ELECTRICITY CONSUMERS.
It is again brought to the notice of-
all Electricity Consumers that the
utilization supply characteristics in
the St. John’s area and in all parts of
Antigna except Parham, Hodges Bay
and Cedar Grove ara 400 volts 3 phase
60 cycles per second/230 volts 1 phase
60 cycles per second.
As from Ist February, 1965 ths
installation by any consumer or his
contractor of apparatus, equipment or
appliances designed for voltages or
frequencies other than those stated
above will be prohibited, except by
special arrangement (where circum-
stances warrant) with the Director of
Elecwricity.
Should such equipment be found to
be connected without prior approval
by the Director it will be disconnected
immediately and will remain so
disconnected.

REPORT of the Auditor General of Trinidad and Tobago on the Accounts of the Board of Commis-
sioners of Currency, British Caribbean Territories (Eastern Group) for the year ended 31st
December 19638.
Income Account.
ixpenditure incurred during the year was within the original and supplementary allocations
approved by the Board.
2. Income exceeded expenditure by $4,978,014.99. In accordance with Article 4 (2) (c) of the
Agreement, the sum of $1,276,339.58 was transferred to the Currency Fund, being one per cent of the
value of the Currency Fund at 31st December, 1963. The balance of $3,701,675.41 on the Income Ac-
count was transferred t» the Currency Surplus Account.
3. Currency Fund Account.
The balance on the Currency Fund at 31st December 1963 was $128,910,298.26. The currency
notes and coins in circulation at 31st December 1963 was $116,794,196.00. The Currency Fund exceed
one hundred and ten per centum of the face value of the currency notes and coins in circulation by $436,
683.26. A decision as stipulated by Article 4 (3) (6) of the Currency Agreement regarding this surplus
has not yet beentaken. —
4, Currency Surplus Account.
The allocations for 1961 and 1962 were paid in 1963 and adjustments were made for the mis-
allocations made in 1960 when payments were made to the participating territories. The surplus for the
year ended 31st December 1963 has been allocated according to the revised rates as agreed under Article
5 (2) from January Ist 1961.
ASssrETs AND LIABILITIES.
5. Cash and Securities held by the Crown Agents.
A Certificate of the Comptroller and Audit General (of the United Kingdom) of the Cash and
Securities held by the Crown Agents at 31st December 1963 has not been seen. However, a Certificate
of the Crown Agents stating the Cush and Securities held on behalf of the Board has been seen.
6. Debentures in respect of loans to Governments participating in the Currency Agreement.
These Securities are shown at the Nominal Values as they are redeemable by the Government
of the relevant territories at Nominal or Par value in the event of the establishment of anew Currency
Authority in the area. The Securities held by the Board have been inspected.
7. Board of Survey of Currency Notes and Coins.
The following surveys required by Regulations 20 (3) of the Currency (Notes) Regulations
1961 and 10 (3) of the Currency (Coin) Regulations 1935 were not held during the year:—

2nd Quarterly Survey—British Guiana
8. Surprise Survey—Bretish (ruiana.
The results of the Surprise Survey held in British Guiana has not yet been submitted for
Audit examination.
The Board in British Guiana has stated that because of the manner in which cases were stacked,
resulting from inadequate storage facilities, it was unable to verify that the seals and markings of the
Royal Mint on all containers of coins were intact.
9. Audited Statements from participating Governments.
Audited Statements of currency transactions for the vear ended 31st December 1963 bave been
received from all participating Governments except St. Kitts and Antigua. However, the transactions
relating to these territories have been verified with the Vaulc Book Returns received by the Executive
Commissioner.

Comments of the Executive Commissioner on the Report of the Auditor General of Trinidad
on the Accounts of the Board for the year 1968.
Currency Fund Account—paragraph 3.
The excess of $436,683.26 in the Currency Fund over the currency notes and coins in circulation
is receiving the conslderation of the Board and a final decision will be taken ut a meeting which is proposed

pated that the new Currency Agreement would have come into effect earlier this year.

