Wrong arrest leads to deportation
Twin brother
mistakenly arrested
on cocaine charge

When Margarito Tinajero
learned that his twin brother San-
tiago had been arrested, he went
to law enforcement and told
them they had the wrong man in
Margarito Santiago

hopes that Santiago would be
released and not deported to
Mexico.
Then, when detectives from
the Okeechobee Narcotics Task
Force were able to substantiate
that Margarito was telling the
truth, they dropped the trafficking
in cocaine charges against Santia-
go.
But, Santiago is now in federal
custody and will likely be deport-
ed again. And as of Thursday, Jan.
4, Margarito, 27, is in the Okee-
chobee County Jail where he is
charged with trafficking in
cocaine. His bond has been set at
$75,000.
Margarito's wife April said she
bailed her husband out of jail
Thursday.
"Once we realized we had the
wrong guy, we dropped charges
(against Santiago)," said Detec-
tive Captain Dale LaFlam of the
Okeechobee County Sheriff's
Office (OCSO). "Unfortunately, he
(Santiago) is in the country ille-
gally so we had to turn him over
to ICE (Immigration and Customs
Enforcement).
"Had it not been for the arrest,
he would have been walking
around Okeechobee County free
and clear," he added.
April, 26, said anyone who
knows the two brothers can tell
them apart.
"Santiago is quite a bit heavier
and if you put them together you
can tell the difference," she said,
estimating that Santiago is 40 to
50 pounds heavier than his broth-
er.
Even though friends and fami-
ly members can tell them apart,
April admitted that to a stranger
and in the dark it may be difficult
to make that determination.
"I guess that is a possibility,"
she said.
Capt. LaFlam said even though
the state charge against Santiago
was dropped, since he was in the
country illegally he had to be
turned over to ICE.

Feds take

into custody

An Okeechobee man is
back in federal custody follow-
ing his recent arrest by the
Drug Enforcement Administra-
tion (DEA) for allegedly violat-
ing his probation.
Michael McGee, 30, S.E.
Ninth Court, was taken into
custody Dec. 28 by DEA agents
and charged with violation of
supervised release. He is cur-
rently incarcerated in the St.
Lucie County Jail.
According to a spokesper-
son with the U.S. Marshal's
office in West Palm Beach,
McGee had his first-appear-
ance hearing on Dec. 29. His
next hearing is set for Jan. 26.
McGee was originally arrest-
ed on Dec. 6, 2002, when
members of the Okeechobee
Narcotics Task Force reported-
ly found him to be in posses-
sion of methamphetamine.
Reports from the Okeechobee
County Sheriff's Office, said
chemicals were found in his
possession that are normally
used to make methampheta-
mine.

County fair
revisions
are under way

The Okeechobee County Fair
Association has had to be flexi-
ble and change their plans for
the fair.
The first ever Okeechobee
County Fair will be held March 9-
18 even though an alternate
location will be used for the mid-
way.
"We have a Plan B," stated
Linda Syfrett, fair association
president.
Despite the best efforts of the
fair association to reduce costs
with donated labor and materi-
al, the work necessary to pre-
pare the entrance circle at the
Okeechobee County Agi-Civic
Center for use as a midway will
not be completed in time for the
fair.
The construction firm of
Abney and Abney was awarded
a $620,000 contract to complete
the project that would include

