OCSO names Employees of the Year

Four members of the
Okeechobee County Sheriff's
Office (OCSO) team were recog-
nized Friday for their outstanding
efforts throughout the year and
were named the Employees of
the Year.
Top honors were handed out
Dec. 18, by Sheriff Paul May to:
Administration Division Civil
Clerk Ronda Butler; Citizen Vol-
unteer OCSO Auxiliary Sergeant
Russell Rowland; Detention Dep-
uty Deputy John Borzillo; and,
Law Enforcement Deputy Javier
Gonzalez.
Ms. Butler, Deputy Borzillo
and Deputy Gonzalez were each
given a plaque, a check for $500
and a day off with pay. Sgt. Row-
land also received a plaque but,
because he is a volunteer, the
sheriff's office will give his auxil-
iary unit a check for $500.
"I personally think we have an
office full of winners," said Sher-
iff May prior to handing out the
awards.
Ms. Butler was nominated by
OCSO Executive Assistant Juanita
White for holding down two po-
sitions while another employee
was out on maternity leave, while
training a new employee and act-
ing as secretary to both Sheriff
May and Major Noel Stephen. All
this, said Ms. White, while super-
vising 13 employees.
"She kept a good attitude and
handled all of the jobs above ex-
pectations," said Ms. White. "I do
not know too many people that
could have handled that kind of
pressure as well as she did."
The OCSO Administrative Divi-
sion includes dispatchers, secre-
taries, clerks, analysts, jail medi-
cal staff, school crossing guards,
kitchen staff, crime scene inves-
tigators, victim's advocates and
maintenance workers.
Sgt. Rowland was nominat-
ed by OCSO Lieutenant Dennis
Donnelly because he is "a team
player."
"His actions speak for them-
selves and he expects very little
praise in return," said Lt. Don-
nelly. "He has climbed to the rank
of sergeant because of his assist-
ing in any task requested of him.
We have received a great service
from him."
Citizen volunteers are those
who are unpaid and volunteer to
support law enforcement and cor-
rections. This division includes:
Citizens on Patrol (COP); Search
and Rescue; Sheriff's Posse; and,
OCSO Auxiliary deputies.

grants

Okeechobee Schools could re-
ceive approximately $115,000 in
each of the next four years from a
new grant program known as the
Race to the Top grant.
However, local and state union
officials have balked at signing
memorandum of understandings
with the State Department of Edu-
cation because of the strings tied to
the grant dollars.
Local Union President Candy
Walker said their unit declined
the offer from School Superinten-
dent Dr. Patricia Cooper to sign
the memorandum due to the in-
creased red tape, "The amount of
money granted would not be cost
effective as the district would have
to complete added paperwork as a
part of the stipulations of the grant.
The Superintendent and I agreed
that after subtracting the money
needed for the added manpower
to complete the paperwork, the
remaining money would be very
little."
FEA officials at the state level
insist that the funds should be
targeted to help schools that have
been identified as struggling. They
also claim the proposal would
gut local control of education and
force every school and community
to adopt the state's one size fits all
approach.

Mission House makes a difference
The Mission House and Riverside Bank
work together to help those in a time of
need. The Mission House, a non-profit or-
ganization began in 1998 with the vision of
providing clothing and food to families fac-
ing difficult times. The Mission House serves
approximately 100 families a month and is
experiencing an increase as the economy
continues to decline. The Mission House
is located at 309 SW Fourth Avenue and is
open Mondays and Wednesdays from 9 a.m.
to noon. A $500 donation was possible be-
cause of Riverside Bank's coin counting ma-
chines. Each time someone pours coins into
the self-serve machines, five cents of every
dollar converted is donated to local non-
profit organizations. "Every penny, nickel
and dime can really add up when it comes
to supporting charities," said Tabitha Trent.

Man arrested after trying to collect unpaid debt

An Okeechobee man has been arrested
for allegedly trying to collect on an upaid
debt by brandishing a handgun.
Charles Allen Fox, 20, N.E. Third Lane,
was arrested Monday, Dec. 21, on felony
charges of burglary of a dwelling, aggravat-
ed assault and robbery with a firearm. He
was also charged with the misdemeanor of
petit theft.

A client at the Okeechobee Intensive Half
way House, 7200 U.S. 441 N., has been arrested
and charged with choking a female employee
there and then escaping his confines.
Taren L. Stage, 17, 96th Court, Vero Beach,
was arrested Saturday, Dec. 19, and charged
with the felonies of battery on health services
personnel, escape and theft. He was booked
into the Okeechobee County Jail then taken to
the Department of Juvenile Justice Detention
Center in Fort Pierce.
According to an arrest report by Deputy Ar
lene Durbin, of the Okeechobee County Sher
iff's Office (OCSO), around 8:18 p.m. on Friday,
Dec. 18, Stage attacked Kim Joyce, the clinical
service coordinator for the facility. The report
states that the teen choked Ms. Joyce until she
passed out then stole her work keys, phone
and the woman's HP Net book computer. The
computer was valued at $300, stated Deputy
Durbin. The keys went to different doors at
the facility as well as the gate. Stage was ar
rested the next day in Indian River County and
returned to Okeechobee County.

