As of Tuesday the weather had
not gotten as cold as predicted.
However, the National Weather
Service is predicting colder weath-
er for the end of the week.
Residents and visitors should
remember the "Five Ps" of cold
weather safety: protecting people,
plants, pets, pipes and practicing
fire safety.
"So far it has not had an ad-
verse effect," local citrus grower
Wes Williamson said of the cold
weather on Tuesday morning. He
said that on his property the tem-
perature got down to 29 degrees
overnight Sunday and 30 degrees
overnight Monday. Both nights
they irrigated the trees. The wa-
ter temperature is slightly warmer
than the air temperature.
The temperature has to be be-
low 28 degrees for several hours
to adversely affect citrus trees.
Mr. Williamson said he was
concerned about Tuesday night.
He said they would be up all night
monitoring conditions. They will
have to make a decision to irrigate
before the temperature reaches
their predicted
32 degrees because the water in night kept the temperature from

'"An arctic cold front has moved through

in much colder morning temperatures. The
cold air-mass will produce a widespread
freeze across much of Florida for the en-

could harm vegetation, pipes, animals and
people."
The NWS is predicting a high today near

New law sends bad drivers back to school
The Florida Department of Highway Safe-
ty and Motor Vehicles reminds motorists of a
new law that went into effect with the new
year. Drivers who are found to be at-fault
in three crashes within a 36 month period
will be required to successfully complete a
Department-approved driver improvement
course that includes behind-the-wheel train-
ing and an assessment of their driving abil-
ity.
"In an effort to make our roads safer,
those who display a pattern of poor driving
ability or judgment will be required to com-
plete a driver improvement course ," said
DHSMV Executive Director, Julie L. Jones.
"The new law is designed to modify the be-
havior of some of our worst drivers."
The new law will count at-fault crashes as
far back as 2007, so after Jan. 1, 2010, the De-
partment will notify any driver who causes a
crash and has at least two at-fault crashes in
the preceding 36 months. The affected driv-
ers will then be responsible for completing
an approved course within 90 days in order
to avoid the cancellation of their driving priv-
ilege. Each course will include a minimum
of 16 hours, to include four hours of behind-
the-wheel training.
The National Highway Traffic Safety Ad-
ministration estimates that the average cost
of a crash in the United States is approxi-
mately $38,000. During the 36-month period
ending Dec. 31, 2008, there were 3,277 driv-
ers with three or more at-fault crashes. That
figure includes drivers from nearly every age
group. According to Department estimates,
more than 1,000 Florida drivers may be sub-
ject to the new requirements during 2010.
The Florida Department of Highway
Safety and Motor Vehicles provides high-
way safety and security through excellence
in service, education and enforcement. The
Department is leading the way to a safer
Florida through the efficient and profession-
al execution of its core mission: the issuance
of driver licenses, vehicle tags and titles and
operation of the Florida Highway Patrol. To

