injured and five were killed.
This operation will also
include enforcement of aggres-

Harris is back in prison
Harris was convicted
in '95 murder case
By Eric Kopp
Okeechobee News
A former Okeechobee man
convicted in the March 1995
shooting death of Elizabeth Faye
Hatfield is back in prison.
Ryan C. Harris, 30, was sent
back to prison after being con-
victed of having sexual relations
with a 16-year-old boy, said Assis-
tant State Attorney Jackie Fulford
in a telephone interview Tuesday,
Jan. 23, from her Tallahassee
office.
According to Ms. Fulford, Har-
ris had sex with the boy in Jeffer-
son County, and in the man's
apartment in Tallahassee. Talla-
hassee is located in Leon County.
Harris was convicted of sexu-
al activity with a 16 or 17 year old

activity with a 16 or 17 year old
for the incident in his Tallahassee
apartment.
Ms. Fulford said he was also
convicted of attempted escape
and aggravated battery on a law
enforcement officer.
Harris was first arrested on
March 15, 1995, in connection
with the shooting death of Ms.
Hatfield, then 18. Her body was
found in the bedroom of her 60-
foot mobile home in Four Sea-
sons Estates.
She had multiple gunshot
wounds to the head and face.
Also arrested in the case was
Kevin Cutts, then 17. He was
charged with the actual murder.
Harris was originally convict-
ed of murder, but after his appeal
of the ruling a West Palm Beach
jury convicted him of
manslaughter. He was sentenced
to seven years in prison.
The case was originally han-
dled by now-retired Okeechobee

As the time gets closer for
the first ever county fair, plans
are being finalized. Terry Bur-
roughs of the fair association
will be presenting another idea
to the commissioners. The fair
association, in conjunction
with the Seminole Tribe of
Florida, proposes to have a
Seminole Indian Village as part
of the fair. The plans call for
four chickee huts to be built.
Seminole Indians would use
them to demonstrate various
aspects of their culture during
the Seminole Indians Days of
the fair. At other times the huts
would serve as shelter and rest
area.

Horse virus
quarantine lifted
TALLAHASSEE Florida
Agriculture and Consumer Ser-
vices Commissioner Charles H.
Bronson on Tuesday said he is
confident that the outbreak of
Equine Herpesvirus-type 1, or
EHV-1, has been brought under
control. It has been more than
three weeks since any horse has
tested positive for the virus and
the last quarantine was lifted over
the weekend.
"I credit the cooperation and
proactive steps taken by the
equine community and the quick
response by the Department's
Division of Animal Industry with
the end of this outbreak," Mr.
Bronson said. "Identification of
infected and exposed horses,
implementation of biosecurity
measures and other proactive
measures taken by horse owners
prevented further spread of this
disease."
While some industry locations
instituted voluntary decontami-
nation measures and restricted
horse movements, protocol
required the state to place 10
locations under mandated quar-
antine including sites in Welling-
ton, Jupiter, Indiantown, Morris-
ton, Loxahatchee and Ocala.
Last week, after lab test results
confirmed there had been no
new case in three weeks, all but
one of the quarantines were lift-
ed. The final quarantine was lift-
ed over the weekend when all lab
results were negative.
The outbreak started when
horses imported from Europe
through a federal quarantine site
in New York were brought to
Wellington in late November.

March 17, 1995, Mr. Suttle said a
9mm Ruger handgun was found
at Harris' home.
A ballistics test done by
Michael Kelly of the Regional
Crime Lab at Indian River Com-
munity College in Fort Pierce con-
cluded that the Ruger did fire "...
the spent cartridge casings and
projectiles that were recovered at
the scene."
During that 1995 interview, Mr.
Suttle said the investigation "...
has also disclosed that Cutts actu-
ally pulled the trigger."
Cutts, now 29, was convicted
of first degree murder and burgla-

