Hurricane Precautions, 1964.



1. At the beginning of the Hurricane Season the public are advised to take precautions
to safeguard their homes and other property in the event of a storm. During a hurricane the
central electricity supply will be turned off, and every household should therefore be provided with
@ hurricane lantern or a flash light (or preferably with both) which should be checked regularly
and kept in working order throughout the hurricane season.

2. Owners of barometers should take readings daily at 19 a.m., 4 pam. and 10 p.m,
Any change lower than the usnal diurnal one of 0°10 inch should be regarded with suspicion.

3. The masters or agenis of vessels ifin doubt should communicate with the Harbour
Master for information.

4. When barring up a house, on indication of bad weather, begin with the side facing
the direction of the prevailing wind, which varies from North West to North East. Should the
centre of a storm pass over the island there will be a sbort period of calm during which the
Worthern side of the building could be opened up and the Southern and Westerly sides closed.
Very often there is no calm, and under such circumstances it is wise to have everything securely
fastened.

5. The United States Weather Bureau at San Juan, Puerto Ric>, issues regular weather
reports for the bastern Caribbean which are broadcast in Spanish and English daily throughout the
hurricane season by several radio stations in Puerto K ico.

Storm Warning Signals.

AT DAY—The following signals displayed at the [larbour Master’s Office, Goat Hill, Oxtos Hill,
(Michael’s Mount) Police Headquarters and other Police stations in the Island
denote the approach of disturbed weather:—-

A. A RED FLAG with black square in centre means ‘Tropical disturbance reported ;
likely to affect island of Antigua—CAUTION ADVISED.

B. TWO RED FLAGS, with black squares in centre—-HURRICANE siGNAL—
DANGER EXPECTED.

C. RED PENNANT when hoisted to serve as SMALL CRAFT WARNING only.
AT NIGHT. .

A. TWO DETONATING ROCKETS will be Fired from the Harbour Master’s Office
to warn shipping

B. A RED LIGHT will be displayed at Police Stations.
DAY & NIGHT. |
The Police will go through St. John’s and Villages sounding their whistles.
Telephone Exchanges will inform subscribers. .

After a hurricane warning has been received the news will be broadcast by The
Antigua Broadcasting Service (620 kilocycles) at regular intervals:—9 a.m.,
5 p.m. and more often if necessary.

BRITISH NATIONALITY
The British Nationality Regulations 1964

Made eee 11th May 1964
Coming into Operation 25th May 1964

In pursuance of the power conferred upon me by section 29(1) of the
British Nationality Act 1948(a), as extended by section 3(2) of the British
Nationality Act 1964(b). I hereby make with the consent, so far us Regula-
tion 2 is concerned, of the Treasury the following Regulations:—

Applications for reyistration under section 1 of the Act of 1964

1.—(1) An application for registration as a citizen of the United Kingdom
and Colonies made under section 1 of the Act of 1964 shall be in the form
set ont in Annex A to these Regulations.

(2) An application made in aceordance with paragraph (1) of this Regula-
tion shall be made— ,

(a) if the applicant is resident in any of the Channel Islands, the Isle of
Man, a colony, a protectorate or a protected state to which the provisions
of section 8 of the Act of 1948 relating to protectorates are extended by
Order in Council made under section 30 thereof, to the Governor;

(b) if the applicant has such a qualifying connection as “is mentioned in
section 1 of the Act of 1964 and is resident in a country mentioned ip
section 1(3) of the Act of 1948 in which there is a High Commissioner
for Her Majesty’s government in the United Kingdom, to the High
Commissioner in that country;

(c) in any other case, to the Secretary of State at the Home Office in
London.

(3) The registration of a person as a citizen of the United Kingdom and
Colonies in pursuance of an application made in accordance with paragraph (1)
of this Regulation shall be effected at such place as the person to whom the
application is made may direct.

Application of the Regulations of 1948 and 1958

2.—(1) The provisions of the Regulations of 1948 and of the Regulations
of 1958 which are mentioned in paragraph (2) of this Regulation shall apply
in relation to applications made in accordance with Regulation i of these
Regulations as they apply in relation to applications made in accordance
with the Regulations of 1948 under section 6 of the Act of 1948.

(2) The provisions referred to in paragraph (1) of this Regulation are-—

(a) Regulation 15 of the Regulations of 1948 (which relates to the variation

ef forms);

(>) Regulation 17 of the Regulations of 1948 (which relates to the

witnessing of applications);

(a) 11 & 12 Geo, 6c. 56 — (b) 1964.0. 22,

(c) Regulation 19(1) of the Regulations of 1948, in so far as it relates to
the fees for witnessing the signing of an application and for supplying
a certified copy of a dovument;

(d) Regulation 5(2) of the Regulations of 1958 (which provides that in
certain circumstances the registration of person as a citizen of the
United Kingdom and Colonies under section 6 of the Act of 1948 shall
be effected at such place as the Secretary of State may direct).

