Lifesmarts Event
TAMPA Florida Agriculture
and Consumer Services Com-
missioner Charles H. Bronson
has announced that dozens
of high school students from
around the state will compete
to determine which schools'
team is most knowledgeable
about consumer issues. The an-
nual "LifeSmarts the Ultimate
Consumer Challenge" compe-
tition is held in states across
the U.S. and the winning state
teams then go on to compete
for the national title.

FCAT heads
for YMS
' All eighth grade students will
begin the FCAT testing by tak-
ing the FCAT Writing Exam on
Feb. 12. Students will be given
either an expository or persua-
sive writing prompt and will be
given forty-five minutes to com-
plete their writing. Eighth grade
students will also be given two
forty-minute sections of the
Writing Plus Exam. The Writing
Plus Exam is designed to test
students' language arts skills.

Code Enforcement
ask for assistance
The City of Okeechobee
Code Enforcement and Public
Works Departments are ask-
ing the citizens for their assis-
tance. We are requesting that
basketball goals be kept off the
city right of ways. When these
items are placed next to city
streets they become a safety
hazard. They could be struck
by emergency and sanitation
equipment. The city right of
way extends 35 feet from the
center of the street, If left by the
street, Public Works will pick
up the goals and take them to
the city maintenance yard. If
this happens, Code Enforce-
ment will send the property
owner a Notice of Violation that
will require the property owner
to appear before the Code En-
forcement Board. We encour-
age residents of Okeechobee
to voluntarily comply so no fur-
ther action is necessary.

Schools updating code of conduct

The Okeechobee County
School Board Code of Student
Conduct Committee met on
Thursday, Feb. 7, to iron out
revisions to the School Code
of Student Conduct, which has
not been revised completely
since 1998.
The committee it made up
of various levels of school em-
ployees from administration
to teachers; local law enforce-
ment; and strategically chosen
community members who
have experience with children
in the community. There are
also individuals who work in
the local juvenile justice sys-
tem facilities.

Ken Kenworthy facilitated the
meeting.
The Code of Student Con-
duct was initially used during
the 1997-98 school year. While
changes have been made an-


nually to comply with changes
in legislation and to modify
certain parts of the code, an
overhaul revision has not been
addressed since its adoption.
The purpose of the com-,
mittee is to review the code
and make recommendations
to the superintendent. The su-
perintendent can accept, reject
and/or request clarification on
recommendations. The su-
perintendent will recommend
the revised code to the School
Board for approval.
While the meetings are
closed to committee mem-
bers, if any citizens have ad-
ditional concerns about pos-
sible revisions to the code of
conduct they may contact the

Ms. Altman

The Exceptional Student
Education Teacher of the Year
is Shanda Altman. While she
has only been in her current
position as an ESE Transition
Specialist for a year, she has
had ten years of teaching expe-
rience in Okeechobee County.
Ms. Altman received her
associate's degree from Indian
River Community College in
1993 and her bachelor's degree
in communicative disorders
from the University of Central
Florida in 1995. She continued
her education through the Uni-
versity of Florida where she has
completed 30 graduate hours
in specific learning disabilities.
Since 2003, Ms. Altman has
received exemplary on her
instructional performance ap-
praisals. She has maintained
many leadership roles over the
years as a mentor teacher, ESE
grade chair and ESE depart-
ment head.
Ms. Altman's principal
when she was at Yearling Mid-
dle School Brian Greseth stated
that her "caring and conscien-


tious qualities help to make
her not only an excellent role
model for students, but also
extremely effective in working
with parents and other faculty
members."
According

dent Educa-
tion director,
Ms. Altman
began her
role this year Shanda
as the county Altman
wide transi-
tion specialist. The focus of a
transition specialist is to get the
student in a position when they
graduate to become employed
or go into the workforce.
Ms. Altman works diligently
with special needs teachers to
develop life-long learning ac-
tivities.
Ms. Blair stated that, "Ms.
Altman is extremely creative
and resourceful in finding new
partners for our students to
learn job skills. Every time I

