BUILDINGS AROUND THE STATE
As often as possible, The Florida Architect will take a look around our Sunshine State and
report on some of the new buildings that are taking shape. We're sure that his will be of
great interest to our readers, so plan to take a pictorial tour of Florida's newest buildings
with us regularly. We'd also like to hear from you regarding any structures you think
we should report on . just send us photographs and information.
NEW HOME FOR CELOTEX The biggest high-rise building on Tampa's west side will be
the new seven-story, 75,000-square-foot headquarters for Celotex Corporation, a subsidiary

of Jim Walter Corp. of Tampa. The handsome $1 /2 million building, which will house gen-
eral offices of Celotex, is being built just west of Dale Mabry and north of Interstate 4 exit
traffic circle in Tampa. Designed by architect Harry A. MacEwen, AIA, the structure will
be completed this Fall. It features seven-story-high, narrow-ribbon windows of solar-bronze
glass used in connection with light-color brick. Visitors will walk on a bridge over water
to enter the building. Three fountains and landscaping on either side will complete this
attractive scene. Contemporary murals will decorate the reception area. Contractor is Mills
& Jones Inc. of St. Petersburg.
SKY-THEATRE FOR MIAMI The new Planetarium addition (below) of the Museum of
Science and Natural History is scheduled for completion in May, 1966. Designed by Pan-
coast, Ferendino, Grafton and Skeels, the Plantetarium building and instruments will cost
approximately one-half-million dollars. After equipment is installed, the entire structure
will be open to the public in the fall. Astronomy classes will be conducted, with schools
visiting for special projects. In the afternoon and evening, entertaining and educational
programs will be scheduled for the public. The building encompasses approximately
10,000-square-feet, and the gunite-exterior dome rises 45-feet high. It is being built by the
Snead Construction Company.
CHOCKTAWHATCHEE HIGH SCHOOL Fort Walton Beach's Chocktawhatchee Senior High
School (top right next page) will be completed this Fall, just in time to house a potential
2000 student body. Designed by Ricks & Kendrick, AIA, of Fort Walton Beach, and being
built by Dyson and Company of Pensacola, the plant is actually two structures: a main
building housing administration, academic, cafeteria, gymnasium, and auditorium; the
smaller structure containing industrial shop facilities. 38 conventional classrooms are in-
cluded in the almost-$2-million-building, along with separate foreign language lab, student

book store, band suites, a 600-seat auditorium, and much more. The main building will be a
patterned combination of dark and light brick veneer on a steel skeleton.
CHEMISTRY RESEARCH The University of Florida's new chemistry research unit is shown
below in this rendering from McLane, Ranon, McIntosh and Bernardo of Tampa. The four-
story structure, now underway just south of Leigh Hall where the Department of Chem-
istry is located, will include 32 laboratories to accommodate from 2-6 students apiece. The
$1,425,000 project is scheduled for completion in late 1966. C. A. Fielland Construction
Company is handling work on this chemistry addition at Gainesville, Fla.

MIAMI MERCANDISE MART Final plans for construction of a major fashion mart in Miami
were completed this month and announced by Herbert Martin, mart authority; Julius M.
Vron, President, and Harry Burns of the Keyes Company; and Harry Seeve, an executive of
United Investors Corporation of New York. The multi-million-dollar Miami International
Market Center will have tremendous impact on the economy of Florida, experts said.
Groundbreaking for the facility is scheduled for June 1 and completion is expected by
June 1, 1967, according to Herbert Martin, Managing Director of the Mart.
The apparel and mart complex will be located in the unincorporated area of Dade County
on approximately 100 acres of land purchased from Maule Industries, Inc., at a cost of
approximately $2 million. The location will be between Northwest 7th Street and North-
west 12th Street, and east of Milam Dairy Road (Northwest 72nd Avenue). It will be con-
structed in conjunction with the new East-West Expressway which will link both Miami
and Miami Beach with the Mart. The East-West Expressway will have an interchange at the
Mart-site which will give quick and easy access to the facility from all over Dade County
A wholesale shopping center for clothing buyers from around the nation and South and
Central America, the Miami International Market Center will consist of a 5-story, 1-million-
square-foot apparel mart and a 1-million-square-foot general merchandise mart, which
together will house up to 5,000 individual exhibitors; a 120,000-square-foot exhibition hall;
a 1,000-room motel; an enormous shopping mall; a condominium apartment complex;
parking for 5,000 cars, with tram service to the Mart; barber shop; 3 restaurants; beauty
salon, bank; travel agency; and much more.
Although designed as a store-for-stores, on a wholesale basis, the Miami International
Market Center will still be the mecca for the resident and visitor alike. The centrally-
located, easily-accessible exhibition hall will be the scene of open-to-the-public rodeos,
ice shows, concerts, circuses, boat shows, etc.
Architect for the Miami International Market Center is Herbert Johnson & Associates, with
Robert Boerema and Mark Hampton supervising the project for the architectural firm. The
contractor has not yet been selected, according to Mr Martin. Jerry Friedman has been
appointed Project Manager.

