Christian Family Life Ministries hosted their
Back2School Jamfest in their Wilson Street parking lot
Saturday.
"The way you begin a thing really has a lot to do with
the way something ends," observed Pastor Thomas D.
Tucker IV (left). "Some of the kids don't get a good start
because they just can't afford it."
During the event, kids received back-to-school supply
kits to prepare for the new school year.
The festival-like family atmosphere included a space
walk, dunking booth, burgers and hotdogs, snow-
cones, cotton candy, and games, such as this water
balloon toss. Music included a D.J. and evening
performances by Christian artists, including Hip Hop
University, Omega Psi Phi Fraternity, and Gainesville's
Dequan King.

LAUREL HILL At its April 26 meeting,
the Laurel Hill City Council unanimously
approved a request by SouthernLINC
Wireless to raise a 400-foot cellular telephone
tower in the southeastern part of town.
The company's towers in Paxton and
Crestview provide good coverage in their
respective areas, explained Clay Brogdon,
SouthernLINC's manager of RF Engineering
and Construction, during his presentation
to the Council, but its signal is inadequate
around Laurel Hill.
This had already been a matter of concern
to city officials, who rely on SouthernLINC
for municipal wireless communications. Gulf
Power and other southern utility companies
also use SouthernLINC.
During several council meetings at which
the proposal was discussed, "we had no
comments come from citizens," said city
manager Tim Bolduc.
But now with construction underway on
the Steel Mill Creek Road site, some neighbors
have become vocal in their opposition to the
project.
"I have done some research on the Internet
about different health concerns," said Jennifer
Weisz, who lives "literally right next door" to
the tower site. Her research has her concerned
about the long-terin impact of living so close
to the transmitter.
"Council members asked SouthernLINC
specifically if there were any health hazards
to neighbors" at the April 26 meeting, Bolduc
said. Brogdon assured the Council there were
none.
Before construction could begin, the
city required SouthernLINC to have an
environmental impact study performed.

the paperwork stage, Hunter Creek Estates
is making headway with construction.
"It tookme two years to get to this point,
so I'm very excited," said Tommy Batson,
the project's private developer.
The 94-unit subdivision is located
about 2.5 miles west down Old Ebenezer
Road and passed Laurel Hill's Panhandle
Animal Welfare Shelter, which is still under
construction.
A newly paved road to the left of
Ebenezer leads the way into the rural
subdivision, which is mostly green pasture
at the moment. At the entrance, framing is
going up for the first three brick homes.
According to contractor Sean Bell, of
Bell Family Homes, three houses from the

awards, proclaims Scout Day

Crestview Mayor David Cadle presented the city's Life Saving Award to these
police officers and firefighters for the superior job they performed in maintaining
an individual's life on a recent call until Emergency Medical Services arrived and
transported the patient to North Okaloosa Medical Center. Receiving the award
were: Crestview Police Officer Ray Harp, Auxiliary Officer Clark Barrow, Crestview
Fire Captain Ken Mason, Lt. Jeff Sory and firefighter Danny Ermy.

proclamation issued during Monday's City Council meeting. He urged all local
citizens to honor scouting by participating in activities presented by the Scouts

Scouts from several local troops were present to hear the proclamation.

sales tactics
Attorney General
Bill McCollum issued a
consumer advisory on
Friday, Aug. 10 cautioning
Floridians aboutBlueHippo,
a financial services company
that offers computers,
electronics and other
merchandise via a layaway
and financing plan aimed
at low-income consumers
and those with poor credit
ratings.
The Attorney General's
office is investigating
BlueHippo Funding, LLC
for potentially deceptive
advertising related to
the sale of computers,
examining allegations
that the company fails
to disclose the true cost
of computers, often fails
to send computers to its
customers, andsubstantially
overcharges for them.
The company advises
consumers that they may
cancel their contract at any
time within the initial nine-
week deposit payment
period. However, company
policy does not allow
for refunds and instead
gives customers "credit" to
purchase products from the
BlueHippo Web site.
The Attorney General's
office has received more
than 50 complaints from
Floridians about their
experiences with the
company. The Council of
Better Business Bureaus
released a similar consumer
warning earlier this
summer stating that the
Better Business System has
logged more than 1,400
complaints from all 50
states against BlueHippo
in the past three years. The
Federal Trade Commission
also reports that it has
accumulated 8,000 pages of
consumer complaints about
BlueHippo.