A part-time clerk at Walmart has been
arrested in connection with the alleged
theft of over $2,000 in cash from the store.

stated that store surveil-e
lance reportedly showed Kennelley taking
money while working at a cash register.
According to that report, surveillance
video shows Kennelley taking $750 on
Dec. 15 and $1,450 on Dec. 16 for a total
of $2,200.
The officer's report goes on to state that
Kennelley started working at Walmart on
Sept. 18.
Kennelley has also been trespassed
from the department store, stated the re-
port.
Okeechobee Arrest Report
The following individuals were arrested
on felony or driving under the influence
(DUI) charges by the Okeechobee County
Sheriff's Office (OCSO), the Okeechobee
City Police Department (OCPD), the Florida
Highway Patrol (FHP), the Florida Fish and
Wildlife Conservation Commission (FWC)
or the Department of Corrections (DOC).
Mario Reza, 34, Country Bend E., Lake-
land, was arrested Dec. 18 by Trooper T.D.
Burk on charges of driving under the influ-
ence with property damage, driving under
the influence refusal to submit to blood
alcohol level test and violation of driver's
license restriction. His bond was set at
$1,250.
Tina Marie Cline, 34, S.E. 50th Ave.,
Okeechobee, was arrested Dec. 20 by Depu-
ty Justin Akins on a charge of driving under
the influence. She was released on her own
recognizance.
Craig Albert Waldron, 24, N.W 11th St.,
Okeechobee, was arrested Dec. 20 by Offi-
cer Ryan Holroyd on a felony charge of petit
theft. His bond was set at $2,500.

pay the debt at this time, Fox apparently lifted
his shirt to show a handgun stuck in the waist
band of his pants.
Fox then spotted a necklace being worn by
the victim and took it as collateral on the debt
owed him, the report stated. Deputy Cross said
the necklace was a Christmas present from the
victim's girlfriend and was valued at $70.
The deputy's report goes on to state that
two witnesses saw Fox enter the victim's
home without permission. He went inside the
home in search of an electronic video game
that he could take and use as collateral on the
victim's debt, stated the report.
Both witnesses reportedly told the deputy
that they also saw the gun when Fox lifted his
shirt.
Deputy Cross said neither the gun nor the
necklace had been found by the time he wrote
his report.
Man accused of theft of ATV

ment (OCPD), stated that a witness called
the police department around 1:46 a.m. to
report a man loading a four-wheeler into
the bed of a pick-up truck.
Officer Troutman said the thief report-
edly took the ATV from the back yard of a
residence and that the key was still in the
four-wheeler.
OCPD Sergeant Dawn Wendt then con-
tacted the homeowner, who verified that
the ATV belonged to his son.
Following Rose's arrest, Officer Trout-
man stated that the four-wheeler was re-
turned to its owner.
Woman scares away intruder

her three children, opened her eyes and saw
a man about halfway through the window.
When she started screaming, the man
backed out of the window and ran away.
The woman reportedly told the deputy
that she recognized the intruder as a man
who lives in the same mobile home park and
just a few homes away from hers. Deputy
Pickering said she then showed him where
the man lives.
When the deputy went to the man's
home and knocked on the door, no one an-
swered.
The next day, Deputy Pickering found
Meza who told him through an interpreter
that "... when he gets drunk he does things
like that."
Meza does not have a Social Security
number or a valid driver's license, the dep-
uty stated.

