“The Judicial and Legal Service
Commission of the Windward Islands
and Leeward Islands with the ap-
proval of the Secretary of State has
appointed Mr. ALLAN LOUISY a
Puisine Judge of the Supreme Court
of the Windward Islands and Leeward
Islands with effect from 20th Novem-
ber, 1964.
Mr. LOUISY was Registrar of the
Supreme Court and Court of Appeal
Jamaica. Mr. LoUIsy served as
Registrar and Additional Magistrate
in St. Lucia, Senior Magistrate in
Antigua, Crown Attorney in Mont-
serrat and Dominica, Resident Magis-
trate in Jamaica before becoming
Registrar of the Supreme Court and
Court of Appeal Jamaica in 1961.
Mr. Justice LOUISY assumed daty
as Resident Judge in Dominica.

all Electricity Consumers that the
utilization supply characteristics in
the St. John’s area and in all parts of
Antigua except Parham, Hodges Bay
and Cedar Grove ara 400 volts 3 phase
60 cycles per second/230 volts 1 phase
60 cycles per second.
As from Ist February, 1965 ths
installation by any consumer or his
contractor of apparatus, equipment or
appliances designed for voltages or
frequencies other than those stated
above will be prohibited, except by
special arrangement (where circum-
stances warrant) with the Director of
Electricity.
Should such equipment be found to
be connected without prior approval
by the Director it will be disconnected
immediately and will remain so
disconnected.

ACQUISITION OF LAND.
Appointment of Authorised Officer.
WHEREAS by section 2 of the
Land Acquisition Ordinanee, 1957
(No. 4 of 1957) of the Colony of the
Virgin Islands it is provided, inter
alia, that ‘ authorised officer’? means
any person who may from time to
time be appointed as such by the
Administrator in Council for the
purposes of the said Ordinance.
NOW, THEREFORE, the Admin-
istrator in Council hereby appoints
ULRIC DAWSON to be the authorised
officer in and for the Colony of the
British Virgin Islands for the pur-
poses of the said Ordinance.

THE FOOT AND MOUTH DISEASE
(GUADELOUPE) NOTICE, 1964.
In pursuance of the provisions of
regulations 2 of the Foot and Mouth
Disease Regulations, 1964 (S.R. & O.
1964 No. 21) made by the Adminis-
trator in Council under sections 12
and 14 of the Animals (Diseases, Im-
portation and Exportation) Ordinance,
1955, this Notice is hereby given this
16th day of December, 1964.
1. This Notice may be cited as the
Foot and Mouth Disease (Guadeloupe)
Notice, 1954.
2. The Presidency of Guadeloupe
in the French West Indies is hereby
notified to be a country in which
there is «an outbreak of Foot and
Mouth disease and the said Presidency
is hereby declared to be a prohibited
country for the purposes of the Foot
and Month Disease Regulations, 1964.

opinion of the Administrator in

and it is necessary to make a pre-
liminary survey of the said lands.

As a result of the enactment of Exchange Oontrol legislation in British Guiana, movements of currency notes by travellers from
that Territory to other Territories participating in the Currency Agreement appear to have become abnormal since 1962 and

THE IMuiGratTiIon AND Passport (AMENDMENT) REGULATIONS,
1964, pateo 10TH DrcKMBER, 1964 MADE BY THE
ADMINISTRATOR IN COUNCIL UNDER SECTION 32 OF THE
IMMIGRATION AND Passport Act, 1945 (No 7 of 1945).