SouthernLINC crews work Tuesday to erect a tower that will measure about as tall as a 35-story building. Some
residents who live near the tower are unhappy with the construction.


With the tower's dramatic height, Federal Aviation Authority
approval was needed, as well, Bolduc said.. "All the studies
said that there would be no environmental impact," he said.
"It would have no adverse effects" on residents' health or the
environment.
However, neighbors like Weisz are not satisfied. "The land
that it's on has wetlands in back of it," she said. Construction
workers at the site "pushed over a bunch of trees and killed
some animals," she alleged.
Bolduc said the city has responded to residents' environmental
concerns. "Upon their request we contacted the Florida
Department of Environmental Protection," he said, and he's
expecting a state inspector to evaluate the tower site this week.
Another citizen complaint concerns the visual impact of the
tower, which at 400 feet will be about as tall as a 35-story high
rise.
"It's a hideous eyesore," said Weisz. "It's pretty awful. It
depreciated the value of our home. We bought this property as

an investment."
She cited more statistics she obtained from the
Internet that suggest the tower will lower the value
of her property "at least 10 percent."
Weisz's neighbor, Lee Brown, whose home is
across the street from the tower site, shares her
concerns. "It depreciates the land," he said. "I felt
it could have been put up in an area that wasn't as
developed."
Both neighbors felt as if the project was approved
without their input. "I was very upset with the city
of Laurel Hill for not notifying us," said Weisz.
"Nobody knew about it."
"This got approved by the Council and got
approved before the people could show up and
speak their piece," concurred Brown. "None of us
had any say-so whatsoever."
Tim Bolduc disputes their allegations. "One of my
concerns.. .is the concern that this was held without
people knowing," he said.
"SouthemLINC came to several council
meetings," Bolduc said. "We allowed for (public)
comments. This Council did everything that we
knew we could do and there was no objection. Now
it'd be like trying to take candy away. You can't
really do that."
The wireless company says it was careful to follow
all regulations as it prepared to erect the tower.
"SouthernLINC Wireless has fully met local, state
and federal zoning guidelines for this tower," said
Brogdon, "and we participated in a public hearing
where the mayor and Council unanimously voted
to approve this tower project."
"We sympathize with (residents') concerns,"
Bolduc acknowledged, "but there's no proof (of
their allegations) and it's a utility the city needs.
"Hopefully, due to the height of the tower and
its capacity, it'll take care of most of the needs of the
community for quite a while," he said. He added
that other cellular communications companies have
expressed interest in leasing space on the tower to
bring more reliable wireless service to the northern
end of the county as its population expands.
These advantages still do not placate the tower's
immediate neighbors.
"At one time I was thinking of putting another
house down there for when my kids get older," said
Lee Brown, "but with that tower there, now that's
not going to happen."
And the Weisz family, who've lived in their
home nearly two years, refuses to share their quiet
neighborhood with the giant next door.
"There's absolutely no way we're staying here,"
said Jennifer Weisz. "We're moving. We were so
happy to have this home. It was an investment, and
we're going to give it all up-if we can even get
anyone to buy it."

"I'm doing this because I want to do something
affordable for first-time homeowners," said Batson, a
Crestview resident.
Batson said he understands the need for affordable
housing and Laurel Hill residents have been supportive
of his endeavor.
"I spent 10 years in the Navy," said Bell. "I know
what it's like to try to find something you can afford.
These are quality homes at good prices."
Hunter Creek Estate homeowners can choose a
1442 square-foot home that starts at $138,900 or a 1455
square-foot home that begins at $139,900, said Rhonda
Bell, operations manager for Bell Family Homes.
According to Rhonda Bell, however, designs for both
models were appraised at $165,000. All lots measure at
about one-third of an acre.
"We're just so far under the market of what's in
Crestview right now, so I believe there's a market for
these homes," said Batson.
The first stage of the project includes 22 homes and
is under way now, he added. According to Sean Bell, a
home can be built between 90 and 100 days.

