CRESTVIEW -- Most
people take comfort from
making plans a: little in
advance. Zach and Kellie
Dalton, however, are just
happy to live moment for
moment.
Before Wednesday,;
Sept. 5, the- couple and
their 3-year-old daughter,
Dakotah, had their
immediate future mapped
out.
Zach, who is in the Air
Force at Hurlburt Field,
had recently passed Airman
Leadership School and was
hoping for a promotion.
Dakotah would soon be
starting day care. And the
family was en route to
West Virginia for a needed
vacation. They stopped for

an electrical malfunction
above the garage sparked
a fire that soon destroyed
their home on John King
Road.
The family decided to
continue to West Virginia.
"We were going to go and
be with family until we
were actually ready to go
back and see our house,"
said Kellie Dalton.
At a fuel stop, Zach got
splashed by gas when the
tank overflowed. Shortly
afterwards, he went to light

third-degree burns over
much of his body.
As friends of the young
family, led by .Zach's
supervisor, Sgt: .Dennis
Warren, and his wife,
Heather, started a drive
to find base housing and
furnishings for them, Zach's
burns were being tended at
the University of Alabama
Hospital in Birmingham.
"It has been like a vicious
game of Chutes and Ladders,"'
wrote Kellie in her MySpace
blog. "We have struggled
up the tallest ladders and
had to spiral down the
longest chutes. We are now
just making it back up, one
short ladder at a time."
Obtaining base housing
was a major relief, as Kellie
hopes that Zach will be able
to return to Florida soon.
"It was such a help"
getting the housing, Kellie
said. "I don't mind making
the drive too much."
Help continued. An
unknown benefactor in

In fact, it's so common
to see her in her Big Lots

imaginations to visualize
her in a dirndl serving beer
in an Oktoberfest tent. Yet
as a young fraulein in her
native Bavaria, that's just
what she used to do.
With the Sept. 22 official
opening of Munich's
Oktoberfest drawing nigh,
Brannan's thoughts often
drift back home.
"I miss it," she said
recently. "I miss all the
fun." Despite Americans'
misconception, Oktoberfest
is not an over-sized beer
party. It's one of Bavaria's
biggest native holidays,
celebrated in cities, towns
and villages throughout the
still fiercely independent-
minded southern German
state. The state's largest
celebration, better known
throughout the world,
occurs in Munich, the state
capital.
Oktoberfest is a 'great
time for families with
games, carnival rides, folk
arts, and music. That's
the Oktoberfest Brannan
misses.
She fondly recalls
her family's Oktoberfest
celebration in her native
village of Hof/Saale.

she said of the colorfully
embroidered traditional
country skirts, gathered'
at the waist with a tight

It's been a while since
Brannan has been back
among the green hills,
snow-capped Alpine
mountains, dark forests and
rolling streams and rivers of
Bavaria. Most of her family,
including her parents, have
passed on.
With her palate now
accustomed to our American

What Crist
missed
From the
GM's Desk
Kelly Humphrey
It seemed particularly ironic to
me that Gov. Charlie Crist came
to visit Okaloosa County a few
weeks ago on the very day that
the News Bulletin learned that
Crestview was officially the largest
municipality in the county.
Ironic, because of the three sites
that Crist visited during his tour,
none was located north of the
Shoal River. And even more ironic
because of all the "area business
leaders" invited to meet with
the governor, none represented
the fast-growing Crestview Area
Chamber of Commerce.
Ironic, too, that while the
superintendents of the school
districts in neighboring Walton
and Santa Rosa counties were
invited to meet with the governor,
the mayor of the largest city in the
host county was not.
Don't get me wrong. I realize
the governor's time was limited,
and his host for the visit, state
Rep. Ray Sansom, represents the
south end of Okaloosa County.
At the same time, it would have
been nice if the governor could
have seen with his own eyes how
much this part of the county is
growing, and just how desperate
our need for infrastructure
improvements is.
"I would have loved to have
taken him out to the Bob Sikes
Airport, so he could see what's
going on out there," chamber
Executive Director Wayne Harris
said. "I'd like for him to get a close-
up look at our traffic problems,
since 85 is a state road."
I guess those wishes will have
to wait until the next time the
governor makes his way this far
west.
Ironic, isn't it?