STANDARDS
The search for a successful life in
architecture will reveal the establish-
ment and acceptance of standards.
These standards are historical experi-
cnces leading to the order of archi-
tecture. This order becomes a base
from which we call ourselves pro-
fessionals.
"He who has no taste for order will
be often wrong in his judgment and
seldom considerate or conscientious in
his actions." Lavater
The development of standards into
order can be identified in our organi-
zations. The American Institute of
Architects standards of professional
practice create an order for the best
interest of the profession. The Florida
Association policies and procedures
are created to make the Association of
ever increasing service to society. The
individual architect must also develop
an order for his practice and proced-
ures. These standards of order must
work within the frame of the institute
and the association. However, they
must provide for creative growth.

justment to the accepted standards is
exaggerated and brings forth prejudi-
ces and rejections of everything dif-
ferent."-Norberg Schultz
Membership in the professional or-
ganization carries the obligations to
accepted standards and procedures.

These standards and procedures do
not assure a fulfillment of a successful
life in architecture. Order will pro-
duce questions leading to judgment.
It is this order of judgment which
shapes the architect and the architec-
ture. The standards of judgment are
criteria for analysis and statement by
the architect in architecture. This is
a personal process of creativity.
"We judge ourselves by what we
feel capable of doing; others judge us
by what we have done." Longfellow
Once produced, the architecture is
subject to analysis by standards of
judgment of other persons. This tech-
nique has been called criticism. Arch-
itects have varied opinions about the
use of this technique. Fruitful criti-
cism should have a common standard
of judgment.
"Criticism can take two approaches.
It can criticize the work as it is, or as
it appears, without research or refer-
ence to the conditions and processes
which produced it. Or, it can make a
serious effort to learn and understand
those conditions and processes in
order to better understand the result."

The Institute and the Association
and the architect are concerned about
this technique. Relevant criticism can
produce better architecture but the
standards of criticism and the critic
bear the greatest responsibility.

THEN . .
The ruins of Bulow Plantation are located approxi-
mately fifteen miles north of Daytona Beach, between the
Tomoka and Matanzas Rivers. The site is now owned and
maintained by the Florida Board of Parks and Historic
Memorials, and is open to the public daily.
The plantation lands were originally part of a Spanish
land grant made to John Russell by authorities at St.
Augustine in exchange for a wooden schooner. Russell
began clearing the land and building quarters in 1812, but
died shortly thereafter. In 1821, the heirs of Russell sold
the land to Charles Wilhelm Bulow, who began to plant
and clear the land for sugar cane immediately.
However, Charles Bulow died in 1823, before the Flor-
ida estate was well established, and his young son, John
Joachim Bulow, inherited the estate shortly afterward.
The plantation prospered under John Bulow, and be-
tween 1823 and 1835 it became one of the greatest planta-
tions of East Florida. Approximately 800 to 1000 acres
were cleared and under cultivation, producing annual crops
worth a minimum of $20,000 in sugar, cotton, and food-
stuffs. A large two-story frame "Great House" was con-
structed as the owner's residence, and is said to have
contained a fine library; copies of Milton and Shakespeare
were found in the fields after the plantation was burned.
More than forty shingled slave houses, two fodder houses,
a corn house, barn, poultry house, cooperage, and store-
houses were constructed of wood. The "sugar works," con-
sisting of a steam-engine house and a large building con-
taining the boiling vats and curing rooms, was built of
coquina block mined nearby. The walls of these structures
were eighteen inches thick, and the larger T-shaped build-
ing measured approximately 93 by 118 feet.
John Bulow was a gay, young bachelor, and had re-
ceived his education in Paris. Evidently he entertained
often and well. It is significant that the banks of three
boat slips were lined with empty imported ale and wine
bottles.
In early December, 1835, the Seminole Indians indi-
cated by hostile actions that they did not intend to be
relocated west of the Mississippi as ordered by the U. S.
Government. Thus began the conflict now known as the
Second Seminole War. The majority of the planters in the
area were sympathetic toward the Indians and resented the
positioning of Federal troops in posts located at the vari-
ous plantations. John Bulow so resented the intrusion that
he fired a four-pounder canon at Major Putnam's forces
as they arrived, and was subsequently so uncooperative and
rude that he was reported placed in confinement. Bulows
Plantation was made a temporary fortress, and bales of
cotton worth $20,000 were placed in front of a temporary
stockade. All available outbuildings were used as quarters
for the troops, and wagons and animals were confiscated
for military use.
In late December, 1835, many plantations surrounding
Bulow Plantation were destroyed by the Indians, and
Bulow Plantation became a place of refuge. In January,
1836, Major Putnam found his forces greatly outnumbered
by the Indians, and the militia and refugees withdrew to
St. Augustine and its vicinity. On, February 7, 1836, dense
smoke was seen in the direction of Bulowville, and the
plantation was discovered to have been totally destroyed.
Some have conjectured that the militia occupying the
plantation inflicted as much damage as the marauding
Indians. John Bulow evidently held this view, for he put
in a claim to the U. S. government for $83,475, for which
he never received payment. IIe died in Paris at the age of
27, and no attempt was ever made to rebuild the planta-
tion. The ruins have remained virtually unchanged since
the burning in 1836, for the ashes still lie undisturbed
upon the ground.
AND NOW .

