TO ALL HEADS OF DEPARTMENTS
AND ADMINISTRATIVE SECRE-
TARIES.

End of Financial Year 1964.

The Attention of Heads of Depart-
ment and other officers responsible
for expenditure is drawn to Financial
instruction No. 33 which states that
all expenditure chargeable against
votes should, as far as possible, be
paid within the financial year to
which it is properly chargeable.

2. Itis accordingly expressed that
vouchers be submitted to the Treas-
ury on the dates stated hereunder:—

(a) SALARY VOUCHERS, not
later than 5th December, 1964,
(half monthly payments will not
be made).

(6) LABOURERS PAY SHEETS,
not later than the 29th December,
1964. (Wages up to and including
31st December should be paid not
later than the 28th December.)

(c) MERCHANTS’ ACCOUNTS,
not later than the 15th December,
1964.

3. IMPREST ADVANCES, Sub-
Accountants are required to cloge
their Imprest Accounts with the
Accountant General not Jater than
the 30th December, 1964. No pay-
ment from the Imprest should be
made after the 29th December, 1964.

4. RECEIPTS. All Revenue and
other receipts should be paid into
the Treasury as early as possible.
All amounts received on the 31st
December must be paid into the
Treasury and not held over until
1965. All slips for lodgements made
to the Treasury Account in the Bank
must be sent to the Treasury not later
than 2.00 p.m. 31st December, 1964.

5. HEADS OF DEPARTMENTS
should make every effort to co-op-
erate with the Treasury to ensure
that all vouchers relaiing to their
departments are paid before 2.00 p.m,
on the 3lst December, 1964. In this
connection. it would be appreciated
if an officer from each department
could be detailed to assist the Treas-
ury in this matter.

6. SALARIES will be paid on
17th December and PENSIONS on
the 22nd December, 1964.

The Central Planning Unit is in-
vestigating the demand for mortgage
finance for building houses in Anti-
gua.

2. Whilst this survey cannot com-
mit Government in anyway to
provide the finance; it is considered
that it will be very useful in attract-
ing finance to the island for this
purpose.

3. Any person interested in bor-
rowing money for building a house
is asked to fill out and return a form

1. This Notice may be cited as
the Foot and Mouth Disease (Guade-
loupe) Notice, 1964.

2. The Presidency of Guadeloupe
in the French West Indies is hereby
notified to be a country in which
there is an outbreak of Foot and
Mouth disease and the said Presi-
dency is hereby declared to be a
prohibited country for the purposes
of the Foot and Mouth Disease Regu-
lations, 1654.

The Queen’s Most Excellent Majesty in Council

Her Majesty, by virtue and in exercise of the power vested in
Her by section 56 of the Administration of Justice Act 1956(a) and
of all other powers enabling Her in that behalf, is pleased, by and
with the advice of Her Privy Council, to order, and it is hereby
ordered, as follows:—

1.—(1) This Order may be cited as the Admiralty J Jurisdiction
(Antigua) Order 1964.

(2) This Order shall come into operation on 16th October, 1964.

2. The Colonial Courts of . Admiralty Act 1890(b) shall, in
relation to the Supreme Court of the Windward Islands and
- Leeward Islands, have effect as if for the reference in subsection (2)
of section 2 thereof to the Admiralty jurisdiction of the High
Court in England there were substituted a reference to the
Admiralty jurisdiction of that court as defined by section 1 of the
Administration of Justice Act 1956 subject to the adaptation and
modification of the said section 1 that is specified in the First
Sohedule to this Order.

8. The provisions of sections 3, 4, 6,7, and.8 of Part I of the
Administration of Justice Act 1956 shall extend to Antigua with the
adaptations and modifications that are specified in Column II of the
Second Sehedule to this Order.

In subsection (1) the words “and any other jurisdiction connected

EXPLANATORY NOTE

(This Note 18 not part of the Order, but is intended to indicate
its general purport.)

This Order provides that the Supreme Court of the Windward Islands and
ueeward Islands, which is a Colonial Court of Admiralty, shall have the Admiralty
urisdiction of the High Court of Englaid, as defined in section 1 of the Adminis-
ation of Justice Act 1956, with certain modifications. It also extends certain of
he provisions contained in Part I of that Act to Antigua.

An Ordinance to amend further the Stamp Act
(Cap. 135).

[7th October, 1963.]

ENACTED by the Legislature of the Colony
of the Virgin Islands.

1. This Ordinance may be cited as the Stamp
Act (Amendment) Ordinance, 1963, and shall be
read as one with the Stamp Act, (Cap. 135), as
amended, hereinafter called the Principal Act.