ry/assault of any person. He
received a life sentence and is
serving that sentence at the
Glades Correctional Institute.
Although Harris and Ms. Hat-
field were never married, they did
have a daughter who was 8-
months-old at the time of Ms. Hat-
field's death. When the woman
was shot to death, they baby was
asleep in the same room with her.
Shortly after the killing, Mr. Sut-
tie said the couple was having
domestic problems.
Harris' problems continued
after he was released from prison
on Feb. 1,2001.
Ms. Fulford said while living in
Tallahassee, Harris started having
online conversations with the 16-
year-old boy who lived in Monti-
cello.
"They chatted about sexual
preferences and such," she said.
"The boy was 16 at the time, but
looked to be about 10 years old."
She the two agreed to meet
and Harris drove to Monticello,
picked up the teen and had sexual
relations with him. Harris was
apparently giving the impression
that he was a police officer.
Ms. Fulford said he was driving
a former police vehicle out of
Texas that he had rigged up to
resemble a police patrol unit,
complete with a computer stand
"and the whole shebang."
She did say, however, that he
never told the boy he was a police
officer.
She said law enforcement
around Tallahassee had their eye
on Harris because he would pull
in behind motorists and "... was
acting like a police officer." She

said his car was equipped with
radio equipment and a scanner.
He was finally arrested after
police in Monticello caught him in
a cemetery with the teenage boy.
Harris was sentenced in May
of 2006 to 15 years in prison for
the offense committed in Jeffer-
son County and 15 years of proba-
tion. For the Leon County offense,
he was sentenced to one year in
prison and 15 years of sex offend-
er probation. He was also sen-
tenced to 15 years in prison for
the aggravated battery and
attempted escape conviction.
Coincidentally, Ms. Fulford is
an Okeechobee native.

One of those horses was infected
with the virus, which spread to
other horses early in the out-
break through close contact
before movement restrictions
were in place. The Department's
Division of Animal Industry then
set up an incident command
post in Palm Beach County to

to the disease and 12 others

"It is extremely tragic that we

annual skate cards. Only 51
skaters signed up in 2005. As of
Jan. 6, 2007, there are 85 card-

in February and March.
Most skaters have refused to

Commissioners will discuss at

A fourth possible option
would be to lease the operation of
the skate park and the concession

At the last meeting, the com-
missioners asked the agri-civc
center advisory committee to
come up with some recommen-
dations concerning the proposal
from the Cattlemen's Association
to the facility for rodeos.
While not offering any specific
recommendations, the commit-
tee agreed in concept that an
agreement should be struck
between the county and the cat-
tlemen's association. They rec-
ommended that a negotiating
team be formed to work out an
agreement. That team would con-
sist of county attorney John Cas-
sels, agri-civic center manger Pete
Keogh and one other person to be
named by either the county

Turning to economic matters,
Brandon Tucker of the Economic
Council of Okeechobee County
will be presenting the current
objectives of his organization.
To provide for more economic
development, the county is con-
sidering operation of another

will be looking at 10 possible
sites. All the proposed sites are on
major transportation routes and
several are near rail lines.
They are also scheduled to
consider at least two sites to be
submitted for consideration as
the location of a regional industry.
In other action, the board is
expected to:
present awards to John
Abney and Gene Woods in recog-
nition of their service as commis-
sioners;

purchase a Ford E-250 Cargo

discuss county priorities.

STUART The Martin County
Chapter of the American Red Cross
-is seeking volunteers for its newly
opened Red Cross Service Center
in Indiantown at 15516 S.W. Osce-
ola Street in the Non Profit Housing
Multipurpose Center. "The
Indiantown branch allows the
American Red Cross to better serve
the residents of western Martin
,County," said Mary Sawyer, Execu-
tive Director, American Red Cross
Martin County Chapter. The Red
Cross Service Center will allow
quicker response to disasters and
increased staffing at Red Cross
Shelters during emergencies or the
upcoming hurricane season. "We
are especially in need of volunteers
to work in the Service Center,
recruit additional volunteers, aids
and instructors to teach CPR and
First Aid courses," added Sawyer.
Now is the time for Indiantown
area residents to become an Amer-
ican Red Cross Volunteer. "If you
want to serve the residents of
Indiantown, you will gain the
rewarding experience that comes
from neighbor helping neighbor,"
added Sawyer. For a complete list
of American Red Cross Volunteer
opportunities in Indiantown, con-
tact the Martin County Chapter at

Safety Education classes. "For
example, we will be offering Adult
CPR classes and First Aid for our
Spanish speaking residents," said
Jim Hagen, Director, Health Ser-
vices, American Red Cross Martin
County Chapter. Offering classes in
an underserved area of Martin
County ensures that as many peo-
ple as possible will receive health
and safety training. Ultimately, this
will help save lives in Indiantown
during an emergency." For more
information about classes and
training programs, contact Jim
Hagen at (772) 287-2002.