Meeting with

principals is

my cup of tea

If all goes as planned, by
the time you read this, News
Bulletin Editor Robbyn Brooks
and I will have enjoyed a
yummy breakfast at the Ivy Leaf
Tea Parlour with the leaders of
North Okaloosa's public schools.
And while I don't ever need
an excuse to visit the Ivy Leaf,
my reason for being there
this morning was two-fold:
1) to thank Okaloosa County
Superintendent of Schools Alexis
Tibbetts and the principals
in North Okaloosa for their
contributions to our community;
and 2) to let them know that we
want to help them get the word
out about all the great things
going on at their schools.
The truth is, Robbyn
and I need the help and the
cooperation of our local
principals in order to cover
our schools, one of the
most important parts of our
community. Unfortunately,
principals and teachers are
usually so busy, they don't
always have time to contact
us about all their newsworthy
events. Of course, some schools
are better than others at this
task, and as a result they tend
to get more publicity than other
schools.
To rectify that situation,
Robbyn and I planned to provide
an overview of how the publicity
contacts at each school can
get the word out. One way, of
course, is to take advantage of
"What's Happening," our print/
online community calendar that
provides a searchable database
of upcoming events.
The coolest thing about What's
Happening is its ease of use. I say
that from experience, because if I
can figure it out, anyone can.
Of course, What's Happening
certainly isn't limited to school
events. Churches, civic groups,
businesses, clubs and other
organizations are welcome to take
advantage of its broad coverage.
And What's Happening isn't
the only venue available to our
schools. As Robbyn and I plan
to explain to our school leaders,
some of the best articles that have
appeared in the News Bulletin
have come from our schools. We
want that tradition to continue.
So if you're a teacher, a student,
an administrator, a coach or
parent at one of our local schools,

Protect America Act signed into law

Although I am
overseas visiting our
military in Iraq and
Afghanistan, I wanted
to update you on an
important event that
occurred this past
Saturday, Aug. 4.
Due to extreme
pressure from our
intelligence community
and the public, House
Speaker Nancy Pelosi
allowed the House of
Representatives to vote
on S.1927, the "Protect
America Act." This
bill passed the House
227-183 despite "no"


votes from the Speaker
of the House, the
House Majority Leader
and Chairman of the
House Intelligence
Committee. The
President signed the
bill into law Sunday,
Aug. 5.
This new law
addresses deficiencies
in the 1978 Foreign
Intelligence
Surveillance Act (FISA)
and will make us
safer. The Director of
National Intelligence,
retired Navy Admiral
Mike McConnell, wrote
the following on Aug.
2: "The bill must not
require court approval
before urgently needed
intelligence collection
can begin against a
foreign target located


overseas. The delays
of a court process
that requires judicial
determinations in
advance to gather
vital intelligence
from foreign targets
overseas can in some
cases prevent the
rapid gathering of
intelligence necessary
to provide warning of
threats to the country.
"This process would
also require in practice
that we continue
to divert scarce
intelligence experts to
compiling these court
submissions. Similarly,
critical intelligence
gathering on foreign
targets should not be
halted while court
review is pending."
After reading


the above words of
Director McConnell, I
am still amazed that it
was so difficult to bring
the "Protect America
Act" to the floor for
a vote. Even more
amazing is that within
hours of the House
of Representatives
passing this bill,
Speaker Pelosi
sent a letter to two
key Congressional
committees asking
them to draft
new legislation
for September to
effectively undo the
bill.
I support and
accept the fact that,
in some instances,
our government
may monitor
communications


coming into the United
States from a suspected
Al Qaeda member and
vice versa.
The interception
of many forms
of electronic
communications is
not a new concept for
our nation. American
presidents have
authorized similar
policies throughout
our history. These are
necessary actions to
protect the American
people and our
homeland.
I assure you that if
someone in the United
States is talking to
a member of the Al
Qaeda organization, I
want to know why and
I think you do as well.