Replacement of Regulation 11 and Schedule 6 to the Regulations of 1948

3.—(1) For Regulation 11 of the Regulations of 1948 there shall be
substituted the following Regulation:—

“Declaration 11.—(1) A declaration of renunciation of citizenship of the

en aa United Kingdom and Colonies made under section 19(1) of the

citizenship. Act (including that section as extended by section 2 of the British
Nationality Act 1964) shall be in the form set ont in Schedule 6
hereto.

(2) A declaration made in accordance with paragraph (1) of

this Regulation shall be made—

(a) if the declarant is resident in a country mentioned in
section 1(3) of this Act in which there is a High Com-
missioner for Her Majesty's government in the United
Kingdom, to the High Commissioner in that country;

(6) in any other case, to the Secrétary of State at. the Home
Office in London.

(3) A declaration made in accordance with the said para-

graph (1) shall, subject to the provisions of the said section 19(1),
be registered at such place as the person to whom the declaration
is made may direct.”
(2) For Schedule 6 to the Regulations of 1948 there shall be substituted
the Schedule set out in Annex B to these Regulations.

Interpretation /

4.—(1) In these Regulations, unless the context otherwise requires, the
following expressions have the meanings hereby respectively ascribed to
them, that is to say:—

“the Act of 1948” means the British Nationality Act 1948;

“the Act of 1964” means the British Nationality Act 1964;

“Governor” has, in relation to a protected state to which the provi-
sions of section 8 of the Act of 1948 relating to protectorates ure extended
by Order in Council made under section 30 of that Act, the same meaning
a3 inthe Order;

“the Regulations of 1948” means the British Nationality Regulations
1918(q@), as amended(b);

“the Regulations of 1958” means the British Nationality Regulations
1958(c), as amended(d).

5. These Regulations may be cited as the British Nationality Regulations
1964 and ghall come into operation on 25th May 1964.

Application for registration as a citizen of the United Kingdom and Colonies
under section 1 of the-Act of 1964 made by a person who has ceased to be a
ctlizen of the United Kingdon and Colonies as a result of a declaration of
renunciation for the purpose of remaining or becoming a citizen of a country
mentioned in section 1 (3) ofthe Act of 1948.”

EXPLANATORY NOTE

(This Note is not part of the Regulations, but itis intended to indicate
their general purport.)

Regulations 1 and 2 relate to applications for registration as a citizen of the
United Kingdom and Colonies under section 1 of the British Nationality Act 1964
by a person who has ceased to be such a citizen asa result of a declaration of
renunciation made with the object of acquiring or retaining the citizenship of a
Commonwealth country. Regulation 3 amends the provisions of the British
Nationality Regulations 1948 relating to the making of declarations of renunciation
of citizenship under section 19 of the British Nationality Act 1948 consequent upon
section 2 of the Act of 1964 (which enables citizenship to be renounced under
section 19 of the Act of 1948 by a person who, although not a citizen or national
of another country, oan show that he is about to become one).

BILL FOR

An Ordinance to anthorise the raising of a loan or
loans to provide funds to meet the cost of finan-
cing the extension of the electricity system.

WHEREAS it is expedient. to raise a loan or
loans of four million eight hundred thousand dollars
for the purposes specified in the Schedule hereto.

Be it enacted by the Queen’s Most Excellent
Majesty, by and with the advice and consent of the
Legislative Council of Antigua, and by the authority
of the seme as follows:—

1. This Ordinance may be cited as the Elec-
tricity (oun) Ordinance, 1964.

2. In this Ordinance the expression “ terri-

tory” means the Colony of Antigua.

8. It shall be lawful for the Administrator,
and. he is hereby authorised from time to time as he
may require the same, to borrow from any person or
persons, body or bodies politi¢ or corporate, willing

by the authority of the same as follows:—

1. This Ordinance may be cited as the
Supplementary Appropriation (No. 2) Ordinance,
1964.

2. The various sums of money set forth in
the Schedule to this Ordinance amounting in all
to the sum of Nineteen thousand and thirty three
dollars in addition to the sums granted by the
Appropriation Ordinance, 1964, shall be and the
same are hereby declared to be charged upon and
made payable from and out of the public funds
of the Colony and the Accountant General is

OBJECTS AND REASONS

The object of this Bill is set out in its long title. The
supplementary recurrent expenditure is required to authorise
increases in certain regional contributions and two small new
services not previously provided for, all such expenditure being
offset by savings required elsewhere.

