SFWMD may install pumps

Lakeside pumps
could move water in
extreme shortages
WEST PALM BEACH -- In the
face of persistent water short-
age conditions, the South Flor-
ida Water Management District
(SFWMD) is investigating the
feasibility of installing 14 new
lakeside temporary pumps
along the southern rim of Lake
Okeechobee to assist in meet-
ing future water supply needs.

The SFWMD Governing
Board approved funding for the
potential $1.5 million project
that could involve installing die-
sel-powered hydraulic pumps
on the lake side of water con-
trol structures S-351, S-352 and
S-354 in Palm Beach County.
Water managers are thor-
oughly examining the option,
including a cost benefit analysis
and environmental permitting
review, to determine if the pro-
posed new temporary pumps
are the best way to continue
limited water delivery south of

Lake Okeechobee during the
water shortage.
"Investigating all of our wa-
ter supply options is the most
responsible route we can take
in the face of weather uncer-
tainties," said SFWMD Govern-
ing Board Chairman Eric Buer-
mann. "Even if new pumps are
installed, that will not resolve
the water shortage. Everyone

rnps under consider-

ation would be able to lift wa-
ter from Lake Okeechobee into
the North New River, Hillsboro
and Miami canals, even if the
lake water level drops below
seven feet. The pumps could
move water at a combined rate
of 700 cubic feet per second, or
about half the capacity of the
temporary canal-side forward
pumps already in use.
If natural conditions contin-
ue to lower Lake Okeechobee's
water level, the lake side tem-
porary pumps would be able
to provide a small percentage

of water to serve area supply
needs. At this time, a decision
to install the pumps would be
a precautionary measure in
the event Lake Okeechobee's
water level drops below 7 feet.
Lake Okeechobee's water level
Tuesday was 10.12 feet, still
more than four feet below its
historical average for this time
of year.
If the 2008 rainy season pro-
vides enough water to raise
Lake Okeechobee levels, the

"Physical fitness, recre-
ation, and sound nutrition
are central components of
a healthy, meaningful, and
productive life," stated Gov-
ernor Crist, when he created
the 'Governors Council on
Physical fitness. State Surgeon
General Ana Viamonte Ros
has also reinforced these sen-
timents with her prevention,
preparedness and personal
responsibility tour around the
state.
Keeping the governors and
surgeon general's goals in
mind, the Okeechobee Coun-
ty Health Department (OCHD)
found a fun, easy, and inno-
vative way to incorporate a
physical fitness program into
the workplace on a daily ba-
sis.
The "Rally to Tally" pro-
gram was a 12-week simulated
walking challenge to the state

capital. After a brief question-
naire, those who wished to
join the walk were given pe-
dometers and a walking diary
to enter their number of steps
daily. The numbers were then
turned in to Barbara Gode-
john, Healthy Communities
Coordinator.
Participants were encour-
aged to do at least 10,000 steps
a day. The program began on
Sept. 21, 2007 in Okeechobee
County with a goal of making
it to Tallahassee, which is ap-
proximately 355 miles away.
The last official day of record
keeping was Dec. 14, 2007.
A Florida map was placed
in a common work space, and
each walker moved up on the
map according to how many
steps they had taken that
week.
At the end of 12 weeks, the
nine participants' total steps
were 5,212,083; which equals
approximately 2,606 miles.

Because of the effort of all the
walkers, OCHD had walked
not only to Tallahassee, but
had walked far enough to visit
Disneyland in Anaheim, Calif.
Our overall goal is to make
our community healthier.
This easy and low impact pro-
gram will be available to the
public starting at the end of
January. The OCHD and the
Okeechobee County Library
have partnered together to
sponsor this event for the gen-
eral public.
This is how it will work.
Anyone interested, beginning
Wednesday, Jan. 23, can con-
tact Ms. Godejohn at OCHD or
visit the Okeechobee County
Library to fill out the registra-
tion questionnaire. Through
that conversation, she will ob-
tain your address to mail your

