"Good old fashioned police
work" led to the arrest of three
Pahokee men and could very well
have saved the life of a woman in
the King's Bay area.
The three men were slowly
canvassing the King's Bay subdivi-
sion Friday night, Nov. 6, with the
intent of kidnapping a woman and
raping her, said Detective Ted Van
Deman, of the Okeechobee Coun-
ty Sheriff's Office (OCSO).
Arrested and booked into the
Okeechobee County Jail were:
Alberto Aguilera, 25, Annona Ave;
Israel Avalos, 31, Menlo Way, Rex,
Ga.; and Armando Gallardo, 20.
Aguilera was charged with con-
spiracy to commit a felony (rape).
His bond was set at $100,000.
Avalos was charged with con-
spiracy to commit a felony (rape),

license plate "zigzagging slowly
through the subdivision as if troll-
ing to commit a burglary."
The deputies turned off the
lights on their patrol unit and
watched the vehicle as it drove
slowly along every street in the
subdivision. They also noticed that
the car's tail lights were flickering
on and off.
Once the car left King's Bay, the
deputies followed it and stopped
it due to the equipment violation.
As the officers got out of their car
they reportedly saw the three oc-
cupants moving around and "stuff-
ing things under the seat."
The affidavit stated that Agu-
ilera, the driver of the car, was

OUA to join other agencies on new radio system

In a lengthy meeting on Tuesday, Nov. 10,
the Okeechobee Utility Authority (OUA) board
of directors discussed, among other things, a
customer complaint and the participation in
the Statewide Law Enforcement Radio Sys-
tem (SLERS).
In the midst of bad economic times the
board heard some good news. While water
and sewer revenues were down for last year,
total operating expenses were below budget
by a much larger margin. Pending the result of
an external auditor's examination, it appears
for last year that the utility has a net excess in
revenue of $257,849, which the board voted
to place in the rate stabilization fund.
After much discussion the board agreed
to participate in SLERS. However, during the
course of the discussion, the final outcome
was in doubt.
Deputy county administrator Jim Three-
wits, who is coordinating the SLERS program,
must feel like he is herding cats. It is his job
to secure agreements among five government
entities -- the city, the county, the sheriff's of-
fice, OUA and the school board.
Since the cost is divided proportionally
among all participants based on the number
of radios each entity has, the cost to each
entity changes each time one of the entities
changes their number of radios. Other costs
have also been changing throughout this
lengthy process.
One of the features of SLERS is that there
is intercommunication between all participat-
ing agencies.


OUA director John Hayford favored a
commercial system. He feared that during an
emergency the utility would be bumped off
the system by law enforcement agencies.
He said during the 2004 and 2005 hurri-
canes the utility did not have the intercommu-
nication of SLERS and still managed to com-
municate with other agencies.
Still to be settled is an agreement to deed a
portion of OUA land to the county for the new
antenna site required for the SLERS system.
That is up in the air now because the county
has decided that the original location is not
suitable and has not decided on another loca-
tion.
In an unrelated matter, the board spent
about an hour discussing the situation of
Corey Miller who had purchased property at
110 S.E. Fourth St. Mr. Miller understood that
the property already had sewer service, but
has since learned it doesn't and that he will
have to pay the capital connection charge for
sewer.
Mr. Miller appeared before the board to re-
quest a waiver of that charge.
It seems the confusion came about be-
cause the property was being charged the
base charge for sewer without being con-
nected to the sewer. OUA policy dictates that
if a sewer line adjoins a property and that
property owner chooses not to connect to the
sewer service, the owner is still charged the
base charge for sewer service.
Mr. Miller said he called OUA and was told
the property was connected to OUA sewer.
Later, his contractor told him the property
was not connected.
Mr. Hayford said it was the utility's policy


not to give out such information over the
telephone. He said requests about sewer con-
nections must be submitted in writing. Mr.
Hayford said it appeared the previous owner
elected not to hook up to the OUA sewer and
was charged a base charge.
Board member Devin Maxwell, who, as an
attorney deals with real estate transactions,
said such things are sometimes frustrating to
buyers who learn at the last minute that they
have to pay capital connection charges. He
suggested the process be refined.
He went on to say if OUA has not filed a
lien on the property there would be no pub-
lic record of outstanding capital connection
charges. He said the average person doesn't

know what questions to ask and suggested
the process be more streamlined.
After about an hour's discussion the board
took no action. However, Mr. Hayford said
he would personally go back and check the
records on that property to see if it has ever
been billed for sewer other than the base
charge.
According to OUA policy, if a property was
ever billed for sewer the utility assumes that
either a capital connection charge was paid
at some time or the sewer was hooked up
before capital connection charges were insti-
tuted.
In either case, the present owner is not
charged a capital connection charge.