198 children in Florida died
from abuse in 2008
In case you missed the tiny article bur-
ied in the local section of yesterday's Palm
Beach Post, 198 children died from abuse in
Florida in 2008. DCF was involved with 79
of the children before their deaths but failed
to protect them. Twelve of the children died
while in foster care. The State Child Abuse
Death Review Committee determined that
86% of these deaths could have been pre-
vented.
In the news today, two more kids were
killed ... one a three month old who is blind
and deaf now. This mother already had
THREE kids taken away by DCF.
Common sense tells me that if DCF
took three children away from a mother
because she "failed to protect" that there is
a really good chance that her fourth child
would be in danger also. In a case such as
this, you have MANY people involved. The
case worker, her supervisor, DCF attorney
(usually two DCF attorneys) supervisors
and various other DCF employees. It was
not ONE person who let this three month
old baby down, it was an entire department
within DCF. I would love to know who the
judge was that allowed this baby to remain
with the mother.
This topic makes my head spin the
poor abused pets and the little children
overseas with bloated bellies are those that
get the pathetic commercials telling how
much they need our sympathy and money...
not our own local children. People would
rather send their money overseas or to an
animal shelter instead of trying to institute
something for the unwanted kids of those
that can't seem to stop breeding. I believe
if you have one child taken away by DCF or
if you are unable to care for one then you
should be chemically altered to prevent any
further accidents that have to suffer at your
expense. Maybe the new Health Care Plan
will include a reduced/free neuter and spay
plan for those who need it.
DCF is ultimately under the control of
Governor Crist. If we want change it will
come from the Governor's office, and not
until people wake up and demand it.
It's become rampant in the U.S. with
boyfriends killing the kids of their girlfriends.
They have no emotional attachment to
them, usually have a police record. One has
to wonder when one is already under DCF
investigation and walks into court pregnant
with yet another man's baby why DCF does
not investigate the home from the day this
new child is born.
When children are taken away, and
are not in the custody of the mother and
she is pregnant, DCF generally says there
is nothing they can do because there is no
evidence of abuse. I guess having her three
previous children taken away was no indi-
cation to them, huh?
Is the county missing
out on a cash cow?
In Lazy 7, cops live all over the place.
There are a lot of people that still fly down
these roads. Maybe because no one stops
them and writes them a ticket. They could
make a boat load of money down SW 87th
terrace in one day. The speed limit is 25 not
60 and 70.
The problem I see with using the cam-
eras is that running a red light or a stop
sign is a civil infraction, not criminal. Civil
infractions are collected through civil pro-
cess/fines. How would you go about collec-
tion? And especially on those that live out of
county, let alone out-of-state. In order to en-
force a civil infraction the Statutes read that
the infraction must occur in the presence of
an officer, so would that make the camera
an "Officer"? That is the question that the
courts will have to resolve.
I don't think Law Enforcement should
be in the revenue business. They are there
to protect against crime and running a red
light/stop sign is not a "crime." And yes, I
understand running a red light/stop sign
will eventually cause an accident. Sadly,
unless they are violating other laws such as
driving under the influence (criminal) the
wreck itself is still considered "civil" and is
up to Civil Courts to judge.
A lot of these cameras are installed by
a company for a percentage of the tickets.
There is no up front cost, just revenue shar-
ing. That cuts into the county's revenue
though, since they have to split all the ticket
money.

Another problem with the cameras is
that the city, county, or whoever is placing
them, can choose the intersections. This al-
lows them to select ones with high traffic
flow or short yellow light cycles, the length
of time between green and red lights. In a
case in California, most tickets were dis-
missed because of the selective placing of
cameras, rather than random placings. It is
almost entrapment by letting you approach
an intersection, then throw a red light on
you real fast.
The amount of money that it would
cost to set these cameras up would most
likely not be earned back by a few speed-
ing tickets. These things are VERY expen-
sive and would most likely cost the county
much more than what they are pulling in.
Running a red light or speeding is a
public safety issue. When someone runs a
red light, they endanger drivers who are ap-
proaching the intersection and see THEIR
light is green and think it is safe to proceed,
only to be hit by the one running the red
light. The speeders endanger everyone else
on the road. However, the problems in
Okeechobee seem to be more with speed-
ers than with those running red lights. Since
the speed limit is the same all the time and
they are all posted, that couldn't be en-
trapment. The timing on a red light might
change, but the speed limits don't change
(except of course in school zones, but that
is well posted.)
If the law would enforce what laws we
already have, they wouldn't need to be add-
ing cameras to do their job for them.
We don't need more laws. Just enforce
the laws we already have.
The cameras do not add new laws -
just enforce the existing speeding laws. And
the main point is not to make money but
to get people to obey the law. Once people
knew there were cameras on State Road 70
and State Road 710, I think drivers would
start slowing down and it would be safer for
everyone. I have seen some bad accidents
on both of those roads caused by drivers
who were just in too much of a hurry to
drive safely.
Turn off the cell phone
I was just watching 'The Doctors'
show. They just said one out of every four
traffic fatalities is related to texting or cell
phone use. Do not do it. Period.