Teacher of the Year is Dawn
Nichols. She has held her cur-
rent position as a reading
coach for one and a half years.
Ms. Nichols has been teaching
for over eight years.
She obtained her associates
degree from Central Florida
Community College and her
bachelor's degree from Saint
Leo University in Saint Leo, Fla.
She continued her education
at Florida Atlantic University
in exceptional student educa-
tion and has also received her
reading endorsement through
Indian River Community Col-
lege, the Northeast Florida Edu-
cational Consortium, the Heart-
land Educational Consortium
and the school board.
She is certified in elemen-
tary education, exceptional
student education K-12, ESOL,
reading endorsement and mid-
dle grades integrated curricu-
lum. Ms. Nichols participates in


many training workshops and
courses to further her educa-
tion to better her students.
Ms. Nichols is involved in
committees at NEHS such as
the Reading
Leadership
Committee
which she
chairs. She
is chairs the
School Ad-
visory Com-
mittee and is
the yearbook Dawn
sponsor. She Nichols
is also cur-
rently participating in the Stu-
dent Code of Conduct Review
Committee to revise the anti-
quated code.
She began her career as a
long-term substitute in Yan-
keetown, Fla. and then began
teaching third grade at Lecanto
Primary School in 2000. Her
career in Okeechobee began at
Osceola Middle School in 2001
where she taught in Exception-

Outside of school, Ms. Altman
is active in the American Cancer
Society Walk for a cure for Breast
Cancer as a new team recruiter.
She brought the schools into the
walk as well by involving school
clubs to form teams and raise
funds.
Ms. Altman created a recy-
cling work program ran by ESE
students at Okeechobee High
School. The National Honor's So-
ciety helped make the recycling
boxes for the classrooms and
helped spread the word about re-
cycling around campus. The ESE
students are involved in all levels
of the program.


They have schedules of their
assigned recycling responsibili-
ties; some wash and sort cans
and bottles and others do pick-
ups from classrooms.
Ms. Altman stated that, "over
the years I have been able to
open my heart and my mind to
all students that struggle academ-
ically. They have taught me that
the best philosophy that I dem-
onstrated in my classroom is that
when you believe in yourself you
can achieve great things."
Ms. Altman is one of the final-
ists in the Okeechobee District
Teacher of the Year selection
process. One teacher will be
chosen to represent the districtat
the Okeechobee County School
Board meeting on Tuesday, Feb.
12, at 6 p.m. in the boardroom.

service can answer most of the tax issues faced by all middle to low

Many issues with the code are
just correcting errors that are sim-
ply out of date and need harsher
penalties or clearer wording due
to issues that have come up in the
last ten years as the environment
in the schools have evolved.
The code is also being revised
to reflect the same codes in the
School Environmental Safety In-
cident Reporting (SESIR) codes
and definitions. The SESIR codes
were developed to help school
districts correctly code data
used to report incidents that are
against the law or represent seri-
ous breaches of the code of stu-
dent conduct, including those
considered severe enough to re-
quire the involvement of a school
resource officer or to be reported
to law enforcement.
While the Student Code of
Conduct details minimum con-
sequences which vary according
to the grade level of the student,
it was reformatted to bring atten-
tion to the fact that "More severe
punishments may be assigned by
the principal, depending on the
facts of the specific case."
Some changes tb the chart on
alcohol and drugs consequences
were dealing with the prescrip-
tion drugs section. The commit-
tee is suggesting adding verbiage
to make possessing prescription
drugs, other than topicals, for
which the student does not have
a valid care plan allowing them
to carry the medication on their
person, i.e. inhalers, epi pens, in-
sulin, etc.
It was also added that infrac-
tions dealing with alcohol, and
drugs of any kind will be reported
to law enforcement and may be
reported to the Department of

Another key area where the
committee is adding additional
teeth to the code is dealing with
sexual offenses and bullying/ha-
rassment. These sections were
previously handled under other
codes and are now being sepa-
rated with their own set of spe-
cific consequences to mirror the
SESIR codes and definitions.
The committee has written a
set of consequences for sexual
offenses through research from
Florida Statutes and other codes
of conducts from neighboring
school districts. It was also noted
in the code that all sexual of-
fenses must be reported to law
enforcement.
Bullying and harassment was
added to the violence section of
the code, and defined as "un-
wanted and repeated written,
verbal, or physical behavior in-
cluding any threatening, insulting
or dehumanizing acts pervasive
enough to create a hostile or of-
fensive environment."
This definition was taken from
the SESIR codes for bullying and
harassment.
The committee is literally go-
ing through every page of the
code and fixing any error that
they deem necessary to ensure
safety and equality in our district's
school system.
The committee will meet
again in the School Board cham-
bers on Tuesday, Feb. 19, at 5:30

