Campaign seeks
to raise tourism
Tallahassee The Partner-
ship for Florida's Tourism is
launching the "Florida's
Tourism Counts" education
campaign to raise awareness of
the importance of tourism mar-
keting and to increase public
funding of "Visit Florida" to $59
million. The growing Partner-,
ship, so far supported by "Visit
Florida" and more than 60
tourism leaders statewide, is
committed to advocating for a
stronger tourism industry in
response to a recent decline in
Florida's tourism numbers. For
the first time since 2001, Florida
is on track to have .an annual
decrease in overall visitors to
the state. Visitation to Florida is
down 2.4 percent in third quar-
ter 2006 compared to the same
period figures in 2005. This
emerging trend of visitation
decline is the result of increas-
ing advertising costs, competi-
tor marketing, stagnant public
funding and lingering hurri-
cane perceptions.

OUA ponders special charges
Special assessment
would help pay cost
of water, sewer lines
By Pete Gawda
Okeechobee News
In the near future, Okee-
chobee Utility Authority (OUA)
may be able to assess property
owners along the route of new
sewer or water lines for the cost
of construction.
-
At their meeting on Tuesday,
Jan. 16, the OUA board of direc-
tors discussed the matter of spe-
cial assessments.
The board also discussed
replacement of galvanized water
lines in Buckhead Ridge and
appointing board members to
represent Glades County.
As a means of financing
expansion of water and sewer
lines and other capital projects,
the board has been pursuing the
idea of special ad -valorum
assessments to property owners.
SDeputy's search
With a special assessment, prop-
erty owners along the route of a
proposed water or sewer line
would be assessed their propor-
tionate share of the construction
costs.
At the board's Feb. 13 meet-
ing, a public hearing will be held
on this matter before a vote is

Jake Kite was honored Tuesday for his unselfish act of braver hen he jumped in to

man while others stood around and watched. Taking part id the-presentation were: (left
to right) Deputy Corporal Jack Nash, Sheriff Paul May, Jake Kite and Major Noel
Stephen.
Man honored for helping deputy
By Eric Kopp
Okeechobee News
Corporal Jack Nash was in
the battle of his life, and he
was losing.
As the deputy from the
Okeechobee County Sheriff's
Office (OCSO) was trying to
place a much larger man
under arrest help suddenly
appeared out of nowhere in
the form of Jake Kite.
Between the two of them,
they were able to subdue and
handcuff the 6-foot-5-inch,
300-pound suspect while as
many as 15 other people stood
around and watched.
"He was a big guy," said Mr.
Kite, the 5-foot-ll-inch, 170-
pound man who helped Cpl.
Nash make the arrest. "I just
jumped in and did what I could
do. I didn't think anything of
it."
Once the man was arrested,
the quiet and unassuming man
left the area without saying a
word or seeking any thanks.
After looking for his civilian
'partner' for nearly a year, Cpl.
Nash said he finally found the
man who had so bravely
helped him. The deputy was in
the local Wal-Mart store when
he saw Mr. Kite working there.
"I saw him a couple of
weeks ago at his place of busi-
ness and said "Hey, I've been
looking for you,'" said Cpl
Nash.
The situation began on Feb.
28, 2006, when Cpl. Nash was
responding to a local conven-
ience store in regard to a
reported drug transaction tak-
ing place.
The deputy said he saw the
suspect make several hand-to-
hand drug transactions with
what he called "known drug
users" in the area. He also
learned that the man was
wanted on local warrants.
When Cpl. Nash pulled into
the store's parking lot, the sus-
pect saw him and moved to
the side of the building. The 6-
foot-2-inch, 225-lb. deputy
approached the suspect, iden-
tified himself and told him he
was under arrest.
At this point, things started
going downhill for Cpl. Nash.
The deputy and the much
larger man began to fight. They
fell to the ground and the
deputy somehow found him-
self on top of the man. And
despite his best efforts, Cpl.
Nash was not succeeding in
getting handcuffs on the sus-
pect.
Then, from out of nowhere,
came Mr. Kite.
"People were walking in
and out of the store, but Jake
asked me if I needed help. And
I told him 'yes I do,'" said Cpl
Nash. "Help like this is very
rare."
He went .on to say by the
time they had the man sub-
dued "we were both worn
out."
Because of what he did, Mr.
Kite, 33, was given a plaque
Tuesday morning by Okee-
chobee County Sheriff Paul
May in recognition of his
unselfish and brave act.