1. (1) Short title and commencement. These
Regulations mav be cited as the Immigration and Passport
(Amendment) Regulations, 1964, and shall be read as one with
the Immigration and Passport Regulations, 1947, (Gen. Govt.
S.R. & O. 14/1947) snd all amendments thereto, hereinafter
called the principal Regulations.
(2) These Regulations shall come into force on the first
day of January, 1965.
2. Insertion of new regulations in principal
Regulations. The Principal Regulations are amended by
the insertion immediately after regulation 26 thereof of the
following new regulations 2s regulations 27 and 28—
“27. (1) Resrricrion As TO EMPLOYMENT OR OCCU-
PATION OF VISITORS AND IMMIGRANTS. Subject to regula-
tion 28 a person who does not fall within any of the
claxses of persons mentioned in section 6 of the
Immigration and Passport Act, 1945, shall not—
(a) enter into or continue in, any employment in the
service of an employer in the Colony without
‘the permission of the Minister charged for the
time being with responsibility for the subject of
labour
(6) carry on, or continue to carry on any business,
profession or occupation for reward, profit or
gain, otherwise than in employment in the service
of an employer in the Colony, without the
permission of the Administrator.
(2) Exemption from this regulation may be grante:|
in ‘writing to any person liable. to comply with this
regulation by the Administrator and any exemption so
granted may be for a specified period and subject to
conditions and may be cancelled or varied by the
Administrator.
(3) If any verson acts in contravention of or fails
to comply with this regulation he shall be liable on
summary conviction toa tine not exceeding two hundred
dollars or to imprisonment for a term not exceeditg six
months.
28. (1) GENERAL exemption. Regulation 27 shall
not apply to any person who has been ordinarily resident
in the Colony before the first day of January, 1962.
(2) Nothing in the preceding regulation shall be
construed as derogating from or abridging any provision
of any Act or Ordinance or any law in force in the Colony
whereby special provision is made with respect to the
admission into, residence or occupation in the Colony of
any classes of persons mentioned in the said Act,
Ordinance or law.â€

Puisine Judge of the Supreme Court

Mr. LOUISY was Registrar of the

Jamaica. Mr. LoUIsy served as
Registrar and Additional Magistrate
in St. Lucia, Senior Magistrate in

serrat and Dominica, Resident Magis-
trate in Jamaica before becoming
Registrar of the Supreme Court and
Court of Appeal Jamaica in 1961.

As a result of the enactment of Exchange Oontrol legislation in British Guiana, movements of currency notes by travellers from
that Territory to other Territories participating in the Currency Agreement appear to have become abnormal since 1962 and
the circulation in some Territories, on the busis of issues less withdrawals, adjusted to take account of Bunk transfers. has in
consequence become unreulistic and in faot misleading. It will be noted that the value of notes withdrawn at St. Kitts
exceeded those issued in that territory.

STATUTORY RULES AND ORDERS.

THE IMuiGratTiIon AND Passport (AMENDMENT) REGULATIONS,
1964, pateo 10TH DrcKMBER, 1964 MADE BY THE
ADMINISTRATOR IN COUNCIL UNDER SECTION 32 OF THE
IMMIGRATION AND Passport Act, 1945 (No 7 of 1945).

1. (1) Short title and commencement. These
Regulations mav be cited as the Immigration and Passport
(Amendment) Regulations, 1964, and shall be read as one with
the Immigration and Passport Regulations, 1947, (Gen. Govt.
S.R. & O. 14/1947) snd all amendments thereto, hereinafter
called the principal Regulations.
(2) These Regulations shall come into force on the first
day of January, 1965.
2. Insertion of new regulations in principal
Regulations. The Principal Regulations are amended by
the insertion immediately after regulation 26 thereof of the
following new regulations 2s regulations 27 and 28—
“27. (1) Resrricrion As TO EMPLOYMENT OR OCCU-
PATION OF VISITORS AND IMMIGRANTS. Subject to regula-
tion 28 a person who does not fall within any of the
claxses of persons mentioned in section 6 of the
Immigration and Passport Act, 1945, shall not—
(a) enter into or continue in, any employment in the
service of an employer in the Colony without
‘the permission of the Minister charged for the
time being with responsibility for the subject of
labour
(6) carry on, or continue to carry on any business,
profession or occupation for reward, profit or
gain, otherwise than in employment in the service
of an employer in the Colony, without the
permission of the Administrator.
(2) Exemption from this regulation may be grante:|
in ‘writing to any person liable. to comply with this
regulation by the Administrator and any exemption so
granted may be for a specified period and subject to
conditions and may be cancelled or varied by the
Administrator.
(3) If any verson acts in contravention of or fails
to comply with this regulation he shall be liable on
summary conviction toa tine not exceeding two hundred
dollars or to imprisonment for a term not exceeditg six
months.
28. (1) GENERAL exemption. Regulation 27 shall
not apply to any person who has been ordinarily resident
in the Colony before the first day of January, 1962.
(2) Nothing in the preceding regulation shall be
construed as derogating from or abridging any provision
of any Act or Ordinance or any law in force in the Colony
whereby special provision is made with respect to the
admission into, residence or occupation in the Colony of
any classes of persons mentioned in the said Act,
Ordinance or law.â€