7 hurt in multiple
vehicle accident

On Thursday, Jan. 4, at 1:48
p.m., dispatchers received a call
about an accident involving mul-
tiple vehicles, including semi-
tractor trailers, at the intersection
of S.R. 70 and Berman Road (NW
128thAve).
According to Corporal Brian
Hagan of the Okeechobee Coun-
ty Sherriff's Office, a grey Toyota
car with three occupants was
heading north on Berman Road.
The driver of the Toyota attempt-
ed to turn west onto S. R. 70 as a
2000 Freight Heartland Express
Semi, headed east on S. R. 70
swerved to try and avoid the Toy-
ota.
Cpl. Hagan said that the
Freight semi struck the Toyota on
the front driver's side and as the
Toyota spun north into the inter-
section it struck the rear-of anoth-
er 2006 Freight Semi owned by
Crete Carrier Corporation out of
Lincoln, Neb. that was heading
west on S.R. 70.
The 2000 Freight semi report-
edly continued on as it was
swerving in a northwest direction
and hit a 2004 Jeep Liberty who
was stopped at the stop sign on
Berman Road on the north side
ofS. R. 70.
According to Cpl. Hagan, the
2000 Freight semi came to final
rest in the grass on the north side
of S.R. 70.
The 2004 Jeep Liberty, which
had two occupants, was hit on
the front passenger side by the
2000 Freight semi. The Liberty
was pushed backwards into a
2005 Mack semi owned by Wal-
pole, Inc. who was stopped
behind the Liberty on Berman

installing water and electrical con-
nections in the entrance circle.
On Jan. 3, company owner
John Abney said he did not yet
have a signed contract. Once a
contract is signed, he has 100 days
to complete the job.
However, the project will not be
completed in time for the fair.
"That's not going to be possible
at this time," Mr. Abney said of the
prospects of finishing the job in
time for the fair.
Fair association member Terry
Burroughs said alternate plans are
proceeding to place the midway to
the north of the horse barn. The
only improvements necessary to
accommodate the alternate loca-
tion, according to Mr. Burroughs,
will be a temporary security fence
that will be erected in February. He
said there would be generators and
water access for vendors. The mid-
way rides would be operating off
generators regardless of their loca-
tion, he said.
Mrs. Syfrett said they would
rather have the midway in the cir-
cle, but there is no way to do it.
Volunteers are needed for ticket
sales, parking and various other
things. Anyone interested in volun-
teering should contact Mrs. Syfrett

County Cooperative Extensive Ser-
vice at 863-763-6469.

Bronson and State Representative
Richard Machek and possibly other
elected officials will be on hand for
the ribbon cutting ceremony open-
ing the fair.
Headlining the fair will be the
native Florida country music act -
the Bellamy Brothers.
Howard and David Bellamy are
celebrating 30 years of hits. The
string began with "Let Your Love
Flow", in 1976. Through the years,
their hits have included such songs
as "Dancing Cowboys," "You Ain't
Just Whistling Dixie," "Old Hippy,"
and "Kids of the Baby Boom."
When they are not performing,
the Bellamys come home to the
family ranch in Darby, just north of
Tampa. It's a working ranch con-
sisting of purebred Charolais cattle
and quarter horses.
The Music City Brass will also
be performing at the fair.
"Music City Brass would be an
asset to any entertainment pack-
age," St. Lucie County Fair Associa-
tion General Manager Jeanne
Keaton was quoted on the brass'
website.
As for other entertainment,
there will be a hypnotist perform-
ing 15 shows during the fair and a
children's puppet show on the
midway.
In addition to entertainment
and the traditional livestock and
agriculture related displays, the fair
association envisions displays of
such things as arts and crafts, pho-
tography, woodworking and dis-
plays by religious or civic groups.
"We really need more exhibits,"
said Mrs. Syfrett.
Applications for exhibits can be
picked up at the cooperative exten-
sion office in the county annex on
U.S. 98 N.

Liberty came to a final rest in the
grass on the north side of S.R. 70
and east of Berman Road.
Each semi-trailer had only one
occupant, of which two were
transported to Raulerson Hospital
with unknown injuries, according
to Cpl. Hagan.
The Liberty's occupants were
transported to Raulerson Hospital
as well as the two passengers in the
Toyota.
The driver of the Toyota, was
airlifted by LifeStar to St. Mary's
Hospital.
The officer in charge of the
scene was Deputy Adrian Rogers.
Names and ages of the individu-
als involved were not released due
to the extent of some of the
injuries.