High School and 5-8th grades are count-
ing their words and checking the spelling of
their essays. Deadline is Dec. 1.
High School is writing about Christopher
Columbus' early influences and experiences
and how these contributed to successes
and failures in his voyages of exploration.
Length: 800-1200 words.
Grades 5-8th are imagining that they are
present when the 'golden spike' was driven
to celebrate the completion of the first trans-
continental railroad. They could pretend to
be a settler planning to use the train to trav-
el to a new home in the west. They might
be an Irish or Chinese worker who helped


build the line, or possibly a Native American
whose way of life was greatly affected by the
railroad.
Length: Grade 5: 300-600 words; Grades
6-8: 600-1,000 words.
Winning essays will be forwarded to State
competition and possibly go to National.
Each school received copies of rules and
bibliographies in September so that teach-
ers could give students the opportunity to
participate. Home school students are also
eligible.

Okeechobee News launches new sports web site


Youth, adult leagues,
and schools encouraged
to participate
Youth and adult recreation leagues and
sports teams in the Okeechobee area will
soon have a new outlet for submitting their
game results, team news and photos on-
line.
Sports teams, players, and their fami-
lies have long pasted newspaper accounts
of their athletic accomplishments in dusty
scrapbooks.
But many athletes who compete, espe-
cially in youth leagues and less well known
sports, have not received the attention that
college and high school athletes do.
That's about to change. A new website,
"Okeechobee Sports Network," will debut in
the next few days and provide local sports
teams and leagues with an online sports
page and a resource they can call their own.
The Okeechobee News has teamed with
Community Sports Desk, a national sports
software and service company headquar-
tered in Kenosha, Wis. The goal is to shine a
spotlight on local sports.
"This is a chance for every team, every
league, every kid or adult sports participant,


no matter their athletic ability, to make their
mark," said Matt Serpe, business manager
for Community Sports Desk.
"Okeechobee Sports Network" will be
available on demand for team representa-
tives to update scores and stats, as well as
add photos and news for players, family,
friends and all local sports fans to view. Each
league or sports group that participates will
have dedicated web pages that will include
results, schedules, stats, photos and more.
There will be absolutely no charge to par
ticipate in "Okeechobee Sports Network."
While the service is perfect for youth and
adult rec leagues, local schools are encour-
aged to use the site as well, which will be
supported by advertising.
"Okeechobee Sports Network" won't be
limited to football, baseball and basketball.
The site can support virtually any sports or
team activity including soccer, cheerleading,
rodeo, bowling, golf and many more. In ad-
dition to appearing on the website, selected
league and team information will be collect-
ed and published in the Okeechobee News
print editions.
"This will add to the coverage and service
we are providing at a time when others are
cutting back," said Okeechobee News pub-
lisher Tom Byrd. "It's a professional format


to showcase our community sports and pro-
vide teams with a very useful tool to share
information with athletes and parents. I'm
especially excited that the site is free to the
teams and leagues, and that it gives back to
help community sports. They are such a vital
part of our communities."
"Our editors are providing contact infor-
mation for area leagues and teams to Com-
munity Sports Desk, and they will gather all
the information necessary to build each
team's profile on the Okeechobee County
Sports Network," said Mr. Byrd. "Commu-
nity Sports Desk will demonstrate to each

Veterans Day
Veterans Day is this week and I think
this would be a good time to say "thank
you" to the veterans and to the servicemen
and women who sacrifice so much to pro-
tect our freedoms. Veterans may have served
many years ago, but their sacrifice continues,
because they are forever changed by war. I
know World War II veterans who still have
nightmares about what they saw. The hor-
rors of war do not go away. They put them-
selves in harm's way to protect this country.
They deserve our thanks and our respect.
North Elementary plans to honor veter-
ans. Students have been encouraged to "In-
vite a Vet" to school next Wednesday. The
veteran will receive a free lunch. The school
is also creating a Wall of Honor. I hope the
kids learn a lot from this.

Gay marriage
Seriously, does anyone have a non-re-
ligious, non-bigoted reason to disallow gays
from marrying? I'm talking being legally
married in the eyes of the government.
Although I am able to somewhat empa-
thize when a person falls in love with anoth-
er of the same sex, my empathy in no way
mitigates my disapproval of homosexuality.
So since I believe homosexuality is against
natural law, I would never vote/agree to "le-
galize" same sex marriage.


School prayer
As long as there are math tests, there
will be prayer in public schools.

Mustangs loose near Basinger
The area of state land where the mus-
tangs were apparently dumped gives them
something like 20,000 acres to roam. Those
horses are living it up and I don't think it will
be very easy to catch them. I say let them
run wild and free. There were wild horses
there before any white settlers came. They
belong there more than the people do.
Maybe we should ask the Skunk Ape
to help find the wild horses. Surely his keen
sense of smell would help him track them
down. Good think Skunk Apes are vegetar-
ians.

