The Administrator following his visit
to Antigua on the 18th November are
published for general information:—
Telegram from His Royal Highness
The Duke of Edinburgh :—
“Ror ten days I have enjoyed the
kindly hospitality, the glorious cli-
mate and the natural beauty of the
Caribbean islands. I am taking
home with me many happy memories
of the friendliness and gaiety of the
people of the islands and a deep
impression of the vitality and enthu-
siasm of the schools and voluntary
organisations. Many people have
been involved in the arrangements
for my visit and I would like them
all to know bow much I appreciate
their hard work. This has been a
wonderful experience for me and
these visits have made me much
better informed about the difficulties
as wellas the hopes and aspirations
of the people. I hope that the future
will bring much progress and growing
prosperity to all the islands.â€

(GUADELOUPE) NoTIcE, 1964.
In pursuance of the provisions of
of regulation 2. of the Foot and
Mouth Disease Regulations, 1954
(S. R. & O. 1954 No. 11) made by the
Administrator in Council under sec-
tions 12 and 14 of the Animals
(Diseases and Importation Ordinance,
1953, this Notice is hereby given this
25th day of November, 1964.
1. This Notice may be cited as
the Foot and Mouth Disease (Guade-
loupe) Notice, 1964.
2. The Presidency of Guadeloupe
in the French West Indies is hereby
notified to be a country in which
there is an outbreak of Foot and
Mouth disease and the said Presi-
dency is hereby declared to be a
prohibited country for the purposes
of the Foot and Mouth Disease Regu-
lations, 1654.

to 30th June, 1965.
Notice to Importers.
All cement should be delivered in
bags and the successful tenderer will
be required to keep the above quanti-
ties in stock in his storeroom and to
muke deliveries therefrom in un-
broken bags and in good condition as
and when required by Government.
All tenders must be accompanied
by a certificate signed by qualified
engineers or chemists to the effect
that the cement meet in all respect the
requirements of B.S.S. 12. This
certificate must not be more than 2
months old on the day on which
tenders are received, and Government
reserves the right to demand such
certificates periodically and to reject
any shipment not meeting the re-
quired specifications.

An Ordinance to amend further the Vehicles and
Road Traffic Ordinance, 1954.
[3ist July, 1961.]
ENACTED by the Legislature of the Colony
of the Virgin Islands.
1. This Ordinance may be cited as the Vehi-
cles und Road Trafic (Amendment No. 3) Ordinance
1961, and shall be read as one with the Vehicles
and Road Traffic Ordinance, 1954, as amended,
hereinafter called the Principal Ordinance.
2. Section 2 of the Principal Ordinance is
hereby amended by the insertion of the following
definition after the definition of the expression
“motor cycle ’’:—
©“ motor omnibus’ means a motor vehicle used
for passengers transport and licensed for
carrying at least twelve passengers for hire
or reward; ’
8. Forsection 16F of the Principal Ordinance

After section 42 of the Principal Ordinance
the following sections shall be inserted :—
“Grant of

42A. (1) Itshall be lawful for the
Administrator in Council to grant to
any person or to two or more persons
jointly, a limited concession or an exclu-
sive concession to operate a public
passenger transport service by motor
omnibuses in any area or on any road
or route, or for any journey, upon such
conditions as shal] be specified in the
grant and subject to the provisions of
this Ordinance and reguiationus made
hereunder.
(2) Before granting any such conces-
sion, the Administrator in Council
shall—
(a) cause a notice to be published by
posting copies of the same on the
doors of any church, chapel, school
house, or “other building, or on
any public notice-board in the area,
which in the opinion of the Admin-
istrator in Council will give publi-
city to such notice, for a period of
three weeks, setting out the
concession which it is proposed to
grant and inviting any person who
objects to give notice in writing of
his objection and of the grounds on
which he relies in support thereof
to the Clerk of the Executive Coun-
cil on or before such day as muy
be specified in such notice;
(b) consider any objection which may
have been received pursuant to
such notice or any 1ecommenda-
tions which may be submitted by
the Commission.

(3) Any conditions stipulated in a
concession may, with the consent of the
person granted the concession, be
amended.

