CRESTVIEW'S THE BIGGEST
Robbyn Brooks I Crestview News Bulletin
Although Crestview has officially been named the biggest city in Okaloosa County, it
retains the charm of a small town along Main Street.
Brian Hughes
Crestview News Bulletin
CRESTVIEW While it's
exciting to announce, the fact
that the county seat is now
officially the biggest city in
Okaloosa County is no shocker
to city officials.
"It's just not a surprise," said
Crestview Mayor David Cadle.
"We can see in the city that the
growth is coming daily."
The Bureau of Economic
and Business Research at
the University of Florida put
the estimated population of
Crestview at 21,149 people as
of April 1.
In comparison, the
population estimate for Fort
Walton Beach, Crestview's rival
for title of the county's biggest
city, was 21,008, according to
the city's senior planner, Len
Mitchell.
In his Monday memo to
city officials announcing the
new population estimate,
Crestview's planning official,
Eric Davis, said the new count
"represents a population
increase of 8 percent" over
the 2006 estimate of 19,494
residents.
But since the April estimate,
Crestview's daily count of
utility and water department
customers has reflected 505 new
people, "and that's just in the
city limits," said Cadle. "This
is just the harbinger of things
to come. All of North Okaloosa
County is going to continue to
grow."
Crestview City Council
President Chip Wells said, "The
city's growth is something
the council has been planning
on for quite some time. What
we need to keep doing is the
forward thinking, not just for
today and tomorrow, but we
have to continue planning for

The Pearl Tyner Auditorium was named
in honor and memory of one of the county's
most beloved benefactresses. Miss Tyner
gained near legendary status for her folksy
ways, which seemingly were in contradiction
to her business and farming savvy, through
both of which she made a sizeable fortune.
Her belief in the value of a good education
translated to frequent generous donations to
area schools, including $200,000 donated to
Crestview High following her death at the
age of 97 on May 31, 2006.
"She was a lovely' lady who loved the

"We greatly appreciate the gift' she gave

Tyner stipulated that her gift was to

Okaloosa County School District is
gearing up for the construction of two
new Crestview schools, beginning with
their names.
The county School Board unanimously
approved the names Riverside Elementary
School and Shoal River Middle School at
its meeting Monday.
The schools will replace Richbourg
Middle School and Southside Elementary
School and accommodate overflow from
nearby schools.
Faculty members, district
administrators, student advisory councils
and ,parent-teacher organizations from
Southside and Richbou rg took part in the
process.
Riverside derived its name from a
combination of Shoal River Middle School
and Southside, said Southside Elementary
School Principal Donna Holloway.
"I thought it was the best choice," she
said.
Shoal River was chosen because of
the school's proximity to the river, which
borders Crestview on the east and south.
"It really is an integral part of
Crestview," said School Board member
Cathy Thigpen.
The Eagles was elected as Riverside's
nickname,. while the school colors are
red, white and blue, a nod to the areas
military heritage.
Shoal River shares the .same colors
as the new elementary school, but a
nickname won't be revealed until the
school's groundbreaking, tentatively set

Organist recognized for 20 years of service I
Brian Hughes
Crestview News Bulletin
CRESTVIEW The
organist at the First United
Methodist Church was
surprised at Sunday's
11 a.m. service when his
r
two decades at the Eighth
Avenue location was
celebrated.
Luckily, Leon Curenton
Jr. wasn't daydreaming on
the organ bench when the
church's pastor, the Rev.
-Bruce Sheffield, started
extolling the virtues of "a
member" of the church's
music ministry.
When his name was
finally mentioned, Curenton
was prepared to step up
and accept the recognition.
Music director Kevin
Lusk presented him with
a commemorative plaque,
gift certificate to a favorite
local eatery, and "because
we knew flowers probably
wouldn't be appropriate,"
Lusk said, a bouquet of
chocolate bars set in a vase
filled with mini peanut
butter cups.
Curenton started playing
the church's mammoth
pipe organ in August 1987.
Like his tenure, the organ,
too, celebrates its 20th
anniversary at the church
this month.
John Parrott, who was
on the organ committee
at First United Methodist,
recalls unloading from a
flatbed truck the $129,000
instrument's components
on a rainy hot summer day.
The organ was crafted by
Kenneth Jones Pipe Organs
Ltd. of Bray, Ireland, which
recently manufactured
the largest pipe organ in
China.

