The Auxiliary of Hendry Regional Medi-
cal Center is hosting its third annual Christ-
mas Open House on Friday, November 20th,
from 9 a.m. to 6 p.m., and you're invited.
The hospital gift shop, with its wide assort-
ment of very nice items, is an ideal place to
purchase Christmas gifts for the entire fam-

Volunteer child advocates
needed!
New! The Guardian ad Litem Program
has added a 3-session, Saturday training in
Hendry County, scheduled for Nov. 21, Dec.
5, and Dec. 12.
Guardian ad Litem volunteers advocate
for abused children in court, the child wel-
fare system and the community. Anyone

"The real season is about to begin," said
Pete Walker, Glades Day's fourth-year head
coach. "It's Glades Day's time and we gotta
be prepared for MacArthur [North Miami],"
Walker continued, as he rounded up his
team after the game. "We have to take these
playoffs one game at a time."
Redish agreed with Walker's statements
to the team, adding that 'the offense is on a
roll now and we've been hot for the last 4-5
weeks.'
"All we need to do is make sure our de-
fense holds the lead in the fourth quarter,"
Redish continued. "If we do that, then we
should win state this year."
Notes: Glades Day (8-2 overall) will be
traveling south to North Miami Stadium to
face off against District 8-1B champion Mi-
ami MacArthur North tomorrow night.
The kickoff for the Class 1B regional
semifinal game is at 7:30 p.m.
The winner of that contest will advance to
the Class 1B-Region 4 final against the Sheri-
dan Hills (Hollywood)-Jupiter Christian win-
ner on Nov. 27. Expect easy wins for both
Glades Day and Jupiter Christian, which will
then set up for the Class 1B game of the year.
The winner of the Class 1B-Region 4 final,
should both these teams win tomorrow,
could very well likely be this year's Class 1B
state champions.
Glades Day finished the season as the As-
sociated Press High School's No. 3 Class 1B
team two spots behind wire-to-wire Class
1B No. 1 Jupiter Christian.

BELLE GLADE- Greg Dent is the best high
school football athlete in the Muck.
After torching the Pahokee Blue Devils
secondary for six catches, 185 yards and a
touchdown in Glades Central's 47-21 vic-
tory, his head coach, Jessie Hester wasted
no time to vouch for that claim.
"Nobody in the state is a better player
than him," Hester said of Dent, who was
named the Muck Bowl MVP.
"I'm dumbfounded that Greg Dent had
been overlooked. He's the best receiver in
the state, no doubt about it."
Along with an 84-yard kickoff return for
a touchdown in the first half of the Muck
Bowl, there was a sequence in the fourth
quarter that could be argued as the game-
winner.
Early in the fourth quarter, with Glades
Central up 25-21, Raiders senior quarter-
back L.J. Thomas lobbed a 23-yard pass to
the end zone with Dent wide open.
But he dropped it, with Pahokee breath-
ing a sigh of relief.
"As I dropped the pass, I was shocked,"
said Dent, who recently made his oral com-
mitment to the University of Miami.
"I don't drop too many balls."
On the very next play, with Pahokee's
Jacquay Perdue covering Dent, Thomas
threw the ball to him again from Pahokee's
23-yard line.
Guess what?
Dent actually caught it, as Glades Central
suddenly found itself in a 33-21 lead it would
not relinquish.
"I told coach [Jessie Hester], 'Let's go
back with the same play,'" Thomas said,
adding that the play call was named 0-80 H
corner.
"On that first pass I threw to Greg, I saw
him drop it. It was a high ball and he prob-
ably lost it in the light."
Thomas was thoroughly confident that
Dent could deliver the second time around.
"It just happened to be a perfect throw
the next time. I knew we could do it again."
Glades Central finished the fourth quarter
with two more passing touchdowns Thom-
as's third touchdown pass, a 2-yard throw to
Demetrius Evans and Alanda Shaw' 59-yard
strike to Jamie Wilson.
Glades Central completed its 28-point
barrage in the second half after finding itself
down 21-19 at halftime.
"We got down at first, but we took care
of business," said Glades Central defensive
end Isiah Corbett, who had three sacks in
the Muck Bowl.
Glades Central's defense, who benefitted
from injuries in the first half to Pahokee play-
makers Chris Dunkley and Fred Pickett, held