"I believe we owe him an apol-
ogy," said the captain. "And if no
one from the department has
extended an apology, I would like
to offer him an apology."
Santiago, 27, N.W. 42nd Ave.,
was arrested Nov. 22, 2006, by the
task force during an undercover
drug operation where an under-
cover law enforcement officer
posed as a drug buyer. According
to the OCSO arrest report, the offi-
cer purchased 2 ounces of a sub-
stance for $1,600. The substance
was field tested and indicated a
positive result for the presence of
cocaine.
Santiago was later arrested
and booked into the Okeechobee
County Jail on a charge of traffick-
ing in cocaine. His bond was set
at $75,000.
"When he was arrested, I
immediately went over to April's,"
said Tina Tinajero, Santiago's
wife. "I asked them to take me to
the sheriff's office to see what
was going on. His brother (Mar-
garito) told me they wanted him
and not Santiago and he assumed
they would let him go and eventu-
ally come after him."
The next morning, Nov. 23,
Tina said they called OCSO detec-
tives and told them there was a
mistake. She said Margarito got
on the phone and talked to detec-
tives then agreed to meet with
them.
"Margarito said he wanted to
do this because he didn't want his
brother going down for some-
thing he did," said Tina, 26.
Capt. LaFlam said detectives
investigated Margarito's claims
and determined that he was
telling the truth.-

his 2002 arrest. Hill was originally
charged with possession of
methamphetamine, but those
charges were later dropped.
Immediately after that arrest,
McGee was taken into custody by
the DEA on the charge of conspir-
acy to possess with intent to dis-
tribute 5 grams or more of
methamphetamine. In 2003,
McGee was found guilty and sen-
tenced to serve 24 months in a
federal prison, to be followed by
three years of supervised release.
However, the spokesperson
for the U.S. Marshals said in a
Wednesday, Jan. 4, telephone
interview that McGee had violated
the terms of his supervision and a
warrant was issued for his arrest
on Dec. 19, 2006. The spokesper-
son said McGee had failed to noti-
fy his probation office on where
he was living and refused to take a
drug test.
In 2002, two detectives from
the Narcotics Task Force stopped

at the time the identification was
made (of Santiago) we did not
know there was a twin brother,"
said Capt. LaFlam. "In the six
years I've been in command of
this division, I don't believe this
has ever cropped up before."
Following the second investi-
gation, a warrant was issued for
Margarito's arrest.
"They came forward to let law
enforcement know that the broth-
er (Santiago) wasn't the one who
did it it was him," said the cap-
tain. "Basically, he did the right
thing. If he hadn't said anything, I
don't know if we would have
learned of the difference."
Still, Santiago is being held at
the Krome Service Processing
Center in Miami while he awaits
his day in federal court.
According to ICE spokes-
woman Barbara Gonzalez, Santi-
ago was first ordered to be
deported from the U.S. on April 2,
2002. Following his appeals, he
was deported on Nov. 13, 2003.
He was originally arrested on, and
convicted of, burglary and
domestic battery in Palm Beach
County.
On Nov. 18, he tried to re-enter
the U.S. at Brownsville, Texas,
said Ms. Gonzalez. He was arrest-
ed, sentenced to time served and
sent back to Mexico.
He apparently re-entered the
U.S. again, and was later mistak-
enly arrested in Okeechobee
County.
Ms. Gonzales said Santiago
now faces a maximum sentence
of 20 years in a federal prison if
convicted. Following his prison
sentence, he will again be deport-
ed.
And if he's deported again,
Tina, who was born in the United
States, doesn't know what she
and her three children will do.
1"My kids will suffer for the rest
of their lives without a father," she