often witness strange cars stopping on the
road and dropping off a cat. Evidently the
idea was to leave him where the farmers
were milking cows, thinking kitty would get
lots of nice milk. He claims a certain num-
ber would be healthy, but soon there would
be evidence of distemper, and if the milk
inspector saw any of it, you were kicked off
the grade A for sales. I guess kicked off for
any sale until you got rid of the cats. Even-
tually, somebody
has to tend to the
distasteful job of
eliminating them.
Cowards should
not be pet own-
ers.
Dumping
any animal on the
side of the road is worse than just putting a
bullet in its brain. You are sentencing that
animal to starve to death or be run over. If
you can't keep your pets, have the decency
to drop them off at a shelter. If the shelter
can't find homes for them and has to put
them to sleep, at least it will be humane.
Dumping an animal on the side of the road
to starve to death is not humane.
Honest person
Today I feel like the luckiest person
alive. I stupidly left my purse in the cart at
Walmart. I realized it about 2 miles away.
After looking all over my car, I rushed back
to Walmart. The customer service lady
asked my name and said 'yes, it was turned
in by a very nice gentleman.' Sir, I have no
idea who you are, so here is a huge hug
from me to you. Everything including a lot
of money was still there. I have a lot of faith
in the Lord and I prayed that an honest per-
son had found it and my prayers were an-
swered. I pray only for the best to you and
your family. May 2010 bring many blessings
and the Lord shine upon you.
It is amazing what people leave in the
carts. I usually grab a cart in the parking lot
and take it in with me, as on busy days there
are often no carts in the store. I have found
shopping bags with new purchases left
in the cart, personal items such as jackets
and scarves. Once I even found someone's
credit card. If I find something, I turn it in to
the customer service desk as I assume that
is the first place someone would check. But
folks, double check your carts before you
drive away.

Florida's FWC is looking at a good future
Fish Busters' Bulletin
By Bob Wattendorf
FWC
The new year is a good time to start anew.
This is certainly true for the Florida Fish and
Wildlife Conservation Commission (FWC)
as it begins an era of new leadership in 2010.
Ken Haddad, FWC's executive director since
2002, retired in December after a proud ca-
reer with the agency.
When he became executive director, the
agency was in a state of flux as a result of
a constitutional amendment, combining the
old Game and Fresh Water Fish Commission,
the Marine Fisheries Commission and parts
of the Department of Environmental Protec-
tion into the new FWC. He said he wanted
"to see FWC no less than the premier fish
and wildlife agency in the country a pro-
gressive and cutting-edge resource manage-
ment, science and enforcement agency."
"I want the FWC to be visionary ... and to
be proactive rather than reactive to resource
issues. I want to see a focused, well-man-
aged and well-funded agency that is a model
of efficiency and business for other agencies
in the state and nation," Haddad said.
His diligence and vision helped guide the
FWC as it surged forward under Haddad's
leadership. Now it is widely recognized as
one of the most progressive agencies in the
country. Customer service, continual im-
provement and staff empowerment were
hallmarks of his tenure. He also emphasized
stakeholder input and involvement, and
helped launch Get Outdoors Florida! (www.
GetOutdoorsFlorida.org). Similarly, he was
instrumental in bringing about a summit
titled "Florida's Wildlife: On the front line of
climate change," which put the FWC in the
forefront among conservation agencies by
developing a comprehensive plan of action
for Florida to address climate change issues
as they relate to the state's fish and wildlife.
As he moves on, he has left the agency in
great hands. Nick Wiley, the former assistant
executive director, was appointed by the
FWC commissioners as the third executive
director of the agency, pending Florida Sen-
ate confirmation.
Wiley is passionately dedicated to the
conservation of fish and wildlife resources
and an energetic advocate for getting youth
outdoors and preserving our American heri-
tage as anglers and hunters who live with
and understand nature. As a researcher and
field biologist, his work was primarily with
terrestrial wildlife, but his personal interests
include angling. The fishing community will
be well-served by his enthusiastic leader-
ship.
The new executive director also clearly
understands the importance of the human-
dimensions aspects of wildlife management.
He has promoted hunting summits to bring
in various stakeholders to discuss the future
of hunting and incorporated solid research
and marketing approaches to meet hunters'
needs. These same issues have been of con-
cern in the fishing arena.
In keeping with the theme of stakeholder
input, similar efforts have been ongoing and
involve individual freshwater anglers and
diverse Florida businesses that derive their
livelihood from ensuring that top-quality,
safe and sustainable fishing opportunities
are available throughout Florida. A series
of regional summits led to development of
an initial planning document in 2008 titled

for Florida's Freshwater Resources." From
there, an independent Florida Freshwater
Fishing Coalition spun off, which is becom-
ing a more vocal advocate for the conserva-
tion needs of our freshwater resources.
So as we change those calendars and
start the new year, the Division of Freshwater
Fisheries Management feels the FWC is well-
positioned to continue to ensure that Florida
is the Fishing Capital of the World. We thank

forward to embracing the enthusiasm Nick
Wiley has for our fish and wildlife, engag-
ing youth in active nature-based recreation
and ensuring that your voice as an angler is
heard.