Social Security
I feel compelled to respond to the writ-
er in the Wednesday, Dec. 9, "Speak Out"
who talks about the fact that there are an es-
timated 50 million Americans who receive a
check that "they cannot support themselves
on." These checks are monthly Social Secu-
rity checks. I am 81 years old and I know
that the Social Security Act was not meant
to be the sole source of income upon retire-
ment. It was meant to supplement other
means of income based on individual par-
ticipation in savings accounts, investments,
etc. that they acquired during their working
years. People have the misconception that
upon retirement, Social Security income
should be their only source of income are
kidding themselves. A person usually has
50 to 60 years of work to accumulate a nest
egg on which to live along with the supple-
ment of Social Security to help them. Many
people while working, live from pay check
to pay check living beyond their means buy-
ing booze and cigarettes instead of saving
or investing a portion of this salary. If they
could have or would have put that much
away every month, then they could support
themselves in their old age with the help of
Social Security. Merry Christmas.
Boy accused of sexual battery
A boy 12 years old is accused of sexual
battery. That is just sickening. That puts him
in what, 6 or 7th grade?
I hope they are getting counseling for
all of the victims. In these cases most often
an abuser has been abused himself. So I
also hope they can investigate and find out
if the boy himself was abused and if so, by
whom, and if that person also abused any-
one else.
These families all need prayers and
support right now. What is this world com-
ing to when a 12 year old child does such
things to other children. What has this child
gone through himself? Hopefully someone
will get to the root of the problem here.
Teen says he heard voices
In response to the story of the mentally-
challenged man who told deputies he heard
Satan's voice telling him to hurt children but
that God helps him resist. I have to wonder
if some fire and brimstone preacher put that
idea in his head. I commend the sheriff for
putting the safety of our children first and
locking the man up while they sort this out.
I hope they can find him a mental health fa-
cility or other special facility to get him the
care he needs. He didn't hurt anyone, but it
sounds like he is very confused and could
be a danger to himself or others.
Please be calm and know that we in
Law Enforcement are doing everything pos-
sible to ensure everyone's safety.
Parents: Pay attention
Parents, keep a close watch on your
kids, it's just not safe this day and age to
leave them running around in the front yard
or on the street by themselves.
Two stories in the news last week
should be a wakeup call to all local parents.
Know where your children are. Make sure
they have adult supervision. And make sure
they know they can come to you at any time
and talk to you if someone does or says
something that makes them uncomfortable
and that you will protect them. In one story,
a mentally-impaired man was apparently
very confused and thought Satan was trying
to get him to hurt kids. In the other story,
a 12-year-old boy is accused of sexual bat-
tery on other children. Know where your
children are at all times. Don't let them run
around the neighborhood unsupervised.
The danger could live next door.
Scams
I received a phone call twice now try-
ing to get myself to go to Western Union to
pay a delivery fee on a package to receive dif-
ferent amounts of large sums of money such
as $5 million or $2.5 million. These people
state they are from the AUMC, American Un-
claimed Merchants Crop, and you have won
a prize from Gold Rush International and in
order to get your package you must pay a
shipping fee to receive this package by going
to Western Union with money. The number
is 876-455-7815 Caller ID says Jamaican Call.
Please warn people of this scam. I notified law
enforcement about this. Don't fall for this.
Celebrating Christmas
Once again the Christmas season is upon
us and many people are running around like
chickens with their heads cut off. Stores are
selling overpriced toys for kids and grown
ups alike, blow-up displays for the yard, also
useless and over-priced. Many are using bill
and food money to buy things that will wind
up broken or never used. Some items will be
returned to the stores, others will simply be
thrown out. Credit cards will be maxed out
so people can have a "good" Christmas.
Nowhere in any store did I find a sign of
what Christmas is really about. There were
a few very small, about 3" nativity scenes,
some religious Christmas cards, but not
one mention of Jesus Christ, the Savior who
came to die so that we may live.
Don't get me wrong. I'm not against cel-
ebrating Christmas, after all, it's a birthday
party for the King of Kings! And who doesn't
like a birthday party? I put up lights and a
tree and decorate the house festively, I love
it! But I try not to lose sight of whose birth-
day it is and why we celebrate it.
Let me share something with you. A
friend in Jesus once wrote in a prayer:
May God grant the light in Christmas,
which is faith;
The warmth of Christmas, which is love;
The radiance of Christmas, which is pu-
rity;
The righteousness of Christmas, which is
justice;
The belief in Christmas, which is truth;
And the All of Christmas, which is Christ.
The greatest gift we can give to our
friends and family is the gift of sharing God's
love. Not with toys and gadgets, but with the
gospel of Jesus Christ. Giving of ourselves
to help others, doing jobs for elderly, feed-
ing the poor and needy, visiting the sick and
lonely, these are gifts that God gives through
us to share His love. And He gave us the
greatest gift of all, His one and only Son to
die for the forgiveness of our sins.
"For God so loved the world that He gave
His only begotten Son, that whosoever be-
lieves in Him should not perish, but have
everlasting life, For God did not send His Son
into the world to condemn it, but to save the
world through Him. Whoever believes in
Him is not condemned, but whoever does
not believe is condemned already, because
he does not believe in the name of God's
one and only Son." John 3: 16-18 NIV
God wants us to be happy and to enjoy
His Son's birthday. He doesn't want us to be
stressed out over this Holy-day. He wants us
to relax and enjoy Him and accept the free
gift He is offering to all who will take it-
the gift of His love, Salvation, freedom from
the bondage of sin, a new life in Him. Who
doesn't like free gifts? The best part is it's the
gift that keeps on giving all year long!
Before you set out to please every person
on your shopping list, put Jesus on the top.
Make Him the first person you talk to about
what He wants from you. You will be abso-
lutely amazed at what He will say. It won't
cost you a dime and it isn't going take up all
your time, but once you do, you'll wonder
why you didn't do it sooner, and you'll prob-
ably find you will want to spend more time
with Him. He wants nothing but the best for
you.
Merry Christmas, and remember, Jesus
loves you and so do I.

Christmas program
We went to the Sacred Heart Catholic
Church program on Sunday. What a nice pro-
gram. We really enjoyed the entertainment.
The Chobee Steelers and the Irish Dancers
were the highlight for us. The other enter-
tainment was very good too and the Nativ-
ity scene with all the children was wonder-
ful. They were all so cute in their costumes.
What a great way to celebrate the Christmas
Holidays. Thank you Sacred Heart.

Rotary donates toys
In honor of The Blaker Toy Caper's
second annual Toy drive The Rotary
Club of Okeechobee donated toys to
My Aunt's House. The Blaker Toy Ca-
per's Drive was held again this year
in remembrance of Blake Peirick,
(son of Jeanette & Craig Miller), who
went home to heaven unexpectedly
on Nov. 1, 2008 at the age of 17 was
a junior at OHS. His first cousin Tay-
lor Pritchard, who was then the OHS
Senior Class president, originated
the idea of doing a toy drive to re-
member their many years of playing
together as kids. Taylor outgrew the
toys, but Blake never did and those
who knew him, knew his fondness
of children and toys. So the family
asked that unwrapped toys be given
in lieu of flowers at his memorial
service and that was the just the be-
ginning. All the toys are donated to
various organizations that distribute
them within the local community to
children in need.