Judy Ann (Hough) Sjosten
CLEWISTON Judy Ann (Hough) Sjosten,
born Jan. 4, 1954, on Miami Beach, passed
away following a brief illness on Nov. 1, 2009.
Judy was raised in Clewiston and graduated
from Clewiston High School. Following her
marriage she moved to West Palm Beach
where she raised a family and owned and oper-
ated her hair salon "Elegance."
She is survived by her parents, Eugene and El-
eanor Hough; brothers, Timothy Hough, and
Patrick Hough; sister, Candi Mancil; and three
children, Steven, Eric, and Fallon Sjosten.
A funeral service was held Thursday, Nov. 5,
2009, at Howard Price Funeral Home, West
Palm Beach.
Muriel Leona Bailey, 87
CLEWISTON -Muriel Leona Bailey, passed
away Friday, November 13, 2009, in Clewiston.
She was 87.
She was born May 9, 1922, in Boca Raton, the
daughter of the late Hugo D. and the late Marga-
ret Aileen (Campbell) Merriam. Muriel was a
charter member of Lake Harbor Community
Methodist Church. She worked for many years
as owner/operator of Bailey's Grocery. She was
a resident of Clewiston for the past 30 years.
Muriel also was a Pink Lady at Hendry Regional
Medical Center for 25 years.
Survivors include her daughter, Margaret A.
Barber and husband, Ronald of Clewiston;
daughter-in-law, Davene Bailey of Rentz, Ga.;
grandchildren, Justin Barber, Marshall Barber,
Marcy Jones and Seth Bailey; eight great-grand-
children; and nephew, Wayne Davis of Port
Saint Lucie.
Funeral services were Sunday, November 15,
2009 at Lake Harbor Community Methodist
Church, Lake Harbor, with Rev. Rod Ruby offi-
ciating. Interment followed in Ridgelawn Ceme-
tery, Clewiston.

RAK blesses Humane Society
Students from the local Random Acts of Kindness (RAK) Club recently made
a donation to the Caloosa Humane Society. A check for $225 was presented
to a representative of the Humane Society at the monthly meeting of the RAK
Club. Funds were raised by the club by selling "Do It Yourself Decorating
Cookies" at the Clewiston Fall Festival. After receiving the check on behalf of
the Humane Society, Rick (an employee) provided an informative talk on the
many services that the Humane Society provides. He also spoke of the im-
portance of properly caring for pets. The club members were thrilled to meet
Lady Carmella- a dog who was rescued and resides at the La Belle facility.
Students had a chance to participate in a Question and Answer session con-
cerning animal care and adoption. The RAK Club is a ministry of the Clewis-
ton Christian School and exists to encourage their members to serve and
be a blessing to others. Rick, an employee of the Caloosa Humane Society,
receives a donation from RAK Club project co-leader, Stephanie Hernandez.
Funds were raised by the club at the Clewiston Fall Festival.

and the late Janet Brown of Boca Raton.

sweet heart neckline with a mermaid

niece of the bride. The bride was escort-

Professor WHYS Visits Westside
The fourth and fifth-grade students of
Westside were electrified this past Monday,
November 9, 2009 when Professor Whys
from Florida Power and Light visited the
campus. Professor Whys discussed how
energy is used and its importance in the stu-
dents daily lives. The program was action
packed from students having "hair raising"
experiences with static electricity, princi-
pal/student electric bike race, and so much
more. The Westside Warriors found this
program to not only be exciting but a learn-
ing opportunity they will soon not forget. A
special thanks goes out to Florida Power and
Light and Professor Whys for bringing this
exciting learning opportunity to our school.

