Crestview News Bulletin
CRESTVIEW- The large, blinking
portable sign on Valley Road assures
residents their neighborhood's
25 mph speed limit is "strictly
enforced." Crestview Police officers
Donna Collins and Sgt. John Denny
back up that promise.
"We had received some
complaints from citizens who live
on Valley Road, and our police
department takes seriously our
citizens' comments," explained
Crestview Mayor David Cadle.
"We try to respond to areas where
enforcement is needed."
"For some reason people don't
look at this road as a residential
area," observed Denny, "but there
are a lot of houses up here and a lot
of children."
"We've been doing some
enforcement down there to try
to slow traffic down a little,"
confirmed Crestview Police Chief
Brian Mitchell. His officers' work is
having a positive effect.
One. motorist who learned the
lesson the hard way was Sam
Seaman, a Crestview resident
pulled over Tuesday morning for
exceeding the speed limit.
"A lot of people go a little bit fast
through here," he said somewhat
ashamedly. "It's kind of tempting
to, 'cause there's not much traffic.
"I was kinda hoping he'd just give
me a warning," he added, saying he
would henceforth be more careful
about adhering to the speed limit.
"We're not trying to hurt
anybody," said Denny. "We're just
trying to get them to recognize the
speed limit."

CRESTVIEW An inmate at the
Okaloosa County Jail was found trying to
hang himself from a bunk bed Thursday
morning with a drawstring from a laundry
bag.
Macrino Garcia Sagastume, 28, was
lying unconscious on his bed when fellow
inmates found him at about 9:15 a.m.,
according to a press release.
Correction officers and medical staff
responded immediately, said Corrections
Director Larry Caskey.
Sagastume was taken to North
Okaloosa Medical Center for treatment,
then transported to Sacred Heart Hospital
in Pensacola.

As of Friday afternoon, Sagastume was
in critical condition, said Mike Burke, a
public relations representative with Scared
Heart.
Sagastume is an illegal immigrant
from Guatemala who has been held at the
jail since May 22 on a $500,000 bond for
aggravated battery with a deadly weapon,
Caskey said.
On Wednesday, Sagastume was denied a
bond reduction, which may have triggered
the apparent suicide attempt, he added.
Prior to this incident, Sagastume had
expressed suicidal tendencies but passed
a screening by a mental health counselor,
Caskey said.

Area churches sponsor back-to-school events

Brian Hughes
Crestview News Bulletin

Several Crestview organ-
izations are planning back-
to-school events to help area
students prepare for the new
academic year.
The First Assembly of God
will hold their annual backpack
giveaway today, beginning at 10
a.m. Each pack comes complete
with paper and pencils.
"We've done it for
several years," said church
spokeswoman Kathy Barrow.
Participants' names also go in
a drawing for a bicycle. "This
year we'll be able to hold it in
our new gym," Barrow said.

Children
Brian Hughes
Crestview News Bulletin

CRESTVIEW At the
end of June, children
at the Wesleyan Child
Care Center made a very
special American flag for
Independence Day. Its
bright red stripes were
produced in a very personal
way: Each was a succession
of the children's little
handprints.
On Tuesday, this unique
flag began a very special
journey.
In the chapel of the
First United Methodist
Church, which operates the
childcare center, the flag was
presented to Brig. Gen. Joe
Lanni, vice commander for
the Air Armament Center
at Eglin Air Force Base.
"He is such a wonderful
man," said center director
Debbie Grossman. "We
enjoyed his visit so much."

Packs are distributed on a
first come, first served basis.
While the church has between
300 and 400 backpacks to give
away, Barrow recommends
getting there early due to the
popularity of the event. Packs
are awarded one per student,
and a parent has to accompany
the child.