Children's Services Council
seek summer projects
Children's Services Council will once
again offer creative groups an opportunity
to have a quality summer program for chil-
dren and youth of Okeechobee. Any agency/
group who has a great idea for a summer ac-
tivity, can apply to the Council for a Special
Summer Project. The major goal is to pro-
vide a summer program for a maximum of
nine weeks for children/youth ages 4-18. Not
for one-day events, the project must detail
who, where, and the activities it will be pro-
viding for Okeechobee County children and
cannot discriminate due to race or religion.
You can enhance your existing program if
you already receive a Children's Services
Council grant. The project application is cur-

application must be submitted by Jan. 25.
Shrine club holds plans New
Years event
The Shrine Club will have the "Country
Tradition Band" with Ted, Sonny, Fred and

Coquina district board discusses road work

A complaint from an adjacent landowner
was discussed at the Monday, Dec. 21 meet-
ing of the Coquina Water Control District
Board of Supervisors. The board also dis-
cussed future road projects and inspected
recently completed and in progress road
work.
Jeff Bass of One Nine Cattle Company
complained that a culvert on his property
was clogged with sand washed in by water
coming from the Coquina outfall.
"How do you know the sand came from
us?" asked board chairman Melvin Byars.
Mr. Bass claimed that digging done by Co-
quina disturbed the sand.
"I don't think we have ever been cited
for discharging water with a large amount
of sand," stated Mr. Byars. "We shut down
when we get high sand content."
The culvert in question is a half a mile
from Coquina property and engineer Bryan
Clemmons doubted that sand would wash
that far.
Mr. Byars stated that there never had
been a complaint about the culvert before.
Mr. Bass disagreed.
Turning to a discussion of road projects,
board member Ken Childs said he would
like to see all east west roads that flood re-
paired.
It was noted that the work on Two Mile
Grade, Three Mile Grade and the road on the
west side of Viking adjacent to Triple Dia-
mond Ranch had been completed and work
was in progress on One Mile Grade.
The board decided to start work next on
One Mile Grade west of East Grade and on
NW 176th Avenue between Two Mile Grade
and Three Mile Grade.
Mr. Byars noted that they were going into
the third year of a five year plan and had
completed 22 miles of roads.
"We are ahead of schedule," he said.
"There is no reason we can't meet our goal
in five years."
Because of damage due to recent rains
the board authorized repair work on NW
282 Street west of Peavine Trail and NW
254th Street west of East Grade.
There was no response to the board's re-
quest for proposals for spraying. Before the
next meeting they will have a contract writ-
ten that is more specific.
After concluding necessary business, the
board inspected the Coquina outflow unto
the One Nine Cattle Company property,
agreeing to let the engineer further investi-
gate the problem and make a recommenda-
tion. They also inspected completed road
work and work in progress.

Commission (FWC) reminds hunters that they
may continue to take Burmese pythons and
all other reptiles of concern within four South
Florida wildlife management areas (WMAs).
An FWC executive order, which went into
effect Aug. 29, gives all properly licensed and
permitted hunters authority to harvest py-
thons and other reptiles of concern (Indian
python, reticulated python, northern and
southern African rock python, amethystine or
scrub python, green anaconda and Nile moni-
tor lizard) on Everglades and Francis S. Tay-
lor, Holey Land, Rotenberger and Big Cypress
WMAs during specified hunting seasons.
Besides Big Cypress WMA, small-game
seasons are going on in the other three man-
agement areas, continuing through March 7.
On Big Cypress, general gun season is in, im-
mediately followed by the area's small-game
season, which goes through Feb. 1. In all four
WMAs, only a Florida hunting license and
management area permit are required to hunt
reptiles of concern from now through the end
of the small-game seasons.
"Because hunters continue to play a key
role with wildlife conservation in this state,
and since many of them have great local
knowledge and really know the lay of the
land, it just makes good sense to once again
enlist their services in helping us eradicate
these invasive reptiles," said FWC Commis-
sioner Ronald Bergeron.

With the exception of the small-game
season in the Deep Lake Unit of Big Cypress
(where only bows and muzzleloaders are al-
lowed), hunters may use shotguns, rimfire
rifles and handguns to take pythons. Nets and
snares also may be used, but no matter the
method of take, all reptiles of concern must
be euthanized on site.
Reptiles of concern may not be taken out
of the wildlife management areas alive and
must be reported to the FWC within 36 hours
by calling, toll-free, 866-392-4286, or going
to MyFWC.com and selecting "Burmese py-
thons" in the "Quick Clicks" menu. However,
any reptile of concern taken from Big Cypress
must be checked in at one of the area's six
check stations.
Hunters may do what they wish with the
reptile's skin and meat. However, according
to the National Park Service, mercury testing
on two dozen captured Burmese pythons in
Everglades National Park revealed extraordi-
narily high levels of mercury in the meat well
above levels considered safe to eat in fresh-
water fish and alligators.
Officials estimate there are thousands of
Burmese pythons in the wild in South Flori-
da. The FWC's goal is to contain the spread
of these pythons in the wild and prevent es-
tablishment of other reptiles of concern. Data
collected by hunters on these state-managed
lands will assist in preventing their northern
movement.

