Detention Center Officers Larry Warden (front) and Doug
Strickland escort Dominic Reddick, 22, into a Sumter County
courtroom on Tuesday for his first court appearance in Sumter.
Reddick, charged with attempted murder of a law enforcement
officer, escaped custody last week at a Wildwood convenience
store while being extradited to Alachua County. Georgia law
enforcement officers captured him late Friday night after a
search that lasted five days.

with cuts, dehydration and
pneumonia an escaped
inmate who fled from a trans-
port van last. Monday near
Wildwood was finally appre-
hended in Georgia Friday
night following two different
manhunts.
After five days of traveling
through woods in Florida and
Georgia and hitchhiking rides
along interstates, Dominic
Reddick, 22, was apprehend-
ed by Georgia law enforce-
ment agents late Friday night.
He was returned to Sumter
County on Tuesday where he
faced his first court appear-
ance before County Judge
Tom Skidmore, charged with
fleeing from law enforcement
officers in Sumter County.
Skidmore denied bail after
a request from Assistant State
Attorney Michael Lamberti.
Lamberti said Reddick
poses "a substantial risk to the

he had found outside a home

community and a substantial
risk" of fleeing.
Reddick appeared to be
relieved when officers of the
U.S. Marshals Service, appre-
hended him in woods south of
Savannah, Ga., according to
Jennifer Armstrong, supervi-
sory deputy with the U.S.
Marshals Service.
Reddick was wearing boxer
briefs, a T-shirt and a sweater
and a pair of stolen tennis
shoes he had found outside a
home, Armstrong said.
He was originally wearing a
pair of sweatpants when he
escaped, but he lost them
when they became tangled in
weeds, she said.
Aided by a tracking dog,
Reddick was apprehended in
woods near a convenience

store off Interstate 95,
Armstrong said. "He just fell
to the ground and then we
handcuffed him. He was
exhausted and could barely
stand."
Reddick escaped on Dec. 5
when the van he was being
transported in broke down at
the Wildwood interchange
along Interstate 75.
He was being extradited
from a detention center in
Orange County, charged with
attempted first-degree mur-
der of a police officer, to
Alachua County where he was
charged with aggravated
assault, aggravated battery
and carrying a concealed
weapon, according to police.
Sumter sheriff's officials
spent nearly 30 hours comb-

n

that Reddick had fled the area
in a stolen pickup truck.
The following day, Georgia
law enforcement authorities
started their own search after
they received tips that
Reddick was seen in Georgia,
Armstrong said.
He managed to elude law
enforcement officers during a
search that involved about 70
officers and lasted about 53
hours between last
Wednesday and last Friday
nights through several south-
ern Georgia counties, she
said.
Reddick was apprehended
Dec. 9 after he was seen
returning to a dumpster near
the convenience store to
apparently retrieve some
donuts that had been thrown
away, Armstrong said.

Four people were injured in a 3-vehicle accident on County Road 471 near Sumterville on Dec. 9. A Nissan Altima collided with a box truck and pickup truck at
about 10 a.m. after the northbound Altima apparently drifted in to the southbound lane. The pickup overturned three times, according to Florida Highway Patrol
Trooper Leslie Weber. The driver, 36-year-old Brian Flowers, was not injured, but the driver of the Altima, Quintero Scott, and two passengers, presumed wife Jo
Scott and a small child, were taken to Citrus Memorial Hospital for treatment. The third passenger, an infant, was transported to Orlando Regional Medical Center.
The driver of the box truck, Carl Randall, 54, was also taken to Citrus Memorial Hospital.

Another challenge against

rehearing mine expansion

BOB REICHMAN
Editor

Another Center Hill family
is joining the effort to prevent
the County Commission from
rehearing a land use change
request by Rinker Materials
to expand its Center Hill min-
ing operation.
Residents Guy Simmons,
Mike Simmons and Brian
Simmons have notified the
County Commission through a
letter from their attorney, Lee
Hawkins Jr., that they will
pursue legal action if the
board approves Rinker's
request to expand its mining
operation on an approximate-
ly 395-acre tract. to the west of
its existing mine.
"Each of my clients' family
homesteads are settled within
close proximity of the pro-
posed mine." Hawkdns' letter
states. "Permitting this
'expansion' would 'effectively,
place the lime rock mine in
their backyards."
The action follows the

recent filing of a lawsuit by a
Center Hill couple also
opposed to the mine's expan-
sion and opposed to the
County Commission rehear-
ing Rinker's request, sched-
uled for Dec. 20.
John Megan and Louise
Racine filed the court docu-
ments on Dec. 5 in an attempt
to stop the County
Commission from rehearing.
Rinker's request.
The Simmons' letter
expresses similar environ-
mental concerns about
Rinker's proposed expansion
as the lawsuit filed by Megan
and Racine.
"My clients intend to hold
the Board of County
Commissioners personally
liable for any action which
may cause damage to their
property; disrupt neighbor-
hood tranquility; create haz-
ardous conditions from sink-
hole activity; radon gas or
other such conditions; and