Okeechobee Community


Theatre is at it again


The 29th season of the
Okeechobee Community theatre
concludes with a performance of
Plaza Suite, a three-act comedy
by Neil Simon. Performers are
now in three-day-a-week rehears-
als for the March 7, 8, 14 and 15
production. The play's three acts
take place in the same room of
New York's Plaza Hotel with each
act telling a different story.
Act one features Brynne Em-
ley, James Garner, Matthew Gar-
ner and Joyce Taylor and deals
with a couple's marriage suffer-
ing tension as the husband un-
dergoes a mid-life crisis. Emley
also appeared in State Fair; James
Garner appeared in State Fair and
Dearly Beloved; Matthew Garner
appeared in State Fair and Taylor
has appeared in State Fair and
Dearly Beloved.
Act two features Seth Garner,
Josh Van Wormer and Tina Wel-
born in the story of a woman


who becomes star-struck when
she hears from an old high school
flame who has become a success-
ful movie producer. This will be
Garner's first Community Theatre
appearance; Van Wormer has ap-
peared in The Melody Lingers On,
State Fair and Dearly Beloved and
Welborn has performed in Over
the River and Through the Woods
and 110 in the Shade.
Act three performers are Lau-
rie Garner, Joey Marcinek, Emma
Marshall and Mike Zierden. Garner
has appeared in Dearly Beloved,
Marcinek in State Fair, Marshall in
State Fair and Zierdan's credits in-
clude Oklahoma, Rumors, Sound
of Music, 110 in the Shade, Guys
and Dolls and several other pro-

CIRCUS: Someone told me the circus did so poorly last Friday that
they folded up their tent and left without even having the Saturday
shows. It does not really surprise me that people didn't go. We just had
a circus here in town a few weeks ago. How many circuses do you
think one town can support? Most people will not take their kids to the
circus more than one time a year. Most of the people who wanted to go
to a circus, already went to one this year. Plus it was competing with the
Battle of Okeechobee and the Florida High School Rodeo's competition
in Okeechobee. I know they are trying to schedule more stuff at the
Agri-Civic Center. However, they really should have warned this circus
about the other events scheduled in town that weekend, and that there
had just been a circus in town a few weeks before.

