In this connection attention is
drawn to the Draft ‘Town and Country
Planning Scheme No. 4/48—Sections
9—12:—
9. Building Line in order to pre-
serve the uniformity of the frontage
the purchaser of each plot shall
observe the building line which is a

distance of at least 10ft. (In case of
the Villa Areca Development 30ft in
zone A) from the road boundary, curb
of the road or access path and in no
case shall the front of any dwelling
house or any building be made to
extend nearer to or further from the
gaid rcad or street than such position
on the said land as indicated by the
said bnilling line.
10. Size of Houses and Height of
Dwelling Houses above Ground Every
new building intended asa dwelling
house to bs erected on any of the lots
shall havea minimum habitable floor
space of not less than 120 sq ft (except
in zone “A†and zons‘*B†of the
Villa Area Development which should
be 1000 sq ft and 320 sq ft respectively)
and shall have the lowest floor raised
from the ground at least eighteen
inches and supported on masonry
with proper and sufficient ventilation
beneath the floor provided that if the
frontage of the building abut on any
public place the said building shall be
on a continuous dwarf wall or concrete
pillars.
11. Approval of Plans No dwelling
houses, shop, hotel or other building
shall be erected upon any of the plots
otherwise than in accordance with
plans and elevations of material pre-
viously approved by or on behalf of
the Central Authority and no building
shall be commenced upon any plot
until the Central Authority or its
agents shall have given a Certificate in
writing of such approval.
12. One Building or Private House
with out Building on each Plot Not more
than one building or dwelling house
shall be erected on euch plot except
the necessary and usual outbuildings,
stables, garage with living rooms over
to be used in connection with any
house erected on the the same plot or
any house now standing or hereafter
to be erccted on any adjoining land
and such dwelling house shall not be
of less value than $96.00 exclusive of
gtabling and outbuildings, and no
building shall be erected until the site
and elevation thereof and the site of
any offices and stabling thereto shall
have been approved by or on behalf
of the Central Authority,and every
such building shall be of such charac-
ter and desoription and _ build
according to such plans, designs and
elevations as shall have ben similarly
approved in writing before the same
is commenced, and no sach building
shall after erection be altered without
the like previous consent in writing
before the same is commencad.â€
24. Notice of Intention to Build (a)
Every person intending v0 erect,
remove or alter a building shall give
notices of such intention to the Central
Authority.
(6) The notices shall be in dupli-
cate upon the form prescribed by
the Central Authority and shall be
accompanied by plans in duplicate
sufficient to show that the proposed

building complies with the require-
ments of the Central Authority.
25. Approval by the Central
Authority ‘Che Central Authority, shall
within six weeks of the delivery of
such notics, signify in writing its ap-
proval or disapproval thereof. In the
case of disapproval the Authority shall
give reasons for its disapproval or
specify what alterations are required.
26. Notification of Work Any owner
or his agent who intends to execute or
executes work to which this scheme
applies,
(a) shall notify the Central
Authority in writing the date on
which work will begin;
(6) shall notify the Central
Authority in writing of the com-
pletion of any work within fourteen
days after completion,
(ec) may notify the Central
Authority in writing of the com-
pletion of part or any work to a
value of not less than five hundred
dollars within fourteen days of the
completion of the work.
Persons who fail to comply with
these regulations will be dealt with
by law within the provisions of the
Slum Clearance and the Town and
Country Planning Ordinances
Nos. 3/48 and 4/48 respectively.

