The Secretary of State for the
Colonies in pursuance of the provi-
sions under Section 4(1) of the Wind-
ward and Leeward Islands (Courts)
Order in Council. 1959, as amended
by Tue West Indies (Dissolution and
Interim Commissioner) Order in

At the Sixteenth Oils and Fats
Conference held in Barbados in
Februzry, 1963, it was agreed that
there should be a new Oils and Fats
Agreement for a period of three
years from 1st February, 1963 to 31st
January, 1966, and that thix new
Agreement should operate broadly
along the same lines as the Oils and
Fats Avreement of loth January,
1960.
The object of the Agreement is:—
(i) to uphold and encourage the
extension of the coconut indus-
try in the Arena by providing
means whereby «a reasonably
renumerative and stable return
may be received by all growers
of coconuts having regard to the
world price of copra — this
objective being deemed to have
been achieved when all the copra

and raw oil produced is being
consumed within the area at a
price satisfactory to growers and
consumers slike:
(ii) to encourage in the Ares the
manufacture of oils and fats, and
thereby to assist in the develop-
ment of second:ry industries to
meet the needs and to raise the
living standards of the rapidly
increasing populations;
(iii) in order to achieve the two
abovementioned objectives, to
rectiate trade in oils and fats
between the territories within
the Area and between the Area
and other countries,
Since the last Conference, two
Governments have withdrawn from
the Agreement, namely, St. Kitts and
Montserrat, The present participants
are — Trinidad & Tobago, British
Guiana, Barbados, Grenada, St. Vin-
cent, St. Lucia and Dominica.
It was agreed at the Common
Services Conference held in Trinidad
in July 1962, that the fnnetions
formerly carried out by the Federal
Ministry of Trade and Industry in
relation to the Agreement should be
transferred to the Secretariat of the
Regional Council of Ministers, and a
Conference, which is expected to last
one to two daya, is heing convened to
commence at 9.30 a.m. on Thursday,
30th January. 1964, at “ Sherbourneâ€,
Two Mil» Hill, St. Michael, Barbados.
The names of delegates and advis-
ers will be announced later.
Among the items for discussion
will be the approval of the draft Oil
and Fats Agreement LY63--1966; the
Area export price of copra and oil for
1964, and consideration of the statis-
tics of the Area Oils and Fats Indus-
try.

ment to the post of Master, Chief
Petty Officer, Leper Home, Medical
Departient.
Appointment:
The post is peusionable and is
subject to three years proba-
tion. The officer will be subject
to Volomiai Regulations and to
Statutory Ruics and Orders and
General Orders in force in the
Colony from time to time. The
appointment will be subject to
physical fitness.
“The salary of the post is in scale
$1920x96-2304.
Duties of the Post:
‘The Master shall reside at the
home in quarters provided, and
have full charge during the ab-
sence of the Medical Officer
(Institution). He shall have
control of the matron, male and
female staff of the institution,
and shall report to the Medical
Officer (Institution) any breach
of the rules. He shall wear
uniform when on duty. He
shall report immediately to the
Medical Officer (Institution)
any illness of any inmate and
see shall that all instructions
for medical treatment of the
sick inmates are carried out.
He shall report immediately to
the M. O. (I) any death, and
make all arrangerents for the
burial of the dead iniate.
He shall be responsible for all
stores, clothing, and the like,
and for all deficiencies in the
syaine. He shallregularly
superintend the issue of food,
and shall take care that it is
wh lesome and good and in
accordance with the prescribed
dietary scale.
He shall endeavour to promote
economy and prevent waste,
He shall be responsible for the
earrring ont of the instructions
of the M.O. (1) regarding the
sanitation of the Home He
shall keep the accounts of the
Home and the following books:
The Register of Inmates, the
Daily Journal; the Storebook
(provisions) the Storebook
(other stores; the Visitor's
Bok. He shall make out all
vouchers and J. P. O’s in con-
nection with the Home. He
will have the control und care
of the generating plant.
He will pay the staff, and draw
the money for that purpose.
Leave:
Vecation leave will be granted
at the rate of 36 culender days
per year.

REPORT OF THE AUDITOR GENERAL OF TRINIDAD AND TOBAGO ON THE
ACOOUTS OF THE COMMISSIONERS OF CURRENCY, BRITISH CARIBBEAN
TERRITORIES (EASTERN GROUP) FOR THE YEAR ENDED
31ST DECEMBER. 1°62.
INCOME ACCOUNT
Expenditure incurred during the year was within the original and supplementary allocations
approved by the Board,
CURRENCY FUND
2. At 3st December, 1962 the balance of the Fund -vas $115,139,769.66, of which the portion
held in liquor form was $22,272,256.12 representing approximately 19.29 per centum of the Fund
balance.
3. Included in the balance of the Currency Fund at 31st December, 1963, was aun amount of
$42,000.00 representing the value of notes issued in exchange for soiled notes withdrawn but not yet
delivered to the Board. There was no outrizht transfer of cash or securities to the Fund in respect of
this issue which was made against securities valued $5,385,660.00 deposited with the Crown Agents by
Barclays Bank D.C.O. a3 a guarantee for such transactions, Therefore, the Board held a lien on these
securities to the value of $42,000.00 This value of securities under lien was also taken into account in
computing the amount transferred to the Fund from the Income Account under Article 4 (2) (¢) of the
Currency Agreement.
4. During 1968, the Secretary of State for Commonwealth Relations, acting in accordance with
Article 3 (4) (6) of the Agreement, ratifiel a resolution of the Board to the effect that, from 1962
onwards, the liquidity ratio of the Currency Fund be not limited in view of the impending liquidation of
the Board. A ten per cent (107%) limit was fixed previously.
CURRENCY SURPLUS ACCOUNT
5. [Lt was pointed out at paragraphs 3 and 4 of my Report for the year 1961 that an amount of
$2,446,896.01 representing the balance in the Surplus Accouut for the year 1960 had been shared
among participating Governments during 1961 on the basis of a revised scale agreed upon by the Board
of Commissioners, acting under the proviso at Article 5 (2) of the Agreement. It was agreed that this
surp!us shouid have been allocated according to the scale applicable at 3ist December, 1960 and that
steps to adjust the position be taken 0. distribution of the surplus for the year 1961.
6. An overpayment of $36,703.44 in respect of the 1960 surplus was recovered from the
allocation of the 1961 surplus to the Government of British Guiana. This sum was credited to a
Buspense account. I[t is understood that further adjustments will be made on distribution of the
amounts due to other Governments.
7. The 1962 Accounts of the Board do not reflect the inoorrect allocation of the 1960 surplus
commented on in paragraph 5 above.
ASSETS AND LIABILITIES

8. With reference to paragraph 6 of the previous Audit Report, it has been explained that, in the
event of the establishment of a new currency authority in the territory, these securities are redeemable
by the Governments of the territories concerned at nominal or per value. Consequently, the nominal
values of these securities are included in the accounts. The securities held by the Board have been seen.
CASH AND SECURITIES WITH CROWN AGENTS
9. The Certificate of the Comptroller and Auditor General in respect of cash and securities held
by the Crown Agents at 31st December, 1962 has been seen.
AUDITED STATEMENTS FROM PARTICIPATING GOVERNMENTS
10. Audited statements of currency transactions during the year 1962 have been received from
all parccipating Governments except the Government of St. Kits. However, verification of the
transactioas relating to this territory has been effected with the Vault Book Returns received by the
Executive Commissioner.

12. The Board which carried out the survey in Trinidad during the 2nd quarter of 1962 was not
properly constitued in that one of the members taking part in that survey was not specifically appointed
by tiie Governor in accordance with Regulation 20 (1) of the Currenoy (Notes) Regulations 1951.
13. Five surveys were held at St. Vincent during the year. However, none of these surveys was
in fact a surprise survey.
14. All Boards of Survey did not comply with Regulation 10 (4) of the Curreney (Coin) Regula-
tions 1955, as amended by paragraph 2 of the Currency (Coin) (Amendment) Regulations, 1960. In
instances where the contents of packages were not counted, the seals on all such packages were not
inspected by the relevant Board to ensure that they were intact. This matter was referred to at para-
graph 10 of my Report for the year 1961 and previously.