Development hinges on transportation,
future school needs, utilities including po-
table water.
The analysis predicts the majority of de-
velopment in West Hendry will not occur for
another ten years.
Julianne Thomas of the Conservancy of
Southwest Florida was not in favor of trans-
mitting the plan at this time, saying it should
be held up till after the county's TDR plan
is in place. The plan is being reviewed at
this time by the county's Rural Land Ad Hoc
Committee.
Audubon's Pete Quasius said he was
happy for this plan to be be transmitted to
DCA.
The board voted unanimously to do so.
Impact fees
County commissioners opted to wait till
they determine what the school board in-
tends to do about impact fees before voting
on reinstating them as of January 1, 2010, at
50 percent.
Hendry County suspended collection of
impact fees, paid by developers to relieve
the burden of growth on the county, in Janu-
ary 2008. The county continued the suspen-
sion through 2009 in view of the serious
economic downturn. From 2008 through
Oct. 31, 2009, some $938,005.50 have not
been collected, including road and school
impact fees.
A new ordinance will be discussed at the
county commission's next meeting on Dec.
8.
EDC director
Commissioner Tris Chapman com-
plained that the Economic Development
Council (EDC) is still without a director. He
said the process should develop three top
candidates, who should be "pushed" to ac-
cept the position beginning with the number
one choice. If, after 48 hours the candidate
has not accepted the position, the commit-
tee should move on to the next candidate.
From a field of 50 applicants several
months ago, the EDC still has no director.
The committee's choice backed out at the
eleventh hour.
A year of searching has yet to produce a
director for this important group. The EDC is
charged with attracting business to Hendry
County business that could form the nucle-
us of the county's future economic success.
Commissioner Chapman said that "great
people" live or work here and they should
be trained for the position. No high-powered
outsider could do as good a job as a local,
he said.
Commissioner Kevin McCarthy noted
that the county has advertised for the posi-
tion twice and wondered why we haven't
been able to attract the type of candidate we
need.
The Hendry County Commission is the
funding source for the EDC. Director of Spe-
cial Projects Ron Zimmerly has taken on
EDC duties until a director can be found.
Commissioner Karson Turner noted that
hiring a local would reduce turnover. No ac-
tion was taken.

Clewiston welcomes its visitors
The city of Clewiston is welcoming its
snowbird visitors with a splash. On Dec. 17,
from 6 p.m. to 9 p.m., Bond street in down-
town Clewiston will be closed to vehicular
traffic so that exhibitors from around the
area can show their wares to the tourist.
There will be fishing guides, attractions,
restaurants, displays from the Clewiston
museum, the golf course and various other
exhibits that cater to the snowbirds.
Additionally the golf club will be hav-
ing a tournament where all the Canadians
from Florida will be invited.
The golf tournament will be held on the
same day, Dec. 17 at 11 a.m.
For $50 per person, the player can get a
round of golf with cart, lunch, a steak and
Mahi BBQ prizes and a T-shirt to remem-
ber the day.
The city will also proclaim this day as
"Welcome Canada Winter Quebec" day
in Clewiston and Mr. Nicolas Pypops from
the Canadian consulate of Canada will be
assisting with the reading of the proclama-
tion at 1800 that day.
All surrounding campgrounds will be
contacted to ensure that their Canadian
guests are aware of this special day.

Hendry County, Florida (the "County") hereby provides nobce, pursuant to
Section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform
method of collecting non-ad valorem special assessments to be levied within
the Banyan Village area, Port LaBelle Plat Units 10-13, within the unincorpo-
rated area of the County, for capital costs associated with constucton ol