Bike Run helps Big
Lake Missions Outreach
On Dec. 5 the Old Men Riders com-
pleted a 125 mile bike ride around
Lake Okeechobee as a fund raiser
for Big Lake Missions Outreach, a

lice Okeechobee Lodge #69, who helped 17 area children find items for their
Christmas. Lodge officials said the youngsters, who were not going to have any
Christmas this year, could purchase whatever they wanted as long as it was for
them. When the children were done, the Lodge picked up the tab of $1,560.

Christmas came early for 17 local chil-
dren who were, in all likelihood, not going
to have a visit from Santa Claus.
But members of the Okeechobee County
Sheriff's Office (OCSO) stepped in and, with
the help of Walmart, made sure the kids
would have a Christmas to enjoy. Each child
was given around $100 to spend Saturday,
Dec. 19. Each child was accompanied on
the shopping spree by a deputy.
The Shop with a Cop event was spon-
sored by the Fraternal Order of Police (FOP)
- Okeechobee Lodge #69 that raised money
through special fund raisers. In all, the Lodge
spent $1,560 Saturday.
"Shop with a Cop was for kids 12 and un-
der," explained Detective Ted Van Deman,
who is also the vice president of the local
Lodge. "The criteria was that they had to be
children in need and in danger of not having
a Christmas. They bought everything from
toys, to shoes to clothes. They could buy
anything, but it had to be for the kids."
The money was raised from iced tea
sales during the Speckled Perch Festival and
a softball tournament.
The Lodge also gave out 10 turkey din-
ners to local needy families for Thanksgiv-
ing.
Detective Van Deman said since Satur-
day, the Lodge has been made aware of four
more families who are in need so the Lodge
is trying to raise more money to help the
children in those families.
He went on to say that the local Lodge
got the Shop with a Cop idea from other
FOP lodges in the state.
"Part of the goal was for them to have a
good Christmas. The other part of our goal
was for them to have a positive experience
with law enforcement officers," said Detec-
tive Van Deman.
Kudos were also given out to Okeecho-
bee County Sheriff Paul May for "... letting us
participate as deputies," said Detective Van
Deman.
He added that Walmart General Manager
Derek Denman helped a great deal by mak-
ing discounted items available for the chil-
dren.
"Walmart was very interested in getting
this done," Detective Van Deman said.
As were the 48 members of Lodge #69.
"It was a really good feeling to help out
17 kids who probably weren't going to have
a Christmas," said the detective.
This youngster surveyed his Christmas goodies just before going through the
checkout line at Walmart Saturday, Dec. 19. The boy, along with 16 other local
children, enjoyed a morning of shopping for gifts thanks to the Fraternal Order
of Police Okeechobee Lodge #69. The Lodge sponsored a Shop with a Cop
event for local children who were not going to have any gifts for Christmas.

"Deputy Borzillo shows a calm demean-
or and fairness with his interaction with staff
and inmates," said Sgt. Lanier. "Deputy Bor-
zillo is always willing to go outside his realm
of responsibilities to assist with any task."
Detention deputies are those certified
officers who work in the corrections and
transport divisions.
Deputy Gonzalez was nominated by
OCSO Detective Sergeant Brad Stark for his
work on the OCSO Street Crimes Unit in
"disrupting" one local gang and his work
with the Florida Department of Law Enforce-
ment (FDLE) and Immigration and Customs
Enforcement (ICE) in getting members of
another local gang prosecuted under the
Racketeer Influenced and Corrupt Organiza-
tions (RICO) Act.
Sgt. Stark said Deputy Gonzalez has also
helped in three homicide investigations, as
well several burglary investigations.
Along with Deputy Bart Potter, Deputy
Gonzalez was instrumental in the arrest of
three suspicious Pahokee men who were in
the King's Bay subdivision on Nov. 6. When
stopped, the deputies found the three men
to be armed with two loaded handguns and
a roll of duct tape.
"During the interview process it was dis-
covered that (their) express purpose was to
locate a woman, any woman, to kidnap and
rape," said Sgt. Stark of the action by the two
deputies. "I honestly believe that a life was
saved that night."
The Law Enforcement Division are those
certified officers who work in: road patrol;
traffic enforcement; criminal investigation
division; narcotics; civil (process servers);
and, courtroom security.
The Employees of the Year are chosen
from those who are awarded Employee of
the Quarter from the four quarters of the
year. Employees of the Quarter are nomi-
nated by their immediate supervisors and
coworkers.