Courthouse breezeway to be restored
By Pete Gawda
Okeechobee News
The major renovation of the historic
Okeechobee County Courthouse currently
in progress will return the courthouse as
close as possible to its original appearance.
That includes opening up the breezeway
that once extended from the front entrance
to the rear of the building underneath the
second floor courtroom.
A previous renovation had enclosed this
area to serve as county commission cham-
bers. Before it was enclosed there were
benches on each side where people sat to
discuss the world's problems and doors
opening into various offices. At the far end
of the breezeway were two staircases to the
second floor.
Originally commissioners met in the
southeast corner first floor room that later
housed the finance department. There was
no air conditioning, and several commis-
sioners were known to spit tobacco out the
open windows.
The contract for the construction of the
building was awarded in 1924. Some time in
the late 1960s the breezeway was enclosed.
The current renovation is expected to be
completed some time in the spring.
Okeechobee News/Pete Gawda
The current restoration of the Okeechobee County Courthouse reveals these
stairs that were hidden from view when the first floor breezeway was enclosed.
When restoration is complete the front
entrance will be secured by a roll up metal
door and there will be an elevator that will
be entered under the right entrance stair-
case. One of the two demolished towers at
the rear of he building held the original el-
evator. The other tower was constructed to
balance the architecture.

Two sections of LOST Trail temporarily closed
By Pete Gawda
Okeechobee News
There are now two sections of the ap-
proximately 110 mile Lake Okeechobee Sce-
nic Trail (LOST) surrounding Lake Okeecho-
bee that are temporarily closed.
On Dec. 30, 2009 the U.S. Army Corps of
Engineers (COE) announced the temporary
closing of about 15 miles of the trail extend-
ing from access points at John Stretch Park
in Lake Harbor to Uncle Joe's Motel and
Campground in Moore Haven. The stretch
between the Industrial Canal in Clewiston
to Uncle Joe's is scheduled to reopen on or
before March 1. The remaining part of the
temporarily closed section is expected to re-
open on or before April 1.
"We want to ensure the safest conditions
possible while maintenance is ongoing for
the public's protection along with our work-
ers," said Robert Schnell, assistant chief of

This section is temporarily closed for
the same reason that the southeast section
of the trail from Belle Glade to Port Mayaca
is closed. This southeast section has been
closed for some time. Rehabilitation of the
dike is taking place in both sections.
Access points to LOST in Okeechobee
County include Henry Creek, Nubbin Slough,
Jaycees Park and Okee Tantie Campground
and Marina.
Over half of the trail, which is atop the
Herbert Hoover Dike is paved. The rest con-

Broadway comes to Okeechobee
By Pete Gawda
Okeechobee News
Okeechobee will get a taste of Broad-
way and Hollywood as
Okeechobee resident
Ian Nairnsey once again
gives library talks on the
composers and lyricists of ,
Broadway and Hollywood.
Each presentation will last
60 to 75 minutes and will
be illustrated by slides and
musical selections.
Presentations will be at lan Nairnsey
noon at the Okeechobee
County Public Library, 206 SW 16th St.
On Saturday, Jan. 9 Mr. Nairnsey will
showcase Johnny Mercer who wrote ei-
ther lyrics or music to roughly 1,500 songs
including 'Atchison, Topeka and Santa Fe,"
"Accentuate the Positive," "Moon River,"
"Personality," Autumn Leaves," and "Days
of Wine and Roses."
The Jan. 23, program will be devoted to
Dorothy Fields. Mr. Nairnsey claims she has
written more lyrics than any other female
songwriter. Ms. Fields has over 83 songs
to her credit including "I Can't Give You
Anything But Love," "I Won't Dance," and
"Big Spender." Her composition "The Way
You Look Tonight" won the 1936 Academy
Award for Best Music.
Frank Loesser will be the subject of two
programs Jan. 30, "The Hollywood years
and Feb. 6, "The Broadway years." Mr.
Loesser wrote the lyrics to over 700 songs in-
cluding "Guys and Dolls," "Luck Be A Lady,"
"On a Slow Boat to China," and "Big D." In
1948 he won an Academy Award for "Baby
It's Cold Outside." Mr. Loesser wrote and
composed the Pulitzer Prize winning musi-
cal "How to Succeed in Business without
really trying."
"America's musical theater is America's
gift to the world," Mr. Nairnsey said. His in-
terest in musical theatre began over 60 years
ago when he saw South Pacific on Broad-
way. His fascination continued as he prac-
ticed law in England for over 30 yeas. He has
an extensive collection of recorded music
and has been making similar presentation at
the library for several years.