Glad to see things are going well around
town. Thank God crime has slowed a little.
PLEASE keep the doors locked, install some
motion lights, lock the car doors always,
lock up the bikes or AT LEAST put them out
of sight and PLEASE watch what is going on
around you.

Bicycles
With the time change, it gets dark very
early. Lately I have noticed kids riding their
bikes when it is getting dark. Several times I
barely avoided hitting a child on a bike, be-
cause I didn't see them until it was almost
too late -- the bike had no reflectors and the
child was wearing dark clothing. Please par-
ents, do not let your kids ride on the roads
after dusk unless they have lights and/or re-
flectors on their bikes. Also, make sure they
wear helmets and put reflectors on the hel-
mets. The same goes for those of you who
walk in the evenings. It is getting dark early,
so carry a flashlight and wear light colored
clothing so the drivers can easily see you.

Afghanistan
Who cares what Bush, Clinton, Reagan
or even Washington did? I want to see some
good come out of Obama's 4 years. Even if
you did not vote for him (and I did not), we
still need to pray for this country and Obama
that he gets it right. Because everyone when
it all boils down to it we are all in the same
boat.


Okeechobee soldiers meet in
Afghanistan
I am currently stationed in Afghanistan in
support of Operation Enduring Freedom. I
am a Florida resident and call Okeechobee
my home for the last 25 years of military ser-
vice. I was raised in Okeechobee and gradu-
ated in the Class of 1984. I have served in
the Army during Operation Desert Storm,
Operation Iraqi Freedom and Operation En-
during Freedom.
I have an interesting story that I thought
the Okeechobee News readers would find
interesting.
While deployed as the Aviation Task
Force Standardization Instructor Pilot for
3-101st from Ft Campbell, Ky., I happened
upon another Okeechobee boy by the name
of Larry Peterson.


I told Larry about the Warrant officer
program 17 years ago when he worked at
Scotty's in Okeechobee. I had heard that he
finally did make it to flight school and have
not seen him since that day. I knew that he
flew Black Hawk helicopters, but when he
showed up to replace our National Guard
Unit from S.C. I was quite surprised to be
looking at another good ole Florida boy still
serving his country.
I had not seen him in over 17 years, just
an interesting SMALL WORLD story
I have been a long-time member of the
Legion and the VFW, could you pass this on
to both Okeechobee Posts!

Opening night for 'Brigadoon' in Okeechobee

Okeechobee Community Theatre per-
formed "Brigadoon" this past weekend and
it will be presented again on Friday, Nov.
13 and Saturday, Nov. 14, at 8 p.m. at the
(Freshman Campus Auditorium) theatre just
one block west of Golden Corral Restaurant.
Tickets are available from the Chamber of
Commerce or at the theatre the evening of
the performance.
"Brigadoon" is a fantasy musical about a
fictitious and mysterious Scottish village that
appears for only one day every 100 years.
This is a musical classic that first opened on


Broadway in 1947, but certainly stands the
test of time. Songs from the musical such as
"Almost Like Being in Love" have become
standards.
Local performers including Kevin
Shumate as Charlie the bridegroom did an
especially good job. Genna Lute, playing
Fiona MacLaren, entertained us with her
wonderful singing voice throughout the
play. Michael White playing Tommy, Fiona's
love interest, was the perfect example of an
American tourist. Cooper Farrell, playing
Harry, performed an impressive and elabo-
rate sword dance with other dancers in the
cast. And finally, John Gardner, playing Mr.


Lundie the local schoolmaster, tells the story
of the town in a very respectable and easy to
understand Scottish brogue.
Other cast members included Judine
Cole, Ariana Cortez, Heather Garner, Lau-
rie Garner, Matt Garner, Brian Garza, Janie
Kaufman, Lonnie Kirsch, Kevin Lute, Joey
Marcinek, Tom Murray, Nikki St. Pierre, Rob-
ert Steiner, Josh Vanwormer, Tina Welborn,
Kaylee Whidden, Cameron White, Cathy
Womble and Mike Zherden.
The lighting was very well done and
special mention goes to Lighting Control,
Wesley Beam. Also, the sound was done
very professionally by Harry Moldenhauer.


This play was directed by Ron and Jacque
Hayes. Performance pianist was Sara-Kay
Knoche with Josiah Barber on the drums.
Other behind-the-scenes talent included
Laura Murray, stage manager and two as-
sistant stage managers, Nathaniel Beam and
David Womble. Colorful scenery was direct-
ed by Backdrop Artist, Cheryle McKeithan.
Rehearsal Pianist was Ruth Yielding. Vocal
Coach, Mike Zierden and Costume lead by
Shirley Bush.
There are additional behind-the-scenes
people that did a wonderful job but space
does not permit us to mention them all.
They all did a wonderful job.

years and was a member of the VFW Legion.

