County commissioners have received dozens of emails and letters from Village residents in opposition to the 8.75 mill property tax supported by County to further study impact fees MARTIN STEELE Times Correspondent Sumter County Commissioners decided Tuesday that they needed a bit more time to study pro- posed fire.rescue impact fees that could add $397.14 to the cost of a new home in rural parts of the county. The proposed fire impact fees came from joint studies for both the Sumter County Fire District and The Villages Fire Services District. The fee structures were devel- oped by Henderson Young and Company, the commis- sion's impact fee consultants. The board decided some months ago to have the study done with the prospect of using impact fees to help fund the cost of providing fire/res- cue services as the county population and commercial operations expand. But this week some commissioners appeared reluctant to move ahead with the proposals. Their few comments fol- lowed consultant Randy Young's remarks to the board about the findings of the study. Young told the board that it is important to remember that the impact fee is differ- ent from fire assessments in that the impact fees are allowed only to pay the capi- tal cost for facilities and equipment needed solely for, new development. The fees cannot be used to meet annu- al operating costs or to main- tain existing services. He noted that there are sig- nificant differences between the proposed impact fees for the Villages and the county fees. While the county in gen- eral would need an almost $400 per "residential unit" fee, the Villages impact fee would only be $243.36. The difference involves housing density one of the principle elements involved in determining per unit costs of providing facilities, accord- ing to Young. The greater density of the Villages developments means a single fire station can serve more dwellings, resulting in a lower cost for each dwelling. Young also provided com- missioners with a comparison of the fire/rescue impact fees from other Florida counties. Neither of the fees derived from the study is the highest or lowest in the group of counties, he said. Commissioners Michael Francis and Richard Hoffman, both of The Villages, opposed it, pushing for the "rollback rate" of 7.78 mills, the rate it would take to gen- erate the same amount of rev- enue as last year. Though the 2005-2006 pro- posed millage rate is the largest tax cut in the county's history, 50 cents less than last year's rate, some residents of The Villages believe it is too high. Several Village residents brought their objections to commissioners at a budget hearing on Monday. Villages resident Genevieve Albright said the proposed budget is "unreasonable." "How do you justify this? I don't think you can-in my opinion, your tax increases are the equivalent of political malpractice," she said. Bernie O'Donnell, also of The Villages, was among the six residents of the retirement community to object to the millage rate. "This reminds me of a gold rush," he said. "This kind of attitude is the issue behind this-almost more so than the actual 'numbers. It sends a very clear message: We'll take all we think we can get away with." He said there "will be an accounting period" for com- missioners who continue to support the rate. "You will be out of office," he said. Others from the Villages who spoke to the commission on Monday included Doug Tharp, president of The Villages Homeowners. Association. But Bert Kunstler, a 20-year resident of Sumter County, was one of three county resi- dents who spoke against the opposition and defended the commission. "I'll stand behind the com- missioners, he said. "The, Johnny-come-latelies that move into The Villages have been trying to dictate our rules in Sumter County." He countered one of The Villages residents' comments about the tax rate being unfair to people dependent upon fixed incomes. "I'm sorry for them. I'm on a fixed income and I'm a veter- an, and I don't find it that way." Bill Costner, of south Sumter County, said Village residents know what they'll have to pay in property taxes when the move to the area. "I say leave it alone," he said. Roberts explained that the county's levy only comprises a portion of total property taxes, and entities such as the school board and Southwest Florida Water Management district raised their levies. Next month, the final read- ing is scheduled and council members will vote on the issue then. All five council members and the city's mayor listened to about-45 minutes of public comment and objections from individuals concerned about annexing the property and about the proposed mine and plant. They listened before an audience of rough- ly 70 people, 30 of whom were left standing for a lack of seating. Don Bingham, who lives outside the city limits, said he's lived in the community for about 25 years. "I live south of town and will be affected by your deci- sions," he told the council. "If you really care anything about the community, Center Hill, or the area around it, you're not going to go for this thing." "I'm sure this is going to ruin our water for us... as far as I'm concerned, it'll be a criminal thing if you allow this to happen." Leroy Smith, who works for the Sumter