2. Section 3 of the Principal Act is hereby
amended by—

(a) inserting the words “and signs” between

(6) inserting the following definitions immedi-

“ Executed ”

“cent” and “c.” mean cent in the cur-

rency of the United States of America;

cipal Act is hereby amended by substituting the
word “ thirty dollars” for the words “ ten pounds”
occurring therein.

8. Subsection (3) of section 28 of the Prin-
cipal Act is hereby amended. by substituting the
words “‘ thirty dollars ” for the words “ten pounds”
occurring therein.

9. Subsection (1) of section 29 of the Prin-
cipal Act is hereby amended by substituting the
words “one hundred and forty dollars’’ for the
words “‘ fifty pounds ” occurring therein.

10. Subsection (1) of section 37 of the Prin-

cipal Act is hereby amended by—
(a) deleting the words “ cheque,”; and

(b) inserting the words “and a cheque” im-
mediately after the word “ banknote”’

amended by substituting the words “ thirty dollars ”
for the words ‘“‘ ten pounds ”’ occurring therein.

18. Subsection (2) of section 46 of the Prin-
cipal Act is hereby amended by substituting the
words “one hundred and forty dollars” for the
words “‘ fifty pounds ” occurring therein.

14. Section 48 of the Principal Act is hereby
amended by substituting the words ‘‘one hundred
and forty dollars” for the words “ fifty pounds”
occurring therein.

15. Section 51 of the Principal Act is hereby
amended by—

(a) substituting the words “‘ three dollars ”’ for
the words “ twenty shillings”; and,

(5) substituting the words “fifteen dollars”
for the words “five pounds” occurring
therein.

16. Section 60 of the Principal Actis hereby

amended by substituting the words “two dollars”
for the words “ ten shiltngs”’ occurring therein.

17. Section 62 of the Principal Act is hereby
amended by substituting the words “ three hundred
dollars” for the sign and figures “£100” occurring
therein.

18. Section 73 of the Principal Act is hereby
amended by deleting the sign “ £” therefrom.

19. Section 76 of the Principal Act is hereby
amended by substituting the words “ three hundred

An Ordinance to amend the Burial Grounds Ordi-
nance, 1960.

[4th October, 1963]

ENACTED by the Legislature of the Colony
of the Virgin Islands.

1. This Ordinance may be cited as the Burial
Grounds (Amendment) Ordinance, 1963, and shall
be read as one with the Burial Grounds Ordinance,
1960, hereinafter culled the Principal Ordinance.

2. The following section is hereby substituted
for section 5 of the Principal Ordinance:—

“Prohibition 5, (1) It shall not be lawful to

eee” bury a dead human body in any area of

ground, the Colony which has been declared by
the Administrator in Council pursuant
to the provisions of section 2 of this
Ordinance to be an area to which the
provisions of this Ordinance shall apply
save in a licensed burial ground.

(2) Any person who shall bury
or in any wise assist in the burial of
any dead human body in contravention
of the provisions of subsection (1) of
this section shall be guilty of an offence
and shall be liable on summary convic-
tion to a fine not exceeding fifty dollars
in the currency of the United States of
America or to imprisonment for a term
not exceeding three months,”

cil may make regulations as to the
establishment, management and control
of licensed burial grounds and all places
used as burial grounds. —

(2) The regulations may prescribe
as regards licensed burial grounds and
other places used as burial grounds—

(a) the manner in which they shall
be laid out and the recording
thereof;

(b) the distances of graves from one
another ;

(c) the size and depth of graves;

(d) the number of bodies which may
be buried in one grave;

(e) the keeping of registers of inter-
ments;

(f) the fees to be paid for graves
and in respect of burials in licensed
burial grounds, and for any copy
of an entry in a register of: inter-
ments;

(7) in the case of a public licensed
burial ground, for disposing of the
right or erecting and placing any
monument, gravestone, tablet or
monumental inscription in such
burial ground;

(A) preventing the inte-ment of any
dead human body in 1 unsuitable
place, or in any place where, from
the proximity of htiiean dwelling
places ov otherwise, danger to the
pul ce health ight ¢ ise from the
interment, ard for umitng the

(¢) generally, all other matters
necessary for their proper regula-
tion;

(3) The Administrator in Council
may attach to any breach of any regula-
tion made under this section a fine not
exceeding twenty-five dollars in the

currency of the United States of

America or a term of imprisonment not
exceeding one month with or without
hard labour.

4. The following sections are hereby substi-
tuted for sections 8 and 9 of the Principal Ordi-

cil may upon petition from any church
or religious denomination direct that
any portion of a licensed public burial
ground be set aside for the burial there-
in of the bodies of members of that

tion, and thereupon such portion of the
licensed public burial ground shall be
set aside for such purpose.