General and ambassador to Iraq address Congress
The Miller
Report
Jeff Miller
Despite Moveon.
org's ad in The New
York Times claiming
U.S. Army General
Petraeus would "betray
us" during Monday's
congressional hearing on
the situation in Iraq, the
general delivered a sober
and realistic account of
recent military progress
in Iraq. Sitting beside
the general was U.S.
ambassador to Iraq
Ryan Crocker, who
provided an update on
recent political progress
in Iraq. Both men are
honorable and dedicated
public servants for
whom I have a great
deal of respect.
General Petraeus
reported that civilian
deaths throughout the
country have dropped
48 percent since
December 2006, and
inside Baghdad have
dropped 74 percent from
December 2006. The
military's method of
tracking these statistics
is supported by the
Central Intelligence
Agency and the Defense
Intelligence Agency.
This drop in civilian
deaths is a positive
trend and with the surge
having reached its full
strength in June, I hope
the trend continues in a
positive direction due
to our increased troop
presence and more
effective employment of
these troops by the new
American leadership in
Iraq.
Having reached its
full strength in June,
the surge could have
lasted approximatelyl5
months based on current
rules governing troop
deployments. General
Petraeus, however,
recommended an initial
reduction in troops
starting in July so that
up to 30,000 can return
home sooner. He
and the ambassador
supported this partial
withdrawal, but
were very specific in
discussing the dangers
of "rushing to failure"
through an immediate
and unconditional
withdrawal.
These two men
made a facts-based
presentation that The
Washington Post said
"could cut withdrawal
debate short." They
were realistic, and not
optimistic or pessimistic.
I support the general's
plan and welcome the
ambassador's honest
assessment that Iraqi
political progress has not
been sufficient.
As the general and
ambassador said, we
cannot abandon the Iraqi
people and destabilize
the region. We must
continue to work
through this difficult
situation, acknowledge
previous mistakes,
support our military
and State Department
personnel and persevere.
Lastly, we cannot
fight a war based on
polls and emotions.
We must take actions
that will preserve and
enhance our national
security now and
beyond the next election,
the next news cycle or
the next opinion poll.
Adam Smith and the free enterprise system
A About
Congress
Lou Frey
On Thursday, Sept. 6,
the Frey Institute, in
conjunction with the
Friends of Adam Smith
Foundation and the
Florida Council on
Economic Education,
presented The Adam
Smith Seminar:
American Public Policy
and Free Enterprise. As
usual we had a turn-
away audience and
broadcasted the program
over. the Internet. The
idea was to explain to
young people what our
free enterprise system
is and how it developed
over the many years.
Adam Smith is not a
household name, and I
was asked by some if he
would be present at the
meeting. I responded:
"In spirit." For those of
you who don't know,
Adam Smith was an 18th
century philosopher
who authored "An
Inquiry into the Nature
and Causes of the
Wealth of Nations,"
whose work helped to
build the foundation of
the modern academic
discipline of free market
economics and provided
one of the best-known
intellectual rationales for
free trade, capitalism,
and libertarianism.
Speakers at the
seminar included
Jim Pugh, chairman
and CEO of Epoch
Properties, whose
dad was a carpenter.
Jim is now the owner
and president of a
multi-family housing
development company
which has developed
more than 30,000
housing units in 56
cities from Florida to
California. As he told the
young people: "Think
big," and "Reach for
your dreams, because
we have a system that
allows you to reach
those dreams."
Also, the Honorable
Charles W. Stenholm
(D-Texas), who was a
member of the House
for 26 years, discussed
the public policy issues
that confront Congress
in dealing with our free
enterprise system.
He knows the
problems personally,
as his family has
been in farming for
four generations.
Congressman Stenholm
used humor in his talk
to explain a subject
that has been termed
the dismal science, i.e.,
economics. He told the
story of a friend of his in
Texas, John, who is very
successful. This friend
was always encouraging
people to reach for the
moon and use the free
enterprise system to
their advantage. His
neighbor's son, Josh,
was 12 years old and
listened to this sermon
day after day. Finally
one morning when John
got up and went outside
he saw a sign: "Dog for
Sale: $50,000.00." He
went up to Josh and
said, "Josh, do you think
you can get $50,000 for
this dog?" The reply
was: "Yes, you told me
to think big, and I am
doing that." Every day
for the next week when
John would get up he
would see the sign and
go over to Josh and ask
him how he was doing.
The reply was always:
"No one has bought
yet, but it is going to
happen." Finally one
morning when John
went outside, the sign
was gone. Josh was
there and John said,
"Josh, did you sell the
dog for $50,000?" Josh
said: "Yes sir, I did sell
it for $50,000, and I got
an exchange for the dog:
two $25,000 cats."
Finally, Sean
Snaith, director of the
Institute for Economic
Competitiveness at the
University of Central
Florida, discussed the
American economy,
public policy and
our interaction with
countries such as China.
* To give you some
background on the
other two sponsors,
the Friends of Adam
Smith Foundation was