Hill was a passenger in the vehi-
cle.
An OCSO K-9 sniffed the right
front pocket of McGee's pants and
gave a positive alert for the pres-
ence of drugs. The detectives
searched the man and reportedly
found 3.53 grams of a green leafy
substance. The substance was
field tested and gave a positive
result for the presence of marijua-
na.
During a subsequent search of
the truck, a glass jar containing a
white milky liquid was found in
the back of the truck, stated the
report. The detectives then found
a 1-gallon container of muriatic
acid, Red Devil lye, Drano, hydro-
gen peroxide, alcohol, pseu-
doephedrine, red phosphorus,
plastic tubing and several glass
jars.
The report goes on to state that
the white milky liquid contained
pseudoephedrine and either
denatured alcohol or Coleman
fuel. All of the chemicals, contin-
ued the report, are used to make
methamphetamine.
During McGee's arrest on the
said. "My youngest one, who is 5,
doesn't understand. He thinks
you can just pick up a phone and
call him. It just tears me apart."
Besides the 5 year old, Santia-
go and Tina have two other chil-
dren ages 9 and 10. She said their
schools have offered counseling
for her children.
But for now, she must figure
out a way to make a living and to
make payments on a new home
the couple is having built as well
as a new truck. Tina said prior to
his arrest, Santiago was a welder
at a power plant and earned over
$50,000 year.
"He's always worked really
hard for everything we do have,"
she said. "I know something's
going to happen, but how do they
expect me to go to Mexico with
three small children. Where he's
from, they don't have schools and
their bathrooms are outside.
"I've never had to work, but I
will definitely have to find some-
thing to do," she continued. "I
have no experience except at
being a mom and a housekeep-
er."
Santiago, she continued, went
to school in Okeechobee and has
been here since he was an infant.
"The local schools even have
his kindergarten record," she said.
In fact, Margarito and April
were in kindergarten together at
Central Elementary in 1986.
And now as Tina will likely
have to deal once again with her
husband's deportation, April may
be facing a similar situation with
her husband.
"I don't want him to go
through the things his brother's
going through," she said. "If the
same thing happens to him, I
don't know what we're going to
do. She (Tina) and I are adults, we
can handle it. But, how do you
explain it to the kids."

possession, states another OCSO
report. A substance was found in
the pipe and when the substance
was field tested it gave a positive
indication for the presence of
methamphetamine.
When his home was searched
that same night, several items
were found that are commonly
used to manufacture metham-
phetamine, continued the report.
At this point, the home was
secured and a clean-up team was
called to the scene.
Since the chemicals used to
make methamphetamines are
quite volatile, neighbors near the
home were notified and warned.
The report also said that a
trace amount of methampheta-
mine was found in McGee's
home.
By this time McGee had been
taken to the St. Lucie County Jail
by agents from the U.S. Marshal's
Office.

Garbage pick-up will be one day behind
OKEECHOBEE Waste Management has announced that there
will be no residential or commercial garbage pickup on Monday,
Jan. 1.
The schedule for the week of New Year's Day will be: Wednes-
day, Jan. 3, will be picked up Thursday, Jan. 4; Thursday, Jan. 4, will
be picked up Friday, Jan. 5; and Friday, Jan. 5, will be picked up Sat-
urday, Jan. 6.
This schedule includes all pickups for garbage, yard waste and
recyclables.
Drivers can list emergency contacts
Effective in the State of Florida as of Oct. 2, you can have two
emergency contacts attached to your Florida driver's license.
If you are in an accident, emergency rescuers can check your dri-
ver's license and two emergency contacts will pop up so they do not
have to search for relatives.

gram (GRH) designed to assist low and moderate income, credit
worthy families and individuals in buying existing or building new

for the county in which they would live, have an acceptable credit
history, and adequate and dependable income sufficient to meet all
obligations.

U.S.C.G. Flotilla seeking new members
OKEECHOBEE The U.S. Coast Guard Auxiliary Flotilla 57 in
Okeechobee is seeking new members to become involved in the
Auxiliary's programs.
The Auxiliary is a volunteer service organization composed of
men and women who actively support recreational boating safety
and other Coast Guard missions.
The Auxiliary also provides recreational boating safety support to
sate and local authorities.

