Crestview firefighters prepare to enter the Okaloosa County Jail where a blaze occurred Tuesday.

Jail fire causes damages,

evacuation of inmates

Leslie Fike
Florida Freedom Newspapers

The roof of a housing section at
the Okaloosa County Jail caught fire
Tuesday morning, forcing theevacuation
of about 116 inmates to another part of
the jail.
The fire began about 10:15 a.m. and
was most likely caused by a blow torch
being used by a maintenance crew
on the north side building earlier that
day, said Okaloosa County Jail Director
Larry Caskey.
"They were using a torch to bend
metal and didn't notice the tar got very

hot and burst into flames," said Caskey.
A light cloud of smoke billowed
from the dome of Pod-C for about half
an hour and smoke sensors sounded
alarms throughout the compound until
11 a.m. That's when Crestview and
North Okaloosa Fire District firefighters
had the interior fire under control.
There were no injuries, said Caskey.
But the sprinkler system, which worked
properly, and water used by firefighters
flooded the pod, causing water damage
and making the area inhabitable for
now.
"I anticipate it being down for
a while," said Caskey, adding the

Okaloosa Facilities Maintenance
Department is expected to make a full
damage assessment.
This is the first time in his 16 years
with the jail that a fire of this significance
has occurred, said Caskey.
Fortunately, the population count is
down, so Pod-C inmates will be placed
into other.housing areas, he added. But
it will still cause some overcrowding in
certain pods, which isn't uncommon at
times.
"We may be able to utilize one or two
sections (of the pod), but we can't be
certain until we access the damage," he
said.

NICEVILLE Three women from
northern Okaloosa County are among the
nominees for the 13th Annual Okaloosa
County Women's Hall of Fame.
Nominated by citizens throughout the
county, the local trio will join 10 other
distinguished women at the Niceville
Community Center on Monday to see whose
names and photos will be added to the Hall
of Fame.
The Okaloosa County Commission on the
Status of Women offered glimpses into the
accomplishments of the nominees:
Bertie Ann Curenton, of Laurel Hill,
is an educator (and former Teacher of the
Year at Northwood Elementary School) and
humanitarian who has affected the lives of
many-in her 30 years of teaching elementary
school in Okaloosa County. She is retired
but remains active in her church and in
the community, whether mentoring young
people or aiding Hurricane Katrina victims.
Crestview City Council Member Linda
Powell Parker has served the community of
Crestview in many capacities, and since 1999
as an elected official on the Crestv'rei' City
Council. Her dedication and leadership are
exemplified in her record of achievements,
such as establishing a new library, a
children's park, and the city's historic district
in Crestview.
Ida Faye Powell, of Crestview, is an active
volunteer in her church and community.
After retiring from a long teaching career (she
was twice selected teacher of the year), she

New tax leaves residents in the dark

HOLT The normally imperturbable
Robert Adams is just plain peeved.
Usually little things don't get him
upset, he said, but a notice he received
last week from CHELCO finally got a
rise out of him.
The postcard from the
Choctawhatchee Electric Cooperative
said, "Effective immediately: The
Florida Department of Revenue has
recently determined that outdoor
lighting.is a taxable service."
Adams, a longtime resident of Holt,
had a CHELCO-installed outdoor
light to provide nighttime safety and
security.
"I had it put in 13 years ago," he
said. "It's just $6 a month."
But not any more.

Though the tax only adds
38t a month to his electric
bill, Adams had CHELCO
remove the light. He
believes the tax is nothing
more than a disingenuous
means of thwarting recent
state tax rollbacks.
"It's kinda ridiculous,
isn't it?" Adams said.
"They're always nippin',
nippin', nippin' at you,"
he said of the state officials
responsible for the new tax.
"Thirty-eight cents isn't
gonna make me or break
me," Adams said. "It's the
principle of the thing."
So at Adams' request,
last Thursday a CHELCO
lineman rolled up to his
home and removed the light
that for more than a decade
illuminated his property
each night.
"He told me mine was
the second he removed
yesterday," Adams said on
Friday, "and he has 30 more
to do today."
CHELCO manager of
marketing Aaron Bradshaw
said the tax is not just
imposed on their customers.
"It's not just Holt," he said,
"it's the whole state."