Comments will be published in the newspaper as space permits.
OPTIONS: It's that time of year again and our visitors from the north
are taking their morning walk on the street hand-in-hand, and thinking
they have the right-of-way. When they meet a vehicle the driver of the
vehicle has four options if another vehicle is coming from the opposite
direction: come to a complete stop; pull over and pass them on the curb;
cross the yellow line and hit the other vehicle; or, run over them.
SKAIE PARK: I don't think the good ol' boys closed the park and only
open it for theirs. A handful of kids have only a handful of parents that
may or may not vote. When it starts getting into the pockets of the aver-
age taxpayer, I think you'd find more votes against it. I certainly applaud
the volunteers and folks who took the initiative to build this park for the
kids. But, if the interest only lasts two years it opened in 2004 then
it's time to close it and move on. Who wants to keep paying for the
repairs to damage done by unauthorized use by the skateboarders? And,
$400-$500 damage per night just to turn on the lights is a little steep.
Maybe tax dollars for a security camera and have the parents pay for
damages would be money better spent. I certainly agree that the 4-H and
other organizations have continued to exist by parental support and vol-
unteers. When was the last time you pulled a shift at the skate park?
I BET: I would bet that if a religious organization would go to the city
board with a plan to put a church for nudists on Main Street in downtown
Okeechobee, the board would pass the idea unanimously.
STEREOTYPING: I'd like to make a comment about the term African-
American. I know it is used a lot but I work with a guy who is from Africa,
born and raised. If you say the term African-American to him he will go
ballistic and tell you there is no such thing. They do not recognize an
African-American in Africa. So let's put a stop to that stereotyping term.
EDUCATION: Okeechobee High School is supposed to educate the
students. I see that the majority of the high school kids are getting an edu-
cation. But with the help of the media and the ACLU, the small group of
minorities can attempt to break the rules. Hopefully, that won't work. But
at least they are getting educated to the fact that you don't have to pay
attention to rules the ACLU will always help you out.
SPANKING: California parents could face jail and a fine for spanking
their young children under legislation a state lawmaker has promised to
introduce next week. Democratic Assemblywoman Sally Lieber said
such a law is needed because spanking victimizes helpless children and
breeds violence in society.
CIVIL RIGHTS: New law in Bangor, Maine: no smoking in your own
car if kids under the age of 18 are present. The fine is $50 the first time.
You know that ringing in your ears is not your imagination those are
your civil rights being chipped away at by the powers to be. And before
you jump down my throat about smoking and all the things that can kill
you, I know all that. The point I am trying to make is that if we as a nation
allow all this to continue one morning you will wake up and ask yourself
what happened? But, by then, it will be too late.
ISSUES: It's my bet that Assemblywoman Sally Lieber does not have
kids and still holds a grudge against her parents for her getting spankings.
I'm sorry but I think letting kids just run with no discipline teaches them
that they can get away with anything. When I was a kid and messed up I
would get my rear end torn up and I'm not a violent person. I think that
Assemblywoman Lieber has her own issues that need to be dealt with
before she forces them on others.
HORRIFIED: When my daughter was 13, she had received a swat on
the rear end. She turned to me and threatened t6 call the police and
report me for child abuse. I proceeded to get of th~e phone and ask that
an officer come out to my house. The officer arrived and asked my
daughter what happened. When she told him, the officer told her that if
she thought that was bad, she should see what he does to his kids. Need-
less to say, she never again threatened to turn me into the police. Imagine
what would have happened if this had been in this day and age? I'm hor-
rified that our government is now trying to step in and tell us how to disci-
pline our own children. Where will it end?
SHAME: I personally donated time and money to that skate park, and
it would be a shame to see it close. I am a member of the Okeechobee
Contractor Association and I know it cost well over $100,000 to build that
park. Community in Schools surveyed the kids and they said Okee-
chobee had nothing if you were not into sports or agriculture, and they
would like a skate park. The Okeechobee Contractors Association, Com-
munities in Schools, Okeechobee County Board of County Commission-
ers, the Okeechobee County Sheriff's Office and many other local busi-
nesses stepped up and provided this at no cost to the taxpayers. Kids are
going to skate, if not at the skate park than in the street. I know if I were a
parent I would much rather see my kids safe in the park than on the
street. If your kid is into skating than you as a parent have the responsibili-
ty to get involved for your kid's sake. It would be a shame to close the
park for a few bad apples.