(2) Such portion of a licensed ~

public burial ground shall be governed
and managed under the provisions of
the regulations for the time being in
force for the rest of the licensed public
burial ground, in respect of general
management, registration of burials
and fees.

intendent of Medical Services to permit
the burning of any human remains and
to prescribe in what cases, at what
places, and under what conditions any
such cremation shall take place what is
to be done with the ashes, what fees
are to be paid, what notices, certificates

given before any human remains may

be burned as aforesaid.

11. Whenever it shall appear to
the Administrator in Council that, for
the protection of the public health,
burial in’ any licensed burial ground
should be discontinued, it shall be law-
ful for the Administrator in Council to
order that, after a time to be mentioned
in the order, burials in such licensed
burial ground shall be discontinued.

12. For the purposes of this Ordi-
nance the word “body” includes
remains.”

4. RECEIPTS. All Revenue and

the Treasury as early as possible.
All amounts received on the 31st
December must be paid into the
Treasury and not held over until
1965. All slips for lodgements made
to the Treasury Account in the Bank
must be sent to the Treasury not later
than 2.00 p.m. 31st December, 1964.

5. HEADS OF DEPARTMENTS
should make every effort to co-op-
erate with the Treasury to ensure
that all vouchers relaiing to their
departments are paid before 2.00 p.m,
on the 3lst December, 1964. In this
connection. it would be appreciated
if an officer from each department
could be detailed to assist the Treas-
ury in this matter.

At the Court at Buckingham Palace, the 15th day of October, 1964

Present,
The Queen’s Most Excellent Majesty in Council

Her Majesty, by virtue and in exercise of the power vested in
Her by section 56 of the Administration of Justice Act 1956(a) and
of all other powers enabling Her in that behalf, is pleased, by and
with the advice of Her Privy Council, to order, and it is hereby
ordered, as follows:—

1.—(1) This Order may be cited as the Admiralty J Jurisdiction
(Antigua) Order 1964.

(2) This Order shall come into operation on 16th October, 1964.

2. The Colonial Courts of . Admiralty Act 1890(b) shall, in
relation to the Supreme Court of the Windward Islands and
- Leeward Islands, have effect as if for the reference in subsection (2)
of section 2 thereof to the Admiralty jurisdiction of the High
Court in England there were substituted a reference to the
Admiralty jurisdiction of that court as defined by section 1 of the
Administration of Justice Act 1956 subject to the adaptation and
modification of the said section 1 that is specified in the First
Sohedule to this Order.

8. The provisions of sections 3, 4, 6,7, and.8 of Part I of the
Administration of Justice Act 1956 shall extend to Antigua with the
adaptations and modifications that are specified in Column II of the
Second Sehedule to this Order.

ADAPTATION AND MODIFICATION OF SECTION 1 OF THE
ADMINISTRATION OF JUSTICE ACT 1956

In subsection (1) the words “and any other jurisdiction connected
with ships and aircraft vested in the High Court apart from this
section which is for the time being assigned by rules ot-court to the
Probate, Divorce and Admiralty Division ” shall be deleted.

and the words “ outside England and
Wales” shall be deleted and the words
“outside Antigua ” shall be substituted ;

detain a ship in respect of a salvage

EXPLANATORY NOTE

(This Note 18 not part of the Order, but is intended to indicate
its general purport.)

This Order provides that the Supreme Court of the Windward Islands and
ueeward Islands, which is a Colonial Court of Admiralty, shall have the Admiralty
urisdiction of the High Court of Englaid, as defined in section 1 of the Adminis-
ation of Justice Act 1956, with certain modifications. It also extends certain of
he provisions contained in Part I of that Act to Antigua.

An Ordinance to amend further the Stamp Act
(Cap. 135).

[7th October, 1963.]

ENACTED by the Legislature of the Colony
of the Virgin Islands.

1. This Ordinance may be cited as the Stamp
Act (Amendment) Ordinance, 1963, and shall be
read as one with the Stamp Act, (Cap. 135), as
amended, hereinafter called the Principal Act.

2. Section 3 of the Principal Act is hereby
amended by—

(a) inserting the words “and signs” between

and

(6) inserting the following definitions immedi-

“ Executed ”

“cent” and “c.” mean cent in the cur-

rency of the United States of America;

colonial currency ”; and

(b) substituting the words “in the currency of
the United States of America ” for the

5. Section 18 of the Principal Act is hereby
amended by-—

(a) substituting the words “thirty dollars”
for the words “ ten pounds ”’ wherever the
latter occurs; and

(0) substituting the words “ eight per centum
per annum ” for the words “ eight pounds
per centum per annum ”

6. Subsection (1) of section 20 of the Prin-
cipal Actis hereby amended by substituting thie
words ‘‘ one dollar” for the words “ five shillings ”
occurring therein.