Born July 10, 1938, in Tremont, Miss., he had

was a member of the Believers Fellowship
Church and a Volunteer Firefighter. He enjoyed
fixing things, gardening, and spending time with
animals.

She was a member of the Christian Brethern

dressed completely in black while Avalos, a
passenger in the rear seat "had a blue ban-
dana tied about his neck 'bandit style,' in a
position that it could easily be pulled up to
conceal his face."
The men were asked to get out of the car
and then searched. Gallardo, the front seat
passenger, had a fully loaded magazine for
a 9mm pistol in his pocket, stated the affi-
davit.
According to the affidavit, the officers also
found a 9mm Star automatic handgun and a
.380 caliber Colt pistol in the car. The Star
pistol was found under the front seat where
Gallardo was seated and the Colt was found
under the back seat where Avalos was sit-
ting, the affidavit continued.


The affidavit goes on to state that a roll of
duct tape was also found inside the car.
Detective Van Deman said the men drove
to Okeechobee to find a woman-any
woman-and rape her. They had planned
to use the duct tape to help them carry out
their plan, he added.
He went on to say the trio had planned
on breaking into a home to commit the
crime if need be.
"This is a whole other plateau of crimi-
nality," he said. "They planned to kidnap any
woman they found and take her away. They
were just looking for a woman. They didn't
have any special age group in mind."
The detective explained that even though
they didn't actually commit the crime of
rape, the men were still guilty of conspiracy.
"They discussed committing a crime. They
took action to complete the crime by driving
all the way from Pahokee to Okeechobee,
and they took steps to complete the crime,"


he explained of the conspiracy charge.
Although Aguilera, a legal alien, has no
criminal history but that is not the case with
the other two men. Gallardo, said Detec-
tive Van Deman, is an illegal alien with two
known misdemeanor arrests. Avalos, added
the detective, is a U.S. citizen with multiple
felony arrests and convictions for such
crimes as possession of a concealed weap-
on and possession of methamphetamine.
As for why the men chose to scour the
King's Bay area for a victim, Detective Van
Deman said "it was the first place they came
to."
Sheriff May said due to the success of the
Street Crimes Unit he hopes to add deputies
to the unit in the near future.
Detective Van Deman added that the fugi-
tive for whom the officers were searching is
still at large.


County may award contract on EOC facility

When they meet tomorrow, the Okeecho-
bee County Board of County Commissioners
are expected to award a contract for construc-
tion of the new emergency operations center.
In a matter that was unresolved at their
last meeting, the board will look at an agree-
ment for a vendor to operate flights out of the
Okeechobee Airport in an World War II air-
craft.
Tourism director Kathy Scott will give an
update on the January fishing tournaments.

Civil rights complaint filed against local schools

Okeechobee News
Okeechobee was one of 64 school districts
in Florida under investigation by the U.S. De
apartment of Education for civil rights violations
against disabled children.
Department of Education Spokesman Jim
Bradshaw said the complaint, filed by Cath
erine Cannivet of Naples, alleges that Florida
school districts do not have appropriate proce
dural protections in place as required by regu
nations governing Section 504 of the Rehabilita
tion Act of 1973.


"The complaints allege that these districts
do not provide parents with the notice of pro
cedural safeguards, do not have an impartial
hearing process in place, and if they do, they
do not follow the procedures," he said.
Ms. Cannivet's complaint said parents don't
understand their rights, and that students are
being discriminated against on the basis of dis
ability.
Section 504 is designed to protect the rights
of individuals with disabilities in programs and
activities that receive federal financial assis
tance from the U.S. Department of Education.
"Opening a complaint for investigation in


no way implies that the Office for Civil Rights
has made a determination on the merits of the
case. Rather, the office is merely a neutral fact
finder. It will collect and analyze all relevant
evidence from the parties involved in the case
to develop its findings," Mr. Bradshaw added.
Assistant Superintendent of Schools Ken
Kenworthy said Okeechobee schools have
complied with all federal requirements. He said
the district offered to resolve the complaint by
voluntarily agreeing to correct its due process
procedures.
Previously, the superintendent of schools
heard all appeals and the district has agreed to


set up a different procedure that complies with
the law.
Cynthia Pierre, acting office director for the
Office for Civil Rights, sent a letter to the district
that said the complaint will be resolved if the
district follows through with the policy change
they've promised.
The U.S. Department of Education denied
a written request from the Okeechobee News
for information under the Freedom of Informa
tion Act about the complaint. An e-mail sent
to Ms. Cannivet requesting comment was not
immediately returned.