Yearlings defeat Oslo
The Yearling Middle School
basketball team traveled to Oslo
Middle School on Thursday, Jan.
18, and
returned to
Okeechobee
with a 50-48
come-from-
behind win.
The Year-
lings started slow and couldn't
seem to keep the scoring pace
with the Oslo team. By the end of
the third quarter, Oslo led the
Yearlings by a score of 44-33.
The Yearling team stepped up
a notch in the fourth quarter
through some tough full-quart
pressing and some clutch free-
throw shooting from Brandon Bil-
lie and DeForest Shanks. The
Yearlings came back to tie Oslo
with less than a minute to play in
the game. An unforced error by
Oslo gave the ball to the Yearlings
with less than 30 seconds to play.
A great pass from Shanks to Shi-
ron Bryant brought the crowd to
their feet as Bryant scored with six
seconds remaining in the contest.
The Yearlings played great
defense to stop the Oslo team.
The game ended with the Yearling
up 50-48.
Leading scorers for the Year-
lings were Brandon Billie-21;
DeForest Shanks-13; Shiron
Bryant-12; Travis Conrad-2 and
Michael Watson-2.
The Yearling basketball team is
now 4-6 in conference and 5-7
overall. They will be on the road
again today when they head to
Moore Haven. They will host
Osceola Middle School on Thurs-
day, Jan. 25.
The boys' team is coached by
Kevin Jackson. The girls' team is
coached by Lori Davis-Bandi.
Home games start with the girls
playing at 4:30 p.m. The boys will
see action immediately following
the girls' game.

the other site improvements if
the fair association could get the

grateful to all those that made it
happen.
The county has hired Abney

IRCC to present
musical 'Brigadoon'
Disappear into the Highland
mist when Indian River Commu-
nity College OnStage presents
the popular musical
"Brigadoon", premiering Feb. 20.
As the curtain rises, two lost,
weary hunters find themselves
on a misty glen revealing
Brigadoon, an enchanted, Scot-
tish village which comes to life
only one day every hundred
years. No one may ever leave the
village or the enchantment will
be broken and Brigadoon and all
its inhabitants will fade away into
the mist forever. Far from being a
curse, the villagers view it as a
blessing and so will audience
members as they exit Brigadoon
with similar reluctance.
Audience members are sure
to delight with such famous
tunes as "Almost Like Being in
Love," "Waitin' for My Dearie"
and "There But for You Go I."
This wistful fantasy unfolds in
the McAlpin Fine Arts Center Feb.
20, 21, 22, 23, 24 at 8 p.m.; and
Feb. 24 and 25 at 2 p.m. Tickets
are $12 and may be purchased at
the IRCC box office, located at
the IRCC main campus, 3209 Vir-
ginia Ave., in Fort Pierce, Monday
through Friday from 11 a.m. until
3 p.m.; or by telephone with
VISA, MasterCard, or American
Express.
Call the IRCC box office at
462-4750 or toll-free at 1-800-220-
9915 to reserve your seats today.