moved from the Queen’s Warehouse

Public Auction at the Point Wars-
house on Thursday 24th October,

Hurricane Precautions, 1963.
1. At the beginning of the Hurricane Season the public are advised to take precautions
to safeguard their homes and other property in the event of a storm. During a hurricane the
central electricity supply will be turned off. and every household should therefore be provided with
a hurricane lantern or a flash ligbt (or preferably with both) which should be checked regularly
and kept in working order throughout the hurricane senson.
2. Owners of barometers should take readings daily at 10 a.m., 4 p.m. and 10 p.m.
Any change lower than the usual diurnal one of 0°10 inch should be regarded with suspicion.
3. The masters or agents of vessels ifin doubt should communicate with the Harbour
Master for information.
4. When barring up a house, on indication of bad weather, begin with the side facing
the direction of the prevailing wind, which varies from North West to North Kast. Should the
centre of « storm pass over the island thore will be a short period of calm during which the
Northern side of the building could be opened up and the Southern and Westerly sides closed.
Very often there is no calm, and under such circumstances it is wise to have everything securely
fastened.
5. The United States Weather Bureau ut San Juan, Puerto Rico, issues regular weather
reports for the Mastern Caribbean which are broadcast in Spanish and English daily throughout the
hurricane senson by several radio stations in Puerto itico.
Storm Warning Signals.
AT DAY—The following signals displayed at the Harbour Master’s Office, Goat Hill, Ottos Hill,
(Michael’s Mount) Police Headquarters and other Police stations in the Island
denote the approach of disturbed weather:—-
A. A RED FLAG with black square in centre means iropical disturbance reported;
likely to affect island of Antigua—CAUTION ADVISED.
B. TWO RED FLAGS, with black squares in centre—HURRICANE SIGNAL—
DANGER EXPECTED.
C. RED PENNANT when hoisted to serve xs SMALL CRAFT WARNING only.
AT NIGHT.
A. TWO DETONATING ROCKETS will be Fired from the Harbour Master’s Office
to warn shipping.
B. A RED LIGHT will be displayed at Police Stations.
DAY & NIGHT.
The Police will go through St. John’s and Villages sounding their whistles.
Telephone Exchanges will inform subscribers. After & hurricane warning hae been
received the news will be broadcast by The Antigua Broadcasting Service 644
kilocycles at regular intervals:—9 a.m., 5 p.m. and more often if necessary.

of the Virgin Islands.
1. This Ordinance may be cited as the Short title.
Restriction of Offensive Weapons Ordinance, 1963.
2. (1) Any person who manufactures, sells Foualties

shop window or elsewhere, or lends or gives to any with danger-

(«) any knife which has a blade which

sure applied to a button, spring or

handle of the knife, sometimes
known as a “flick knifieâ€â€™ or “ flick
gunâ€; or
(6) any knife which has a blade which is
released from the handle or sheath
ther-of by the force of gravity or the
application of centrifugal force and
which, when released, is locked in
place by meuns of a button, spring,
lever, or other device, sometimes
known as a “gravity knifeâ€; or

built into or forming part of a stick
and which is released from the stick
by the manipulation of a button,
spring, knob, or other device,
shall be guilty of an offence and shall be liable on
summary conviction in the case of a first offence to
imprisonment for a term not exceeding three
months or to a fine not exceeding one hundred dol-
lars in the currency of the United States of
America or to both such imprisonment anid fine,
and in the case of a second or subsequent: offence to
imprisonment for a term not exceeding six months
or to a fine not exceeding three hnndred dollars in
the currency of the United States of America or to
both such imprisonment and fine.
(2) The importation of any such knife as is
described in the foregoing subsection is hereby

prohibited.
(3) It shall be lawful for any member of the
Police Force to seize, forfeit and destroy any such
knife or instrument where ever found.

and shall have the lowest floor raised
from the ground at least eighteen
inches and supported on masonry
with proper and sufficient ventilation
beneath the floor provided that if the
frontage of the building abut on any
public place the said building shall be
on a continuous dwarf wall or concrete
pillars.
11. Approval of Plans No dwelling
houses, shop, hotel or other building
shall be erected upon any of the plots
otherwise than in accordance with
plans and elevations of material pre-
viously approved by or on behalf of
the Central Authority and no building
shall be commenced upon any plot
until the Central Authority or its
agents shall have given a Certificate in
writing of such approval.
12. One Building or Private House
with out Building on each Plot Not more
than one building or dwelling house
shall be erected on euch plot except
the necessary and usual outbuildings,
stables, garage with living rooms over
to be used in connection with any
house erected on the the same plot or
any house now standing or hereafter
to be erccted on any adjoining land
and such dwelling house shall not be
of less value than $96.00 exclusive of
gtabling and outbuildings, and no
building shall be erected until the site
and elevation thereof and the site of
any offices and stabling thereto shall
have been approved by or on behalf
of the Central Authority,and every
such building shall be of such charac-
ter and desoription and _ build
according to such plans, designs and
elevations as shall have ben similarly
approved in writing before the same
is commenced, and no sach building
shall after erection be altered without
the like previous consent in writing
before the same is commencad.â€
24. Notice of Intention to Build (a)
Every person intending v0 erect,
remove or alter a building shall give
notices of such intention to the Central
Authority.
(6) The notices shall be in dupli-
cate upon the form prescribed by
the Central Authority and shall be
accompanied by plans in duplicate
sufficient to show that the proposed