COMMENTS OF THE EXECUTIVE COMMISSIONER ON THE REPORT OF TITE AUDITOR
GENERAL OF TRINIDAD AND TOBAGO ON THE ACCOUNTS OF THE BOARD FOR
THE YEAR 1962.
1. Currency Sorrius Accounr: Paragraphs 5 and 6. The adjustment of the incorrect allo-
cation was made in 1963.
2. Boarps or Survey: Paragraphs 11 and 14. As pointed out in my cominents on previous
reports of the Auditor General-Boards of Survey are appointed by the Governor or Administrator of
each Territory participatiny in the Currency Agreement to examine stocks of currency held by the Board
of Commissioners of Currency in ench Territory, The Commissioners of Currency can therefore exercise
no control over the manner in which such surveys are effected. It has however been also pointed out in
previous years that it is not practicable to check the seals and denominations marked on each box of coin,
unless the contents of the coin, Vaults are removed and repacked at each survey, an operation which
would involve considerable time and expense, particularly at the Headquarters of the Board in Trinidad,
where test checks are effected at each survey. The decision as to whether such detailed check of each
box of coin is effected at each survey, however, rests entirely in the discretion of the Board making the
Survey over which as pointed out above the Commissioners of Currency have no control.
The attention of the Administrator of St. Lucia is being drawn to the remarks of the Auditor
‘General.
3. Paragraph 12. The attention of the Minister of Finance Trinidad and Tobago is being drawn
to the remarks of the Auditor General.
4. Paragraph 13. The Administrator of St. Vincent reported that a surprise survey was held in
that Territory on 28th December 1962. His attention is being drawn to the remarks of the Auditor
‘General.

1. This Ordinance may be cited as the Petro- short title

Ordinance the Government of Antigua may borrow
from time to time a sum or sums of money not ex-

2. ‘The principal Ordinance is amended by
the insertion immediately after Part VI thereof
of the folllowing Cross Headings and new
section :— ;
“PART VI A.

ead _ 68A. (1) Crossings for foot-
crossings. passengers may be established on
roads in accordance with the provi-
sions of this section.
(2) The Administrator may
make regulations with respect to the
precedence of vehicles and _ foot-
passengers respectively; and generally
with respect to the movememt of
trattic at and in the vicinity of a
crossing and with respect to the indi-
cation of the limits of a crossing by
marks on the roadway or otherwise,
and to the erection of traffic signs in
connection therewith.
(3) Different regulations may be
made under this section in relation to
different traffic conditions and in
particular, but without prejudice to
the generality of the foregoing words,
different regulations may be made in
relation to crossings in the vicinity of,
and at a distance from, a junction
of roads, and to traffic which is
controlled by~the police, and by
traffic signals, and by different kinds
of traffic signals, and which is not
controlled.
(4) Any person who contravenes
any regulations made under this sec-
tion shall be guilty of an offence and
liable to a fine not exceeding fifty
dollars or to imprisonment for a term
not exceeding three months and, in
the case of a second or subsequent

offence, to a fine not exceeding one
hundred dollars or to imprisonment
for a term not exceeding six months.
(5) In this section the expres-
sion -“ crossing ’’ means a crossing for
foot-passengers proposed by the
Board and approved by the Ad-
ministrator specifying either the
positions of the proposed crossings,
or the lengths of road, or the areas,
in which crossings are to be estab-
lished and indicated in accordance
with the regulations having effect
as respects that crossing.
(6) For the purposes of a prose-
cution for a contravention of any
of the provisions of a regulation
having effect as respects a crossing,
the crossing shall be deemed to be
established and indicated as aforesaid
unless the contrary is proved.â€

ENACTED by the Legislature of the Colony
of the Virgin Islands. :
1. This Ordinance may be cited as the Nurses
Registration Ordinance, 1963.
2. (1) For the purposes of this Ordinance
there shall be established a Nursing Council for the
Colony (in this Ordinance referred to as ‘the
Councilâ€), which shall be a body corporate by that
name with perpetual succession and a common seal.
(2) The Council shall be constituted in
accordance with the provisions contained in the
Schedule to this Ordinance.
(3) ‘The seal of the Couneil shall be authenti-
eated in the prescribed manner and any document
purporting to be sealed with the said seal so
authenticated shall be receivable in evidence of the
particulars stated in that document,

2. Nurses Registration. No. 2 of 1963.
3. (1) It shall be the duty of the Council to
form and keep a register of nurses for the sick (in
this Ordinance referred to as “the registerâ€)
subject to and in accordance with the provisions of
this Ordinance.
(2) The register shall consist of the following
parts:—
(a) a general part containing the names of all
female nurses who satisfy the conditions
of admission to that part of the register;
(6) any other prescribed part.
(3) A certificate under the scal of the Council
duly authenticated in the prescribed manner stating
that any person is, or was at any date, duly
registered under this Ordinance shall be evidence in
all courts of law of the fact stated in the certificate.
(4) Any reference in this Ordinance to the
register shall unless the context o' herwise requires,
be deemed to include a reference to any part of the
register, and the expression “ registered†shall be
construed accordingly.
4. (1) The Council shall make rules for the
following purposes:—
(a) for reguliting the formation, maintenance
and publication of the register;
(6) for regulating the conditions of adinission
to the register;
(c) for regulating the conduct of any
examinations which may be prescribed as
a condition of admission to the register,
aud any matters ancillary to or connected
With any such examinations;
(d) for prescribing the causes for which, the
conditions under which, and the manner
in which nurses may be fined, suspended
or removed from the register, the
procedure for the restoration to the
register of nurses who have been removed
therefrom, andthe fec to be payable on
such restoration :

(e) for regulating the summoning of meetings
of the Council and the proceedings
(including quorum) of the Council;
(7) for enabling the Council to constitute
committees and for authorising the
delegation to committees of any of the
powers of the Council, and for regulating
the proceedings (including quorum) of
committees;
(g) for prescribing fees of nurses duly
registered under this Ordinance and for
the payment and recovery thereof;
(A) generally for making provision with
respcct to any matters with respect to
which the Council think that provision
should be made for the purpose of carry-
ing this Ordinance into effect (including
provision with respect to the issue of
certificates to nurses registered under this
Ordinance and with respect to the uniform
or badge which may be worn by nurses so
registered), and for presc:ibing anything
which under this Ordinance is to be
prescribed.
(2) Rules under this section shall contain
provisions :—
(a) requiring as a condition of the admission
of any person to tie register that
that person shall have undergone the
preacribed training, and shall possess the
prescribed experience, in the nursing of
the sick;
(b) requiring that the prescribed training shall
be carried out in an institution approved
by the Council in that behalf;
(c) enabling persons who, within period of
two years after the date on which the
rules to be made under the provisions of
this paragraph first come into operation,
make an application in that behalf (in this
Ordinance referred to as “un existing
practitioner’s application ’’) to be admitted

to the register on producing evidence to
the satisfaction of the Council that they
are of good churaeter, are of the prescribed
age, are persons who were for at least
three years before the first day of
January, nineteen hundred and sixty-two
bona fide engaged in practice as nurses
in attendance of the sick, under conditions
which appear to the Council to be
satisfactory for the purposes of this
provision and have adequate knowledge
and experience of the nursing of the sick.
(3) Rules made by the Council shall not take
effect until they have been approved by the
Administrator in Council.
5. (1) The Council may, with the previous
sanction of the Administrator in Council, appoint a
person to act as Secretary and Treasurer of the
Council, and may, subject to the consent of the
Administrator in Council as te numbers, employ
such other officers as the Council consider necessary.
(2) Any expenses incurred by the Council
in carrying this Ordinance into effect, including
expenses in connection with examinations under
this Ordinance (and subject as hereinafter provided,
the travelling expenses of and sums paid on account
. of subsistence allowance to members of the Council)
shall be defrayed out of the sums received by the
Council under this Ordinance.
(3) The accounts of the Council shall be
audited in such manner, and by such person, as the
Council may, subject to the approval of the
Administrator in Council, from time to time direct,
and copies of the accounts and of any report made
on the accounts shall be transmitted to all the
members of the Council and to such other persons
as the Council may direct.
6. (1) There shall be paid to the Council in
respect of every application to be examined or to be
registered under this Ordinance, and in respect of
the retention in uny year of the name of any person
_on the register, such fees respectively as the Council
may, with the approval of the Administrator in
Council, from time to time determine:

Provided that :—
(a) in the case of an existing practitioner’s
application the amount of the fee
pavable on the application shall be
such sum, not exceeding five dollars
in the currency of the United States
of America, as the Council, with
such approval as aforesaid, may
determine; and
(6) the amount of the fee payable in
respect of the retention in any year
of the name of any person on the
register shall not exceed one dollar
and twenty-five cents in the curreney
of the United States of America.
(2) The Council may charge for any certificate
or other document issued, or in respect of any
services performed, by them, such fees as may be
prescribed.
7. (1) Any person who proves to the satis-
faction of the Council that she has been registered
generally us a nurse for the sick in the United
Kingdom, shall be entitled, on making an applica-
tion in the prescribed manner and paying such fee
not being greater than the fee payable on ordinary
applications for regisiration under this Ordinance
as the Council may demand, to be registered ina
corresponding manner under this Ordinance:
(2) Any person who proves to the satisfaction
of the Council that she has been registered gen: r-
ally as a nurse for the sick in any other part of the
British Commonwealth or in any foreign country,
may be admitted to the final examination for nurses .

the Council are satisfied that the
standard of training and examination
required for admission to the register
of nurses established under the said
enactinent or provision shall be not
lower than the standard of training
and examinntion required under this
Ordinance.
(6)
(5) Where there is a reciprocity; agreement
concerning nurses between this Colony and any
part of the British Commonwealth or any foreign
country, any person who proves to the satisfaction
of the Council that she ts registered in such part of
the British Commonwealth or foreign country
generally as a nurse for the sick, shall be entitled,
on making an application in the ‘prescribed manner
and paying such fee, not being greater than the fee
payable on ordinary applications for registration
under this Ordinance, as the Council may demand,
to be registered in a corresponding manner under
this Ordinance.
8. Any person aggrieved by the removal of
her name from the register or by the refusal of the
Council to register her may, within three months
after the date on which notice is given to her by the
Council of such removal or refusal, appeal against
the Council’s decision to the Supreme Court and
such appeal shall be heard by a single judge in
chambera who shall give such directions in the
matter as he may think proper, including a direc-
tion as to costs of the appeal and the order of the
judge shull be final and conclusive and not subject
to an appeal to any other court.
9. (1) Any person who—
(a)- not being a person duly registered
uuder this Ordinance takes or uses
the name or title of registered nurse
or registered nursing practitioner,
either alone or in combination with

any other words or letter, or any
name, title, addition , description, uni-
form or badge, implying that she is
registered under this Ordinance, or
is recognised by law asa registered
nurse; or
(4) being a person whose name is inclu-
ded in any part of the register, at
any time nfter the expiration of the
period aforesaid takes or uses any
name, title, addition, description, unt-
form or badge, or otherwise does any
act of any kind implying that her
name is included in some other part
of the register; or
(c) at any time with intent to deceive
makes use of any certificate of regis-
tration as a nurse issued under this
Ordinance to her or any other person,
shall be liable on summary conviction to a fine not
exceeding fifty dollars in the currency of the United
States of America in the case of a first offence and,
in the case of a second or any subsequent offence,
two hundred and fifty dollars in the currency of the
United States of America or to be imprisoned fora
term not exceeding six months.
(2) If any person wilfnlly makes, or causes to
be made any falsification in any matter relating to
the register, she shall be guilty of an offence and
shall be liable on summary conviction to a fine not
exceeding two hundred and fifty dollars in the
currency of the United States of America or to be
imprisoned for a term not exceeding six months.
10. Any sum or sums of money arising from
suminary conviction and recovery of penalties im-
posed by this Ordinance or by any rule made there-
under shail be paid to the Magistrate, who shall pay
the same to the Secretary for use by the Council.
11.) This Ordinance shall come into operation
on a date to be appointed by the Administrator by
proclamation in the Gaz-tte,

SCHEDULE
CONSTITUTION oF COUNCIL
1. The Council shall consist of five members.
2. Onits first constitution the Council shall be composed
of the following persons, namely:—
(a) two persons appointed by the Administrator in Council;
(b) one person appointed by the Superintendent of Medi-
cal Services;
(c) two persons appointed by the Nurses and Midwives of
the Colony.
8. The first members of the Council shall hold office for
such term, not less than one year and not exceeding two years
from the commencement of this Ordinance, as the Administrator
in Council may determine.
4. After the expiration of the term of office of the first
members of the Council, the Council shall be composed of the
following persons, namely :—
(a) two persons appointed by the Administrator in
Council;
(6) one person appointed by tne Superintendent of
Medical Sevices; and
(c) two persons both of whom shall be persons registered
as nurses under this Ordinance, elected in accordance
with the prescribed scheme and in the prescribed
manner by the persons registered as nurses under this
Ordinance and so registered at the date of election.
Any members of the Council other than the first mem-
bers thereof shall hold office for a term of three years.
6. If the place of a member of the Council becomes
vacant before the expiration of his term of office whether by
death, resignation, or otherwise, the vacancy shall be filled by
appointment by the body or person by whom the member was
appointed, or, if the vacating member was un elected membcr,

by the Council. The Council in co-opting a member under the
foregoing provision shall, so far as practicable, select a person,
being a person registered as a nurse under this Ordinance, who
is a representative of the same interests as those represented by
the vacating member. Any person appointed or elected to fill
a casual vacancy shall hold office only so long as the member in
whose stead he is appointed or elected- would have held office.
7. Any member ceasing to be a member of the Council
shall be eligible for re-appointment or re-election.
8. The powers of the Council may be exercised not-
withstanding any vacancy in their number.

An Ordinance to make provisions relating to the
liability for injury to persons, cattle and poultry
by dogs.
[BY PROCLAMATION]
ENACTED by the Legislature of the Colony
of the Virgin Islands.
1. This Ordinance may be cited as the Dogs
(Injury to Persons, Cattle and Poultry) Ordinance,
1963.
8. In this Ordinance—
“cattle†includes bull, ox, cow, steer, heifer,
horse, pony, mule, ass, sheep, goat, Pig, 0 or
the young of the same;
“poultry†means domestic fowls, turkeys,
geese, ducks and guinea fowls.
8. (1) The owner of a dog shall be liable in
damages for injury done to any person, cattle or
poultry by that dog; and it shall not be necessary
for the person seeking such damages to show a pre-
vious mischievous propensity in the dog, or the
owner’s knowledge of such previous propensity, or
to show that the injury was attributable to neglect
on the part of the owner.
(2) Where any such injury has been done by
a dog, the occupier of any house or premises
where the dog was kept or permitted to live or
remain at the time of theinjury shall be presumed
to be the owner of the dog, and shall be liable for
the injury unless he proves that he was not the
owner of the dog at that time:

Cattle and Poultry)
Provided that where there are more occupiers
than one in any house or premises, the occupier of
that particular part of the house or premises in
which the dog has been kept or permitted to live or
remain at the time of the injury shall be presumed
to be the owner of the dog.
4. (1) It shall be lawful for anv member of
the Police Force or any Local Constable or any Local
Government Officer tu destroy either by shooting
with a firearm or by killing in some other manner
which will cause as little pain as possible—
(a) any dog found at large between the hours
of six o'clock in the evening and five
o'clock in the morning of the next succeed-
ing day; and
(6) any dog whilst it is chasing any cattle or
poultry at any time or place.
(2) For the purposes of this section, the ex-
pression “ firearm†shall include a weapon of any
description or an airgun or other kind of gun from
which any shot, bullet or other missile can be dis-
charged, but does not include any toy-pistol or toy-
gun from which any missile is discharged by the
force of a spring alone.
5. The Magistrate may take cognizance of a
compliaint that a dog is dangerous and not kept
under proper control, and if it appears to him that
any dog, the subject of any such complaint made to
him, is dangerous and not kept under proper control
he may make an order in a summary way directing
that such dog be kept under proper control by its
owner or be destroyed; and every person who shall
fail to comply with any such order shall be liable to
a penalty not exceeding five dollars in the currency
of the United States of America for every day
during which such default shall have lasted.
6. Section 5 of the Law Reform ( Miscellane-
ous Provisions) Ordinance, 1958 is hereby repealed,
No. 8 of 1963. The Dog (Injury to Persons, 3 VirGin

‘7. This Ordinance shall come into operation commence-
on a date to be appointed by the Administrator by ment.

Tur Pegnsions (AMENDMENT) REGULATIONS, 1963, DATED
25TH SEPTEMBER 1963, MADE BY THE ADMINISTRATOR
IN CoUNCIL WITH THE SANCTION OF THE SECRETARY OF
STATE UNDER SUBSECTION (2) OF SECTION 3 OF THE
Pensions Act, 1947 (No. 12/1947).

1. Short title. These Regulations may be cited as the
Pensions (Amendment) Regulations, 1963, and shall be read as
one with the Pensions Regulations, 1947, contained in the
First Schedule to the Pensions Act, 1947, and all amendments
thereto, hereinafter called the principal Regulations.
2. Substitution of new regulation for regula-
tion 6 of principal Regulations. The following
regulation shall be substituted for regulation 6 of the principal
Regulations: —
6. Marriage Gratoirixs. Where a female officer,
who has been in public service under the Government of
the Colony for not less than five years and has been
confirmed in a pensionable office, retires from that
service either—
(a) because of her intention to marry (which in-
tention shall be notified to the Administrator at
the time of retirement) and marries within three
months of her retirement; or
(6) within six months after her marriage,
and she is not eligible for the grant of any pension or
otherwise eligible for gratuity under this Part of these
Regulations, she may be granted, on production within
six ionths after her retirement, or such longer period as
the Administrator may in any particular case allow, of
satisfactory evidence of her marriage, a gratuity of an
amount not exceeding—
(a) one year’s pensionable emoluments; or
(5) five times the annual umount of the pension which
might have been granted to her under regulation
4 of these Regulations had there been no
qualifying period and had that regulation been
applicaticable to her,
whichever amount shall be the less.
38. Amendment of regulation 9 of the princi-
pal Regulations. Regulation 9 of the principal Regula-
tions is amended by substituting the following proviso for the
proviso to paragraph (3) of that regulation:—
“ Provided that—
(a) in calculating the ageregate amount of his
pensionable emoluments, no account shall be
taken of any service under the Government of
the Colony or a Scheduled Government in respect
of which no pension or gratuity is granted to
him by that Government or Scheduled Govern-
ment, as the case may be;
(6) where any service in a civil capacity otherwise
than in a pensionable office is taken into account
as pensionable service, the officer's aggregate
pensionable emoluments during that service
shall be taken into account to the same extent as
that service is taken into account as pensionable
service.â€
4. Substitution of new regulation for regula-
tion 18 of the principal Regulations. The following
regulation shall be substituted for regulation 13 of the principal
Regulations: —
13. “Marriace Gratuities. Where a_ female
officer to whom this Purt of these Regulations applies
retires or is required to retire from the public service for
the reason that she is about 'o marry or has marriec, and—
(i) would have been cligible for a gratuity under
regulation 6 of these Regulations if her public
service had been wholly under'the Government
of the Colony; and

(ii) is not eligible for the grant of any pension or
otherwise eligible for gratuity under this Part of
these Regulations,
she may be granted in respect of her public service
under the Government of the Colony a gratuity of an
amount not exceeding five times the annual amount of the
pension for which she would have been eligible under
regulation 9, 10 or 11 had there been no qualifying period
and had regulation 9, 10 or 11 as the case may be, been
applicable to her:
Provided that for the purpose of computing the amount of
such a gratuity —
f
(a) in relation to a pension under regulation 9 or 11,
sub-paragraph (c) of paragraph (2) of regulation
9 shall have effect as if the reference tl.erein to
two-thirds of her highest pensionable emoluments
were a reference to one-fifth of her annual
pensionable emoluments;
(6) in relation toa pension under regulation 9, 10
or 11, the annual amount of that pension shall
not exceed one-fifth of her annual pensionable
emoluments.â€
5. Amendment of regulation 18 of the prin-
cipal Regulations. Regulation 18 of the principal
Regulations is amended— oO ,
(a) by inserting the word “ general’ immediately before
the word “ revision †occurring in sub-paragraph (6)
of paragraph (2) of that regulation;
(6) by deleting the words “ of salaries†eccurring in the
said sub-paragraph (5) of paragraph (2) of that
regulation ;
(c) by deleting the words “of salaries’ occurring in sub-
paragraph (c) of paragraph (8) of that regulation.

The Betting and Gaming (Control of Games) (Amendment) -
Regulations, 1964, dated 8th January 1964, made by
the Administrator in Council under section 5 of the Bet-
ting and Gaming Ordinance, 1963 (No. 10 of 1968).

1. Ssorr Tittr. These Regulations may be cited as the
Betting and Gaming (Control of Games) (Amendment) Regula-
tions, 1964, and shall be rend as one with the Betting and
Gaming (Control of Games) Regulations, 1963, (S.R.O. No. 39
of 1963.) hereinafter called the principal Regulations.
2. Suspension or ParacrapH (6) of REGULATION 4 OF
Principat Rerauvations. The operation of paragraph (6) of
regulation 4 of the principal Regulations (which requires Crou-
piers and other employees of a licensee to wear dinner jackets
while they are on duty) is hereby suspended for a period of six
months from the 16th December 1963.
3. AMENDMENT OF SCHEDULE TO PRINCIPAL Rreua-
TIons. The Schedule to the principal Regulations is amended
in the following respects: —
(a) by deleting sub-paragraph (2) of paragraph 9 of that’
part of the Schedule which deals with the game of
Roulette and substituting the following therefor:—

‘These maximum limits are multiples of 20 and shall
not be altered to change the proportion established in the
preceding table. Therefore a bet on column shall havea
maximum of the limit authorised (or $20) for the series of
numbers which are bet (or 12) and which will total $240.
The player shall not. therefore be deprived from reaching
the limits hereby established.
The maximum limit for a number on the roulette may
not go over $20 straight in addition to $20 in each of its
splits and corners and $20 on each ore of the two lines
und in the street touching the number. In other words,
$z0 can be bet any way youcan reach the number. How-
ever, sums played on a number all around (starred) cannot
he played on & number straight by not making the bets

1. CITATION. This Order may be cited as the Stamps
Order, 1962.
2. DEFINITION. In this Order, the term “stampâ€
means adhesive stamps for postage and revenue.
3. STAMPS. There shall be used in the Colony stamps
of the value and designs specified in the Schedule to this Order.
4. DIES. The several dies and other implements re-
quired to give effect to this Order shall be provided.
5. VALUE. The denominational value overprinted on
any stamp authorised by this Order shall be the value of that
stamp in the currency of the United States of America.
6. SAVING. The stamps authorised for use under the
Stamps Order, 1956 (S.R. & O., 1956, No. 35) may continue
to be used until the 30th day of June, 1964.
7. COMMENCEMENT. This Order shall come into
operation on the 10th day of December, 1962.