Hendry County Request for Proposals (RFP)
Grant Administration Services and Project Delivery Services
Community Development Block Grant Program for
2008 Disaster Recovery Funding
Hendry County requests proposals from individuals or firms to provide
Grant Administrabon and Project Delivery services for a 2008 Disaster Re-
covery project funded through the Ronda Small Cities Community Develop-
ment Block Grant. Hendry County anticipates receiving approximately
$272,484.00 in 2008 Disaster Recovery funds.
Grant Administration services shall include, but not be limited to: compli-
ance with all required reporting, tracking overall grant progress in compli-
ance with CDBG program guidelines, providing technical assistance when
necessary, preparation of amendments, coordination with County's Citizens
Advisory Task Force, financial management, and other grant-required ad-
ministration tasks requested by the County and/or funding agency. Project
Delivery Services shall include, but not be limited to: conducting environ-
mental review based on selected activites, prepanng and reviewing home-
owner applications, housing work write-ups, contractor verification,
developing bid packages, overseeing bidding process, progress inspections,
compliance with Davis-Bacon requirements, working with project engineer,
if required, and other activity related tasks required to complete the pro-
ject.
Procurement and contracting of all services shall conform to CDBG guide-
lines and state and federal regulations including 24 CFR, Part 85. Separate
contracts will be awarded for each service procures. The selecton pro-
cess shall be open to the public and records maintained in accordance with
CDBG requirements.
Proposals for the requested Grant Administration and Project Delivery ser-
vices shall be ranked separately and evaluated separately using the ollow-
ing critena:
* 15 POINTS COMPANY PROFILE: SCORING WILL EMPHASIZE MANAGE-
MENT, ORGANIZATION, AVAILABILITY OF STAFF, AND LEVEL OF LOCAL
GOVERNMENT SERVICES.
*15 POINTS COMMENCEMENT SCORING WILL EMPHASIZE ABILITY TO
COMMENCE SERVICES AND FAMILIARITY WITH CDBG REGULATIONS.
* 30 POINTS EXPERIENCE: SCORING WILL EMPHASIZE DIRECT PROGRAM
EXPERIENCE AND SUCCESS WITH A VARIETY OF PROGRAMS INCLUDING
ALL ASPECTS OF CDBG PROJECTS.
* 20 POINTS APPROACH STRATEGY SCORING WILL EMPHASIZE PROJECT
APPROACH FOR EACH SERVICE REQUESTED AND PROVEN IMPLEMENTA-
TION AND/OR MANAGEMENT STRATEGIES BY THE TEAM FOR LOCAL
GOVERNMENT CLIENTS INCLUDING CDBG.
* 15 POINTS REFERENCES:SCORING WILL EMPHASIZE QUALITY OF REF-
ERENCES.
* 5 POINTS FEES: SCORING WILL EMPHASIZE PROPOSED FEE, RATES,
AND LEVEL OF SERVICE IN RELATION TO PROPOSED FEES FOR EACH
SERVICE REQUESTED.
The previous criteria are shown in the required format. For a proposal to
be eligible, the format must be stnctly followed. During this RFP process,
any intentional omissions, alterations, or false representations will be
grounds for rejection of any proposal. Hendry County is an Equal Oppor-

In compliance with the Flonda Sunshine Amendment and Code of Ethics,
Hendry County strictly enforces open and fair competition in its RFP's. In
accordance with Section 287.133, FS, a person or affiliate who has been
placed on the convicted vendor list following conviction for a public entity
cnme may not submit a proposal on a contract to provide services to a
public entity. A public entity cnmes statement is required. During the RFF
process, questions or requests for additional information concerning this
RFP shall be directed to Ms. Judy McElhaney, Hendry County Purchasing

The County reserves the right to request clanfication of any information
submitted by proposers. The Board of County Commissioners, with
suitable basis provided for by law, reserves the nght to reject any and all
proposals, and to waive any informalities or irregulanties in the proposal
process. CDBG and other program contacts, either single or separate as
required by each program, are subject to grant awards and release of
funds by respective funding agencies.
Consultants shall submit one onginal and five copies of their proposal to
the Hendry County BOCC in sealed packages and marked clearly: "RFF
2010-06, SEALED PROPOSAL FOR CDBG 2008 DISASTER RECOVERY
FUNDING FOR GRANT ADMINISTRATION AND PROJECT DELIVERY SER-

executive summary, not to exceed three (3) additional pages, may also be
included in the proposal. Proposals that exceed this length will be consid-
ered non-responsive and will not be evaluated. Late proposals will be re-
turned unopened. Proposals will be opened as soon as possible after the
submission deadline. Evaluation and selection will occur in accordance
with the appropnate requirements at a time and place to be determined.