No previous restoration or preservation work has been
attempted at Bulow. It is evident from the photographs
that innumerable live oaks and palms have grown within
the ruins.
We will not attempt to "restore" the ruins (in the
sense of "rebuilding") for the following reasons:
1. Research at this time indicates that detailed in-
formation is not, and will not be, available. Therefore,
reconstruction would be hypothetical and inaccurate, and
might destroy archaeological evidence.
2. Reconstruction would cost an exorbitant amount;
perhaps scvcral hundred thousand dollars.
3. The ruins as they stand are interesting testimony
to the destruction wrought during the Seminole War, and
restoration would obliterate this important aspect.
4. The ruins as they stand have a certain "mystique"
and aesthetic appeal that excessive tinkering can easily
destroy.
We intend to waterproof the walls in order to prevent
further deterioration, and to create controlled walkways
through the ruins which will prevent further vandalism.
We will also plant the interior of the buildings with
flowering shrubs, creating in effect gardens similar to those
planted in the ruins of English cathedrals destroyed in the
second World War.
Our course of action has been as follows:
1. This office has completed a set of measured draw-
ings of the sugar mill ruins.
2. An accurate survey of the site will be made in the
near future by State personnel, '..rl;n_ in cooperation
with the State \ 1 ..in.
3. Ari~.l, .1,;:... working under the auspices of the
Museum, have already run exploratory trenches at the site.
Several years will be needed to complete this work, and
the architectural improvements are designed to allow
complete flexibility of archaeological investigation. For
instance, walks will be removable, and all plantings will be
placed on topsoil well above existing debris.
4. Working drawings for the walks and planting are
nearing completion, and will be let for bids in the very near
future.

The Evolving Role of Education in
Architecture and Fine Arts
Dedicatory Address at the Dedica-
tion of the new Architectural and
Fine Arts Complex, Rudolph Weaver
Hall, University of Florida, Gaines-