At the Sixteenth Oils and Fats
Conference held in Barbados in
Februzry, 1963, it was agreed that
there should be a new Oils and Fats
Agreement for a period of three
years from 1st February, 1963 to 31st
January, 1966, and that thix new
Agreement should operate broadly
along the same lines as the Oils and
Fats Avreement of loth January,
1960.
The object of the Agreement is:—
(i) to uphold and encourage the
extension of the coconut indus-
try in the Arena by providing
means whereby «a reasonably
renumerative and stable return
may be received by all growers
of coconuts having regard to the
world price of copra — this
objective being deemed to have
been achieved when all the copra

consumed within the area at a
price satisfactory to growers and

(ii) to encourage in the Ares the
manufacture of oils and fats, and

living standards of the rapidly
increasing populations;
(iii) in order to achieve the two
abovementioned objectives, to
rectiate trade in oils and fats
between the territories within
the Area and between the Area
and other countries,
Since the last Conference, two
Governments have withdrawn from
the Agreement, namely, St. Kitts and
Montserrat, The present participants
are — Trinidad & Tobago, British
Guiana, Barbados, Grenada, St. Vin-
cent, St. Lucia and Dominica.
It was agreed at the Common
Services Conference held in Trinidad
in July 1962, that the fnnetions
formerly carried out by the Federal
Ministry of Trade and Industry in
relation to the Agreement should be
transferred to the Secretariat of the
Regional Council of Ministers, and a
Conference, which is expected to last
one to two daya, is heing convened to
commence at 9.30 a.m. on Thursday,
30th January. 1964, at “ Sherbourneâ€,
Two Mil» Hill, St. Michael, Barbados.
The names of delegates and advis-
ers will be announced later.
Among the items for discussion
will be the approval of the draft Oil
and Fats Agreement LY63--1966; the
Area export price of copra and oil for
1964, and consideration of the statis-
tics of the Area Oils and Fats Indus-
try.

REPORT OF THE AUDITOR GENERAL OF TRINIDAD AND TOBAGO ON THE
ACOOUTS OF THE COMMISSIONERS OF CURRENCY, BRITISH CARIBBEAN
TERRITORIES (EASTERN GROUP) FOR THE YEAR ENDED
31ST DECEMBER. 1°62.
INCOME ACCOUNT
Expenditure incurred during the year was within the original and supplementary allocations
approved by the Board,
CURRENCY FUND
2. At 3st December, 1962 the balance of the Fund -vas $115,139,769.66, of which the portion
held in liquor form was $22,272,256.12 representing approximately 19.29 per centum of the Fund
balance.
3. Included in the balance of the Currency Fund at 31st December, 1963, was aun amount of
$42,000.00 representing the value of notes issued in exchange for soiled notes withdrawn but not yet
delivered to the Board. There was no outrizht transfer of cash or securities to the Fund in respect of
this issue which was made against securities valued $5,385,660.00 deposited with the Crown Agents by
Barclays Bank D.C.O. a3 a guarantee for such transactions, Therefore, the Board held a lien on these
securities to the value of $42,000.00 This value of securities under lien was also taken into account in
computing the amount transferred to the Fund from the Income Account under Article 4 (2) (¢) of the
Currency Agreement.
4. During 1968, the Secretary of State for Commonwealth Relations, acting in accordance with
Article 3 (4) (6) of the Agreement, ratifiel a resolution of the Board to the effect that, from 1962
onwards, the liquidity ratio of the Currency Fund be not limited in view of the impending liquidation of
the Board. A ten per cent (107%) limit was fixed previously.
CURRENCY SURPLUS ACCOUNT
5. [Lt was pointed out at paragraphs 3 and 4 of my Report for the year 1961 that an amount of
$2,446,896.01 representing the balance in the Surplus Accouut for the year 1960 had been shared
among participating Governments during 1961 on the basis of a revised scale agreed upon by the Board
of Commissioners, acting under the proviso at Article 5 (2) of the Agreement. It was agreed that this
surp!us shouid have been allocated according to the scale applicable at 3ist December, 1960 and that
steps to adjust the position be taken 0. distribution of the surplus for the year 1961.
6. An overpayment of $36,703.44 in respect of the 1960 surplus was recovered from the
allocation of the 1961 surplus to the Government of British Guiana. This sum was credited to a
Buspense account. I[t is understood that further adjustments will be made on distribution of the
amounts due to other Governments.
7. The 1962 Accounts of the Board do not reflect the inoorrect allocation of the 1960 surplus
commented on in paragraph 5 above.
ASSETS AND LIABILITIES

8. With reference to paragraph 6 of the previous Audit Report, it has been explained that, in the
event of the establishment of a new currency authority in the territory, these securities are redeemable
by the Governments of the territories concerned at nominal or per value. Consequently, the nominal
values of these securities are included in the accounts. The securities held by the Board have been seen.
CASH AND SECURITIES WITH CROWN AGENTS
9. The Certificate of the Comptroller and Auditor General in respect of cash and securities held
by the Crown Agents at 31st December, 1962 has been seen.
AUDITED STATEMENTS FROM PARTICIPATING GOVERNMENTS
10. Audited statements of currency transactions during the year 1962 have been received from
all parccipating Governments except the Government of St. Kits. However, verification of the
transactioas relating to this territory has been effected with the Vault Book Returns received by the
Executive Commissioner.

12. The Board which carried out the survey in Trinidad during the 2nd quarter of 1962 was not
properly constitued in that one of the members taking part in that survey was not specifically appointed
by tiie Governor in accordance with Regulation 20 (1) of the Currenoy (Notes) Regulations 1951.
13. Five surveys were held at St. Vincent during the year. However, none of these surveys was
in fact a surprise survey.
14. All Boards of Survey did not comply with Regulation 10 (4) of the Curreney (Coin) Regula-
tions 1955, as amended by paragraph 2 of the Currency (Coin) (Amendment) Regulations, 1960. In
instances where the contents of packages were not counted, the seals on all such packages were not
inspected by the relevant Board to ensure that they were intact. This matter was referred to at para-
graph 10 of my Report for the year 1961 and previously.

COMMENTS OF THE EXECUTIVE COMMISSIONER ON THE REPORT OF TITE AUDITOR
GENERAL OF TRINIDAD AND TOBAGO ON THE ACCOUNTS OF THE BOARD FOR
THE YEAR 1962.
1. Currency Sorrius Accounr: Paragraphs 5 and 6. The adjustment of the incorrect allo-
cation was made in 1963.
2. Boarps or Survey: Paragraphs 11 and 14. As pointed out in my cominents on previous
reports of the Auditor General-Boards of Survey are appointed by the Governor or Administrator of
each Territory participatiny in the Currency Agreement to examine stocks of currency held by the Board
of Commissioners of Currency in ench Territory, The Commissioners of Currency can therefore exercise
no control over the manner in which such surveys are effected. It has however been also pointed out in
previous years that it is not practicable to check the seals and denominations marked on each box of coin,
unless the contents of the coin, Vaults are removed and repacked at each survey, an operation which
would involve considerable time and expense, particularly at the Headquarters of the Board in Trinidad,
where test checks are effected at each survey. The decision as to whether such detailed check of each
box of coin is effected at each survey, however, rests entirely in the discretion of the Board making the
Survey over which as pointed out above the Commissioners of Currency have no control.
The attention of the Administrator of St. Lucia is being drawn to the remarks of the Auditor
‘General.
3. Paragraph 12. The attention of the Minister of Finance Trinidad and Tobago is being drawn
to the remarks of the Auditor General.
4. Paragraph 13. The Administrator of St. Vincent reported that a surprise survey was held in
that Territory on 28th December 1962. His attention is being drawn to the remarks of the Auditor
‘General.

