STATE OF FLORIDA,
OFFICE SECRETARY OF STATE,
STALLAHASSEE, FLA., December 31, 1896.
"To His Excellency, HENRY L. MITCHELL,
Governor of Florida:
SIR.-In conformity with law, I have the honor to submit
herewith a report of the transactions of this office for the
years 1895 and 1896.
By virtue of my office, I am ex-officio State Librarian with
-certain duties enumerated by statute to perform, which by
reason of the increased and increasing business of this office
I cannot give the library the attention that its importance
demands.
The library room (the largest I could get) :is too small to
shelve the books, and hundreds of volumes are piled on the
floor.
A small appropriation by the Legislature to defray the
,expense of a Librarian, to catalogue the books and keep them
in order, receive and receipt for all contributions from the
States and Territories, would add much to the appearance of
the library, and be a source of satisfaction to those who seek
,information therefrom.

CONSTITUTIONAL AMENDMENTS.

For Article/ 16, Section 6, was eight thousand eight hun-

Against Article 16, Section 6, was six hundred and sixty.

For Article 3, Section 17, was seven thousand seven hun.
.dred and eighty.six (7,786) votes.
Against Article 3, Section 17, was six hundred and eighty-
-eight (688) votes.
For Article 4, Section 12, was seven thousand three hun-
dred and fifty-two (7,352) votes.
Against Article 4, Section 12, was five hundred and eighty-
six (586) votes.
For Article 5, Section 22, was eight thousand three hun-
dred and twenty-seven (8,327) votes.
Against Article 5, Section 22, was four hundred and fifty-
nine (459) yotes.
For changing State Elections to November, Article III,
Section 3, Article VII, Section 2, and Article XVIII, Section
9, as amended by Articles I, II and III of Amendments to
Constitution, adopted 1890, was eight thousand three hundred
and eighty nine (8,389) votes.
Against Changing State Elections to November, Article
Ill, Section 3, Article VII, Section 2, and Ar icle XVIII,
Section 9, as am nded by Articles I, 11 an 1 I[I of Amend-
4nents to Constitution, adopted 1890, was sixteen hundred
and forty-six (1,646) votes.