tecture and Art, University of Illinois,
Chicago, Illinois.
.. This must be a great occasion of
fulfillment for the many faculty mem-
bers, former faculty, students and
alumni who have aspired and worked
over a span of years to achieve these
modern facilities for the College of
Architecture and Fine Arts. For the
past ten years, I have followed with
interest the programming of your
building requirements and your efforts
to secure the necessary priorities and
appropriations. For years it has
been the fate of architectural schools
to be relegated to the quonset huts or
to the top floors of Engineering Build-
ings, and art programs have generally
gotten the basements and the garrets.
The aspirations of the architectural
profession and the schools throughout
the nation were eloquently and suc-
cinctly expressed by your own Dean
Turpin Bannister in 1954 when he
wrote in "The Architect at Mid-Cen-
tury" the following commentary on
the physical facilities of architectural
schools:
". .it is perhaps gratuitous to add
that space provided for schools of
architecture should not only be ade-
quate in amount, but also of high
quality. Architectural students and
teachers, despite their supercritical
tendencies, are unusually responsive to
attractive surroundings. This does not
mean luxury, but rather an inspired
application of the principles they
profess. To all of these ends the Com-
mission lends its urgent and vigorous
demand."
It is gratifying that in the last dec-
ade a growing number of architectural
schools have achieved new buildings
- a few of them being the architec-
tural showpieces of their campuses -
and university art centers have been
springing up across the country. Some
measure of credit for this should go to
Dean Bannister and his colleagues on
the Midcentury Survey Commission of
the A.I.A. But, without a doubt, this
dedication of the College Complex
and Rudolph Weaver Hall is the fit-
ting climax and tribute of the vision
and dedication of Dean Bannister.
Now that your physical needs have
been met at least for the time being,
the faculty and the architectural pro-
fession of Florida can renew their pur-
suit of excellence of program. I sug-
gest that we consider briefly the chang-
ing role of the profession and the
implication of these changes for ar-
chitectural education.
Perhaps the unique characteristic
of our present situation is the rate of
change of knowledge -and our
awareness of this rate of change. A
recent survey of vocational education
revealed that some trade-schools are
actually training students to operate
machines that are no longer used in
industry. I do not refer to machines
that have been superseded by later
models, but cases where the process
is no longer performed such as the
operation of comptometers. How
much of the education of architects,
of product designers, and of construc-
tion industry personnel falls in that
category? It is evident that our pro-
fessions, our trade unions, and our
educational institutions do not take
sufficient cognizance of the rate of
obsolescence of knowledge.
Several years ago Robert Oppen-
heimer indicated that the half-life of
knowledge in most scientific disci-
plines was about 10 years, and in
some newer specialized fields, such as
atomic physics, it was only 5 years.
Stated in another way, the new sci-
entific knowledge deveolped n the last
10 years is equal to all the previous
knowledge accumulated in human his-
tory, and a thoroughly educated sci-
entist who suddenly stopped learning
ten years ago would be only half edu-
cated today.
What is the rate of change in rele-
vant architectural knowledge and of
essential techniques? What is the rate
of change in perception and insights
in the graphic and plastic arts? How
much of what a student learns in
school is obsolete before he graduates?
A good guess might be about 50%!
Our senior architectural practition-
ers, those heading most of our large
firms, spent a great deal of their time
in school in grinding Chinese ink and
running graded washes. Later students
spent countless hours making elegant
presentation models and many still
do. What are the current rituals
which will soon become identified as
being as futile as the Chinese ink
ritual? How quickly should we anti-
cipate the elimination for example of
specification writing as we know it -
with the advent of electronic storage
and retrieval systems, computers and
data banks? How soon will most draft-
ing be done by machine and plan-
ning decisions speeded and improved
with the aid of the computer?
A system of producing maps by
computer, quickly and effectively, has
been developed by Howard Fisher.
This highly inventive architect and
city planner is now working under a
Ford Foundation grant, on the appli-
cations and implications of this pro-
cess. He is based at the Joint Center
For Urban Studies of M.I.T. and
Harvard. You shall soon be seeing the
results of this work in many disci-
plines but especially in the city
planning field. This is more than a
new technique for doing an old job.
It will revolutionize the use of geog-
raphically disposed data, and the sys-
tem of choices in planning.
In building technology, the evolv-
ing techniques are too numerous to
mention. But I shall cite just one,
the critical-path-method a system of
scheduling, with the aid of a com-
puter, the sequence of tasks on a com-
plex construction job in such a way
as to expedite the work and save on
the total construction time necessary.
This method was a factor in the build-
ing in record time of the first phase
of our new campus of the University
of Illinois in Chicago.
What implications do the continu-
ing technological revolution and the
accelerating rate of change of knowl-
edge have for the architectural profes-
sion and hence for architectural edu-
cation? The typical architectural stu-
dent takes about ten years beyond
high school for his academic program,
internship, and the passing of his
registration exams. It certainly makes