Put your financial windfall to good use
Jason Alderman
Special to the News Bulletin
Statisticians say the
odds of winning the lottery
are about the same as
being struck by lightning.
There are many other,
smaller financial windfalls
you're much more likely
to experience everything
from tax refunds to
inheritances to a raise or
bonus at work.
The question is: If you
do reap an expected or
unexpected windfall, what
precautions can you take
to ensure that extra money
isn't just washed down
the drain? Here are a few
suggestions:
Before going on a
spending spree, stash the
money in savings until
you've examined your total
financial picture. Weigh
existing debts, upcoming
expenses and future needs
(like retirement and college
savings) to make sure you
apply the money where it's
needed most.
If you routinely get
large tax refunds, you're
giving the government
interest-free loans. Instead,
fill out a new W-4 form to
recalculate how much is
being deducted with the
goal to break even on next
year's taxes. It's smarter to
put that money to work for
you now than to count on a
big refund check later.
PAY OFF DEBT
Usually the best choice
when extra money comes
your way is to pay down
high-interestdebt,likecredit
cards, a car loan or student
loans although note that
student loan interest may
be tax-deductible.
SAVE FOR
EMERGENCIES
Experts recommend
putting aside three to six
months of living expenses
in case you lose your 'job,
incur unexpected medical
expenses or experience
other unplanned events.
Put the money in a high-
yield money market savings
account or a short-term
certificate of deposit (CD).
You can find competitive
account rates at www.
bankrate.com.
SAVE FOR
RETIREMENT
Many Americans
chronically underfund their
retirement savings. One
relatively painless strategy
is to put part or all of your
next raise into an Individual
Retirement Account or your
company's 401(k) plan. It's
easy to have the money
automatically withdrawn
from your paycheck and
the tax advantages these
plans offer will make your
savings grow even faster.
FINANCE COLLEGE
If you've got kids, you're
probably already worrying
about paying for college.
Although your own
retirement security should
come first (you can always
borrow for education,
but not for retirement),
if you do get a windfall,
consider opening a 529
Qualified State Tuition Plan
or a Coverdell Education
Savings Account two
savings methods that offer
terrific tax advantages.
The U.S. Securities and
Exchange Commission's
Web site has information on
529 plans (www.sec.gov/
investor / pubs / intro529.
htm) and the IRS's site
explains Coverdell accounts
(www.irs.gov / taxtopics /
tc310.html). Another Web
site, www.savingforcollege.
corn, discusses these and
other education financing
methods.
BUDGET
Once you've used your
windfall to pay off debt or
start a savings plan, don't
slip back into bad habits.
Practical Money Skills
for Life, a free financial
management site sponsored
by Visa USA, features an
interactive tool called My
Budget Planner that helps
you track income and
expenses so you can save for
long-term goals like buying
a home, getting a new car
or paying for college.
Go to www.
practicalmoneyskills.com /
mybudget to download.
As always, consult
a financial professional
regarding your particular
situation.
And don't forget to
reward yourself for having
the discipline to use your
financial windfall wisely. I
like the 90/10 rule, where
90 percent goes for debt
payoff or savings and 10
percent is to splurge on
something fun.

r To THE EDITOR
Property taxes
Dear Editor:
I am writing to encourage all
Okaloosa County property owners
dissatisfied with their 2007 tax
assessments to exercise your right to
file a petition requesting a review and
adjustment ofyour assessment. You
can get the petition form simply by
calling the property appraiser's office
at 689-5900 or 651-7240. My wife and
I challenged our assessment last year
when the property appraiser raised
it from the previous year by over 100
percent. As a result we saved over
$600 in property taxes.
In preparing for the review
we discovered just in our own
neighborhood that assessments are
not all reasonable and defensible.
For example, the property appraiser
assessed our lot at the same value as a
bayou-front lot down the street which
is three times the size of our lot.
I encourage everyone who feels
they have been over-assessed to
file a petition. The deadline to file
your petition is Sept. 10. It only costs
$15 and you may wind up saving
hundreds of dollars like we did. It will
also send a message to the appraiser's
office that taxpayers do not have
to accept unfair and inequitable
treatment.