They also claim the mandates in the pro-
gram will far exceed the money that is pro-
vided in the grant. FEA officials claim some
districts would have to make drastic cuts to
existing programs and personnel.
FEA officials also contend that teachers
are already faced with enough changes and
requirements. They say teachers have less
and less time to teach these days.
FEA officials said they would support
flexibility in the program, local control and a
focus on raising student achievement.
"While the proposal appears to include
some bold innovations and substantive re-
forms, the proposed implementation is fa-
tally flawed," FEA President Andy Ford said,
"The proposal doesn't provide the local dis-
tricts to pilot innovative programs."
Ford said the state has made strides in
identifying and assisting students in need
despite billions of dollars in education cuts
over the past three years. Supporters of the
program say the federal program would de-
mand education reform, but chief among
them would be an improvement in the qual-
ity of teachers. They claim study after study
show that teachers, more than any other fac-
tor determine the quality of education.
The state also wants merit pay to reward
good teachers and a weaker teacher tenure
policy that makes it easier to get rid of poor
teachers.
The state department of education pro-
posal would base 50 percent of a teacher's
merit pay increases on standardized test
results of students. Other factors would in-
clude student input, administrator observa-
tions, and peer evaluations of teachers.
The state would also put more pressure
on school districts to get rid of ineffective
principals and teachers. Future layoffs of
teachers would have to be based on perfor-
mance rather than on a teacher's number of
years on the job.
Other proposals in the grant are longer
school days for struggling students and an
improvement in pre-K programs that target
low income and or minority students.
Locally, union officials said they were
encouraged at first about this new program,
but have not been pleased with how the
State has tweaked it, "The stranglehold that
the Florida DOE has decided to attach to
the grant money by the many stipulations
they've laid out in the MOU, has taken the
hopefulness away right quick. Each state
gets to decide the parameters of the MOU
and unfortunately Florida has once again put
educating our children on the back burner.
The Commissioner of Education, Eric Smith,
will be lucky to have even five locals sign
on." Walker said.
Chairman of the Okeechobee County
School Board Kelly Owens said that the
district would potentially have to pay for
400 hours of staff time to do the statistical
analysis that is required. She said the district
already has worked to improve their lowest
performing students.
"It's another mandate for public educa-
tion," she said. "We are targeting low level
learners and that is important. To have addi-
tional paper work and requirements in that,
I'm not sure we'll be targeting those students
the way we need to."

Boys hoops finish third at holiday tournament

The long road trip for the Okeechobee
High School boys basketball team contin-
ued Friday and Saturday as the boys split
two games at the Berean Christian School
Christmas in the Kennel Classic in West
Palm Beach.
Okeechobee lost to Benjamin, 63-49 on
Friday, but rebounded to defeated Dade
Christian School 77-59 on Saturday.
Brahman Coach Bryan Van Camp said his
team continues to get valuable experience
against a variety of talented teams. He said
Benjamin was a fundamentally sound team
that controlled the basketball and tested the
Brahman defense.
"They are very disciplined. We didn't
have the best first half. We did play better in
the second half," Van Camp added.
Okeechobee tried to pressure the ball
against Benjamin and had some success,
just not enough to get in the win column.
"They didn't turn the ball over. We were
able to get some points but they were able
to eat up the clock in the second half," he
added.
Mike Nestler had 23 points for the Buc-
caneers. Duelle Gore had 23 points for
Okeechobee. Matt Skipper had six points.
Benjamin led 28-24 at the half and 46-36 af-
ter three quarters.

The Brahmans second place finish at
last week's Big Lake Wrestling Classic was
an impressive feat considering teams like
Lakeland, Melbourne, and Treasure Coast
all took part.
Several Okeechobee wrestlers finished at
or near the top of their weight classes. Jose
Bansuelos finished third in the 103 pound
division. Jeremy Clark finished second in the
112 pound classification. Josh Gruber fin-
they took the third place game in the tourna-
ment over Dade Christian.
Van Camp put the full court pressure on
from the start and that resulted in a lot of
early turnovers and a double digit lead for
the Brahmans.
"We forced a lot of turnovers and got
some easy points. We had a lead of 13 points
or more for most of the game," he said.
Van Camp also praised his rebounders
who did a good job on the defensive boards
and were able to get the team out on transi-
tion.
Bryan Suarez had 12 points for Okeecho-
bee. He shot 4-4 from behind the three
point arc. Chris Shanks had 10 points off the
bench. Troy Harper led the Brahmans with
14 points.
Van Camp said Chris Shanks has played
well in recent games and has become a key
reserve for the Brahmans this year.
"I feel good about what we have to fin-
ish the season here. We are in the tough-
est stretch of our schedule and play a lot of
quality opponents. We've been competitive.
We must start games better so we have a
chance to finish them," he added.
Okeechobee will play next Monday,
Tuesday, and Wednesday, December 28-30
at a tournament at Sebring High School.
Okeechobee is scheduled to face off with
Lakeland on Monday. The time is to be de-
termined.

ment. He said the tournament should give
the team the practice and experience they'll
need to compete in the district basketball
tournament in February.
Okeechobee is guaranteed at least two
games at the Sebring tournament.