Commission approves operating permit for cement plant

MARTIN STEELE
Times Correspondent

County Commissioners on
Tuesday approved the first
operating permit ever issued
in Sumter for a cement pro-
duction plant.
The board granted the per-
mit to Natural Resources of
Central Florida (NRCF) for a
plant that is proposed for the
manufacture of Portland
cement. It is to be built on
NRCF mine property about
two miles east of U.S. 301 and

north of County Road 470 near
Sumterville.
That action came by way of
a three-to-two vote of commis-
sioners along the same lines
as the vote in August to
approve modification of
NRCF's conditional use per-
mit to allow the cement plant
on the approximately 1,200-
acre mine site.
In each case, Commission
Chairman Joey Chandler and
Commissioners Michael
Francis and Richard Hoffman
voted to approve the NRCF
applications. Commissioners

Jim Roberts and Randy Mask
voted against each of the pro-
posals.
As the issue has done previ-
ously, it again brought out a
group of county residents
opposed to granting the oper-
ation permit.
Apparently residents con-
cerns prompted at least one
concession from the appli-
cant.
When Anna Long, an
Orlando attorney represent-
ing NRCF, listed a number of
the operating permit provi-
sions that were developed by

county staff, she noted that
NRCF requested the Florida
Department of Environmental
Protection (DEP) to include a
provision for continuous mer-
cury emission's monitoring in
the applicants air quality per-
mit
These are some of the other
permit provisions that Long
provided:
The most stringent provi-
sions of any of the state, feder-
al or county permits would
prevail.
County has the right to
inspect at any time.

All materials are to be
covered.
Submission of all reports
to state and federal agencies
would be provided to county.
All permit applications,
documents and correspon-
dence are to be submitted to
county.

loss of market value," accord-
ing to the letter from
Hawkins.
The lawsuit filed by Megan
and Racine challenges the
County Commission's deci-
sion to rehear the issue later
this month. It claims that the
company did not meet dead-
lines specified in county
codes for rehearing the case.

In October, the County
Commission denied Rinker a
change of use permit for
expansion in a 4-to-1 vote.
Following that denial, in
November, Rinker requested
that the board reconsider its
application based on provi-
sions in county codes.
At that meeting, in a 3-to-2
vote, commissioners Randy
Mask, Michael Francis and
Joey Chandler approved
rehearing the request.
Commissioners Jim Roberts
and Richard Hoffman voted
in opposition.

Center Hill to redo mine proposal hearings

AMANDA MIMS
Staff Writer

If it hadn't been for a ques-
tion from Center Hill City
Councilman J.R: Smith to City
Attorney Larry Taylor last
Tuesday about the council vot-
ing on a proposed mine that
evening, apparently no one in
the audience would have
known that the issue had been
postponed.
The City Council was sched-
uled to vote on issues of a con-
troversial mine concerning
annexation of the land, allow-
ing the company a conditional
use permit, and altering the
city code which currently pro-
hibits mining.
Sumter Cement LLC
approached the city earlier
this year with intentions to

mine and manufacture
cement on about 1,500 acres
outside the current city limits
of Center Hill.
Taylor's response was the
only indication given at the
meeting that the issue had
been put off.'
"In order to ensure proper
notice.. .they're being re-adver-
tised," Taylor said regarding
the meeting notices for three
ordinances the city was sched-
uled to consider.
The company's requests
have been met with opposi-
tion from city and county resi-
dents, as well as the Sumter
Board of County
Commissioners.
In Center Hill, the city's
attorney creates an ordinance
that is then advertised, read
twice at a public meeting, and
council members vote for or

against it upon the third read-
ing.
The first and second read-
ings of two ordinances regard-
ing the mine issues were held
last month. Another ordi-
nance for annexation of the
mine property was read in
September, and Center Hill
City Council was scheduled to
hold the final readings of the
three ordinances and vote on
them Tuesday, but instead
chose to re-advertise the
meetings without much expla-
nation to those attending the
meeting. The first and second
readings of the ordinances for
the conditional use permit
and change to city code have
been scheduled for Dec. 22 at
7:30 p.m.
City Clerk Diane Lamb said
after the Dec. 6 meeting the
reason for re-advertising is

errors made by both the city
and by the newspaper that
published the advertisements.
She said the final readings
would probably be held at a
regular meeting in January.
Brent Spain, an attorney for
a local property owner, sent
letters to Taylor questioning
whether the city's advertise-
ments in the Daily
Commercial agree with
Florida Statutes and city
codes.
In one letter, he questioned
a notice for,the ordinance to
allow the company a condi-
tional use permit. He wrote,
"...the City has failed to pro-
vide legally sufficient
notice.. .to be considered at the
Commission's December 6
meeting. Accordingly, such
matters should be removed
from the Commission's

December 6 agenda and
rescheduled for a date upon
legally sufficient notice."
He .also said the advertise-
ment did not include a gener-
al description of the area pro-
posed to be annexed.
' Notice given concerning the
change to Center Hill City
Code did not adequately
explain the changes to be
made, according to Spain.
"Thus, the published notice
for proposed Ordinance No.
05-12 is wholly misleading as
to the nature and scope of the
proposed text amendment...a
member of the general public
would have no idea from the
published notice as to, the
nature and scope of the text
amendment being proposed."
Spain has criticized the
city's methods of advertising
other meetings as well.