School District, said he's a lifelong resident of the city, and is against the plans for mining and cement manufacturing. "I feel like you need .to investigate this more before you make a decision to even consider it." Of the city and county resi- dents who spoke were two county commissioners, Jim Roberts and Richard Hoffman. Commissioner Randy Mask also attended. The county recently passed a resolution to oppose annexation of the property, even though the county voted in favor of per- mitting a cement plant at the existing Mazak mine in the Mabel area. After the Mazak decision, Roberts said, "I did quite a bit of research, and I'm con- cerned." He said he was told by experts particulates from manufacturing could spread 11 to 47 miles from the site. He also said the plant would not be allowed under the county's land use plan and that he learned there are 108 Portland Cement plants in the United States. "Now we propose putting three within 12 to 15 miles." After hearing from several people, Jimmy Smith told them why he supports the annexation. "My intention...is not to install a cement mill, it's to incorporate property in the community of Center Hill that we can control possible developments." "If we leave it to the coun- ty, I perceive another Villages down there just south of Center Hill," he said. "We don't want houses we can jump roof to roof on-that's my sole interest, getting control of that prop- erty." But just a few minutes later, Jimmy Smith said to Monte McBryde, who owns property that borders the Sumter Cement property, "You're closer to Mazak's mine than you would be ours." At one point during the meeting when Council Member Elsie Ramsey asked for a show of hands of city residents, it was apparent that the vast majority of the audience lives outside the city limits. Please see MINE, Page 2 Event set to support Hospice Wanting to get her office more involved with the com- munity, Sumter County Supervisor of Elections Karen Krauss and her staff are organizing a gospel sing. Money raised by the Sept. 17 event at the First Baptist Church in Bushnell will be given to Hospice of Lake and Sumter to help pay for build- ing its Lane Purcell Hospice House in Sumterville. That's the word from Pat Lovett, the elections office staffer in charge of putting the event together. The gospel sing gets under way at 6 p.m. There is no admission charge. A love offering will be taken during intermission and the money given to Hospice, Lovett said. The church is located at 125 W Anderson Avenue in Bushnell, Lovett said Krauss has vol- unteered to emcee the event. Performing groups include the McKinney Gospel Choir of Clermont, the Stagecoach Junction Fellowship band Praise Jam, and Courts of Praise, as well as a number of others. Barry said no one he's spoken to about it is in favor of the mine/cement plant, and he opposes it. "I assure you, the cit- izens do not want this," he said. The only council member to give a firm opinion on the sub- ject was J.R. Smith, who said he is in favor of annexing, but opposes the cement plant and mine proposal. However, Steve Ritchie, attor- ney for Sumtel' Cement, said if they approve the annexation but not the temporary permit the company is seeking, Sumter Cement would withdraw its Francis said the county can operate without the addition- al revenue over what would be created by using the "roll- back rate." Hoffman said that rate would provide .21 percent more revenue in ad valorem taxes over last year. A motion made by Francis and seconded by Hoffman to amend the rate to the "roll- back rate" of 7.78 was shot down by Mask, Chandler, and Roberts. The board voted 3-2 to adopt the tentative millage rate of 8.75, with Francis and Hoffman dissenting. A budget workshop is scheduled for Monday, Sept. 19, at 6 p.m. at the Wildwood Community Building. BOB REICHMAN Editor The county Local Planning Agency next week will consider two requests to change the county comprehensive plan for two proposed residential devel- opments on land currently zoned for agricultural uses. The county comprehensive plan is a state-required docu- ment outlining how the county foresees issues related to growth and development. The first proposal is for about 65 acres located northeast of Oxford off County Road 466 and County Road 101. Maricamp LLC is requesting that the land be rezoned to a high-density residential classi- fication. The 'second proposal, by Acorn Investments, is request- ing that 186 acres of land east of Coleman be rezoned from agri- cultural to medium density res- idential. The land is located east of the Coleman Federal Prison off County Road 470. Both proposals will be con- sidered when the Local Planning Agency meetings at 6:30 p.m. on Monday, Sept. 19. The agency's recommendation will then be considered by the County Commission at 6:05 p.m. on Tuesday, Oct. 11. Both public hearings will be held in the Sumter County Courthouse in Bushnell. The decision by the County Commission will then be sub- mitted to the state Department of Community Affairs for con- sideration. The proposed changes to the comprehensive plan can be reviewed at the county Planning and Zoning Department on the third floor of the courthouse. Sumter Emergency Management director to assist in Mississippi AMANDA MIMS