in Okeechobee!
By CHRISTINA BUTLER
STAFF WRITER
The first day of the 5 day
reclamation drive in Okeechobee was
a hit with those looking to sell their
gold and silver. Representatives were
on hand Tuesday purchasing all types
of unwanted and broken jewelry. An
estimated 55 people left the event with
over $200 dollars from old class rings,
wedding bands, herringbones, and gold
teeth. Coins dated before 1965 were
bringing big premiums as well. Silver
dollars, halves and quarters arrived in
large quantities. Lots of gold coins were
also brought in. Rebecca Hughes walked
away with over $1200.00 after selling an
original $20 gold piece from 1888.
On the other side of the room
were representatives from the Antique
Association. They were purchasing all
types of guitars, large currency bills dated
before 1923, military items and pocket
watches. One watch was purchased by
a collector in Montana for $835 dollars.
There were piles of sterling silver items
like old silverware sets and tea pots. One
gentleman rolled a cart in with 3 boxes
full of silver coins. Company officials
reported spending over $80,000 the first
day of the event, alone. Brian Eades
with Ohio Valley said "we have had an
overwhelming turnout this first day and
we expect to get busier every day this
week". The event continues today and
runs through Saturday. The event is free
and the public is welcome.

Fire damages Four Seasons home FWC: Boating-safety education
By Charles M. Murphy of a residence. t f 2010
Okeechobee News Two fire units and four firemen were on the can for 2010
Fire officials said an electrical problem ap-
peared to be the cause of a fire late Wednesday
that caused minimal damage to a home on NE
11th Lane.
A fire report from Lt. Robert Neal said fire
crews were dispatched around 9:40 p.m. to
3109 N.E. 11 th lane for a fire in a laundry room
scene tor close to an hour cleaning up the ire.
Lt. Neal's report said $750 in property dam
age was done and $100 in family items burned
in the blaze. The report said a mattress burned
damaging the dryer and the siding of the mo-
bile home.
There were no injuries reported in the fire.
Boating-safety education requirements
change in Florida beginning Jan. 1. Boat op-
erators who were born on or after Jan. 1, 1988,
must pass an approved boating-safety course
and possess photographic identification and a
tb. i, ,i.. ,f, r education identification card is-
sued by the Florida Fish and Wildlife Conser-
vation Commission (FWC) to legally operate a
boat with a motor of 10 horsepower or more.
"We want to encourage everyone, regard
less of when they were born, to take an ap-
proved t.. iin .. ,f, i education course, be-
cause all ot us can learn something new, even
if we have been boating all our lives," said Capt.
Carol Keyser of FWC's boating and waterways
section. "For some, they are now required to
take the course."
There are a few exceptions. For instance, a
person born on or after Jan. 1, 1988, who op-
erates a boat within 90 days after purchasing
it, does not need a t.. iii..- if. i education
identification card if a bill of sale, which meets
the requirements of Florida law, is onboard. Af
ter the 90-day period ends, the boat operator
needs to meet the educational requirements.
Those who possess a current United States
Coast Guard license also are exempt.
For course information and educational re-
quirements, visit MyFWC.com and click "boat-
ing," then click I .... ii; safety." For inquiries,
contact FWC's Division of Law Enforcement at
850-488-5600, or e-mail questions to the FWC
at bobbercard@myfwc.com.