i- BORDER The 'ugly American'
CROSSINGS syndrome
Brian Hughes syndrome
Brian Hughes
Well-behaved tourists
throng Picadilly Circus.
"Waldorf Salad," the ninth
episode of the hysterical BBC
comedy "Fawlty Towers,"
features one of the most iconic
"ugly American" tourists
ever portrayed. Bruce Boa's
"Mr. Hamilton" personified
everything we who travel
dread about the perception of
Americans abroad..
Demanding, rude and
increasingly loud, Mr.
Hamilton neither understood
nor cared why he can't get
a Waldorf salad, a specialty
from a New York hotel, in a
hotel in Torquay, England.
It was to avoid association
with such shameless
ethnocentrics, that not so long
ago, youngAmerican travelers
in Europe sewed Canadian
flags on their backpacks.
I've witnessed our fellow
Herbert Manning
Herbert Manning, age 65, of
Crestview, passed away Friday,
Sept. 14, 2007 at home. He was
born Sept. 6, 1942 in Pensacola,
Fla. and had lived in Crestview
for the past two years.
He was a sergeant in the U.S.
Army serving in Vietnam.
Mr. Manning was preceded
in death by his parents, Andrew
Manning and Mallie Mayhair
Manning.
Survivors include two sons,
William Allison Manning and
John Daniel Manning; two
daughters, JoAnn Martin and
Darlene Broom; two sisters, Judy
Aplin and Dorothy Roll; four
grandchildren.
Funeral services were held
at 2 p.m. Monday, Sept. 17 in
the chapel of Brackney Funeral
Service. Burial followed in Crain
Cemetery in Milton, Fla. The
family received friends two hours
prior to the service. Brackney
Funeral Service in Crestview was
in charge of arrangements.
Americans behaving poorly
abroad:
The woman in short-
shorts who strode down
the center aisle of a Munich
cathedral to take a flash photo
of the ornate Baroque'altar-
in the middle of Mass.
The man in a French
bakery who started placing
his order in English-without
first greeting the derk or even
asking if he actually spoke our
language.
The Dallas lawyer
striding defiantly along a
marked cycling path who
loudly berated the Berlin
cyclist who almost hit him
when he refused to yield way.
(It was a friend's dad. We were
mortified.)
*. The older lady who
loudly sniffed in an Italian
museum, "If they want us to
visit these places they should
make signs in English so we
know what we're seeing."
Fortunately, today most
American visitors are not
as boorishly ill behaved.
Most struggle to learn a few
basic phrases in their hosts'
languages, and bother to read
their guidebooks to learn
some local etiquette.
A basic sense of propriety
dictates that short-shorts
aren't appropriate in church,
especially when interrupting
a service to take travel snaps.
Even lawyers can deduce
that a path marked with a
picture of a bicycle is used
Julia Tyner
Julia Tyner, 92, died Monday,.
Sept. 17, 2007 at her residence in