Majesty, by and with the advice and consent of the
Legislative Council of Antigua, and by the authority
of the same as follow#—
1. This Ordinance may be cited as the Petro- short title

Majesty, by and with the advice and consent of the
Legislative Council of Antigua, and by the authority
of the same as follows:—
1. This Ordinance may be cited iis the Devel-
opment Loans (United Kingdom Government)

2. (1) Subject to the provisions of this
Ordinance the Government of Antigua may borrow
from time to time a sum or sums of money not ex-
ceeding in the aggregate One million five hundred
thousand dollars in West Indian Currency by means
of » loan or loans made by the Secretary of State
with the approval of Her Majesty's Treasury in
accordance with section 2 of the Colonial Develop-

Vehicles and Road Traffic Ordinance, 1946, and
all amendments thereto, hereinafter called the
principal Ordinance.
2. Subsection (1) of section 25 of the
principal Ordinance is amended by the addition

1. This Ordinance may be cited as the
Vehicles and Road Traffic (Amendment) Ordi-
nance, 1963, and shall be read as one with the
Vehicles and Road Traffic Ordinance, 1916, and
all amendments thereto, hereinafter called the
principal Ordinance.

2. ‘The principal Ordinance is amended by
the insertion immediately after Part VI thereof
of the folllowing Cross Headings and new
section :— ;
“PART VI A.

ead _ 68A. (1) Crossings for foot-
crossings. passengers may be established on
roads in accordance with the provi-
sions of this section.
(2) The Administrator may
make regulations with respect to the
precedence of vehicles and _ foot-
passengers respectively; and generally
with respect to the movememt of
trattic at and in the vicinity of a
crossing and with respect to the indi-
cation of the limits of a crossing by
marks on the roadway or otherwise,
and to the erection of traffic signs in
connection therewith.
(3) Different regulations may be
made under this section in relation to
different traffic conditions and in
particular, but without prejudice to
the generality of the foregoing words,
different regulations may be made in
relation to crossings in the vicinity of,
and at a distance from, a junction
of roads, and to traffic which is
controlled by~the police, and by
traffic signals, and by different kinds
of traffic signals, and which is not
controlled.
(4) Any person who contravenes
any regulations made under this sec-
tion shall be guilty of an offence and
liable to a fine not exceeding fifty
dollars or to imprisonment for a term
not exceeding three months and, in
the case of a second or subsequent

offence, to a fine not exceeding one
hundred dollars or to imprisonment
for a term not exceeding six months.
(5) In this section the expres-
sion -“ crossing ’’ means a crossing for
foot-passengers proposed by the
Board and approved by the Ad-
ministrator specifying either the
positions of the proposed crossings,
or the lengths of road, or the areas,
in which crossings are to be estab-
lished and indicated in accordance
with the regulations having effect
as respects that crossing.
(6) For the purposes of a prose-
cution for a contravention of any
of the provisions of a regulation
having effect as respects a crossing,
the crossing shall be deemed to be
established and indicated as aforesaid
unless the contrary is proved.â€

An Ordinance to provide for the registration of
nurses for the sick.

ENACTED by the Legislature of the Colony
of the Virgin Islands. :
1. This Ordinance may be cited as the Nurses
Registration Ordinance, 1963.
2. (1) For the purposes of this Ordinance
there shall be established a Nursing Council for the
Colony (in this Ordinance referred to as ‘the
Councilâ€), which shall be a body corporate by that
name with perpetual succession and a common seal.
(2) The Council shall be constituted in
accordance with the provisions contained in the
Schedule to this Ordinance.
(3) ‘The seal of the Couneil shall be authenti-
eated in the prescribed manner and any document
purporting to be sealed with the said seal so
authenticated shall be receivable in evidence of the
particulars stated in that document,

2. Nurses Registration. No. 2 of 1963.
3. (1) It shall be the duty of the Council to
form and keep a register of nurses for the sick (in
this Ordinance referred to as “the registerâ€)
subject to and in accordance with the provisions of
this Ordinance.
(2) The register shall consist of the following
parts:—
(a) a general part containing the names of all
female nurses who satisfy the conditions
of admission to that part of the register;
(6) any other prescribed part.
(3) A certificate under the scal of the Council
duly authenticated in the prescribed manner stating
that any person is, or was at any date, duly
registered under this Ordinance shall be evidence in
all courts of law of the fact stated in the certificate.
(4) Any reference in this Ordinance to the
register shall unless the context o' herwise requires,
be deemed to include a reference to any part of the
register, and the expression “ registered†shall be
construed accordingly.
4. (1) The Council shall make rules for the
following purposes:—
(a) for reguliting the formation, maintenance
and publication of the register;
(6) for regulating the conditions of adinission
to the register;
(c) for regulating the conduct of any
examinations which may be prescribed as
a condition of admission to the register,
aud any matters ancillary to or connected
With any such examinations;
(d) for prescribing the causes for which, the
conditions under which, and the manner
in which nurses may be fined, suspended
or removed from the register, the
procedure for the restoration to the
register of nurses who have been removed
therefrom, andthe fec to be payable on
such restoration :

(e) for regulating the summoning of meetings
of the Council and the proceedings
(including quorum) of the Council;
(7) for enabling the Council to constitute
committees and for authorising the
delegation to committees of any of the
powers of the Council, and for regulating
the proceedings (including quorum) of
committees;
(g) for prescribing fees of nurses duly
registered under this Ordinance and for
the payment and recovery thereof;
(A) generally for making provision with
respcct to any matters with respect to
which the Council think that provision
should be made for the purpose of carry-
ing this Ordinance into effect (including
provision with respect to the issue of
certificates to nurses registered under this
Ordinance and with respect to the uniform
or badge which may be worn by nurses so
registered), and for presc:ibing anything
which under this Ordinance is to be
prescribed.
(2) Rules under this section shall contain
provisions :—
(a) requiring as a condition of the admission
of any person to tie register that
that person shall have undergone the
preacribed training, and shall possess the
prescribed experience, in the nursing of
the sick;
(b) requiring that the prescribed training shall
be carried out in an institution approved
by the Council in that behalf;
(c) enabling persons who, within period of
two years after the date on which the
rules to be made under the provisions of
this paragraph first come into operation,
make an application in that behalf (in this
Ordinance referred to as “un existing

January, nineteen hundred and sixty-two
bona fide engaged in practice as nurses
in attendance of the sick, under conditions
which appear to the Council to be
satisfactory for the purposes of this
provision and have adequate knowledge
and experience of the nursing of the sick.
(3) Rules made by the Council shall not take
effect until they have been approved by the
Administrator in Council.
5. (1) The Council may, with the previous
sanction of the Administrator in Council, appoint a
person to act as Secretary and Treasurer of the
Council, and may, subject to the consent of the
Administrator in Council as te numbers, employ
such other officers as the Council consider necessary.
(2) Any expenses incurred by the Council
in carrying this Ordinance into effect, including
expenses in connection with examinations under
this Ordinance (and subject as hereinafter provided,
the travelling expenses of and sums paid on account
. of subsistence allowance to members of the Council)
shall be defrayed out of the sums received by the
Council under this Ordinance.
(3) The accounts of the Council shall be
audited in such manner, and by such person, as the
Council may, subject to the approval of the
Administrator in Council, from time to time direct,
and copies of the accounts and of any report made
on the accounts shall be transmitted to all the
members of the Council and to such other persons
as the Council may direct.
6. (1) There shall be paid to the Council in
respect of every application to be examined or to be
registered under this Ordinance, and in respect of
the retention in uny year of the name of any person
_on the register, such fees respectively as the Council
may, with the approval of the Administrator in
Council, from time to time determine:

Provided that :—
(a) in the case of an existing practitioner’s
application the amount of the fee
pavable on the application shall be
such sum, not exceeding five dollars
in the currency of the United States
of America, as the Council, with
such approval as aforesaid, may
determine; and
(6) the amount of the fee payable in
respect of the retention in any year
of the name of any person on the
register shall not exceed one dollar
and twenty-five cents in the curreney
of the United States of America.
(2) The Council may charge for any certificate
or other document issued, or in respect of any
services performed, by them, such fees as may be
prescribed.
7. (1) Any person who proves to the satis-
faction of the Council that she has been registered
generally us a nurse for the sick in the United
Kingdom, shall be entitled, on making an applica-
tion in the prescribed manner and paying such fee
not being greater than the fee payable on ordinary
applications for regisiration under this Ordinance
as the Council may demand, to be registered ina
corresponding manner under this Ordinance:
(2) Any person who proves to the satisfaction
of the Council that she has been registered gen: r-
ally as a nurse for the sick in any other part of the
British Commonwealth or in any foreign country,
may be admitted to the final examination for nurses .
for the sick, prescribed by the Council, on the
payment of such fee not being greater than the fee
payable on ordinary applications for admission to
such examination as the Council may demand, and
if she snecessfully passes such examination shall be
entitled to be registered under this Ordinance:

(a) there shall be in force in such place
an enactment, or a provision of any
kind having the force of law, provi-
ding for the registration of nurses
under some public authority ;
the Council are satisfied that the
standard of training and examination
required for admission to the register
of nurses established under the said
enactinent or provision shall be not
lower than the standard of training
and examinntion required under this
Ordinance.
(6)
(5) Where there is a reciprocity; agreement
concerning nurses between this Colony and any
part of the British Commonwealth or any foreign
country, any person who proves to the satisfaction
of the Council that she ts registered in such part of
the British Commonwealth or foreign country
generally as a nurse for the sick, shall be entitled,
on making an application in the ‘prescribed manner
and paying such fee, not being greater than the fee
payable on ordinary applications for registration
under this Ordinance, as the Council may demand,
to be registered in a corresponding manner under
this Ordinance.
8. Any person aggrieved by the removal of
her name from the register or by the refusal of the
Council to register her may, within three months
after the date on which notice is given to her by the
Council of such removal or refusal, appeal against
the Council’s decision to the Supreme Court and
such appeal shall be heard by a single judge in
chambera who shall give such directions in the
matter as he may think proper, including a direc-
tion as to costs of the appeal and the order of the
judge shull be final and conclusive and not subject
to an appeal to any other court.
9. (1) Any person who—
(a)- not being a person duly registered
uuder this Ordinance takes or uses
the name or title of registered nurse
or registered nursing practitioner,
either alone or in combination with

any other words or letter, or any
name, title, addition , description, uni-
form or badge, implying that she is
registered under this Ordinance, or
is recognised by law asa registered
nurse; or
(4) being a person whose name is inclu-
ded in any part of the register, at
any time nfter the expiration of the
period aforesaid takes or uses any
name, title, addition, description, unt-
form or badge, or otherwise does any
act of any kind implying that her
name is included in some other part
of the register; or
(c) at any time with intent to deceive
makes use of any certificate of regis-
tration as a nurse issued under this
Ordinance to her or any other person,
shall be liable on summary conviction to a fine not
exceeding fifty dollars in the currency of the United
States of America in the case of a first offence and,
in the case of a second or any subsequent offence,
two hundred and fifty dollars in the currency of the
United States of America or to be imprisoned fora
term not exceeding six months.
(2) If any person wilfnlly makes, or causes to
be made any falsification in any matter relating to
the register, she shall be guilty of an offence and
shall be liable on summary conviction to a fine not
exceeding two hundred and fifty dollars in the
currency of the United States of America or to be
imprisoned for a term not exceeding six months.
10. Any sum or sums of money arising from
suminary conviction and recovery of penalties im-
posed by this Ordinance or by any rule made there-
under shail be paid to the Magistrate, who shall pay
the same to the Secretary for use by the Council.
11.) This Ordinance shall come into operation
on a date to be appointed by the Administrator by
proclamation in the Gaz-tte,

SCHEDULE
CONSTITUTION oF COUNCIL
1. The Council shall consist of five members.
2. Onits first constitution the Council shall be composed
of the following persons, namely:—
(a) two persons appointed by the Administrator in Council;
(b) one person appointed by the Superintendent of Medi-
cal Services;
(c) two persons appointed by the Nurses and Midwives of
the Colony.
8. The first members of the Council shall hold office for
such term, not less than one year and not exceeding two years
from the commencement of this Ordinance, as the Administrator
in Council may determine.
4. After the expiration of the term of office of the first
members of the Council, the Council shall be composed of the
following persons, namely :—
(a) two persons appointed by the Administrator in
Council;
(6) one person appointed by tne Superintendent of
Medical Sevices; and
(c) two persons both of whom shall be persons registered
as nurses under this Ordinance, elected in accordance
with the prescribed scheme and in the prescribed
manner by the persons registered as nurses under this
Ordinance and so registered at the date of election.
Any members of the Council other than the first mem-
bers thereof shall hold office for a term of three years.
6. If the place of a member of the Council becomes
vacant before the expiration of his term of office whether by
death, resignation, or otherwise, the vacancy shall be filled by
appointment by the body or person by whom the member was
appointed, or, if the vacating member was un elected membcr,

by the Council. The Council in co-opting a member under the
foregoing provision shall, so far as practicable, select a person,
being a person registered as a nurse under this Ordinance, who
is a representative of the same interests as those represented by
the vacating member. Any person appointed or elected to fill
a casual vacancy shall hold office only so long as the member in
whose stead he is appointed or elected- would have held office.
7. Any member ceasing to be a member of the Council
shall be eligible for re-appointment or re-election.
8. The powers of the Council may be exercised not-
withstanding any vacancy in their number.

An Ordinance to make provisions relating to the
liability for injury to persons, cattle and poultry
by dogs.
[BY PROCLAMATION]
ENACTED by the Legislature of the Colony
of the Virgin Islands.
1. This Ordinance may be cited as the Dogs
(Injury to Persons, Cattle and Poultry) Ordinance,
1963.
8. In this Ordinance—
“cattle†includes bull, ox, cow, steer, heifer,
horse, pony, mule, ass, sheep, goat, Pig, 0 or
the young of the same;
“poultry†means domestic fowls, turkeys,
geese, ducks and guinea fowls.
8. (1) The owner of a dog shall be liable in
damages for injury done to any person, cattle or
poultry by that dog; and it shall not be necessary
for the person seeking such damages to show a pre-
vious mischievous propensity in the dog, or the
owner’s knowledge of such previous propensity, or
to show that the injury was attributable to neglect
on the part of the owner.
(2) Where any such injury has been done by
a dog, the occupier of any house or premises
where the dog was kept or permitted to live or
remain at the time of theinjury shall be presumed
to be the owner of the dog, and shall be liable for
the injury unless he proves that he was not the
owner of the dog at that time:

Provided that where there are more occupiers
than one in any house or premises, the occupier of
that particular part of the house or premises in
which the dog has been kept or permitted to live or
remain at the time of the injury shall be presumed
to be the owner of the dog.
4. (1) It shall be lawful for anv member of
the Police Force or any Local Constable or any Local
Government Officer tu destroy either by shooting
with a firearm or by killing in some other manner
which will cause as little pain as possible—
(a) any dog found at large between the hours
of six o'clock in the evening and five
o'clock in the morning of the next succeed-
ing day; and
(6) any dog whilst it is chasing any cattle or
poultry at any time or place.
(2) For the purposes of this section, the ex-
pression “ firearm†shall include a weapon of any
description or an airgun or other kind of gun from
which any shot, bullet or other missile can be dis-
charged, but does not include any toy-pistol or toy-
gun from which any missile is discharged by the
force of a spring alone.
5. The Magistrate may take cognizance of a
compliaint that a dog is dangerous and not kept
under proper control, and if it appears to him that
any dog, the subject of any such complaint made to
him, is dangerous and not kept under proper control
he may make an order in a summary way directing
that such dog be kept under proper control by its
owner or be destroyed; and every person who shall
fail to comply with any such order shall be liable to
a penalty not exceeding five dollars in the currency
of the United States of America for every day
during which such default shall have lasted.
6. Section 5 of the Law Reform ( Miscellane-
ous Provisions) Ordinance, 1958 is hereby repealed,
No. 8 of 1963. The Dog (Injury to Persons, 3 VirGin

‘7. This Ordinance shall come into operation commence-
on a date to be appointed by the Administrator by ment.