Regarding a Nov. 3 Center
Hill Planning and Zoning
Board hearing concerning the
mine's request for a condi-
tional use permit, he wrote,
"...neither the mailed notice
nor the published notice for
Sumter Cement Company
LLC's rezoning request state,
in any fashion, what the con-
ditional use permit is for, i.e.,
to allow a mining and cement
plant on the subject property."
In other business, two more
ordinances were read on
Tuesday that are not related
to Sumter Cement.
One, Ordinance 05-13,
relates to setting impact fees
for development and the
other, 05-14, is for developer
review fees. A third ordinance
concerning developer agree-
ments was listed on the agen-
da but was not read.

One arrested, two

wanted in robbery

AMANDA MIMS
Staff Writer

A 58-year-old clerk outside
a Wildwood .convenience
store suffered head injuries
after he was hit with a brick
by a robber while two others
went inside and stole an
undisclosed amount of cash,
telephone cards and lottery
tickets on Nov. 28, according
to Wildwood Police Capt.
Eddie Reeser.
One of the suspects, 19-year-
old Harold
Dalton, Jr.,
Wildwood,
was arrested
SDec. 6. The
other two
are being
sought by
police.
Dalton
was charged
with robbery
Dalton with a
weapon for
allegedly striking the clerk
outside M & K Kwik Save,
who fell forward after Dalton
hit him in the back of the
head, according to Reeser. He
said the clerk also suffered
injuries to the front of his
head from the fall. He was
transported to West Marion
Community Hospital for treat-
ment.
Dalton was additionally
charged with aggravated bat-
tery and possession of mari-
juana under 20 grams. Bond
was set at $15,500.
The two others are juve-
niles who fled on foot after
the robbery, Dalton reported-
ly fled in a vehicle.
The two youths, whose

names Reeser did not release,
are believed to be in the area.
"We're trying to work with
the parents to get them in
here for interviews and bring
them in safely," he said.
They are described as two
young black males: Anyone
with information about the
robbery is asked to call the
Wildwood Police Department
at 330-1355.
In addition to the three
charges Dalton faces for the
Nov. 28 robbery, he was
charged by the Sumter
Sheriff's Office with armed
burglary, dealing in stolen
property, and grand theft 'for
an unrelated incident on Nov.
10.
At about 1 p.m. on Nov. 10,
Dalton and the two juveniles
forcefully entered a home on
County Road 238 in
Wildwood, according to
Sheriff's Lt. Bobby Caruthers.
They entered through the
garage by kicking in the door
and went through the house,
stealing 10 cases of cigarettes,
Black and Mild cigars, a .32-
caliber revolver, and $300 in
cash, he said.
'Approximately 15 minutes
later, the subject went across
the street and began trying to
sell cigarettes to passersby."
He said Dalton then went to
an apartment complex on Mill
Street and tried to sell the
cigars and cigarettes.
Caruthers said the home is
in the same area as M and
Kwik Save, where the Nov. 28
robbery occurred, and Dalton
has an extensive criminal his-
tory.
Bond was set for these
charges at $25,000.

Department report. A 1995 Ford car, driven by Debra Stewart of Monson, Mass., drove onto Main Street from Walker Avenue and
struck this 2000 Dodge car driven by David Durham, 25, Merritt Island, the report states. Durham, traveling north on Main Street,
made an attempt to avoid the collision, but was struck by the Ford car, causing the Dodge to overturn, according to the report.
Durham sustained possible injuries, and Stewart was not injured, according to the report. Durham was not transported to a hos-
pital immediately following the crash. Stewart was charged with careless driving, the report states.