2. The supplementary capital expenditure is required to
provide for further expenditure to be met from C.D. & W
Schemes and for the furnishing of the Leeward Islands Train-
ing College staff quarters to be met from savings in the
recurrent budget of that College.

Hurricane Precautions, 1964.



1. At the beginning of the Hurricane Season the public are advised to take precautions
to safeguard their homes and other property in the event of a storm. During a hurricane the
central electricity supply will be turned off, and every household should therefore be provided with
@ hurricane lantern or a flash light (or preferably with both) which should be checked regularly
and kept in working order throughout the hurricane season.

2. Owners of barometers should take readings daily at 19 a.m., 4 pam. and 10 p.m,
Any change lower than the usnal diurnal one of 0°10 inch should be regarded with suspicion.

3. The masters or agenis of vessels ifin doubt should communicate with the Harbour
Master for information.

4. When barring up a house, on indication of bad weather, begin with the side facing
the direction of the prevailing wind, which varies from North West to North East. Should the
centre of a storm pass over the island there will be a sbort period of calm during which the
Worthern side of the building could be opened up and the Southern and Westerly sides closed.
Very often there is no calm, and under such circumstances it is wise to have everything securely
fastened.

5. The United States Weather Bureau at San Juan, Puerto Ric>, issues regular weather
reports for the bastern Caribbean which are broadcast in Spanish and English daily throughout the
hurricane season by several radio stations in Puerto K ico.

Storm Warning Signals.

AT DAY—The following signals displayed at the [larbour Master’s Office, Goat Hill, Oxtos Hill,
(Michael’s Mount) Police Headquarters and other Police stations in the Island
denote the approach of disturbed weather:—-

A. A RED FLAG with black square in centre means ‘Tropical disturbance reported ;
likely to affect island of Antigua—CAUTION ADVISED.

B. TWO RED FLAGS, with black squares in centre—-HURRICANE siGNAL—
DANGER EXPECTED.

C. RED PENNANT when hoisted to serve as SMALL CRAFT WARNING only.
AT NIGHT. .

A. TWO DETONATING ROCKETS will be Fired from the Harbour Master’s Office
to warn shipping

B. A RED LIGHT will be displayed at Police Stations.
DAY & NIGHT. |
The Police will go through St. John’s and Villages sounding their whistles.
Telephone Exchanges will inform subscribers. .

After a hurricane warning has been received the news will be broadcast by The
Antigua Broadcasting Service (620 kilocycles) at regular intervals:—9 a.m.,
5 p.m. and more often if necessary.

The British Nationality Regulations 1964

Made eee 11th May 1964
Coming into Operation 25th May 1964

In pursuance of the power conferred upon me by section 29(1) of the
British Nationality Act 1948(a), as extended by section 3(2) of the British
Nationality Act 1964(b). I hereby make with the consent, so far us Regula-
tion 2 is concerned, of the Treasury the following Regulations:—

Applications for reyistration under section 1 of the Act of 1964

1.—(1) An application for registration as a citizen of the United Kingdom
and Colonies made under section 1 of the Act of 1964 shall be in the form
set ont in Annex A to these Regulations.

(2) An application made in aceordance with paragraph (1) of this Regula-
tion shall be made— ,

(a) if the applicant is resident in any of the Channel Islands, the Isle of
Man, a colony, a protectorate or a protected state to which the provisions
of section 8 of the Act of 1948 relating to protectorates are extended by
Order in Council made under section 30 thereof, to the Governor;

(b) if the applicant has such a qualifying connection as “is mentioned in
section 1 of the Act of 1964 and is resident in a country mentioned ip
section 1(3) of the Act of 1948 in which there is a High Commissioner
for Her Majesty’s government in the United Kingdom, to the High
Commissioner in that country;

(c) in any other case, to the Secretary of State at the Home Office in
London.

(3) The registration of a person as a citizen of the United Kingdom and
Colonies in pursuance of an application made in accordance with paragraph (1)
of this Regulation shall be effected at such place as the person to whom the
application is made may direct.

Application of the Regulations of 1948 and 1958

2.—(1) The provisions of the Regulations of 1948 and of the Regulations
of 1958 which are mentioned in paragraph (2) of this Regulation shall apply
in relation to applications made in accordance with Regulation i of these
Regulations as they apply in relation to applications made in accordance
with the Regulations of 1948 under section 6 of the Act of 1948.