NOTICE OF INTENT TO ISSUE PERMIT
The Department of Environmental Protection gives notice of its intent tc
issue a permit (File No. 47-0131315-007) to Okeechobee Landfill, Inc., tc
construct of a surface water management system for the Cell 95, Phase II,
and Phase III expansions of the planned expansion of the Berman Road
Landfill. The Berman Road landfill expansions and associated leachate
management system, and surface water management facilities are 138.13
acres (Cell 95 14 acres, Phase II 56.34 acres and Phase III 67.79
acres). The surface water management system will provide attenuation and
water quality treatment and will consist of penmeter canals and a pond
system. The project includes the filling of 40.93 acres and 0.85 acres ol
secondary impacts of forested wetlands (bay swamp) currently under con-
servation easement (Phase II); and the filling of 29.32 acres and 0.14
acres of secondary impacts of freshwater mars and hydnc pine flatwood
currently under conservation easement (Phase III). In order to offset the
70.25 acres of direct impact and 0.99 acres of secondary impacts associat-
ed with Phase II and Phase III, at total of 192.72 acres of wetlands shal
be enhanced, restored, and/or created in accordance with the "Mitigation 8
Monitoring Plan". In addition, to offset the loss of approximately 77 acres
of land under conservation easement directly adjacent to the landfill, 205
acres of currently unpreserved wetland habitat will be placed under conser-
vabon easement and recorded with the county.
The waste disposal cells and associated infrastructure shall be construct-
ed within the Okeechobee Landfill located at 10800 NE 128th Avenue (Ber-
man Road), Okeechobee, (Section 13 and 25, Township 36 South, Range
36 East), in Okeechobee & St. Lucie County (Latitude N 270 20' 22.463"
Longitude W 80 41'16.52").
The application is available for public inspection dunng normal business
hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holi
days, at the Flonda Department of Environmental Protection, Southeasi
Distnct Office, 400 N. Congress Avenue, Suite 200, West Palm Beach, FL
33401.
The Department will issue the permit with attached conditions unless a
time petition for an administrative hearing is filed under sections 120.569
and 120.57 of the orida Statutes, before the deadline for filing a pebtion
The procedures for pebtioning for a hearing are set forth below.
A person whose substantial interests are affected by the Department's
proposed permitbng decision may petition for an administrative proceeding
(heanng) under sections 120.569 and 120.57 of the Flonda Statutes. The
petition must contain the information set forth below and must be filed (re
ceived by the clerk) in the Office of General Counsel of the Department al
3900 Commonwealth Boulevard, Mall Stabon 35, Tallahassee, Florda
32399-3000.
Petitons by the applicant or any of the parbes listed below must be
filed within 21 days of receipt of this written notice. Petitions filed by any
persons other than those entitled to wntten notice under section 120.60(3
of the Florida Statutes must be filed within 21 days of publication of the
nobce or receipt of the written notice, whichever occurs first. Under sec-
tion 120.60(3) of the orida Statutes, however, any person who has asked
the Department for notice of agency action may ile a petition within 14
days of receipt of such notice, regardless of the date of publication.
The petitioner shall mail a copy of the petition to the applicant at the
address indicated above at the time of filing. The failure of any person tc
file a petition or request for mediation within the appropriate time penod
shall constitute a waiver of that person's night to request an administrative
determination (hearing) under sections 120.569 and 120.57 of the Florda
Statutes. Any subsequent intervention (in a proceeding initiated by another
party) will be only at the discreton of the presiding officer upon the filling
of a motion in compliance with rule 28-106.205 of the Flonda Administa-
tive Code.
A petition that disputes the material facts on which the Department's
action is based must contain the following information:
(a) The name and address of each agency affected and each agency's fle
or identification number, if known;
(b) The name, address, and telephone number of the petitioner; the
name, address, and telephone number of the petitioner's representative,
if any, which shall be the address for service purposes during the course
of the proceeding; and an explanation of how the petitoners substantial
interests will be affected by the agency determination;
(c) A statement of how and when each petitioner received notice of the
agency decision;
(d)A statement of all disputed issues of material fact. If there are none,
te petiton must so indicate;
(e) A concise statement of the ultimate facts alleged, as well as the rules
or statutes which entitle the petitioner to relief; and
(f) A demand for relief
A petition that does not dispute the maternal facts on which the Depart
ment's action is based shall state that no such facts are in dispute and oth-
erwise shall contain the same information as set forth above, as required
by rule 28-106.301.
Because the administrative heanng process is designed to formulate f-
nal agency action, the filing of a petition means that the Department's final
action may be different from the position taken by it in this notice. Persons
whose substantial interests will be affected by any such final decision ol
the Department have the nght to pebtion to become a party to the pro
ceeding, in accordance with the requirements set forth above.
Mediation is not available in this proceeding.
As provided in section 120.573 of the Flonda Statutes, the timely
agreement of all parbes to mediate will toll the time limitations imposed b)
sections 120.569 and 120.57 for holding an administrative heanng and is-
suing a final order Unless otherwise agreed by the parties, the mediation
must be concluded within 60 days of the execution of the agreement. II
mediation results in settlement of the administrative dispute, the Depart
ment must enter a final order incorporating the agreement of the parties.
Persons seeking to protect their substantial interests that would be affected
by such a modified final decision must file their petitions within 14 of re
ceipt of this notice, or they shall be deemed to have waived their nght to a
proceeding under sections 120.569 and 120.57. If mediation terminates
without settlement of the dispute, the Department shall notify all parties ir
writing that the administrative hearing processes under sections 120.56S
and 120.57 are resumed.
Any party to this order has the night to seek judicial review of it under
section 120.68 of the Florida Statutes, by filing a notice of appeal under
rule 9.110 of the Florida Rules of Appellate Procedure with the clerk of the
Department in the Office of General Counsel, Mall Station 35, 3900 Com-
monwealth Boulevard, Tallahassee, Flonda 32399-3000, and by filing a
copy of the notice of appeal accompanied by the applicable filing fees with
the appropriate distinct court of appeal. The notice of appeal must be file