Tur Pegnsions (AMENDMENT) REGULATIONS, 1963, DATED
25TH SEPTEMBER 1963, MADE BY THE ADMINISTRATOR
IN CoUNCIL WITH THE SANCTION OF THE SECRETARY OF
STATE UNDER SUBSECTION (2) OF SECTION 3 OF THE
Pensions Act, 1947 (No. 12/1947).

1. Short title. These Regulations may be cited as the
Pensions (Amendment) Regulations, 1963, and shall be read as
one with the Pensions Regulations, 1947, contained in the
First Schedule to the Pensions Act, 1947, and all amendments
thereto, hereinafter called the principal Regulations.
2. Substitution of new regulation for regula-
tion 6 of principal Regulations. The following
regulation shall be substituted for regulation 6 of the principal
Regulations: —
6. Marriage Gratoirixs. Where a female officer,
who has been in public service under the Government of
the Colony for not less than five years and has been
confirmed in a pensionable office, retires from that
service either—
(a) because of her intention to marry (which in-
tention shall be notified to the Administrator at
the time of retirement) and marries within three
months of her retirement; or
(6) within six months after her marriage,
and she is not eligible for the grant of any pension or
otherwise eligible for gratuity under this Part of these
Regulations, she may be granted, on production within
six ionths after her retirement, or such longer period as
the Administrator may in any particular case allow, of
satisfactory evidence of her marriage, a gratuity of an
amount not exceeding—
(a) one year’s pensionable emoluments; or
(5) five times the annual umount of the pension which
might have been granted to her under regulation
4 of these Regulations had there been no
qualifying period and had that regulation been
applicaticable to her,
whichever amount shall be the less.
38. Amendment of regulation 9 of the princi-
pal Regulations. Regulation 9 of the principal Regula-
tions is amended by substituting the following proviso for the
proviso to paragraph (3) of that regulation:—
“ Provided that—
(a) in calculating the ageregate amount of his
pensionable emoluments, no account shall be
taken of any service under the Government of
the Colony or a Scheduled Government in respect
of which no pension or gratuity is granted to
him by that Government or Scheduled Govern-
ment, as the case may be;
(6) where any service in a civil capacity otherwise
than in a pensionable office is taken into account
as pensionable service, the officer's aggregate
pensionable emoluments during that service
shall be taken into account to the same extent as
that service is taken into account as pensionable
service.â€
4. Substitution of new regulation for regula-
tion 18 of the principal Regulations. The following
regulation shall be substituted for regulation 13 of the principal
Regulations: —
13. “Marriace Gratuities. Where a_ female
officer to whom this Purt of these Regulations applies
retires or is required to retire from the public service for
the reason that she is about 'o marry or has marriec, and—
(i) would have been cligible for a gratuity under
regulation 6 of these Regulations if her public
service had been wholly under'the Government
of the Colony; and

(ii) is not eligible for the grant of any pension or
otherwise eligible for gratuity under this Part of
these Regulations,
she may be granted in respect of her public service
under the Government of the Colony a gratuity of an
amount not exceeding five times the annual amount of the
pension for which she would have been eligible under
regulation 9, 10 or 11 had there been no qualifying period
and had regulation 9, 10 or 11 as the case may be, been
applicable to her:
Provided that for the purpose of computing the amount of
such a gratuity —
f
(a) in relation to a pension under regulation 9 or 11,
sub-paragraph (c) of paragraph (2) of regulation
9 shall have effect as if the reference tl.erein to
two-thirds of her highest pensionable emoluments
were a reference to one-fifth of her annual
pensionable emoluments;
(6) in relation toa pension under regulation 9, 10
or 11, the annual amount of that pension shall
not exceed one-fifth of her annual pensionable
emoluments.â€
5. Amendment of regulation 18 of the prin-
cipal Regulations. Regulation 18 of the principal
Regulations is amended— oO ,
(a) by inserting the word “ general’ immediately before
the word “ revision †occurring in sub-paragraph (6)
of paragraph (2) of that regulation;
(6) by deleting the words “ of salaries†eccurring in the
said sub-paragraph (5) of paragraph (2) of that
regulation ;
(c) by deleting the words “of salaries’ occurring in sub-
paragraph (c) of paragraph (8) of that regulation.

The Betting and Gaming (Control of Games) (Amendment) -
Regulations, 1964, dated 8th January 1964, made by
the Administrator in Council under section 5 of the Bet-
ting and Gaming Ordinance, 1963 (No. 10 of 1968).

1. Ssorr Tittr. These Regulations may be cited as the
Betting and Gaming (Control of Games) (Amendment) Regula-
tions, 1964, and shall be rend as one with the Betting and
Gaming (Control of Games) Regulations, 1963, (S.R.O. No. 39
of 1963.) hereinafter called the principal Regulations.
2. Suspension or ParacrapH (6) of REGULATION 4 OF
Principat Rerauvations. The operation of paragraph (6) of
regulation 4 of the principal Regulations (which requires Crou-
piers and other employees of a licensee to wear dinner jackets
while they are on duty) is hereby suspended for a period of six
months from the 16th December 1963.
3. AMENDMENT OF SCHEDULE TO PRINCIPAL Rreua-
TIons. The Schedule to the principal Regulations is amended
in the following respects: —
(a) by deleting sub-paragraph (2) of paragraph 9 of that’
part of the Schedule which deals with the game of
Roulette and substituting the following therefor:—
(2) When sepsrate bets are made, the maximum
limits will be those indicated in the following table:

‘These maximum limits are multiples of 20 and shall
not be altered to change the proportion established in the
preceding table. Therefore a bet on column shall havea
maximum of the limit authorised (or $20) for the series of
numbers which are bet (or 12) and which will total $240.
The player shall not. therefore be deprived from reaching
the limits hereby established.
The maximum limit for a number on the roulette may
not go over $20 straight in addition to $20 in each of its
splits and corners and $20 on each ore of the two lines
und in the street touching the number. In other words,
$z0 can be bet any way youcan reach the number. How-
ever, sums played on a number all around (starred) cannot
he played on & number straight by not making the bets
around the number.â€
(J) by deleting paragrapn 10 of that part of the Schedule
which deals with the game of Craps and_ substituting
the following therefor:—

1. CITATION. This Order may be cited as the Stamps
Order, 1962.
2. DEFINITION. In this Order, the term “stampâ€
means adhesive stamps for postage and revenue.
3. STAMPS. There shall be used in the Colony stamps
of the value and designs specified in the Schedule to this Order.
4. DIES. The several dies and other implements re-
quired to give effect to this Order shall be provided.
5. VALUE. The denominational value overprinted on
any stamp authorised by this Order shall be the value of that
stamp in the currency of the United States of America.
6. SAVING. The stamps authorised for use under the
Stamps Order, 1956 (S.R. & O., 1956, No. 35) may continue
to be used until the 30th day of June, 1964.
7. COMMENCEMENT. This Order shall come into
operation on the 10th day of December, 1962.