(2) The provisions referred to in paragraph (1) of this Regulation are-—

(a) Regulation 15 of the Regulations of 1948 (which relates to the variation

ef forms);

(>) Regulation 17 of the Regulations of 1948 (which relates to the

witnessing of applications);

(c) Regulation 19(1) of the Regulations of 1948, in so far as it relates to
the fees for witnessing the signing of an application and for supplying
a certified copy of a dovument;

(d) Regulation 5(2) of the Regulations of 1958 (which provides that in
certain circumstances the registration of person as a citizen of the
United Kingdom and Colonies under section 6 of the Act of 1948 shall
be effected at such place as the Secretary of State may direct).

Replacement of Regulation 11 and Schedule 6 to the Regulations of 1948

3.—(1) For Regulation 11 of the Regulations of 1948 there shall be
substituted the following Regulation:—

“Declaration 11.—(1) A declaration of renunciation of citizenship of the

en aa United Kingdom and Colonies made under section 19(1) of the

citizenship. Act (including that section as extended by section 2 of the British
Nationality Act 1964) shall be in the form set ont in Schedule 6
hereto.

(2) A declaration made in accordance with paragraph (1) of

this Regulation shall be made—

(a) if the declarant is resident in a country mentioned in
section 1(3) of this Act in which there is a High Com-
missioner for Her Majesty's government in the United
Kingdom, to the High Commissioner in that country;

(6) in any other case, to the Secrétary of State at. the Home
Office in London.

(3) A declaration made in accordance with the said para-

graph (1) shall, subject to the provisions of the said section 19(1),
be registered at such place as the person to whom the declaration
is made may direct.”
(2) For Schedule 6 to the Regulations of 1948 there shall be substituted
the Schedule set out in Annex B to these Regulations.

Interpretation /

4.—(1) In these Regulations, unless the context otherwise requires, the
following expressions have the meanings hereby respectively ascribed to
them, that is to say:—

“the Act of 1948” means the British Nationality Act 1948;

“the Act of 1964” means the British Nationality Act 1964;

“Governor” has, in relation to a protected state to which the provi-
sions of section 8 of the Act of 1948 relating to protectorates ure extended
by Order in Council made under section 30 of that Act, the same meaning
a3 inthe Order;

“the Regulations of 1948” means the British Nationality Regulations
1918(q@), as amended(b);

“the Regulations of 1958” means the British Nationality Regulations
1958(c), as amended(d).

EXPLANATORY NOTE

(This Note is not part of the Regulations, but itis intended to indicate
their general purport.)

Regulations 1 and 2 relate to applications for registration as a citizen of the
United Kingdom and Colonies under section 1 of the British Nationality Act 1964
by a person who has ceased to be such a citizen asa result of a declaration of
renunciation made with the object of acquiring or retaining the citizenship of a
Commonwealth country. Regulation 3 amends the provisions of the British
Nationality Regulations 1948 relating to the making of declarations of renunciation
of citizenship under section 19 of the British Nationality Act 1948 consequent upon
section 2 of the Act of 1964 (which enables citizenship to be renounced under
section 19 of the Act of 1948 by a person who, although not a citizen or national
of another country, oan show that he is about to become one).

BILL FOR

An Ordinance to anthorise the raising of a loan or
loans to provide funds to meet the cost of finan-
cing the extension of the electricity system.

[1st July, 1964 |

WHEREAS it is expedient. to raise a loan or
loans of four million eight hundred thousand dollars
for the purposes specified in the Schedule hereto.

Be it enacted by the Queen’s Most Excellent
Majesty, by and with the advice and consent of the
Legislative Council of Antigua, and by the authority
of the seme as follows:—

1. This Ordinance may be cited as the Elec-
tricity (oun) Ordinance, 1964.

2. In this Ordinance the expression “ terri-

tory” means the Colony of Antigua.

8. It shall be lawful for the Administrator,
and. he is hereby authorised from time to time as he
may require the same, to borrow from any person or
persons, body or bodies politi¢ or corporate, willing

by the authority of the same as follows:—

1. This Ordinance may be cited as the
Supplementary Appropriation (No. 2) Ordinance,
1964.

2. The various sums of money set forth in
the Schedule to this Ordinance amounting in all
to the sum of Nineteen thousand and thirty three
dollars in addition to the sums granted by the
Appropriation Ordinance, 1964, shall be and the
same are hereby declared to be charged upon and
made payable from and out of the public funds
of the Colony and the Accountant General is

OBJECTS AND REASONS

The object of this Bill is set out in its long title. The
supplementary recurrent expenditure is required to authorise
increases in certain regional contributions and two small new
services not previously provided for, all such expenditure being
offset by savings required elsewhere.

2. The supplementary capital expenditure is required to
provide for further expenditure to be met from C.D. & W
Schemes and for the furnishing of the Leeward Islands Train-
ing College staff quarters to be met from savings in the
recurrent budget of that College.