The Certificate of the Comptroller and Auditor General (of the United Kingdom) of the Cash
and Securities held by the Crown Agents at 31st December, 1963 has since been received and verified by
the Auditor General.
3. Boards of Survey of Currency notes and coins—paragraph 5.
(a) The Administrator of St. Vincent reported with regret that no survey of currency
was held in the third quarter due to an oversight.
(6) No survey of currency was held in British Guiana during the 2nd Quarter due to the
Gencral Strike in that Colony which occurred from 19th April to 7th July, 1968.
4. Surprise Survey— British Guiana paragraph 8.
The report of the surprise survey held in British Guiaiia on 4th December, 1963 was received
on the 11th April, 1964 nd returned to the President, Standing Board of Survey on 20th April, 1964
for minor amendments after comparison with our records.
A reminder requesting the return of the report was forwarded to the President, Standing Board
of Survey on 6th July, 1964 but so far no reply has been received. A second reminder was forwarded
on 30th September, 1964,

that Territory to other Territories participating in the Currency Agreement appear to have become abnormal since 1962 and
the circulation in some Territories, on the basis of issues less withdrawals, adjusted to take account of Bunk transfers, has in
consequence become unreulistic and in fact misleading.

An Ordinance to further amend the Magistrate’s
Code of Procedure Act Cap. 61.

Be it enacted by the Queen’s Most Excellent
Majesty, by and with the advice and consent of the
Legislative Council of Antigua and by the authority
of the same as follows:—
1. This Ordinance may be cited as the Magis- Short Title.
trate’s Code of Procedure Act (Amendment)
Ordinance, 1964 and shall be read as one with the
Magistrate’s Code of Procedure Act, as amended Cap. 61.
from time to time hereinafter referred to as the
principal Act.
2. Section 3 of the Principal Act is amended Amendment
by the insertion of the following definition between of “principal
the definition of “ Civil Proceedings†and the defi- *-
nition of Complaint †.
“ Collecting Officer’? means the Clerk of every
District Magistrate's Court or such other
person as the Magistrate may with the
./ approval of the Administrator authorise

141A. (1) Where a Magistrate
makes an Order under Part V of this
Act, he shall, unless upon representa-
tions expressly made in that behalf by.
the applicant for the Order he is satisfied
that it is undesirable so to do, provide
in the Order that all payments there-
under shall be made to the Collecting
Officer of the Court and, if the Order so
provides, all payments under the Order
shall be made to the Collecting Officer
and not otherwise.
(2) Itshall be the duty of the Collect-
ing Officer .to receive wil such payments
as mav be directed to be made to him
and to pay forthwith to the mother of
the bastard child, or to such other per-
son as is named in the order, the sum
directed to be paid under the order or
such part thereof as he receive without
making deduction therefrom.
(3) Nothing in this section shal]
affect the right of the mother or other
person entitled to recover payment
under an Order made under Part V “of
this Act to proceed against the putative
father of the child fo enforce payment of
any sum due to such person, but on
request in writing of the person entitled
to receive payment under the order, it
shall be lawful for the Collecting
Officer to procecd in his own name as
such officer on behalf of such person
against the putative father for the
recovery of payment under the order
and in any such case the liability of the
person on whose behalf the proceedings
are taken for all costs properly incurred
in or about the proceedings shall be the
same as if the proceedings had been
taken by that person.

OBJECTS AND REASONS
The object of this Bill is to amend the Magistrate’s Code of Proce-
dure Act, enable the Clerk of every District Magistrate’s Court, or such
other person as the Magistrate may with the approval of the Admin-
istrator, authorise to carry out the duties of a Collecting Officer with
reference to affiliation Order made under Part V of the Magistrate’s
Code of Procedure Act. With this object the Bill seeks to require a
Magistrate, who is making an affiliation Order, to order that sums pay-
uble thereunder should be paid to the Collecting Officer for the benefit
of the person entitled to payment, except upon express representation
that such is undesirable, and to prescribe the duties of a Collecting
Officer.

all Electricity Consumers that the
utilization supply characteristics in
the St. John’s area and in all parts of
Antigna except Parham, Hodges Bay
and Cedar Grove ara 400 volts 3 phase
60 cycles per second/230 volts 1 phase
60 cycles per second.
As from Ist February, 1965 ths
installation by any consumer or his
contractor of apparatus, equipment or
appliances designed for voltages or
frequencies other than those stated
above will be prohibited, except by
special arrangement (where circum-
stances warrant) with the Director of
Elecwricity.
Should such equipment be found to
be connected without prior approval
by the Director it will be disconnected
immediately and will remain so
disconnected.