the water. Because the streets
dead end into canals, the water
lines also have to dead end and
the water cannot circulate. In the
absence of winter visitors, water
stands for long periods of time in
the galvanized pipes.
Total estimated cost for
replacing existing 2- and 3-inch
galvanized pipes with 2- and 4-
inch PVC pipes. along Third,
Fourth, Fifth, Sixth, Seventh and
Eighth streets is $382,484. It was
noted that Buckhead Ridge pipe
replacement could be paid for by
deferring other budgeted proj-
ects.
After some discussion, the
board decided to delay any
action until a system-wide uni-
form plan is devised that would
set priorities for line replace-
ment.
In the meantime, OUA Execu-
tive Director John Hayford said
his staff would monitor water
quality and flush out the pipes

Turning to another matter, the
board discussed selection of a
board member and alternate to
represent Glades County. The City
of Okeechobee and the Okee-
chobee County Board of County
Commissioners both appoint two
board members and one alter-
nate to the board. The board itself
then appoints one member and
one alternate to represent Glades
County. ...
The only application so far
from Glades County is from engi-
neer Steve Dobbs. The board
questioned Mr. Dobbs about his
qualifications. He said he has had
experience working on water and
sewer treatment systems for U.S.
Sugar.
There was some concern
expressed that there might be a
conflict of interest if he were
working for a client that had a
project the board was consider-
ing.

receive applications until Feb. 7.
At the Feb 13 meeting, the board
will appoint a Glades County rep-
resentative and a Glades County
alternate.
In an unrelated matter, Mr.
Hayford told the board that his
staff is working on a program for
recognizing employees for their
longevity.
In other action, the board:
received the financial report
for the period ending Dec. 31,
2006;
awarded a contract for con-
crete services to Bowline Con-
struction;
agreed to replace two
pumps at the Heritage Village lift
station at a cost of $11,954;
accepted a $250,000 grant
from South Florida Water Man-
agement District for a water and
wastewater master plan that
would provide some control of
water use while eliminating
potential sources of nutrients to
Lake Okeechobee; and,
appointed board member
Carl Leonard to work with Mr.
Hayford to select a consultant to
devise the above plan.
Members of the task force then
searched the Ford truck and
reportedly found a small metal
container in the driver's side door.
The report states that inside the
container were: 46 Roxicodone
pills, a schedule II1 narcotic; three
Xanax tablets, a schedule IV nar-
cotic; and one Loratab, a schedule
Ill narcotic.
The officers also found a set of
digital scales in the truck, added
the arrest report.
According to the report, Eller-
sick allegedly told detectives that
he takes the pain killers due to
injuries received in a car accident,
and bad knees. However, he also
told them that he is not currently
under a doctor's care and does
not have a prescription for the
pills, continued the report.
Family still searching
for missing daughter
Investigators are seeking infor-
mation as to the whereabouts of a
local girl who has not been seen
or heard from since Dec. 29, 2006.
Detective Sergeant T.J. Brock
of the Okeechobee County Sher-
iff's Office (OCSO) said Thursday
that Donna Faye White, 15, was
reported missing by her family on
Jan. 1,2007.
Sgt. Brock said the girl is
described as being 5-foot-4-inch-
es tall and weighing 105 pounds.
The teen has blond hair and blue
eyes.
He said she may be in the Mos-
quito Creek area and living with
someone, but that has not been
substantiated.
She has not been seen since
leaving her home on that Friday
after she was given permission by
her family to leave with friends
from her home in King's Trailer
Park on S.R. 70 W. The family
believes she left with someone in
a fairly new green pick-up truck.

Sheriff May was referring to

Friday, Jan. 12, while making a
routine traffic stop. His funeral
was held Tuesday afternoon.
After he received the plaque,
Mr. Kite simply said: "I feel spe-

He is. It's not often a civilian
steps in to help a law enforce-
ment officer in trouble.
"Help like this is very rare,"
said Cpl. Nash.
In a memo to Sheriff May
about the incident, Cpl. Nash
wrote: "I am very proud and
thankful for Mr. Kite's actions ...
Mr. Kite is an outstanding citizen
of Okeechobee and a credit to
this community."
But, Sheriff May indicated that
he isn't shocked by Mr. Kite's
bravery.
"In Okeechobee it really does
happen. There are some good
folks here," he said.

