THE PENSIONS AMENDMENTT No. 2) REGULATIONS, 96 ATED
DECEMBER 5TH, 1963, MADE BY THE ADMINIb R IN'
COUNCIL WITH THE SANCTION OF THE SECRETARY OF
UNDER SECTION 3 (2) OF THE PENSIONS ACT, 1947 (No. 12
OF 1947).

1. SHORT TITLE. These Regulations may be cited as the
Pensions (Amendment No. 2) Regulations, 1963, and shall be
read as one with the Pensions Regulations, 1947, contained in the
First Schedule to the Pensions Act, 1947, as amended hereinafter
referred to as the Principal Regulations.
2. AMENDMENT OF REGULATION 9 OF THE PRINCIPAL
IEGULATIONS. Sub-regulation (3) of Regulation 9 of the
Principal Regulations is hereby amended by substituting the
following for the proviso thereto:-
Provided. that
(a) in calculating the aggregate amount of his pen-
sionable emoluments, no account shall be taken of
any service under the Government of the Colony
or a Scheduled Government in respect of which no
pension or gratuity is granted to him by that
Government or Scheduled Government, as the
case may be;
(b) where any service in a civil capacity otherwise than
in a pensionable office is taken into account as pen-
sionable service, the officers aggregate pensionable
emoluments during that service shall be taken
into account to the same extent as that service is
taken into account as pensionable service.
3. COMMENCEMENT. These Regulations shall have effect
;is from the 1st day of January, 1964.

In pursuance of the requirements of section 3
(2) (a) of the Aid to Pioneer Industries Ordinance,
1950 (No. 9 of 1950) it is hereby notified for
general information that the Administrator in
Council proposes to make the undermentioned
Order under section 3(1) of the said Ordinance.
Any person who objects to the making of such
Order shall give notice in writing of his objection
and of the grounds on which he relies in support
thereof to the Clerk to the Executive Council on

1. Short title. This Order may be cited
as the Aid to Pioneer Industries (Manufacture of
Oxygen, Nitrogen and Acftyline) Order, 1964.
2. Declaration of pioneer industry.
The manufacture of Oxygen, Nitrogen and Acety-
line is hereby declared to be a pioneer industry for
the purposes of the Aid to Pioneer Industries
Ordinance, 1950, and the following products
Oxygen, Nitrogen and Acetyline
are hereby delAared to be pioneer products for the
said purposes.
Made by the Administrator acting in accor-
dance with the advice of the Executive Council
this day of 1964.

An Ordinance to amend further the Vehicles and
Road Traffic Ordinance, 1946.


Be it enacted by the Queen's Most Excellent
Majesty, by and with the advice and consent of
the Legislative Council of Antigua, and by the
authority of the same as follows:-
1. This Ordinance may be cited as the
Vehicles and Road Traffic (Barbuda Amendment)
Ordinance, 1963, and shall be read as one with the
Vehicles and Road Traffic Ordinance, 1946, and
ill amendments thereto, hereinafter called the
principal Ordinance.

2. Subsection (1) of section 25 of the
principal Ordinance is amended by the addition
thereto of the following proviso-

duties are to be paid on licences for the use of
motor vehicles or trailers on no other roads

As a result of the enactment of Exchange Control legislation in British Guiana, movement. of currency notes by travellers from
that Territory to other Territories participating in the Currency Agreement appear to have become abnormal since 1962 and
the circulation in some Territories, on the basis of issues less withdrawals, adjusted to take account of Bank transfers, has in
consequence become unrealistic and in fact misleading.

An Ordinance to sanction payment from the
Public Treasury in excess of certain sums
provided by law for the services of the
Government for the year ending on the
thirty first day of December, 1963.

Be it enacted by the Queen's Most Excel-
lent Majesty, by and with the advice and con-
sent of the Legislative Council of Antigua, and
by the authority of the same as follows:-
1. This Ordinance may be cited as the Short title.
Supplementary Appropriation (No. 3) Ordinance,
1963.
2. The various sums of money set forth in Legalisation

on any such loan shall be repaid by such annual
instalments of capital and interest as may be agreed
upon by the Secretary of State with the approval
of Her Majesty's Treasury so that such loan shall
be repaid within the period for which the same was
granted.

OBJECTS AND REASONS.


Under section 13 of the Vehicles and Road Traffic Ordinance, 1946,
no person shall drive a motor vehicle or trailer on a road unless such
vehicle is licensed and the annual licence duties to be paid on such
licences are set out in the First Schedule to that Ordinance.
It is felt that in cases where it is intended that a motor vehicle or
trailer will be used only along roads in the Island of Barbuda that
an abatement of 66. per cent of the duty payable should be allowed.

THE PRICE OF GOODS (FRESH BEEF) ORDER, 1963, DATED DECEM- 40
RIOR 5, 1963, MADE BY THE ADMINISTRATOR IN COUNCIL UNDER
SECTION 3 OF THE DISTRIBUTION AND PRICE OF GOODS ORDI-
NANCE, 1958, (No. 30 of 1958).



1. SHORT TITLE. This Order may be cited as the Price of
Goods (Fresh Beef) Order, 1963.
2. MAXIMUM RETAIL PRICE OF CERTAIN CUTS OF FRESH
BEEF. The following prices are the maximum retail prices at which
the cuts of fresh beef enumerated herein may be sold in the Colony:-

Intestines, Head, Shin, Feet, Lungs, Tail,
Flank ...... 35 cts. per pound
Thin Brisket, Heart, Kidneys
Aitchbone 45 cts. per pound
Liver. Tongue, Prime Ribs, Thick Brisket
Sirloin, Rump, Silverside,
Topside ...... 60 cts. per pound

In this section, fresh beef" means the beef of cattle which have
been butchered locally and displayed or offered for sale in any public
market place in the Colony.
3. .RESCISSION. The Distribution and Price of Goods Order,
1960 (S. R. & 0. 1960, No. 23), is hereby rescinded.
4. COMMENCEMENT. This Order shall come into operation on
the 6th day of December, 1963.

Tender Notice.

cement of approximately 8.000 bags
per month for the p-riod 1st January
to 31st December, 1964.

All cement should be delivered in
bags and the successful tender will
be required to keep the above quanti-
ties in stock in his storeroom and to
make deliveries therefrom in
unbroken bags and in good condition
as and when required by Government.

by a certificate signed by qualified
engineers or chemists to the effect
that the cement meet in all respect
the requirements of B.S.S. 12. This
certificate must not be more than 2

tenders are received, and Government
reserves the right to demand such
certificates periodically and to reject
and shipment not meeting the required
specifications.

NOTICE TO IMPORTERS.


Goods which have not been removed
from the Queen's Warehouse within
three months will be soil by Public
Auction at Bryson's Sugar Shed on
Thursday 19th December, 1963, at
2.30 p.m.

Importers who have passed war-
rants on any of the items listed for
sale are asked to remove them before
the day of the sale.

Copies of the list of goods for sale
can be seen at the Queen's Warehouse,
the Bonded Warehouse at the Point
and the Customs Building.