Prior to the recent
development, Bradshaw
said, "we didn't charge tax
based on a tax advisory
letter from 1985," which
also exempted electricity
used in facilities such as
dog kennels and barns.
But while the electricity
used by an outdoor light
is exempt from taxes, the
light itself "is a service that
is taxable," said Bradshaw.
For Gulf Power
customers, a "Florida gross
receipts tax" is imposed
each month on the complete
package of the light itself
as well as the electricity it
consumes.
Bradshaw said the
cooperative has received
some negative feedback
from some of its customers.
"We've gotten some calls
in about it, but ultimately
it's beyond our control,"
Bradshaw said.
He noted that last year,
not even foreseeing this
year's sales tax, CHELCO
reduced the cost of outdoor
lighting to $5.56 for
customers who signed the
utility's new tariff. "In the
end, we hope that reducing

the cost olffsets ,1)y tax
increase," Bradslhaw said.
"The major issue," he
said, "is we have not had
a chance to comImunicate
what the Department of
Revenue tax means."
That's because their
conIsunmer magazine is
prepared so far in advance
that CHELCO was unable
to include information
about the new tax in
the latest issue. Instead,
every customer received a
postcard like Adams'.
In the past month,
CHELCO has received 39
requests to have outdoor
lights removed. (The
monthly average is about
21 removal requests for
the cooperative, whose
customers have between
9,000 and 10,000 outdoor
lights.)
But the Holt tax revolt
isn't going to leave Robert
Adams in the dark. The day
after CHELCO removed
his outdoor light, he drove
over to Crestview to buy
one of his own.
"Maybe Lowe's will
have a sale and I'll get me
one," he laughed.

About
Congress

Lou Frey

I have just returned
from Washington where
Congress is in its last
week before the August
recess. What has become
clear in the House is
that the Democrats
have a game plan that is
working to keep control
of that body and to
increase their number of
seats. As was mentioned
previously they are
out-raising Republicans,
especially their newer
members, who have
done an incredible job
with the help of the
Democrat leadership in
raising campaign funds.
They have also been able
to talk the more senior
members of their party
in safe seats into giving
up some benefits so that
the newer members can
be helped. Let's say for
instance that a senior
Democrat member from
Mississippi is in a safe
seat and has proposed
two increases in the
defense budget for his
district. On the other
hand, you have a new
Democrat member from
a Republican-leaning

district that has also
proposed two additions
to the defense budget.
Normally seniority
prevails. However,
what is happening is
that the more senior
member from the safe
district is only getting
one addition and the
new member is getting
two additions. This may
not sound like much to
an outsider, but it is not
business as usual and
shows the determination
of the Democrat Party to
stay in control.
Newt Gingrich has
recently predicted that
the Democrat ticket is
going to be Clinton and
Obama. I agree, and
have for some time, that
Hillary is going to be
the nominee. I don't,
however, think that
Obama will be the vice
presidential nominee
for several reasons.
First, most African-
Americans are going to
vote for the Democrats,
so their percentage of
vote cannot be increased
much. Second, I am not
so sure Obama wants to
be the vice presidential
nominee in 2008. I have
thought all along that
he is running for 2012 or
2016 and would rather
have the independence

of being on the outside.
Third, no Democrat
has ever won in recent
years without carrying
four Southern states.
Obama would not help
solve this problem. I
think the Democrats
have to find someone
from the Sunbelt who is
moderate to be the vice
presidential nominee.
Finally, don't write
off John Edwards yet.
Edwards has been
working since the last
election in some of the
earlier primary and
caucus states, such as
Iowa. A recent poll came
out showing that in Iowa
Edwards has 27 percent
of the vote, Clinton
22 percent, Obama 16
percent and Richardson
11 percent. If it continues
to stay nasty between
Clinton and Obama,
this benefits Edwards,
who, if he does well in
the early states, could
become a problem for
Hillary Clinton.
Both Giuliani and
McCain.continue to
have problems in Iowa,
although Giuliani is
putting a lot more time
and attention in the state
than originally planned.
The poll numbers show
that Romney has 25%
of the vote, Thompson