REPORT of the Auditor General of Trinidad and Tobago on the Accounts of the Board of Commis-
sioners of Currency, British Caribbean Territories (Eastern Group) for the year ended 31st
December 19638.
Income Account.
ixpenditure incurred during the year was within the original and supplementary allocations
approved by the Board.
2. Income exceeded expenditure by $4,978,014.99. In accordance with Article 4 (2) (c) of the
Agreement, the sum of $1,276,339.58 was transferred to the Currency Fund, being one per cent of the
value of the Currency Fund at 31st December, 1963. The balance of $3,701,675.41 on the Income Ac-
count was transferred t» the Currency Surplus Account.
3. Currency Fund Account.
The balance on the Currency Fund at 31st December 1963 was $128,910,298.26. The currency
notes and coins in circulation at 31st December 1963 was $116,794,196.00. The Currency Fund exceed
one hundred and ten per centum of the face value of the currency notes and coins in circulation by $436,
683.26. A decision as stipulated by Article 4 (3) (6) of the Currency Agreement regarding this surplus
has not yet beentaken. —
4, Currency Surplus Account.
The allocations for 1961 and 1962 were paid in 1963 and adjustments were made for the mis-
allocations made in 1960 when payments were made to the participating territories. The surplus for the
year ended 31st December 1963 has been allocated according to the revised rates as agreed under Article
5 (2) from January Ist 1961.
ASssrETs AND LIABILITIES.
5. Cash and Securities held by the Crown Agents.
A Certificate of the Comptroller and Audit General (of the United Kingdom) of the Cash and
Securities held by the Crown Agents at 31st December 1963 has not been seen. However, a Certificate
of the Crown Agents stating the Cush and Securities held on behalf of the Board has been seen.
6. Debentures in respect of loans to Governments participating in the Currency Agreement.
These Securities are shown at the Nominal Values as they are redeemable by the Government
of the relevant territories at Nominal or Par value in the event of the establishment of anew Currency
Authority in the area. The Securities held by the Board have been inspected.
7. Board of Survey of Currency Notes and Coins.
The following surveys required by Regulations 20 (3) of the Currency (Notes) Regulations
1961 and 10 (3) of the Currency (Coin) Regulations 1935 were not held during the year:—

2nd Quarterly Survey—British Guiana
8. Surprise Survey—Bretish (ruiana.
The results of the Surprise Survey held in British Guiana has not yet been submitted for
Audit examination.
The Board in British Guiana has stated that because of the manner in which cases were stacked,
resulting from inadequate storage facilities, it was unable to verify that the seals and markings of the
Royal Mint on all containers of coins were intact.
9. Audited Statements from participating Governments.
Audited Statements of currency transactions for the vear ended 31st December 1963 bave been
received from all participating Governments except St. Kitts and Antigua. However, the transactions
relating to these territories have been verified with the Vaulc Book Returns received by the Executive
Commissioner.

Comments of the Executive Commissioner on the Report of the Auditor General of Trinidad
on the Accounts of the Board for the year 1968.
Currency Fund Account—paragraph 3.
The excess of $436,683.26 in the Currency Fund over the currency notes and coins in circulation
is receiving the conslderation of the Board and a final decision will be taken ut a meeting which is proposed
to hold in November of this year. Delay in arriving at this decision is due to the fact that it was antici-
pated that the new Currency Agreement would have come into effect earlier this year.
2. Cash and Securities held by Crown Agents—-paragraph 5.