Final plans being made for Birding Festival ,:
Festival slated for
March 30-April 1, 2007
Headlining the festival this year
are a renowned naturalist and
writer and a nature photographer
recognized around the state.
Writer, naturalist and activist
Susan Cerulean will give the
keynote address Saturday, March
31, 2007, during the sixth annual
Big 0 Birding Festival.
Cerulean's latest book is a
nature memoir entitled, "Tracking
Desire: A Journey after Swallow-
tailed Kites," published by the Uni-
versity of Georgia Press in March
2005. Besides offering a pilgrimage
through the much-reduced home-
land of the swallow-tailed kite, the
book weaves science, family histo-
ry and interior musings with the
fabric of the kite's life history. Track-
ing Desire was named Editors'
Choice by Audubon magazine
(March 2005).
With the decision to push the
festival back to late March, early
April, which coincides with the
return of the swallow-tailed kites to
nest at Fisheating Creek, selecting a
keynote speaker enamored of the
bird and the area was a no-brainer,
according to Glades County Eco-
nomic Development Council Direc-
tor Tracy Whirls, who chairs the Big
0 Birding Festival committee and
works with the Hendry County
Tourism Development Council and
Clewiston Chamber of Commerce
each year to organize the joint
Glades County/Hendry County
event.
Sharing the keynote spotlight
Saturday, March 31, 2007, during a
catered dinner at the clubhouse of
Glades Resort RV Park will be
renowned nature photographer,
writer and editor John Moran, who
will give a presentation based on
his latest book, "Journal of Light:
The Visual Diary of a Florida Nature
Photographer," a 20-year collection
of photos and essays, published by
University Press of Florida in 2004.
A major traveling exhibitor of

world of photojournalism in 2003
to concentrate full time on photo-
graphing the best of vanishing natu-
ral Florida.
The double header keynote
address is the centerpiece of a
weekend planned to please birders,
naturalists and art lovers alike.
Kicking off the lecture series to
be held at the Doyle Conner Build-
ing in Moore Haven during the Big
0 Birding Festival, Friday, March 30,
2007 is renowned bird artist Lydia
C. Thompson. A native of Natchez,
Mississippi, Ms. Thompson began
her studies of art, birds and nature
along the banks of the Mississippi.
She earned her bachelor of arts
degree from Mississippi State Uni-
versity in 1976, and after several
years of extensive traveling and
continued studies, she settled on St.
Simons Island, Ga. One of the most
recognized and loved artists in the
coastal area, Lydia is also a popular
columnist for the "Jekyll Golden
Islander," and executive director for
the Georgia Colonial Coast Birding
and Nature Festival.
Aided by a bald eagle, burrow-
ing owl, caracara and other birds of
prey native to the region, Lynda
White of the Audubon Birds of Prey
Center, will give a presentation on
the Center's Eaglewatch volunteer
citizen scientist program at noon
on Saturday, March 31, 2007. Eagle
Watch is designed to educate vol-
unteer participants in general eagle
nesting biology, applicable laws,
the identification of nest threats,
monitoring techniques and the veri-
fication of previously unrecorded
active eagle nests. This data is com-
piled and used to assist the state's
mid-winter annual Bald Eagle Nest-
ing Survey as well as the U.S Fish
and Wildlife Service.
Wrapping up the Big 0 Birding
Festival lecture series, south Florida
native Robert Fulton, author of
"Swamp Drifter," which details his
work with the Cornell Lab of
Ornithology's research team in the
Cache River section of Arkansas last
April, will speak on the continued
search for the Ivory billed Wood-
pecker, during a special "mini
keynote" presentation, at noon

300 species of birds which flock to
Hendry and Glades County each

"Historically, birders had to
choose between attending lectures
and attending tours, which went on
simultaneously," Ms. Whirls said.
"This year, we will have birding
tours in the morning, followed by a
lecture with lunch, followed by an
afternoon tour, followed by din-
ner."
Several popular tours, including
the ever popular "Owl Hoot," and a
"Regional Birds" Tour led by
Audubon's Dr. Paul Gray, as well as
a Tour of Diner Island Wildlife Man-
agement Area remain on tap, while
work continues to schedule some
new ones, including a tour of the
Hendry County STA-5 with Hendry-
Glades Audubon.
The annual "Arts and Crafts"