time resident of Crestview before
moving to Pittsview.
She was preceded in death by a
brother, Jerry Davis, and husband,
Bo Tyner.
Survivors include her son,
Charles Tyner of Fort Walton
Beach, daughter, Kathy Peteler
of Pensacola, sisters, Nell Arnold
of Pittsview and Iris Walker of

a picture of someone walking.
And if the lady in the
museum had been observant
when she bought her
admission ticket, she would've
seen, piled on the counter,
catalogs of its collection
available in several languages,
including ours.
But try as the rest of
us might to be respectful,
we all still make cultural
blunders. Like the time, on
the assurance of a native that
it was perfectly acceptable,
I brought a tempting slab of
baklava I'd purchased from a
street vendor into a Santorini
caf6 to eat with my tea. "We
sell baklava here," said the
waitress icily. I blanched. My
friend laughed. And I didn't
know enough Greek to beg
forgiveness.
But fortunately, our hosts
are generally understanding
when they see that we make
aneffortto respect their culture
and customs, use a bit of the
lingo, and that our innocent
faux pas are not arrogant
ethnocentricities.
Unpopular American
foreign policy is often made
at the expense of Americans
traveling abroad. It is then
that we travelers must be on
our best behavior. Tourists
returning from European
package tours occasionally
reported bad service in the
spring of 2003.

Visitation will be from 10

Burial will follow in the

with a reception at the Four Points Sheraton.

Johnson finishes advanced
program at Brevard center
This summer,. Lyndsey
Johnson of Paxton was
selected out of thousands
of music students to attend
Brevard Music Center
(BMC) in Brevard, N.C. The
program began June 11 and
ended Aug. 5. Founded in
1936 by James Christian
Pfohl, BMC prepares gifted
students for the professional
world of music.
Johnson was a member of
the Janiec Opera Company.
But at the same time,
while we were exploring
southern France before
"Mission Accomplished" was
prodaimed, aninnkeeperwent
out of her way to buy honey,
not a condiment she usually
provided, for our breakfast
table. Simply because I asked
nicely, albeit it in miserably
fractured French, the effort
was not only appreciated, it
was rewarded.
In many instances, despite
the unpopularity of the Iraq
invasion and subsequent
occupation, our hosts' efforts
to prove they aren't anti-
American (just anti-American
foreign policy) sometimes
border on patronizing.
It's often difficult amid the
influx of American movies, TV
shows, fast food and music to
remember that when we leave
the U.S., we plunge ourselves
into cultures very different
from our own. By keeping our
eyes and minds wide open,
it's amazing the things we can
learn, and how much more
"we-and, by association, our
fellow Americans both home
and abroad-are appreciated.
Unlike Mr. Hamilton at
Fawlty Towers, if it's New
York specialties we want,
we should visit New York.
But while we're abroad, we
should relish the local cuisine
and be equally receptive to,
and respectful of, local culture.
We'll surely discover things
far-tastier than Waldorf salad.