MAIL: In response to the comment about the Halloween cards arriv-
ing just the other day. First off, is this is an exaggerated story or are you
are missing some components of the story? Did the mail come from
Mexico? Did the letters have the correct zip? I am a former employee
of the USPS and I held many different positions while working there. If
your letter is delayed, it does not rest solely on the Okeechobee Post Of-
fice. When a letter gets mailed there are many processes it goes through
before it ends up here in Okeechobee, and I can guarantee if it is in the
Okeechobee Post Office, it will be delivered immediately. No one ever
writes in with the stories about letters with bad addresses that make it
to your house. The employees of the USPS are very dedicated in making
sure you receive your mail. If you receive a letter three months after it
was mailed, I would make a copy of the envelope and send it or take it
to the post office. I guarantee they will be able to tell why it was delayed.
If you go to USPS.gov, you will find that they have many services and
you will not even have to step into the post office, and several busi-
nesses around town sell stamps. You can even call in a phone order for
stamps. I know it is easier to complain than to find a solution. We have
one of the best mail systems in the world and one of the cheapest.
PO BOXES: Regarding getting mail late, I am sure I know of cases
where mail was late because it was put in the wrong PO Box. I have a
Post Office Box as I am out of town a lot and don't want mail piling up
in a mailbox in front of my house. I only pick up my mail once a week.
I don't get that much mail anyway. I pay my bills online. Probably three
or four times a year; I find someone else's mail in my box. This mail did
not have my PO Box number on it. Usually it is one number off. Any-
way, if the mail sorter accidentally puts someone else's mail in my box,
I may not see it for a week. When I do find misplaced mail in my box,
I put it back in the mail slot so they can resort it. But I can see where
there could be a delay.
WATER: Some of the businesses in this town water with "recycled"
water. There is a technical term for it but, it escapes me at the moment.
If you want to see some water violations go out to the Lazy 7 area. Some
homeowners water every single day and for hours at a time. People
think that because they have wells that the ordinance does not apply to
them. But, according to the articles in the paper, it now does. We have a
well and an irrigation system, but we turned the sprinklers off when the
first restrictions were placed. The water situation in South Florida is criti-
cal. Editor's note: Under the water restrictions put in place on
Jan. 15, all water use is restricted including well water, surface
water and OUA water. The South Florida Water Management
District (SFWMD) has declared an extreme District-wide water
shortage, directly affecting more than five million South Flor-
ida residents and thousands of farms and businesses. Modi-
fied.Phase IILwater shortage order, went into Jan. 15, 2008,,
+ and includes:
Residents and businesses of Okeechobee, St. Lucie, Mar-
tin, Palm Beach, Broward, Miami-Dade, Monroe, Hendry and
Glades counties are limited to a one-day-per-week landscape
irrigation schedule with two "watering windows." Odd street
addresses may irrigate lawns and landscapes on Mondays be-
tween 4 a.m. and 8 a.m. or 4 p.m. and 8 p.m.
Even street addresses may irrigate lawns and landscapes
on Thursday between 4 a.m. and 8: a.m. or 4 p.m. and 8 p.m.
Residents and businesses with more than five acres have ex-
panded irrigation hours, between midnight and 8 a.m. OR 4
p.m. and 11:59 p.m. on their designated irrigation day.
Hand-watering with one hose fitted with an automatic shut-
off nozzle is allowed for 10 minutes per day for landscape
stress relief and to prevent plant die-off.
Low-volume irrigation, including the use of drip and micro-
jet systems that apply water directly to plant root zones, is not
restricted but should be voluntarily reduced.
Additional watering days and times will be allocated for the
establishment of new lawns and landscapes.
No restrictions apply to other outside water uses, such as
for car and boat washing, pressure cleaning of paved sur-
faces, decorative fountains and water-based recreation (e.g.
swimming pools, water slides).
Golf courses must reduce their allocated water use by 45
percent.
The new, mandatory restrictions apply to all water from tra-
ditional sources, including water from public utilities, private
wells, canals, ponds and lakes. Users of 100-percent reclaimed
water are exempt from the restrictions but are encouraged to
conserve water voluntarily.
Because jurisdiction in certain counties is shared with other
water management districts, the SFWMD has coordinated with
these agencies to simplify implementation and enforcement.

Christian Academy selling pizza
Okeechobee Christian Academy, A/K/A Grace Christian School, is
having a spring fundraiser in order to help with the expenses of run-
ning the school. The students will be selling a Dominos discount card
for the price of $10 each, which will allow the customer to use up to
20 times during the year of 2008. With the card you are allowed to
buy any pizza at regular price and receive a second one of equal or
lesser value for free. The student who sells the most cards will receive

Discount cards aid youth activities
Communities in Schools and the Police Athletic League of
Okeechobee have discount cards available. The cards are $10 and

Advocacy group seeking members
The Florida Local Advocacy Council in this area has openings for
membership. The members of the volunteer council protect and ad-

Parent education classes offered
The Okeechobee County Healthy Start Coalition will be offering
parenting education classes for infants to age 3. All pregnant women
and parents are encouraged to attend. Each participant will receive a
gift. This adults-only parenting class consists of six, one-hour classes.
You must attend all six classes to get a certificate of completion. We
now have day and evening classes available. No child care will be

CAP looking for members
The Florida Wing of the Civil Air Patrol -- United States Air Force
Auxiliary has formed a CAP unit in Okeechobee. Okeechobee Com-
posite Squadron 453 currently has 26 members. Senior members
and cadets are being recruited for the unit. Youths between the ages
of 12 and 18 are eligible. Senior members are needed to administer
the unit and provide supervision for the cadets. The three main mis-
sions of the Civil Air Patrol are emergency services, aerospace educa-
tion and cadet programs. Senior members and cadets work side by

Martha's House is collecting used cell phones to return for money.