William H. Walker
William H. Walker, age 82,
died Tuesday, Jan. 2, 2007, at
Raulerson Hospital. Born Aug.
26, 1924, in Ravenscroft, Tenn.,
he has been a resident of Okee-
chobee for the past 24 years. A
graduate of the University of
Kentucky, he worked as a
Hydrologist in the Engineering
field, identifying and correcting
ground water pollution. He
served in the United States Army
Air Corps serving in the Military
Air Transport during World War
II.
Mr. Walker is preceded in
death by his parents, Charles
and Anita Walker; brother,
Richard Walker; and sister,
Frances Walker Brown.
He is survived by his wife of
60 years, Marion C. Walker;
sons, William C. (Alice) Walker
of Cincinnati, Ohio, Bruce (Can-
dace) Walker of Indianapolis,
Ind., Robert S. (Catherine) Walk-
er of Lakeside, Montana; sisters,
Anita Walker (John) Kornfield of
California, Jeanette Walker
(Marion) Tinsley of Central City,
Ky., Harriet Walker (John) Del-
nero of Hilton Head, S.C. In
addition he is survived by five
grandchildren and three great-
grandchildren.

Joyce Frier Clark, age 77, died

United Methodist Church of
Okeechobee.

ID belongs
in schools
While America waits for the
verdict on Dr. Kent Hovind's, of
Creation Science Evangelism, tax
revolt case in Florida the Dover PA
intelligent design (ID) controversy
is in the news again.
Apparently the presiding judge
took over 90 percent of his rea-
soning against ID as science by
cutting and pasting directly from
the ACLU lawyer's transcript that
was provided about one month
prior to the trial.
For the past year, Republican
Judge John E. Jones III has lec-
tured on and been a respected
celebrity for the secular, Darwin-
ian, ungodly agenda. From TV to
radio to "Time Magazine," the
U.S. District Court official gained
wealth and fame by explaining
his so-called reasoning behind his
December 2005 ruling stating that
intelligent design does not belong
in public-school science class-
rooms.
Do you even know what ID is?
Does your child?
The science of biochemistry
has been the primary field that
has produced the evidence for
intelligent design via the discov-
ery of various microscopic
machines that are made up of
amino acids and proteins, and
they run all the different systems
of the now known-to-be complex
single cellular organisms.
The key term that must be
looked into by every judge, jury
and would-be executioner of ID is
irreducible complexity. Why,
because Darwin's theory cannot
account for these structures by
the process of mutation, adapta-
tion or natural selection.

Plans made for MLK parade

start Series bass tournament in

Fire Rescue beefs up equipment
Contraband seized at jail

BELLE GLADE The Belle
Glade Fire Rescue, now known
as the Palm Beach County Fire
Rescue since the recent consoli-
dation, put an application for a
grant to purchase an airboat for
emergency operations on Lake
Okeechobee.
The grant was approved and
as a result of it, the airboat was
delivered to the department at
the end of September, accord-
ing to PBCFR representatives.
The device is one of only
three airboats used for rescue
purposes in the state of Florida.
The other airboats are located
in Broward and Miami-Dade
Counties.
According to representatives
with fire rescue, the airboat is
capable of traversing deep or
shallow water, marshes and
inland waterways within the
area. District 7 Chief Curtis Rice
is confident that the airboat will
do wonders for the Glades area.
"This will be the first of its
kind in Palm Beach County. It
will drastically increase rescue
ability to areas inaccessible to
standard vehicles, including
propeller driven boats," said
Chief Rice.

paramedic, Richard Christmas
and driver operator, Tim Asche-
man are currently in the process
of having a training program for
the airboat. Representatives
said the idea is to develop a pro-
gram that will address normal
operations, as well as use dur-
ing actual emergencies. These