Arrest Report


The following individuals were arrested
on felony or driving under the influence (DUI)
charges by the Okeechobee County Sheriff's
Office (OCSO), the Okeechobee City Police
Department (OCPD), the Florida Highway Patrol
(FHP), the Florida Fish and Wildlife Conservation
Commission (FWC) or the Department of
Corrections (DOC).
James Michael Bonea, 30, S.E. 80th Ave.,
Okeechobee, was arrested Nov. 6 by Deputy
Patricia Massung on an Okeechobee County
warrant charging him with the felonies of giving a
false name while arrested or detained and crimi-
nal use of identification information, and the mis-
demeanor of driving while license suspended.
His bond was set at $10,250.
Darren Youngblood, 30, Okeechobee, was
arrested Nov. 6 by Deputy Patricia Massung on
an Okeechobee County warrant charging him
with violation of probation possession of meth-
amphetamine and violation of probation failure
to appear. He is being held without bond.
Derrell Romond Davis, 21, N.W. 29th Ave.,
Okeechobee, was arrested Nov. 6 by Officer Jack
Boon on a charge of driving under the influence.
His bond was set at $500.
John Paul Pietro, 55, S.E. 33rd Terrace,
Okeechobee, was arrested Nov. 6 by Officer Jack
Boon on felony charges of felony battery and ag-
gravated battery on a person 65 years of age or
older. He was also arrested on a misdemeanor
charge of trespass after warning. His bond was
set at $11,000.
Ryan Anthony Egan, 19, S.E. 21st Court,
Okeechobee, was arrested Nov. 7 by Deputy
John Hazy on Okeechobee County warrants
charging him with tampering with physical evi-
dence, failure to appear possession of mari-
juana under 20 grams and amended violation
of probation possession of marijuana under 20
grams. He is being held without bond.
Matthew Cayton, 24, S.E. 29th Court,
Okeechobee, was arrested Nov. 7 by Deputy


Steven McKinley on a felony charge of fleeing
and attempting to elude a law enforcement of-
ficer. He was also arrested on misdemeanor
charges of driving under the influence, leaving
the scene of a crash with property damage, re-
sisting a law enforcement officer without violence
and driving while license suspended with knowl-
edge. His bond was set at $7,000.
Carlos Vladimir Mayo-Avila, 30, N.E. 12th
Ave., Homestead, was arrested Nov. 7 by Deputy
John Ashby on a charge of driving under the in-
fluence. His bond was set at $500.
Steve Anthony Jarrell, 27, Lake Drive,
Buckhead Ridge, was arrested Nov. 7 by
Sergeant Victoria Williams on a charge of driving
under the influence. His bond was set at $500.
Rose Marie Cortez, 48, U.S. 441 S.E.,
Okeechobee, was arrested Nov. 8 by Deputy
Justin Akins on a charge of driving under
the influence. She was released on her own
recognizance.
Giovani Pena Loza, 40, Cypress St.,
Pahokee, was arrested Nov. 8 by Sgt. Victoria
Williams on a charge of driving under the influ-
ence and operating a motor vehicle without a
valid driver's license. His bond on those charg-
es was set at $3,500. He was arrested later by
Deputy Patricia Massung on an Okeechobee
County warrant charging him with violation of
probation driving under the influence and viola-
tion of probation driving without a valid driver's
license. He is being held without bond on those
charges.
Dustin William Robinson, 20, S.W. 96th Ave.,
Okeechobee, was arrested Nov. 8 by Deputy
Corporal Paul Ferrell on charges of driving under
the influence and possession of alcohol by a mi-
nor. His bond was set at $500.
Doug Carl Lambert, 41, N.W. 272nd St.,
Okeechobee, was arrested Nov. 8 by Deputy
Mark Shireman on charges of theft of a motor ve-
hicle and theft. His bond was set at $2,000.
Darla Ann Garrett, 48, U.S. 441 S.E.,


Okeechobee, was arrested Nov. 8 by Deputy
John Hazy on an Okeechobee County warrant
charging her with violation of probation driving
under the influence with damage to person/prop-
erty. She is being held without bond.
Dionicio Rodriguez, 30, N.W. First St.,
Okeechobee, was arrested Nov. 8 by Deputy
Yamil Astacio on a charge of dealing in stolen
property. His bond was set at $5,000.
Enrique Urbina, 27, N.W. First St.,
Okeechobee, was arrested Nov. 8 by Deputy
Yamil Astacio on a charge of dealing in stolen
property. His bond was set at $5,000.
William Edward Lewis, 31, S.W. 16th Ave.,
Okeechobee, was arrested Nov. 9 by Deputy
Brian Cross on a charge of grand theft from a
person over 65 years of age. His bond was set
at $1,000.
Tasha Ramirez, 27, N.W. Fifth St.,
Okeechobee, was arrested Nov. 9 by Deputy
Lieutenant Keith Murrish on an Okeechobee
County warrant charging her with the felony


of petit theft-third offense. Her bond was set at
$2,500.
Elma Vasquez, 31, N.W. Eighth St.,
Okeechobee, was arrested Nov. 9 by Deputy
Corporal Aric Majere on an Okeechobee County
warrant charging her with failure to return leased
property-more than $300. Her bond was set at
$5,000.
Otis Walter Green, 34, S.E. 33rd St.,
Okeechobee, was arrested Nov. 9 by Deputy
Max Waldron on a warrant charging him with
amended violation of probation forgery (two
counts), amended violation of probation utter-
ing a forged instrument (two counts) and amend-
ed violation of probation grand theft. He is being
held without bond.