7. Subsection (2) of section 25 of the Prin-
cipal Act is hereby amended by substituting the
word “ thirty dollars” for the words “ ten pounds”
occurring therein.

8. Subsection (3) of section 28 of the Prin-
cipal Act is hereby amended. by substituting the
words “‘ thirty dollars ” for the words “ten pounds”
occurring therein.

9. Subsection (1) of section 29 of the Prin-
cipal Act is hereby amended by substituting the
words “one hundred and forty dollars’’ for the
words “‘ fifty pounds ” occurring therein.

10. Subsection (1) of section 37 of the Prin-

cipal Act is hereby amended by—
(a) deleting the words “ cheque,”; and

(b) inserting the words “and a cheque” im-
mediately after the word “ banknote”’

11. Subsection (1) of section 43 of the Prin-
cipal Act is hereby amended by—

(a) substituting the words “ ten dollars” for
the words “ forty shillings”; and

12. Section 44 of the Principal Act is hereby
amended by substituting the words “ thirty dollars ”
for the words ‘“‘ ten pounds ”’ occurring therein.

18. Subsection (2) of section 46 of the Prin-
cipal Act is hereby amended by substituting the
words “one hundred and forty dollars” for the
words “‘ fifty pounds ” occurring therein.

14. Section 48 of the Principal Act is hereby

An Ordinance to amend the Burial Grounds Ordi-
nance, 1960.

ENACTED by the Legislature of the Colony
of the Virgin Islands.

1. This Ordinance may be cited as the Burial
Grounds (Amendment) Ordinance, 1963, and shall
be read as one with the Burial Grounds Ordinance,
1960, hereinafter culled the Principal Ordinance.

2. The following section is hereby substituted
for section 5 of the Principal Ordinance:—

“Prohibition 5, (1) It shall not be lawful to

eee” bury a dead human body in any area of

ground, the Colony which has been declared by
the Administrator in Council pursuant
to the provisions of section 2 of this
Ordinance to be an area to which the
provisions of this Ordinance shall apply
save in a licensed burial ground.

(2) Any person who shall bury
or in any wise assist in the burial of
any dead human body in contravention
of the provisions of subsection (1) of
this section shall be guilty of an offence
and shall be liable on summary convic-
tion to a fine not exceeding fifty dollars
in the currency of the United States of
America or to imprisonment for a term
not exceeding three months,”

(2) The regulations may prescribe
as regards licensed burial grounds and
other places used as burial grounds—

(a) the manner in which they shall
be laid out and the recording
thereof;

(b) the distances of graves from one
another ;

(c) the size and depth of graves;

(d) the number of bodies which may
be buried in one grave;

(e) the keeping of registers of inter-
ments;

(f) the fees to be paid for graves
and in respect of burials in licensed
burial grounds, and for any copy
of an entry in a register of: inter-
ments;

(7) in the case of a public licensed
burial ground, for disposing of the
right or erecting and placing any
monument, gravestone, tablet or
monumental inscription in such
burial ground;

(A) preventing the inte-ment of any
dead human body in 1 unsuitable
place, or in any place where, from
the proximity of htiiean dwelling
places ov otherwise, danger to the

(¢) generally, all other matters
necessary for their proper regula-

(3) The Administrator in Council
may attach to any breach of any regula-
tion made under this section a fine not
exceeding twenty-five dollars in the

currency of the United States of

America or a term of imprisonment not
exceeding one month with or without
hard labour.

4. The following sections are hereby substi-
tuted for sections 8 and 9 of the Principal Ordi-

8. (1) The Administrator in Coun-
cil may upon petition from any church
or religious denomination direct that
any portion of a licensed public burial

set aside for such purpose.

(2) Such portion of a licensed ~

places, and under what conditions any
such cremation shall take place what is
to be done with the ashes, what fees
are to be paid, what notices, certificates

given before any human remains may

be burned as aforesaid.

11. Whenever it shall appear to
the Administrator in Council that, for
the protection of the public health,
burial in’ any licensed burial ground
should be discontinued, it shall be law-
ful for the Administrator in Council to
order that, after a time to be mentioned
in the order, burials in such licensed
burial ground shall be discontinued.

12. For the purposes of this Ordi-
nance the word “body” includes
remains.”