In discussing some
major changes in recent
times, he points out the
information revolution
has had a great impact:
"Television in particular
has the ability to set the
foreign policy agenda
through the power of its
images. Television drove
us into Somalia, and
television drove us out.
During the Gulf War, we
learned more from CNN's
correspondent in Baghdad
than we learned from our
own government."
All members
recognize the
responsibility that
Congress has in the
area of foreign policy.
However, some
members do not fully
recognize the impact
that their statements can
have overseas.
Let me give you
an example. Assume
that you come from a
state or congressional
district where there are
a great many people
of Armenian heritage.
They are an important
part of your district,
both for votes and for
contributions. They
have asked you to
cosponsor a resolution
that condemns Turkish
actions against
Armenians more than 80
years ago in what they
term "genocide."
There is no dispute
that many Armenians
lost their lives. This
amendment will
probably never pass


the Congress, but a lot
of political good can
inure to the benefit
of the member by
cosponsoring it.
Of course, Turkey is
one of our major allies,
despite some recent
problems and they are
upset over Congress
even considering such
a proposal. What does
the member do? Are the
facts indisputable? Is re-
election more important
than good relations with
Turkey? Do domestic
politics trump U. S.
foreign policy? Because
of what happened is
there a moral obligation
to participate? These
are just some of the
questions that a member
must consider.
We have seen several
recent statements by
presidential candidates
that are causing
problems for us
overseas. Barack Obama
first talked of dealing
directly with dictators
and then said we should
"invade" Pakistan
without the Pakistanis'
consent to kill Islamic
militants, including Bin
Laden. Most people
in this country would
be very happy if Bin
Laden disappeared
permanently. However,
if you analyze the
political situation,
you are looking at a
country, Pakistan, that
is unstable, with no one
sure what the future
holds. Pakistan has a
strong military with
nuclear weapons and
the means of delivering
them. Just think if
there was a revolution


in Pakistan and the
Taliban and/or terrorists
were part of the new
government. Add to that
the tenuous relations
between Pakistan and
India, who also has
nuclear weapons and
the means of delivering
them, and you are
looking at a recipe for
disaster.
Not to be outdone,
Hillary Clinton was
asked about the use
of nuclear weapons in
such a situation and she
refused to rule out such
use.
Just recently President
General Pervez
Musharraf of Pakistan .
said, "Talk of U.S.
military strikes against
Al Queda in Pakistan
only hurts the fight
against terrorism." He
also said that certain
recent U.S. statements
were counterproductive
to the close cooperation
and coordination
between the two
countries in combating
the threat of terrorism.
Republican long
shot candidate Tom
Tancredo (R-CO) said
that if he is elected
he would threaten to
bomb the Saudi cities
of Mecca and Medina,
the two holiest Muslim
cities, to deter attacks
in the United States.
These statements are
not statements about
our foreign policy, but
are statements aimed
at getting votes in the
Presidential primary
in the United States.
Obama has been looked
on as weak and not well
versed in foreign affairs


and is running behind
Hillary. He needed
something to show he
was tough and to re-
energize his campaign.
Hillary, on the other
hand, couldn't let him
out-tough her. Tencredo
is on life support and
is desperately looking
to stir up some interest,
money and votes.
Lee Hamilton
concludes: "The stronger
role of Congress in foreign
policy means that the
executive branch must
bp more accountable and
consider other views. But
it also means that our
foreign policy sometimes
becomes a muddle of ,
conflicting initiatives.
The greater number of
actors involved means
that our foreign policy is
more representative of the
entire population. But is
also means that our policy
is sometimes influenced
by special interests
rather than the national
interest. The information
revolution means that
-..much more information
about the world is available
to Congress and the
population at large. But it
also means that Congress
reacts erratically to some of
this information, and our
foreign policy suffers as a
result."

Michele Watkins and Isaac Meade will be married in
Baker, Fla. on Aug. 15.