If you support a permanent
drinking water source over a
temporary water source for your
family and you are concerned about
the ever decreasing aquifer, rivers, *
lakes and private wells, then you are
encouraged to attend the Okaloosa

meeting to be held at 6 p.m. Tuesday,

We encourage all water utilities
to have a representative present
at this meeting. All citizens of the
county are encouraged to attend
this important meeting.'Let the
commissioners know you are in
favor of spending your tax dollars on
a permaneiit solution to our water
problems, not some quick fix.
Ensure that you speak up for your
family by being in attendance at this
important County Commissioner's

continued support.

School bus safety
The Okaloosa County Sheriff's
Office is reminding motorists that
if you are approaching a stopped
school bus while traveling on a FOUR
LANE HIGHWAY WITH DOUBLE
YELLOW LINES you must come to a
complete stop. If you're on a divided
highway with an unpaved space of
at least five feet, a raised median, or
a physical barrier, you don't have
to stop if you're traveling in the
OPPOSITE direction of a school bus
which has stopped.
Motorists need to keep in mind
that speeding fines are doubled in
school zones, so if you're going ten
to fourteen miles over the limit (for
example), you'll pay a $255.50 ticket!
The ticket for failing to stop for a
stopped school bus is $158.

Isn't it funny how fast
the world changes? It
seems like just yesterday
that I didn't know the
difference between a
blog and a hog. But
now, thanks to modern
technology, I'm about
to become the author of
a blog, and I'm really
excited about it.
For those of you who
aren't familiar with the
concept, a blog is an
online journal of sorts
that can be accessed by
anyone who wants to
read it. Originally, blogs
were pretty pedestrian
online diaries, mostly
written for the benefit of
the author and a circle
of his or her friends and
acquaintances.
These days, however,
blogs have moved into
the mainstream, and no
media outlet is worth
its salt if it doesn't have
some sort of entry in the
blogosphere. So starting
around the end of this
week (how's that for
being fuzzy?), the News
Bulletin's Web site,
www.crestviewbulletin.
com, will begin to
embrace blogomania.
We're going to keep
it lively by giving
you a wide range of
blogs to choose from.
Editor Robbyn Brooks
will continue to opine
on pop culture in
"Blogalicious." Staff
Writer Brian Hughes
will take us around the

version of his popular
"Border Crossings"
column. Production
Manager Greg Allen will
. be examining all things
techie in his blog, "Tech

Robert Young will share
his thoughts about the

As for me, I'm
excited about starting
my own blog, "General

well and I'm able to
master the technology,
(always a big if), I intend
to begin my blog as a
video diary chronicling
my experiences as I

what I hope will be a
life-changing kidney

has been both exciting
and a little scary for me,
and I can't think of a
better way to share my
progress than through