My Aunt's House seeks volunteers
My Aunt's House, Inc. a 501 (c) (3) organization is looking for two
to three volunteers to work in our Closet any day, or days, Monday
through Friday during the hours of 9 a.m. until 2 p.m. We are also
looking for a volunteer to become the director and a board member
of The Clothes Closet. The volunteer should communicate well with
the public and should be able to seek support from city and county

Center offers service to children


The Family Outreach Center at Sacred Heart offers a service to
youth and children by giving free classes in martial arts. The classes
are currently taught four days a week on Monday, Wednesday and
Friday, from 6 until 8 p.m. and on Saturday from 5:30 until 7:30 p.m.

Group providing animal rescue
Florida Wildlife Rescue Service of Okeechobee is currently provid-
ing rescue, pick up and transport of sick, injured, orphaned or other-
wise impaired wildlife.
Anyone who finds a wild animal in need of help is encouraged to
give us a call. A volunteer transporter, licensed by the Florida Fish &
Wildlife Conservation Commission, will be more than happy to help
you and the animal.

were $4 higher and most calves were $3-5
higher. Not many cattle for sale and a lot of
people wanting to buy. Look for prices to
stay good as long as numbers stay down.

market with $1.95, Wynne Ranch, Pt. St.
Lucie topped the cow market with $64.50.
We will be selling about 300 head of good,

school students from around the
state will compete to determine
which schools' team is most
knowledgeable about consumer
issues. The annual "LifeSmarts
... the Ultimate Consumer Chal-
lenge" competition is held in
states across the U.S. and the
winning state teams then go on
to compete for the national title.
The Florida Department of Ag-
riculture and Consumer Services
is the state sponsor of LifeSmarts.
The Department is the state's lead
agency for consumer issues and
regulates various businesses, such
as motor vehicle repair shops,
health studios, telemarketers,
business opportunities and chari-
table solicitors. It also operates as
the state's clearinghouse for con-
sumer complaints and maintains
the state's Consumer Helpline
1-800-HELPFLA (1-800-435-7352)
or 1-800-FL-AYUDA (352-9832).
LifeSmarts is an educational
program that develops the con-
sumer and marketplace skills
of teenagers in a fun way and
rewards them. for this knowl-
edge. The program is a flexible
classroom or group activity that
teaches teens to be educated and
responsible consumers and citi-
zens. The content focuses on five
key areas of consumer knowledge
that teens need to know to func-
tion effectively in today's market-
place: personal finance, health
and safety, the environment, tech-
nology, and consumer rights and
responsibilities.
"Students gain meaningful
'consumer knowledge, aware-
ness of consumer resources
and confidence to participate in
today's dynamic global market-
place," Bronson said. "They also
learn important skills that will last
them a lifetime, such as team-
work skills, verbal communica-
tion skills, and leadership abilities
- and have fun in the process.
LifeSmarts helps teens become
better decision-makers and sav-
vier consumers."
This is the twelfth year for
LifeSmarts in Florida.

FCAT heads for YMS


FCAT testing is
around the corner
All eighth grade students will
begin the FCAT testing by taking
the FCAT Writing Exam on Feb.
12. Students will be given either an
expository or persuasive writing
prompt and will be given forty-five
minutes to complete their writing.
Eighth grade students will also be
given two forty-minute sections of
the Writing Plus Exam. The Writ-
ing Plus Exam is designed to test
students' language arts skills.
FCAT Night at Publix
Yearling Middle School would
like to say thank you to Publix
manager Mr. Folsom and to the
rest of the Publix employees for
helping make our FCAT Night at
Publix a huge success! Twenty-sev-
en students, along with their par-
ents, were given the opportunity to
practice their math skills through
real-world application. Mr. Folsom
and Yearling guidance counselor

to set up a very educational expe-
rience in a very nice way.
Bonus Bills
The teachers and staff at Year-
ling Middle School are continuing
to give students "Bonus Bills" for
good behavior. The Bonus Bills are
part of our new Positive Behavior
System.! Students may use the bills
to purchase their way into field
days or buy school items. During
the month of February, students
will be able to use Bonus Bills to
purchase their ticket for a basket-
ball game. Yearling has scheduled
three basketball games (One for
each grade level).
On Friday, Feb. 15, sixth grade
students will be able to enjoy a
game between the sixth grade "B"
team basketball players and the
sixth grade girls basketball players.