Man, woman fa(

By Eric Kopp
Okeechobee News
An Okeechobee man and
woman were arrested late last
week on felony drug charges after
the Okeechobee Narcotics Task
Force executed a search warrant
on the home they were sharing.
Tavares L. Whitehead, 30,
S.E. 68th Ave., was charged with
the felonies of possession of a
controlled substance and posses-
sion of a firearm by a convicted
felon. He was also charged with
the misdemeanors of possession
of marijuana under 20 grams and
possession of drug parapher-
nalia. He was booked into the
Okeechobee County Jail under a
bond of $11,000.
Also arrested was Melissa
Carnley, 20, S.E. 68th Ave. She was
charged with the felony of pos-
session of a controlled substance
and the misdemeanor of pos-
session of drug paraphernalia.
Carnley was also booked into the

county jail and her bond was set
at $6,000.
Court records indicate that
Whitehead has been arrested on
numerous felony charges. He also
served three years in prison after
being convicted in 2004 of the
felonies of driving while license
suspended/revoked habitual of-
fender' and the sale/manufacture/
delivery of cocaine (two counts).
Florida Department of Correc-
tions records indicate Whitehead
was released from prison on April
9, 2007.
Arrest records from the
Okeechobee County Sheriff's

7e drug
Office (OCSO) indicate that the
task force executed the search
warrant on Friday, Jan. 18, shortly
after 10 p.m. When they entered
the home there were five people
,in the home, including White-
head and Carnley. The other three
people -- ranging in age from 18
to 25 -- were released after ques-
tioning.
The arrest report indicates
when the bedroom shared by
Whitehead and Carnley was
searched task force detectives
found: a loaded .22 caliber rifle
with six rounds of ammunition
in the magazine; an air pistol; a
green leafy substance that, when
field tested, indicated a positive
result for the presence of marijua-
na; one hydrocodone tablet; and,
one xanax tablet.
The suspected marijuana
weighed 1.6 grams.
In the living room, the report
states that detectives found: a sus-
pected glass smoking pipe with a
residue; a grinder apparently used

charges
to prepare marijuana for smok-
ing; and, metallic screens used
inside smoking pipes.
The detectives stated in the re-
port that in the kitchen they also
found two glass smoking pipes
with residue in each.
A check with the Okeechobee
County Clerk of Courts office in-
dicates that while Whitehead was
released from prison in April, he
was arrested on July 30, 2007. He
was charged with the felonies of
possession of cocaine and tam-
pering with physical evidence.
On Sept. 4, 2007, he was ar-
rested on a felony charge of pos-
sqssion of alprazolam, as well as
the misdemeanors of driving un-
der the influence and possession
of marijuana under 20 grams.
On Oct. 18, 2007, he was ar-
rested on felony charges of pos-
session of cocaine, possession of
a controlled substance without a
valid prescription and possession
of alprazolam.

ers. A major area of concern,
the effects of the drought, will
be considered. The board will
also consider funding for waste-
water infrastructure.
Architect Tom Hammer will
be on hand to present drawings
and receive comments from the
commissioners. It had already
been determined in previous
discussions that both towers
would be removed from the rear
of the building. One tower is an
elevator shaft. The other tower
was constructed so the building
would be balanced architectur-
ally. Commissioners had also
previously decided to remove
-their existing commission cham-
bers and reopen the original
breezeway that went through
the center of the building. The
northeast addition which held
the clerk's, record storage will
also be removed.
Commissioners have yet to
make a final decision on where
the elevator will be located.
There will probably be discus-
sion of restoration of Courtroom
A. It had been suggested that
it be restored for a ceremonial
courtroom and for commission
meetings. Commissioners will
also have to decide on the floor
plans for the first and second
floors.
At a workshop on Dec. 5,
2007 the commissioner decided
that it would be better to move
all operations out of the court-
house during restoration. They
had originally decided to reno-
vate the building for temporary
use while it was being renovat-