Components of the upcom-
ing training program will
include familiarity with the
equipment on the airboat,
water navigation, use of the
onboard global positioning sys-
tem, patient packaging, and
more.
The program will be split up
into two sections. The first sec-
tion will include the actual oper-
ation of the boat, consisting of
launching, docking, towing and
familiarization of Lake Okee-
chobee. This section will be
performed by actual airboat
time on the water and the use of
the navigation systems that are
available.
Part two of the training deals
with patient treatment and
packaging. Trainees will be
taught how to assess the
patient, stabilize and package
an injured patient both in the
water and on the boat, and
more.
PBCFR representative said
that Lake Okeechobee is the
second largest inland lake in the
United States, as well as the
largest in the state of Florida.
Palm Beach County covers
approximately 33 percent of the
lake.

MOORE HAVEN To inci-
dents of contraband smuggling
into the local prison were
reported by the Glades County
Sheriff's Office in December.
On Dec. 8, Deputy Donald
Watts and Sgt. D. Hardin
responded to the Moore Haven
Correctional Facility.
After arrival, they were
informed by Lt. Joseph Black-
man that he had conducted a
search on inmate Demetrius
Maurice Hollis, 20. A green leafy
substance was found on his per-
son. The substance was con-
tained in nine separate paper
packages.
The green leafy substance
was field tested by Deputy Watts
as positive for marijuana, and it
weighed approximately four
grams. Inmate Demetrius Hollis
was arrested and transported to
the Glades County Jail.
One day later, Deputy
Richard Ermeri and Sgt. D.
Hardin responded to the Moore
Haven Correctional Facility.
After arrival, they were advised
that Officer Jon Carner had con-
ducted a search of a locker
assigned to inmate David J. San-
tos, 37.
Officer Carner reported to
Deputy Ermeri and Sgt. Hardin
that he had retrieved a small bag
containing approximately one
gram of a green leafy substance
which was found in the locker
assigned to Mr. Santos.
Later, Officer Carner
searched Mr. Santos and found

Bicyclist pronounced
dead at scene

HENDRY COUNTY Police
are looking for two vehicles
believed to have been involved
in a crash that left one bicyclist
dead recently.
Of the three cars believed to
have struck the bicyclist, two
fled from the scene without
regard to the condition of the vic-
tim.
On Friday, Dec. 22, at approxi-
mately 6:30 p.m. Florida High-
way Trooper Finneran arrived at
a call at S.R. 29, just north of
Sams Lane, to find a 23-year-old
man dead from crash-related
injuries.
The victim, Simon V. Clicerio,
of Labelle, was fatally injured
while attempting to cross the
northbound lane of S.R. 29 when
he crossed directly in the path of
oncoming traffic.
Witnesses say a Ford pickup
truck struck Mr. Clicerio, ejecting
him from his bicycle and throw-
ing him across the southbound
lane, where a second vehicle
flung his body hard to the road.
The man's body was thrown
into the northbound lane, where
a third vehicle ran over him.
Police believe one of the vehi-
cles that fled from the scene is a
black Ford Ranger pickup truck
with front and left side damage,
according to witnesses. The
other vehicle's description is
unknown, with witnesses
unable to remember what that
vehicle looked like.
Mr. Clicerio was pronounced
dead at the scene.
The Florida Highway Patrol is
urging anyone with information
on this case to please contact