no sense to stuff him with informa-
tion and to teach him skills that will
be obsolete by the time he achieves
his registration. By studying the re-
cent changes in professional practice,
the newest applicable innovations,
and the trends in the more scientific
fields, it is not difficult to identify the
architecturally-related techniques and
knowledge that are on the verge of
becoming obsolete.
What needs to be retained and
sharpened in school is the method of
attacking problems. That this method
must become more rigorous and sci-
entific appears self-evident as sci-
entific method is becoming essential
to all who would survive in our con-
temporary society and I am referring
to something more than the current
trend of getting on the science band-
wagon. The fledgling architect must
learn'to marshal information, quan-
tify, analyze, hypothesize, set up
model situations against which to test
his hypotheses and then synthesize
and choose between alternatives.
One of the imperatives in education
today is to instill in the student a
positive attitude toward change. This
attitude toward change can be fo-
mented in part through his success in
adapting to change while in the aca-
demic environment. It will serve him
well throughout his professional life,
not only in helping him adapt to
change without personal trauma, but
even in helping him to anticipate and
to generate change.
Will these scientific trends mechan-
ize and dehumanize architecture and
art? Might they even make such crafts
unnecessary? This is a legitimate fear,
but in the balance I think not. Did
the advent of the slide rule make the
engineer obsolete? Rather, it speeded
his calculations so that he could de-
vote his time to more meaningful en-
deavors. In like manner, the desk
calculator more quickly performs the
manipulation of figures and leaves the
accountant more time to consider the
form and structure of his accounts.
As many of the tasks of the architect
and his engineering collaborators will
soon be accomplished quickly and
accurately with the help of mechani-
cal and electronic devices tasks
such as structural calculations, heat
t r a n s f e r calculations, specification
writing, the routine drafting and ap-
plication of notes to contract docu-
ments the architect will be freed to
think, and to more thoroughly explore
alternative solutions at each stage of
each project.
And what of the plastic arts, of
design, of music? Music, of course,
has been profoundly influenced by
modern technology in its composi-
tion and in its performance. Hi-fi and

stereo equipment has brought concert
performances right into all of our liv-
ing rooms. TV and transistor radios
permit the individual, especially the
teenager who has lived his whole life
in this new world, to enclose himself
in image and sound, to create his pri-
vate aural envelope. That the elec-
tronic computers can and do compose
music in accordance with instructions
programmed and fed into them, is a
well-established phenomena. At the
University of Illinois in Urbana, the
music department has been pioneer-
ing in this matter, and some of their
results are astonishing and fantastic.
The mathematical ee g a n c e of
music in its structure, and rhythms
and systems has long been evident.
More recently the relevance of
mathematics and the pure sciences to
the plastic and graphic arts has be-
come increasingly apparent. A student
who wishes to work with Buckminster
Fuller and go through the experience
of generating marvelous dymaxion
domes must soon discover more about
solid geometry than he ever imagined
he could. Art students working on pre-
cise drawings of optical andd kinetic
art systems, and generating moire pat-
terns, discover for themselves new and
exciting mathematical and optical
phenomena.
The long prevalent idea that art
and design students need to be tal-
ented but not intelligent, intuitive but
not analytical, now appears to have
been romantic nonsense. The ability
to comprehend systems, to deal with
higher levels of abstraction, is com-
mon to the most successful people in
mathematics, science, engineering, art,
and architecture. It is interesting to
note that against this oft-heard stereo-
type of students of the Fine Arts as
talented dumbbells, is the recently
compiled data from Admissions and
Records offices. In one large univer-
sity University of Illinois at Urbana
-the entering students in Fine and
Applied Arts have the highest ratings
of any college in their achieved aca-
demic level. The average student in
Fine and Applied Arts is a smarter
student, as measured by standing in
his high school class and in college
boards, than the average student in
any other college campus.
At Princeton a week ago, Prof. Len-
drum and I attended a conference on
architectural education. Administra-
tors of schools all across the country
confirmed the trend of the brightest
students opting for architecture.
We desperately need these bright
young people every iota of their
intelligence, their creativity and their
dedication -if we are to make our
man-made world habitable. The indis-
criminate chaos, disorder and confu-
sion of our modern metropolitan com-
plexes, and their sprawling destruction
of our once lovely countryside, attests
to the aesthetic and moral bankruptcy
of our materialistic civilization. The
recent cries of protest, such as Peter
Blake's book, "God's Own Junkyard,"
raise serious questions about the abil-
ity of a species such as Homo Sapien
to survive if he persists in fouling his
own nest. Although focusing more on
the urban environment, where an
ever-increasing number of our citizens
live out their lives, the warning in
"God's Own Junkyard" is not unre-
lated to "The Silent Spring," by
Rachel Carson which treats yet an-
other aspect of man's tendency to
destroy himself through induced eco-
logical imbalances.
In primitive societies, the level of
material comfort falls far short of
ours, yet we all tend to admire and
envy the grace and the harmony of
life that is characteristic of those
primitive societies that still exist. One
of the essential differences is that in
primitive societies the arts form an
integral part of daily life, while in our
modern industrialized society life has
become fragmented -religion takes
place in churches, art is confined to
museums, and the work-a-day world
has little use for either morals or
aesthetics.
It will be the burden and the chal-
lenge of students now being educated
in these new buildings, as well as the
many who follow them, to bring a
measure of order and harmony and
beauty into the human environment.
As a final note on the practical
value of art and of education in the
Arts to our pragmatic society, I should
like to share with you a delightful
excerpt from a talk given by the poet,
John Ciardi, before a meeting of busi-
ness executives. He said:
"There is no poetry for the prac-
tical man. There is poetry only for
the mankind of the man who spends
a certain amount of his time turning
the mechanical wheel. But let him
spend too much of his life at the
mechanics of practicality and either
he must become something less than
a man, or his very mechanical effi-
ciency will become impaired by the
frustrations stored up in his irrational
human personality. An ulcer, gentle-
men, is an unkised imagination tak-
ing his revenge for having been jilted.
It is an unwritten poem, a neglected
music, an unpainted watercolor, an
undanced dance. It is a declaration
from the mankind om the man that a
clear spring of joy has not been tap-
ped, and that it must break through,
muddily on its own."