building complies with the require-
ments of the Central Authority.
25. Approval by the Central
Authority ‘Che Central Authority, shall
within six weeks of the delivery of
such notics, signify in writing its ap-
proval or disapproval thereof. In the
case of disapproval the Authority shall
give reasons for its disapproval or
specify what alterations are required.
26. Notification of Work Any owner
or his agent who intends to execute or
executes work to which this scheme
applies,
(a) shall notify the Central
Authority in writing the date on
which work will begin;
(6) shall notify the Central
Authority in writing of the com-
pletion of any work within fourteen
days after completion,
(ec) may notify the Central
Authority in writing of the com-
pletion of part or any work to a
value of not less than five hundred
dollars within fourteen days of the
completion of the work.
Persons who fail to comply with
these regulations will be dealt with
by law within the provisions of the
Slum Clearance and the Town and
Country Planning Ordinances
Nos. 3/48 and 4/48 respectively.

Hurricane Precautions, 1963.
1. At the beginning of the Hurricane Season the public are advised to take precautions
to safeguard their homes and other property in the event of a storm. During a hurricane the
central electricity supply will be turned off. and every household should therefore be provided with
a hurricane lantern or a flash ligbt (or preferably with both) which should be checked regularly
and kept in working order throughout the hurricane senson.
2. Owners of barometers should take readings daily at 10 a.m., 4 p.m. and 10 p.m.
Any change lower than the usual diurnal one of 0°10 inch should be regarded with suspicion.
3. The masters or agents of vessels ifin doubt should communicate with the Harbour
Master for information.
4. When barring up a house, on indication of bad weather, begin with the side facing
the direction of the prevailing wind, which varies from North West to North Kast. Should the
centre of « storm pass over the island thore will be a short period of calm during which the
Northern side of the building could be opened up and the Southern and Westerly sides closed.
Very often there is no calm, and under such circumstances it is wise to have everything securely
fastened.
5. The United States Weather Bureau ut San Juan, Puerto Rico, issues regular weather
reports for the Mastern Caribbean which are broadcast in Spanish and English daily throughout the
hurricane senson by several radio stations in Puerto itico.
Storm Warning Signals.
AT DAY—The following signals displayed at the Harbour Master’s Office, Goat Hill, Ottos Hill,
(Michael’s Mount) Police Headquarters and other Police stations in the Island
denote the approach of disturbed weather:—-
A. A RED FLAG with black square in centre means iropical disturbance reported;
likely to affect island of Antigua—CAUTION ADVISED.
B. TWO RED FLAGS, with black squares in centre—HURRICANE SIGNAL—
DANGER EXPECTED.
C. RED PENNANT when hoisted to serve xs SMALL CRAFT WARNING only.
AT NIGHT.
A. TWO DETONATING ROCKETS will be Fired from the Harbour Master’s Office
to warn shipping.
B. A RED LIGHT will be displayed at Police Stations.
DAY & NIGHT.
The Police will go through St. John’s and Villages sounding their whistles.
Telephone Exchanges will inform subscribers. After & hurricane warning hae been
received the news will be broadcast by The Antigua Broadcasting Service 644
kilocycles at regular intervals:—9 a.m., 5 p.m. and more often if necessary.

summary conviction in the case of a first offence to
imprisonment for a term not exceeding three
months or to a fine not exceeding one hundred dol-
lars in the currency of the United States of
America or to both such imprisonment anid fine,
and in the case of a second or subsequent: offence to
imprisonment for a term not exceeding six months
or to a fine not exceeding three hnndred dollars in
the currency of the United States of America or to
both such imprisonment and fine.
(2) The importation of any such knife as is
described in the foregoing subsection is hereby

Police Force to seize, forfeit and destroy any such
knife or instrument where ever found.