SFWMD reports dry spells in north portions of district
2006 ranks as
sixth-driest on record
West Palm Beach Water
managers at the South Florida
Water Management District
(SFWMD) today reported that
many areas to the north and north-
east of the District are cut rently
experiencing 1-in-25-year dry
spells.
Coupled with irregular 2006
rain patterns that disproportionate-
ly favored southern and southwest-
ern portions of the District,
SFWMD meteorologists recorded
District-wide rainfall of 40.75 inch-
es for 2006, marking the sixth-dri-
est year on record in South Florida
dating back to 1932. The total is
nearly a foot, or 22 percent, below
the historical average rainfall of
52.25 inches per year District-wide.
All of the SFWMD's major
basins experienced below average
rainfall for the year. Most notably,
the Upper Kissimmee Basin, conm-
prised of the Kissimmee Chain of
Lakes, received a record low of
32.20 inches of rain in 2006, nearly
an inch below the previous record
of 33.00 inches set in 1961 and
nearly 18 inches below the basin's
historical average of approxin lately
50 inches. Similarly, the Martin/St.
Lucie Basin, along the District's
northeastern border, received
33.70 inches of rain, approximately
61 percent of that basin's historical
average and the second-lowest
annual rain total on record here
dating back to 1915.
The lack of rain at the headwa-
ters of the interconnected Kissinm-
mee/Lake Okeechobee/Everglades
system has adversely impacted sur-
face water and groundwater levels
District-wide -- and in turn, the
regional water supply according
to SFWMD Governing Board Chair-
man Kevin McCarty.
At present, the water level of
Lake Okeechobee, a bellwether
measurement of the District's
water supply, is more than three
feet or 21 percent below its his-
torical average for this time of year,
McCarty indicated. Lake levels
throughout the Kissimmee Chain
of Lakes also are well below nor-
mal, he added, creating possible
problems for boaters and poten-
tially impacting the regional ecolo-
gy in addition to the noted water
supply concerns.
As a result, the SFWMD contin-
ues to encourage both residential
and agricultural water users
throughout the District to voluntari-
ly reduce water consumption and
observe normal water conserva-
tion practices.
"Although southern and south-
eastern areas of the District have
enjoyed recent rain events and
fared relatively well compared to
Central Florida in terms of 2006
rainfall, the lack of rain to the north
is a regional concern," said Carol
Ann Wehle, executive director of
the SFWMD. "Our water manage-
ment system is intricately connect-
ed, and low rainfall anywhere with-
in our boundaries affects all of us in
the same way. With five months to
go before the summer rains begin,
even a wetter than normal dry sea-
son provides no guarantees that
we will make up the regional water
deficit, meaning water conserva-
lion is more important than ever-
even on a rainy day."
Mandatory Phase I water
res;llitions remain in force for the
Lake Okeechobee Service Area as
well as the Northern Indian Prairie
Basin, which comprise the Ever-
glades Agricultural Area, portions
of I lendry, Glades, Lee, Okee-
chobee, Palm Beach and Martin
Counties, as well as agricultural
areas to the south of Lake Istok-
poga in Highlands County. Classi-
fied as moderate water shortage
declarations, these orders predom-
inantly impact agricultural, indus-
trial and commercial water users
as well as public water supply utili-
ties in these areas; withdrawals
from the Caloosahatchee River;
and a relatively small number of
residential users whose water
source is Lake Okeechobee or any
of the surface water canals
recharged by the Lake.
A formal water shortage warn-
ing remains in place for the Dis-
trict's Lower East Coast Service
Area, which comprises Monroe,
Mian i-Dade, Broward and eastern
Palm Beach Counties. Though no
mandatory water restrictions have
been issued as part of this warning,
the District is encouraging both res-
idential and agricultural water
users here to voluntarily reduce
their water consumption as a pre-
emptive measure to avoid or fore-
stall potential water shortage
orders and mandatory water
restrictions later in the dry season.
Groundwater sources are not
restricted by either declaration, and
users are allowed to utilize ground-
water in accordance with their per-

mits. District water managers are
continually monitoring groundwa-
ter and surface water levels
throughout the system.
The driest year on record at the
SFWMD was 1938, during which
only 38.92 inches of rain was
recorded District-wide. Above-
average rainfall of 2.39 inches in
December 2006, approximately 23
percent more than the historical
average for that month, prevented
the annual total from approaching
the record low.

water quality, flood control, natural
systems and water supply. A key
initiative is cleanup and restoration
of the Everglades.

jars and bottles and plastics #1
through #3 are accepted at the
public facilities. Items not accepted
include: plastic shopping bags;
commercial business items; tires;

gas, paint or household hazardous