Calvary Apostolic Church
will sponsor their second
annual Back-to-School Bash
on Friday, Aug. 3. The 6 p.m.
event is held at the amphitheater
in Old Spanish Trail Park.
"It turned out to be bigger

than we thought last year.
Between 1,200 and 1,500
kids showed up," said Bash
coordinator Tanya Braneff.
The event includes free
pizza and soft drinks for all,
free coupons for goods and
services for the first 250
participants, and the chance to
win an iPod, a $100 VISA gift
card, cash, school supplies or
gift certificates for those who
register.
Selected participants can
play a game based on TV's
"Fear Factor," competing by
eating weird food and playing
games, to win more cash and
prizes.

news that "due to our good
press" another SWAT team
in the area has contacted
Floyd about initiating cross
training with Crestview's
unit.
"Professionalism" is a
continuous theme woven
through Floyd's briefings.
"It's something we're
going to constantly exude
because we're under public
scrutiny," he said. "We
enter and we come out
professionally.
"We've got a lot of
good support from the
community," Floyd said.
"But perception is reality.
We have public support
until the public thinks it's
'us versus them.'
"Everybody has years
and years for Monday
morning quarterbacking a
decision we have less than
a second to make."
With their loyal K-9
partner, Rex, the Crestview
SWAT team moved from the
air-conditioned comfort of
the police briefing room to
a shooting range southeast
of town.
While two new Crestview
Police Department officers
underwent weapons certifi-
cation under Bracewell's
instruction, the SWAT
members trained with a
variety of weapons.
Spending the day with
Floyd's team was Officer
Ben Moore, a former Marine
and one of Crestview's
newest police officers. After
completinghisprobationary
year on the force, "I'd like
to join the SWAT team,"
Moore said.
At the range, SWAT
team members shot at
paper targets, fashioned to
represent either hostiles,
the average person and
hostages.
First, they approached

SPEEDING
patrols, the officers must
test their radar units. "If
they don't pass the tests,
we can't use them," Denny
said.
The radar units and
squad car speedometers
are calibrated every six
months.
"A lot of people don't
realize how accurate you
have to be when you write
a citation," Denny said.
Collins' accuracy pays
off for the city's safety.
"I've been to court a lot of
times on radar cases and I
haven't lost a traffic case
yet," she said proudly.
"Right now I'm batting a
thousand!"
Both officers have
heard every excuse for

targets in line formation,
firing their MP5s on
command.
Then, tall wooden
barricades were brought
onto the range to simulate
walls and doorways as
SWAT members ducked and
shot from behind them.
"These are all little pieces
of the big picture," Floyd
explained of how the group
hones their individual skills
to be solid as a team.
The gear is heavy and
traps heat, and there
were no clouds to offer a
break from the sun during
Wednesday's training.
But despite how
uncomfortable the heat
made them, the team was
never less than positive.
"This is the fun stuff,"
said Matt Purvines, who
also works heavily with
Rex.
After a lunch break,
training resumed back at
the police station.
Bracewell briefed his
teammates on marksman
procedures and weaponry.
Camouflage techniques,
including the use of ghilliee
suits," were also discussed.
Several new
"bulletproof" vests had
come in, and officers got
to try them on. Though
each vest weighs about
80 pounds, up from the
20 pounds the team was
used to, the ballistic body
armor incorporates ceramic
plates to protect a wearer's
vulnerable zones, including
chest, back, neck and arms.
"They're pretty heavy,"
said Brian Crawford. "But,
if they do the job."
The SWAT team tried out
the new vests in a simulated
situation as the unit moved
to its next training location,
the hotel under construction

speeding. "I'm late" is the
most common. Tuesday
morning Collins pulled
over an octogenarian late
for her singing engagement
at an area senior center.
Two men hurrying late to a
funeral followed her to the
side of the road.
Several inaccuracies
about speed limit
enforcement are corrected
daily, as well. Above all,
"there's no such thing
as a quota," Denny said
emphatically. "I never
understood where people
got that from.
"It's an officer's
discretion if you write that
citation. But there's no
quota."
One commonly held

and State Road 85.
It offered a warren
of rooms, many inter-
connected, in which the
team practiced "stacking"
and systematically entering
and clearing each space.
The rudimentary
lighting, dangling cables,
stacks of construction
materials, and sweltering
heat of the interior offered
the SWAT team several
different challenges.
Multiple stairwells also
gave the team practice with
multilevel techniques.
"We never want to be in
a situation we are totally
unfamiliar with," Floyd
said to his team. "It's hot
and we're tired. But this is
good for us."
To practice successfully
extracting a hostile suspect,
Rex joined his human
partners, proving himself
an integral member of the
team. In some cases, he'll
serve as the front man.
Somewhat fatigued by
the heat and activities of
the day, the team removed
their helmets and vests as
they reconvened outside
the hotel.
But their "day wasn't

belief about speed limit
enforcement is true. The
state of Florida allows
motorists to drive up to
five miles an hour over
the posted speed limit, a
leeway offered not to turn
a blind eye to speeders, but
to accommodate variances
in speedometer accuracy.
Collins and Denny
both agree that stopping
speeders often prevents
other crimes, as well. Both
have apprehended people
driving with suspended
licenses or with no
insurance.
Drunk drivers and
fugitives with outstanding
arrest warrants have
been caught in otherwise
innocuous speeding stops.