Tutorial Programs
Yearling Middle School offers
an afternoon tutorial program
on Tuesday and Thursdays from
3:45-5 p.m. We also have a morn-
ing tutorial from 7:10-8:10 Tuesday
through Thursday. Morning tutori-
al students are able to ride the high
school bus in the morning and will
be shuttled to Yearling on Tuesday,
Wednesday, and Thursday morn-


ings only. All students must sign
up in advance to participate in any
tutorial programs. Please contact

Early Release Day
Our next Early Release Day will
be Friday, Feb. 15. The early release
is for students only. Employees will
work the regular school day hours.
The purpose of the days is to pro-
vide time for teachers to do aca-
demic planning, attend training,
and conduct parent conferences.
The Student Early Release Days
are: School hours for these days
will be: 8:45 a.m. 12:05 p.m.
Students will be fed a light break-
fast and a meal prior to dismissal.
Regular bus service (transporting
students home) will occur at the
Early Release dismissal times. Par-

When I visit the PGA Mer-
chandise Show I am usually on
the lookout for new and unusual
products. Here's one that is un-
usual, not new, but improved. It
is the Q-Link.

at respectable institutions, such
as University of California Irvine
and Imperial College London that
have demonstrated significant ef-
fects.
Since the bracelet looks pretty
good, I figured what do I have to
lose by giving it another try? Twice
the positive effects must mean
something, right?
Just to give the Q-Link the ben-
efit of the doubt, I put on a neck-
lace and a bracelet. I would have
to be the most balanced person


on earth now!
My first few days in Orlando,
my golf game was not very good.
After loading up with my Q-Links,
surprisingly, my last round of golf
in Orlando was by far my best.
Could it be the Q-Link? I was not
convinced.
Prior to leaving for Orlando,
work at my "day job" had been
particularly stressful. Like with
many companies, the recession
that our elected officials have just
discovered, has been messing

months. Was I less stressed when

had some blood work done at my
doctor. In spite of HIPPA Laws, I'll
share the fact that when I came
home, I received a call from the
doctor's office. My Bilirubin count
was double what it normally
should be.
A high Bilirubin count is in-
dicative of a Gilberts Syndrome, a
condition in approximately 2% of
the population. I asked the nurse
what would cause such a spike.
She asked me if I was particularly
stressed when I took the test and
asked me to come back for a re-
test.
Thankfully, the re-test record-
ed normal levels. The nurse asked
me if anything had changed since
my last test. I thought about it.
Certainly the economy has not
improved. Neither has my con-
cern about its effect on business.
So what was different? Of
course, this time I was wearing
my two Q-Links!
Was this a scientific experi-
ment? Of course not! Can I prom-
ise you the same results? No, but
what do you have to lose?

March for
Babies benefit
OkeechobeeSeacoast Nation-
al Bank will hold the 6th Annual
Bass Tournament to benefit the
March of Dimes/March for Ba-
bies on Saturday, Feb. 23. The
tournament will be held at Okee-
Tantie Marina.
Early registration is available
at www.seacoastnational.com
or by picking up an application
at any Seacoast National Bank
location. The tournament is
based on a 100-(2 angler) boat
field, Is, place payout will be
3,000, 2nd place $1,500, 3rd place
$750, 41t place $500 and 5".1 place
$250. Biggest fish pays $1,000. A
smaller field will result in lower,
prorated payouts. Advance regis-
tration will be closed on Feb. 20.
Anglers will begin at safe light
with a weigh-in at 3 pim. The
cost of the tournament is $110
per boat.
The general public is invited
to attend the weigh in and par-
ticipate in the 50-50 drawing.

Star Summer Basketball Camp.
The Ten Star All Star Summer
Basketball Camp is by Invitation