well as one toward attracting more
specialty practices to reduce losses
to the kind of out-migration that
sees local residents heading to either
coast.
A Clewiston resident, Mr. Cud-
worth practices what he preaches.
He receives his primary care with
Hendry Regional's Dr. Walter Mitta.
"Why? Because right now my
health is fairly good," he said.
"There's nothing special that I need
that can't be provided here. I trust
Dr. Mitta. He's a good physician."
There is a role for larger hospi-
tals that cater to specialized fields,
but looking at those larger facilities
for all your medical care needs is a
mistake, he says. Smaller hospitals
tend to have lower infection rates,
and the all-important "high touch"
that comforts any patient recovering
from an illness.
"Bigger is better is a fallacy that
isn't always true," he suggests. "If
you need your kidneys transplanted,
you need to go to the larger hospital.
If you have a urinary tract infection,
you need to come to us."
Hemorrhaging finances
He and his board are also faced
with answering tough questions and
operating what hospital literature re-
fers to "by any standard of measure
... one of the area's major charitable
organizations."
The numbers come hard and fast:
In 2006, Hendry Regional saw $6.8
million in uncompensated charges.
In 2007, the number swelled to $9.6
million. One year later, that number
jumped again, to $12.2 million.
"We have people that cannot pay
their bills, which we provide the ser-
vice for charity for free, and then the
people who we believe can pay their
bill, but do not. Those are called bad
debts," said Mr. Cudworth.
During any given year, bad debt
and charity care constitute between
17 and 19 percent of gross revenues
of $24 to $36 million, according to
Mr. Cudworth. To ease the pressure
of total indigent care and bad debt,
county residents pay an ad valorem
tax, but the CEO explains that even
this fell $2 million short of the un-
compensated care the hospital pro-
vided last year.
The figures represent charges
that the Hendry Regional very likely
will never see.
To decrease the burden, the hos-
pital has taken steps to slash the
operating budget -- by $2 million
this fiscal year through a productiv-
ity program that targeted "operating
efficiencies."
"We wanted to make sure we
didn't have too many people in ev-
ery area, but had enough people to
ensure quality care also," he said.
Relying on the federal govern-
ment, the hospital's major source of
reliable payment through Medicaid
and Medicare programs, to help is
one battle. A shaky economy that is
just now showing signs of a recov-
ery is another.
Expansion
In a market that sees operating
expenses going up, ad valorem taxes
going down, and indigent care burn-
ing a hole in the accounting depart-
ment, why would anyone consider
plans for expansion?
Because they are necessary, Mr.
Cudworth said.
Plans for a new emergency room,
laboratory and, officials hope, an
operating room, have been in the
works for a few years now. Emer-
gency care has always been "at the
top of the list" for hospital officials,
and it was decided that Clewiston's
ER needed to be addressed.
What have resulted are plans for
a facility four times larger than the
present ER to be constructed on the
same campus. The total cost for the
new unit is an estimated $12 mil-
lion.
But before the addition can be
built, voters will need to weigh in
through a referendum. Dated for
March 9, the referendum is nec-
essary in light of a constitutional
amendment in Florida that requires
voter approval for any sizeable proj-
ect such as the ER expected to take
longer than a year to finalize.
Essentially, the hospital board
needs approval from voters to
pledge or allocate one mill out of the
2.9 mills it currently assesses in ad
valorem taxes, toward the new facil-
ity. The hospital board has the ability
to increase the taxes to 4 mills, but
has traditionally resisted doing so.
"The board is not going to assess
another mill," said Mr. Cudworth. He
is hopeful that voters will approve
the referendum. "For the last two
years we have been looking very
carefully at our volume projections
and feel that we have the cash flow
to make this happen," he said.
The larger issue remains the con-
struction of a new hospital.
Built in 1950s, Hendry Regional
"is a long way from meeting current
Florida code," and has depreciated
in value to almost zero.
Before the economy was hurled
well into the realm of a recession,
hospital officials had plans to begin
construction of a new hospital in
the year 2012. While some work has
been done and lenders have been
communicating with the hospital
about plans for the new facility, the
project is one that no one on the
hospital board, or at the hospital it-
self, would tread onto lightly.
The estimated cost of a new fa-
cility is between $50 million and $70
million, of which the hospital board
has presently set a cap of $14 million
to borrow.
One of the questions early in
these discussions is where the new
hospital is to be built.
The board looks to its recently
finalized strategic plan for providing
basic healthcare on both sides of
the county, and a replacement hos-
pital where "it makes economical
sense."
Previous projections indicated
the possibility that LaBelle would
become a major population area
through an influx of housing activ-
ity, which would almost guarantee
that the new hospital is built at the
county seat. If the inland port -- a
project to route commercial traffic
and place a central commercial hub
in Clewiston becomes a reality,
however, then logic would dictate
that a new hospital be built on the
same campus that will house the
new emergency room.
Of course, there is a third option,
and that is to have the new hospital
centrally located.
"The question is, where when the
economy changes, would a replace-
ment hospital need to be the most?"
said Mr. Cudworth.
Distressed neighbors
In the meantime, neighboring
Belle Glade has seen the opening of
the Lakeside Regional Medical Cen-
ter, a sprawling complex that was
built to meet the needs of residents
in Western Palm Beach County.
Has the new hospital affected
operations at Hendry Regional? Mr.
Cudworth says no, although some
early discussions between the two
CEOs point to the possibility of pool-
ing coverage areas to entice special-
ized doctors and surgeons to the
Glades.
"We serve two distinctly separate
populations," the CEO said, noting
that Hendry Regional's main areas
of service include Clewiston, South
Bay and Moore Haven; LaBelle also
a secondary service area. "The only
thing we have in common with Belle
Glade is that we both have a crush-
ing level of poverty and uncompen-
sated care."
Returning to the story of the man
with the heart disease, Mr. Cudworth
declares it to be an example of the
hospital's commitment to the com-
munity in light of challenging diffi-
culties.
"We're kind of proud of it. The
important thing is that everybody's
proud of that, and that's why we're
here," the CEO said, before add-
ing with a lighthearted, but pointed
chuckle, "Don't get me wrong, if you
can afford to pay, we're going to re-
quest payment vigorously."