building.
Turning to a matter which
has far reaching effects, George
Horne of South Florida Water
Management District is sched-
uled to address, the board con-
cerning temporary pump alter-
natives, structure stability and
water restrictions.
In another environmental is-
sue, John Hayford,, executive
director of the Okeechobee Util-
ity Authority and Dale Milita of
Craig A. Smith Governmental
Services are scheduled to ad-
dress the board concerning
endorsement of federal appro-
priations for wastewater infra-
structure. They will be seeking
funding for a proposed eastside
forcemain which could serve
Treasure Island.
In other action, the board is
expected to:
*proclaim the week of Feb.
11 17 to be 211 Awareness
Week in Okeechobee County;
*hear comments from James
Shockley concerning the use of
the sports complex;
*hear comments from Mer-
ton Alden concerning produce
licenses;
*consider termination of an
industrial park lease; and
*ratify an emergency pur-

hooded sweatshirts.
"We don't have much," said
Detective Taylor, in regard to
a description of the two men.
"They had the hoods tied around
their faces so only the nose area
was exposed."
The detective said she was
told by a restaurant employee
that the clothes being worn
by the men looked to be new,

had occurred around 3 p.m. last
Friday in the area of N.W 12th
St. and N.W Ninth Ave. Acting
on the tip, the detectives went
to the area and began to speak
with Wiles.
Using the information given
them, the detectives found a
small square charcoal grill.
When they lifted the grill they'
reportedly found a small plas-
tic bottle wrapped in electrical
tape. Inside the bottle was a
substance suspected to be crack
cocaine.
According to the arrest re-
port, when the substance was
field tested it indicated a posi-
tive result for the presence of-
cocaine. The substance, which
weighed 2 grams, was cut into
$10, $20 and $40 pieces, contin-

Detective Taylor did say that
according to the employees,
the men made a comment that
leads her to believe they may be

This restaurant was robbed
some time back, but Detective
Taylor doesn't believe the two
cases are connected. She said a
former restaurant employee is
believed to have committed the
prior robbery and is supposedly
somewhere in North Carolina.

stroke, and 109 from cancer.
The Florida Tobacco Preven-
tion and control program strategic
plan had two goals, reduce adult
tobacco use and reduce exposure
to second hand smoke.
"This is a very serious prob-
lem here in Okeechobee, I hope
to work with children, the schools
and with parents, because kids
see them smoking," she said.
Another goal is a reduction in
youth tobacco use.
"A lot of people don't want to
quit smoking, they will tell you
point blank, I enjoy smoking,"
she said.
Other programs include SWAT
or Students Working against To-
bacco programs in the middle
schools and high school.
The Health Department has
applied for grant dollars to run
these programs for the next three
years. $60,000 worth of grants
was applied for; officials should
know soon if the funding was ap-
proved.
The Health Department also
has a support group for people
who want to quit smoking at
the Okeechobee County Library.
Those interested in quitting smok-
ing can receive a six week supply
of nicotine patches. This service
is free.
"Tobacco education is im-
portant because people need to
know the steps to take. Some
people aren't aware of the side
effects they will go through when
they quit smoking," she said.
Roughly one out of three mioth
ers in Okeechobee who gave birth
in the past year, are smokers. The
cessation classes have tried to
reach more pregnant mothers.
The Florida Quit line for smok-
ers is Toll free 1-877-822-6669.
Each call is recorded and broken

dents call from Okeechobee, that
can improve the chances of the
local health department in their
efforts to receive grant dollars.
In other actions the CCC pro-
moted the Okeechobee Family
Health and Safety Expo that will
take place this Saturday at the
Okeechobee Agri Civic Center.

