Hurricane Precautions, 1964.
1. At the beginning of the Hurricane Season the public are advised to take precautions
to safeguard their homes and other property in the event of a storm. During a hurricane the
central electricity supply will be turned off, and every household should therefore be provided with
@ hurricane lantern or a flash light (or preferably with both) which should be checked regularly
and kept in working order throughout the hurricane season.
2. Owners of harometers should take readings daily at 10 a.m., 4 p.m. and 10 p.m.
Any change lower than the usual diurnal one of 0°10 inch should be regarded with suspicion.
3. The masters or agents of vessels ifin doubt should communicate with the Harbour
Master for information.
4. When barring up a house, on indication of bad weather, begin with the side facing
the direction of the prevailing wind, which varies from North West to North East. Should the
eentre of a storm pa.as over the island there will be a short period of calm during which the
Northern side of the building could be opened up and the Southern and Westerly sides closed.
Very often there is no calm, and under such circumstances it is wise to have everything securely
fastened.
5. The United States Weather Bureau at San Juan, Puerto Rico, issues regular weather
reports for the Eastern Caribbean which are broadcast in Spanish and English daily throughout the
fhurricane season by several radio stations in Puerto Kico.
Storm Warning Signals.
AT DAY—The following signals displayed at the Harbour Master’s Office, Goat Hill, Ottos Hill,
(Michael’s Mount) Police Headanarters and other Police stations in the Island
denote the approach of disturbed weather:—-
A. A RED FLAG with black square in centre means Tropical disturbance reported;
likely to atfect island of Antigua—CAUTION ADVISED.
B. TWO RED FLAGS, with black squares in centre—HURRICANE SIGNAL—
DANGER EXPECTED.
C. RED PENNANT when hoisted to serve as SMALL CRAFT WARNING only.
AT NIGHT.
A. TWO DETONATING ROCKETS will be Fired from the Harbour Master’s Office
to warn shipping.
B. A RED LIGHT will be displayed at Police Stations.
DAY & NIGHT.
The Police will go through St. John’s and Villages sounding their whistles.
Telephone Exchanges will inform subscribers.
After a hurricane warning has been received the news will be broadcast by The
Antigua Broadcasting Service (620 kilocycles) at regular intervals:—9 a.m.,
5 p.m. and more often if necessary.

The Coolidge Airport Regulations, 1964, dated 6th August,
1964, made by the Administrator under sections of the
Aerodromes Ordinance, 1952 (No. 6 of 1952.
[Gazetted 27th August, 1964. ]
1. Short Title. These Regulations muy- be cited as
the Cuolidge Airport Regulations, 1964.
2. Interpretation. Th these Regulations—
“airport†means that area of land at Coolidge Field
situated in the Parish of Saint George in the Island of
Antigua together with all the buildings thereon, designed,
equipped or set apart or commonly used as an airfield or
aerodrome and almost entirely enclosed by a wire fence.
‘livestock’ includes any horse, mule, ass, swine,
sheep, goat, deer, dog, cat, and any animal of the bovine
species ;
“‘ Manager †means the Manager of Coolidge Airport;
“ Minister †means the member of Executive Council
‘responsible for the subject of Communication ;
“motor vehicleâ€, ‘“ vehicleâ€, ‘motor lorryâ€, and
‘public service vehicle†shall have the meaning respec-
tively assigned to them under the Vehicles and Road
Traffic Ordinance, 1946; (5/1946).
“parking area†means a place defined by metal studs
or lines on the ground and provided for the purpose of
parking any class of vehicle;

ControL oF AIRPORT
3. (1) All persons on any part of the property compris-
ing the airport shall be governed by the provisions prescribed
in these Regulations and by orders and instructions of the
Manager relative to the use or occupation of any part of the
property comprising the airport.
(2) The Manager may, with the approval of the Adminis-
trator delegate such authority as may be necessary to such
person or persons as may be approved for the purpose, to ensure
the smooth and efficient operation of the airport at all times.
PART II
RESTRICTED AREAS AND PLACES.
4. (1) The following buildings and places at the airport,
that is to say—
The Control Tower
The Aerophare
The Fuel Installations
The Runways
The Over-runs
The Parking Apron
The Radio Room
The Transmitter Building
The Revolving Beacon
The Strips
The Taxiways
are herby declared to be restricted areas and places.
(2) No person shall enter or be in any restricted area or
place except with the general or specific written permission of
the Manager permitting him to be in such area or place.
5. No person shall enter or be upon any part of the
airport (including any part of the Terminal building) appointed
by the Collector of Customs by notice in writing under his
hand to be a customs area for the purposes of these Regulations
except—
(a) persons assigned to duty therein;
(6) authorised representatives of the Government;
(c) persons authorised by the Manager;
(d) passengers entering therein for the purposes of im-
migration and customs control; and
(e) persons authorised by the Collector of Customs or his
representative.
6. (1) No person shall drive a vehicle on any runway,
any strip, any stopway or clearway, any of the taxiways or any
parking apron unless he shall be in possession of a permit signed
by the Manager permitting him to drive a vehicle over such
place.
(2) The Manager may at any time cancel any permit
issued by him under this Part of these Regulations by giving
to the holder of the permit notice to that effect.
PART III
ConTROL OF TRAFFIC.
7. Drivers of public service vehicles shall on arrival at
the airport park their vehicles in the appropriate parking aren
provided for that class of vehicle, or if so directed by the
Manager or by a person authorised by the Manager or by a
police officer, they shall park such vehicles in accordance with
any direction given by such person.
8. (1) (a) Drivers of public service vehicles shall remain
with their vehicles on the place where such vehicles are parked
when passengers are passing through immigration.
‘“(b) A driver of a public service vehicle who is not
plying for hire shall on urrival at the airport purk his
vehicle in the area provided for private motor vehicles or
for public service vehicles not for hire and in case he has
arrived at the airport to meet a passenger he shall so inform
the airport official on duty or a police officer.â€â€™
(2) No driver of a public service vehicle shall at
the airport ply for hire or attempt to ply for hire from the air-
port unless he is the holder of a permit granted by the Manager.
(3) The Manager shall grant a permit to the driver of a
public service vehicle for the purposes of this regulation.
(4) The Manager may cancel any permit granted by him
under this regulation if the holder thereof is convicted of an
offence against uny of these Regulations: Provided that the
Manager shall inform him of the substance of what is alleged
against him and shall consider any explanations or representa-