14%, Giuliani 13%,
and McCain 10%.
Thompson's ability to
poll well, even though
he is not actively
campaigning, is echoed
in Florida, where a
recent Mason-Dixon Poll
showed that Giuliani
has 21 percent of the
vote; Thompson has 18
percent. Some political
writers have speculated
that Thompson won't
get into the race until
after the reruns of his
television show are
over because of the
tremendous amount
of dollars involved (if
he files the show will
be pulled). I am not so
sure that Thompson
has the necessary fire in
the belly, and you must
remember that the race
will be over on February
5, meaning that there
is not much more than
six months left to raise
money. Oh, for the
good old days when
the primaries didn't get
over until June and the7
Presidential race didn't.
start until Labor Day of
election year.
Finally, a Colgate
classmate of mine,
Carl DeFaria, sent me
a link to the National
Cancer Institute's
"Study of Brain Tumors

and Use of Cellular
Telephones: Questions
and Answers." The
Web site is www.nci.
nih.gov / cancertopics /
factsheet/ brain-tumors-
cell-phones. I read the
20 page report and in
summary the report
states, "During the period
of this study, there was
no evidence that use of
hand-held cellular phones
caused tumors of the brain
and nervous system. The
findings suggest that, if
there was any increase
in risk it was small,
particularly for malignant
tumors gliomaa)."
There is an incredible
amount of information
contained in the report,
including the fact that
there are other studies
of cell phones and brain
tumors in progress.
It was pleasing to see
that the U.S. Food and.
Drug Administration
(FDA) and the Cellular
Telecommunications
Industry Association
(CTIA) have
recently signed a
Cooperative Research -
and Development
Agreement (CRADA).
FDA will provide
scientific and technical
studies that evaluate the
health effects of cellular
phone use.

brother, James Joseph and
wife, Jennifer, of Crestview;
and numerous nieces and
nephews.
If life is a canvas upon
which the artist paints a
portrait of a person, then
Linda Knudsen's portrait
would have included her
love of life and all things
naturally lovely and
verdant. She surrounded
herself with many pets and
once described herself to a
niece: "I guess I'm the cat
lady."
Though we might hear
her laughter through these
words, there's a certainty
that she was also: the bird
lady, the flower lady, the
tree lady, the music lady, the
neighborhood baker and so
much more. Many people
commented on her natural
gift for orchestrating a room
- an accent here and a
centerpiece there; each item
lovingly placed for best
enjoyment or display.
She loved crafting so
much, and at the center of
her cozy home was a special
place for her daughters
and granddaughter, Jaden
LaDae Wilson. Jaden was
Linda's favorite companion.
With her many talents,
Grandma Linda made a
special place in her home for
overnight visits with Jaden
and helped teach Jaden
how to "bake from scrap."
The many hours and days
the two spent together were
filled with remarkable love.
A celebration of life
and memorial service
will be held Wednesday,
Aug. 23, 2007 at 2 p.m. at
Brackney Funeral Home in
Crestview.

A6 I Crestview News Bulletin CRIME

POLICE

By Brian Hughes

Not very neighborly
A Crestview resident
called the Sheriff's Office last
week because her neighbor
across the street was being
un-neighborly. Seems he
was standing nekkid in his
front door doing something,
um, personal and naughty.
When deputies arrived
they found him nude in
his living room about 3 feet
from the front door. He was

arrested.

Party crasher
Attending a cookout
uninvited led to a Crestview
man being arrested for child
abuse and battery. It's bad
enough that he didn't bring
any coleslaw or chips, but,
according to the Crestview
Police Report, he tried to
help himself from the grill
before anyone else was
served.