over, yet. The team traveled
across town to another
building to put their gas
masks to the test.
Team members checked
each other's masks to make
sure they had a good seal
before the group entered an
old shed. Some had never
experienced teargas.
"It wasn't as bad as we
thought," said Zachary
Faircloth, as he pulled his
mask off. "It's like a bad
sunburn on your neck."
It was a long, exhausting,
sweaty day for Crestview's
SWAT team. Since reporting
for work they had two
classroom training periods,
fired a variety of weapons
under multiple scenarios,
practiced entering and
clearing multilevel
buildings, trained with
their K-9 comrade, and
been exposed to teargas and
pepper spray in an enclosed
structure.
But for the highly
disciplined, skilled and
dedicated squad, it was just
another day's work.
"It's our* job," Floyd
said. "We want to be the
best at what we do for the
community."

Stolen vehicles have been
recovered, and "it's not
unusual to find drug
paraphernalia, crack, and
drugs" when officers have
cause to search vehicles,
Collins said.
Meanwhile, Valley
Road residents welcome
the continued presence of
Collins, Denny and their
comrades. "It's an area
we're going to stay in until
we get people to obey
the speed limit," Denny
assured them. "It's a lot
better than it was a month
ago."
"I'm very pleased with
the job they're doing," said
Mayor Cadle. "It's for our
safety. Everybody just has
to slow down."

FROM THE

PULPIT If the foundations be destroyed
Michael Green Jr.

"If the foundations be
destroyed, what can the righteous
do?" Psalms 11:3, KJV.
The wise words of Jesus are
recorded in Matthew chapter
7. He compares those who do
not hearken unto his words to
a foolish man who builds his
house upon the sand (v. 26).
When the floods and wind
come upon this man's house,
the foundation is destroyed
and the fall of the house is
great. Do we as Christians fall
under the description of the
foolish man or the wise man
that builds upon the rock (v.
24)? It is imperative that we
understand what foundation
we are to build upon as
Christians.
In Psalms 11:3 the
Psalmist David writes, "If the
foundations be destroyed,
what can the righteous do?"
This question is of utmost
importance in this "anything
goes" age that we are currently
living. If our spiritual
foundation is manufactured
from anything other than Jesus
Christ and the word of God,
then we are setting ourselves
up for a fall. In Ephesians 2:20,
Paul explains that the church
is built upon the foundation
of the apostles and prophets
with Jesus Christ as the chief
cornerstone. In Matthew 16:18,

Jesus calls himself (not Peter)
the rock that undergirds the
church. If we are not seeking
the will of the Lord and
searching his word for the true
foundations, then what can we
do that will be profitable?
Sometimes we like to build
our spiritual foundation upon
our feelings. If it feels good then
we ought to do it. I am thankful
that God gave us emotions,
but they should not govern the
decisions that we make in life.
Many well meaning people
have disregarded the clear
commands of scripture and
substituted what "feels" right
for truth. Our worship of God
is not to be directed by emotion.
In an effort to attract people
into their congregations, many
churches have orchestrated
their services to appeal to our
emotions. Jesus says that our
primary purpose for gathering
together as God's people is
to worship Him in spirit and
in truth (John 4:24), not to be
entertained.
Oftentimes in the midst of
worship we become emotional
as we hear the truth proclaimed
(and rightfully so), but our
feelings do not govern our
worship of God. Our feelings
can lead us astray. The Bible
speaks of sin being pleasurable
(Hebrews 11:25). Should we sin