Salvation Army seeks bell ringers

The Okeechobee Chapter of the Salva
tion Army is looking for recruits to ring some
bells. The annual Salvation Army holiday col
election campaign starts right after Thanksgiv
ing, and local organizers hope to find enough
volunteers to man seven different stations in
Okeechobee.
Last year the Okeechobee campaign
raised more than $22,000-and 90 percent of
that money stayed in Okeechobee to be used
to help families in need.
Organizers have already obtained permis
sion to post bell ringers at two doors in front
of Walmart as well as in front of Publix, Winn
Dixie, U-Save, Walgreens and CVS.
Bell ringers work in two-hour shifts. The
campaign will start on Nov. 27 and end on


Dec. 24. Volunteers can sign up for one or
many shifts of bell ringing.
The Salvation Army encourages local busi
nesses, clubs and organizations to sign up for
a day of bell ringing at a particular location.
The Okeechobee Red Hat society has already
signed up to take one day at Publix. Some lo
cal Real Estate offices have also signed up, as
has the Okeechobee County Sheriff's Office.
Seacoast Bank will count the money col
elected in the red kettles.
This year, the Okeechobee Salvation Army
hopes to bring in the most donations of any
town in our population size in the state of
Florida.

Food For Families


A


busy season of giving


This is the 25th year that WPTV Chan-
nel 5 has coordinated the Food For Families
food drive in our viewing area. The Food
drive began Oct. 12 and runs through Mon-
day, Nov. 23.
For most of the 24 years of Food For
Families Raulerson Hospital has been one
of the main drop-off points for donations
and has provided the warehouse space that
holds and becomes the distribution point
in Okeechobee County for our local agen-
cies that regularly feed or provide meals to
individuals and families in need.
As always, the non-perishable food
items that are donated during Food For

nual WPTV 5 Food For Families Com-
munity Food Drive. The students and
faculty raised 1,358 pounds of food.

Arnold's Wildlife hosts visitors from near and far


Arnold's Wildlife Rehabilitation Center Inc.
hosted nearly 300 visitors at its Nov. 7, open
house fundraiser. Folks came from Okeecho
bee, the Sebring and Treasure Coast areas,
as well as from Alabama, Georgia, Ohio and
Washington, D.C. to see the wildlife sanctuary
and animal rehabilitation center as well as the
center's beautiful butterfly garden.
Local businesses donated 25 door prizes for
the open house event. Gift certificates came
from Barracuda's Restaurant, Clock Family
Restaurant, Cowboys BBQ & Steak Co., South
ern Style Fashions, Stitchin' Post, Tree Locators
Inc., Trends Hair & Tanning and licensed mas
sage therapist Tiffany Hurst.
Tyler Lynn of Port St. Lucie won the dog
snack and toy basket donated by Katie's Pet
Parlor, and Christine Elliott of Okeechobee
was thrilled with the dish garden from Coun
tryside Florist. Gary Lovelock and family from
Washington, D.C., won a gift certificate from
Cowboys BBQ & Steak Co. "We really enjoyed
ourselves today," he said.
In an amusing twist, Marcia Crane, owner
of the Stitchin' Post, which donated baseball
caps in addition to a gift certificate, never ex
pected to win the Daiwa rod and reel door
prize from Garrard's Tackle Shop. "I never win


anything!" she exclaimed. Ms.
Crane says she loves to fish
and looks forward to using
the fishing equipment.
The local 4-H Wild Bunch
provided fun activities for chil
dren. All visitors enjoyed hot
dogs, chips and a beverage, ti
as well as freshly baked cook
ies provided by the Golden
Corral.
"We truly appreciate the
support not only from our
community but also from the
folks who came from other
counties and states," said Sue
Arnold, owner and curator of
the wildlife center, "People
were quite generous to us, The Brad Ph

a beautiful day and a great
turnout. Everyone I talked to had a wonderful
time."
Arnold's Wildlife Rehabilitation Center's
mission is to rescue, rehabilitate and return
animals to their natural habitat. The center was
established 13 years ago and rehabilitates an
average 1000 animals per year. It is a non-profit

ervation boardwalk at Arnold's Wildlife.

pletely on donations to fund its work. The cen
ter regularly hosts children's birthday parties
and educational tours for schools and other in

Veterans' Day
services planned
Veterans' Day Honors will be held Nov.
11, at the Okeechobee Veterans Park at
10 a.m. All local veteran units are asked to
have their unit colors present. The names
of all war Killed in Action will be read. The
Okeechobee High School JROTC will ren-
der honors to all our veterans. All citizens
of Okeechobee County are invited to attend.
This ceremony is sponsored by American
Legion Post 64.