reaching the end zone.
"Coach [Jessie Hester] talked to our de-
fense and told us to calm down at halftime,"
Corbett said. "He told us we need to pres-
sure and holes started opening, sack after
sack."
Pahokee was on a roll in the first half, as
De'Joshua used his speed to torch Glades
Central's defense with a 59-yard touchdown
run in the first quarter.
Then Pickett, who was reportedly sent to
the hospital for a concussion in the second
quarter, followed with a 1-yard touchdown
run to put Pahokee up 14-6 over Glades Cen-
tral.
Right after Pickett's score, Dent took the
kick return 84 yards to the end zone
to cut Pahokee's lead to 14-13.
Glades Central took the lead back in the
second on a 15-yard touchdown run by
Thomas.
Toward the end of the first half, howev-
er, when Glades Central went up for a field
goal, Pahokee blocked it, with Merill Noel
racing 81 yards for a touchdown to put the
Blue Devils up 21-19.
And that was all Pahokee was able to
muster on offense in this year's Muck Bowl.
"I pretty much held back a lot of our
game planning this season," Hester said of
Glades Central's explosive second half.
"We knew Pahokee was big up front, so
we just simply spread our wide receivers
out. Once we put out a form of attack for
those guys, we knew nobody could really
stop it. Our kids got their heads screwed on
in the second half."
Thomas (16-for-21 passing, 382 yards, 3
TD, 1 INT) made just one notable miscue
in the second half an interception thrown
to Pahokee's Zachary Allen at the Pahokee
1-yard line early in the third quarter.
After the game, Pahokee defensive co-
ordinator Rick Lammons took the time to
congratulate Glades Central on a game well
played.
"We wish you guys [Glades Central] the
best of luck and we hope you win state,"
Lammons said as both teams got ready to
pray together after the game.
"Hopefully, we'll meet you there."
Notes: Glades Central (10-0) finished this
year as the Associated Press High School's
No. 1 team in Class 2A, while Pahokee fin-
ished as the No. 3 team in Class 2B.
Glades Central moved up three spots
from No. 20 to No. 17 in the Rivalsl00 na-
tional rankings, while staying put at No. 2 in
this week's Beef O' Brady's all-classification
state poll.
Pahokee (6-4) dropped out of both this
week's RivalslOO and Beef' O Brady's polls
after losing the Muck Bowl to Glades Cen-
tral.
Glades Central will open the Class 2A
playoffs at home tomorrow night against
Cardinal Gibbons, while Pahokee, the Dis-
trict 7-2B runner-up, will be on the road to
play against District 8-2B champion Chami-
nade.
Both first round playoff games will start
at 7:30 p.m.