because it feels good? No, we
obey the commandments of
the Lord because the pleasures
of sin are but for a season. This
principle applies to all of our
emotions.
If we try to build our
spiritual foundation upon
popular opinion we are also
setting ourselves up for
failure. We observe the effects
of this philosophy in the area
of creation. Many people have
rejected the idea that God
created the heavens and the
earth in six literal days. They
say that we are a result of an
evolutionary process and
are in existence because of
chance. Although the theory of
evolution has been discredited
numerous times, many people
hold to its tenets. Sadly, many
Christians have integrated it
into their belief system. Thus
they have built upon the sands
of error.
It does not matter how
many esteemed and educated
people continue to advertise
evolution as the answer to our
existence. We are directed by
the word of God to stand upon
His truth. In Romans 3:4, Paul
commands us to let God be
true, but every man a liar. There
is much more evidence in our
world that points to a divine
creator than this world coming

into existence accidentally.
We see the effects of the
rejection of creation in our
society. It seems that our nation
is increasingly turning away
from the moral teachings of the
Bible. Millions of unbornbabies
continue to be slaughtered
in the name of choice. Our
children are increasingly
exposed to sexual perversion
and wickedness. I believe that
this is directly related to God's
people building their spiritual
foundations upon worldly
opinions. This results in a
downward spiral of families,
churches and our nation. We
should be emboldened by the
promises of Jesus an the word
of God. If our foundation is not
built upon the ROCK, Jesus
Christ, we are good for nothing
in this world.

Change may be good

School is fast approach-
ing, although this year
already seems odd.
Yes. It's my senior year,
but that's not the reason.
Well, it's not the only
reason.
First of all, the start date
is Monday, Aug. 20.
The idea that the starting
date is late and we're
starting on a Monday is
what makes it feel odd to
me.
However, the change in
the school year's start date
is only one of the changes
- the look of CHS has
changed, also.
Earlier this year (or the
end of last school year,
depending on how you
want to look at it) I wrote
about some of the changes
that would be happening
during the summer. Well,
they have occurred, and
now, from what I have been
told, the final preparations
are taking place.
The walls WOW,
they look really different.
They are white and they
have a strip of red about a
foot wide going along all
of the hallways. And there
are read doors, too. Can
anybody say nursing home
or hospital? That's what
I was reminded of when

I saw them. I'll admit the
paint scheme looks good,
but everyone I've talked
with misses the old walls .
. with the murals.
Not much was added
onto the existing building,
except new numbers for
the classrooms. Just when
we've finally figured out
where a room was, they've
renumbered the halls in
numerical order. So as
seniors, we'll be as lost as
the incoming freshmen! But
on a good note, the freshman
will have their own "wing,"
which means there will be
a few less lost souls in the
overcrowded hallways!
Plus, a new hallway
on the back of the school
has been built to better
accommodate some of the
lockers.
The new classrooms
have been built and look
good from the outside.
Our teachers have moved
into their classrooms,
and from what I have
heard, are unpacking and
reorganizing.
I'm told the gym is still,
and has been, "un-usable"
since school was out, with
basketball and volleyball
practices being held at
Richbourg. Unfortunately,
the auditorium has changed

very little and the chorus
room still has the same dead
bugs visible in the florescent
lights that were there in the
spring.
All of these "changes"
bring me to a conclusion.
Things change whether we
want them to or not. And
while some changes aren't
the best decisions, we accept
them and strive to find
the good. There are, and
always will be, things in life
which we can't control. We
probably won'tbe too happy
about all the cosmetic and
functional changes at CHS
for a while, but no doubt
we'll soon find something
else to complain about, or
something else that requires
more attention-this seems
to be part of life.
Even when we know
change is evitable and we
see it coming, we never
seem to prepare for it.
Changes may happen
randomly, catching us off-
guard and unprepared. But
one thing I've learned is that
without change, there'd be
no butterflies.
And in a final note -
Happy 8th Birthday to my
little brother, Ethan, and
Happy Birthday to former
Crestview mayor, Mr.
Whitehurst.

Public Safety gets Okaloosa

"Storm Rea

Okaloosa County is
a designated "Storm
Ready" county by the
National Weather Service,
and the Department of
Public Safety (consisting
of 911 Communications,
Emergency Management,
Emergency Medical
Services, and Beach Safety)
continues to improve
education programs,
software and all aspects to
make its residents ready for
a catastrophic event.
"Ready Okaloosa" is
the newest Public Safety
program that allows
residents to register with
the county, find out if they
are in a flood or evacuation

zone, and receive a free
Ready Okaloosa packet.
The packet contains a
hurricane shopping list
and other necessary
information easily
accessed at home or
when traveling.
Public Safety is
reaching out to the
citizens, as well as
assisting hospitals,
nursing homes, and
local businesses with
planning, training and ,|
exercises. Okaloosa
County employees
have been through
training and exercises, T
including a new
Emergency Operations

Center (EOC) Web-
based program that will
improve efficiency and
communication with
organizations during an
emergency.
Also contributing
immensely to public
safety is the Okaloosa
County School District
and approximately 30
volunteer drivers who
will be trained to drive
school buses. The county
has recently entered into
an agreement with the
school district to utilize
more than 100 school
buses for transportation
assistance in the event of
a storm.