(2) The Commission, if satisfied that
the public passenger transport service in
‘respect of a concession granted under
section 42A of this Ordinance is unsatis-
factory and the unsatisfactory nature
of such service is not owing to
circumstances beyond the control of the
person granted the concession and that
such person has after adequate notice
failed to rectify the unsatisfactory
nature of such service, may recommend
' to the Administrator in Council that the
concession be withdrawn and the Ad-
ministrator in Council, if satisfied may
serve a notice in writing on such person
specifying generally the unsatisfactory
nature of such service; and after the
expiration of thirty: days from the date
of such notice the Administrator in
Council may, if satisfied that such ser-
vice is still unsatisfactory and that the
unsatisfactory nature of such service is
not owing to circumstances beyond the
control of such person withdraw the
concession by giving him notice in
writing to that effect.
(3) For the breach of any condition
‘In any concession granted the Adminis-
trator in Council may—
(a) suspend the operation of the
concession for such period as he
shall deen fit upon giving notice
in writing to that effect to the
person granted the concession; or
(6) withdraw the concession upon
giving to the person granted such
concession at least six months’
notice in writing to that effect.

(4) Every compulsory supervision
order shall be in the form prescribed in
the Schedule to this Ordinance and shall
be issued subject to the prescribed condi-
tions, provided that the Administrator
may waive any condition in the case of
any particular prisoner.
(5) Ja prisoner released under the
provisions of a compulsory supervision
order is convicted of any offence or fails
to comply with any of the conditions of
such order, the order may be revoked
by the Administrator.
(6) When any compulsory super-
vision order is, revoked, the prisoner in
respect of whom such order was made,
shall, after undergoing any other punish-
ment to which he has-been sentenced,
undergo a further term of imprisonment
equal to the portion of his imprisonment
remaining unexpired at the date of his
release under the said order. For the
purpose of remission, any sentence im-
posed on the prisoner while under the
provisions of a compulsory supervision
order and the period of imprisonment
remaining unexpired at the time of his
release under the order shall be regarded
as one sentence. ,
(7) A_ prisoner veleused from
‘prison after having been recalled to
prison in consequence of the Adminis-
trator having revoked his compulsory
supervision order shall be released under
the provisions of a compulsory super-
vision order for a period not exceeding
twelve months from the date on which
the prisoner is so released. :
(8) Whenever a compulsory super-
vision order is revoked by the Adminis-
trator the Magistrate shall, on produe-
tion to him of a certificate of such
revocation signed by the Administrator,
No. 37 of 1961. Prison (Amendment) = 3
issue a warrant for the apprehension of
the person in respect of whom such
order was mude; and such person on
being apprehended shall be brought
before the Magistrate, who shall make
out his warrant for the recommitment
of such person to undergo the residue
of his sentence remaining unexpired at
the date of his release under the order.
(9) For the purpose of this section
the Administrator may, by notice pub-
lished in the Gazette, determine what
class or classes of prisoners shall he
subject to compulsory supervision.â€

ENACTED by the Legislavare of the Colony
of the Virgin Islands.
1.. This Ordinance may be cited as the
Commissions of Inquiry Act (Amendment) Ordi-
nance, 1963, and shull be read as one with the
Commissions of Inquiry Act (Cap: 116), hereinafter
called the Principal Act,

before the commission, be entitled
to all the privileges to which a

appointed by the Crown Attorney to-
assist the commissioners, or a barrister
or solicitor authorised by the commis-
siouers to appear before them for the
purpose of representing any person, or
any other person authorised by the
commissioners to appear before them
may, so fur as the commissioners think
proper, examine or cross-examine any
witness on any matter which the
commissioners deem relevant to the
inquiry and a witness so examined or
cross-examined shall have the same
privileges and be subject to the sume
liabilities as if he were examined by 6
commissioner.’

Road Traffic Ordinance, 1954.

ENACTED by the Legislature of the Colony
of the Virgin Islands.
1. This Ordinance may be cited as the Vehi-
cles und Road Trafic (Amendment No. 3) Ordinance
1961, and shall be read as one with the Vehicles
and Road Traffic Ordinance, 1954, as amended,
hereinafter called the Principal Ordinance.
2. Section 2 of the Principal Ordinance is
hereby amended by the insertion of the following
definition after the definition of the expression
“motor cycle ’’:—
©“ motor omnibus’ means a motor vehicle used
for passengers transport and licensed for
carrying at least twelve passengers for hire
or reward; ’
8. Forsection 16F of the Principal Ordinance
the following is hereby substituted :—

of passengers ON any licence in respect of any motor
and max- vehicle or animal drawn vehicle the
imum load :