Your VOICE

It would have been so simple.
All the Center Hill City
Council needed to do during
their meeting last week
was to publicly
announce that the board
is postponing considera-
tion of controversial
mine proposals for
Sumter Cement
Company.
That's all it would have
taken to inform the pub-
lic in an appropriate
manner.
But that didn't happen. Bc
Instead, the only refer- REIC
ence to the postpone-
ment of this major issue
was a side comment made
between City Councilman J.R.
Smith and City Attorney Larry
Taylor that was almost inaudible
to the general public. ,
It just once again shows the lack
of consideration that this board
seems to have for the public
they've been elected to represent.
Ironically, this lack of public
interaction is exactly why the
issue was postponed in the first
place.
The board postponed making a
decision based on a complaint
from attorney Brent Spain claim-
ing that the City Council did not
provide adequate information to
the public when they advertised
public notices of their intent to
consider, annexation of land.
allowing the company a condition-
al use permit, and altering the city
code which currently prohibits
mining.
We're talking about changes that
involve 1,500 acres of land. This is
a monumental issue for the city of

H

Center Hill.
Whether intentional or not, this
lack of disclosure gives the
impression that Center
..... Hill's government lead-
ers aren't too keen on
informing the public
about issues that are
likely to cause some crit-
icisms.
-^ iWhen major issues are
up for consideration and
Government leaders
don't provide clear and
informative notification
B to the public, then some-
tMAN thing's wrong.
Coupled with that,
we're still trying to fig-
ure out exactly how the City
Council managed to postpone this
issue without ever taking a vote to
do go at last week's meeting.
Spain definitely is on ,the right,
track with his criticism of the city.
He's representing a local property
owner opposed to .Sumter
Cement's requests.
Spain complains of the city's
lack of providing adequate public
notice and lack of description and
information concerning mine-
related issues.
We couldn't agree more.
In Center Hill, it seems that pub-
lic accountability and responsibil-
ity has somehow been overlooked
or even avoided.
Residents of Center Hill should-
n't have.to try and figure out what
the City Council is doing, their
information concerning board
issues should be clear, informa-
tive and readily available. That's
not too much to ask and the public
should settle for nothing less.

Holiday shopping

Christmas is almost here and
many consumers have not fin-
ished or even started their
holiday shopping. As you grab your
purse and head for the
mall, keep a few last
minute thoughts in mind.
Keep within your budget.
Buy no more than you can
pay for! Living expenses
for January have to be paid I
and there may be other
expenses such as insur-
ance, taxes on your home,
income tax, schoolbooks
and tuition or other mone-
tary demands.
Careful, comparison- MAF
shopping saves money. MA
Also, many stores have MA
"before Christmas" as well
as after Christmas sales.
Carefully check the store return
policy if there is any possibility that a
purchase may be returned. Will the
store accept a return? For how long?
Will it refund the purchase price, or
will it only exchange'the item? If a
refund is given, is it a full or reduced
amount? Must you have the sales
receipt? (Always keep sales receipts
until you are sure there will be no
returns. If there is a return, you may
do it or give the sales receipt to the

Rt
Dil

recipient so he/she can make the
return.)
Be careful in selecting items that
are holiday specialties. Not many
people want a sweater in
January with a Santa on it
If the purchase has a war-
ranty, check it to see when it
goes into 'effect and what
documentation is needed to
validate the warranty.
Think about how usable a
gift will be for the receiver.
Electronics that require
programming capabilities
may be, great for a high
school student with 'com-
puter skills but not for the
FHA. older person without that,
pDOXE type of knowledge.
Also remember your wife
may not appreciate those
diamond earrings as a gift if you made
the down payment and she will have
to make the monthly payments on
them. Avoid gifts that bring debt with
them.
Don't overlook practical gifts, such
as smoke detectors, carbon monoxide
detectors, and motion lights. These
are especially useful for older people

SDan, I thank you for the
informative and interesting
columns that have been
appearing in my local
newspaper. Your recent
column explaining
some of the terms used
in insurance company 1 -
literature was most '.
helpful." '
(Note: I received
many e-mails similar to
the one above. However,
I did want you all to
know that if it were not
for the editors of your
local newspapers, you D
would not have Roi
received said informa-
tion. My 600-word col-
umn was extended last week, by
some' 200 words. So, I am just
doing my job, I am pleased with
your appreciation, but thank your
local editors.)
This reader continues: "Dan,
one other thing you might want to
explain is 'step therapy, which
some plans have as a require-
ment."
A.: This was one savvy reader; I
did forget to explain step therapy.
Step therapy is .a term used by
some insurance companies,
meaning: If you are taking a cer-
tain drug or drugs, the insurer has
the right to request that you
attempt to use a different drug
that treats the same medical con-
dition, before it would cover the
drug you requested.
Example: If Drug A and B both

have the same benefits for your
medical condition, you may be
asked to take Drug B first. If Drug
B does not provide you
with the same medici-
nal benefit, then the
insurer would allow you
to use Drug A, your ini-
tially requested drug.
Remember, always work
closely with your physi-
cian, and make sure that
he or she is aware of
this request from the
insurer.
Q.: "Dan, I read your
AN column last week Can
IAN you please explain
A- more about quantity
limits? Why?"
A: As I previously explained, an
insurer has the right to limit the
quantity of your monthly prescrip-
tions the number of pills, cap-
sules, tablets or whatever that
your physician may prescribe.
This means exactly what it sounds
like.
Before I.explain the why, again
confer with your physician if your
insurer limits the amount of your
prescription. In fact, consult with
your physician in all matters con-
cerning the rules and regulations
of insurance companies. Also, do
not forget that you and your physi-
cian have the right to appeal,
request a waiver and even request
a prescription that is not within
the insurer's formulary.
The why? Some are legitimate
business decisions of your insurer.