Watkins, Meade to wed
Michael and Rebecca Watkins, of Baker, Fla., announce
the engagement of their daughter, Michele Courtney
Watkins, to Sgt. Thomas Isaac Meade of Elkins, W.V. His
parents are Gary R. and Marion M. Meade, of Elkins.
The wedding is scheduled for Aug. 18, 2008 in Baker.
Michele graduated from Baker High School in 2004.
She is currently completing her psychology degree at
Maryville College in Maryville, Tenn. and will graduate
in May 2008.
Isaac graduated from Elkins High School in Elkins,
W.V. in 2001. He attended Arizona State University, in
Tempe, Ariz., and the U.S. Army Infantry and Airborne
Schools.
Sgt. Meade has been selected for the Special Forces
and is currently deployed to the Horn of Africa with the
3rd Infantry Regiment, the Old Guard.

The Okaloosa County
Health Department is
asking individuals to be
aware of the warning signs
of heat exhaustion.
Heat exhaustion is
a milder form of heat-
related illness that can
develop after several
days of exposure to
high temperatures and
inadequate or unbalanced
replacement of fluids.
Those most prone to heat
exhaustion are elderly
people, people with high
blood pressure and people
working or exercising in a
hot environment.
Warning signs of heat
exhaustion vary, but may
include heavy sweating,
paleness, muscle cramps,
tiredness, weakness,
dizziness, headache,
nausea or vomiting and
fainting. Skin may be cool
and moist, your pulse rate
may be fast and weak and
breathing may be fast and
shallow.
If heat exhaustion
goes untreated, it may
progress to heat stroke.
Seek medical attention
immediately if any of the
following occurs:
Symptoms are severe.
The victim has heart
problems or high blood
pressure.
Otherwise, help the

seek medical attention if
symptoms worsen or last
longer than one hour.

The American
Red Cross offers
the following tips
for handling hot
weather
* Dress for the heat. Wear
lightweight, light-colored
clothing. Light colors will
reflect away some of the
sun's energy. It is also a
good idea to wear hats or
to use an umbrella.
* Drink water. Carry
water or juice with you
and drink continuously
even if you do not feel
thirsty. Avoid alcohol and
caffeine, which dehydrate
the body. Avoid using salt
tablets, unless directed to
do so by a physician.
* Eat small meals and
eat more often. Avoid
high-protein foods, which
increase metabolic heat.
* Slow down. Avoid
strenuous activity. If you
must do strenuous activity,
do it during the coolest
part of the day, which is
usually in the morning
between 4 and 7 a.m.
* Stay indoors when
possible. If air conditioning
is not available, stay on

the suspect's use of his account number, ATM

regular CD Book Collection

interesting collection. Some
are actual dramatizations of
broadcasts on CBC Radio.
Another collection we
have expanded is books
on easy and junior audio
cassettes. They, too, are an
interesting set.
For example, one is the
story of how Braille was
invented. Another is on
the study of snowflakes
and how it was discovered
that no two are alike. Each
has its own delicate design.
Another is Peter Rabbit by
Beatrix Potter. As an aside
to that cassette we have
the new DVD, Miss Potter.
It is her story and how
she developed the lovable
Peter Rabbit and his band
of colorful characters. We
urge our patrons to explore
our enhanced selection of
books on audio cassette.
One never knows, a story
on cassette might encourage
a love of reading. That
transformation will always
help in school and could
provide a healthy way to
escape.
One other area we have
decided to expand and
develop is the Young Adult
section. My co-worker and
I believe that if we can give
this age group what they
want to read, then perhaps
they, too, will develop that
love of reading which can
only advance their studies
and perhaps inspire them
to further their education.
In addition to our wide-
range of collections we have
a vast amount of programs
set up throughout the week

world is a community, where what happens to
one species has an effect on other species.