The Okeechobee News, Wednesday, January 24, 2007
Fresh water releases to continue for Caloosahatchee River
West Palm Beach The South
Florida Water Management Dis-
trict (SFWMD) has requested
that the Army Corps of Engineers
continue to make daily environ-
mental releases of freshwater
from Lake Okeechobee to the
Caloosahatchee River and Estu-
ary. These releases were initiated
last month amid concerns over
saltwater intrusion and the
health of the Upper Caloosa-
hatchee Estuary.
Depending upon the amount
of runoff from the basin, the low-
volume releases of 250 cubic feet
of water per second will contin-
ue as needed through mid-Febru-
ary, with no additional pulse
releases planned. The recom-
mendation for continuation of
these releases was approved by
the SFWMD governing board at
its meeting on January 11. A writ-
ten request to continue similar
gate operations at water struc-
ture S-79 was then submitted to
Army Corps water managers,
who subsequently concurred
with the request.
"According to the latest sam-
pling and monitoring data, the
recent influx of freshwater
already has helped reduce salini-
ty to levels protective of tape
grass in the upper estuary," said
SFWMD Governing Board Mem-
ber Alice J. Carlson. "This is
proof that the freshwater releas-
es are achieving their intended
goal; and we anticipate contin-
ued environmental benefits from
the planned releases over the
next month."
Through the seven-day period
ending Jan. 15, 2007, salinity in
the Caloosahatchee River at the I-
75 Bridge averaged approximate-
ly 10 parts per thousand (ppt),
the target concentration for the
current environmental release
schedule. Recognizing the
abnormally dry conditions in the
area as well as regional water
availability concerns, this sched-
ule was developed to stop the
encroachment of high salinity
water to the upper area of the
estuary and the location limits of
tape grass.
According to SFWMD Execu-
tive Director Carol Ann Wehle,
these releases are an effort to
protect tape grass at its most
upstream location in anticipation
that the plant, which stops grow-
ing and begins to decline when
salinity persists above 10 ppt, will
have a better chance of recovery
in the coming spring and sum-
mer months at least in this lim-
ited region of its range. Without
the current release efforts, the
plants may be lost in the estuary
completely and could take years
to recover.
Tape grass is submerged
aquatic vegetation that provides
food and habitat for numerous
organisms including finfish, crabs
and shellfish. Acting in the same
capacity as downstream seagrass
in its function and importance,
tape grass also can provide
numerous water quality and
water clarity benefits because it
absorbs nutrients and reduces
suspended solids in the water,
particularly near shore. Water
managers routinely monitor tape
grass because it is a key indicator
of water quality and the overall
health of the upper estuary.
In the short term, the SFWMD
will on a monthly basis consider
the need for providing freshwater
from Lake Okeechobee while
balancing the needs of all of the
various water users and natural
systems that depend on the lake
for water. District scientists will
continue to conduct sampling
and monitoring along the
Caloosahatchee River and Estu-
ary to track salinity and water
quality improvements associated
with these releases over the next
month. The release schedule
would be modified according to
new data as it is received, and
lake releases would be reduced
or ceased if basin rainfall runoff
occurs and exceeds the recom-
mended lake releases. At the end
of the 30-day period, District
water managers and the District
governing board will evaluate
the monitoring information and
the prevailing water availability
conditions to determine the need
for any further action.
The current release plan
accounts for anticipated rain
events that may influence salinity
levels and water quality over the
next 30 days. The proposed
releases from the Lake would be
in such low volumes that water
managers project no significant
water, quality change at the
mouth of the Caloosahatchee
Estuary (Shell Point), rather only
within the mid to upper estuary.
However, the District can not
predict water quality changes
due to increased S-79 inflows
related to possible rainfall runoff
during the next month.
An additional benefit antici-
pated from these releases is
lower chloride levels near intakes
for the Lee County Water Treat-
ment Plant, located just upstream
of the S-79 structure. Water man-
agers anticipate the releases will
reduce chlorides or at minimum
keep them from climbing to an
undesirable range.
The South Florida Water Man-
agement District is a regional,
governmental agency that over-
sees the water resources in the
southern half of the state 16
counties from Orlando to the
Keys. It is the oldest and largest
of the state's five water manage-
ment districts. The agency mis-
sion is to manage and protect
water resources of the region by
balancing and improving water
quality, flood control, natural sys-
tems and water supply. A key ini-
tiative is cleanup and restoration
of the Everglades.