When rebuked by his
amazingly patient hosts,
he angrily "grabbed the
barbecue ribs off the grill
and slung them." The hot
BBQ sauce splashed on
at least two of the invited
guests, including a child.

He said, she said
He said: She whacked
him several times with a
lamp and then grabbed a
steak knife when he called
Crestview Police.
She said: She argued
with him and, well, yeah,
she did throw a lamp at
him, but grabbed the knife
to keep him away.
The kid said: She
whacked him several times
with a lamp and then
grabbed a steak knife when

he called Crestview Police.
The policeman said: She's
under arrest for aggravated
battery/ domestic violence.

He said @%&!,
She said @%&!
Told to wait in his truck
while Crestview Police
officers investigated a report
of a physical altercation, the
guy refused and using salty
language, told the officers
to perform a physically
impossible act.
Advised by the arresting
officer to lower his voice
in the presence of the
observing children, the
man repeated the epithet
and became aggressive.
As the officer was
placing him under arrest
for disorderly conduct

and resisting arrest with
violence, the guy's wife
expressed her displeasure
with the policemen in
equally earthy terms.
When she "attempted
to strike (the officer) in his
face with a closed fist," the
other officer "assisted the
defendant to the ground,"
where she was handcuffed
and got to join hubby in jail
under identical charges.

WWF Crestview style
So Gal #1 got mad
because Gal #2 wouldn't let
her drive with her child in
the car while she was three
sheets to the wind. "A verbal
altercation occurred," the
Crestview Police report
states, "leading into a
physical altercation. After

that the report reads like a
WWF narrative:
"The defendant then
slapped the victim in her
face. The victim returned
the slap, then the defendant
pushed the victim down,"
aggravating an existing
knee wound.
"The defendant then
kicked the (victim) in the
chest to avoid getting
pinned to the ground. The
defendant then kicked the
victim in the stomach two
times and then started to
choke her."
Gal #1 was arrested
for aggravated battery/
domestic violence. The
report concludes, "the
defendant and the victim
are sisters."

DeFUNIAK SPRINGS
- From the quill of the
great American author,
Washington Irving, came
one of our nation's most
beloved, and perhaps most
disturbing short stories,
The Legend of Sleepy Hollow.
Here's how Mr. Irving
sets the stage for his classic
tale set around the pastoral
New York Hudson Valley
village:
"Certain it is, the place
still continues under the
sway of some witching
power, that holds a spell
over the minds of the good
people... They are given.
to all kinds of marvelous
beliefs; are subjectto trances
and visions, and frequently
see strange sights, and hear
music and voices in the air.
"The whole
neighborhood abounds

downtown and residents
and local businesses are
welcome to join in.
"The flea market venue
and the old market days
are what they are trying
for," said Carolyn Stewart,
owner of the Art Center of
Crestview.
Artists have been invited
to display and sell their
work, said Stewart.
And some merchants
plan to extend their hours
and mark certain items

with local tales, haunted
spots, and twilight
superstitions..... ,
"The dominant spirit,
however, that haunts this
enchanted region, and
seems to be commander-
in-chief of all the powers
of the air, is the apparition
of a figure on horseback,
without a head.
"It is said by some to
be the ghost of a Hessian
trooper, whose head had
been carried away by
a cannon-ball, in some
nameless battle during
the Revolutionary War,
and who is ever and anon,
seen by the country folk
hurrying along in the
gloom of night, as if on the
wings of the wind."
From that evocative.
beginning came the legend
that has been retold in so
many venues, including
the 1958 Disney animated
classic (voiced by Bing

"What we're doing is an
impromptu street sale," said

people come in and set up.
We want people to know
where Main Street is. A lot
of people don't know where
we're at. They're on 85

Walton Beach, Mary Esther,
Niceville and Valparaiso.)
OCPLC libraries are
funded by individual cities,
the county and state. As a
member of any one of these
libraries, you automatically
have the use of the other
member libraries. One of
the advantages of our being
a member of the cooperative
is we can request books from
any of the member libraries
and have them delivered
to us here in Crestview.
The courier service is one
of the services provided
by OCPLC. The courier
travels to all libraries three
times a week providing
quick delivery of requested
books.
OCPLC libraries are
more than a place- ,for
recreational reading and
computer email usage.
Our computers are in use
from the time we open until
closing time. We realize that
many of our customers do
not have computer access
at home, and they come to
the library to use this free
service. Library computers
are used for a variety of
different applications.