Once again, these prescription
drug plans are not coming to you
as a government entitlement pro-
gram. Yes, the government pays
the insurer about $3 for each $1
that the plan costs you. So, this
aspect it is an entitlement pro-
gram. However, its operation is
that of private enterprise.
Hence, some medications are
very expensive, and your need of
them is dependent on your med-
ical condition.
Some of these medications may
be taken once per week, biweekly
or even once per day. This is the
first determination for the insurer.
The insurer is not out to get you,
but must determine how medical-
ly often do you need said drug or
drugs.
Often, physicians, in trying to
help patients, will prescribe more
drugs than a monthly supply, and
then tell the patient to take only
one-half or one-quarter per day or
every other day of said drug. This
is what the insurance companies
have to figure out
And, you, the public-consumer,
eventually may find out that your
prescriptions might be far less
expensive using your physician's
methods, as opposed to your
allowed amount and cost from
your insurance plan.
Keep my green tea warm, and I
will talk to you next week

Mask asked Long for the
company to provide some-
thing else "web based, real
time emissions data."
His request would have the
company's .emission data
almost instantly available to
anyone over the Internet.
But, John Koogler, NRCF's
environmental consultant,
said that the company's vol-
untary continuous emission
monitoring is a first in the
state and that a "data logger"
will record the information.
If permit levels are exceed-
ed, NRCF is required to noti-
fy the DEP
"You might say it's some-
what like the fox watching
the henhouse, but it is an
acceptable procedure for the
US Environmental
Protection Administration
(EPA) and all 50 states,"
Koogler said.
Koogler said it is technical-
ly possible to have the data
posted to the web, but that it
places a burden on.the DEP
"They do not encourage it."
He contended that the con-
tinuous monitoring is a suffi-
cient safeguard.
But, Roberts did not agree,
noting that if the company
could not provide what the
board was asking for, then the
permit could be denied.
Cary Cohrs, the cement
division manager for NRCF,
said that discussions of the
issue have been ongoing for
about three years.
"What your asking is you
want some numbers put on a
web-site for people that can't

understand it," Cohrs asked.
The booing and angry
response from the residents
came almost instantly along
with Chandler's admonish-
ment against any outbursts.
Wendell Martinkovic, of
Lake Panasoffkee, said he
opposed the permit because
of the potential impact on the
lake.
"I can't prove that the plant
will harm the local environ-
ment, but the applicant can't
prove that it won't,"
Martinkovic said. "I urged
you to err on the side of cau-
tion."
Yvonne Taylor, of Center
Hill, repeated the same
warning she made to the
board a couple of years ago
regarding a propose landfill.
She said the head of the
DEP told her at that time that
once the county approved an
operation, it would take an
"act of God" to change it.
, A number of Villages resi-
dents spoke in opposition to
the permit or at least for
greater county diligence.
The plant would "pose
risks unlike any other busi-
ness that has come before
this board," Eleanor
Strickland said.
She warned that the state
and federal agencies could
not be trusted to look out for
the welfare of county resi-
dents.
Sue Michalson said that
she is concerned about the
potential negative effects of
mercury emissions.
She also asked for continu-
ous emission monitoring "at
the stacks" and for the county
to require the company to
obtain "baseline" data on
existing mercury levels.
"Don't take a beautiful
rural area and turn it into an
ugly, contaminated industrial
area," she said.
Nancy Bell asked that the

county establish "quantifi-
able noise level controls.
"It needs to be established
to protected the local resi-
dents," she said. "Please
don't be the commission that
causes the rape of Sumter
County."
Long responded that the
potential air and water
impacts have to be addressed
in the state permits. She also
contended that the county
already has a noise ordi-
nance that addresses opera-
tions such as the proposed
plant.
When Mask persisted on
the "real time" monitoring
issue, Chandler said that
most people will not under-
stand it and that the county
will have to have someone
monitor those results.
Hoffman supported Mask's
idea.
"If we going to be the first
to do this voluntarily, then we
should be the first to have it
voluntarily on the web," he
said.
Cohrs relented, stating that
he would do "the best job to
get it into the system."
There were also concerns
about the 10-year permit
period. Mask wanted a
review of the permit in two
years.
But Long contended that
the 10 years is warranted due
to the millions of dollars that
the company was committing
to the project.
Cohrs said the company is
looking for a "long existence"
in the county.
"We will be good stewards
of the environment," he said.
"We are going to do the right
thing."
With the discussions
approaching an end, Roberts
moved to deny the permit,
but could not obtain a sec-
ond.
Then, Francis moved for