And speaking of Web
sites, be sure to check out
the highlight reel from
last week's Crestview
High School football
Civic Leadership Academy, part 1
About
: Congress
Lou Frey
Over the next few
weeks I am going to
include information
about the first Lou Frey
Institute of Politics and
Government's Civic
Leadership Academy.
This academy was
two weeks of in-depth
instruction and hands-
on training in practical
politics for high school
students. The students
who passed the course
received three college
credits. For those students
who cannot afford the
tuition, scholarships have
been established.
The academy was a
huge success. We intend, .
next year to make it even
-better and'&probably', -
add a College Civic
Leadership Academy.
We are hoping that this
can be replicated in other
colleges and community
colleges in Florida, who
believe that working
with young people is not
only interesting, but is a
necessity.
The final project for
the students was to
present a proposal to an
evaluation corimittee,
which was operating as a
subcommittee of the U. S.
House of Representatives.
I will fill you in on
what each of the groups
proposed over the next
few weeks, including
making learning a
foreign language a new
graduation requirement
in Florida high schools.
Problem: The problem
is that the 21st century
has opened the doors
toward a more diverse
and culturally rich
society. In the year 2007,
the global economy and
massive movement of
immigrants and tourists
through our state has
showed us that-we -. .; .u
need to teach our rising
generations foreign r ;
languages. Many states
such as Oklahoma and
Vermont (19 out of 50)
already require two years
of a foreign language
to graduate from high
school.
The research shows
that 67 percent of 12th
grade students who
enrolled in a foreign
language as eighth-
graders and completed
a middle-level language
course during high school
applied to a four-year
college.
In order to stay a
leader in the global
market, we can follow
other nations and
mobilize our nation to
promote competence in
foreign languages. We
are willing to take strong
action and demand that
all schools in the state
of Florida teach foreign
language at least at the
high school level.
As we all know, and
it is no mystery, people
from Puerto Rico and
Mexico are coming
into the U.S. These
immigrants are very
prominent in Florida.
.We constantly have
immigrants entering
the U.S. This poses a
problem: We need to
educate our high schools
in a foreign language!
We need to somehow
communicate with them.
The increase in the
Florida population is sky
rocketing. Right now
Florida has a population
of about 15 million. Only
10 years ago we were at
12 million. It is projected
that we are going to have
19 million in 10 years. In
order for our children to
communicate with the
incoming immigrants we
need them to at least have
Spanish for one or two
years.
Solution: We propose
that the Florida State
Legislator adds the
requirement of two
credits of foreign
language to the A++
plan. When this is
implemented the
required core classes
will increase from 16
credits to 18 credits. The
requirements of electives
will decrease from eight
, seredits to si credits,,%
The funding we will
need will be minimal;
most schools already
offer foreign language
classes and have the tools
and supplies to teach
them.
Since foreign language
is being added to the
A++ plan, the funding, if
needed, will be provided
game. Many thanks to
our friends at Crestview
Paint and Body, who are
sponsoring this weekly
feature.
Starting next week,
we'll also be featuring
Baker football videos
made by the school's
award-winning video
production crew. The
Bulletin is teaming up
with this talented group
of students to get great
highlights from the
Baker home games, and
to give the students a
wider audience for their
work.
The result, we hope,
will be great coverage for
our area's outstanding
athletes.
by the state to the
individual districts. There
are many key players in
getting this amendment
to the A++ plan. The
players range from local
students and teachers to
state representatives and
senators.
Adding foreign
language as a graduation
requirement will allow
Florida students to
compete on a more level
ground with other states
that require their students
to take world languages.
As you can see from -
this well thought-out
presentation, these
young people tackled a
tough problem that they
personally see in the high
schools and came up with
a Workable solution. The
biggest problem is the
cost! and themany reign
languages that are spoken
in-eur~state'.-_*-Jw
During our
questioning, they
indicated that there could
only be a limited number
of foreign languages
taught and that we
should survey the state
to see what the greatest
need is.

CRESTVIEW It's been
more than half a century
since a young schoolteacher
from North Carolina
named Beach Wilson came
to Crestview. Soon after
her arrival in the Hub
City, she was smitten by a
handsome young member
of the locally ubiquitous
Campbell family named
Bobby.
On July 28, Robert and
Beach Campbell observed
their 50th wedding
anniversary. This past
Sunday, the milestone was
marked by family and
friends at a celebration held
in the First Presbyterian
Church of Crestview's
Fellowship Hall.
Over a sumptuous light
lunch buffet, highlighted
by a lovely cake with a
lacy frosting motif and
gold roses and leaves,
the Campbell's looked
back over five decades of
happiness.
The trip down memory
lane was illustrated by a

the couple's three grown
children, Byron, Sarah
Beth and Robby Campbell.
The latter returned to town
from his home in Houston
just for the fete.

Something was afoot
A Crestview Police officer

his welfare due to his feet and

-With the man's permission,
he checked him for weapons
or drugs and found in his

smoking of crack cocaine."

the lamp missed, he chased
her, knocked her down

witnesses came to her rescue,
he fled, but was caught and
arrested for battery. No word
on the condition of the lamp.