report states when the officers
entered the home they saw a plas-
tic sandwich bag containing 8.1
grams of a green leafy substance.
When field tested, the substance
indicated a positive result for the
presence of marijuana.
The bag, stated the report, was
lying on the living room floor.
The OCSO report goes on to
state that approximately 1.7 grams
of suspected crack cocaine was
found in a kitchen cabinet, and
about 1.3 grams of suspected
powder cocaine was found in a
bedroom. When these were field
tested they both indicated a posi-
tive result for the presence of
cocaine.
Investigators also found a set of
digital scales and a large number
of plastic bags in the house, and
$336 in cash on the unemployed
Phoenix.
The report goes on to state that
approximately 1.2 grams of a
white powdery substance in a
plastic bag allegedly fell out of the
left pants leg of Thomas when he
moved. When field tested, the
substance indicated a positive
result for the presence of cocaine.
Finally, another 8.5 grams of
suspected marijuana was found
in an artificial plant hanging
from the ceiling. When tested, it
indicated a positive result for the
presence of cocaine.

lesson about the Spanish-Ameri-
can war. Students are writing
about the similarities and differ-
ences between summer and
winter. This is fun writing to help
students compare and contrast.
In social studies we learned
about the Western Hemisphere
before break. So it is only fair
that we now study about the
Eastern Hemisphere. In science
we will be learning about ener-
gy: what it is, the different forms,
how it can be used and why it is
important. The chapter on prob-
ability in math was fun for the
students for there were hands on
activities to reinforce new vocab-
ulary. FCAT is coming up quick-
ly, so please help your child
study their multiplication facts!
Don't forget to enjoy the new
year!

Mrs. Steiert
Mrs. Steiert's class is extreme-
ly busy now that they are all rest-

break! They are learning about
the laws of motion in science
and have been experimenting to
see if an object's mass affects
how far it travels when acted
upon by a force. They have also
become junior meteorologists
by recording the daily humidity,
temperature, barometric pres-
sure and wind speed. We've had
all sorts of weather so far this
month.
In math, Mrs. Steiert's stu-
dent's class is reviewing and
wrapping up division with deci-
mals as well as converting deci-

students are all still participating
in Math Superstars and are rack-

RENT: It is time that people realize that taxes and insurance are
high and many times tenants move out without paying rent and
destroying the homes. Landlords are not trying to get rich, they are try-
ing to pay their bills and the only hope they have is that the property
will appreciate in value. So sit there and drink your beer, smoke your
cigarettes, play your lottery, go to the casino, eat out every night and
then blame other people for your problems because you cannot afford
to buy a house.

Plan can make
college possible
The benefits of a college edu-
cation are no secret. With a col-
lege degree, young adults have
more career choices and the
opportunity to provide financial
security for their families.
The U.S. Department of Labor
reports that a college graduate
can earn, on average, $1 million
more over a lifetime than some-
one who doesn't go to college.*
For many Florida families, the
question isn't whether to send
their children to college, but how
they will afford to do so. The Flori-
da Prepaid College Board pro-
vides a safe and affordable
option: the Florida Prepaid Col-
lege Plan.
The plan allows families to
prepay the cost of a college edu-
cation today. The Florida Prepaid
College Plan is a safe and afford-
able way to save for college.**
In many cases, the savings for
a family can be dramatic. Accord-
ing to Ernst & Young, the board's
actuarial consulting firm, when
today's newborns enter college in
18 years, the cost of a four-year