Shrine Club has dinner
The Okeechobee Shrine Club will host
spaghetti dinners every Tuesday from 4 to 7
p.m., with music from 5 to 8 p.m. A donation
of $5 per person is asked. The local Shrine
Club raises money to support the Shrine
hospital for burned and crippled children.

Christmas Cantata planned
The Okeechobee Community Choir, in
its 11th year under the direction of Sandy
Perry, is rehearsing for the presentation of
the Christmas Cantata, "A New Birth A New
Beginning," and other seasonal favorites.
Rehearsals will be held on Sundays from
2:30-4:30 p.m. at the First United Method-
ist Church, 200 N.W Second St. All inter-
ested singers, both locals and our Northern
friends, are invited to participate. Singers
should be able to match pitch and read
music somewhat. Rehearsals are fast-paced
and loads of fun. Music and rehearsal CDs
are provided free. Last year, 65 singers repre-
senting 19 local churches participated. The
cantata will be presented the weekend be-
fore Christmas, Dec. 18, 19 and 20. For more

OUA rate increase blamed on lack of development

Recent Okeechobee Utility Authority
(OUA) rate increases are blamed, in part, on
the failure of proposed developments.
"The last thing we want to do is raise
rates," OUA board member Carl Leonard
stated at the July 14 board meeting.
The original proposed OUA budget for
the current fiscal year contained no rate
increases. However, in the end, rates were
raised, in part, as a result of real estate devel-
opers defaulting on their agreements with
OUA.
"The primary reason for the 6 percent
rate increase is to reserve money to pay for
the expansion of the wastewater treatment
plant because we have concerns some of
our developers' agreements might not come
through," board chairman Frank Irby stated
at the Sept. 8 meeting.
A few years ago, during the building
boom, some developers signed agreements
with OUA to pay wastewater capital con-
nection charges and other fees over a five
year period. They agreed to pay ten percent
down then ten percent the first year. The
second year, which was tax year 2009, they
were required to pay 20 percent. There are
three more yearly payments of 20 percent
each remaining on the agreements. The fees
are in the form of an assessment attached to
the yearly tax bill.
To protect its investment, OUA bought


the tax certificates for the five developers
that are in default this year.
Northside Village, Inc., Freshwater Devel-
opment Company, Land Ventures of Ameri-
ca, LLC, Royal Professional Builders and Ste-
phen E. Myers, Sr. were in default totalling
$847,790. The remaining developers that
signed agreements, Awesome Ranch, LLC,
15th Street Homes, LLC and Montebello 13,
LLC paid their 20 percent payment this year.
There is another factor to be considered
also. The financing of the OUA treatment
plant expansion was based on developers'
agreements plus increased income from
the new houses that the developers would
build.
Even if developers paid their assessments,
OUA would still come up short because the
present economy will not support the num-
ber of new houses that would be required to
generate enough revenue for OUA to meet
their debts.
Realtor Brandon Tucker said no one
could have predicted such a downturn in
the economy. In the case of one of Mr. Tuck-
er's developments, Northshore Village, Mr.
Tucker said the developer has the money to
pays his taxes. However, the developer is not
paying at this time because a dispute with
the county on traffic has the development
at a standstill and the developer could not
build even if he paid his taxes. He said the
county claims that S.R. 70 could not handle
the volume of traffic that would be gener-


ated by Northshore Village.
John Hayford, OUA's executive director,
agreed with Mr. Tucker that three years ago
no one could have predicted the downturn
in the economy. He said his staff trimmed
the budget and made all the cuts they could.
Without the six percent increase, he said,
the utility would not have been able to make
debt service payments. Their bond cov-
enants require that they make debt service


payments. Failure to do so could possibly
affect future bond ratings. Mr. Hayford said
that the rate increase would go into a rate
stabilization fund to be used for debt service
and would not go into general revenue. He
said that next year his staff will again make
all the cuts possible. At that time any rate
increases will depend on the economy and
whether or not developers pay their assess-
ments.

