NEW COMMAND CENTER, EQUIPMENT, TRAINING AUGMENT CPD SWAT TEAM

CRESTVIEW When Crestview
police's Special Weapons and. Tactics
earn arrives qt r ciifrte"-en'e, they're
lot only looking sharper, they'~eTi'efti
equipped and they're responding even
:aster.
In their new green uniforms, SWAT
team members, commandedby Lt. Joseph
Floyd, previewed their new command
vehicle, a late model Ford F350 donated
to the Crestview Police Department by
the Walton County Commission.
The former ambulance has been
totally refurbished.
Its cabin can accommodate 12 team
members, and the addition of handrails
on the sides and handgrips on the top
will allow up to six officers to ride to a
scene clinging to the exterior, ready to
instantly deploy upon arrival.
"It's totally self-sufficient," Floyd
said. "We can deploy to a tactical area
and sustain operations for an indefinite
amount of time."
- The command center is also computer-
ready, including: provisions for an
onboard printer.
"I can type out an operations plan,
print it out at the scene and hand it to
my commanders," Floyd said.
"For the citizens of Crestview, this
means we have a faster response time
and it increases our efficiency," Floyd
said. "We can respond anywhere in the
city or the surrounding county in a very
short amount of time."
"We're really appreciative of the
WaltonCounty Commissioners' donation
of this vehicle," Floyd said, which, if the
city had to purchase it, would've cost
$120,000.
"It really increases. our tactical
capability."
Along with the new vehicle, recent
equipment acquisitions include a tool
that can "deploy noise distraction
devices in a controlled manner to reduce
liability," Floyd said.
. Thus, rather than simply hurling the
devices, commonly called "flash-bangs,"
through a door or window, the new tool
will allow the team to deliver the device
right where it's tactically needed.
But it takes more than good equipment
and support vehicles to maintain
an effective team. It takes constant
training.
"We train 20 hours a month," Lt. Floyd

SWAT continued from 1
said, "and we're going to
continue to train."
The unit recently
completed a multi-
day "SWAT school" in
conjunction with the
Wakulla County Sheriff's
Office, a program in which
Crestview's team trained
with officers from Wakulla,
Franklin and Gulf counties,
as well as an Air Force
Special Operations unit.
The program, operated
by Dano Miller, a Vietnam
veteran and retired special
agent with the Florida
Department of Law
Enforcement, included
counter-terrorism exercises
and training in forward
ambush and tactical retreat
procedures.
"All of this training
and this equipment we're
getting is thanks to the
support of our mayor,
our new chief and the city
council," Floyd said.
The Okaloosa County
Sheriff's Office "already
has an excellent SWAT
team," Floyd observed.
"Now we can add to their
capability and are trained
and prepared to work with
them whenever we are
needed."
Observing his team with
quiet pride as they trained
Wednesday morning,
Floyd quoted a familiar
line attributed to British
essayist and novelist
George Orwell:
"People sleep peaceably
in their beds at night only
because rough men stand
ready to do violence on
their behalf."
"That's my credo," Floyd
said. "If I'm going to live
here and raise my family
here, I want a good police
force to protect them.
"Crestview is a safe
place," said Lt. Floyd.
"Having a proactive police
force is going to keep it safe.
I've had people ask, 'Do we
really need a SWAT team?'
I tell them, 'Well, would
you rather wait until you're
really sure?'"
Brian Hughes I Crestview News Bulletin )
The Crestview Police Department's,SWAT unit
membership also includes a highly-trained K-9 officer.
C PD continued from 1
starting and ending point
for the test.
He had to complete
the; course in less than
six minutes to even be
considered for the next step
in his candidacy.
"I think I'm going to do
good," Allred said.
The new course, erected
by the Police Department
at Crestview High School,
represents further close
cooperation between the
department, the Okaloosa
Sheriff's Office .and the
Okaloosa School Board. -
- The P.T. course" looks
deceptively easy, a few
obstacles made of traffic
cones, a few lengths of PVC
pipe, and a couple of poles
stuck in the grass.
But lurking on the course
is one substantial challenge
- a 150-pound dead-weight
dummy, representing a
human body.
"It looks simple but
there's a lot more involved,"
said Sgt. Bob Maloney,
the Sheriff's Office's full-
time instructor at the high
school's C.S.I. CHOICE
program. "We are changing
the face of education."
"It is important in
Crestview P.D. that we
have highly trained police
officers," said Mayor David
Cadle as he observed the
first potential recruits
running through their paces.
"We're very motivated by
the training that's going
on within our reorganized
police department."
The first hopeful recruit
to complete the course
was Harry Barraclough,