The FAAIA announces a DESIGN CONCEPT SEMINAR to be
sponsored in conjunction with the Mid-Florida Chapter of the AIA
and the AIA Committee on Aesthetics.
After several years of experimentation, this national committee
has embarked on a program which conforms to the stated objects
of the Institute . "to promote the aesthetic . efficiency of the
profession." The Committee has developed a program of design
evaluation seminars to be conducted at chapter level. In this
manner, it is hoped that members of our profession would have an
equal opportunity to participate in this analytical, stimulating, self-
improvement program.
The DESIGN CONCEPT SEMINAR is a closed-door session
limited to practising architects . to present critical analysis and
candid discussion of the development through schematic stages of
well-designed projects, and thereby to inspire architects to devote
more time, care and thought to conceptual design.
Three members of the profession (now being selected) will
present their design evaluation of one of their recent commissions
to an architectural forum, composed of their fellow practitioners
and a design advisory panel. The professions of medicine and
dentistry have long benefited from the dissemination of profes-
sional knowledge through seminar research papers.
The basic purpose of this jointly-sponsored program is to instill
in our members the responsibility to themselves, to the profession
and to society to create a more aesthetic total environment. The
Committee on Aesthetics feels that the attainment of maturity by
the architectural profession will be achieved through such a self-
improvement program; that by demonstrating the problems and
purposes of evaluation through which the design process achieves
a successful solution, all architecture will benefit.
The DESIGN CONCEPT SEMINAR will be held April 22,
1966, at the Robert Meyer Motor Inn, Orlando, Florida, beginning
at 9:30 a.m. Since a maximum of 75 would be the desired attend-
ance, architects will be requested to pre-register. All FAAIA mem-
bers will receive a printed program and registration form during the
latter part of March.
BOOST FOR BUILDERS