When built, the facility will be home
to emergency operations personnel, 9-1-1
dispatchers and four personnel from the
OCF/R, including Chief Nick Hopkins and
his deputy chief.
Chief Hopkins told the audience that
his department needs an additional 2,400-
square-foot, $350,000 expansion that can
be used for a training room and more bunk
rooms. However, if the new EOC facility is
built that expansion will not be needed. Cur-
rent office space at the OCF/R will then be
used for a training area and new bunk rooms
and the department will save $350,000.
County capital improvement projects
manager Donnie Oden said operational costs
on the new EOC facility will run $41,500 an-
nually.
If a new facility is not built, the county
would have to consider renovating the cur-
rent HRS building or the historic courthouse
for use as a 9-1-1/EOC facility. Both of these
scenarios have added costs that would in-
clude the erection of a communication
tower. Also, neither building is built to wind
load specifications, neither have generators
and both have water and sewer problems
for this type of operation.
While the county can pay for the new
9-1-1/EOC building, it's a different story for
the sheriff's office and jail project. When
separated out, the sheriff's office renovation
and expansion will cost $4.2 million and the
jail renovation and expansion project will
cost $18 million.
A representative from the RQAW con-
sulting engineers and architectural firm told
the audience that by year 2028 the county's
population will have grown to an estimated
72,000 people, and that The Grove would
add approximately 17,000 more homes. Be-
cause of this, the jail will need an additional
200 beds.
The current jail, which has been used for
over 25 years, can house 232 inmates. How-
ever, there have been times when the jail
population has burgeoned to 300 inmates.
County officials told the audience Mon-
day that four different methods of paying for
these expansion projects are still being dis-
cussed. Those options are: a voter-approved

millage rate option; a voter-approved 1-cent
sales tax for capital projects; a law enforce-
ment assessment; a hike in the current
millage rate; or, a combination of these op-
tions.
While a hike in the current millage rate
only requires the approval of the county
commissioners, the voter-approved increase
would require that the measure be put on
the next ballot. The law enforcement as-
sessment would be similar to the EMS as-
sessment recently put in place, but it's not
yet known just how much that assessment
would be.
The current millage rate is 7.5030. One
mill equals $1 per $1,000 of assessed prop-
erty value.
The sales tax, while unattractive to some
local small business owners, would generate
$3 million per year and would raise enough
funds to pay off both renovation and expan-
sion projects in 10 years. The tax, which
would only apply to the first $5,000, could
be removed once the debt is paid.
This option would also require voter ap-
proval.
On the downside, this measure would
boost the local sales tax rate to 8 percent.
It was also explained to the audience
that without the jail expansion, a time will
quickly come when inmates will have to be
moved to other facilities outside Okeecho-
bee County. In this case, the county would
then pay that facility to house the prisoner
and would also have to pay to have them
brought back to Okeechobee for court dates
and such.
When completed, the OCSO expansion
will spill over onto the property where the
old hospital is now. However, the cost of this
project does not include the demolition or
removal of the building where the Okeecho-
bee County Building Department is now
housed.
The building department will be moved
to the HRS building on N.W Ninth Ave.
If the 9-1-1/EOC project is approved by
county commissioners Thursday, it will take
an estimated 12 months to complete that
project.
The OCSO and jail projects could take up
to five years to finish by the time a funding
option has been approved, and design and
construction have been completed.

The youth of Peace Lutheran Church, 750 NW
23rd Court, are planning to attend Word of Life
Superbowl in the Orlando area on Nov. 13 -14.
This event is promoted as an "extreme non-stop
adrenaline-pumping all-night student event."
Participants will attend an Orlando Magic Game,
followed by a Gospel Rally after which students
will enjoy pizza and a choice of events including
bowling, RDV Sportsplex, Fun Sot, etc. For more

the concert is a package of diapers. Cash donations
will also be accepted and appreciated. Refreshments
will be served.
The Okeechobee Community Choir, in its
1 th year under the direction of Sandy Perry, is now
rehearsing for the presentation of the Christmas
Cantata, "A New Birth A New Beginning" and other
seasonal favorites. Rehearsals will be held on Sun
days from 2:30 to 4:30 p.m. at First United Methodist
church, 200 NW Second St. All interested singer, both
local and our Northern friends are invited to partici
pate. Singers should be able to match pitch and read
music somewhat. Rehearsals are fast paced and
loads of fun. Music and rehearsal CDs are provided
free. Rehearsal attendance is suggested, not man
datory. Last year, 65 singers i,. I- ..... 19 local
churches participated. The cantata will be presented
the weekend before Christmas, Dec. 18, 19 and 20.

blood transfusions, during the course of his
cancer treatments as well.
The Okeechobee community has provided
a tremendous support system that has reached
out to our family on several occasions during
the 32 years we have resided here.
Previously, I was a regular blood donor,
but can no longer donate due to being a
transplant recipient. I have also been an or-
gan donor myself by giving a kidney prior to
my medical crisis (and no, my medical crisis
was in no way connected to blood or organ
donation). Although my transplanted organs

aware of my wishes.