Eliminating predators
Take the case of the people who decided to
save the deer herd on the Kaibab Plateau in
Arizona. They killed every puma and wolf that
had preyed on the deer herd. Sure enough,
the deer herd began to grow quickly. But after
several years, the deer began to fall ill and die in
large numbers. Soon, there were fewer deer than
when the pumas and wolves controlled their
numbers.
What happened? An analysis showed the
larger herd of deer had destroyed plant life, and
with limited food supplies the weakened deer
were more susceptible to disease. The deer also
greatly missed the predators that had helped
limit the spread of disease by killing weak and
sick animals and eating dead deer to destroy
sources of infection.
Similarly, the red-banded leaf roller became
a dominant pest in Virginia apple orchards only
after a spraying of DDT killed all its predators. It
hadn't been considered a dangerous pest before
the spraying, but afterward killed half the crop.
Florida citrus growers had success with
biological control since the 1880s with an insect
called the Vedalia, but in the 1940s decided to
switch to chemical controls. Their spray wiped
out the Vedalia, and they lost huge numbers of
citrus trees.

Survival of the fittest
Insect resistance to chemical spraying began
almost as soon as the spraying began. Repeated
chemical spraying weeds out the weaker
members of species and reinforces the strongest.
Often, insecticide use produces short-term
successes and long-term imbalances insects
multiply through generations so fast they can be
resistant within a year.
The list of resistant insects includes almost
all of those that are a danger to human health,
such as mosquitoes that carry malaria and
encephalitis and body lice that carry typhus.

Fame

The 13th Annual Okaloosa County Women's
Hall of Fame induction ceremony and reception
will be held on Monday, Aug. 27 at 6 p.m. in
the Niceville Community Center. The names of
the new inductees will be revealed at the event,
which is organized by the Okaloosa County
Commission on the Status of Women (OCCSW).
Current members of the Women's Hall of Fame
will also be honored. The public is invited.
The inductees into the Hall of Fame are
chosen from nominations submitted to the
OCCSW. A nominee's accomplishments may be
in one or more of the fields of art, agriculture,
athletics, business, community service,
education, environment, government, health,
humanities, law, philanthropy and/or science.
The OCCSW received 13 nominations this year.
Those nominated are: Bertie Ann Curenton,
Nan French, Inez Bailey Hall, Elizabeth Betty

With Crestview's right around the comer first regular
season game, some speculations worth set forth.
After the Spring Fling, Bulldog fans were jumping for joy
about how solid CHS looked on the field.
It seems Brunson took a bag of bolts and with his staff,
built a well oiled machine.
But there are still some questions left open, and fans want
to be reassured.
How will the Bulldogs do with replacing so many starters
in the regular season?
Will they be as big a competitor as they were last year?
Who else better to explain the situation from the line other
than Bulldog quarterbacks, Jason Parker, Cory Wenrich and
Jonathon Peacock?
I sat down with all three players and talked to them about
how the game will go for CHS, and what kind of things
they're looking forward to do with the promising season.
Q: What are some goals you want to accomplish right off
the bench and by the end of the season?
A: Jason Parker: "I'm looking to play hard and look
forward to the next game to play even harder."
A: Cory Wenrich: "We're looking to take district, and for
the bigger picture, take state. But that's a while away."
A: Jonathon Peacock: "One game at a time. I want to give
150 percent. If I'm not throwing the ball, then I'm catching it
and running a TD."
Q: What is your mindset before every game?
A: "Jonathon Peacock: When I walk out there I know I'm
going to play my best game. One game at a time."
Q: How do you think the team will do with replacing so
many starters?
"I think coach Brunson is doing a good job and with tying
Niceville in the Spring Fling, I'm really looking forward to
playing the Eagles again," Peacock said.

a little hardship this past
weekend at the Lucas
Oil Nationals.
While positioning
right behind Dave
Connolly in the first
elimination round,
Hammonds' car started
to lift as he headed for
the wall, giving Connolly
a push to the finish line.
Hammonds finished
with an end time of
16.005 (51.41 mph).
Even though
Hammonds placed third
after his qualifying race
time, it seemed it wasn't
the race for Hammonds
at Brainerd either.
Jeg Coughlin ended
up winning the race with
a time of 6.667 (205.94),
getting the upper hand
over always tough, Greg
Anderson.