Staff Writer Milton Hill, director of Sumter County Emergency Management, has headed for Mississippi along with 19 col- leagues from eight counties to assist the hurricane-ravaged area's emergency operations center. Lieutenant Bobby Caruthers of -the Sumnter Sheriff's Office said the team, comprised of individuals from Marion, Lake, Volusia, Seminole, Osceola, Brevard, Orange, and Sumter Counties, left Monday headed to Jacksonville, and were en route to Stennis Space Center, which is about 45 miles east of New Orleans, on Tuesday. "This team has been assigned to Hancock County, Miss., which is one of the worst-hit areas in the state," he said. Caruthers said they were sent there by the State of Florida to relieve emergency operations center workers there, who "haven't had any relief since the beginning of the storm." One of the biggest challenges will be facilitating communica- tion in the area, because of the damage to telephone lines and towers the storm caused, he said. Hill has been the director of Sumter's Emergency Management for 10 years, and will be directing the efforts of the team. Besides assisting with com- munications, their job will be to support shelters, bring food, ice, and water, and assisting with debris cleanup and logistics: Caruthers said the Sumter Sheriff's Office also has a team of deputies ready to be deployed to the area if they're needed. "The Sheriff's Office has been on standby since the hur- ricane," struck the area, he said. He also said there "has been some interest," in,the Sheriff's Office Mobile Command Center. The amount of time the team will remain in the area is not certain, but they will probably be there at least two5 weeks, he said. Actually, it's refreshing to see county resi- dents involved enough or con- cerned enough to challenge such things as property tax rates. But what is disturbing about the dozens of e-mails and letters that the County Commission is receiv- ing concerning the proposed prop- erty tax rate, which, by the way, is a decrease from last year, is that all the complaints are coming from residents of The Villages. Not a single peep of protest from residents outside that community. Now that has to make you stop and wonder. First off, it's pretty unusual to see people complain about a tax decrease, no matter how small it may be. It certainly seems that if the pro- posed tax rate isn't acceptable, county offices would be hearing from angry residents throughout Sumter, not from just those living within that community. So how is it happening that so many Village residents are in protest? Many of the e-mails attrib- ute their concern to news articles about the tax rate published in their community newspaper. With two Villages representa- tives on the county commission and a Villages community newspa- per opposed to the tax rate, it makes you wonder why there seems to be such a push to Why has our government failed us This is in response to a Robert H. Edwards letter asking why "our gov- ernment failed us?" There were many failures before, during and after Hurricane Katrina, but I submit most of them were not on the part of government and most specifically not the federal govern- ment The biggest failure was on the part of the thieves, thugs, rapists and murderers raided Wal-Mart and many other local businesses, less than 24 hours after the hurricane to steal, pri- marily guns and ammunition not water and food. They then proceeded to terrorize the entire area, even shooting at those trying to bring help to the area. That is the biggest reason help was so long in getting into New Orleans. The fact that this city has long been known to have one of the highest crime rates, especially murder, in the nation, that their political system has been known to be one of the most cor- rupt in the nation since the infamous Huey Long days and that on Labor Day, slightly over a week after Katrina, several of those who still remained in the city decided an appropriate activity for the time was to hold their annual Decadence Day Parade, is a reflection of the total lack of morality and concern for humanity that caused the "failure" of the hurri- cane response. The next level of failure lies with the mayor of New Orleans, who not only waited until two days before Katrina to urge people to leave, but left thousands of school buses and other city vehicles sitting to be ruined decrease the proposed tax rate even lower. Is it because Village residents are paying more taxes than anyone else? Well, they actually may be. Village property tax values are probably higher when compared to other county property. But that's not the fault of county government The community itself dictates its property values. How much new residents pay for their land and for their homes determines that, not the county. And buying into The Villages is likely to be more expensive than buying in other parts of Sumter. Unfortunately, the higher the property value, the higher the property taxes. But, the problem may be that while Villages residents pay prop- erty taxes, they also pay additional levies that other Sumter residents don't pay. Villages residents are required to pay assessments for services that are levied by their community development districts. We wonder if all this focus on the