Lace up those
shoes, get going
Since starting FlyLady, I have
continually harped on putting
your shoes on your feet each
morning. I want you to do this
and you are not the exception to
the rule.
Several years ago I sold skin
care products for Mary Kay. One
main rule for that company was
that you could not make a single
phone call in the morning unless
you were totally dressed, and I
mean really dressed, all the way
to dress shoes. The reason
behind this duty, was that you act
differently when you have clothes
and shoes on. You are more pro-
fessional. The customer can tell
when you don't feel good about
the way you look, even when you
think you do. So if getting
dressed makes that big of an
impression on someone that
can't even see you, then what is
going to happen to those that can
see you; mainly yourself.
Putting shoes on your feet that
lace up are better than slip-ons or
sandals, because they are harder
to take off. Instead of kicking your
shoes off for a quick snooze on
the couch, you actually have to
go to a bit more trouble. Maybe in
that short instant you will realize
that there is something more that
you can do. With shoes on those
feet of yours, your mind says it's
time to go to work. You have no
excuse for not taking the trash
out or putting that box of give-
away stuff into the car. You are lit-
erally ready for anything. Believe
me, when you get that call from
school that your child needs you,
or that dear friend calls up and
says that she needs to talk, "can
we have lunch?" You are ready!
including shoes.
I see this problem more in the
Stay at home Moms because they
don't leave home for their job
and it is not necessary to get
dressed every morning, only their
children are going to see them. I
want you to listen very closely.
You have the most important job
of all, raising productive adults.
NOW do you want your children
to remember that mom didn't get
dressed until it was time for Dad
to get home or do you want them
to have to answer the door
because you are still in your
gown tail and bathrobe. If you
would look at your day just like
other people who leave the
house, get up and get dressed all
the way to shoes because it is
time to go to work. Your day will
be more productive with shoes
on.
I don't want to hear that you
don't wear shoes in your house.
Buy or clean up a pair just for that
reason. It's not going to be you
who tracks in the dirt anyway.
You are still the boss and you can
require your children to remove
their shoes. What is the problem
here? In most homes you have
had trouble even finding the
floor, much less keeping the car-
pet clean. Do you even know
what color it is supposed to be?
And when you vacuum once or
twice a week the dirt goes away.
Teach your children to not track
in stuff. Have a mat
outside the door for them to
remove unwanted dirt and mud. I
bet you have 10 pair of shoes at
the door right now. What does
that do to your vacuuming sched-
ule? Make the kids take their
shoes outside and clean them up,
then take to their rooms. If they
had to pay for those expensive

tennis shoes they would take bet-
ter care of them.
That is enough of my rant
today. Now get dressed and put
those shoes on your lovely on
your feet. No excuses! Lace up
your shoes and start to FLY!

Stick to the rules to reduce 'body clutter'
Treasure Coast Dermatology
Specializing in the Treatment of Skin Cancer
The end of the year is an
excellent time to make an
assessment of how you've done
with your goals. For me, keeping
the body clutter off that I lost in
2005 was one my goals (okay,
truth be told, I wanted to take a
little bit more off isn't that typi-
cal?). Anyway, I didn't accom-
plish that goal. I've noticed that I
am (unfortunately) one of those
people who has to regularly
attends the School of Hard
Knocks. I think I'm earning my
doctorate, to be honest.
You see, I've gained a little of
my body clutter back. The rea-
son? I got lazy and let-go of some
of my previous "rules" for
myself. I know my body, I know
what I can and cannot do, so
why do I think I can somehow
fool myself?
So here it is, the top 10 Q.les-
soris Ilearnedjin the food depart-
ment of life that I hope you'll just
take my word on without having
to go through them yourself!
1. Everything counts. Yes,
even a bite. Our bodies run on
simple math too much will
show up on your body.
2. Everything counts, number
2. Standing over a sink eating,
eating in the car, eating in front
of an open refrigerator, all adds
up when it comes time to a
morning of reckoning on the
scale.
3. "Just this once," or other
such similar phrase usually
means I am setting myself up for
a downward spiral in eating and
it will take a few pounds gained
before I address it to knock
some sense into me.
4. Good for me food doesn't
mean it's a free for all. Portions
matter and I don't need as much
as I think.
5. Being "good" in a restau-
rant means not finishing every-
thing on my plate. I still think
clean plate and I don't need to
do that! Restaurants typically
give you enough to feed 3-4
people; Bag it up and take it
home!
6. The only "free" food is
water. Everything else has some-
thing in it and will ultimately
count when I step on the scale,
including a glass of wine or a nip
of eggnog!
7. The scale is my friend. If the
numbers have gone up, it's a
wake up call to fix whatever it is
that I am doing to cause them to
go up. Getting on it every morn-
ing keeps me honest.
8. Movement is not optional.
If I don't exercise, the numbers
go upeven if I eat like a bird. I
have a thyroid issue. The only
way to keep it in check for me is
to exercise daily, eat small meals
and take my medication every-
day.
9. It's okay to be hungry. I've
been so paranoid about being
hungry (that's when I overeat)
that I've taken to eating too
many times a day and inadver-
tently, putting on a few pounds
because of not being aware.
Becoming friends with hunger
keeps my food in check little bit
hungry is okay.
10. A food diary is essential!
It's way too easy to get lax, for-
get and eat unconsciously.
Food is an issue for mel need to
stay aware by making sure
what I write down is the same
thing that has gone in my
mouth!
Our Body Clutter (Fireside)
book is the beginning of my

have discovered one year later
that understanding and dealing
with one's body clutter is a