Camper gutted by blaze
By Charles M. Murphy
Okeechobee News
Okeechobee County Fire Rescue said a
camper trailer was fully engulfed in flames
as they arrived at 4437 S.E. 23rd Court just
after midnight on Jan. 2.
Three units and eight firemen pulled
two lines and attacked the fire from two
sides. Fire crews had the blaze under con-
trol in a matter of minutes. They were on
the scene for about an hour.
Paramedic Olie Hedrick's report said
$500 in contents were lost inside the camp-
er, which was ruled a total loss. The esti-
mate of damage was $8,000.
There were no injuries reported. The
State Fire Marshall was contacted to inves-
tigate the cause of the blaze. The report
said the camper was owned by Brian Ken-
nedy.
Hedrick's report said the camper ap-
peared to have no power hooked up or
any gas tanks.

Create Florida Citrus recipes with a healthy twist and win
Enter the "Florida Citrus. Healthy. Pure
& Simple." Recipe Contest for a chance to
compete at the Florida State Fair.
As Florida citrus season begins, cooking
enthusiasts turn to fresh Florida citrus to add
a burst of sunshine to recipes during winter
months. Citrus lovers have the opportunity
to put their culinary creativity to the test for
a chance to compete in the Florida Citrus.
Healthy. Pure & Simple. recipe contest at
the 2010 Florida State Fair. The Florida Depart-
ment of Citrus and the Florida State Fair are
looking for original recipes that showcase the
taste, versatility, and nutrition benefits of fresh
citrus.
Thanks to the state's sunny, subtropical
climate and sandy soil, Florida citrus growers
are known for producing juicy and flavorful
citrus. Fresh oranges, tangerines, tangelos and
grapefruit are packed with vitamin C and de-
liver additional nutrients as well as fiber. Citrus
is also fat free, sodium free and cholesterol
free. While a perfectly portable, sweet snack,
Florida citrus can be a versatile recipe ingredi-
ent to perk up winter-weary palates with zesty
flavor.
To enter the Florida Citrus. Healthy. Pure
& Simple. recipe contest, aspiring amateur
chefs can submit an original recipe for an ap-
petizer, side dish or main dish that uses at least
one cup of fresh Florida citrus or one cup of
100 percent Florida orange or grapefruit juice.
Entries must be received by Jan. 15, 2010 to
qualify for a chance to compete at the Florida
State Fair on Feb. 9, 2010. Official rules and
entry information is available at: www.florida-
juice.com/recipecontest.php.
An expert panel of judges will evaluate the
recipes of eight semi-finalists based on health/
nutrition aspects, taste, ease of preparation,
innovation/uniqueness and presentation. The
grand prize winner will receive $500. Addi-
tional prizes to be awarded include: first prize
$300, second prize $200 and third prize $100.
Fresh Florida citrus provides the opportuni-
ty to add refreshingly bold flavors and natural
sweetness to recipes while supplying addition-
al nutrients. For more information about the
recipe contest, please visit www.floridajuice.
com/recipecontest.php.

Birthday Bash kicks off Relay For Life
"Happy Birthday" is a victory song and
as the official sponsor of birthdays, the
Okeechobee Unit of the American Cancer
Society invites individuals who want to hon-
or cancer survivors and caregivers, or pay
tribute to those who have lost their battle
with cancer to join us for a special Birthday
Bash and Kick Off event Wednesday, Jan. 13,
5:30 p.m. at the Hampton Inn.
The American Cancer Society Relay For
Life is an overnight community celebration
where individuals and teams camp out, bar-
becue, dance, and take turns walking around
a track relay style to raise funds to fight can-
cer. At nightfall, participants will light hun-
dreds of luminarias around the track in a
moving ceremony to honor cancer survivors
as well as friends and family members lost
to the disease. The American Cancer Society
Relay For Life represents hope that those lost
to cancer will never be forgotten, that those
who face cancer will be supported, and that
one day cancer will be eliminated.
Volunteers in Okeechobee have set a
goal to recruit more than 30 teams to raise
$35,000 in 2010. These dollars fund our mis-
sion by providing education, advocacy, re-
search, and patient services, including our
gift closets, transportation, support groups,
and our R.O.C.K. (Reaching Out to Cancer
Kids) scholarships.