tions made by him in writing in connection. with the proposed
cancellation within seven days thereafter. If the holder of the
perrit notifies the Manager that he wishes to make oral rep-
resentation and also adduce witnesses in connection with the
proposed cancellation the Manager shall hear such representation
and any witnesses who are adduced and determine the matter
in dispute.
(5) Cancellation of the permit may be effected by notice
to the holder and on such cancellation the holder shall forthwith
surrender his permit to the Manager.
The permit of a driver of a public service vehicle shall not
be valid during any period in which the holder is not the holder
of a driving permit under the Vehicles and Road Traftic Ordi-
nance, 1946.
(6) When a permit has been cancelled under this regula-
tion it shall be in the discretion of the Manager to refuse to
grant any further permit under this regulation to that person
during « period of six months commencing from the date of
the cancellation.
(7) (a) Notwithstanding anything in this regulation the
Manager may at any time suspend for a period not exceeding
six months or cancel any permit granted by him if it appears to
him, after giving the holder thereof an opportunity of being
heard, that he has been guilty of any offence under these Regu-
lations. The person to whom the permit had been issued shall
have a right of appeal to the Minister whose decision shall be
final.
(6) When a permit has been suspended or cancelled under
this regulation it shall be in the discretion of the Manager to
refuse to grant any further permit under the preceding regula-
tion to that person during a period of six months commencing
from the date of suspension or cancellation.
9. Except with the permission of the Manager or ofa
person authorised by the Manager or of a police officer, drivers
of public service vehicles shall not leave their vehicles on the
airport longer than is reasonably necessary for the transaction
of the business for the purpose of which they were brought
there.
10. Drivers of public service vehicles shall not pick up
or set down passengers or passengers’ baggage except at such
places as the Manager or 2 person authorised by the Manager
or a police officer may from time to time dircct.

11. Drivers of public service vehicles shall, when picking
up or setting down passengers comply with any directions given
to them by the Manager or by « person authorised by the
Manager or by a police officer. —
12. Drivers of motor vehicles awaiting the arrival of
passengers shall park their cars in the uppropriate parking area
provided for that class of vehicle or if so directed by the Man-
ager or by a person authorised by the Manager or by a police
officer, they shall park their cars in accordance with any direction
given by such person.
13. Drivers of motor vehicles shall not pick up or set
down passengers except at such places as the Manager ora
person authorised by the Manager or a police officer may from
time to time direct.
14. No person shall drive a motor lorry or cart into the
airport except for the purpose of delivering passengers’ baggage
or other goods to the airport or of collecting the same therefrom.
15. No driver of « vehicle shall drive or place a motor
vehicle carelessly or dangerously or without due consideration
for persons using the airport.
16. Every driver of a vehicle shall stop when required
by the Manager or. by a person authorised by the Manager or
by a police officer to do so.
17. [very driver of a vehicle shall forthwith report to
the Manager, or to 4 person authorised by the Manager or toa
police officer, any accident in which the vehicle is involved on
the airport.
18. livery driver of a vehicle which is involved in an
accident on the airport shall give his name and address and the
name and address of the owner of the vehicle to the Manager,
or to a person authorised by the Munager or to a police officer.
19. Every driver of a vehicle shall comply with every
direction for the regulation of traffic given by the Manager or
by a person authorised by the Manager or by a police officer or
a traffic sign.
20. The driver of any vehicle shall remove the vehicle
from any parking area when required to do so by the Manager
or by a person authorised by the Manager or by a police officer,
21. Except with the permission of the Manager or of a
person authorised by the Manager or of a police officer, no
driver of a vehicle shali take the vehicle elsewhere than in a
place provided for the passage or accommodation of such vehicle.
22. Except with the permission of the Manager or of a
person authorised by the Manager or of «a police officer, no
driver of a vehicle shall take a motor vehicle intoa hangar used
for the maintenance or storage of aircraft.
PART IV
Prouipitep Acts.
28. Within the airport no person shall:—
(i)