Partnership for Florida's tourism launches campaign
Tallahassee The Partnership
for Florida's Tourism is launching
the "Florida's Tourism Counts"
education campaign to raise
awareness of the importance of
tourism marketing and to
increase public funding of "Visit
Florida" to $59 million. The grow-
ing Partnership, so far supported
by "Visit Florida" and more than
60 tourism leaders statewide, is
committed to advocating for a
stronger tourism industry in
response to a recent decline in
Florida's tourism numbers. For
the first time since 2001, Florida is
on track to have an annual
decrease in overall visitors to the
state. Visitation to Florida is down
2.4 percent in third quarter 2006
compared to the same period fig-
ures in 2005. This emerging trend
of visitation decline is the result of
increasing advertising costs, com-
petitor marketing, stagnant public
funding and lingering hurricane
perceptions.
"The recent decline in visita-
tion is a serious concern for the
continued growth of Florida,"
said Donna Ross, president and
CEO of the Florida Attractions
Association and chair of the "Visit
Florida" board of directors. "A one
percent decrease in Florida visita-
tion represents a loss of $37.2 mil-
lion in general revenue collec-
tions. The Partnership is
committed to raising awareness
about the importance of tourism
marketing in order to create com-
petitive parity with top destina-
tions and, ultimately, strengthen
Florida's economy." In 2005,
Florida lost 1.6 percentage points
in overseas tourism market share.
As Florida's number two source
for international visitation, United
Kingdom visitor figures are pro-
jected to decrease nearly five per-
cent in 2006. The international
visitation decline is due to the
increasing marketing expendi-
tures by other countries, in the
global tourism marketplace. For
example, "Visit Florida"'s adver-
tising spend of $1.8 million is
overshadowed in the UK by Spain
($11.4 million), Ireland ($9.4 mil-
lion), Australia ($7.7 million),
Turkey ($6.96 million), Cyprus
($3.3 million) Morocco ($3.2 mil-
lion), Canada ($2.8), Egypt ($2.6
million) and more, according to
the 2006 Neilson Media Research
report.
Add One/
Education Campaign
At the domestic level, Col-
orado, Oregon, California and
Utah have received triple digit
state contribution increases for
tourism marketing in the past two
years. The California Travel and
Tourism Commission was award-
ed $25 million for marketing in
public funding for 2007, and in
2008, public funding for Califor-
nia's tourism will be increased to
$54 million.
"Although Florida is the num-
ber two destination in the United
States, the Sunshine State has
lagged behind Hawaii, Illinois,
Pennsylvania, Texas and West Vir-
ginia for public funding of tourism
marketing," said Robert Skrob,
executive director of the Florida
Association of Convention & Visi-
tors Bureaus. "Without any
change in this current situation,
aggressive competitor marketing
and increasing advertising costs
will hurt Florida's ability to attract
visitors." Since the inception of
"Visit Florida", the marketing
budget has remained relatively
flat, yet advertising costs have.
increased 37 percent since 1997.
A dollar spent on advertising in
1997 now buys 37 percent less -
or 63 cents worth of media expo-
sure.
The additional $34.3 million in
public funding will enable "Visit
Florida" to enhance its marketing
program with equal strength in
television, direct marketing,
advertising, public relations, pro-
motions, sales and visitor service
activities. Most importantly, "Visit
Florida" will integrate network tel-
evision advertising into its cam-
paign, which has not been previ-
ously incorporated due to budget
limitations.
"We are aggressively working
with statewide tourism industry
leaders to determine a creative
funding solution," said Bud
Nocera, president and CEO of
"Visit Florida". "An investment in
tourism marketing is an invest-
ment in strengthening Florida's
future."
As the No. 1 industry in Flori-
da, tourism creates tax revenues
to provide the necessary funding
for road construction, education,
health care and other vital pro-
grams. In 2005, sales tax rev-
enues related to tourism generat-
ed $3.7 billion for Florida's
economy. Florida's tourism
industry produces a larger eco-
nomic impact than any other pri-
vate sector industry in the Sun-
shine State.
The Partnership for Florida's
Tourism is an alliance comprised
of more than 60 tourism leaders
and representatives statewide.
Through the "Florida's Tourism
Counts" education campaign, the
Partnership is designed to raise
awareness of the importance of
tourism marketing and to
increase public funding to $59
million for "Visit Florida". For
more information on the cam-
paign or to join this initiative,
please visit www.floridastourism-
counts.org.