Sandra Dreaden
Reference librarian
Melvil Dewey
(1851-1931) believed
in organization. Even
as a child, he was busy
devising a way to arrange
his family's pantry to
make it more efficient.
Before his system of
classifying library books
was adopted, many
libraries relied on systems
that filed books by size or
color cumbersome and
not very useful methods
at best. While working
as a librarian at Amherst
College, Dewey developed
a system that is used by
most school and small
public libraries today.
Published anonymously
in 1876, his classifications
divide nonfiction books
into 10 broad categories:
000-099 General works
(encyclopedias and similar
works)
100-199 Philosophy
(how people think and
what they believe)
200-299 Religion
(including mythology and
religions of the world)
300-399 Social sciences
(folklore and legends,
government, manners and
customs, vocations)
400-499 Language
(dictionaries, grammars)
500-599 Pure science
(mathematics, astronomy,
chemistry, nature study)
600-699 Technology
(applied science, aviation,
building, engineering,
homemaking)
700-799 Arts
(photography, drawing,
painting, music, sports)
800-899 Literature
(plays, poetry)
900-999 History (ancient
and modem, geography,
travel)
Each of these sections
is further divided for
accuracy in classification.
Additional digits can be
added, creating an ever
more precise categorization
system. For example, 636
is animal husbandry, 636.7
is dogs, 636.72 is non-
sporting dogs, and 636.728
is poodles.
Books are arranged
alphabetically within each
classification by the first
letters of the author's last
name. Dewey's aim was to
create a system that would
be simple enough for even
casual users to understand,
but complex enough to
meet a library's expanding
needs. (From "The New
York Public Library Desk
Reference, 4th, ed.")
There are signs in the
library to direct you to
the different nonfiction
Dewey decimal sections, or
just ask any of us Jean,
Sandra, Lise, Heather,
Anna, Sharon, Marie,
Sengdara, Tracey, Tara, or
Janice to show you to
the subject area you need.

PROGRAMS
Story Time resumes
today at 10:15 a.m. with "In
the Days of the Dinosaurs."
Every family has funny,
or not so funny, stories
about wills and family
inheritance, but J. Mark
Fisher, author of "Spending
Grandma's Inheritance",
has probably, as they say,
"heard it all." Fisher, a
local attorney specializing
in estate planning, will
be the guest speaker for
the Sept. 4 First Tuesday
Lecture.
Having counseled
thousands of people over
the course of his 20-year
practice, he's dealt with
countless issues when
it comes to families,*
inheriting money, control
of parents and their assets,
and why some children
are left out. The stories
presented in his book
represent some of the most
outrageous, humorous,
and unique experiences a
probate attorney can have.
The 10:30 a.m. program
will give you an insight
into the wild world of
estate planning and keep
you laughing all the
way to your attorney's
office. Come early for
coffee and cookies at 10:00
a.m. Books will also be
available for sale and
signing.

at Old Spanish Trial Park
to thank those employees,
physicians, volunteers and
others for their hard work
and dedication.
"This is the first picnic
we've had in quite a
while, but we're hoping it
will be an annual thing,"
said NOMC Human
Resources Director Renee
Latterner. "Our new CEO
really believes in giving
recognition to our people
and being involved in the
community."
Invitees feasted on
hot dogs, hamburgers
and barbecue with all the
fixings, and an ice cream
truck and a sno cone booth
offered cool desserts.
Members of: the
Crestview High School
softball] and baseball teams
supervised games and
inflatable rides for the
kids, while members of the
Crestview Fire Department
were on hand to let visitors
explore some shiny red fire
trucks.
"I think it's great when
we can have recognition
events that foster team
building and bring the
whole organization
together," CEO David
Sanders said. "It's the first
time in a while that we've
been able to bring together
all of the groups that make
up the hospital team, and
we're really excited to do
it." : '