the following sections shall be inserted :—

42A. (1) Itshall be lawful for the
Administrator in Council to grant to
any person or to two or more persons
jointly, a limited concession or an exclu-
sive concession to operate a public
passenger transport service by motor
omnibuses in any area or on any road
or route, or for any journey, upon such
conditions as shal] be specified in the
grant and subject to the provisions of
this Ordinance and reguiationus made
hereunder.
(2) Before granting any such conces-
sion, the Administrator in Council
shall—
(a) cause a notice to be published by
posting copies of the same on the
doors of any church, chapel, school
house, or “other building, or on
any public notice-board in the area,
which in the opinion of the Admin-
istrator in Council will give publi-
city to such notice, for a period of
three weeks, setting out the

the public passenger transport service in
‘respect of a concession granted under
section 42A of this Ordinance is unsatis-
factory and the unsatisfactory nature
of such service is not owing to
circumstances beyond the control of the
person granted the concession and that
such person has after adequate notice
failed to rectify the unsatisfactory
nature of such service, may recommend
' to the Administrator in Council that the
concession be withdrawn and the Ad-
ministrator in Council, if satisfied may
serve a notice in writing on such person
specifying generally the unsatisfactory
nature of such service; and after the
expiration of thirty: days from the date
of such notice the Administrator in
Council may, if satisfied that such ser-
vice is still unsatisfactory and that the
unsatisfactory nature of such service is
not owing to circumstances beyond the
control of such person withdraw the
concession by giving him notice in
writing to that effect.
(3) For the breach of any condition
‘In any concession granted the Adminis-
trator in Council may—
(a) suspend the operation of the
concession for such period as he
shall deen fit upon giving notice
in writing to that effect to the
person granted the concession; or
(6) withdraw the concession upon
giving to the person granted such
concession at least six months’
notice in writing to that effect.

of the Virgin Islands.
1. This Ordinance may be cited as the Gen-
eral Revision (No. 3) Ordinance, 1961.
2. The Hours for Marriages Act is hereby
repealed.
8. The laws mentioned in the secon] column
of the Schedule to this Ordinance are hereby
amended to the extent specified in the third column
thereof. ,
4. The amendments made under section 3 of
this Ordinance shall be incorporated in the revised
edition of the laws of the Colony heing prepared
under the authority of the Revised Edition of the
Laws Ordinance, 1959; and the Commissioner ap-
pointed under the said Ordinance is hereby author-
ised to effect the said amendments to the said laws.

(4) Every compulsory supervision
order shall be in the form prescribed in
the Schedule to this Ordinance and shall
be issued subject to the prescribed condi-
tions, provided that the Administrator
may waive any condition in the case of
any particular prisoner.
(5) Ja prisoner released under the
provisions of a compulsory supervision
order is convicted of any offence or fails
to comply with any of the conditions of
such order, the order may be revoked
by the Administrator.
(6) When any compulsory super-
vision order is, revoked, the prisoner in
respect of whom such order was made,
shall, after undergoing any other punish-
ment to which he has-been sentenced,
undergo a further term of imprisonment
equal to the portion of his imprisonment
remaining unexpired at the date of his
release under the said order. For the
purpose of remission, any sentence im-
posed on the prisoner while under the
provisions of a compulsory supervision
order and the period of imprisonment
remaining unexpired at the time of his
release under the order shall be regarded
as one sentence. ,
(7) A_ prisoner veleused from
‘prison after having been recalled to
prison in consequence of the Adminis-
trator having revoked his compulsory
supervision order shall be released under
the provisions of a compulsory super-
vision order for a period not exceeding
twelve months from the date on which
the prisoner is so released. :
(8) Whenever a compulsory super-
vision order is revoked by the Adminis-
trator the Magistrate shall, on produe-
tion to him of a certificate of such
revocation signed by the Administrator,

issue a warrant for the apprehension of
the person in respect of whom such
order was mude; and such person on
being apprehended shall be brought
before the Magistrate, who shall make
out his warrant for the recommitment
of such person to undergo the residue
of his sentence remaining unexpired at
the date of his release under the order.
(9) For the purpose of this section
the Administrator may, by notice pub-
lished in the Gazette, determine what
class or classes of prisoners shall he
subject to compulsory supervision.â€

ENACTED by the Legislavare of the Colony

1.. This Ordinance may be cited as the
Commissions of Inquiry Act (Amendment) Ordi-
nance, 1963, and shull be read as one with the
Commissions of Inquiry Act (Cap: 116), hereinafter
called the Principal Act,
2. The following shall be substituted for

inquiry and a witness so examined or
cross-examined shall have the same
privileges and be subject to the sume