Sharon Vinson said there will
be events and demonstrations for,
all ages. It is a free event.
"We appreciate your support
and we will be looking for you,"
she told the group.
The event will feature home
health agencies, health screen-
ings, fire trucks, ambulances,
police cars and boats, police
helicopters, Smokey Bear, the
Okeechobee County Health De-
partment and other health related
agencies.
The event runs from 9 a.m. un-
til 2 p.m.
The CCC is already looking
for information for their summer
activity guide. Any summer activ-
ity for children in Okeechobee is
placed in the publication. This is
the third year that the guide is be-
ing printed.
A copy of each guide is sent
home with every student in -
Okeechobee Schools at the end
of the school year.
Ms. Vinson also reported that
300 local children received a nice
Christmas due to efforts by My
Aunt's House in Okeechobee.
The members of the CCC helped
collect presents for the program.
Saturday, March 1, is the an-
nual Walk America for the March
of Dimes.
The Healthy Start Coalition
is collecting yard sale items for
their annual yard sale. The an-
nual career exposition hosted by
Communities in Schools and the
Police Athlete League will be held
on Feb. 8' at the Dixon Hendry
Campus at Indian River Commu-
nity College. All eighth and ninth
graders in the school system at-
tend the career event each year.
"It's been very successful,"
Coordinator Jill Rogers said. "It
works really well and we feel the
kids really benefit from it."
Patricia O'Connor with the
Okeechobee County Library re-
ported that an ongoing series of
lectures on Broadway take place
every Tuesday night at 7 p.m.

Speak Out

Speak Out has moved online, where it is quicker and
easier to share your ideas and converse with others. Go to
www.newszap.com, click on the community name and your
local or state Public Forum. There, you can create new
topics or comment on existing topics. You can also e-mail
comments to okeenews@newszap.com or call 863-467-2033,
but online comments get posted faster and not all phone calls
can be printed. What follows is a sampling of some of the
discussions currently taking place. Thanks for participating

SEX EDUCATION: It is a sad state of affairs that our county/
district does not offer proper sex education classes from middle
through high school. It is my understanding that Okeechobee
County is one of only two in the state that have not seen a reduc-
tion in the teenage pregnancy rate. Although there are several fac-
tors at play, I agree that the school district shares the responsibility.
"Abstinence only" is not sufficient.

TEENAGE WORKERS: The way I look at it, regarding these
teenagers who have the desire to work. They do need to be pro-
tected. The hardest thing, for me to understand is the word "man-
ager". Their job description is to manage the business. If anything,
it should be their responsibility to "close up" and make sure the
business and its employees are secure. Shame on the managers if
they're shirking their management responsibilities. Not to mention
the concern for ALL their employees. More money ... less action.
Definitely something wrong with this picture. I'm not sure my child
would work in an establishment that put them in this position. I
do know for sure, that a police officer/deputy will escort you to
your car if you're feeling threatened. Remember there IS safety in
numbers, if there are only two employees leaving the business, be.
smart -- wait for each other.

BLUE HAIRS: Somebody called in to the Speak Out column
last week, saying the locals refer to people from up north as 'Blue
Hairs.' The way I understand it, it's not about the snowbirds in
particular. Anyone can be a "blue hair." Blue hairs are women of a
certain age who have white hair, then add a blue tint to it. The re-
tirement communities of Century Village were often referred to as
Blue Hair Village by me and my compatriots, back in the day, and
they still are called that today. Now being chronologically qualified
to live at Blue Hair Village, I guess it's not as funny as it was 30
years, ago.

COMPASSION: What makes normal nice people become so
inconsiderate when they become attorneys? You have absolutely
no compassion for the people you take money from. In time of
need no one can reach you, God forbid you should return a phone
call. Oh, but if money is owed you would be on the phone in a
New York minute. Due to an unfortunate incident my sister has
been trying to contact an attorney for 10 days all she needs is five
minutes. She just needs the secretary to type up a letter then have
the attorney take two seconds to sign it.

VOTING: I am a Democrat in my 50s. I was told the other day
that I was prejudiced because I was voting for Hilary Clinton in-
stead of Barack Obama. This is not true. Most people have never
heard of Barack Obama till six months ago. A friend of mine and
I heard of him a couple of years ago and were impressed that we
now have an African-American Senator from Illinois. I have wanted
Hilary for president for the past 10 years and finally I am getting a
chance to vote for her.

ATTORNEYS: I would like to comment on attorneys in this
town. I just lost my son two weeks ago and have a legal matter that
I needed help with. Numerous calls to the attorneys were made,
but I couldn't get any return calls. Is it so hard to ask you for a few
minutes of your time to hear rmy problem? Why list yourphone
+ nuiber' if you don't return calls. A little compassionhwould have
been very much welcomed.