county's property tax rate isn't meant to keep residents from com- plaining about the assessments that they are being charged by The Villages? This blitz of e-mails and letters doesn't appear to simply be coming from concerned county taxpayers, it appears to have an orchestrated and well-organized campaign behind it. by the floodwaters, instead of com- mandeering them to take thousands of his citizens without cars out of the city. And then, he didn't know his city well enough to know that it would take nothing less then a fully armed National Guard to restore order to the city so that help could come in with- out getting murdered by the thugs and request that they come in immediate- ly? Certainly the traditional rescue units were unprepared for such total, vicious lawlessness. It was also a. shock to the rest of the nation, but thankfully, we don't live in his city. There was also failure was on the part of the people who just sat and waited for "the government" to do something rather then take the initia-' tive to help themselves. In two days, anyone with two good legs could have walked far enough north to have escaped Katrina) and obviously, many of those running out of the looted stores had very good legs.) One enterprising twenty year old showed that spirit, when he took a bus from a school yard and headed west, picking ,up old people and women with children and arriving in Houston having rescued over 80 along the way. They pooled their money and bought gas, water and food needed to get there. That is the kind of initiative that would have spared hundreds in New Orleans the tragedy that nature (not George Bush) wreaked upon it The question is not why the govern- ment failed, but what happened to the American spirit? On Friday, Sept 2, South Sumter played Union County and won. I was not surprised of the win. After the game my name was on the billboard in front of SSHS wanting to know was I happy. I guess because of that win against Union County. My. point was misunderstood. Again I say that the Raiders had two touchdowns ahead of their opponents, less than 5 minutes to play in the game, and the Raiders had the ball. Mr. Richards may have even influenced a cou- ple members to look into a career as a Meteorologist or into television. The Emergency Response Team also received training in First Aid and all members were certified. The group truly enjoyed the tour to Ronnie Graves' prosthetics facility; see- ing all the rescue equipment for animals and learning how D.AR.T members travel to dis- aster areas to help during emer- gencies. The team will be involved in other tours and educational opportunities in Sumter County to help them prepare for emer- gency situations. Leroy Bellamy, one of our community's most beloved pastors, the sad event began with a joyous pro- cession. As Bellamy's fam- ily filed to the front of the church they clapped and sang "Oh, when the saints go marching in..." In thinking about the destruction of Hurricane Katrina and of the storms last year that lev- eled parts of NAi Florida and of the KEN storms yet to come, that song. popped into my head -- maybe because this time New Orleans was hit so hard and that song is so often associated with that city. The song, a traditional spiri- tual, is about wanting to be part of the people who will one day be marching into heaven. The last verse goes: "Some say this world of trou- ble is the only one we need. But I'm waiting for that morn- ing when the new world is revealed." That's nice and all, but I was thinking about the time before that happens, like recently when the saints of God began marching- to other places: Mobile, Ala., Hattiesburg, Miss., and what's left of Biloxi and New Orleans. Marching with chainsaws and bottled water, diapers and baby wipes and cash. It's an awesome sight to see God's people mobilized to action, and I think it pleases him. I think it does God's heart good when his people march in to help others in times of trouble. I think that's why the church exists. Jeff Perry, a pastor in Chesterfield County,, Mo., whose own church was destroyed by a flood in 1993, wrote to beliefnetcom to say a guy in his church gathered up 15,000 bottles of water and headed to Louisiana and another man went to Mississippi and pulled a tree off an 81-year-old woman's house and put a tarp on her roof before it rained again. Stories like these are end- less, which is how it should be. Last weekend, I was at my church early and noticed a meeting going on in. It was the team who was getting ready to take their chain- saws up to Alabama to spend two weeks 7 i cleaning up toppled trees and scattered debris. These weren't NCY young guys in their NEDY 20s and 30s either, NMR"""" but mostly retirees, and they all looked like they were on the edge of an adventure, eager and ready to move out and get working. They were ready to march, as are God's people every- where. Red Sox pitcher Curt Schilling and his wife, Shonda, have arranged to house the nine-member Fields family for a year in Boston. The Fields' home was destroyed by the hurricane. -The Schillings marched in to help this one family, which, when you think about it, is really all there is. To thousands more, he was "BoBo the Clown," known for his antics and skill, on skis and