approval and got a second
from Chandler.
In his final arguments,
Roberts cited comments
about mercury emissions
other contaminants that were
attributed to Koogler from
the previous hearings.
Roberts cited acknowl-
edgements that the "plume"
of contaminants could
spread up to 50 miles away.
"If it's emitted from the
stacks and settles over
Coleman, Wildwood, and the
Villages, it will have an
impact," Roberts said.
Roberts noted that the
board was told in previous
meetings that there are only
108 cement plants in all of
the U.S.
"There's a reason for that,
and they (including other
proposals) want us- to
approve three of them," he
said.
"Our role is to protect the
health, safety and well being
of the county," Roberts said.
Chandler challenged that
Roberts wants more houses,
bigger roads with more vehi-
cles and more industry in the
county all of it bringing
more pollution than the pro-
posed plant.

"If you want to protect the
environment, you need to
stop all development now,"
Chandler said. "You can't
have it both ways."
But, all that is not adding
something we don't have to
have, Roberts responded.
Francis commented that 50
percent of the U.S. concrete
supplies come from outside
the country. By having it pro-
duced in the country, the pol-
lution can be controlled, if
you consider the safeguards
that are being stipulated, he
said.
Looking at the audience,
he continued his argument.
"It's required by you people
and me. It will bring jobs and
revenue. The mercury is

miniscule."
"This is a good thing for
Sumter County," Francis con-
cluded.
Hoffman was supportive of
the idea of a shorter permit
tem and Mask argued for the
two-year term.
But, Chandler contended
that the 10 years is standard
for mines and operations
such as these.
"They will invest millions,"
Francis said.
Chandler agreed.
"I don't even think they
need an operating permit
with all the DEP require-
ments," Chandler said.
"When you do several million
(dollars), ten years isn't long."

Federal Consumer Protection has confirmed the fuel saving described in this advertisement.

Device may increase gas mileage by 22 %

Boston National Fuelsaver
Corp. has developed a low
cost automotive accessory
called the Platinum Gas
Saver which is guaranteed
to increase gas mileage by
22% while meeting all.
emission standards.
With a simple connection
to a vacuum line, the Gas
Saver adds microscopic
amounts of platinum to the
air and fuel entering the
engine.
Since platinum allows
non-burning fuel to burn,
the Gas Saver 's platinum
increases the percentage
of fuel burning inside the
engine from 68% of each
gallon to 90% of each
gallon, a 22% increase.
Since unbumt fuel leaving

an engine is pollution, this
22% of each gallon
normally burns when it
reaches the platinum of
the catalytic converter.
H o w e yth converter's
platinum bums this fuel in
the tail-pipe, where the heat
and energy produced from
this fuel cannot be harnessed
to drive your vehicle.
But when the Gas Saver
allows the air-fuel mixture
to carry the platinum into
the engine, 22% more of
each gallon burns inside
the engine so that 22%
fewer gallons are required
to drive the same distance.
After a five year study ,
the government concluded;
"Independent testing, shows
greater fuel savings with the

Gas Saver than the 22%
claimed by the developer. '
In addition to the fuel
savings, the Gas Saver has
received patents for cleaning
out carbon and raising
octane, making higher grades
of fuel unnecessary for
most vehicles.
Joe Robinson, the developer,
was quite surprised at the
market research: "We have
sold a half million Gas
Savers. To our surprise, as
many people buy the Gas
Saver because it extends
engine life by cleaning
out the abrasive carbon as
buy it to increase gas
mileage or to raise octane."

Farm Bureau hosts Farm-City Week Christmas season

BRENDA LOCKLEAR
Staff Writer

Every year, Sumter County
Farm Bureau and the Florida
Department of Agriculture
work for the county and the
state. From helping farmers
and ranchers to providing
food for residents, agricul-
ture is a key in the country.
That's why the local Farm
Bureau hosts Farm-City
Week. It's an opportunity to
connect the business industry
with farmers, and ranchers
and show the importance of
agriculture in the success of a
nation.
The Sumter County Farm
Bureau hosted lunch in
November at the First Baptist
Church of Webster.
Farm-City Week is
designed to teach youth and
adults about the interde-
pendence of agriculture and
industry, according to the
Florida Department of
Agriculture.
The National Farm-City
Council constantly works

Brady Revels, state FFA presi-
dent, served as keynote
speaker for the Farm City
Week event.

keeps on coming

Tne idea or tme luncheon is to ring me woria or agriculture ana me woria OT business togerner.
Along with lunch, guests listened to keynote speaker Brady Revels focus on agriculture and Kelly
Rice as he shared some statistics on Florida and Sumter agriculture.

toward strengthening the
bond between farms and
cities.
Partners in the Farm .City
Week include farmers and
ranchers, processors, truck-
ers and shippers, advertisers,
researchers, brokers and
wholesalers and retailers.
The nation's strength is a
top food and fiber system
according to the Department
of Agriculture. That means an
abundance of food as well as
products used to make cloth-
ing, housing, medicines and
other items.
National Farm-City Week
began in 1955 with a presi-
dential proclamation, pro-
moted by Vermont Senator
George Aiken. Each year, the
event is celebrated during
the week preceding and lead-
ing up to Thanksgiving.