The rapid rise of construction expenses is spurring efforts
to overhaul costly building codes in many areas of the U.S.
Most states, counties and local communities have long relied
on building regulations, or codes, to guard against shoddy and
unsafe construction. Often, these widely varying regulations are
clearly warranted. Maine, for instance, quite understandably
insists that roofs be sturdy to hold up under heavy snow, and
Florida's rules are aimed at preventing housing that could be
damaged easily by hurricane winds.
However, there are many other building regulations that obvi-
ously are less than essential and add unnecessarily to construc-
tion costs. For example, at a time when lower ceilings are
enabling builders to get more floors into the same amount of
space, and thus save on construction materials, Puerto Rico's
normal minimum ceiling height remains at nine feet-a full
two feet above the customary minimum in Texas, an area that
takes pride in how tall its residents are.
Cutting Costs by a Third
Eliminating unnecessary and costly rules in many parts of the
U.S. would reduce building costs by as much as a third-without
endangering anyone-estimates William B. Tabler, a New York
architect. J. A. Reidelbach, Jr., executive vice president of the
Home Manufacturers Association in Washington, D.C., con-
tends that more uniform and realistic regulations would shave
at least 10% from the cost of putting up prefabricated housing.
"We're shackled by goofy code requirements," grumbles Mr.
Reidelbach. "We don't drive Model T Fords or fly in fabric-
covered aircraft. Why is housing penalized?"
An entirely new building code was adopted several years ago
by St. Louis. The code allows wider use of labor-saving con-
struction materials and enables builders to trim roughly 15%,
on the average, from the cost of a given project, estimates a con-
struction company official.
...One of the most sweeping code revisions is planned in New
York City. The new code, to be submitted to city officials for
approval late this month, among other things would permit the
use of plastic pipe for cold water, drainage and vent systems in
buildings; such pipe, say proponents of the new code, is cheaper
generally than the metal pipe now required, yet it is strong
enough to do the job. Altogether, they estimate, the proposed
New York code would cut as much as 10% from the average
expense of putting up new buildings in the city.
Search for Uniformity
In several areas, efforts are under way to set up more uniform
codes. The bewildering variety of regulations among communi-
ties tends to prevent suppliers of building materials from pro-
ducing as efficiently as they otherwise might.
...An extreme example of the confusion that too many codes
can cause is seen in Texarkana, which straddles the Texas- Arkan-
sas state line. Until a few weeks ago, one set of regulations
applied to all buildings on the Texas side of town and a second
to all structures on the Arkansas side. Now, to the relief of
builders in that area, a single set of building regulations has been
approved for both sides.
Wider Use of "Models"
A few statistics show how the use of uniform codes is spread-
ing in the U.S. Last year, some 150 communities, counties and
other political entities adopted a model code prepared by the
Building Officials Conference of America, Chicago. The Ameri-
can Insurance Association, New York, (formerly the National
Board of Fire Underwriters) says more than 1,600 communities
now use its building code, up from 1,180 in 1959. And the
Southern Building Code Congress, Birmingham, and the Inter-
national Conference of Building Officials, Los Angeles, also re-
port rising use of their codes.
The threat of closer Federal supervision of building regula-
tions also may be spurring some local efforts to institute or im-
prove codes. To some extent, in fact, Uncle Sam already is

involved. If a community wants to share in Federal largess for
such things as urban renewal, it must show proof that it has a
workable code. Richard L. Sanderson, technical director of the
Building Officials Conference of America, sees this as a major
reason for increasing interest in "model" building codes published
by his organization, as well as by others.
There is little doubt that sentiment is on the rise for some
sort of a uniform national code-with provisions that would take
take particular regional requirements into account.
For instance, the Advisory Commission on Intergovernmental
Relations, a permanent bi-partisan body set up by an act of
Congress and made up of governors, mayors, county officials,
state and Federal legislators and representatives of the executive
branch, is seeking "nothing short of a major overhaul and re-
structuring of intergovernmental responsibilities" for codes.
After a Jan. 13-14 hearing, the commission found that "the
existence of 5,000 different local codes imposes burdens" on the
building industry, raises costs and limits initiative and innovations
in the development of new construction materials and techniques.
The group recommended an 11-point program aimed at modern-
izing building codes, reducing housing costs through greater uni-
formity and establishing a national program for performance
standards and research.
The rising impatience of many builders is reflected by the
National Association of Home Builders. After plugging for uni-
form construction rules for nearly a decade, the NAHB several
months ago won promises from three groups that have published
model codes to work out a single package of rules for residential
construction. Two of the groups have since engaged a consultant
to start writing a single code, but progress has been slow.
Miami builder Perry Willits, a former NAHB president who
initiated the drive for a single package, vows: "We feel so
strongly the need for a single residential code that in the event
nothing happens we are going to attempt to get the job done
on our own hook-from writing it ourselves to persuading var-
ious arms of the Federal Government to adopt it."
Turning to Uncle Sam
Makers of prefabricated housing, who claim to be affected
even more than conventional builders by the complexity of codes,
already are seeking Uncle Sam's aid-but not his intervention-
in battling the regulations hodgepodge. In a resolution approved
by its directors in September, the Home Manufacturers Associ-
ation urged Congress to establish an agency to develop and
coordinate national building standards. The proposed agency
would be guided by a panel of experts from private industry.
Similar suggestions came earlier last year from a U.S. De-
partment of Commerce advisory committee, that delved into
several problems of standards, including the metric system. The
group recommended that a national commission be set up to
make an exhaustive study of building codes.
Such a study is due to be made by the new Department of
Housing and Urban Development. Congress directed it to study
the structure of "state and local urban and suburban housing
and building laws, standards, codes and regulations and their
impact on housing and building costs, how they can be simpli-
fied, and what methods might be adopted to promote more uni-
form building codes and the acceptance of technical innovations
including new building practices and materials."
President Johnson's budget for fiscal 1967 requests $3 million
for the study, and the findings are to be reported back to Con-
gress within 18 months after appropriation of funds. The Hous-
ing Department insists that it is not thinking of a Federal code.
"That would be neither feasible nor practical," says an official,
adding: "You can't take care of Miami and New York with the
same code. But you can set up certain standards."
The Impact of Technology
The International Conference of Building Officials, Pasadena,
Calif., suggests that any code more than five years old is out-
moded by new products and engineering advances, unless it has
been frequently amended.
New York's new code, according to its proponents, would
not only hold down construction expenses but would allow
structures now prohibited, such as a theater-in-the-round.
...Among the proposed code's innovations is noise control.
This would be the first time a major U.S. city would attempt
to set noise-control standards. The code would establish limits
for noise output of air conditioners and elevators.