CONFEDERATES: This is in regards.to the people who don't
like the confederacy and confederate flags. They are Yankee liber-
als or whatever. Confederate History is American History. It's not
hate, like they are trying to make it out to be, Sons of the Confed-
eracy is not a hate group. The Sons of the Confederacy is our right
to look at our ancestors, just like Blacks want to look at theirs and
Spanish want to look 'at theirs and Yankees want to look at theirs.

CONSOLIDATION: Yes, this is about the tax and everything
going on in Okeechobee. It's time now for Okeechobee County
and the city to merge into one. Duplications are costing us a lot of
money, and if people of Okeechobee can't see that, there is some-
thing wrong. The commissioners and stuff, they don't care, they
will spend money regardless. We need to do something and the
only thing I can see is to merge the City and County together. Quit
this duplications and there will be plenty of money for everybody.

OBAMA: There are a lot of internet lies going around about
Senator Barak Obama. They claim he i's a Muslim. That is not true.
He is a Christian. He was raised by his mother, a Christian. His fa-
ther was a Muslim from Africa, but his mother and father split up.
They claim he refuses to pledge allegiance to the flag. Again not
true. I watched the video that goes with the photo going around on
the internet. He is standing in front of a flag and others have their
hands over their hearts, but the people are not pledging allegiance.
They are listening to a singer give an interpretation of the National
Anthem. I am voting Republican, and am not supporting any of the
Democrats, but I hate to see these lies going around about anyone.
It makes you wonder just who is spreading these lies.'

"In a democracy, the highest office is that of citizens."
US Supreme Court Justice Felix Frankfurter.

We agree. Yet too many citizens feel powerless to influence
the flow of events.

We give people a voice. Our Speak Out column is just one
example. We consider it an extension of the secret ballot and
a return of the values of the American Revolution.

I V i s Preserve family memories

(ARA) When Kathy Paul
heard all. the laughter coming
from her kitchen during the Paul
Family Reunion in the summer of
2007, she knew compiling a fam-
ily cookbook was the perfect way
to record joyful moments such as
this.
"As they were preparing their
dishes, my nieces were laugh-
ing and having such a good time
remembering stories about'their
childhoods at their grandma and
grandpa's house," says Paul,
who lives with her husband,
Don, on the farmstead that has
been in his family for more than
oviders" a century.
She wanted a tangible way
to preserve for younger family
- members all the memories and
recipes that have been so impor-
tant to her family. "I was sitting
at home making notes for the
reunion and trying to think of a
way to make it really special. I
thought a cookbook would be a
really great thing for every family
member to have and, hopefully,
pass on to future generations."

So Paul set out on a mission
that involved sending letters, e-
mailing and making phone calls
to relatives, asking them to bring
special recipes and memories to
the reunion. In the meantime,
she started collecting family pho-
tos dating back to the mid-1800s,
plus photos of the original farm
house, the original barn and the
still-blooming rose bush that has
been part of the farmstead since
it was transplanted from Pennsyl-
vania by Don's great-grandpar-
ents around 1865 when they first
came to Iowa.
"I put the photos on display
for the reunion and it got every-
one talking about the things they
remember," says Paul, who is no
amateur at creating cookbooks.
In fact, The Paul Family Cook-
book is the third cookbook proj-
ect under her belt. She helped
collect recipes for a cookbook
published in 1985 -- preserving
memories, photos, and recipes
from her side of the family -- as
well as an updated version re-
published in 2005 with the help

with recipes
of G&R Publishing Company in
Waverly, Iowa.
G&R Publishing has helped
customers create cookbooks for
families, churches, schools, non-
profit groups, businesses and
fundraisers for 35 years. "I was
very pleased with their friendly
and helpful service," says Paul.
"My son-in-law helped create the
custom cover and the, people at
G&R Publishing brought it all to-
gether, adding the special touch-
es I wanted."
With about 50 fa'nily mem-
bers in attendance at the reunion,
Paul was able to snap a special
photo that day to include in the
cookbook. She recently received
her shipment of cookbooks and
is excited to begin distributing
them to her family. "I go back to
my mother's recipes and Don's
mother's recipes all the time. I
like to think that future genera-
tions can go back to this cook-
book and remember the recipes
their mother and grandmother
used to make."