The background of mem-
bers who have served in the
national chair position have
ranged from leaders in the
United States Chamber of
Commerce, Ford Motor
Company and Sears Roebuck
& Co. to National 4-H Service
Committee members,
Cattlemen's Association
members and Farm Bureau
representatives.
In Sumter County, there are
902 farms on a total of 187,373
acres of land. Total cropland
is over 44,000 acres, with over
18,000 of those acres actually
harvested.
Most Sumter County farms
are between 10 and 49 acres
in size.
Most than 600 Sumter
farms bring in less than
$10,000 annually, while 156

farms bringing in between
$10,000 and $99,999 annually.
Fourty-three farms bring in
between $100,000 and
$499,000, while another 12
bring in more than $500,000
annually.
There are more than 730
cattle and calve ranches and
another 330-plus ranches
with hogs, sheep, poultry or
horses in Sumter County.
Those numbers don't
include growers of citrus,
nuts and other fruits.
Sumter brought in over $3
million from milk produc-
tion; $127,000 in nuts and
berries and nearly $2.4 mil-
lion from vegetable, fruit and
melon production; $7.5 mil-
lion in cattle and calves and
an undisclosed dollar amount
from poultry and eggs.

SSwnterSPORS Registration starts for Dixie league

STEVEN AYERS
Times Correspondent

Many of the members of
South Sumter Raiders varsi-
ty football team went right
into Tuesday night's basket-
ball game against Gulf High
School.
Carlos Everett, Brandon
Ward, Terry Mobley and
Kendall Smith came straight
from last Thursday's state
finals football game to the
first game of basketball
where the entire varsity
squad was together. (In the
previous two games, 7 of the 9
Players oi the squad were
junior varsity players).
The game got underway
with Gulf High's Buccaneers
taking the ball from the tip
offhand moving it down the
court with swift offensive
direction and Buccaneer
Kurt Holt putting the first
points on the board a minute
into the quarter.
Raider Brandon Ward
played powerful defense
throughout the game and
quarter while the
Buccaneers' Kenny Fletcher
and Anthony Jackson played
solid defense throughout.
Gulf took an early lead in
the game staying 8 points
ahead of the Raiders through
most of the game though the
Raiders put up valiant efforts
during the entire game. Marc
Stephens from South Sumter
sank long shots to the hoop
during the 1st quarter along
with Terry Mobley who had
consistent free throws.
Gulf's early lead in the
game set a trend for the 3
other quarters of the game.
At the end of the 1st quarter
the score was 20-12 with the
Bucs in the lead. The latter
half of the 1st half was domi-
nated by the powerful Gulf
defense while the Raiders
took defensive strides and
shot long free throws cour-
tesy of Charlie Breen and
Terry Mobley with a 35-21
score midway through the
quarter.

ket while the Raiders put
forth efforts to tie and gain a
lead. Ending the 1st half, the
score was 42-26 with the
Buccaneers in the lead.
Charlie Breen sank quite a
few long shots for the
Raiders while Gulf's
Anthony Jackson was a real
standout player for his Bucs.
Kendall Smith put points on
the board for the 3rd quarter
as did Terry Mobley hoping
to even up the score. 40-50
was the, score late into the
3rd with many foul shots

throughout the game with the
whole Raider squad putting
a lot effort into evening up
the score.
The 4th quarter showed
powerful defense and
offense out of both teams
with the score being the clos-
est at 47-49 midway through
the 4th quarter with Kendall
Smith and Brandon Ward
shooting numerous foul shots
and working defensive plays.
With 1:00 left in the game,
the 64-54 score with the Bucs
in the lead proved to be a
trend.

Mverr Christmas from The Safvation Amy

EYour support wiltlmake a positive difference
S- Your caring support is helping us to assist families like
the "Harrises." The Harrises are newly wed parents who
have a child with a physical disability. They are
expecting another child soon. Mr Harris works full-time
and is usually able to meet their usual expenses, but
i expenses for their disabled child are continuing to
increase and there are no funds for any Christmas
i extras. Like most parents, the Harrises want their
children to share in the joy and blessings of the season.
We will be assisting them for Christmas with food and other items and the children will become
angels on our area Angel Trees.

