,
the Earl of Athlone and Sir James Irvine,
Vice-Chancellor of the University of St.
Andrews. 'Ihis function will be ofa more
private nature than the main ceremony.
it is also hoped to arrange on February
19th for special services to be held in the
Cathedral Church in Spanish Town and in
Holy Trinity Cathedral, Kingston. The
Archbishop of Port of Spain has already
accepted an invitation to be present at the
main ceremony.

Important Notice to Vanilla Dealers.
THE attention of all Vanilla Dealers is
invited to The Sale of Produce (Amerd-
ment) Ordinance, 1948, No. 1 of 1948.
Section 2. Immediately after section
42 of the principal Ordinance the follow-
ing new section shall be inserted.
42A. Any person who wishes to cure
vanilla beans intended for export shall

first obtain from the Agricultural Super-
intendent a licence so to do:
Provided that this requirement shall
not apply to any person who picks and
cures his own vanilla beans and stores
such beans at his place of residence."
Section 5.
(2) (a) Every licensed dealer shall
declare in writing to the Agricultural
Superintendent on or before the 31st
day of January in every year the
amount of reaped Vanilla which was in
his possession on the 31st day of Decem-
ber in the last preceding year. The
Agricultural Superintendent shall came
the same to be checked and certified
and any false declaration of stock shall
be deemed to be an offence against this
Ordinance.

Act to Enquire into the organisation and functioning of the Post Office Department
with particular reference to --
(a) the loss of registered mails between the 2Sth July and 30th
November, 1949.
(b) to fix responsibility, if possible, for the loss.
(c) to make recommendations as to the steps to be taken to avoid re-
currence of such losses, and as to the future conduct of the
Postal Service in general.
and to submit the said recommendations accordingly.
AND I DIRECT that you the said ELVIN LLOYu ST. BERNARD Acting Crown
Attorney of Dominica, shall be Chairman of the Commission and that you shall hold
such meetings as may be necessary for your inquiry and for the preparation of your
report at such times and places as shall be by the Chairman appointed and that such
meetings shall be held in public.
AND I DO HEREBY appoint you OPHELIA ELWIN to be Secretary of the
Commission, to attend the meetings and generally perform such duties as Secretary
as are prescribed by law.
AND I DO DIRECT you the said Commissioners to make your report to the
Administrator with your findings and such recommendations in the premises as may
seem fit to you with all convenient speed and not later than the 15th day of Feb-
ruary, 1950.
AND I DO HEREBY charge and command all His Majesty's Officers and all
His Majesty's loving subjects in the said Colony that in their several powers and
abilities they be abiding and assisting you in the execution of this your Commission.