Former resident chances becoming a millionaire
By BILL GAMBLING
Florida Freedom Newspapers
Wednesday, the
Panhandle can watch the
journey of Kim Weaver
as she tried to become a
millionaire.
No, she didn't play the
Florida Lottery or check
into some get rich quick
scheme, the music teacher
at S.S. Dixon Intermediate
School tried her hand
at 'Who Wants to be a
Millionaire'.
Weaver, who cannot talk
about any winnings or the
question that eliminated
her until Thursday,
was ecstatic about the
opportunity to be on a
game show.
To see Weaver's
opportunity to become
a millionaire, tune into
WEAR-3 at 6:30 p.m.
"My husband, Ken, and
I are big fans of the show,"
said Weaver. "We were
traveling to Pennsylvania
for a memorial service
for an ancestor when we
decided to go on-line and
see if they had any audition
times."
Both took the test and
it didn't even take Weaver
the usual three weeks for a
post card when she got a
call on her cell phone.
"After the audition,
they told us we should
know in about three weeks
if we would be selected
for the contestant pool,"
recalled Weaver, who lived
in Crestview at one time
and is a 1980 graduated of
Ft. Walton Beach High.
"Then I get this phone
call and the lady started
asking me all of these
eligibility questions.
Courtesy of valleycrest Productions Ltd.
Kim Weaver on the set of
'Who wants to be a Millionaire.'
"When she gave me the
news, I almost wrecked
my car and the very next
day I got the card in the
mail that I was selected for
the pool."
After learning her
Memorial Day weekend
audition was successful,
Weaver went to work
preparing for her chance.
"Ken was the best coach
possible," said Kim.
"He would ask me
questions going down the
road. But the biggest thing
I used was the brain quest
cards."
All the studying helped,
but none of the material she
learned came up during
her taping in late July.
"I learned a lot of really,
neat stuff," said Weaver.
Around 30,000 people
take the test and audition
for the approximately 320
slots open on the show, but
the test is not easy.
"They tell you to be
prepared to stay for two
days," said Weaver, who
appeared on two days.
"Everything is done at
random and you are not
allowed to talk to each
other. They have someone
with you at all times.
"We had a locker and
were not allowed a book,
magazine, cell phone, or
anything."
So what was it like when
she took the stage?
"I don't remember the
entire first episode," said
Weaver.
"I am used to being
under pressure as a teacher
and always under the gun.
"But I was nervous
about looking like a
moron."hand-written note
from Meredith Vieira.

The Rev. John Cayer became the parish of North
Okaloosa County's new pastor in June.
A new priest for a new church
Brian Hughes
Crestview News Bulletin
CRESTVIEW The
Rev. John Cayer surveyed
ongoing construction in Our
Lady of Victory Catholic
church's vast new sanctuary.
When completed it will seat
nearly 700 parishioners.
"It's supposed to
be finished in time for
Christmas," he observed
with a smile. "It kind of gives
new meaning to 'advent,'
which means 'expectation'
or 'anticipation.'"
With a new church
building for the parish of
North Okaloosa County
comes a new priest. Cayer, at
39 the youngest priest of the
diocese which stretches from
Pensacola to Tallahassee,
took office on June 2.
Having previously served
as an associate pastor at
other parishes, he finds his
first full pastorship in the
fast-growing parish both
daunting and a challenge.
"Literally we're busting
at the seams," Cayer said.
"We built (the new church)
on the foundation of the old
church, butwe'rebusting out
the walls. It's a microcosm
of the community. To
understand that growth and
appreciate it is important for
the pastor.
"The dynamics of the
parish are important to
observe," he continued. "We
have a lot of young people
but we have a number of
retired individuals and
there is a middle group, the
active families, the working
people, that needs to be
ministered to and taken care
of."
Originally from
Waterville, Maine, Cayer's
family moved down to
Florida when he was very
young and he grew up in
Fort Walton Beach. Coming
from a large family, "I'm
lucky number seven" of
nine siblings, he said.
In college, Cayer was a
chaplain's assistant while
Brian Hugnes I trestview iNews Bulletin

new to his north county parishes.
a member of the U.S. Air
Force Reserves. Ordained
in 1996, his first parish was
Panama City. He was later
appointed to Pensacola
where he was associate
pastor and chaplain at the
University of West Florida's
Catholic Student Union.
From there he moved to
St. Paul's in Pensacola for
two-and-a-half years. After
five years in Pensacola,
Cayer was transferred to
Tallahassee, where, still an
associate pastor, he became
the chaplain of the Florida
State University CSU.
"It was definitely a step
up," Cayer chuckled. "It was
very big. One of the changes
I've made since being here
is moving from living on
a six-lane highway to a
residential neighborhood.
The quiet, the intensity level
is definitely different. I've
had to adjust."
Becoming acquainted
with his parish activities and
programs is one of Cayer's
first challenges.
"As a pastor, it'- not
about controlling ever
program, but being a\ \are
of the many programs,
and the implications of the
programs," he said. "It's
trying to create a pulse of the
parish, trying to understand
the needs of the parish as it
grows."
As for his pastoral
"style," he remarked, "Being
new, I'm still trying to mnd
a style. I'm the youngest
pastor in the diocese, so it's
natural my initiative would d
come from a youthful
approach, paying attention
to the younger ones without
ignoring the older ones.
"I'm more of a midline
introvert and extrovert, but
this job requires you to be
both," he added, "but my
inclination is the one-on-
one."
Of all his duties, Cayer
likes the pastoral counseling
best. "The daily services are
more energizing for me."