Boaters pour
$8.5 billion
annually into
Florida's economy
A four year study of Florida's boating facilities
and the economics of boating in this state is just
in, and the numbers are enough to make your
head swim.
For instance, Florida boaters spent $3.384 bil
lion on boat trips in 2007. That's on top of the
$5.15 billion they spent for repairs, marina ex
penses and other costs not associated with spe
cific boat trips.
To put those numbers into perspective, con
sider this. If a business opened 2,000 years ago
and made $1,000 per day since then, it still would
have more than seven centuries to go before it
made its first $1 billion, according to David Hard
ing, the Florida Fish and Wildlife Conservation
Commission's (FWC) economist who managed
the study. Boaters spend eight and a half times
that in a single year in Florida.
The 572-page report, titled "Florida Boating
Access Facilities Inventory and Economic Study,
including a Pilot Study for Lee County," notes that
boating trips and other spending related to ves
sels support 97,000 jobs in Florida. Boaters took
21.7 million boat trips in 2007.
The report predicts a 1.83-percent decline
statewide in boating demand over the next 16
years in Florida. About half the 63 counties in the
study will see a decrease in boating by 2025 be
cause of changes in demographics of the state's
population.
Harding said the study will help state and lo
cal governments plan whether to maintain or
construct new boat ramps or marinas and where
to situate them. It identifies features and charac
teristics of boating access points for site selection
favored by boaters for freshwater and marine ac
cess on the Atlantic and Gulf coasts.
"The results of the study show the impor
tance of launch lanes, parking lots and their
overall condition, as well as the area's level of
development-the number of developed facili
ties, such as restrooms, at the ramp." Harding
said. "Artificial reefs, seagrass and management
zoning are some of the important characteristics
in site selection for boaters using marine access
ramps."
For freshwater boating access, boaters pre
ferred sites with restrooms, the presence of mari
nas and available parking, he said.
The study projects a price tag of $68 million to
$111 million to maintain boaters' access to water
at the 2006 level.

Balanced scoring and tough, intense de-
fense led Okeechobee boys soccer to a 6-0
defeat over John Carroll in the first round
of the Okeechobee High School Brahmans
Christmas soccer tournament at Okeecho-
bee High School Monday night.
Eddie Guerrero had two goals, Diego Ro-
driguez one goal, Erick Garcia a goal and an
assist, Ricardo Herrera a goal and an assist,
Adrian Leon a goal, and Roger Duke and
Oscar Garcia had assists for Okeechobee,
(7-4).
Brahman Coach Lonnie Sears said his
young team is beginning to turn it on and
play better together as a team. He said the
team seems to play better in the second half
of matches this year, "Every match we've
played the second half is 10 times better
than the first half. We shake off the jitters or
something," he added.
Okeechobee only led 1-0 at the half Mon-
day night. They had their chances but a shot
by Guerrero hit the post, and John Carroll
goal tender D.J. Osgood had 12 saves. Au-
gustin Leon had another good scoring op-
portunity but his header carried over the
goal.
John Carroll also had a shot that ap-
peared to hit the top of the goal and bounce
away. Some of their players argued that the
shot should have counted as a goal.
Rodriguez scored the only goal of the
first half on a defensive miscue as a Rams
defender mishit the ball and Rodriquez got a
one-on-one opportunity with the goalie.
Sears said he told his team at the half to
keep up the intensity and stop making mis-
takes. He also urged them to take advantage
of their scoring opportunities.
Guerrero got the team going with a beau-
tiful goal on a header from a corner kick,
just six minutes into the second half. Adrian
Leon scored two minutes later and the rout
was on.
Garcia scored the fourth goal midway
through the second half. The sophomore
earned praise for his relentless intensity in
the match. He said he thinks he can take
his game to another level, "I think we had a
good game tonight. We are playing more as
a team. I think possession of the ball helped
us win the game."
Garcia said the team was a bit selfish with
the ball in the first half and did a better job of
passing the ball in the second half.
Guerrero made an exceptional goal,
known as 'chilena', or bicycle kick, late in
the second half. The play pushed the small
crowd into frenzy.
Coach Sears said he was pleased that
his team kept up the intensity and was still
working hard, even with the big lead, "They
have to make me take them out of the game.
We have a lot of kids on vacation and I didn't
have many subs. I feel bad because I don't
like to run up the score, but the kids didn't
quit playing. That's exactly what they are
coached to do," he added.
Port St. Lucie defeated Suncoast in the
first match, 4-1. Tuesday Suncoast battled
John Carroll for third place and Okeecho-
bee faced Port St. Lucie in the championship
match.