obstruct or interfere with the proper use of the
airport;
obstruct any person acting in the execution of his
duty in relation to the airport;
remain on the airport after having been required
by the Manager or by a person authorised by the
Manager or by a police officer to leave it;
allow any vehicle or animal to be on the airport
after having been required to remove it by the
Manager or by a person authorised by the Man-
ager or by a police officer;
board or attempt to board any aircraft without
the authority of the person in charge of it;
tamper or interfere with any aircraft or anything
used in connection with an aircraft;
smoke in or otherwise bring or light any naked
light into or in—
(a) any plgce where any such act is prohibited
by notice, or
(6) any place within fifty feet of an aircraft or a
store of liquid fuel or explosives;
do any act causing or tending to cause an
outbreak of fire;
throw, leave or drop anything capable of causing
Injury to any person or property;

(x) climb any wall, fence, barrier, railing or post;
(xi) wilfully give a false fire or ambulance alarm;
(xii) fail to place an aircraft in the place and position
/ appointed by the Manager or by a person
authorised by the Manager;
(xiii) fail to moor properly or otherwise secure any
stationary aircraft which is not in a hangar;
(xiv) walk on or otherwise damage any flowerbed or
lawn or anything growing therein;
(xv) remove, pick or otherwise damage any tree,
shrub or plant;
(xvi) fail to keep any animal under control;
(xvii) swear or use abusive, threatening or indecent
language;

(xviii) behave in un indecent or disorderly manner;
(xix) be intoxicated;
(xx) drop or leave litter except in a receptacle provided
for the purpose;
(xxi) abandon any property on the airport;
(xxii) use a sanitary convenience on the airport other-
wise than in a clean and sanitary manner;
(xxiii) engage in gambling in any form or operate
gambling devices anywhere on the airport.
PART V.
Acts Requiring PERMISSION.
24. (1) No person shall carry on any trade or business
on the airport except with the approval of the Administrator
and under such terms and conditions as may be prescribed. °
(2) Within the airport, except with the permission of the
Manager or of a person authorised by the Manager, no person
shall:—
(i) enter or leave the airport otherwise than through
aj gate or entrance for the time being provided
for that purpose;

enter any part of the airport other than a place or
building to which members of the public are for
the time being admitted;
remove, displace, damage, deface, erect or alter
any building, structure or other property,
whether movable or immovable (including any
notice), forming part of or provided for or in
connection with the airport;
dig, soil or cut or remove grass, or lay any cable,
wire or pipe;
graze animals;
sell or distribute anything, offer anything for sale
or hire or make any offer of services except on
premises which the person so selling, distributing
or offering or making such offer is authorised to
occupy and in accordance with the terms of his
occu pation;
exhibit any notice or advertisement except on
premises which the person exhibiting it is
authorised to occupy and in accordance with the
terms of his occupation ;
run an aircraft engine in a hangar;
fill or discharge from any container (including
any part of a vehicle) liquid fuel elsewhere than
in a place approved for that purpose;
light a fire elsewhere than in a place constructed
for that purpose;
tuke still, motion or sound pictures for commer-
cial purposes on the airport;
carry any firearms, explosives or inflammable
materials on the airport unless he is a member of
the Armed Forces on official duty and duly
authorised to do so;
solicit for any purpose on the airport.
PART VI.
GENERAL.
25. Any person finding a lost article on the airport
shall deposit it with the Manager or at the Police Station at
Coolidge Airport or at Police Headquarters in St. John’s,

26. (1) It shall be lawful for the Manager or a person
authorised by the Manager or u police officer to tcize and to
impound any livestock found straying or tethered on the
airport.
(2) This regulation shall not apply in respect of any
animal which has arrived by air or is intended for despatch by
air at the airport and which is restrained by leash or confined in
such other manner as to be under control.
27. Any person suspected of an offence against any of
these regulations shall upon being requested so to do by the
Manager or by a person authori sed by the Manager or by a
police officer correctly state his name and address and the.
purpose of his being on the airport.
28. Any police officer who sees any person committing
an offence against these Regulations may arrest euch person
and bring him or cause him to be brought before a Magistrate.
29. (1) No persons exceit duly authorised members of
the Armed Forces on official duty shall carry firearie,
explosives or inflammable materials on the airport without the
written permission of the Manager.
(2) All persons other than the excepted class shall
surrender all such objects in their possession to the police at
the airport.
(3) The Government and the Manager assume no respon-
sibility for any loss of or damage to any such objects so
surrendered to the police.
PART VII
PENALTIES.
30.
provisions of these Regulations or with any direction given
thereunder shall be guilty of an offence and shall -be liable on
summary conviction to a fine not exeeeding forty-eight dollars
and in the case of a second or subsequent conviction for the
like offence to a fine not exceeding ninety-six dollars.