28, a Cantonment resident
harboring the hope of
moving to Crestview to
become a police officer.
A former Marine Corps
military policeman, he beat
the 6-minute deadline with
plenty of time to spare.
"I take physical fitness
very seriously for a healthy
lifestyle," Barraclough said.
"But that dummy-drag,
there's no way you can train
for something like that."
"It' tests attitude, their
camaraderie, and their
-team leadership skills;" said
.Cre'stview Police Lt. Joseph
Floyd, who was supervising
the exercise and helped
design the course.
"That's what this is
about," said Crestview
Police Chief Brian Mitchell.
Helping keep records of
the morning's P.T tests -
as well as providing cheers
of encouragement were
two Explorer Scouts with
the Crestview Police SWAT
team, Crestview High
juniors Alexis Davison
and Tiffany Morton. Both
had already tested the
course, and hope to join
the force themselves after
graduation.
. As for. Shawn Allred,
he passed the test with 15
seconds to spare.
But Allred's grin was
evidence of the satisfaction
that came from passing his
first major test as a potential
Crestview police officer.
"I feel good," he said. "I
feel really good."

FROM THElp
PULPIT God does not need our help
1-i ; *i Michael Green Jr.
Not unto us, 0 LORD, not
unto us, but unto thy name
give glory, for thy mercy, and
for thy truth's sake.
Wherefore should the
heathen say, where is now
their God? But our God is
in the heavens: he hath done
whatsoever he hath pleased. -
Psalms 115:1-3
Many of us are under
the mistaken notion that
God needs our assistance
to accomplish his will.
The truth is that he is not
dependent upon us for
anything. Simply stated,
he is God. The Psalmist
understood this concept
and exclaims that God does
whatever he wants. In other
words, he is sovereign.
Why is it important?
It is essential to have a
proper perspective of God
if we are going to give him
the appropriate glory he
deserves. In this article we
will explore a couple of
areas where God exercises
supreme authority.
First, we need to recognize
that God is sovereign over
his creation. This has been
the case since the beginning
of time. Genesis 1:1 states
that, "In the beginning, God
created the heaven and the
earth." Did God require any
assistance or input from
man when he flung the
stars out into space? Did he
solicit ideas about where to
place the mountains and
how much water needed
to be added to the seas?
No indeed! It was all done
according to his will. He did
what he pleased in creation.
Psalms 19:1 substantiates
this fact. "The heavens
declare the glory of God;
and the firmament sheweth
his handiwork." This
wondrous universe that we
inhabit was spoken into
existence by God alone.
God also created us.
The Bible teaches that God
created man on the sixth
day (Genesis 1:26). He
made male and female for
his glory. Many today will
claim that humans exist
because of chance. Some
will even say that we are no
better than the animals and
we are what we are because
of billions of years of
evolution. The Bible claims
otherwise. We were created
by God to glorify him and
show his handiwork. In
Psalms 139:14, David writes,
"I will praise thee; for I am
fearfully and wonderfully
made: marvelous are thy
works; and that my soul
knoweth right well."
Dear child of God, you are
no accident. God's elect are
known as his workmanship.
We were created in Christ
Jesus unto good works
(Ephesians 2:10). The idea
that we are here by mere
chance leads to the "every
man for himself" attitude.
You are here because of God
almighty.
We also need to recognize
that God does what he
pleases in the realm of
salvation. Many Christians
mistakenly believe that
they have some part in their
eternal salvation. Some say
that we must make a decision
to serve God or let him into
our hearts. Others say that
you have to be baptized
or one's good works must
outweigh their bad. Many
of God's children dedicate
their lives to saving souls
from eternal damnation.
While these ideas may be
backed with the greatest
of intentions, they do not
harmonize with scripture.
We must first understand
that we are spiritually dead
because of our sins. We are
not merely sick and in need
of some medicine we are
dead. Romans 3:9-12 records
this truth. "There is none
righteous, no, not one: there
is none that seeketh after
God. They are all gone out
of the way, they are together
become unprofitable; there
is none that doeth good, no,
not one." Who is the Apostle
Paul writing about? All of
mankindthroughouthistory.
We are all spiritually dead
because of sin. What can a
dead person accomplish?
Nothing! Therefore, we are
wholly dependent upon God
for our eternal salvation.
In Ephesians 2:3-5 Paul
later writes of how we are
made alive by the mercy of
God. "But God who is rich
in mercy, for his great love
wherewith he loved us, even
when we were dead in sins,
hath quickened us together
with Christ (by grace are ye
saved)."
God does not need
our help with saving his
children. Heaven is home
for his elect because of his
power. You are not saved
because of a decision you
made to serve the Lord.
You are not going to enjoy
eternal glory because of
your works. Heaven is
the blessed home of the
child of God because of his
sovereign love.
For more insight into the
power of God in salvation,
read Ephesians chapters
1-2 and Romans 8-9. God
did not need our help in
creation and he certainly
does not need our assistance
in determining the eternal
salvation of his people. He
has commanded us to obey
biblical teaching and glorify
his name in all that we do
while we are in this world.
May God bless us to honor
him in all things.