This is all possible because of the loving help of our community supporters. Local support is
making it possible for us to help local families, children, and senior citizens and disabled persons
who come to us every day for help with food, utilities, rent, and other basic necessities. We all
know that along with the joy and blessings that the Advent Season and Christmas bring, it can
also bring concerns for having something special for the Christmas meal or a gift for the children
or an unexpected gift for a senior citizen or disabled person. So far we are planning to assist 136
families and we are still taking applications. It is only with the help and support of our Sumter
County neighbors, friends and supporters that it will all be possible.
Please remember the Harris family and the many families like her SUMTER COUNTY TIMES
when you consider making your donation to "The Salvation Army SUMTER COUNTY TIMES

A shelter would allow for

Another advantage to having

Outdoos AAMS

Kimberl

ood folks, I have been
up in Georgia for the
past week doing a little
deer hunting and just plain
relaxing for a spell.
The weather was
both good and bad
with most of the g
week being rainy
and then when the .'
rain quit in just a "'
!matter of hours it -
turned bark-bust-
ing cold with the
temperatures hov-
ering somewhere
around the mid
twenties especially JAMIE d
during the early Outdoor
'morning hours just
before dawn. I don't
know what the actual temper-
ature was but it was cold
enough that ice was spurting
up out of the ground.
With the unsettled weather,
the deer were not moving as
well as I had hoped for but
early on during the hunt I
managed to get a nice young
yearling doe which is my first
choice other than getting a
sure nuffbig wall hanging tro-
phy buck
As you know if you read this
column from time to time we'
eat a lot deer around my place
and a young tender yearling
deer makes for some mighty
fine eating especially the back
straps and hams if deep fried
and served right along with a

During the hunt the moon
was getting close to
being full and the
nights being on the
bright side might
have been one of
S the main reasons
that the deer were
not stirring much

they were moving a

of the day and that
is when most of the

I do the most of my serious
hunting from a climbing tree
stand and it does get cold in
this type of stand if the wind is
blowing any at all. When the
sun finally comes out it is sure
welcome and the temperature
will rise just enough to make
the long sitting and waiting a
little more bearable.
There are a lot of squirrels
on our hunting lease and I like
to watch them scurry around
hunting acorns .or whatever
squirrels eat while at the
same time chasing each other
all over the place. I don't know
what kind of squirrels live up
in that part of Georgia but
there are at least two different
species and one looks a lot
like our fox squirrel and the
other kind looks a lot like our
native grey or cat squirrel.
Anyway they sure help the
time go by when waiting on a

deer to pass through and as a
rule of thumb if the squirrels
are abundant then there is a
pretty good chance there are
acorns around that the deer
feed on.
My most favorite hunting
companions however are car-
dinals. Cardinals are a special
species of songbird and far
and away my favorite.
Cardinals will often start mov-
ing before the break of day
and you can hear them singing
away. It does not matter how
cold it might be if there are
cardinals in the vicinity then
it will not be long before they
are flying around and landing
in the surrounding bushes
and trees.
Many times I have been
entertained for hours by, as
many as a dozen cardinals fly-
ing all around darting from
tree to tree and bush to bush
as they just seem to really be
enjoying life. As a rule there
are about as many females as
there are males but the
females are not near as color-
ful as the brilliantly colored
red males. I think I read some-
where that cardinals are seed

eaters and that is probably
why they move around so
much as they search for food.
The highlight of this hunt
was that a good friend and
long time hunting buddy of
mine, Justin Parish of
Bushnell, joined us at the
camp as a guest and he
brought his eleven year old
daughter Kimberly along and
Kim was fortunate enough to
get her very first deer.
Kim has only recently
learned to shoot a rifle and
her dad has been spending a
lot time-teaching her not only
how to shoot but how to safely
handle a gun at all times.
Anyway, her dad was with her
in their blind when several
deer came into view. When
one of the deer got into a good
shooting position Kim took
the shot and instantly she and
her dad knew the deer had
been hit hard and in a good
vital area. The deer however
as deer will often do when hit
whirled and run off but in
doing so left just a small
amount of blood which veri-
fied with out any doubt that
Kim had indeed hit the deer..

Kim and her dad picked up
the trail and looked for the
deer for nearly an hour to no
avail and Kim was starting to
get a little worried that they
might not find her deer as the
blood trail had vanished com-
pletely
I heard the shot from my
stand and went to where they
were searching and I could
not find the deer either and
we had all but given up when
Justin looked off to the side of
the trail we were following;
there low and behold was
Kim's deer. We had all walked
right by it several times but it
blended in so well with the
vegetation that we just over-
looked it. Needless to say Kim
and especially her dad and
the members of the camp
were proud that she had got
her first deer, which inciden-
tally was a small buck Kim
donated the back strap to the
camp and we all enjoyed a
fine meal of venison for sup-
per on the last night of the
hunt.
As it turned out, every one
at the camp got at least one
deer and had a great time.