KEEPING IT ON THE GREEN
The Crestview High School golf team gets ready to qualify and swing away.
Robert Young
Crestview News Bulletin
Golf is a game of
patience, perseverance
and skill. Throughout
time, golf has been a
gentleman's and lady's
sport.
With golf season
right around the corner,
Crestview High School's
golf team is in preparation
to get things swinging.
Led by the newly
appointed golf coach,
Owen Edwards, the CHS
golf team is looking to
have a promising year.
"Mr. Coleman said
would you like to try a
crack at this and I said
sure. I think we have the
potential to be V'ery good,"
said Edwards.
"We have some
returning starters,
including two juniors that
are letterman and a handful
of girls, including Mary
Masterson, the girls' team
vet. We also have a new
player,. Bryan Slyvester,
who's a senior and right
out of Walton County.
He's very promising."
Since CHS's golf team
was shut out last year
during districts, Edwards
and the team are eager to
jump into things and start
performing.
With Niceville as one of
their biggest competitors
and Choctaw and Fort
Walton Beach not too far
behind, the Bulldogs golf
team has a lot of slack to
pick up from last year.
Mike Taylor, one of the
returning juniors, who's
also a letterman, spoke
about the upcoming meets
and what his personal
goals are for the season.
"We could win the

county and the districts
if we all play good," said
Taylor.
That's exactly the
motivation that each of the
players have. In addition
to football, CHS wants to
start competing heavily
in all their other sports,
including golf.i ".
Changes had to be
made so that schools
like Crestview would be
skilled across the board in
all areas.
Players like Taylor hone
their techniques to assure
that they'll do their best
on the green.
"Personally I always
work on the quality of the
shots. It's important. On
top of that I think our new
coach has been opened
minded and really wants
to get things done," Taylor
said.
Beside the CHS team,
Taylor has been a regular
in some of the local
tournaments.
"Golf is a lifelong sport
and I'm looking to go to
University of Florida if it
works out for me," Taylor
said.
Bryan Slyvester also
had some words to say
about his new golf team
and his future with CHS.
"I used to go to Walton
High School, used to
play golf since I was
nine years old. I wish we
played Walton but I don't
think we get to this year,"
Slyvester said.
"I'm looking at
University of West Florida
down the road. But for
now I'm ready to go
qualify."
On the other side,
the ladies team, led by
veteran Mary Masterson,
will be the newer of the
two teams.
Other than Masterson
and a handful of others,
including Sara Breaux,
the ladies team is
predominately brand
new.
"At the time we only
had three ladies to play
golf with us so I sort
of advertised it in my
classrooms asking for
participation," Edwards
said.
"After awhile I had
some girls that wanted to
join and here they are."
Masterson, a senior on
the ladies golf team, spoke
about her teammates, the

Crestview News Bulletin
Crestview High
School unveiled their
"Color-tronic" jumbo
scoreboard at the Kickoff
Classic last Friday night
at 6:30 p.m. David &
Adams Consulting Firm
of Crestview donated
the scoreboard, which
is one of the biggest in
Northwest Florida.
The scoreboard is
digitally mastered
with automated color
output, cinematic and
video capabilities,
slideshow and image
able, sided with scrolling
advertisements. It sits
below a giant Crestview
High School illuminated
sign and stands over 40
feet in the air. Oh, and it
also shows the score for
the game.
Before the Kickoff
started, Principal Ed
Coleman presented
plaques to Davis and
Adams, along with the
people who made it
possible to purchase and
give this scoreboard to
the school.
A count down was
presefited along with a
drum roll from the band.
Once the number was
yelled, the sign turned on
and a small video image
of exploding fireworks

"We have two or three
new girls and when it
comes to experience
they all are new to the
game," Masterson said.
"They learn quickly
,though, and I'm hopeful
for them. I'm looking
forward f9r us to play
Pace and especially
Niceville. They are
tough competition and
those are the teams to
beat. Over at the guys
we have a couple of
Tiger Woods.over there
that are only in their
junior year. That gives
them another whole
year to improve."
For Masterson, her
personal goals are just to
make it the best she can
and make it to state.
She explained some
of the detailed exercises
the golfers perform-
while practicing that
keep them on top of
their game.
"Anyone can drive a
ball, but practicing your
swing and working
on your short game
wins you the money,"
Masterson said.
"Baseball, you get
nine innings, but we
only have nine holes
and all of it is on
yourself. Down the
road (golf meets) do get
pretty stressful when
in the first seed of the
competition and it's
real hot. If your going
to college that's another
thing that spectators
and scouts look at."
Look for the CHS golf
team to have a regular
stat, score and player
box every Wednesday
called "On the Green."
Pictures, results and
quotes from the players
and coach will be
included for fans and
parents alike to keep up
with.