The Certificate of the Comptroller and Auditor General (of the United Kingdom) of the Cash
and Securities held by the Crown Agents at 31st December, 1963 has since been received and verified by
the Auditor General.
3. Boards of Survey of Currency notes and coins—paragraph 5.
(a) The Administrator of St. Vincent reported with regret that no survey of currency
was held in the third quarter due to an oversight.
(6) No survey of currency was held in British Guiana during the 2nd Quarter due to the
Gencral Strike in that Colony which occurred from 19th April to 7th July, 1968.
4. Surprise Survey— British Guiana paragraph 8.
The report of the surprise survey held in British Guiaiia on 4th December, 1963 was received
on the 11th April, 1964 nd returned to the President, Standing Board of Survey on 20th April, 1964
for minor amendments after comparison with our records.
A reminder requesting the return of the report was forwarded to the President, Standing Board
of Survey on 6th July, 1964 but so far no reply has been received. A second reminder was forwarded
on 30th September, 1964,

As a result of the enactment of Exchange Oontrol legislation in British Guiana, movements of currency notes by travellers from
that Territory to other Territories participating in the Currency Agreement appear to have become abnormal since 1962 and
the circulation in some Territories, on the basis of issues less withdrawals, adjusted to take account of Bunk transfers, has in
consequence become unreulistic and in fact misleading.

An Ordinance to further amend the Magistrate’s
Code of Procedure Act Cap. 61.

Be it enacted by the Queen’s Most Excellent
Majesty, by and with the advice and consent of the
Legislative Council of Antigua and by the authority
of the same as follows:—
1. This Ordinance may be cited as the Magis- Short Title.
trate’s Code of Procedure Act (Amendment)
Ordinance, 1964 and shall be read as one with the
Magistrate’s Code of Procedure Act, as amended Cap. 61.
from time to time hereinafter referred to as the
principal Act.
2. Section 3 of the Principal Act is amended Amendment
by the insertion of the following definition between of “principal
the definition of “ Civil Proceedings†and the defi- *-
nition of Complaint †.
“ Collecting Officer’? means the Clerk of every
District Magistrate's Court or such other
person as the Magistrate may with the
./ approval of the Administrator authorise

141A. (1) Where a Magistrate
makes an Order under Part V of this
Act, he shall, unless upon representa-
tions expressly made in that behalf by.
the applicant for the Order he is satisfied
that it is undesirable so to do, provide
in the Order that all payments there-
under shall be made to the Collecting
Officer of the Court and, if the Order so
provides, all payments under the Order
shall be made to the Collecting Officer
and not otherwise.
(2) Itshall be the duty of the Collect-
ing Officer .to receive wil such payments
as mav be directed to be made to him
and to pay forthwith to the mother of
the bastard child, or to such other per-
son as is named in the order, the sum
directed to be paid under the order or
such part thereof as he receive without
making deduction therefrom.
(3) Nothing in this section shal]
affect the right of the mother or other
person entitled to recover payment
under an Order made under Part V “of
this Act to proceed against the putative
father of the child fo enforce payment of
any sum due to such person, but on
request in writing of the person entitled
to receive payment under the order, it
shall be lawful for the Collecting
Officer to procecd in his own name as
such officer on behalf of such person
against the putative father for the
recovery of payment under the order
and in any such case the liability of the
person on whose behalf the proceedings
are taken for all costs properly incurred
in or about the proceedings shall be the
same as if the proceedings had been
taken by that person.

under Part V of this Act before the
day of 19 the
Magistrate’s may, if he thinks fit direct
that all payment becoming due under
such an Order shall be made to the
Collecting Officer and where the Magis-
trate directs the payments to be so
made, the provisions of this section
shall apply as if the order had been
made efter the said day of
19 as

OBJECTS AND REASONS
The object of this Bill is to amend the Magistrate’s Code of Proce-
dure Act, enable the Clerk of every District Magistrate’s Court, or such
other person as the Magistrate may with the approval of the Admin-
istrator, authorise to carry out the duties of a Collecting Officer with
reference to affiliation Order made under Part V of the Magistrate’s
Code of Procedure Act. With this object the Bill seeks to require a
Magistrate, who is making an affiliation Order, to order that sums pay-
uble thereunder should be paid to the Collecting Officer for the benefit
of the person entitled to payment, except upon express representation
that such is undesirable, and to prescribe the duties of a Collecting
Officer.