The secret of the all-electric concept can be stated very briefly:
with an all-electric building, you can get more usable space.
This means added income if your structure is an office building,
shopping center, motel or hotel; added capacity for hospitals,
nursing homes, medical centers or dormitories; more class-
rooms for schools.
Every building has the common denominators of lighting, heat-
ing, and air conditioning. It is in these critical areas that the
advantages of all-electric construction are realized. By integrat-
ing lighting, heating, cooling and ventilating into a combined
electrical space conditioning system, each component is utilized
to its maximum potential. The high-level lighting component,
supplemented with resistance heating will eliminate space-
consuming central heating plants. Much of the conventional
mechanical equipment area is then returned to' the investor
as added revenue-producing space.

Costlier Than Private Architects

The Board of Education has found that its own Bureau of Design charges
63 per cent more to design school projects than private architects would.
The board said yesterday that as a result it might eventually abolish the
Bureau of Design, which now handles about one-third of the school board's
work.
The announcement of the proposed change was made by Dr. Bernard E.
Donovan, Superintendent of Schools, who said it was part of his continuing
search for more efficient and economical operation. The phasing out process
cannot be completed until present state legislation is amended. The law requires
that large school boards have their own departments of design.
The board's decision was based on findings of a study initiated in 1961 by
the system's Office of School Buildings and the Bureau of Audit.
It showed that direct labor costs of the Bureau of Design for 22 buildings,
modernizations, conversions and additions completed between January, 1962,
and October, 1965, were 63.07 per cent higher than the cost of design by private
architects.
The direct costs, Dr. Donovan noted, were S2,625,353, or S1,015,405, more
than the estimated fees of private architects based on the approved fee curve
for the city.
In addition to the direct costs for the projects, the study included indirect
costs of $1,179,993. These included rent, light and supplies for personnel other
than those in actual design work.
Bureau to Be Limited
Eugene E. Hult, Superintendent of the Office of School Buildings, which
includes the Bureau of Design, was asked by Dr. Donovan to prepare a plan
whereby future new school construction would be handled only by private archi-
tects.
The bureau would continue with modernization, conversions and additions
until such time as it could be abolished if the present law mandating the bureau
could be amended.
The more than 200 architects and engineers, most of whom have Civil
Service status, would be transferred to other bureaus if Dr. Donovan's phasing
out process is carried through.
Mr. Ilult, who was appointed in 1962 after 17 years as a consultant on
building for the Roman Catholic Archdiocese of New York, was commended
by Dr. Donovan for the progress in the school construction program since he
joined the system.
Mr. Ihult, who had high praise for the board's architect's, such as "fine job
-trustworthy high caliber," held that the board was in no position to com-
pete with private industry.
IHe noted that the salaries paid by the Bureau of Design exceeded S2 million
annually.
Cites Loss of Time
"The high operating costs have been evident for several years and we have
been trying through reorganization and better balance to reduce them," Mr.
Hult said. "Remember that when a comparison is made with private industry
we have long summer vacations, six-hour days and five-day weeks, not to men-
tion 17 days of sick leave available and many holidays. This kind of thing is
costly in the long run. We lose a lot of production time."
As for the disparity of architects' fees in two Quccns schools (P.S. 17 and
P.S. 40), Mr. Hult said he had no immediate answer "but we arc looking into
it."
Pubile School 40 at 109-20 Union Iall Street, Jamaica, was modernized at
a cost of $539,586 for construction. The board's architect fees were $117,124,
while the estimated private fee was $39,590, a difference of $77,534.

developed example or a stunted growth of that particular
