ENACTED by the Legislature of the Colony
of the Virgin Islands.
1. This Ordinance may be cited as the Cus- Short title.
toms Surcharge (Amendment) Ordinance, 1963,
and shall be read as one with the Customs Surcharge
Ordinance, 1928, hereinafter called the Principal 2/1928.

RESOLUTION OF THE LEGISLATIVE COUNCIL DATED MARCH 19,
1963, MADE UNDER SECTION 15 OF THE CUSTOMS DUTIES
ORDINANCE, 1928 (No. 7 OF 1928) AS AMENDED.
WHEREAS by section 15 of the Customs Duties Ordi-
nance, 1928, as amended, it is provided that the Legislative
Council may from time to time by resolution increase, reduce,
abolish or otherwise alter the Customs duty leviable on any
goods imported into the Colony:
BE IT HEREBY RESOLVED that as from the 19th day
of March, 1963, the duty on the following goods or articles
contained in the First Schedule to the said Ordinance under
Item 66 in the said Schedule be increased to the following
rates:-

His Excellency the Acting Governor-General
on the recommendation of the Judicial and Legal
Service Commission established by the Windward
Islands and Leeward Islands (Courts) Order in
Council, 1959, under section 27 (2) of the said Order
in Council and all other powers him thereunto
enabling hereby makes the following regulations:-
1. (1) These Regulations may be cited as the Short title

Interpret. 2. In these Regulations unless the context
tion. otherwise requires:-
the Commission means the Judicial and
Legal Service Cem'mission established by
section 26 of the order;
Member means member of the Commission;
the Order means the Windward Islands
and Leeward (Courts) Order in Council,
1959;
public office means any office of emolument
in the public service;
public officer" means the holder of any
public office and includes any person
appointed to act in any such office;
the public service" meatis the service of the
Crown in a civil capacity in respect of the
government of any of the Colonies to
which the Order applies;
"regulation means one of these Regulations;
"the Supreme Court means the Supreme
Court of the Windward Islands and Lee-
ward Islands established by section 3 of
the Order.
3. The Chairman and other members shall
on appointment take an oath or make an affirmation
before the Governor-General or the Officer adminis-
tering the Government in any one of the Colonies
to which the Order applies in the Form in the
Schedule to these Regulations.
4. (1) The Commission shall meet as often
as may be necessary for the purpose of performing
its functions and such meeting shall be held at such
places and at snch times as the Chairman shall
determine.
(2) The Chairman if present shall preside at
meetings of the Commission and in the absence of
the Chairman from any meetingthe members present
shall elect one of their members to preside at that
meeting.
(3) All decisions at a meeting of the Commis-
sion shall be by n majority of the votes of ti
members present and voting.

Interpret.- 2. In these Regulations unless the context
tion. otherwise requires:-
the Commission means the Judicial and
Legal Service Ccm~nission established by
section 26 of the order;
Member means member of the Commission;
the Order means the Windward Islands
and Leeward (Courts) Order in Council,
1959;
public office means any office of emolument
in the public service;
"public officer" means the holder of any
public office and includes any person
appointed to act in any such office;
the public service" means the service of the
Crown in a civil capacity in respect of the
government of any of the Colonies to
which the Order applies;
"regulation means one of these Regulations;
"the Supreme Court means the Supreme
Court of the Windward Islands and Lee-
ward Islands established by section 3 of
the Order.

on appointment take an oath or make an affirmation
before the Governor-General or the Officer adminis-
tering the Government in any one of the Colonies
to which the Order applies in the Form in the
Schedule to these Regulations.
Procedure and 4. (1) The Commission shall meet as often
meetings. as may be necessary for the purpose of performing
its functions and such meeting shall be held at such
places and at such times as the Chairman shall
determine.
(2) The Chairman if present shall preside at
meetings of the Commission and in the absence of
the Chairman from any meeting the members present
shall elect one of their members to preside at that
meeting.
(3) All decisions at a meeting of the Commis-
sion shall be by 1i majority of the votes of t1
members present and voting.