barefoot, in Cypress Gardens water shows. At 72, the Lake Panasoffkee resident died on Sunday, after a bout with pneumonia, according to his daughter Laura O'Donaghue. "He had such a zest for life." He had open arms for any- body and anything from hitch- hikers to animals, she said, cit- ing some of his deeds and adventures. In his early twenties, he was a test pilot for Hughes Aircraft He taught himself to fly at age 15, after trading two of his dad's prize show mules for a crop duster. He and his closest friend got in the plane and they'd just "Take off and crash and take off and crash," until they had it mastered, O'Donaghue said., His family was among the founding families in Indian Rocks Beach they owned Indian Rocks Landscaping and Indian Rocks Golf Course. Because of his generous nature, he was always taking people in. She recalled there was, "Always somebody living with us." With his love for life and people came a love for practi- cal jokes from putting snakes down a friend's back to putting somebody on a horse that was- n't quite bro- ken to ride. "He's done a lot of exciting things." At their early age, they and a caravan of other folks would head to the Florida Keys and spend two weeks in scuba tournaments. Emert, 86, business owner Gene C. Emert, 86, of Lake Panasoffkee, died Saturday, Sept. 10, 2005, at Citrus Hospice in Inverness. He was born April 14, 1919 in Hillview, Ill. He moved to Florida in the late '60s and started the business of Emert's Hardware in Lake Panasoffkee in 1974 where he retired in 1999. He mar- ried his wife Mary on Feb. 18, 1989 and both have been very involved in community serv- ice events to help the schools in our community. He touched many persons' lives in their time of need during the time they lived here. Mr. Emert was very active in the Loyal Order of Moose at the Lake Panasoffkee Moose Lodge 1179. During his tenure with the Loyal Order of Moose, he held offices or positions in the Lodge, District and State Association. He was honored with his Past Governor hon- ors in 2000. He advanced to the second degree of the Order in 1986, then he was conferred with the Fellowship degree of honor at the International conven- tion in New Orleans in 1986. Mr. Emert received the high- est degree of the Order, the Pilgrim Degree of Merit in the House of God at Mooseheart, Illinois in 2004. He was recognized by Moose International for his tremen- dous job in signing up new members and at the time of his death, he had signed up 1,200 new members during his career. He also was a member of the Lake Panasoffkee VFW 10084, the DAV and the Fraternal Order of Eagles. Survivors include his wife, Mary; brother, Lowell, and two nephews; four stepsons, Gary,. Francis, William and Carlton; eight grandchildren and two great- grandchildren. THURiSDAYSEPTEMBIER 15. 2005 CriRter CHATTER aNeu ofRE DART responds to disaster he Sumter DART (Disaster Animal Response Team) has been deployed to the Biloxi, Mississippi area, to help in the aftermath of Hurricane Katrina. With 20 people, the Sumter DART team is one of the largest indi- vidual teams to respond to the dis- aster A day in the life of a rescue compound begins at daybreak, and doesn't end till well after sunset. Rescue teams go out into the hard hit LN areas, delivering GR pet food, water, and , medical assistance. The team members are in dangerous surround- ings, in buildings partially col- lapsed. They listen for meow- ing, or whimpering, any sound that will lead them to find an animal that may be injured or hiding in the rubble. In the compound, a mash unit is set up for animals that are injured, lost, and hungry. Remember, if not for the DART teams, these animals would have nowhere to turn to for help. It is an emotional roller coaster for the volun- teers who help in the mash unit. Many animals are injured, dehydrated, and con- fused. Some are given blood transfusions, many are saved, but some cannot survive their injuries. It is an exhausting job, in a hot and dusty envi- ronment. Diane Hartman, a DART volunteer who resides in The B Villages, worked in the mash unit walk- ing dogs, cleaning cages, and caring for the animals. She recalls many y S sad moments when people had to relin- I quish their pets. I And she will always remember the IDA happy moments AVES when owners were reunited with their beloved pets. Lucille Fusco, a Villages resident and DART volunteer, said she was honored to be asked to help. "It was a rewarding experience to be able to make a difference." Lucille saw a blood transfu- sion from animal. to animal being performed, and watched so many frightened and hurt animals find comfort in the care of our compound. Sumter DART Coordinator, Sheri Evans of Bushnell, says, "We do this for the love of the people and their animals. This just as easily could have been us." For as many animals that have been saved, there are so many that have been found dead. Heartbreaking stories are told from the rescuers out in the field, of animals found left in their homes with food and water, only to be drowned from the floodwaters. Because of the massive destruction, the recovery efforts may go on for months. The Sumter DART team will be there to assist, thanks to the support of so many people and businesses with their donations.