FEMA and federal
grants make these
programs work, and there
is more: Public Safety
grants are providing for the
following:
The purchase of a
Mobile Incident Command
Post unit that will serve as
an EOC that can be used
throughout Okaloosa
County, and will travel
to assist other counties or
states in emergencies. The
unit will be equipped with
satellite communications
and emergency equipment,
and will be powered by a
generator.
Adding hurricane
windows to retrofit shelters
at Baker, Choctawhatchee
High School and Laurel Hill.
Training of Citizens
Emergency Response Team
- Okaloosa County now
has 423 CERT volunteers,
which is double the amount
of volunteers last year.
CERT members are trained
in basic disaster response
skills, and can assist in their
own neighborhoods and
wherever needed, which
equates to less victims and
increased safety.
More free training
opportunities exist through
the Okaloosa County
Department of Public
Safety, such as HAZMAT,
Incident Command System
training and more. For more

Put the kids in the van and get to the game

IBO X
by Robert Young

We're getting into
the dead heat of the
summer.
Many kids are
preparing for football
season, practicing from
morning until afternoon,
dreaming of big plays
and thinking of past
losses.
We as fans are getting
ready for .the season by
purchasing numerous
luxuries to make those
metal bleachers feel a
little bit better.
Coach Matt Brunson
and the Bulldogs are
looking to have another
solid season following
their 7-4 record last

year.
With replacing more
than a dozen starters,
Brunson and the
Crestview staff really
have pulled together
and created a team.
Did you watch their
spring game?
Bulldogs 7 Eagles 7.
It doesn't look as if
Brunson's boys had any
problem with competing
on the gridiron.
CHS fans are really
looking forward to
what the Bulldogs will
showcase in the regular
season, especially
during their meeting
with the Eagles.
What's the Bulldogs'
main goal?
What do any of these
teams want?
Districts and then
state.
Of course it is all fate,
but the Bulldogs have
an experienced staff of
coaches who have been
doing this for years.

Every team has its
day.
Lets move across the
spectrum and look to
Kellogg and the Gators.
Baker had a good run
last year with a 6-5 record.
Kellogg waved goodbye
to Laine Barnhill, who
gave Baker a great run
for their money, but
now a new face will be
stepping in to take over
the QB spot.
Cameron Domaingue.
Domaingue, wearing
the number 1, is a junior
this year, and I guarantee
is looking to give
Kellogg and the Gators
a winning season.
No pressure?
Of course not.
You think the Gators
and the Bulldogs are
feeling the heat to win
it all?
Crestview and Baker
are behind their teams
110 percent. No matter
what the outcome is, the
community will always

give their pat on the
back and cheer or just
say "Maybe next year."
It's a great feeling to
have a clean slate, new
faces and even more
drive than the previous
season.
Your teams work
unbelievably hard to
give you a game that
will never be forgotten.
If you get a chance,
yell to Brunson or
Kellogg and thank them
or just give them the
occasional thumbs up.
Show your pride for
the football teams you
love and appreciate
the dedication of your
coaches.
They are the strong
hand, they are the
visionaries and they are
the magic makers.
Along with their staff
they can take a group
of boys and mold them
into bona fide athletes.
And those athletes
become the stars of

the game, running,
throwing, catching,
diving and stampeding
into each challenge.
A football team is a
well-oiled machine.
You have to make sure
the belts are in place,
the gears are properly
greased and plenty of
power is streamlining
through.
And that is what
daily practice is for. To
keep that machine going
and going and going
until it's time to hit the
switch.
So get yourself ready
for some football.
Remember to reserve
your tickets. From what
I hear they go as fast as
a steak dinner in a tiger
den.
Have your cushion
seat ready and grab
some binoculars if you
want to see the sparks
fly once two linemen
collide.
It's game time.