More and more state
and federal agencies are
referring people to libraries
to access e-government
information.
One popular site is
"Access Florida," the link
to the Florida Department
of Children & Families.
We are in partnership
with Access Florida to
provide Internet access
to DCF's online public
assistance application.
Family members come
into the library to complete
the online application for
public assistance.
We support life-long
learning efforts of our
community with books,
DVD/CD, videos and
books on tape.
By providing a collection
of circulating materials that
will allow our customers to
begin or continue studying
in a variety of interest
topics, we are contributing
to their life-long learning
efforts.
We are 'continually
purchasing new items for
our collections. You name
it, we've got it. We ask
that the library community
support our libraries'
efforts to provide service to
our citizens.

ON THIS DAY IN
AMERICA
On Aug. 22, 1966, the
United; Farm Workers
Organizing Committee,
later to be renamed the
United Farm Workers of
America, was formed. The
UFWOC was established
when two smaller organi-
zations, the National Farm
Workers Association and
the Agricultural Workers
Organizing Committee,
both in the middle of strikes
against certain California
grape growers, merged and
moved under the umbrella
of the AFL-CIO. Under
the strong direction of
Cesar Chavez and Dolores
Huerta, the UFW won many
considerable concessions
for the historically under-
represented migrant farm
workers.

Lessening the debt load

Climbing out of financial woe is faster and easier to accomplish

By EDWARD GATELY
Freedom News Service

Bad credit should
not be a source of
embarrassment, and
those with it are far
from alone.
"The stigma that ,
sort of goes along
with bad credit,
we don't feel it
should be there,"
said Rob Anderson,
co-founder of
livingwithbadcredit.
com, an education Web
site for people with
credit problems. "It's not
something to be shameful
about because of the lack
of education that's been
out there for the last 20
years."
Thirty million Americans
are living with marginal-to-
poor credit, and that number
is expected to swell with
the increasing number of
consumers falling behind on
subprime mortgages.
Most people find out they
have bad credit when they
are turned down for a loan,
said Mike Sullivan, director
of education for Take Charge
America, a Phoenix-based,
nonprofit credit counseling,
agency.
Most consumers have
the power to improve their
credit in a relatively short
period of time, he said.
"I tell folks that it's
S probably reasonable to think
that you could improve our
credit score by eight to 10
points a month," he said;,
"You can improve your
credit score pretty rapidly
by paying your bills on time
and not taking out new
:: loans."

FIND OUT NOW
Bad credit not only limits
access to affordable financ-
ing, but can disqualify you
for employment, housing
and affordable insurance.
"The better your credit,
the lower your. overall costs
will be for many different
S: things that we normally do
every day," said Neal Van
Zutphen, a certified financial
planner with Delta Ventures
Financial Counsel in Mesa,
Ariz.
Three major credit
bureaus-Experian, Equifax
and TransUnion --, issue
individual credit reports on
every consumer. There are
differences in each .of the
reports, and the agencies do
not exchange information
unless required by law.
Each report includes

all credit accounts and
outstanding loans, and bill-
paying history.
"I check mine every four
months," Sullivan said. "I'll
get a different one every
four months. You do need
to check it and you do need
to notify (the bureaus) in
writing about the errors you
find because you probably
will find errors.",
Nationally, the average
credit score among the three
bureaus is between 675 and
678, Anderson said.
"Just because you're
below that doesn't mean
you're below average or
that you have bad credit,"
he said. "Experian ... says
that marginal to poor credit
is anything below a 600. We
say to people that if you
have below a 678, you could
potentiallybepayingahigher
interest on something. You
might be paying 6.9 percent
as opposed to getting the
3.9 percent on an auto loan
or something along those
lines."
Credit scores around 600
are "very bad," Sullivan
said.
"The last thing you need
to do if you have bad credit
is to borrow money, and yet
that's what a lot of people
do," he said. "Yeah, you
can borrow, but it costs you
more and you're likely to be
in trouble in a hurry."