Crestview man killed in
Sunday night accident
Brian Hughes
Crestview News Bulletin
CRESTVIEW A 75-
year-old man died late
Sunday night when he
failed to negotiate a curve
a half-mile east of the
Okaloosa-Walton county
line on U.S. Highway 90,
according to a Florida
Highway Patrol.
Crestview resident
Eddie Lewis Weekley
was returning to the Hub
City from his second
home in Perry in Taylor
County when the accident
occurred at about 9 p.m.
His GMC Jimmy SUV
went onto the shoulder of
the road before rotating
counter-clockwise and
rolling over two complete
times before striking a
power pole, the FHP said.
Weekley, known to his
family as "Lewis," was
not wearing a seat belt
and was ejected from the
vehicle and pronounced
dead at the scene, a FHP
news release stated.
An Army veteran of
the Korean War, Weekley
applied .his motor pool
mechanic's skills to
civilian life, working on
heavy equipment for
Tidewater Equipment in
Perry, according to his
stepson, Riley Martin.
Until his retirement,
Weekley was an employee
of Okaloosa County.
"He was a good
mechanic," Martin said,
adding Weekley could
repair and rebuild both
diesel and gasoline engines.
He completely restored a
1968 GMC pickup, which
he affectionately called
"Darby."
Though he recently
suffered a hairline ankle
fracture, Weekley had
returned to Perry last
week, intending to remain
for two weeks, but was
-returning to Crestview
earlier than expected when
the accident occurred.
Weekley married
Martin's mother, Bonnie,
in 1978. She passed away
last year. "He took real
good care of my mother,"
Martin said, "and I
appreciated him for that."
Martin said his
stepfather was an
outdoorsman who enjoyed
hunting and fishing.
"His favorite attire
was a white T-shirt with
suspenders," Martin said.
In addition to Martin and
his sister, Linda Hen-
derson, also of Crestview,
Special to the News Bulletin
Bonnie and Lewis Weekley
Weekley is survived by
four of his five children and
a host of grandchildren.
He will be buried in
Perry. No funeral details
were available in time for
publication.
"He was a good man,"
Martin said. "He built
things with his hands. He
did good work. He was a
nice person."

eCareer Fair now online
Addition to DBPR Web site will help students choose a career
The Department of
Business and Professional
Regulation (DBPR) has
created the "eCareer
Fai5" which is aiA online
career directory to help
students learn about
licensure requirements for
the professions that the
Department regulates.
"Florida's students are
now choosing career tracks
as early as high school,"
DBPR Secretary Holly
2 ** Benson said. "In an effort
: : to help them learn about
the professions we regulate,
we created the eCareer Fair
with profiles of many of our
It: professionals."
The site includes a page
for each type of professional
licensed by the department,
with information on the
requirements to get licensed,
the number of licensed
professionals currently in
the field, average salary,
somne-ftrfacts, and a picture
of the professional at work.
The DBPR licenses nearly
1,000,000 businesses and
professionals including
construction and electrical
contractors, barbers and
cosmetologists, architects
and interior designers,
surveyors and mappers,
talent and athlete agents,
and more.
"This is a first step in
becoming more of a resource
to Florida's schools and
students," Secretary Benson
added, "and we hope this
effort will encourage more
students to enter these
important professions."
The department will
be providing a' link to
Florida's school districts
and community colleges
in order to provide access
through their sites and will
work with them to expand
the site's utility.
Bill Montford, Florida
Association of District
School Superintendents
CEO, said, "Through the use
of eCareer Fair, our students
will have easy access to
additional information that
will help them make more
informed choices relative to
career tracks."