of Honor this year was
a spectacular one. We

Activities this year

how to scuba dive in
preparation for Sea Base,
and hiking the Cherokee

In addition to rewarding
scouts who participated in
these activities, Crestview

community.
"Scouting is one of
the greatest institutions
of American life," Cadle
said. "It prepares boys to
become men and upholds
the noble traditions our
country was founded
upon."
Twelve scouts were
promoted that night. In
order to advance ranks,
these scouts had to meet
certain requirements,
perform community
service hours and survive
in the wilderness.
Among the community
service projects was Justin
Rumbauch's Eagle Scout
project. Many scouts
assisted him in restoring
one of the pavilions at the
Old Spanish Trail Park
as he showed his ability
to lead a group of young
boys.
In addition to the rank
advancements, a total of 11
medals were handed out.
These included the
Cherokee Trail, the
American Heritage, and
the one-of-a-kind Kennedy
Scout Medal.
One scout in particular,
Brandon Woods, earned
all three medals, which
was the most awarded to
one person that night. He
earned the Kennedy Scout
Medal by designing a
patch for his patrol.
Besides the medals
and rank advancements,
a total of 35 patches were
handed out. Twelve were
from scuba diving, 15 from
summer camp, and eight
from hiking the Cherokee
Trail.

CRESTVIEW SOCCER KICKS OFF
Pam Golden
Special to-The Bulletin
New coaches. New
team. New season.
If the 2007 Crestview
High School Boys Soccer
team has a mantra, that's
it.
"I'm looking forward
to turning the program
around starting with
Niceville," Varsity Coach
Brian Massey said.
Massey and Junior
Varsity Coach Vrik
Clauson both are new to
the area and to Bulldog
soccer.
Massey started playing
soccer about 15 years
ago. After playing in
high school, he continued
to play travel ball and
on intramural teams in
college. After college, he
coached youth recreation
league soccer in Panama
City and played in the
local adult recreation
league.
"I really enjoy
coaching because it
gives me an opportunity
to share what I have
learned about the sport
with younger kids and
help develop them into
better players not only
physically, but mentally,"
Massey says. "You have
to be very sharp mentally
to play the game; kind of
like in chess, you have to
'outwit' your opponent.
In soccer, you also have
to have the skills to make
the moves too."
After a stint in
Jacksonville, Massey and
his wife, Nicole, moved
their family Christian,
12; Rebecca, 8; and Emma,
8 months to Paxton.
Massey's now varsity
coach as well as a math
tutor for Crestview High
School.
Clauson moved to
Okaloosa County because
his intended wife was
here, as well as his
mother and her father.
Erik and Erica Clauson
were married Sept. 22.
In additional to
coaching, Clauson teaches
English at CHS. He holds
a Bachelor of Science
degree in Secondary
Education/English from
the University of Maine
and he's nearly finished
earning a Master's of
Education degree in
literacy.
"I've been playing
soccer all my life, either
on an organized team or
just pick-up," Clauson
says. "I played in high
school, but played
volleyball in college."
Before joining the
Bulldog coaching staff,
Clauson led recreational
league teams during high
school and college.
The new coaches make
the move to prep soccer
and the team moves from
conditioning to serious
competition on Nov. 6.
The season opener on
Niceville High School's
home turf at Twin Oaks
Park is the first in a
grueling schedule. The
Bulldog soccer program
is ranked 5A, which puts