WHAT HURTS THE
MOST
Outside of filing
bankruptcy or becoming a
victim of identity theft, the
most destructive actions in
terms of your credit score
are paying yourbills late and
accumulating too much debt,

Anderson said. "Thirty-five
percent of your credit score
is comprised of your credit
history, meaning how
a well and how timely you
paid back debts," he
bk.J, said. "You have to pay
2 everything on time.
It' you haven't been
j paying on time,
that's something
you can address
going forward."
Another 30
percent of your score
is how much you
owe in relation to your
credit limit, Anderson
said.
"The best way to
Maximize your score
is to have your amount
owed or your amount of
indebtedness around 25
percent of your overall
credit limit," he said. "If you
owe $10,000 and you have
a credit limit of $10,000, ...
they're going to predict that
you're going to fall behind
soon, incurring late charges
and (other penalties). You
just aren't painted in a very
good light with the credit
reporting agencies when
you're maxed out."
If you've fallen behind
and are having trouble
paying your bills, it's
important to communicate
with your creditors, Van
Zutphen said.
"It's far better to take
control of it and be proactive
to attempt to cure the issue
than it is to try to avoid it or
run away from it," .he said.
"That just makes your credit
worse because ... you end
up with collection agency
calls."

Tips to
improve credit
Rebecca Warren, a
certified financial planner
professional and certified
senior adviser in Mesa, Ariz.,
offers the following tips for
improving your credit:
Stanrt with realistic
budgeting to get your finances
under control.
Someone who owns a
home can consider debt
consolidation, such as a
second mortgage or home
equity line of credit.
;lf that doesn't work or
help you catch up, contact
your creditors to work out a
repayment plan.
If you can't stick to a
budget and can't work out a
repayment plan, try working
with a credit counseling
organization. Ask your bank,
credit union, college, friends
or neighbors for a referral.

Robert Young
Crestview News Bulletin
Crestview High School
held their annual Red
and White game this past
Friday.
Die hard Bulldog fans
spread across the stadium
like confetti to watch their
favorite playerss. The Red
and White game was broken
into four sections on either
side of the field.
Varsity A, Varsity B,
Junior Varsity and freshman
teams were cycled on and
off.
After a certain time limit
each of the branches were
switched out and played
over and over.
It was apparent that
Crestview's skill level,
accuracy and work ethic
were a lot higher than
what the Bulldog's coaches
wanted to lead on.
All the quarterbacks were
hitting their targets right on
or within a two-foot span.
There were words of
encouragement throughout
the entire field from both
sides and fans yelling that
this was their year.
The freshmen, JV and
Varsity were all performing
just as they should be
after months of summer
practices.
Fans got to see Matt
Sanders, Cory Wenrich, Brett
Moore, Jonathan Peacock
and Jason Parker in action
while they practiced plays,
defined their skills and met
the fans.
With this Friday night's
"Classic" coming up,
Brunson: and the Bulldogs
are ready to put it all on

the field and come back
even stronger from their 7-4
record last year.
Who are the ones to beat?
Choctaw is big this
year and will be a tough
contender for the Dawgs.
Milton crawled by
CHS last year 7-6 and fans
definitely want that game
back.
Navarre knocked CHS
out of the running this past
season and Coach Matt
Brunson definitely wants
to try another game with
Navarre this year.
Look every Saturday for
coverage of the Friday night
games, interviews with
the coaches and players,.
play-by-play statistics and ,,
plenty of photographs and
video feed on our Web site,
crestviewbulletin.com.

Above: Players look on the field as each of the teams cycle on and off the field.
Below: The vareity team lines up for another practice play during the Red and
White game.