Dead manatee
This dead manatee was discovered floating in Taylor Creek on Sunday, Jan. 20. A Taylor
Creek Isles homeowner tied the creature to his dock. Florida Fish and Wildlife Conserva-
tion Commission officials were called. They came out on Monday Jan. 21 to remove the
manatee and conduct an autopsy to determine the cause of death.

Water restrictions in effect

The South Florida Water Man-
agement District (SFWMD) has
declared an extreme District-wide
water shortage, directly affect-
ing more than five million South
Florida residents and thousands
of farms and businesses.
Modified Phase III water short-
age order, went into January 15,
2008, and includes:
Residents and businesses of
Okeechobee, St. Lucie, Mar-
tin, Palm Beach, Broward, Mi-
ami-Dade, Monroe, Hendry
and Glades counties are limited
to a one-day-per-week landscape
irrigation schedule with two "wa-
tering windows." Odd street ad-
dresses may irrigate lawns and
landscapes on Mondays be-
tween 4 a.m. and 8 a.m. or 4
p.m. and 8 p.m.
Even street addresses may ir-
rigate lawns and landscapes on

Thursdays between 4 a.m. and
8: a.m. or 4 p.m. and 8 p.m.
Residents and businesses with
more than five acres have ex-
panded irrigation hours, between
midnight and 8 a.m. OR 4 p.m.
and 11:59 p.m. on their desig-
nated irrigation day.
Hand-watering with one hose
fitted with an automatic shut-off
nozzle is allowed for 10 minutes
per day for landscape stress relief
and to prevent plant die-off.
Low-volume irrigation, includ-
ing the use of drip and microjet
systems that apply water directly
to plant root zones, is not re-
stricted but should be voluntarily
reduced.
Additional watering days and
times will be allocated for the
establishment of new lawns and
landscapes.
No restrictions apply to other

outside water uses, such as for
car and boat washing, pressure
cleaning of paved surfaces, deco-
rative fountains and water-based
recreation (e.g. swimming pools,
water slides).
Golf courses must reduce their
allocated water use by 45 per-
cent.
The new, mandatory restric-
tions apply to all water from tra-
ditional sources, including water
from public utilities, private wells,
canals, ponds and lakes. Users of
100-percent reclaimed water are
exempt from the restrictions but
are encouraged to conserve wa-
ter voluntarily.
Because jurisdiction in certain
counties is shared with other wa-
ter management districts, the SF-
WMD has coordinated with these
agencies to simplify implementa-
tion and enforcement.

Golf "To Dye For"

As I'm packing my bags to
head up to the PGA Merchandise
Show in Orlando, I would like
to fill you in on a different PGA
excursion that I recently had the
pleasure to experience.
The Dye Course at the PGA
Golf Club in Port St. Lucie has
always been one of my favorites.
In the Pete Dye tradition, it was
not an easy course to play. That
fact had some golfers scratching
their heads. As it is the mission b
of the PGA to grow the game,
they called upon Mr. Dye to make The

Okeechobee area to play a round
at the Dye Course, for those of
you a little further, it is still worth
the trip, but you may want to stay
and play.
In addition to the Dye Course,
the PGA Golf Club features two
Tom Fazio courses, the Wanna-
maker and the Ryder. All three are
championship caliber, providing
the quality and amenities that you
would expect at a private facility.
The fees are reasonable and the
play is open to the public.
Adjacent to the PGA Golf
Club is the PGA Learning Center.
The center is the most extensive
practice facility you will find any-
where! You can practice so much
more than just pounding drives
off a range. There is a huge put-
ting green, bunkers with several
types of sand and distances, short
game areas and more. What is
special is they do not charge by
the bucket. Instead, you pay for a
session with unlimited balls.
This is also a fine place for
group or individual lessons. If
your game needs an overhaul,
the PGA offers several school pro-
grams.

school packages or even vacation
deals.
